QC councilor slapped anew with graft raps
The Quezon City Barangay Kaligayahan chairman who is an honorary councilor for being the League of Barangay Chairmen President is in for more trouble. One of his former employees slapped him along with the barangay (village) treasurer and a kagawad (councilor) with charges of violations of Graft and Corrupt Practices Act and Falsification of Public Documents before the Office of the Ombudsman, late afternoon Monday. Arjean Abe, of Tawid Sapa 2, Greenfield’s, Barangay Kaligayahan charged Barangay Kaligayahan Chairman and Quezon City Councilor Alfredo “Freddie” Roxas, his treasurer Hesiree Santiago, and Kagawad Arnel Gabito chairman of Appropriation Committee with charges of violations R.A. 3019 or the Anti-Graft and Corrupt Practices Act and the Revised Penal Code for faking her signature to appear that she is still a barangay employee. Abe, in her complaint, obtained by DAILY TRIBUNE, said she was hired as a teacher aide on 1 March, 2022, receiving a monthly salary of P6,000 and was detailed at the barangay day care center. She was later transferred as a clerk taking care of issuance of barangay clearance because of the pandemic and classes on face to face were suspended. Abe said on 31 January 2023 she resigned from her work with her letter of resignation received by Santiago. However, she found out that her name still appeared in the barangay payroll list, one of which was submitted by her as an evidence against the three officials. The payroll was for 1 to 31 May 2023 where her name and signature still appeared and projected that she is still an employee receiving P6,000. The payroll list, Abe presented as “Annex A”, also has the signature of Roxas, Santiago and Gabito. These documents, Abe said, are submitted to the Quezon City goverment for funding. She also submitted a copy of her Identification Card as “Annex B” bearing her true signature for the Ombudsman for vetting against the signature on the payroll list. Abe said the acts of the three officials also constitute falsification of documents which is a violation of Article 171 of the Revised Penal Code as she prays that the Ombudsman would act on her complaint and compelled Roxas and the two other Barangay Kaligayahan officials to answer to her charges and be jailed and eventually barred from holding public offices. The graft charges was the second to be slapped against Roxas as a barangay tanod (village watchman) earlier filed the same charges last month, accusing Roxas, Barangay Kaligayahan Secretary Maripha de Jesus and Santiago for also making him their “ghost employee.” Roxas also faced Graft and Corrupt Practices Act violations filed by one of their kagawad (village councilor) Allan Francisco Jr. who sued Roxas and other barangay kagawads Jim Mahusay; Alexander Rivera; former singer-actress Perla Adea; Arnel Gabito; Dionisio Gascon and Sofronio Grimaldo, and barangay secretary Josephine Penaranda for the approval of a barangay council resolution “interposing no objection to the application of M.M. Ledesma Laboratories Corp.” along Zabarte Road Extension on 15 April, the barangay assembly day, which is not a regular barangay council session day. Thousands of Freddie Mercury’s personal items go on sale
A sale of thousands of items belonging to the charismatic Queen frontman Freddie Mercury got under way Wednesday in London, with the graffiti-covered green door of Mercury's home first to go under the hammer. The door of his Garden Lodge home in west London sold for £412,750 ($516,000) including buyer's premium and fees -- far in excess of the £15,000-25,000 estimate. Other items up for grabs at the Sotheby's auction range from manuscripts of Queen's biggest hits to furniture, paintings and knick-knacks. Among the highlights of Wednesday's "evening sale", which will be followed by two other live auctions and three online sales over the next week, is Mercury's piano. The Yamaha quarter-tail piano was bought by Mercury in 1975 and was used to create almost all of his greatest songs. It is expected to sell for £2 million-£3 million ($2.5 million-$3.75 million). Also on sale is the original manuscript for epic hit "Bohemian Rhapsody", whose 15 pages of pencil and ballpoint pen remarks reveal the different directions Mercury envisaged for the track. It also reveals that it was originally going to be called "Mongolian Rhapsody". Part of the proceeds will be donated to the Mercury Phoenix Trust and the Elton John Aids Foundation, two organisations involved in the fight against AIDS. In a message read out before the auction began by auctioneer Oliver Barker, John paid tribute to his friend. "I miss Freddie to this day. He was a wonderful friend more full of love and life than anyone I've ever met, as well as a brilliant performer whose music has inspired and thrilled millions," he said. "He was kind, generous and funny and it is a tragedy that AIDS took him from the world much too soon," he added. Auction fan Paintings by Chagall, Dali and Picasso that adorned Mercury's home, as well as the last painting he bought a month before his death from AIDS in 1991 -- an oil on canvas by James Jacques Joseph Tissot -- are also going under the hammer. The entire collection is being offered for sale by Mary Austin, a close friend and one-time fiancee of Mercury's. "Mary Austin has lived with the collection and has cared for the collection for more than three decades," Gabriel Heaton, a books and manuscripts specialist at Sotheby's, told AFP. Mercury "was not interested in having a museum of his life but he loved auctions", to the point of being a regular at Sotheby's sales, said Heaton. Austin believes the artist -- who was 45 when he died -- would have "loved" this sale, he added. Some 1,469 lots are going under the hammer at the famous London auction house, whose facade has been decorated with a huge moustache for the occasion. Many reveal another side of Mercury, including his passion for cats and for Japan -- as evidenced by his collection of kimonos and prints. Moustache comb Mercury's most flamboyant stage costumes, Hawaiian shirt and Superman tank top will also find new homes along with his personal polaroids and legendary snapper Mick Rock's shots. The finest bottles from his cellar, such as Dom Perignon champagne, are up for grabs alongside more intimate items, such as a book of personally annotated poetry and a moustache comb. Among the more playful items are a set of games including travel Scrabble, at which Mercury excelled. Before the sale, the auction house hosted the collection at a month-long exhibition, open to the public free of charge. Sotheby's estimated when the auction was announced in April that the lots would fetch at least £6 million. The auction house says it is the largest collection, by volume, of a cultural icon to go to auction since the Elton John sale in 1988, when 2,000 lots sold for a total of £4.8 million. Road rage
Those with sharp memories and local crime story buffs will never forget three road rage cases that hogged print and broadcast news headlines toward the end of the 20th century and into the millennium. These high-profile cases involving detainees Inocencio Gonzales, Rolito Go, and Jason Ivler ended in their conviction and sentencing to long prison terms, with their names forever etched in the annals of heinous crimes recorded in the country. A brief refresher. On 2 July 1991, a De La Salle University engineering student was driving on a one-way street in San Juan City, Metro Manila, when he ran into construction firm executive Rolito Go, plying the road from the opposite direction. After a brief altercation, Go shot Eldon Maguan in the head, who died in the aftermath. Go served 25 years in prison before he was released. Seven years later, in the middle of a heated argument over a parking slot, real estate developer Inocencio Gonzales Jr. lost his cool, which led to the fatal shooting of a pregnant woman and the wounding of two younger children with her and her husband at the Loyola Memorial Park in Marikina City on 21 October 1998. Gonzalez was meted a 14-year prison term. In 2009, a nephew of music celebrity Freddie Aguilar, Jason Ivler, shot dead a son of former Malacañang official Renato Ebarle Sr. after a tiff on a Quezon City road. An earlier road incident in 2004 that snuffed the life of another Malacañang official, Nestor Ponce, also pointed to Ivler as the accused in Ponce’s death. A Quezon City court found Ivler guilty of the murder of Renato Ebarle Jr. and sentenced him to 40 years in jail. There are no available statistics on road rage incidents in the Philippines, but observers have noted an alarming increase in recent years. But in the United States, statistics show 413 people were hurt in road rage shootings in 2022, or a 135 percent increase from 2018. US traffic experts say confrontational driving is more often the case that could be caused by traffic conditions, inconsiderate motorists, and high stress levels among motorists with ages ranging from 19 to 39. Not too long ago, two road rage incidents that have gained public attention because of social media posts that had gone viral involved men in uniform. In the viral video of an incident in Quezon City, Wilfredo Gonzales, a policeman dismissed from the service for grave misconduct in 2018, was shown brandishing a gun and threatening a cyclist in a traffic row. Even more controversial was a press conference conducted by the QC police days later that suggested they were “lawyering” for Gonzales, a former QC policeman. The PNP has no mandate to host such a press conference, it was later learned. In a separate incident, a Pasay City policeman, SSgt. Marsan Dolipas was also shown in a video post holding down an armed Angelito Velasquez Rencio, who said he was an Intelligence agent, after a traffic dispute in Makati City when the latter allegedly sideswiped the policeman. Both incidents prompted the usual calls for an investigation. Senate President Juan Miguel Zubiri and Senator Rafael Tulfo have called for a Senate probe into the escalation of road rage cases in the country. It is interesting to note that even President Ferdinand Marcos Jr. filed Senate 2923 when he was still a senator back in 2011. The bill “hopes to once and for all stomp rood rage as on unnecessary and reprehensible evil, and define such as a circumstance that could aggravate, or even qualify, on offense occasioned by it. The incidents involve public order and safety, particularly “road sharing,” a concept that they said is often ignored or alien to many Filipino motorists, added the senators. For his part, Interior and Local Government Secretary Benhur Abalos, whose jurisdiction includes the control of the PNP, said: “For the sake of a peaceful and orderly society, we cannot allow a culture of impunity. We cannot allow bullies to intimidate people with deadly weapons. There must be consequences here.” Still, the incidents persist. Behavioral scientists attribute road rage to several reasons: A need to control other drivers who violate their space, unchecked anger or aggression, huge egos, or a need to be dominant. Others think the rise in incidents lately came about by the advent of Covid-19 when stress levels reached abnormally unreachable heights caused by depression, the loss of jobs or loved ones to the pandemic, and the inability to cope with such. Solutions have been suggested. Push for continuing driver anger management education. Discard the “it’s the other driver’s fault” excuse. Don’t allow anyone to push your “rage buttons” by staying calm and collected when an altercation appears to be headed your way. Yield to others. These may be easier said than done, but why not take the chance? As an anger management expert said: Realize road rage is ridiculous, life-threatening, and not something you have to participate in — ever. And you can arrive at your destination safe and sure. Alameda slay suspects refuse polygraph test
Senators on Tuesday slammed the sudden “change of heart” of the three persons of interest in the killing of Aparri Vice Mayor Rommel Alameda to take a lie detector test as “advised” by their legal counsel. During the continuation of the Senate hearing by the Committee on Public and Dangerous Drugs, Freddie Molina, Dennis De Guzman, and Rommel Paltao surprised the panel by withdrawing their initial decision to accept the challenge of undergoing lie detector test to determine the accuracy of their statements regarding Alameda’s death, which was recommended by Senator Raffy Tulfo in the previous hearing. Senator Ronald “Bato” Dela Rosa said their move will only make the public doubt their credibility and will only draw a public perception that they are really involved in the killing of Alameda. However, Dela Rosa said it is their right to subject themselves to lie detector tests or not. “We respect your right Constitutional right mo ‘yan kung ayaw mo magpa-undergo pero iba ang dating sa committee na ito,” he added. Also, Aparri Mayor Bryan Dale Chan is also among the persons of interest in the death of Alameda. The Aparri vice mayor was killed along with five others; namely Alexander Agustin delos Angeles, Alvin dela Cruz Abel, Abraham dela Cruz Ramos, John Duane Banag Almeda, and Ismael Nanay, in an ambush attack last 19 February at the Sitio Kinacao, Barangay Beretbet in Bagabag town, Nueva Vizcaya. Barangay tanod files graft charges vs QC councilor, 2 b’gay officials
A barangay tanod (village watchman) slapped graft charges against a Quezon City councilor and two other barangay officials for allegedly getting his salary after he suffered a stroke last year. Hernando Compendio of Blk. 19, Lot 6A Tawid Sapa 2, Brgy. Kaligayahan, QC filed charges before the Office of the Ombudsman last 8 August, copies of which were given to Daily Tribune. He accused Barangay Captain and now honorary City Councilor Alfredo "Freddie" Roxas, Barangay Kaligayahan Secretary Maripha de Jesus and Barangay Treasurer Hersiree B. Santiago of violating the Graft and Corrupt Practices Act. Compendio narrated that in 2016 he was employed as Barangay Kaligayahan Public Safety Officer with a salary of P11, 500. However, he suffered a stroke last year and was told by Roxas to stop working, receiving his last pay in June 2022. After recovering, he went back to their barangay to ask the official to take him back and give him any kind of work to survive, but was told there was no vacancy for him. Compendio asked some of his colleagues for help and was informed that his name was still included in the payroll list until December 2023, though he did not receive a single cent. Upon checking, he found out that the three officials had been withdrawing his salary, prompting him to file charges of violating Section 3 of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act against the three officials. He also slapped them with Falsification of Public Documents under Art. 171 of the Revised Penal Code for faking his signature on the payroll. Roxas was not available for comment. He became an Ex Officio of the City Council after his election as the Federation President of all barangay chairmen in the city, and became the Chairperson of the Committee on Barangay Affairs. Myrna Segismundo: Chef to ABS-CBN stars, bigwigs
All showbiz stars and talents, as well as journos and v/bloggers, who have attended a media conference at the ABS-CBS compound in South Triangle, QC, most likely may have done so at the cozy and classy restaurant on the 14th floor of the building there. But were they ever aware that the building is called the Eugenio Lopez Jr. Communication Center and the restaurant goes by the mysterious name 9501? If they knew those two names, would they also know the name Myrna Segismundo? Most likely, no unless the journos and v/bloggers who cover showbiz also go to lifestyle media events. Segismundo is one of the country’s foremost chefs of international renown. She was managing director of 9501 for almost 20 years, with the rank of vice president. Security Bank, the Zonta Club of Makati and a group known as Environs recently cited her among their Bravo Empowered Women Awards recipients. [caption id="attachment_166629" align="aligncenter" width="666"] CHEF Myrna Segismundo | Photograph Courtesy Of Relaxlangmom.com[/caption] First project The private 9501 restaurant was conceived in 1995 as the first project of the year, which is why it was given that name by then ABS-CBN head Gabby Lopez, a son of “Kapitan Geny,” who sat on top of the broadcast empire almost up to the time it lost its franchise (Gabby is legally Eugenio Lopez III and is now the chairman emeritus of ABS CBN). The 9501 corporate dining facility produced everything from weekday lunch buffets, formal haute cuisine dinners and board meeting meals to celebrity-studded press conferences. It was never opened to the public, only to ABS-CBN employees and their guests. In August this year, the restaurant ceased operations but went on to be a venue for media conferences with goods catered by other suppliers. That was where Hori7ons (the number stands for “s”) was launched as a K-pop-inspired boy group managed by ABS-CBN with a Korean company. The contract signing of transwoman talent KaladKaren was also held at 9501 weeks ago. Frequent diner Monchet Olives, Gabby Lopez’ s former chief executive, said in an interview that he has never forgotten the very first meal served at 9501 in 2001, with just Gabby Lopez and himself seated at table 001 in the corner: rack of lamb, potato purée reminiscent of Alain Ducasse, gazpacho and the famous quezo de bola cheesecake — prepared by Chef Miguel Yadao who was one of the chefs Segismundo took along with her to 9501 from another private restaurant, PCI Bank’s the Sign of the Anvil. “Sitting there in the corner, window glass on both sides, overlooking Quezon City… It was a sunny day, you could see Manila Bay. I said, wow, this is ABS-CBN,” Olives said. Gabby Lopez was a frequent diner at 9501, usually entertaining guests or meeting with company executives in the wine room. Segismundo, in another interview, remembered Lopez as a “flexible” diner who loved good wine and enjoyed Japanese, Italian, French and especially Mediterranean fare, and occasionally Filipino. The 9501 chefs could prepare any kind of cuisine, but Segismundo was most proud of the prominence of Filipino food there. Many of its most famous dishes came from the Sign of the Anvil, including the bestselling Turon, Quezo de Bola Cheesecake, Potato Bread and Adobo Paté. In fact, 9501’s bestsellers were almost all Filipino, including its Chicken and Pork adobo and Beef Tapa — “in the service of Filipino food,” she recalled in one interview. Segismundo started “dissecting and deconstructing” traditional Filipino dishes with her chefs during her Anvil days, creating her iconic Lechon Roulade (using suckling pig, not liempo) in 1995, years before the lechon roll trend came about. Lecturer on Filipino cuisine The Christmas parties of ABS-CBN executives and employees were held at the restaurant, all the parties of the bigwigs like the birthdays of Gabby Lopez and ABS-CBN top executive Freddie Garcia, and “birthdays ng lahat ng mga sikat,” as Olives once put it. A graduate of Hotel and Restaurant Management of the University of the Philippines, Segismundo began her professional career at the Waldorf Astoria Hotel in New York City, USA. After several years, she went back to Manila and headed Sign of the Anvil. Under the sponsorship of the Department of Foreign Affairs, she has held demonstrations and lectures abroad to promote Filipino cuisine in countries like Spain, Portugal, France, Netherlands, Japan and more. She became the first ever Filipino lecturer on Filipino cuisine at the Cordon Bleu in Paris and Filipino presenter in the prestigious Madrid Fusion in Spain. She has written several books such as the The Party Cookbook and Philippine Cuisine – Home-cooked Recipes Wherever You May Be and co-authored Kulinarya (A Guidebook to Philippine Cuisine). She is known for promoting heritage recipes while also transforming them into contemporary interpretations without losing their authentic taste. She was editor of Food Magazine of ABS-CBN and the founder of the Doreen Fernandez Food Writing Awards, an annual food writing competition which aims to encourage food writing and research in the country. Most importantly, she developed the Kulinarya Program of the Department of Tourism to teach the rural folk basic cooking, service and accounting concepts to help uplift their lives and their families. Tastes and flavors Instead of saying certain Filipino dishes are “like” a particular dish from a different country, Segismundo encourages Filipinos to describe them through tastes and flavors. “Talk about our vinegars, our citruses — ingredients that are indigenous to us. Dishes that are truly Filipino that will have a universal appeal.” Meanwhile, the other awardees of Security Bank and Zonta are Celia Baltazar-Elumba for Arts, Culture and Heritage; Lourdes Delos Reyes for Business and Entrepreneurship; Jennie Jocson for Education; Cheryll Ruth Soriano for Media and Public Affairs; Rebecca Angeles for Social Services; Maria Caterina Cristina Lopa for Sports; and Rose Maria Mendoza for STEM. Segismundo received her award for Tourism and Hospitality. A special recognition was also given to the Philippine women’s football team during the awards ceremonies held 27 July at the Security Bank Center in Ayala Avenue, Makati. AFP mulls enhanced Phl-Indonesia defense ties
The Armed Forces of the Philippines is eyeing more defense engagements and training activities with the Indonesian National Armed Forces after concluding the 15th iteration of the Training Activity Dolphine XV-23 on Monday. Some 40 Filipino and Indonesian soldiers trained side-by-side in jungle warfare operations, urban operations and sniping operations during the Philippine-Indonesian military exercise that began last 21 May. First Scout Ranger Regiment Commander, BGen. Freddie Dela Cruz graced the closing ceremony held at the FSRR headquarters in Camp Tecson, San Miguel, Bulacan. AFP Public Affairs Office Chief, Col. Jorry Baclor, said the bilateral training activity aimed at bolstering tactics, techniques and procedures as well as sustaining the existing partnership between the military forces of the Philipines and Indonesia. “Following the recent pronouncements of President Ferdinand Marcos Jr, the AFP is continuously pushing for improved international defense relations through military training and engagements to foster mutual trust and confidence,” Baclor told the reporters on Monday. He added the conclusion of TA Dolphine XV-23 marked the AFP and the Indonesian National Armed Forces’ robust partnership and collaborative efforts toward building stronger relations and enhancing training and educational programs for both countries. “The AFP looks forward to more defense engagements and training activities with the Indonesian National Armed Forces and other allied countries to develop its capabilities further as it shifts its focus towards external defense operations,” Baclor said. Guitar smashed by Nirvana’s Kurt Cobain sells for nearly $600,000
A guitar smashed on stage by Nirvana frontman Kurt Cobain sold for nearly $600,000, several times its original estimate, an auction house said Saturday. The busted black Fender Stratocaster has been put back together, but is no longer playable, Kody Frederick of Julien's Auctions told AFP earlier this month. It was signed by all three members of the Seattle grunge outfit as they rocketed to global fame. The auction house said it had expected the instrument to sell for $60,000 at the event in front of a live audience at the Hard Rock Cafe in New York City. Instead, it went for $595,000, Julien's said in a statement, calling the total "astounding." "You can see here the break that took place as he slammed down the guitar, where the neck here kind of connects, as well as down here on the bottom where he slammed the guitar down," Frederick told AFP earlier in May. "Kurt Cobain, when he was on stage when he played, he was a machine. The man was angry, and you could feel that on stage. And you would feel that by the way he would treat his instruments. "This broken element, in a strange way, from this broken musician, that really defined this rough and tumble era of music." Nirvana's hits, many of which were penned by Cobain, included "Come As You Are," "Lithium" and the 1991 breakout "Smells Like Teen Spirit" -- a track that became anthemic for a generation of alienated teenagers. Cobain struggled with substance addiction and depression and had a tumultuous relationship with his wife, Courtney Love. He took his own life in April 1994. The three-day auction, which concludes Sunday, also includes memorabilia from the careers of Eddie Van Halen, Elvis Presley, Freddie Mercury, Bill Wyman, and Janet Jackson. Couples named US vice captain for Ryder Cup
Fred Couples was named a vice captain for this year's United States Ryder Cup team on Wednesday by captain Zach Johnson as the holders prepare to face Europe in Italy. The Americans will try to win on European soil for the first time since 1993 on 29 September to 1 October at Marco Simone Golf and Country Club in Rome. "Competing as a player in the Ryder Cup and serving as a vice captain for the US team top the list of the most fulfilling weeks of my career," Couples said. "Zach is an incredible leader and I look forward to helping him over the next five months and in Italy to bring home a victory." Lea tops website’s list of famous Pinoy singers
Lea Salonga topped the list of “20 Famous Filipino Singers” collated by the website singersroom.com. recently. While the choice for the “Miss Saigon” and “Les Miserable” star was hard to contest, some of the entries in the list were subject to debate – mainly by netizens whose idols may not be on the list. Still, the website, obviously coming from the point of view of an outsider, got it right when it said Filipino music “has been celebrated for its emotional depth, catchy melodies, and relatable lyrics that speak to the human experience.” It also pointed out that the choices were based on popularity. A brilliant excuse for omitting such beloved singers like Basil Valdez, Zsa Zsa Padilla and Rico J. Puno. “In this era of globalization, the influence of Filipino music is continuing to spread and gain recognition, making it an exciting time for Filipino singers and music enthusiasts alike,” the website added. It, however, included Bella Poarch, the Fil-American singer and multimedia personality. If that was the yardstick, then maybe Vanessa Hudgens and Olivia Rodrigo should have been there, too? Anyway, finishing second to Salonga at No. 2 was “Asia’s Songbird” herself Regine Velasquez followed in order by Gary Valenciano, Jed Madela, Apl.de.ap, Sarah Geronimo, Arnel Pineda, Ice Seguerra, KZ Tandingan, Moira dela Torre, Kyla, Kuh Ledesma, Jonalyn Viray, Poarch, Freddie Aguilar, Rachelle Anne Go, Sharon Cuneta, Francis Magalona, Bamboo and Angeline Quinto.
