Following his visit to Babak District the previous day, Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and a staunch advocate of community development, attended another Provincial Health Information Management System Orientation in the Island Garden City of Samal, Davao del Norte on Wednesday, 25 October. The said program aims to enhance healthcare delivery, streamline information flow, and ensure that citizens across the region have access to quality health services. Go personally accorded recognition to Barangay Health Workers (BHWs) for their efforts to promote the health and well-being of their constituents. He also noted that BHWs are the backbone of healthcare in the country, acting as the first line of defense in ensuring the welfare of their respective communities. "Bilang isang senador gusto kong pasalamatan ang ating mga barangay health workers. Hindi natin mararating ito ngayon kung hindi dahil sa inyong sakripisyo na magserbisyo. The senator also extended assistance to around 200 BHWs present, such as gift packs, masks, vitamins, shirts, meals, and balls for basketball and volleyball. On October 23, around 250 BHWs were also given similar assistance by his staff. The lawmaker outlined his legislative initiatives, specifically on two key bills: Senate Bill No. (SBN) 197 or the proposed Magna Carta for Barangays, and SBN 427, or the Barangay Health Workers Compensation Bill. The proposed Magna Carta for Barangays aims to bolster support for barangays, enabling them to effectively carry out their responsibilities. This measure proposes that barangay officials, including the Punong Barangay, members of the Sangguniang Barangay, the Sangguniang Kabataan chairperson, the barangay secretary, and the barangay treasurer, be accorded treatment similar to that of regular government employees. If this bill becomes law, it will entitle them to salaries, benefits, allowances, and other related perks. On the other hand, SBN 427 proposed granting BHWs a monthly honorarium, coupled with other benefits encompassing allowances, job security, consistent training, and opportunities for skill development. Go has reaffirmed his dedication to enhancing healthcare accessibility and quality. This commitment is manifested through his backing of the continued operations of Malasakit Centers, the construction of Super Health Centers, and the establishment of Regional Specialty Centers across the nation. A brainchild of Go, the Malasakit Centers program is designed to help ensure that particularly poor and indigent patients have convenient access to the medical assistance programs offered by partnered agencies. This was institutionalized in 2019 through the passage of RA 11463, which was principally authored and sponsored by Go. Currently, 159 operational Malasakit centers have assisted more than seven million Filipinos nationwide, according to the Department of Health (DOH). The senator was likewise instrumental in pushing for adequate funding to ensure that more Super Health Centers are established across the country. Some 307 Super Health Centers were funded in 2022 and 322 more in 2023, through the initiative of Go, DOH, local government units (LGUs), and fellow lawmakers. The said law mandates the establishment of Regional Specialty Centers within existing DOH regional hospitals. During the previous day, Go also visited Davao del Norte to participate in the blessing and turnover of a multipurpose building in the Municipality of Kapalong. Attack on Phl would elicit U.S. response — State Dep’t
The United States warned on Monday that any armed attack on Philippine armed forces and Philippine Coast Guard civilian vessels could trigger its 72-year-old Mutual Defense Treaty with the Philippines. “The United States reaffirms that Article IV of the 1951 US-Philippines Mutual Defense Treaty extends to armed attacks on Philippine armed forces, public vessels, and aircraft — including those of its Coast Guard — anywhere in the South China Sea,” the US Department of State said in a statement. The statement came a day after a China Coast Guard ship collided with a Philippine resupply vessel that was conducting a routine resupply mission at Ayungin Shoal. During the same resupply mission, a Chinese maritime militia vessel also bumped the BRP Cabra, one of the PCG ships that were escorting the boat contracted by the AFP. Defense Secretary Gilbert Teodoro Jr. said the collisions, which President Ferdinand Marcos Jr. ordered investigated by the PCG, were “intentional.” For its part, the Philippines’ Department of Foreign Affairs said further study is needed to invoke the MDT due to the incident. “The matter of filing another case is something that is still being studied by the government. But, of course, all incidents like these will actually bolster the case that it is not the Philippines that is the aggressor but the other party, which is China,” DFA spokesperson Teresita Daza said. “It’s a provocation on the side of China but at this point, whether it will constitute an armed attack that would allow the invoking of the MDT is something that needs to be studied,” she added. The Philippines and the US agreed under the MDT, signed in 1951, that an armed attack on either of the parties would be considered an attack on the other, necessitating common or joint actions. Ambassador summoned The Philippines on Monday summoned China’s Ambassador to the Philippines, Huang Xilian, to explain the “blocking maneuvers” conducted by its vessels. China has insisted on its territorial rights over the Ayungin Shoal, also known as Second Thomas Shoal, which is in the Philippines’ exclusive economic zone. Swarms of CCG ships and Chinese maritime militia vessels had been monitored in the WPS, which Philippine officials said was a blatant disrespect of the 2016 Arbitral Award on the South China Sea. In July 2016, the Philippines won the arbitral case it lodged against China in the Permanent Court of Arbitration. The US said it stands with the Philippines in the face of China’s “dangerous and unlawful actions obstructing” a 22 October resupply mission to Second Thomas Shoal in the South China Sea. “By conducting dangerous maneuvers that caused collisions with Philippine resupply and Coast Guard ships, the PRC Coast Guard and maritime militia violated international law by intentionally interfering with the Philippine vessels’ exercise of high seas freedom of navigation,” the US State Department said. “The PRC’s (People’s Republic of China) conduct jeopardized the Filipino crew members’ safety and impeded critically needed supplies from reaching service members stationed on the BRP Sierra Madre. Obstructing supply lines to this longstanding outpost and interfering with lawful Philippine maritime operations undermines regional stability,” it added. Citing the 2016 arbitral ruling on the South China Sea, the US noted that China’s territorial claims to Ayungin Shoal, a low-tide elevation outside the territorial sea of another high tide feature, were unfounded. Unsafe moves “The unsafe maneuvers on 22 October and the PRC water cannoning of a Philippine vessel on 5 August are the latest examples of provocative PRC measures in the South China Sea to enforce its expansive and unlawful maritime claims, reflecting disregard for other states lawfully operating in the region,” the State Department stressed. Aside from the US, Japan, France, Canada, Australia and Germany also condemned China’s aggressive actions in the West Philippine Sea. In a separate statement, Canada condemned what it described as “unlawful and dangerous conduct” of the People’s Republic of China in the WPS, which “provoked two collisions with Philippine vessels engaged in routine operations inside the Philippine exclusive economic zone, in the vicinity of Ayungin Shoal.” “The PRC’s actions are unjustified. China has no lawful claim to the West Philippine Sea. Its actions are incompatible with the obligations of a signatory to the UN Convention on the Law of the Sea,” the Canadian Embassy in Manila said. “Continuing acts of intimidation and coercion undermine safety, stability, and security across the region, and increase the risk of miscalculation,” it added. France, Japan, Germany, too France expressed its “deep concern” over the dangerous maneuvers of the CCG against Philippine vessels “engaged in the Philippine exclusive economic zone.” “France calls for respect of the freedom of navigation guaranteed by international law and recalls its attachment to the United Nations Convention on the Law of the Sea and the decision rendered by the Arbitral Court on 12 July 2016,” the Embassy of France to the Philippines said. Japan, likewise, stressed that it was “seriously concerned” and “alarmed” about the collision of Chinese vessels with Philippine vessels. “Seriously concerned about and alarmed by the collision between Chinese and Philippines vessels,” Japanese Ambassador to the Philippines Koshikawa Kazuhiko said in a tweet. The United States warned against any "escalation" in the Middle East in the wake of Israel's war with Hamas, Defense Secretary Lloyd Austin said Sunday, hours after the Pentagon moved to step up military readiness in the region. The United States has seen a "prospect of a significant escalation of attacks on our troops" in the region, Austin said Sunday, adding that the US military was preparing for "the ability to respond." In Bohol, the Malasakit Centers are located at Governor Celestino Gallares Memorial Hospital (GCGMH) in Tagbilaran City and at Don Emilio Del Valle Memorial Hospital in Ubay. Entitled Kasuotang Filipino: Mga Likha ni Patis Tesoro, this exhibition was a testament to the enduring legacy of our people’s artistic expression. Although celebrated for its romantic allure, these also carry expressions of love for our country. The exhibit highlighted the enduring 50-year lifelong friendship between Patis and Mita Rufino, who loaned a part of her personal Tesoro-designed Filipiniana. Rufino’s impeccable taste in fashion mirrors her support for the finest designers and creators in the field, with Tesoro as a favorite due to their numerous collaborations. Maria Beatriz Pamintuan Tesoro, lovingly known as Patis, is the force behind this remarkable assemblage. Her journey began in Iloilo, where she drew inspiration from her mother’s dressmaking skills and honed her own dexterity in embroidery during her time at the Assumption Iloilo. [gallery columns="5" size="full" ids="194543,194542,194541,194540,194539"] Her pursuit of artistic excellence brought her to Marygrove College in Michigan, United States, where she studied Art Education. The visionary’s passion in everything Filipino deepened when she married the late Tito Tesoro, whose family owns the iconic Filipino handicrafts store Tesoros. Together with former Philippine First Lady Amelita “Ming” Ramos, Patis worked tirelessly to protect, preserve and promote the use of pineapple or piña fabric, collaborating closely with local farmers to bolster their production. Even today, she continues to champion Filipino textiles and embroidery traditions, while infusing bohemian styles and practical, everyday clothing into her creations. While Tesoro’s genius was on the spotlight, it was equally dedicated to the exquisite beauty and exceptional craftsmanship of Filipino weavers and artisans, burdareras and costureras. The creations on display were nothing short of breathtaking. The venue showcased 23 long gowns that spanned fashion influences from various regions of the archipelago, which offered glimpses into her sensibilities throughout her illustrious career. These reflected her vision of the elegant Filipino attires. Figueras played a crucial role in curating the whole affair. In attendance were civic servants such as Makati City Vice Mayor Monique Lagdameo and notable diplomats, business leaders, fashion afficionados, textile artists and modern trendsetters. The event was made possible by the Filipino Heritage Festival Inc. spearheaded by its president, Mita Rufino. SM Makati manager Kathleen Anne Cruz and SM Retail president Cielo Monasterio generously supported the show. Children getting second malaria vaccine
The World Health Organization on Monday recommended a second malaria vaccine for children raising hopes of saving hundreds of thousands of lives by plugging a huge serum supply and demand gap. The new R21/Matrix-M vaccine, developed by Britain’s Oxford University and manufactured by the Serum Institute of India, has already been approved for use in Burkina Faso, Ghana and Nigeria. “Demand for the RTS,S vaccine far exceeds supply, so this second vaccine is a vital additional tool to protect more children faster, and to bring us closer to our vision of a malaria-free future,” WHO chief Tedros Adhanom Ghebreyesus said on Monday. In 2021, the RTS,S vaccine, produced by British pharmaceutical giant GSK, became the first to be recommended by the WHO to prevent malaria in children in areas with moderate to high malaria transmission. “Delivered to scale and rolled out widely, the two vaccines can help bolster malaria prevention and control efforts and save hundreds of thousands of young lives in Africa from this deadly disease,” WHO regional director for Africa, Dr. Matshidiso Moeti, said. Pilot programs to introduce the RTS,S vaccine in three countries — Ghana, Kenya and Malawi — have enabled 1.7 million children to receive at least one dose since 2019. These programs have led to a substantial reduction in severe and fatal forms of malaria, and a drop in child mortality. At least 28 African countries plan to introduce a WHO-recommended malaria vaccine as part of their national immunization programs, the WHO said. Nearly half a million children in the African region die every year from the disease, which is caused by a parasite carried by mosquitoes.
