Two Visayan solons: Cayetano should recognize Velasco’s election, should step down
Two Visayan lawmakers said Tuesday (Oct. 13) Speaker Alan Peter Cayetano should step down, given that the majority of the 299-man Lower Chamber already gave their support to Marinduque lone District Rep. Lord Allan Velasco as their new Speaker. Cebu City 2nd District Rep. Rodrigo Abellanosa, and Negros Oriental 2nd District Rep. Manuel Sagarbarria said Cayetano should accept the fact that Velasco has the backing of the majority of their colleagues. “The proceedings, especially the voting are well-documented and can stand scrutiny, and even until now the number of members supporting LAV (Lord Allan Velasco) continues to grow,” Abellanosa said in a Viber message. “APC (Alan Peter Cayetano) might end up with only a handful for him if he insists he still has the number,” he said. On Monday, Oct. 12, Velasco was elected as the Speaker by 186 lawmakers in an assembly held at the Celebrity Sports Plaza in Quezon City. Cayetano questioned such proceedings, saying that it was a “fake session.” Sagarbarria pressed on Cayetano to relinquish his post. “Cayetano should step down and honor the 15-21 agreement,” he said. Under the term-sharing agreement endorsed by President Duterte, Cayetano will serve as Speaker for the first 15 months of the 18th Congress or in October and will step down by the end of this period to allow Velasco to take over during the last 21 months. When asked on calls to formally elect the new Speaker in today’s plenary session, Sagarbarria, chairperson of the House Special panel on West Philippine Sea, said there is no need to conduct another election since Velasco got the support of 186 congressmen. As COVID-19 ravages the Philippines, a bible thumper insults our intelligence
RJ Nieto We have been made too aware of the speakership catfight in the House of Representatives. On one side is Speaker Alan Peter Cayetano who, last year, agreed to a term sharing deal that entails his voluntary resignation this month. On the other side, the PDP-Laban Lord Allan Velasco, head of the House’s biggest political party. If Cayetano just complied with the term-sharing agreement that he himself insisted on having, then the nation could have moved on and returned its focus on the COVID-19 pandemic that has been ravaging the erstwhile flourishing Philippine economy. But that was not the case: after getting a taste of his lucrative position for 15 months, Cayetano didn’t want to let go. In mid-September, Cayetano said he should remain as the speaker as he claims to enjoy majority support. Days later, his camp even went a step further when Camarines Sur Rep. LRay Villafuerte accused Velasco of planning to delay the passage of the crucial 2021 National Budget. President Rodrigo Duterte, acting as head of the Kilusang Pagbabago Coalition, mediated the rift when he called for a meeting with Cayetano and Velasco. There are various versions of what happened during the meeting, but what’s clear is that both sides agreed to a vote on the speakership on October 14th. At this point, minus the speakership drama, pretty much everything else in the House, especially the 2021 budget deliberations, was going quite smoothly . At this point, the Cayetano-Velasco catfight was still a purely political skirmish. But things took a turn for the worse during the October 7 House session. While the budget debates were still ongoing, Cayetano abruptly declared the end of debates. He then moved to suspend House sessions until mid-November, effectively cancelling the October 14th vote for speaker. Cayetano’s move squarely violated Section 16(5), Article VI, of the Constitution, which forbids the House from adjourning for more than three days without the Senate’s nod. The term he used — “suspension” — is just semantic acrobatics for adjournment. Cayetano’s move effectively delayed the transmission to the Senate of the budget’s House version from October 14 to mid-November at the earliest. For the sake of holding onto power, he escalated the purely political skirmish into a full-blown national crisis. If Cayetano and his allies did not want a speakership change because his replacement will just delay the budget, then why did he delay the budget himself? The COVID-19 pandemic is creating a New Normal, and we need a national budget that takes this New Normal into account. However, the speaker’s latest political stunt risks the reenactment of the previous national budget, a budget that was written before COVID-19 ravaged us. How can the nation address the rampaging pandemic without a national budget that recognizes COVID-19 as a national disaster? We need more IT infrastructure funding as more Filipinos engage in e-commerce and as schools shift to online learning. We need more healthcare funding as Filipinos continue to get infected with this virus. We need more fiscal support for ailing businesses as thousands have gone bankrupt after the economy ground to a halt. But all of these may not happen because of what Cayetano did. He can bicker with anyone as much as he wants, but he should not sacrifice the welfare of this nation for the sake of his ambitions. Cayetano loves to quote the Bible every chance he gets, but it appears that the Bible he reads excludes all the verses that mention greed. I know for a fact that politicians want power. Running for office, after all, is inherently a quest to gain power. But power is sought not for power’s sake. Power is just a means to towards an end, and that end should be public welfare. Too bad for us earthlings, Cayetano may not share the same view of power. And even if he does, his notion of power is a warped, twisted version that serves his aspirations more than those of the Filipino people. And despite what he’s done, he has the gall to insult our intelligence by claiming that he has the nation’s best interests in mind. If there’s anything we can learn from Cayetano, that would be new and more creative ways to cringe. Senator Christopher “Bong” Go said the meeting between former president Rodrigo Duterte and incumbent President Ferdinand “Bongbong” Marcos, Jr., marked a rare occasion where two leaders from different administrations come together. In an interview after his visit to Tuy, Batangas on Thursday, August 3, Go stressed the importance of the said meeting on the country's foreign relations and domestic political landscape. It can be recalled that Duterte just came back from a recent personal trip abroad, where he was given an opportunity to meet with Chinese President Xi Jinping. “Isinama lang po ako ni dating pangulong Duterte sa pulong nila ni Pangulong Bongbong Marcos. Sila naman po ang nag-usap muna. Duterte as special envoy to China: ‘Why not?’ Zubiri says
Senate President Juan Miguel “Migz” Zubiri on Thursday said he sees nothing wrong with the proposal to appoint former President Rodrigo Duterte as special envoy to China. In a television interview, Zubiri was asked about his stand on the proposal to appoint President Ferdinand Marcos Jr.’s predecessor to represent the country in its negotiation with China on the issue of the West of the Philippines. “Why not? Anyone who can help diplomacy in this part of the world, in this economic zone of ours, the exclusive economic zone would be a big help,” he said. “It could be president former President Rodrigo Roa Duterte,” he added. Aside from the former chief executive, Zubiri said that Senator Alan Peter Cayetano, who floated the idea to tap Duterte, could also represent the country in its negotiation with China. “It could also be Alan, why not Senator Alan as well to help in the backchanneling since he’s quite close to some of the officials there being the former Secretary of Foreign Affairs?” he said. On Wednesday, Zubiri and 20 other senators met with Marcos and his wife First Lady Liza Araneta-Marcos in the Malacanang Palace after the latter hosted a “casual dinner.” Prior to his dinner with senators, Marcos also met with the older Duterte, who went to China last month. Zubiri said during their meeting with the president, the latter mentioned that it was Duterte who brought up the issue of the West Philippine Sea during his meeting with Chinese President Xi Jinping. “What he mentioned to us, was during the duration of President Duterte’s meeting with Xi Jinping, the topic of the West Philippine Sea never was brought up,” he said. “Apparently, it was never, according to the President, casually saying that it was never brought up,” he added. He continued: “It was actually President Duterte to mention to Xi Jinping that on the issue of the West Philippine Sea, look kindly to the Philippines.” Duterte’s trip to China caught the national attention as the country was waiting for the decision of the International Criminal Court on the appeal of the Marcos administration to block its investigation into the former president’s controversial war on drugs which killed thousands of suspected drug personalities. Senate to adopt Hontiveros, Zubiri reso condemning China’s incursions in WPS
The Senate is set to adopt the resolution filed by Senator Risa Hontiveros which urges the national government, through the Department of Foreign Affairs, to elevate China’s incursions in the West Philippine Sea to the United Nations General Assembly, Senate President Juan Miguel said Monday. According to Zubiri, Hontiveros’s Senate Resolution No. 659 will be merged with Senate Resolution No. 707, which he authored, on Tuesday. “We have agreed to merge the provisions between the two resolutions and pass a resolution condemning the harassment of the Filipino fishermen and continued incursions of Chinese Coast Guard and militia vessels in the West Philippine Sea,” he said in a statement. He issued the statement after members of the Senate went into an executive session with DFA Secretary Enrique Manalo, Armed Forces of the Philippines Chief of Staff General Romeo Brawner Jr., and National Security Adviser Eduardo Año. “It was a very cordial, straightforward, and productive meeting between the senators and our key government officials dealing on the West Philippine Sea,” he said. For her part, Hontiveros welcomed the positive development with the resolution which aims to condemn China’s harassment of Philippine vessels in the WPS. “It is clear that the people’s will succeeds and not the will of China,” she said in a separate statement. Senator Risa Hontiveros on Thursday said Senator Alan Peter Cayetano’s move to oppose the adoption of a resolution urging the Department of Foreign Affairs to elevate China’s harassment in the West Philippine Sea in the United Nations General Assembly was “not completely surprising.” In a television interview, Hontiveros, who authored the resolution, said Cayetano’s actions during Wednesday’s session were expected. “When I saw that Senator Cayetano stood up, I wasn’t completely surprised because this is not the first time that he did not support pressing the case against China,” she said. “Our resolution is very simple. It is expressing the sense of the Senate to urge the Philippine government through the Department of Foreign Affairs to sponsor a resolution in the UNGA calling on China to respect and to comply with that Hague ruling, and to cease and desist from her harassment of Philippine vessels in the West Philippine Sea,” she added. During the period of interpellation on the resolution, Cayetano argued that urging the DFA to bring the WPS issue to the UNGA without consulting President Ferdinand Marcos Jr. on the matter may “not be the best strategy.” “We should strengthen the position of the country. I disagree with the president on some issues. I might disagree with him on the China issue — how to deal with China,” Cayetano said. “But I do believe he was the one elected, and we should at least hear out his people — the national task force on the West Philippine Sea and the DFA — so that we know where we’re going,” he added. Citing overlapping claims with other Southeast Asian countries, he also questioned why the resolution is “limited only” to China. House members can’t help but notice a sense of synergy between Speaker Lord Allan Velasco and Majority Leader Martin Romualdez in just their first few days of working together. Case in point, according to Cavite Rep. Elpidio Barzaga Jr., San Jose del Monte City Rep. Florida Robes, and Ang Probinsyano Party-list Rep. Alfred delos Santos, were the two important bills that the House leadership was able to deliver without a hitch during the conduct of special sessions this past week.
