For thousands of Filipino nurses, working abroad can offer exciting opportunities to further their careers, gain new experiences, earn higher salaries, and work under better conditions than they would otherwise have in the Philippines. My late mother, a former head nurse at the Philippine General Hospital, was almost among them. One of the first batches of nurses who were offered an attractive employment package in the United States back in the 1970s, she processed the documentary requirements with eagerness only to defer at the last minute. Deciding not to be away from two children was easy at a time when the peso-dollar exchange rate was around P6.40. Rina’s case is different. As one of the 3,246 who failed the last two nursing licensure exams, Rina would rather keep her job as a BPO agent where she earns more or less P28,000 monthly, excluding benefits, rather than work as a nursing aide in a government hospital that gives lower pay. A nursing graduate in 2020, she plans to work abroad as a caregiver, which pays almost P100,000 a month. Just like all the other nursing graduates, they want to help their families, send children and siblings to school, and have a better future. Who wouldn’t be enticed by the direct hiring of foreign employers, where you don’t need an employment agency, which means no additional fees or charges? The brain drain of Philippine nurses, licensed or not, to the United States, Canada, Australia, the United Kingdom, the Middle East, or any country, is a several decades-old phenomenon driven by a combination of economic, social, and political factors. Locally, our nurses are forced to work long hours for low pay in both public and private facilities. This sorry state drives them to jobs not at all related to nursing. According to the Private Hospitals Association of the Philippines Inc., at least 40 percent of nurses in various private hospitals resigned in the last two and a half years. Neither private nor public hospitals can match the salaries being offered to nurses abroad. The unabated brain drain of Philippine nurses will inevitably lead to a shortage of nurses in the country that will, in turn, affect the quality of healthcare services and create challenges for the government in providing adequate healthcare to its citizens. Health Secretary Ted Herbosa’s proposal to hire unlicensed nursing graduates to work in public hospitals earned the private sector’s support. These graduates would be given scholarships to study and pass the board exams. Should the plan push through, they will have to repay the government with four years of service. It looks doable but we will lose the trained nurses again after four years. It will be a vicious cycle of providing nursing board scholarships for a return of service, only to later lose the nurses. Professional Regulation Commission’s chief Jose Cueto Jr. has a different point of view — that there may be no need to hire flunkers of the nursing boards to fill the vacancies in government-run hospitals. PRC data, he said, has shown a higher passing rate in the Nursing Licensure Examination since last year. The passing rate in the NLE for the past six years was only 60 percent with only 70,000 passing the exams out of 130,000 examinees. He said there can be no shortage because approximately 80,000 nursing students graduate each year (Dahl et al., 2021) from 470 universities in the Philippines that offer nursing programs. How about the shortage attributed to the continuous migration of licensed nurses abroad for higher pay? While we take pride in the country’s focus on education, our high level of English proficiency, and the strong work ethic ingrained in Filipino culture, we should confront with practical and pragmatic solutions the imminent threat of a “nurseless” Philippines by 2026 or 2028. Unless the national government addresses the depressing pay and benefits for nurses in the private and public sectors, and even if they double or triple the existing 4,500 vacant plantilla positions for nurses in government hospitals across the country, the Philippines will continue to be the largest supplier of nurses to the world. Butler, Strus lead Heat past Bulls and into playoffs
Jimmy Butler and the Miami Heat caught fire down the stretch to beat the Chicago Bulls 102-91 and reach the NBA playoffs on Friday, as the Minnesota Timberwolves dominated the Oklahoma City Thunder to book their postseason berth. Miami, smarting from a loss to the Atlanta Hawks on Tuesday, clinched the Eastern Conference's eighth and final seed to set up a meeting with the top-seeded Milwaukee Bucks starting on Sunday. Minnesota meanwhile will face Western Conference top seeds Denver in the first round of the playoffs after a comprehensive 120-95 blowout of Oklahoma City. While Minnesota romped into the postseason, Miami's clash with Chicago went down to the wire before Butler, helped by the three-pointers of Max Strus, secured victory for Erik Spoelstra's team. Butler put up 31 points, a tally matched by Strus who shot 7-12 on three-pointers, including a crucial 26-foot jumper with 1:14 left that put Miami 96-91 up. For Strus, who grew up as a Bulls fan in the suburbs of Chicago and was released by them before joining Miami, it was a sweet night. "It's huge. It doesn't really matter who we're playing - we had to win this one, no matter what. It was win or go home and we're not done yet. "So we want to keep playing and it's good to get that one. But it does feel a little bit better against them, I'm not gonna lie," he said. Strus secured the win with three free throws after he was fouled by Alex Caruso as he tried to make a throw from the corner. The Heat had been 14 points up in the first quarter but a 12-2 run from the Bulls in the third leveled the game up at 56-56. A Zach LaVine dunk then put Chicago up for the first time since the opening basket of the game and three three-pointers early in the fourth from Coby White ensured the Bulls were 90-87 with three minutes to go. But then Butler and Strus took control. Butler was fouled while making a lay-up and then Bam Adebayo, who grabbed 17 rebounds, sank two free throws after he was fouled by Nikola Vucevic to make it 93-90. Butler set up Strus for a three-pointer before he then made sure of the victory from the free-throw line. The Heat had found themselves in the elimination game after losing their opening play-in game to the Atlanta Hawks and faced the prospect of being the first divisional winner not to make the playoffs. "I don't think any of us felt any type of pressure. We went out, we competed, we played the right way, corrected some things, and did what we were supposed to do," said Butler. DeMar DeRozan topscored for the Bulls with 26 points and nine assists. There is little time for Miami to savor the victory however as their playoff series against the Bucks begins in Milwaukee on Sunday. "Man, it's going to be tough," said Butler, "But I think we got a shot. A really good shot at that. As long as we stick together. I'm telling you, we're a really good team and we're going to go out there and play," he said. In Minneapolis, the Timberwolves put their team's recent turbulence behind them to demolish Oklahoma City. Minnesota finished the regular season in disarray, with team-mates Rudy Gobert and Kyle Anderson involved in a sideline punch-up in their final regular season game last Sunday. Gobert was subsequently suspended for Tuesday's play-in defeat to the Los Angeles Lakers, but returned on Friday to contribute 21 points in a convincing victory. Spurs keep playoff hopes alive with 123-105 win over Rockets
LAKE BUENA VISTA, Fla. (AP) — The Spurs aren’t out of it yet. Keldon Johnson had 24 points and 11 rebounds, and San Antonio kept alive its chances of becoming the first team in NBA history to make 23 consecutive playoff appearances with a 123-105 victory over the Houston Rockets on Tuesday (Wednesday in the Philippines). San Antonio has won three straight and five out of seven since arriving in the Florida bubble. DeMar DeRozan added 23 points. Jakob Poeltl finished with 14 points and 12 rebounds. A total of seven Spurs reached double figures. Johnson said his mindset since the season restarted has been to fill in whatever role is asked of him. “Whether it's hustling, running the floor — just doing whatever I need to do to help us win,” he said. “Help from my teammates has definitely helped the game slow down for me." Popovich said Johnson is playing with the confidence they saw when they drafted him 29th overall last year. “That’s what he does," Popovich said. "He’s a high-energy guy. He's very physical. Very competitive. Very coachable. Westbrook scores 31 as Rockets get 120-116 win over Bucks
LAKE BUENA VISTA, Fla. (AP) — Russell Westbrook scored 31 points and the Houston Rockets used strong defense down the stretch for a 120-116 victory over the Milwaukee Bucks on Sunday night. It was the 36th straight game with at least 20 points for Westbrook, who led Houston’s offense on a night James Harden scored 24. Houston tied an NBA record for most 3-point attempts in a regulation game with 61, making 21 of them, and forced 22 turnovers. Giannis Antetokounmpo had 36 points, 18 rebounds and eight assists for Milwaukee. He joined Kareem Abdul-Jabbar as the only players to have 15 games with at least 30 points, 15 rebounds and five assists in a season in the last 50 years. Khris Middleton scored 27 points and Brook Lopez added 23 as the Bucks missed a chance to clinch the best record in the Eastern Conference. SPURS 108, GRIZZLIES 106 DeMar DeRozan made two free throws with a second to play, giving San Antonio a victory over Memphis that moved the Spurs into ninth place in the Western Conference. Nationals beat Blue Jays 4-0 in 10 in road game at home
By The Associated Press WASHINGTON (AP) — Adam Eaton’s bases-loaded chopper broke a scoreless tie in the 10th inning on a close play and Asdrúbal Cabrera followed with a three-run triple, helping the Nationals snap a three-game losing streak by beating the Toronto Blue Jays 4-0 Wednesday night. In a quirky game befitting this pandemic-altered, upside-down season, Toronto’s team played its “home opener” at Washington — batting in the bottom half of each inning, wearing its white uniforms, playing its players’ walk-up music and even blaring the song “OK Blue Jays,” the club’s traditional seventh-inning stretch staple. Toronto’s Nate Pearson, in his big league debut, and Washington’s Max Scherzer, in his 358th start in the majors, put up plenty of zeros. So did the relievers that followed. Colombia deadliest country for green activists in 2022
Environmental activist murders doubled in Colombia last year, making it the most dangerous country in the world for those trying to protect the planet, a watchdog said Tuesday. In its annual review, Global Witness named 177 land and environmental defenders who had been killed in 2022 -- from the Amazon to the Philippines and the Democratic Republic of Congo. Latin America again bore the brunt of the murders, including 39 killings across the vast Amazon rainforest, a vital carbon sink facing widespread destruction at a time when the world is grappling to curb climate change. The number of those killed has progressively decreased since a record 227 in 2020, however, "this does not mean that the situation has significantly improved," said Global Witness. "The worsening climate crisis and the ever-increasing demand for agricultural commodities, fuel, and minerals will only intensify the pressure on the environment -– and those who risk their lives to defend it," warned the London-based watchdog. While in 2021 most killings took place in Mexico, Colombia last year surged ahead with 60 deaths -- more than a third of all the murders globally. "This is almost double the number of killings compared to 2021 when 33 defenders lost their lives," said the report. Many of those targeted were Indigenous people, members of Afro-descendant communities, small-scale farmers, and environmental activists. At least five children, three of them Indigenous, were among the global tally. "Yet there is hope," said the NGO, praising efforts under new leftist President Gustavo Petro to boost protection for defenders -- a first in the country. Colombian sociologist and activist Nadia Umana, 35, fled her northern home after the murders of four colleagues, all of whom had been fighting for the return of rural lands taken over by paramilitaries. "Knowing that a colleague of yours was murdered is an indescribable pain," Umana told AFP in Bogota. Even the country's vice-president, Francia Marquez -- the 2018 winner of the prestigious Goldman environmental prize -- has faced multiple threats. In 2019, she survived an attack by gunmen who tried to kill her over her work defending her home region's water resources against mining companies. Mining, logging, farming According to Global Witness, almost 2,000 land and environmental defenders have been murdered over the past decade -- some 70 percent of them in Latin America. In Brazil, where British journalist Dom Philips and Indigenous expert Bruno Pereira were killed last year in the Amazon, a total of 34 land defenders were killed. Mexico, Honduras, and the Philippines also had high numbers. Global Witness said that while it was "difficult to identify" the exact drivers for the killings, 10 were found to be linked to agribusiness, eight to mining, and four to the logging industry. Aside from activists, state officials, demonstrators, park rangers, lawyers, and journalists are also among those who lost their lives. "All of them shared a commitment to defend their rights and keep the planet healthy. All of them paid for their courage and commitment with their lives," said the report. Hollywood A-listers donate millions to aid striking actors
A dozen of Hollywood's highest-earning stars, from George Clooney to Meryl Streep, have each donated $1 million or more to support out-of-work actors as their strike enters its fourth week, their union's charitable foundation said Wednesday. The Screen Actors Guild (SAG-AFTRA) walkout, and another strike by film and TV writers that began in May over pay and the threat of artificial intelligence, have brought US film and television production to a halt. The Hollywood "double strike" of writers and actors -- the first since 1960 -- has cost the entertainment industry and the California economy several million dollars per day, as well as costing the striking unionists their paychecks. But wealthy A-list celebrities, from Clooney and Streep to Matt Damon, Leonardo DiCaprio and Dwayne "The Rock" Johnson, as well as Nicole Kidman, Julia Roberts, Oprah Winfrey and others, have each contributed $1 million or more to the SAG-AFTRA Foundation's actors' support fund. The nonprofit foundation has raised more than $15 million in the past three weeks to aid "thousands of journeymen actors" facing economic hardship, it said in a statement. "The entertainment industry is in crisis and the SAG-AFTRA Foundation is currently processing more than 30 times our usual number of applications for emergency aid," Courtney B. Vance, the foundation's president, said in the statement. The organization's aid program is meant to "ensure that performers in need don't lose their homes, have the ability to pay for utilities, buy food for their families, purchase life-saving prescriptions, cover medical bills and more," Vance said. While some actors are highly paid, SAG-AFTRA president Fran Drescher said this week that 86 percent of the union's 160,000 members earn less than $26,500 a year, The New York Times reported. The strikes have meant movie productions are shut down, glitzy premieres are scrapped, and events such as the Emmys are delayed as stars are banned from promoting TV shows. The unions' demands have focused on higher pay in the streaming era and the threat posed to members' careers and future livelihoods by artificial intelligence, while studios say they must cut costs to cope with economic pressures. While the writers' union appears poised to return to talks on Friday, actors remain at an impasse with major firms such as Netflix and Disney, which are represented by the Alliance of Motion Picture and Television Producers (AMPTP). Islamic State claims responsibility for Pakistan blast that killed 54
The Islamic State group claimed responsibility Monday for a suicide bomb blast in Pakistan that killed at least 54 people, including 23 children, at a political party gathering ahead of elections due later this year. The blast has raised fears Pakistan could be in for a bloody election period following months of political chaos prompted by the ousting of Imran Khan as prime minister in April last year. Around 400 members of the Jamiat Ulema-e-Islam-F (JUI-F) party -- a key government coalition partner led by a firebrand cleric -- were waiting Sunday for speeches to begin when a bomber detonated a vest packed with explosives and ball bearings near the front stage. "I was confronted with a devastating sight -- lifeless bodies scattered on the ground while people cried out for help," Fazal Aman, who was near the tent when the bomb went off, told AFP. Shaukat Abbas, a senior official with the counter-terrorism department (CTD) told AFP that 54 people had been killed, including 23 under the age of 18. On Monday the Islamic State group claimed responsibility. "A suicide attacker from the Islamic State... detonated his explosive jacket in the middle of a crowd" in Khar, the jihadist group's news arm Amaq said in a statement Monday. The attack occurred in the town of Khar in the northwestern Bajaur district, just 45 kilometers from the Afghan border, in an area where militancy has been rising since the Taliban took control of Kabul in 2021. Parliament is likely to be dissolved after it completes its term in the next two weeks, with national elections to be held by mid-November or earlier. The local chapter of the jihadist Islamic State group has in the past targeted JUI-F rallies and leaders. Shattered family On Monday, blood-stained shoes and prayer caps littered the site, along with ball bearings and steel bolts from the suicide vest. Pieces of human flesh could still be seen, blasted 30 meters (100 feet) from the stage where the bomber detonated his device. Thousands of mourners attended the first funeral ceremonies, including for two young cousins aged 16 and 17. "It was not easy for us to lift two coffins. This tragedy has shattered our family," said Najib Ullah, the brother of one of the boys. "Our women are profoundly shocked and devastated. When I see the mothers of the victims, I find myself losing my own courage." JUI-F's leader, cleric Fazl-ur-Rehman, started political life as a firebrand Islamist hardliner, and while his party continues to advocate for socially conservative policies, he has more recently forged alliances with secular rivals. He has operated in the past as a facilitator for talks between the government and Tehreek-e-Taliban Pakistan (TTP), a rival of the jihadist Islamic State group. Last year, IS said it was behind attacks against religious scholars affiliated with JUI-F, which has a huge network of mosques and schools in the north and west of the country. The jihadist group accuses the JUI-F of hypocrisy for being a religious party while supporting secular governments and the military. JUI-F officials hit out at the government for failing to provide security in areas where militants operate. "The state has not fulfilled its responsibilities. I think the state has failed regardless of who is in power," said Shams uz Zaman, deputy general secretary of its Bajaur branch. "For God's sake take notice of the situation." While Rehman's party never musters more than a dozen or so seats in parliament, they can be crucial in any coalition and his ability to mobilize tens of thousands of religious school students allows him to punch above his weight. "It is important to consider why workers of a religious inclined political party could have been subjected to such bestial violence," Dawn newspaper said in an editorial Monday. "However ultra-conservative the JUI-F's worldview, the party has chosen to contest power and operate within the parameters set by the Constitution of Pakistan." A spokeswoman for EU foreign policy chief Joseph Borrell said the blast was "an attempt to weaken democracy". Rise in attacks Pakistan has seen a sharp rise in militant attacks since the Afghan Taliban surged back to power in neighboring Afghanistan in 2021. In January, a suicide bomber linked to Pakistan's Taliban blew himself up in a mosque inside a police compound in the northwestern city of Peshawar, killing more than 80 officers. The militant assaults have been focused in regions abutting Afghanistan, and Islamabad alleges some are being planned on Afghan soil -- a charge Kabul denies. Hollywood set for first shutdown strike since 1960
Hollywood actors were poised to go on strike Thursday, joining writers in the first industry-wide shutdown in 63 years after last-ditch talks failed, with nearly all film and television production likely to grind to a halt. The Screen Actors Guild, which represents 160,000 performers including A-list stars, said negotiations late Wednesday had ended without a deal on their demands over dwindling pay and the threat posed by artificial intelligence. Its negotiators have unanimously recommended a strike to its national committee, they are expected to vote on Thursday morning. The vote opens the door to a "double strike" with writers, who have already spent 11 weeks on the picket line -- which would trigger the first Hollywood shutdown since 1960. Popular series set to return to television this year would face lengthy delays. And, if strikes continue, future blockbuster films would be postponed too. Actors, like writers, are demanding better pay, and protections against the future use of AI in television and films. "As you know, over the past decade, your compensation has been severely eroded by the rise of the streaming ecosystem. Furthermore, artificial intelligence poses an existential threat to creative professions," a SAG-AFRTA statement said after the talks fell through. Industry executives have "refused to acknowledge that enormous shifts in the industry and economy have had a detrimental impact on those who perform labor for the studios," it continued. "We are deeply disappointed that SAG-AFTRA has decided to walk away from negotiations. This is the Union's choice, not ours," the Alliance of Motion Picture and Television Producers said early Thursday. Hollywood studios had called in federal mediators to help resolve the deadlock -- a move described by SAG-AFTRA as a "cynical ploy." SAG-AFTRA represents A-list stars such as Meryl Streep, Jennifer Lawrence, and Glenn Close. All members have pre-approved industrial action if a deal was not struck. The last time the union went on strike, in 1980, it lasted more than three months. Premieres and parties A strike would immediately prevent stars from promoting some of the year's biggest releases, right at the peak of the movie industry's summer blockbuster season. Swift resolution While the writers' strike has already dramatically reduced the number of movies and shows in production, an actors' walkout would shutter almost everything. Some reality TV, animation, and talk shows could continue. On Wednesday, Hollywood unions representing directors, behind-the-scenes film workers, and writers issued a statement of "unwavering support and solidarity" with the actors. "While the studios have a collective worth of trillions of dollars, billions of viewers globally, and sky-high profits, this fight is not about actors against the studios," it said. Lost gem
The Philippines has lost yet another gem after fencing sensation Maxine Esteban underwent naturalization to be eligible to see action for Ivory Coast in major international tournaments. Esteban’s departure is a huge slap in the faces of Filipino sports officials. Aside from being a four-time University Athletic Association of the Philippines champion for Ateneo de Manila University, Esteban is also an eight-time national titleholder and emerged as No. 16 in the world junior ranking. Her stock soared even higher when she hired legendary Italian mentor, Andrea Magro, who helped her become the No. 62 fencer in the world — the highest ranking ever reached by a Filipino. The way she was performing, the Paris Olympics seemed within reach. But things didn’t go according to plan. Esteban tore her anterior cruciate ligament while representing the country in the World Fencing Championship in July last year. Although it wasn’t really bad, Esteban still spent her own resources to go to Australia for surgery and worked double time to recover, hoping to see action in the 32nd Southeast Asian Games in Cambodia last month. Eventually, Esteban was given the green light to compete by noted sports surgeon Dr. Edgar Eufemio in December, towing away the massive roadblock for her return to the national team. But for some reason, the Philippine Fencing Association didn’t reinstate her. She was dropped from the national roster. Without a team, Esteban trained and immersed herself in the Ivory Coast — a West African country that is known more for its lovely beaches and world-class cocoa beans than for being a global sports powerhouse. The Ivorians welcomed Esteban with open arms as she spent a lot of time there holding fencing clinics for young children and other outreach projects for the less fortunate. With that, officials of the Ivory Coast fencing federation immediately processed her naturalization papers in a bid to make her their entry to the next Summer Games, after Gbahi-Gwladys Sakoa who competed in the women’s epee event at the Rio de Janeiro Olympics in 2016. The PFA and the Philippine Olympic Committee released Esteban to Ivory Coast without any resistance, even requesting the International Fencing Federation to waive the three-year waiting period for Esteban so she could immediately compete for her new country in international events that offer ranking points for the Paris Olympics. In a letter to Nathalie Rodriguez, chief executive officer of the world governing body in fencing, PFA president Richard Gomez said they supported Esteban’s decision to join Ivory Coast as they believed in the Olympic spirit that “sports has no nationality.” POC president Abraham “Bambol” Tolentino, for his part, said he supported Esteban’s goal of sharing her talent with a country like Ivory Coast. And just like that, Esteban — the country’s former top fencer — is gone. The Philippines’ loss is Ivory Coast’s gain. Esteban’s case is another heartbreaking story of “what could have been” in Philippine sports. We’d seen it before when chess wizard Wesley Go pledged allegiance to the United States after failing to collect his incentives for winning the gold medal in the 2013 Summer Universiade and when golf sensation Yuka Saso opted to carry the colors of Japan for better opportunities. Esteban could have been a national treasure, an elite athlete like Manny Pacquiao or Hidilyn Diaz, given the opportunity to compete in major international events. She is smart, pretty, hard-working, and very talented. She also comes from a well-off family and didn’t mind spending a fortune to get the best training from the world’s best coaches so she could bring honor to the country. But the country failed her. Instead of being repaid for her love and sacrifices for the past 10 years, she was sacked from the national team after suffering an injury while representing the country in a world-class tournament. Is this how we treat our national athletes? Esteban is a gem of an athlete. She will surely shine wherever she goes — even in the vast deserts of Africa. Top-seeded DenNuggets squeezed home 112-109 against the Minnesota Timberwolves to complete a 4-1 series win while the fourth seeds Phoenix Suns wrapped up their series with the Los Angeles Clippers by the same margin with a 136-130 victory in Arizona. The Nuggets, who will face Phoenix in the conference semi-finals, were made to work hard for their win by a Timberwolves team who jumped out to an early 15-point lead in the first quarter before gradually being reeled in. Jamal Murray led the Nuggets scorers with 35 points while reigning NBA Most Valuable Player Nikola Jokic bagged his second triple-double of the series with 28 points, 17 rebounds and 12 assists. Minnesota's Anthony Edwards missed a three-point attempt on the buzzer that would have forced overtime as the Timberwolves' season came to an end. Edwards finished with 29 points while Karl-Anthony Towns added 26. In Phoenix, Devin Booker erupted for 47 points while Kevin Durant poured in 31 points to spark the Suns to victory over the short-handed Clippers. The Clippers, missing the injured Paul George and Kawhi Leonard, fought bravely to lead by 10 early in the second half. But when Booker took over with 25 of 50 Phoenix points in a lopsided third quarter, the Clippers were left chasing the game. Los Angeles somehow managed to close to within two points with just under two minutes remaining before Durant settled Phoenix with a layup and two free throws to make the game safe.
