The local government of Cebu City announced that it is already assessing the city’s firefighting capabilities after the Cebu City Fire Department and the City Disaster Risk Reduction and Management Office had a hard time putting off a fire in Grand Residences condominium towers on 14 April in Barangay Kasambagan, Cebu City. According to Bureau of Fire Protection Cebu fire marshal Supt. Reynaldo Enoc, the estimated damage to property is now at P3,981,600,000 as the building was still under construction when the fire happened and only the construction workers were present. Senior Fire Officer 2 Romeo Birao Jr. said it was declared fire out at 11:49 p.m. or more or less nine hours after it was reported at 2:41p.m. Enoc added it was the first time to declare Task Force Bravo at 4:38 p.m., which means that all fire departments in Metro Cebu have to respond. After the incident, Cebu City Mayor Michael Rama has ordered the assessment of the capabilities of the Cebu City Fire Department and other local fire brigades as it was observed that firemen had difficulty containing the fire which totally damaged the 4th floor to the 35th floors of the building. During the time of former Mayor Tomas Osmena, the city purchased a P57-million worth fire truck equipped with motorized ladders with a length of 54 meters that can only reach the 18th floor. Based on the investigation, a spark from a welding rod used by the construction workers may have caused the fire that started on the 37th floor or the top floor of the building. The workers reportedly did not know how to use the fire extinguishers causing the fire to spread on the lower part of the building. Daily Tribune tried to reach out to Shogun Management and Development Corporation, the building owner for comment but has yet to respond. Rama is open to upgrading the Cebu City Fire Department equipment, including the acquisition of additional fire trucks with ladders, adding that even fire trucks from other countries do not have the capacity to respond to fire incidents involving high-rise buildings. Rep. Duterte donates motorcycle equipment to boost brgy police
First District Representative Paolo Pulong Duterte has donated motorcycle equipment to boost the barangay police in the first district. The equipment, which includes a police siren with a PA system and mic, front blinker, beacon light, front crash guard stainless, and pole stand stainless, was turned over to barangay captains for use by their barangay police. The turnover ceremony took place at the Office of the First Congressional District in Davao City. This initiative is part of Rep. Bong Go helps fire victims in Sultan Kudarat
Senator Bong Go’s outreach team, in coordination with local officials, provided assistance to fire-affected households in Senator Ninoy Aquino, Sultan Kudarat on Tuesday, 24 October. Go’s staff extended financial assistance, grocery packs, water containers, shirts, snacks, and balls for basketball and volleyball to six families. “Sa mga nasunugan, huwag ho kayong mag-alala. Sabi ko nga sa inyo noon, ang gamit ay nabibili. Ang pera ay kikitain, subalit ‘yung perang kikitain ay hindi po nabibili ang buhay. A lost life is a lost life forever,” said Go in a video message. Go also cited that the Bureau of Fire Protection is currently undergoing a modernization program following the enactment of Republic Act No. 11589, also known as the BFP Modernization Act of 2021, which he primarily authored and co-sponsored. The Act shall enable the agency to respond faster and more effectively to fire-related incidents in the country by procuring new fire equipment, expanding manpower, and conducting specialized training for firefighters, among others. Furthermore, it also mandates the BFP to conduct monthly fire prevention campaigns and information drives in partnership with the Department of the Interior and Local Government and local government units. Go, chairperson of the Senate Committee on Health and Demography also offered to help those with health issues. The senator encouraged them to visit the Malasakit Center located at Sultan Kudarat Provincial Hospital in Isulan town if they require medical assistance. Malasakit Centers function as one-stop shops that provide convenient access to medical assistance programs for poor and indigent patients. These programs are offered by various agencies, including the Department of Social Welfare and Development, the Department of Health, the Philippine Charity Sweepstakes Office, and the Philippine Health Insurance Corporation. Go is the principal author and sponsor of the Malasakit Centers Act of 2019. At present, there are 159 Malasakit Centers nationwide. According to DOH, these centers have helped more than seven million Filipinos. The senator, who is also an adopted son of Sultan Kudarat, also pushed for adequate funding to construct Super Health Centers across the province. In 2022 alone, 307 Super Health Centers were funded nationwide which Go advocated for, in collaboration with DOH, LGUs, and fellow lawmakers. An additional 322 more Super Health Centers were funded for 2023. Super Health Centers are designed to focus on primary care, consultation, and early detection of diseases, further strengthening the healthcare sector in the country, especially in rural communities. It will also help decongest hospitals, Go added. Go, vice chairperson of the Senate Committee on Finance has supported a variety of projects in multiple municipalities within the province. These projects include the concreting of roads in Esperanza, Bagumbayan, Isulan, Lambayong, Lebak, Lutayan, and Tacurong City. Additionally, he supported the construction of multipurpose buildings in Columbio and Isulan, as well as the procurement of ambulance units for other towns. BFP snubs Belmonte’s fire marshal pick
The controversy continues on the ranks of the Bureau of Fire Protection as reports that the leadership of the BFP is snubbing the order of Quezon City Mayor Joy Belmonte of appointing a fire marshal in the Quezon City Fire Department. This comes as Daily Tribune discovered that most of fire safety inspectors and firefighters at the QCFD are saying that there exist the alleged “bata-bata” system and a “quota system” in the agency. Just recently, the QCFD held a turnover ceremony at the BFP National Capital Region office where Sr. Supt. Florian Guerrero was named as the next District Fire Marshal of Quezon City, replacing Sr. Supt. Aristotle Bañaga. Bañaga, was relieved because of unfortunate fire incident a couple of months ago where a fire gutted a residential house converted into a warehouse located at Barangay Tandang Sora which resulted to 15 deaths — which included retired General George Ancheta. Ancheta was an uncle of Quezon City Council Majority Leader Dorothy Delarmente, who is also the chairperson of the Committee on Laws, Rules and Internal Government. During the council’s investigation, it was discovered that there were indeed lapses committed by QCFD for their failure to conduct the required yearly inspection based on the provision of the Fire Code of the Philippines and its Revised IRR. Though records showed that there were inspections undertaken in the year 2021, it failed to notice an unauthorized business activities at the address where the blaze killed 15 people. Because no inspection was conducted in 2022 and 2023. The incident prompted Belmonte to recommend to Department of the Interior and Local Government Secretary Benjamin Abalos Jr. — who has jurisdiction over BFP — the relief of Bañaga and his Fire Safety Enforcement Section head Chief Inspector Dominic Salvacion. Abalos then ordered another thorough investigation and let BFP chief director Louie Puracan handle the situation. Puracan instructed Bañaga to take a leave and passed the judgement to BFP-NCR chief Region head Chief Supt. Nahum Tarroza who immediately issue an order dated 18 September 2023, appointing Bañaga’s deputy, Supt. Gilbert Arellano as “caretaker” of the Office of the Quezon City Fire Marshal. However, Tarroza has also appointed Supt. Rowena Gollod, an “under rank” official, who was in “floating status” for being assigned at the Personnel Holding and Accounting Unit as the Deputy Fire Marshal, replacing Arellano. BFP sources disclosed that Tarroza is allegedly trying to prevent the city government from appointing its own choice for fire marshal because the BFP leadership allegedly benefits from the “bata-bata” and “quota system” in which fire marshals are required to “remit” certain amount of money to the BFP for every Fire Safety Inspection Certificate that they issue. This quota system allegedly could bring in as much as P100,000 per month for BFP higher-ups. In Quezon City, the fire marshal should allegedly accumulate and “remit” P300,000 monthly. P100,000 each for BFP national and metropolis office, and for two DILG padrinos who are holding an Undersecretary positions, a former Quezon City official and the other, a retired firefighter, who could influence Abalos on every BFP issue. Appreciating the BFP gesture of relieving Bañaga and Salvacion without any administrative orders, Belmonte wrote Puracan on 2 October 2023, expressing her thanks to the BFP and recommended that she preferred to have Sr. Supt. Dennis Molo — a former QCFD Deputy — as the Chief of the QCFD and Arellano as his deputy. “As a seasoned Fire Officer, F/SSupt. Molo has generously shared extensive knowledge, experience and expertise with the City Goverment. His contributions in the crafting of public safety policies, formulating and recommending fire safety plans, executing on-the- ground operations and proposing engagement with potential national and international partners-stakeholders have been highly appreciated. For his part, F/Supt. Arellano, as lawyer, has been instrumental in his knowledge of the Fire Code, DILG directives and other relevant laws.” Belmonte wrote in her recommendation letter to Puracan. Puracan then responded to Belmonte by rationalizing his decision in designating Guerrero and brushed aside the Mayor’s recommendation to assign Molo as QCFD Marshal by saying the latter should process first his transfer to the BFP-NCR, as Molo was already assigned at BFP-Region 4A office. Senator Christopher “Bong” Go assisted 283 recovering fire victims at the Cagayan de Oro City Hall Ground Quadrangle last Thursday, 19 October. Go’s team provided the beneficiaries with shirts, masks, vitamins, snacks and balls for basketball and volleyball. There is also a select recipient of a pair of shoes from the senator. In coordination with the National Housing Authority, through its Emergency Housing Assistance Program which Go advocated for and continues to support, the beneficiaries also received financial assistance for housing materials. Go cited his filed Senate Bill 193, or the proposed Mandatory Evacuation Center Act, which aims to ensure the availability of permanent, safe, and well-equipped evacuation centers in every city, municipality, and province across the country. Go, chairperson of the Senate Committee on Health and Demography, encouraged those with medical concerns to visit the Malasakit Centers located at Northern Mindanao Medical Center and J.R. Borja General Hospital in the city. Signed into law in 2019, the Malasakit Centers Act, which was principally authored and sponsored by Go, institutionalized the Malasakit Centers program to ensure that indigent patients have convenient access to medical assistance programs offered by the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. Meanwhile, Go reiterated his commitment to support the establishment of more Super Health Centers across the country, considering how they can significantly help reduce hospital occupancy rates while bringing basic medical services closer to the grassroots. SBG honors teachers during World Teachers’ Day celebration in Lapu-Lapu City
Senator Bong Go personally paid tribute to educators in Lapu-Lapu City, Cebu during their World Teachers' Day Celebration at Hoops Dome on Friday, 6 October. Go acknowledged the vital role played by teachers in society and expressed his deep appreciation for their sacrifices, especially during the challenging times when the education landscape has been impacted by the COVID-19 pandemic. “I have always believed that teachers are the architects of our future. The proposed measure was approved on the third and final reading last May. sponsored SBN 1360 which seeks to expand the coverage of the tertiary education subsidy by amending RA 10931, or the Universal Access To Quality Tertiary Education Act which was first enacted into law during the Duterte administration. Go, chairperson of the Senate Committee on Sports, also highlighted the National Academy of Sports, a fully operational institution located within the New Clark City in Tarlac, which he authored and co-sponsored that became RA 11470, establishing the NAS in 2020. NAS is a government-run educational institution that offers quality secondary education with a special curriculum on sports for gifted young Filipinos who want to enhance their physical and mental capabilities in sports. During his visit, he likewise witnessed the ribbon-cutting and opening of the new wing at Lapu-Lapu City Hospital which he also advocated for earlier. Israel says at ‘war’ after rocket barrages, militant infiltration
Palestinian militants have begun a "war" against Israel, the country's defense minister said Saturday after a barrage of rockets were fired and fighters from the Palestinian enclave infiltrated Israel, a major escalation in the Israeli-Palestinian conflict. Violence between Israel and the Palestinians has been surging for almost two years, with fatalities in the occupied West Bank hitting a scale not seen in years. At least two people were killed in Israel, officials said. Israel's Defense Minister Yoav Gallant said Palestinian militant group Hamas has "launched a war against the State of Israel." "Troops are fighting against the enemy at every location," he said in a statement. AFP journalists said Israel's military began air strikes on Gaza, following the rocket barrage from inside the territory which is sealed off from Israel by a militarized border barrier. "Dozens of IDF fighter jets are currently striking a number of targets belonging to the Hamas terrorist organization in the Gaza Strip," the military said. Rockets had earlier streamed across the sky repeatedly after the first launches from multiple locations across the Palestinian territory from 6:30 am (0330 GMT), AFP journalists in Gaza City reported. The armed wing of Hamas, which controls Gaza, said it was behind the aerial assault, saying its militants had launched thousands of rockets and its fighters seized an Israeli tank. Israel's army did not immediately comment on the tank claim when contacted by AFP. Israeli security chiefs convened over the violence, which occurred on Shabbat and during a Jewish holiday. Air raid sirens wailed across southern and central Israel, and the army urged people to stay near bomb shelters. AFP journalists in Jerusalem heard multiple rockets being intercepted by Israeli air defense systems. P1B for Marawi victims, a cruel joke (2)
Throwback. Through our pen, we appealed to the government several times to create a Truth Commission to investigate the ruination of Marawi City so that it may pick up one or two ideas on how to combat urban terrorism and be ready to deal with a similar tragedy. But our pleas fell on deaf ears. Our unspoken purpose was to prove that while the siege triggered the war, the heavy loss of lives and damage were inflicted by government forces. And this could have been minimized if the government had adopted an open mind about solutions to the impasse. There were overtures for the surrender of the much-outnumbered and outgunned rebels, but these were rejected by the government. For what reason? This column does not buy the claim of critics that it was to justify the imposition of martial law, which did happen, or the wild indictment that the government wanted to test the modern new armaments it had acquired from foreign countries, including fighter jets and pilot training. Marawi presented an opportunity for the experiment. It was not likewise the bravado of army centurions who wanted to show that their forces were capable of fighting in dense forest jungles where they were trained and in the jungle of high-rise urban structures. These are innuendoes and claims which could have been validated or invalidated through investigation. What was proven was the recklessness, if not sheer incompetence, of our jet fighter pilots who bombed places kilometers from their intended targets. In our barangay, Tolali, there was a disastrous mis-hit of a target that killed about 10 Marines, which some Maranaws described as the law of “morka” or karma in action. Why resuscitate these tales? It is to show that the heavy damage was caused by government forces which, by the dictates of any law of any society, be it international or international human rights, moral, divine, including the Code of Hammurabi and Kalantiaw, the culprit is obliged to pay for the damage it inflicted. The amount of reparations should be reasonable or at least proximate to their claim. That is why when the Department of Budget and Management dangled the amount of P1 billion as compensation for Marawi victims, it was met with disbelief, which led to a spirited protest. Unkind words were expressed by victims whose consciences were revolted. They could not believe that the policymakers could be so insensitive to the cry for justice by a segment of Philippine society that had suffered historical injustice from foreign invaders and their own government. The radicals among them cried state terrorism — no wonder the fire of secession and independence still burns in the hearts of many Moros. The situation tends to ignite more hostility towards the government. We hate to picture a situation where about half of the validated claims of victims will be paid and the other half unpaid after five years when the compensation stops. God forbid we will see dystopia and brewing sedition or revolution in our midst, and there is no need for millions in confidential and intelligence funds to predict its occurrence. The deliberations in the House of Representatives, which were uploaded on social media, were revealing. Rep. Mujiv Hataman of the lone district of Basilan, a veteran legislator who expresses his views vividly with his command of the national language, was in his element asking scathing questions of the sponsor of the budgetary bill, Congresswoman Stella Quimbo. Very clearly, she was groping for facts, figures, and explanations from officials of the Department of Budget to answer Rep. Hataman. Even with masteral and doctorate degrees tucked in her belt, she was no match for Hataman, who displayed Socratic maieutic in fielding questions. In another session, the region’s favorite son, Rep. Zia Alonto Adiong, bewailed the inequity and injustice of proposing only P1B for the Marawi victims. He got the DBM’s commitment to find a way to increase the Marawi compensation budget. Mandaue pushes ‘kasambahay’ desk
The local government of Mandaue City’s Public Employment and Service Office in Cebu province is encouraging barangay officials in the city to establish a “Kasambahay Desk” in their respective villages. PESO-Mandaue head Musuline Suliva disclosed that the desk will assist house helpers to register and hear their side whenever they have complaints and concerns against their employers. “The purpose of the law is to see how many house helper are there in the barangays, to see if they were given the exact amount of their salary, they can be helped if they have a complaint against their employer,” Suliva said. He stressed that only five out of the 27 barangays in the city were able to establish the desk and pass data regarding the number of registered house helpers in their barangays — Barangays Subangdaku, Cambaro, Looc, Basak and Maguikay. Republic Act 10361 or the Act Instituting Policies for the Protection and Welfare of Domestic Workers was approved in January 2013 and it requires all employers to register their kasambahay under their employment in the barangay where their residence is located. Sections 1 and 2 of the Implementing Rules and Regulations stipulate the barangays with SSS, PhilHealth and Pag-IBIG to conduct registration. “When the law was passed, we launched it right away. We went to Insular Square, we invited all barangays. At least, they will know how to do it,” Suliva said. After the Barangay and Sangguniang Kabataan Elections, the 22 barangays are set to conduct house-to-house survey to determine how many house helpers are there in the barangays. New mission: BuCor reform
Following his tenure as chief of staff in the Armed Forces of the Philippines in 2015, retired four-star General Gregorio Pio Catapang chose to settle in Pampanga. Here, he embraced a simpler life as a farmer, relishing in the delights of native chicken, fresh produce, and the serene natural surroundings. “I am an environmentalist, so I decided to stay in Arayat, Pampanga, to be a farmer upon my retirement in October 2015, and I prayed, ‘Lord, it has been mission accomplished, so give me a new mission,’” Catapang narrated. The former military chief, the AFP’s 45th from July 2014 to 2015, is not a stranger to close encounters with mortality. Throughout his extensive service in the Philippine Army, from graduating from the Philippine Military Academy in 1981, he has endured several clashes with enemies, even more than one could count with the fingers. He held major positions in the AFP as commander of the 2nd Infantry Division — the Army’s largest unit, 7th Infantry (Kaugnay) Division, 703 Infantry Brigade, and 28th Infantry Brigade, among others. He also served as the Deputy Chief of Staff for Operations, J3, of the Armed Forces of the Philippines. His rise to prominence was not without hitches because he barely survived nine brushes with death. His strong faith in the Lord enabled him to be alive today. “The first incident that I encountered that almost ended my life was when I fell from the second floor of our house when I was just a kid; the second was when I was in the field where a provincial bus liner rammed the car I was in,” Catapang said. He was airlifted from Basa Airbase to V. Luna General Hospital and eventually transferred to Quezon City Medical City as he continued to bleed due to his severe injuries. “The doctor told me not to sleep because I might turn into a coma. So I fight on as the doctors continue to treat me,” he added. While still recovering, with his facial wounds still not yet fully healed, he was called by his commander to report back to work. “Nakangiwi pa ako dahil sa sugat (I was still grimacing in pain), but as a soldier, I followed the order, and that was then I realized that he was teaching me how to become chief of staff,” Catapang said, adding that as a good soldier, he had to endure the pain. He recalled that a chopper ride in the mountains of Cagayan also nearly took his life as it flew at 1,000 feet and traveled 18 knots. “The chopper is already old. I just have to make the sign of the cross as the chopper made a low-altitude flight due to poor visibility. We plunged downward, and I thought it was the end for me. But thankfully, the chopper normalized, and we safely landed,” he said. While in a restaurant in Angeles, Pampanga, Catapang said he was informed that NPA (New People’s Army) rebels would ambush him. “We ate at a chicken restaurant in Angeles and received information that I would be ambushed on returning to our camp. It was retaliation for the death of eight commanders of the NPA after movement patterns were detected based on information from barangay chairpersons,” he said. He cannot forget, too, that during the Pinatubo eruption in 1991, the roof of the building they were occupying collapsed due to the accumulated volcanic ash. Catapang, named after two generals — Gregorio del Pilar and Pio del Pilar — led his soldiers in helping the indigenous peoples in the area, giving them food, clothing, and other necessities. “The natives very loved us because of that,” he added. He said he is thankful to have emerged victorious and alive from the all-out war against Muslim secessionists in Mindanao. It almost ended his life, but he survived with solid faith in the Lord. Throughout his life, he consistently believed that prayers are always answered, particularly when reciting the rosary. Proof was when he fervently prayed to the Lord to allow him to marry his first girlfriend, and his request was granted. He married Maria Lourdes and has three children. Catapang’s early life lacked the excitement it later encompassed. He was a typical teenager. He attended high school at the Claret School of Quezon City. Shortly after graduating from PMA, he pursued graduate courses at the University of the Philippines. He is the second of four children of Gregorio Catapang Sr., a lawyer for the Securities and Exchange Commission, and Lourdes Punzalan, an accountant at the Department of Finance, from whom he learned the value of public service. As a military officer, Catapang rallied the troops to strictly adhere to the AFP’s slogan of “Kawal DISIPLINADO, bawal ABUSADO, dapat ASINTADO” — three key words that spell out the Do’s and DON’T’s to become proficient in fire and maneuver and avoid collateral damage; be respectful of human rights, adhere to international humanitarian law and the rule of law, and the rules of engagement. Catapang moved on with his career and retirement life, carrying an excellent performance standard, exemplary leadership and a keen vision. Answered post-retirement prayer After retiring from active military service spanning 34 years, he received a divine blessing through a new mission. Following seven years of working as a farmer, he experienced a life-altering moment on the evening of October 19, 2021. Justice Secretary Jesus Crispin “Boying” Remulla gave him an offer to lead the Bureau of Corrections. Unaware of the challenges that awaited him within the BuCor, especially at the New Bilibid Prison, he accepted the offer. It was only later that he discovered the appalling issues of corruption among the prison staff and the dire condition of the overcrowded facilities. Under the guidance of Secretary Remulla, Catapang’s mission to reform the BuCor is yielding positive results. They are actively organizing culminating activities to release eligible individuals who have been deprived of their liberty. To alleviate the overcrowding in the jail facilities, the BuCor is actively organizing and implementing various reforms. The main goal is to transfer all persons deprived of liberty from the maximum security compound of the NBP to new facilities outside of Metro Manila. Catapang is confident plans will come to fruition, as they have already presented their long-term reform plan to President Ferdinand Marcos Jr. for approval. “At present, the reformation of BuCor is in full swing. I am confident we will accomplish and make things happen,” he said. The NBP, he said, is undergoing a significant transformation. The plan is to shut down the NBP in Muntinlupa and repurpose the area into a new business district similar to Bonifacio Global City in the southern part of Metro Manila. Explaining the reason behind the decision, he said high-end residential communities surround the current location of the NBP in Muntinlupa. To align with the surrounding environment, the intention is to close down the NBP and relocate all inmates to regional jail facilities nationwide. Catapang shared plans to dedicate eight hectares of land within the NBP to improve the living conditions of the settlers and provide them with opportunities for reintegration into society. “We will build condominium units for the settlers at the NBP, complete with amenities like a swimming pool, multipurpose facilities, and the like. Repair of residential houses is no longer possible, including power lines, so we decided to allocate the lands for them,” he added. The government will optimally use the land area by developing it into a business and government center, aligning with the DoJ’s plan. To support the food security initiatives of the President, he said they have already started the cultivation of approximately 10 hectares of land at the Iwahig Penal Colony. The aim is to grow rice and high-yield crops, contributing to the government’s long-term food security plans. “Hopefully, this will be done also to other penal farms of BuCor because we have ample lands for cultivation,” Catapang said. Ammonia leak halts Bicutan classes
The city government of Taguig has suspended the class at R.P. Cruz Elementary School due to the ammonia leak incident at the ice plant along M.L. Quezon Street, Barangay Lower Bicutan on Monday. In a statement, the Taguig City Rescue and the Bureau of Fire Protection swiftly responded upon receiving a report regarding an ammonia-related incident, as the classes at the nearby R.P. Cruz Elementary School were immediately suspended at around 8 a.m. to ensure the safety of the students while roads leading to the incident area were promptly blocked to prevent people from approaching the site. The Taguig Rescue, BFP NCR, and PNP Explosive Ordnance Disposal teams are presently conducting an investigation, assessing the ammonia levels, and monitoring wind direction in the area. The local government also established an incident command post at the medical bay in front of R.P. Cruz Sr. Elementary School, manned by personnel from the CDRRMO, PNP and the Incident Command Team. This post is responsible for providing real-time updates on the situation in the affected areas of the ammonia leak. As of 9 a.m., the BFP has declared that the ammonia leak has been successfully contained. All barangays in Taguig have been put on alert for possible ambulance assistance equipped with medical oxygen in response to the incident. Meanwhile, the City Social Welfare and Development Office assisted affected residents in relocating to the designated evacuation site at Hagonoy Gymnasium. Huge blaze razes Zambo village
ZAMBOANGA CITY — A five-hour huge fire of still undetermined origin razed to ground an estimated 130 houses made of semi-concrete to light materials in Barangay Arena Blanco here and displaced an estimated 700 people. Zamboanga City Disaster Risk Reduction and Management Office chief Dr. Elmier Apolinario on Monday reported that there were no casualties and wounded persons logged during the incident. Initial reports disclosed that the fire broke out at about 8:39 a.m. on Monday at Sitio Campung Landang and Sibictul in the village of Arena Blanco. Fire trucks from all over the city fire sub-stations rushed to Arena Blanco to help other firemen combat the fire and even private water tankers also rushed to the scene to supply water to firetrucks to continue putting out the fire and prevent it from scattering further in the village. “Initially we have listed about 130 houses all made of light materials that were burned and about 700 were displaced due to the incident,” Apolinario said. “The figure is just the initial in our records. Tagging of names of the fire victims is still ongoing and we feel that more than 700 people were affected by the huge fire.” Zamboanga City firemen were able to control the fire at about 10:41 a.m. and subsequently declared a fire out at 12: 55 p.m.. Apolinario said the fire has razed an area of about two hectares lot in the village, sending all the victims initially to an evacuation center of the village. It was observed that fire trucks were having difficulty yesterday reaching the burning site due to the many road repairs being undertaken by the city government leading to Barangay Arena Blanco. Belmonte calls for reforms in BFP-QCFD
Quezon City Mayor Joy Belmonte on Monday called on the Bureau of Fire Protection to undertake reforms in the BFP - Quezon City Fire District (QCFD). Belmonte made the call as results of the probe conducted by the city government and the Quezon City Council revealed lax inspection, backlog in the examination of businesses, and other lapses in the performance of the BFP-QCFD. "The BFP should look into how the BFP-QCFD fulfilled its mandate in the light of tragic loss of lives and properties due to recent fires in the city. Were the BFP-QCFD leadership remiss in their duties? They should hold their personnel accountable if proven guilty of inefficiency," she said. Belmonte earlier sought the relief of two officials from the BFP-QCFD following a review of the performance of the agency prompted by the tragic loss of lives caused by the fire last 31 August in Tandang Sora. An evaluation conducted by the city government of each fire incident that occurred this year showed on average, more damage, injury, and death compared to the previous year. “The capability and effectiveness of the BFP-QCFD in responding to these fires have lessened significantly. The city government recognizes that each fire has its own distinct volatile circumstances. Nonetheless, the severity of this year's incidents necessitates a call for a change in the leadership of the agency. A change is needed for the welfare of our citizens. We look forward to a better performance from the BFP," Belmonte said. The two officials were identified as BFP-QCFD fire marshall, Fire Senior Superintendent Aristotle Bañaga, and the chief of the QCFD Fire Prevention Branch, Fire Chief Inspector Dominic Salvacion. Data from the BFP revealed that from January to August 2023, there were 153 fires recorded in the city, while there were only 219 fires from January to December 2022. With a third of the year left, there have already been eight firefighters and 63 civilians injured compared to only two firefighters and 60 civilians for the entirety of last year. Moreover, there were already 24 deaths in the first eight months of this year while there were 30 from January to December 2022. There were 8,362 individuals or 2,380 families affected by the fires up to August this year, higher than the whole of last year’s record of 7,295 individuals or 2,005 families. “For this reason and to protect the people of Quezon City, I am calling upon the national leadership of the Bureau of Fire Protection to assign to us a new fire marshall for the QCFD and a new inspection head,” Belmonte added. Belmonte also called on the BFP to be more transparent in their own investigation of the Tandang Sora fire. “The BFP has failed to reciprocate the city government’s efforts to exercise transparency. They resisted our calls to be apprised of the progress of their own probe, or to our requests for coordination. We therefore ask the BFP to cooperate fully with the city government as mandated by law, to ensure full transparency and clarity in these investigations. Our people demand more, and the victims and their families deserve nothing less,” Belmonte said. Belmonte earlier ordered the City Legal Department to form a Special Panel of Investigators to probe the incident and if warranted by evidence, to file the appropriate case(s) against pertinent and surviving officers of the business establishment involved in the deadly fire in Tandang Sora. Local government personnel found to be liable after the conduct of the investigation will likewise face administrative and criminal charges. “The city government continues to thoroughly investigate the devastating fire of August 31. It has coordinated with and interviewed its departments, the barangay, the homeowners association, the relatives of the victims, and the survivors, to ascertain the circumstances that brought about this tragedy. We will leave no stone unturned, and we will not spare even our own officials and personnel,” the mayor added. The mayor assured the residents that the city government will continue to beef up the city’s fire prevention measures and efforts. On 14 September, Mayor Belmonte extended financial assistance to the families of the fire victims. DILG spearheads national launching of Barangay at Kalinisan Day in Tondo
The Department of the Interior and Local Government on Saturday morning spearheaded the nationwide launch of the Barangay at Kalinisan Day at Estero de Sunog Apog, Barangay 135, Tondo, Manila which was also participated by Metro Manila's local government units. DILG Secretary Benhur Abalos thanked the LGUs in Metro Manila and other parts of the country which have expressed support for the Department’s call for a cleaner and safer barangay through its BarKaDa initiative in support of President Ferdinand E. Marcos, Jr.’s call for a cleaner and safer environment, “It is reassuring that many responded to our call and have allotted their precious time on a weekend to join the DILG. Sana po ay patuloy natin itong gawin sa mga susunod na linggo at maging tunay na barkada para sa mas malinis at ligtas na pamayanan,” Abalos said. BarKaDa is a nationwide community-based clean-up drive program geared to maintain and provide a healthy and safe environment and prevent the spread of diseases through proper solid waste management. During the BarKada launch, 10 esters in the City of Manila, five creeks each in Quezon City, Las Piñas, and Caloocan City; two creeks each in Pasay City and Mandaluyong City, a river in San Juan City, a creek in Taguig City, and Estero de Tripa de Gallina were simultaneously cleaned by volunteers and government personnel. Simultaneous BarKaDa activities were also conducted in various parts of the country such as in Ilocos Norte, Dinagat Islands, Iloilo City, Pangasinan, Muntinlupa City, and Antique. The DILG said that the launch is a timely response to the current predicament of the world on the environment and solid waste and called on the 42,00 barangays in the Philippines to consistently conduct weekly clean-up drives in order to counter recurring problems in flooding and disposal of waste in the communities.
