US, Japan, S.Korea aim to share N.Korea missile warning data
The United States, Japan and South Korea aim to share North Korean missile warning data before the end of 2023, the three countries said in a statement following a Saturday meeting of their defence chiefs in Singapore. The announcement followed a North Korean attempt to launch a spy satellite that ended with it crashing into the sea after a rocket failure earlier in the week, the latest in a string of banned tests conducted by Pyongyang. The three sides "recognised trilateral efforts to activate a data sharing mechanism to exchange real-time missile warning data before the end of the year in order to improve each country's ability to detect and assess missiles launched" by North Korea, their joint statement said. US Defense Secretary Lloyd Austin and his Japanese and South Korean counterparts Yasukazu Hamada and Lee Jong-sup met on the sidelines of the Shangri-La Dialogue defence summit. They "discussed the growing nuclear and missile threats from the Democratic People's Republic of Korea as well as efforts to enhance trilateral security exercises and address common security challenges in the Indo-Pacific region", the statement said. South Korea's defence ministry said in a separate statement that they "committed to making further progress in the coming months towards the activation of a real-time sharing mechanism for missile warning information". Hamada told a news conference the initiative "will improve the ability of countries to detect and assess the threat of missiles launched by North Korea, and we will work firmly to achieve this as soon as possible". A senior US defence official said ahead of the announcement that the planned data sharing is ultimately about "strengthening trilateral cooperation, which we believe is in all three of our countries' interests, which we believe strengthens deterrence, and which we believe also institutionalizes this cooperation". Grave danger Seoul, Tokyo and Washington all slammed the failed North Korean satellite launch, which they said violated a raft of UN resolutions barring Pyongyang from any tests using ballistic missile technology. South Korea's military said it had managed to locate and salvage a portion of the suspected debris in a potential intelligence bonanza. North Korea does not have a functioning satellite in space and leader Kim Jong Un has made developing a military spy satellite a top priority, despite UN resolutions barring its use of such technology. Because long-range missiles and rockets used for space launches share the same technology, analysts say developing the ability to put a satellite in orbit would provide Pyongyang with cover for testing its banned intercontinental ballistic missiles. Before the failed launch, Pyongyang had launched five satellites since 1998. Three failed immediately and two appeared to have been put into orbit. North Korea has doubled down on military development since diplomatic efforts collapsed in 2019, conducting a string of prohibited weapons tests, including test-firing multiple ICBMs. Kim last year declared his country an "irreversible" nuclear power and called for an "exponential" increase in weapons production, including tactical nuclear weapons. Five ways Metro Manila can be made a better city
Metro Manila is forecast to become a global power city, but that development is challenged by rapid urbanization. The UN Habitat sees climate change, inequality, poverty and other social problems arising from poorly managed cities. Is there a way out of Metro Manila’s problems? Architect and urban designer Chintan Raveshia and urban planner and sustainability consultant Tony Chan of Singapore-based Arup stress that urban development should also consider people’s aspirations, their changing needs and expectations, and the collective identity of the residents. Raveshia says stakeholders should first ask themselves the most fundamental question: “What’s the identity of the city and how do we make its residents proud?” As an example, “Singapore, a city high on everyone’s liveability list, is also working with citizens and grassroots organizations to inculcate a sense of ‘lovability’ for the city. This helps to strengthen societal bonds, increase equity, improve community safety, and exude pride and a feeling of ownership of the city among the residents.” Chan believes that successful sustainable urban development goes hand in hand with the capability to enhance people’s quality of life. “We must develop and harness models of development that have low-carbon targets, that are also just, secure and enhances the quality of life for all residents.” If Singapore reclaims lands for more affordable housing and Melbourne builds accessible green spaces to promote social interaction, for instance, what plans would likewise best fit Metro Manila’s sustainable and livable future while maintaining its identity? The Philippines is among the top 10 countries in the world most affected by climate change in the past 20 years, according to the Global Climate Risk Index. Infrastructure like proper bike lanes and walkable streets ensure residents’ safety, accessibility and comfort, while science and technology-based solutions can build flexible structures, multi-use systems and technologies that can help residents adapt and prepare for changing conditions. DoTA 2 star N0tail sees eSports thriving in new normal
With physical distancing being enforced and mass gatherings being prohibited during the ongoing COVID-19 pandemic, most, if not all major sports have taken big blows. While most professional sports are slowly getting back on their feet, it might take a while - if ever - for the live sports experience to return to normal. For eSports, an industry that really doesn’t require physical interaction or mass gatherings, surviving and thriving in the new normal should not be an issue, and DoTA star Johan “N0tail” Sundstien is confident that will be the case. Speaking to a handful of Filipino media before his 1 on 1 DoTA 2 battle with Filipino gamer Zedrik “Jeff” Dizon, N0tail spoke about how the eSports industry can survive, how it has grown since he began playing, and what Jeff’s 2020 Red Bull r1v1r Runes Championship can do for the Filipino eSports scene. For the 26-year old native of Denmark, eSports should have little to no problems getting back on track after the COVID-19 pandemic. “Yeah, I think eSports is in way better shape than other physical sports, for sure. Physical sports, sports in general, have probably made more of a business and they’ve been used to offline events and monetizing fans coming into stadiums, so obviously they’re having a much harder time than we would be,” N0tail explained. Prior to eSports exploding and becoming a live attraction, tournaments were done mainly online, and N0tail believes that this is one of the industry’s advantages especially in the ’new normal’. “We come from a place where we used to have online tournaments, we used to do these things online purely, and when [the COVID-19 virus pandemic] happened, I think all streaming and all online entertainment platforms had this opportunity to thrive and to exist. It’s a good time to be playing video games and not doing live music or something like that.” “The Coronavirus] hit a lot of people pretty hard, but we have a good chance,” he added. Speaking of the explosion of eSports, N0tail recalls the industry’s humble beginnings and how far it has come now. “When I started, it was nowhere near what it is today. Igacos waterfall cementing for bulk water system preps
The Island Garden City of Samal (Igacos) has cemented a waterfall in preparation for the city's bulk water system, according to Michael Anthony Homez, the information officer of the City Information Office (CIO). The controversy arose after a viral Facebook post showed the cemented part of the waterfall in Sitio Auring, Barangay Cawag near Hagimit. Homez explained that the Department of Public Works and Highways (DPWH) has a project for bulk water, similar to the Tamugan River in Davao, which includes slope protection. The cementing of the river's side was intended to prevent it from deepening. The City Government of Samal is in the process of securing a loan for the bulk water system as the existing surface water in Igacos is insufficient. Homez clarified that the waterfall was closed temporarily to allow the cement to dry, and once dried, the water would continue to flow. He emphasized that the cementing has made the area safer, reducing the risk of accidents. Chip maker Intel beats earnings expectations as it pursues rivals
US chip giant Intel on Thursday said it made more money than expected in the recently ended quarter as it continued to invest in a "geographically balanced" supply chain. Intel shares jumped more than 7 percent to $34.88 in after-market trades. "We delivered a standout third quarter, underscored by across-the-board progress on our process and product roadmaps; agreements with new foundry customers, and momentum as we bring AI everywhere," said Intel chief executive Pat Gelsinger. Intel reported revenue of $14.2 billion, which was 8 percent less than the amount seen in the same quarter a year earlier but ahead of forecasts. Net income tallied $300 million, compared with $1 billion profit in the same period in 2022, earnings figures showed. "Our results exceeded expectations," said Intel chief financial officer David Zinsner, who said earnings benefited from "expense discipline." Intel has been working to catch up with rivals, especially Nvidia, when it comes to powerful chips needed to handle the computing demands of artificial intelligence. Intel touted investments being made in chip production facilities with an aim of creating a "geographically balanced, secure, resilient supply chain." California-based Intel is seen as a key tool for the United States to reduce its dependence on major global producers, such as Taiwan's TSMC. Earlier this year, Intel announced it would spend $25 billion on a new plant in Israel, with Prime Minister Benjamin Netanyahu calling it the country's single largest foreign investment. The "agreement in principle" would see the semiconductor firm build the facility in the southern city of Kiryat Gat that would open by 2027 and operate at least until 2035, Israel's finance ministry said. Intel has been operating in Israel since the 1970s with development centers and a production site that employs some 12,000 people, the finance ministry said. In 2017, Intel acquired Israel-based Mobileye, which makes technology for automated driving systems in vehicles, for just over $15 billion. Gelsinger said Intel teams have kept operations going despite the war between Israel and Hamas. "Our utmost priority is the safety and welfare of our people in Israel and their families," Gelsinger said. "Despite all of these challenges, they're performing extremely well. I am praying for a swift return to peace." China Gelsinger said Intel was carefully studying updated rules in the United States that tighten curbs on exports of state-of-the-art AI chips to China. "We do believe that we'll have plenty of opportunity in China," Gelsinger said. "We are continuing to deploy our products there broadly, even as we comply and work with (the United States) around the regulations that they're putting in place." The new rules tighten measures from a year ago that banned the sale to China of microchips crucial to manufacturing powerful AI systems. Calls to further close the supply chain grew after the popularity of generative AI platform ChatGPT. When announcing the beefed-up curbs, US Commerce Secretary Gina Raimondo insisted they were intended to close loopholes and prevent China's development of AI for military use. "It's true that AI has the potential for huge societal benefit. But it also can do tremendous and profound harm if it's in the wrong hands and in the wrong militaries," she told US media. The rules will not affect chips used in consumer goods such as laptops, smartphones, and gaming consoles, though some will be subject to export licensing requirements. China has said it is "strongly dissatisfied" and "firmly opposes" the curbs. "The US continues to generalize the concept of national security, abuse export control measures, and implement unilateral bullying," the commerce ministry said in a statement. Iceland women strikers demand equal pay
Tens of thousands of women in Iceland, including the prime minister, walked off the job on Tuesday to demand equal pay and protest violence against women, organizers said. Prime Minister Katrin Jakobsdottir “will not attend to official duties and in that regard today’s scheduled cabinet meeting has been moved to tomorrow,” her office told Agence France-Presse. The protest day called “Kvennafri” (Women’s Day Off) has been called six times since 1975 but Tuesday was only the second time that organizers made it a full-day strike, Steinunn Rognvaldsdottir, one of the organizers, said. The average wage gap between men and women in the Nordic country was 10.2 percent in 2021, according to Statistics Iceland. Iceland already tops a World Economic Forum ranking for gender equality, but organizers said the country needed to make even more progress and lead by example. Lacuna introduces new MPD chief
Manila Mayor Honey Lacuna formally introduced to City Hall officials and employees yesterday the new acting director of the Manila Police District (MPD) in the person of Col. Arnold Thomas Ibay, who she believes will ably intensify the maintenance of peace and order in the city. In presenting the new MPD chief, Lacuna said Ibay is an old hand in the premier police district who has held various positions. He left the district for about a year and has come back to hold the top police post in Manila. “Under his leadership, he is expected to intensify peace and order in the city,” Lacuna said. The mayor also cited the forthcoming huge events in the city, namely the Barangay and Sangguniang Kabataan Elections and the observance of All Saints’ Day and All Souls’ Day or Undas. She said she and Ibay already met regarding measures that have to be putin place to ensure the peaceful and orderly conduct of the said occasions. Ibay was made to host the regular flag-raising last Monday wherein he introduced the lady mayor. Lacuna, for her part, asked Ibay to momentarily stay with her as she formally introduced him to officials and employees of Manila City Hall, jesting that being a man of few words, he forgot to introduce himself. Museum to fix Dwayne ‘The Rock’ Johnson waxwork after skin tone complaints
A French museum said Monday it is working urgently to fix a much-derided waxwork of Dwayne "The Rock" Johnson after the US actor complained about its pale skin tone. Johnson, who is of Samoan and Black origin, took to Instagram this weekend to joke about the Grevin Museum's botched wax figure, which appeared to depict him with white skin, and bears only a vague likeness to his features. "For the record, I'm going to have my team reach out to our friends at Grevin Museum, in Paris, France, so we can work at 'updating' my wax figure here with some important details and improvements -- starting with my skin color," wrote Johnson, best known by his stage name The Rock. On Monday, the museum told AFP that staff were "reworking" the wax figure, and that an updated version would be reinstalled Tuesday morning. "They're going to work all night on it so that it's more in line with fans' expectations," Yves Delhommeau, the museum's director, said in a statement. "Crews will work through the night to ensure the likeness is more in keeping with the expectations of his fans. "We're also going to reconfigure the lighting because there was a lighting issue that was having the effect of lightening his skin." Johnson "will come see us later on to see if there are other modifications that need to be made." The figure of Johnson was unveiled on social media last week by the Grevin Museum, which draws nearly 800,000 visitors a year. But a photo intended to promote the new statue drew an outcry from Johnson's fans, ranging from bemusement to anger. One commenter said the figure looked like an "Eastern European plumber." "Why would you white wax (wash) him?" wrote another. Comedian James Andre Jefferson Jr. released an online video mocking the statue, prompting Johnson to respond.
