Farmers dealt a crushing blow in bicam-ok’d coco levy bill

The optimism of the country's coconut farmers died down on Wednesday after the congressional bicameral conference approved the Senate version of the coco levy bill---a landmark legislation that took 47 years to hurdle. Farmer groups described the version as "inadequate," fearing further delays in the release of the P105-billion fund since a separate legislation was still needed before it could be utilized. Under the latest version of the bill, a "reconstituted" body under the Philippine Coconut Authority (PCA) would be tasked to handle the fund. A separate bill must still be passed to amend the agency's charter. PCA administrator Romulo Dela Rosa said the committee was targeting...Keep on reading: Farmers dealt a crushing blow in bicam-ok’d coco levy bill.....»»

Life or death for coco levy

Coconut farmer leaders believe that next week's Congress bicameral committee meeting on the coco levy will decide the life or death of a levy beneficial to them. This amounts to about P100 billion, collected largely from small coconut farmers from 1972 to 1981. This was the consensus during a meeting on May 21 of coconut farmer leaders from Luzon, Visayas and Mindanao. It was organized by the Philippine Council for Agriculture and Fisheries (PCAF), with Alyansa Agrikultura convenor Omi Royandoyan presiding. They passed a resolution stating their concern that the upcoming bicameral conference on the "Coconut Farmers and Industry Trust Fund Bill" Senate Bill 1233 and House Bill 5745 cou...Keep on reading: Life or death for coco levy.....»»
