CdO fire victims get Go aid
Senator Christopher “Bong” Go assisted 283 recovering fire victims at the Cagayan de Oro City Hall Ground Quadrangle last Thursday, 19 October. Go’s team provided the beneficiaries with shirts, masks, vitamins, snacks and balls for basketball and volleyball. There is also a select recipient of a pair of shoes from the senator. In coordination with the National Housing Authority, through its Emergency Housing Assistance Program which Go advocated for and continues to support, the beneficiaries also received financial assistance for housing materials. Go cited his filed Senate Bill 193, or the proposed Mandatory Evacuation Center Act, which aims to ensure the availability of permanent, safe, and well-equipped evacuation centers in every city, municipality, and province across the country. Go, chairperson of the Senate Committee on Health and Demography, encouraged those with medical concerns to visit the Malasakit Centers located at Northern Mindanao Medical Center and J.R. Borja General Hospital in the city. Signed into law in 2019, the Malasakit Centers Act, which was principally authored and sponsored by Go, institutionalized the Malasakit Centers program to ensure that indigent patients have convenient access to medical assistance programs offered by the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. Meanwhile, Go reiterated his commitment to support the establishment of more Super Health Centers across the country, considering how they can significantly help reduce hospital occupancy rates while bringing basic medical services closer to the grassroots. In Misamis Oriental, necessary funds were allocated to construct Super Health Centers in Gingoog City, Binuangan, Libertad, Balingasag, Claveria, Initao and Tagoloan. There will also be six other Super Health Centers in Cagayan de Oro City. Through the collective efforts of fellow lawmakers, sufficient funds have been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where these will be constructed. On Wednesday, 18 October, Cebu City held a groundbreaking for the city’s new Super Health Center in Barangay Labangon as part of the local and national government’s commitment to make healthcare more accessible to its residents. For his part, Go emphasized the importance of providing vital healthcare services, especially in remote and underprivileged communities, and underscored the suitability of Super Health Centers in addressing their basic healthcare needs. Go lauded how the Malasakit Center stood as a pillar of support as it paved the way for life-saving heart surgery for 29-year-old Mohammad Abdelrashid Juhuri, a devoted teacher from Maimbung, Sulu. Mohammad’s life took an unexpected turn in 2017 when a diagnosis of congenital heart disease threatened his dream of becoming a mechanical engineer. The heart ailment was not a mere medical diagnosis but a life-changer. Also Wednesday, Go’s outreach team conducted a relief operation for various sectoral groups at the Brgy. Mintal Gymnasium in Davao City. Go’s team distributed masks, vitamins, shirts, and balls for basketball and volleyball to 500 beneficiaries. They also gave away shoes, watch, and mobile phone to select recipients. The post CdO fire victims get Go aid appeared first on Daily Tribune......»»

Bring public health services closer
“Health is the greatest of human blessings,” according to Hippocrates, father of Modern Medicine. That is why we continue to make significant strides in improving our health system. The latest of which is the signing into law of the Regional Specialty Centers Act. As the principal sponsor and one of the authors of this measure, I am grateful to President Ferdinand Marcos, Jr., for approving and prioritizing this legislation which will help bring specialized medical care closer to Filipinos in various regions, and hopefully to the most vulnerable groups in grassroots communities. As we aim to make public health more accessible, we must continue such efforts to ensure all Filipinos get the healthcare they deserve. In line with this, the Malasakit Centers we initiated in 2018 have already provided financial medical assistance to more than seven million patients so far. There are 158 Malasakit centers established all over the country through the Malasakit Centers Act of 2019, which I principally authored and sponsored in the Senate. I have also continuously pushed for the establishment of Super Health Centers, which are medium versions of a polyclinic and improved versions of the rural health unit, to make healthcare more accessible to Filipinos even in remote areas. These centers, funded with the help of my fellow legislators and primarily implemented by the Department of Health, shall provide primary health care services in communities that also include consultation, diagnosis, and early detection of diseases. As chair of the Senate Health Committee, I must emphasize the need to bring public health services closer to the people who need them the most. The enactment of the Regional Specialty Centers Act, along with the continuing operations of Malasakit Centers and the establishment of more Super Health Centers nationwide will hopefully bridge this gap and further promote the health and well-being of Filipinos no matter where they are in the country. As a legislator and public servant, I will continue to help improve public service delivery at the grassroots to the best of my capacity so that no Filipino is neglected when it comes to availing government services they need. That is why aside from the health initiatives mentioned above, I also continue to visit communities to deliver assistance, listen to their concerns, and provide solutions to their daily struggles. We were in Laguna on August 25 to inspect the Siniloan Sports Complex which was funded through our efforts as part of our goal as chairperson of the Senate Committee on Sports to promote grassroots sports development and divert our youth from harmful vices like illegal drugs. We then inspected the Isolation Facility of the Infirmary Hospital which we supported during the Duterte administration. We also led the distribution of aid to 500 impoverished residents of Siniloan together with Vice Governor Karen Agapay, Mayor Patrick Go, Vice Mayor Carla Valderrama, and other local officials. Last weekend, I also joined fellow officials and basketball enthusiasts alike in supporting Gilas Pilipinas during the 2023 FIBA World Cup. I commend everyone who took part in ensuring the successful hosting of the FIBA World Cup here in the Philippines. We were invited as a guest speaker on 24 August at the Gender and Development Activity organized by the Provincial Council of Occidental Mindoro. We support these kinds of discussions that aim to promote equal and gender-sensitive leadership. On 23 August, I received the prestigious Apostle Arsenio Ferriol Award of Excellence for Public Service and Governance. I want to express my sincere gratitude to the Pentecostal Missionary Church of Christ (4th Watch) for this very prestigious recognition. With or without an award, I will continue my mission to serve fellow Filipinos, knowing very well that service to the people is service to God. Aside from the awarding ceremony, I also joined them yesterday for their 50th Golden Church Anniversary celebration in New Clark City, Tarlac. I also visited Navotas City on 22 August, together with Mayor John Rey Tiangco and Vice Mayor Tito Sanchez to help 1,000 senior citizens, PWDs, and indigents. We also provided additional support to 1,328 recovering fire victims who were given aid from the National Housing Authority to buy housing materials through their Emergency Housing Assistance Program that we initiated before and continue to support its implementation now. We were also instrumental in the construction of nine public school buildings in Navotas City, some of which we were able to inspect during our visit. My office also continues to assist Filipinos affected by calamities. Among those assisted were typhoon victims in various towns in Cagayan — 500 in Gonzaga; 500 residents in Aparri; 500 in Allacapan; 500 in Pamplona; 500 in Ballesteros; and 500 more in Caoayan, Ilocos Sur. More support was also provided for 35 indigents from different towns of Cotabato Province plus 110 sectoral members in Libungan town; three fire victims of Brgy. Peñaplata in Samal Island; 1,000 residents of Sibalom and almost 250 in Tobias Fornier in Antique; 1,000 beneficiaries in Polomolok, South Cotabato; 66 residents of Malolos Bulacan; 31 residents of General Tinio and 140 more in Gapan, Nueva Ecija. We also extended livelihood support to 14 indigents in Cauayan, Negros Occidental; three farmers in San Lorenzo, Guimaras; and 52 residents of Brgy. Tisa, Cebu City who were previously victims of a fire incident. They were also provided aid through DTI’s Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program, which I pushed for before and continue to support now to boost the livelihood of those affected by various crises. Furthermore, I am also thankful to the President for signing the following into law: Republic Act No. 11961, which I co-authored, amending the National Cultural Heritage Act of 2009, and mandates the creation of a Philippine Registry of Heritage; RA 11958, which I co-authored, that amends RA 6948 to rationalize the disability pension provided to military veterans; and the One Town, One Product Philippines Program, which I authored and co-sponsored, to support the growth of the country’s micro, small, and medium enterprises. While we have accomplished a lot in the past few days in helping those in need and pushing for policies that would uplift the lives of fellow Filipinos, our work must not stop as long as there are more of our kababayans who rely on us for support. As public servants, let us continue to bring the government and its services closer to the people while working together so that no one is left behind toward recovery and progress. Designer Jie -jie Aisa on muse Nikki de Moura
So far, the city of Cagayan de Oro in Mindanao has produced two beauties of international caliber: Miss Universe 2015 Pia Alonzo Wurtzbach and Miss InterContinental 2021 Cinderella Faye Elle “Cindy” Obeñita. Hoping to make it a Beauty Queen Trinity is Nikki Advincula de Moura, the newly crowned Miss Grand Philippines who will compete for the global title in Vietnam come October. Helping her to achieve this feat is her glam team from Cebu and her beauty camp in her native CDO. At the national finals, De Moura wore a creation by Eclectic Image Fashion Studio by Jie-jie Aisa for the national costume competition. It was called “Oportunidad de Oro” or “Golden Opportunities,” inspired by the city’s mythical golden fish which is believed to be its protector. It was one of the top five in the category. For her homecoming after her victory, De Moura once again wore a Jie-jie Aisa creation. “The gown beautifully blends two symbolic colors — green, representing unity and #KaubanTaUY, and gold, paying homage to CDO’s renowned title as the City of Golden Friendship,” the designer noted. “A true embodiment of grace and local pride, Nikki shines bright during her homecoming motorcade, capturing hearts of Kagay-anons and embodying the essence of this remarkable city. Thank you to LGU-CDO headed by Mayor Rolando ‘Klarex’ Uy for making this possible.” Incidentally, the bustling city is in the midst of celebrating its Higalaay Festival, a major highlight of which is the Mindanao Fashion Summit from 23 to 25 August at the Ayala Centrio Mall. As the president of the Designer’s Assembly, Jie-jie will lead his group’s presentation on the second day, 24 August. “As the president, my key duties and responsibilities encompass leading and guiding the organization’s strategic direction, fostering a collaborative environment among budding designers, overseeing project initiatives, coordinating events and workshops and representing the interests of our members within the design community,” the genial designer said. “I am dedicated to ensuring the growth and success of our group by nurturing creativity, facilitating skill development and promoting meaningful engagement within the design industry.” On the eve of the 12th Mindanao Fashion Summit, the designer, who considers Gil Macaiba III, the late Benjie S. Manuel and Cary Santiago as influences, recounts his collaborative relationship with his muse, De Moura. Origins “My acquaintance with Nikki de Moura developed through mutual connections within the fashion and pageant industry. Our paths crossed after a local beauty camp in Cebu City introduced her to our camp in Cagayan de Oro City, the #TeamAmega. Since I am the official designer of our beauty camp, I had the opportunity to design her creative national costume as well as her outfits during her homecoming. “The idea of a creative collaboration for her gowns/outfits emerged organically from recognizing the synergy between our camp’s visions, we jointly initiated the collaboration, fueled by a shared passion for crafting unique and captivating ensembles that would resonate with her style and my design expertise.” Muse “Nikki exemplifies the essence of a stunning Jie-jie Aisa muse through her remarkable blend of grace, confidence and distinctive style. Her ability to effortlessly carry both traditional and contemporary ensembles reflects the dynamic spirit of the Jie-jie Aisa brand. Nikki’s poise and fashion-forward sensibilities resonate with the brand’s commitment to celebrating cultural heritage while embracing modern aesthetics. As a local fashion designer, collaborating with such a muse has been an inspiring journey, elevating my creations to new heights of elegance and sophistication.” Collaborations “Throughout the collaboration between myself as a local fashion designer and Nikki, we found common ground in our enthusiasm for integrating indigenous design elements into the collection. However, there were nuanced differences in our visions, particularly concerning the color palette’s vibrancy and the extent of embellishments. By fostering open dialogue and embracing a spirit of mutual respect, we arrived at a compromise that elegantly balanced the client’s preference for a more subdued palette with my inclination for bolder accents. This harmonious negotiation resulted in a collection that seamlessly reflects both Nikki’s refined taste and my artistic perspective.” Pride “I am immensely proud of Nikki’s accomplishments, both as Miss Teen Philippines 2019 and more recently as Miss Grand Philippines 2023. These achievements reflect not only her individual dedication and perseverance but also the embodiment of our nation’s beauty, talent and grace on esteemed platforms. Nikki’s success brings honor not just to herself but also to the Philippines, and it is a privilege to have contributed to my journey as a local fashion designer. Her victories inspire me to continue creating designs that complement and enhance the remarkable qualities of individuals like Nikki.” Preparations “From our perspective, the entire #TeamAmega is wholeheartedly committed to providing unwavering support to Nikki during her time in Vietnam. As for her national costume, we are awaiting confirmation from the Miss Grand Philippines Organization regarding my potential involvement in designing her ensemble. Rest assured we are eagerly prepared to contribute our expertise to ensure her representation is nothing short of exceptional.” Challenges “As a designer, crafting pageant gowns presents a unique set of challenges that require a delicate balance between artistic expression and meeting specific criteria. Ensuring that the gown captures the contestant’s individuality while aligning with the pageant’s theme and standards demands meticulous attention to detail. “Additionally, incorporating elements that reflect cultural authenticity and modern aesthetics requires thoughtful navigation. The challenge lies in harmonizing these diverse aspects to create a gown that not only enhances the contestant’s beauty and confidence but also makes a lasting impression on the judges and audience.” “Working with beauty queens brings its own distinct dynamic compared to designing for everyday women. Beauty queens possess a heightened sense of stage presence and a requirement for gowns that accentuate their elegance under the spotlight. The meticulous attention to fit, silhouette and materials is magnified.” The post Designer Jie -jie Aisa on muse Nikki de Moura appeared first on Daily Tribune......»»

Cebu’s National Museum inaugurated
President Ferdinand Marcos Jr. underscored the importance of museums in preserving and promoting a nation’s cultural heritage as he led the inauguration of the National Museum of the Philippines in Cebu City on Friday. The President stressed that museums can help people understand the past, appreciate the present, and build a better future. “Every country, a young country such as the Philippines, has to find its identity,” said Marcos. “And we need to answer the question; if we are to unite together, we need to answer the question: What does it mean to be Filipino?” He added that museums “shine a very, very strong light on where Filipinos came from, what we had done since, and what is the trend, where are we headed” as pointed out that the exhibits would attract the interest of museum-goers. Marcos also urged local and foreign visitors to include the NMP Cebu in their itinerary whenever they visit the province and encouraged his fellow government officials to support the initiatives of the NMP. “Let us persuade the local and foreign visitors alike to include the NMP Cebu in their itinerary whenever they visit our beautiful country and this vibrant, ancient province,” Marcos said. “That is also ensured that our cultural institutions and establishments are accessible to Filipinos from all walks of life.” The President said that it might require around a week of going to the museum religiously before one ultimately sees all the exhibits. From being a customs building to Malacañang sa Sugbo, one of Cebu City’s architectural treasures has been transformed into a National Museum which will be open to the public for free starting 1 August 2023 from 9 a.m. to 5 p.m. and Tuesdays to Sundays. It will feature exhibitions that capture the Cebuano spirit and heritage, including the island’s rich and diverse biodiversity, geology, archeological treasures, art, and ethnographic and maritime traditions. NMP-Cebu said this would host a special exhibition featuring artworks from the Philippine Center in New York and will soon feature artworks by Cebu master Martino Abellana. Aside from the five galleries, the National Museum will be boasted a lobby and reception hall featuring arts by Cebuanos with Cebuano culture and history, a terrace, a courtyard, and the NMP’s first-ever regional Museum shop. In 1910, Architect William Parsons designed and built the Customs (Aduana) building. It served its purpose as the old Customs house for 94 years and even survived the World War II bombings. In 2004, President Gloria Macapagal-Arroyo converted it into Malacañang sa Sugbo to bring the national government closer to the people in the region. The building was closed in 2013 due to a 7.1-magnitude earthquake. In 2019, the Old Customs House was declared a National Cultural Treasure. And in December of the same year, NMP was given the right to convert it into the National Museum- Central Visayas Regional Museum. Bong Go’s team conducts relief operations in Nueva Ecija
Persistent in bringing government services closer to Filipinos in need, Senator Christopher “Bong” Go continues to provide support to indigent communities all over the county. He also highlighted that medical assistance programs are easily accessible through the Malasakit Centers to help poor and indigent patients with their health-related expenses. In his video message during his team’s relief operation in Gapan City and Licab, Nueva Ecija on 12 and 13 July, Go, chair of the Senate Committee on Health and Demography, maintained that there are 158 Malasakit Centers nationwide, including those in the province located at Eduardo L. Joson Memorial Hospital and at Dr. Paulino J. Garcia Memorial Research and Medical Center (PJGMRMC), both in Cabanatuan City and at Talavera General Hospital. “Nagsimula ang Malasakit Center sa Cebu. Sinubukan namin ilagay ang apat na ahensya ng gobyerno — ang PCSO, DOH, DSWD, at PhilHealth sa iisang opisina para hindi na kailanganin pang masayang ang ilang araw ng ating mga kababayan na humingi ng tulong,” explained Go, who is the principal author and sponsor of the Malasakit Centers Act of 2019. “Basta Pilipino ka, poor and indigent patient ka, qualified ka sa Malasakit Center. Lapitan niyo lang po ang Malasakit Center diyan po sa inyong lugar at tutulungan po kayo na maging zero balance ang inyong billing,” he added. Apart from the Malasakit Centers, Go likewise supported the construction of Super Health Centers in Cabanatuan City, San Leonardo, Aliga, Bongabon, Llanera, Science City of Muñoz, Zaragoza, Sto. Domingo and Rizal — the last two of which he personally inspected in February. Super Health Centers will be strategically built in rural communities to ensure basic health services are accessible to more Filipinos. The centers offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, which makes remote diagnosis and treatment of patients possible. The relief activity was held at the Galing sa Puso (GP) Partylist Headquarters in Gapan City and in Licab municipal gymnasium, where his team, in coordination with the offices of Congressman Jose Gay “GP” Padiernos and Licab Mayor Eufemia Domingo, distributed snacks, masks, and shirts to a total of 294 indigents. They also gave away shoes and balls for basketball and volleyball to select recipients. A team from the Department of Social Welfare and Development was also present to provide financial assistance to the beneficiaries. Go, as an adopted son of Nueva Ecija, remains committed to boosting the economic sector of the province. For this reason, he supported various projects, including the rehabilitation of roads in Cabiao, General Tinio, Pantabangan, Zaragoza, and Cabanatuan City; construction of flood mitigation structures in General Tinio, San Antonio, and Zaragoza; construction of multipurpose buildings in Gabaldon, Sta. Rosa and Cabanatuan City; reconstruction of the Llanera public market; rehabilitation of the Baloc public market; and installation of streetlights in Zaragoza. Go’s team also provided assistance to disadvantaged residents in General Mamerto Natividad, Laur, Bongabon, and Cabanatuan City, Nueva Ecija on 5 July. Last 8 June, Go personally visited Palayan City where he led a relief activity for more than a thousand indigents. Indigents from San Fernando City, Pampanga given a boost by Bong Go
Senator Bong Go, who chairs the Senate Committee on Health and Demography, expressed his commitment to enhancing healthcare accessibility, particularly for impoverished and underprivileged patients who require government medical assistance. During a relief operation by his team in San Fernando City, Pampanga on Thursday, June 30, Go expressed in a video message that he introduced the Malasakit Centers program after observing the difficulties financially struggling Filipinos face in obtaining medical support. “Nagsimula ang Malasakit Center sa Cebu. Sinubukan namin ilagay ang apat na ahensya ng gobyerno — ang PCSO, DOH, DSWD, at PhilHealth — sa iisang kwarto sa ospital mismo para hindi na kailanganin pang pumila sa iba’t ibang opisina at masayang ang ilang araw ng ating mga kababayan na humingi ng tulong,” explained Go, who is the primary author and sponsor of the Malasakit Centers Act of 2019. “Pera naman ng taumbayan yan. Binabalik lang sa kanila sa pamamagitan ng mabilis at maayos na serbisyo. Kaya basta Pilipino ka, poor and indigent patient ka, qualified ka sa Malasakit Center. Lapitan niyo lang po ang Malasakit Center diyan po sa inyong lugar at tutulungan po kayo sa inyong billing,” he added. The 158 Malasakit Centers nationwide help ensure that particularly poor and indigent patients get convenient access to medical assistance programs offered by the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. In Pampanga, Malasakit Centers are located at the Jose B. Lingad Memorial Regional Hospital and at the Overseas Filipino Workers Hospital and Diagnostic Center, both in San Fernando City; and at the Rafael Lazatin Memorial Medical Center in Angeles City. The 158th Malasakit Center also recently opened at the Diosdado P. Macapagal Memorial Hospital in Guagua. The relief activity was mounted at the Heroes Hall where the senator’s team provided snacks and shirts to 100 indigent residents. They also gave away shoes and balls for basketball and volleyball to select beneficiaries. Meanwhile, Go also mentioned that the government continues to bring health services closer to Filipino communities through the establishment of Super Health Centers nationwide. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated under the Health Facilities Enhancement Program of the DOH for 307 Super Health Centers in 2022 and 322 SHCs in 2023. DOH, the lead implementing agency, identifies the strategic areas where SHCs will be constructed. Under the 2022 national budget, Super Health Centers in Pampanga were funded in San Fernando City and in the towns of Lubao, Macabebe, Magalang, Porac, and San Agustin. In 2023, more centers were identified to be established in the towns of Magalang, Minalin, Porac, Sta. Rita, and Arayat — the last one’s groundbreaking was attended by Go last month. Go, as Vice Chair of the Senate Committee on Finance, likewise supported the funding of new equipment for hospitals in San Fernando City and in the towns of Arayat, Bacolor, Floridablanca, Guagua, Lubao, Mabalacat, Porac, and San Luis; and construction of multipurpose buildings in Arayat, Floridablanca, Santa Monica, Magalang and Masantol, among others. He was also instrumental in the construction of slope protection along the Sapangbato River in Brgy. Margot in Angeles City. Last January 26, Go was honored by the provincial government of Pampanga for advancing the province’s well-being and interests through its Resolution No. 7643-A. On that same day, former president Rodrigo Duterte was declared the province’s “adopted son” by virtue of Resolution No. 7643 in recognition of his significant contributions to Pampanga’s growth and prosperity during his presidency from 2016 to 2022. MEZ waste treatment facility under construction
The construction of a hazardous and hospital waste treatment facility started this month inside the Mactan Economic Zone in Lapu-Lapu City, Cebu. State-run Development Bank of the Philippines, in an agreement with Pacific Mactan Renewable Environmental Systems Inc., will provide 70 percent of the funding while the latter will shoulder the 30 percent equity. The loan from the DBP will be amortized over seven years. This P150 million state-of-the-art investment will cater to all waste produced at MEZ and hospital waste in Cebu province. This would reduce the cost of MEZ locators on their waste disposal and treatment fees and more importantly, enhance their environmental laws compliance. “With this innovative project, MEZ locators will no longer have to dispose of their hazardous waste on their own, which marks the commencement of a smart waste management and energy recovery system for the locators. This is in support of the Philippine Economic Zone Authority’s greening of ecozones program, reinforcing enhancement of the locators’ compliance to environmental laws,” PMRESI president Jesus Jayme Jr. said. The construction started this month and will be completed by September 2023. PMRESI is the local counterpart of Canada-based Eneco WTE Pacific Inc., the technology provider. Eneco pioneered the entry of Tops in the Philippines. Tops has been widely used in Canada and the United States of America, meeting both USA and European emissions regulations. These containerized oxidizers are used by organizations including British Petroleum, Shell, all divisions of the US Armed Forces, and healthcare facilities such as Washington Medical University and Michigan State University. With this innovative project, MEZ locators will no longer have to dispose of their hazardous waste on their own, which marks the commencement of a smart waste management and energy recovery system for the locators. The 2,000 square-meter treatment facility will feature a containerized Thermal Oxidation Process System that uses the thermal gasification/oxidation process to decompose carbon-based components of waste and reduce its volume by 97 percent. The facility can accommodate up to 15 tons per day of industrial, hazardous waste, and even hospital waste. This will be a sole treatment, storage and disposal facility inside MEZ 1. PMRESI will charge locators and nearby hospitals tipping fee for the use of the facility. MEZ 1 and 2 have about 200 locators. Presently, hazardous wastes of MEZ locators are collected and treated by non-MEZ third-party companies. In 2019, the Environmental Management Bureau in Central Visayas slapped Davao City Environmental Care Inc. and a private hospital in Cebu with a fine of P250,000 and P110,000 respectively for illegally throwing medical waste along Mactan Channel. Prioritize the poor, bring gov’t services closer to needy
For many of our fellow Filipinos who can barely afford their daily expenses, getting treated in a hospital is oftentimes a burdensome choice that they resort to only if it is a matter of life and death. Usually, our struggling kababayans choose to endure their illness for fear of falling deeper into debt due to huge hospital bills, medicines and other expenses. And by this time, an ordinary disease has already become a serious medical condition. Their plight is what inspired us to initiate the Malasakit Centers program in 2018 which provides one-stop shops where our indigent patients may more conveniently access medical assistance from the government. By bringing together programs of various government agencies under one roof, such as the Department of Health, Department of Social Welfare and Development, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office, the centers streamline the process of availing medical assistance. I have been appealing to officials and workers in the health sector to prioritize the needs of the poor, especially in public health facilities since these patients have nowhere else to turn to but to seek the help of their government. I also appeal to all hospital staff to be patient and compassionate in guiding Filipinos, particularly the poor, so that they can properly have access to the services offered by our public hospitals and from the medical assistance programs available in any of our 158 Malasakit Centers nationwide. That is why as Chairperson of the Senate Committee on Health and as the principal author and sponsor of the Malasakit Centers Act of 2019, I make time to personally check on the operations of our Malasakit Centers across the country, in addition to attending the groundbreaking of Super Health Centers and leading our usual relief distributions for Filipinos in need. On 16 June, I conducted a monitoring visit to two Malasakit Centers in Leyte, where I was honored to be declared as an adopted son of the province through Resolution 2020-337 passed on 24 April 2020 and formally granted on 16 June by the provincial government. During the visit, I recognized the efforts of Governor Carlos Jericho “Icot” Petilla, Baybay City Mayor Jose Carlos “Boying” Cari and Vice Mayor Ernesto Butawan, Vice Governor Sandy Javier, Cong. Carl Cari, Cong. Karen Javier, Board Member Carlo Loreto, and other officials for their commitment to bringing government services closer to their constituents. I also visited the Malasakit Center at Baybay City Immaculate Conception Hospital where we assisted 30 out-patients, 140 in-patients, and 192 front liners, while the DSWD extended financial aid to qualified in-patients. We likewise inspected the Super Health Center and the new boardwalk in the city which I supported to help the community. I then checked on the operations of the Malasakit Center at Ormoc District Hospital in Ormoc City. We also assisted 283 patients and 211 front liners in the hospital, while 133 qualified inpatients received additional assistance from the DSWD. Following this, I led a relief operation for 1,065 struggling residents in the city and attended the ribbon-cutting of the newly constructed pentathlon facility with a dedicated fencing hall, among others — a project I supported as Vice Chairperson of the Senate Committee on Finance and as Chair of the Senate Committee on Sports, together with the local government led by Cong. Richard Gomez and Mayor Lucy Torres-Gomez. Earlier that week, I was in Davao del Norte to participate in the celebration of the first anniversary of an insurgency-free Davao del Norte led by Gov. Edwin Jubahib, held in Tagum City on 13 June. I also personally spearheaded a relief operation for 1,500 struggling residents in the city. Simultaneously, we provided more support to the community in partnership with the Department of Labor and Employment which held an orientation for temporary employment to 721 individuals. Following this, I visited the town of Carmen with Mayor Leony Bahague to witness the groundbreaking of its Super Health Center and provide aid to 1,666 more indigents. On 15 June, I was in Quezon City with my team to witness the inauguration of two multipurpose buildings in Barangays Commonwealth and Payatas which I also supported for funding together with Councilor Mikey Belmonte. We likewise aided a thousand indigents in the city with Mayor Joy Belmonte. We then headed to Marikina City to assist 3,000 more struggling residents from Marikina City and the towns of San Mateo and Rodriguez, Rizal, together with Congresswoman Maan Teodoro and Mayor Marcy Teodoro; as well as the local officials from both towns in Rizal, such as Rodriguez Mayor Ronnie Evangelista and San Mateo Mayor Bartolome “Omie” Rivera Jr., among others. We also visited North Cotabato on 17 June, where we celebrated the 54th Araw ng Alamada led by Mayor Jesus Sacdalan and Cong. Joel Sacdalan and helped 840 farmers and 1,500 struggling residents in the town before going to Matalam to witness aspiring athletes in the Serbisyong Totoo Basketball Sports Clinic and to lead another distribution activity for 1,318 more residents from various sectors together with Gov. Lala Taliño-Mendoza. Across the country, my team aided indigent families and various sectors, including 136 in Samal, 33 in Balanga, and 82 in Limay, Bataan; 990 in Tagudin, Ilocos Sur; 150 in Damulog, Bukidnon; 350 in Iligan City; 100 in Tubod, Lanao del Norte; 550 in Malinao and Sto. Domingo, Albay; and two fire-hit households in Carcar City, Cebu. My team also attended the groundbreaking of the Super Health Center in Tiguma, Pagadian City. It is the fundamental right of every Filipino to receive proper medical care and social assistance from our government. I hope that with compassion for our struggling kababayans and the persistence to help uplift their lives, we can collectively ensure that the poor and most needy are not neglected as we continue our pursuit for progress and development. Celebrating independence, overcoming challenges
We all wish for the good health of our loved ones. It would pain anyone to see their family members, friends or partners suffering through disease, more so if they cannot receive adequate medical attention due to financial constraints or inaccessible health services. Unfortunately, many poor Filipinos and those living in remote areas face precisely this dilemma. As we go around the country, I have personally witnessed the dire need to make medical assistance and health services — both basic and specialized — more accessible to Filipinos. That is why as Chair of the Senate Committee on Health, I continue to push for initiatives to improve healthcare access, including the establishment of more Malasakit Centers, Super Health Centers and Regional Specialty Centers. Just last on Friday, 9 June, I was honored to lead the inauguration of the 158th Malasakit Center at the Diosdado P. Macapagal Memorial Hospital in Guagua, Pampanga, together with our new Health Secretary, Teodoro Herbosa, as well as local leaders led by Governor Dennis Pineda and Vice Governor Lilia Pineda, among others. The Malasakit Center aims to streamline and expedite the delivery of medical assistance particularly to poor patients by consolidating the programs of various government agencies under one roof. Launched in 2018, it was later institutionalized under the Malasakit Centers Act of 2019, which I principally authored and sponsored in the Senate. According to the DOH, over seven million Filipinos nationwide have benefited from the program so far. During the inauguration, my team and I also aided 120 in-patients, 174 out-patients, and 378 front liners at the hospital. Additionally, a team from the Department of Social Welfare and Development extended assistance to qualified patients. On the same day, we visited Bulacan to assist 1,000 students in Guiguinto town with Mayor Agay Cruz and Congressman Boy Cruz, as well as 1,465 struggling Bulakeños in Meycauayan City. We also attended the ribbon-cutting and blessing of the city’s Super Health Center together with Mayor Henry Villarica. I have also long been advocating for the establishment of more Super Health Centers throughout the country. Through the efforts of our fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, as the lead implementing agency, identifies the strategic areas where they will be constructed. While our Super Health Centers bring basic health services closer to Filipinos, especially in remote areas, I am hopeful that we could also soon provide our kababayans improved access to specialized medical services following the recent ratification of the Bicameral Conference Report on the Regional Specialty Centers Act, which I authored and principally sponsored. If enacted, it will bring key medical services closer to the people by establishing specialty centers that cater to specific medical needs in different regions. Meanwhile, we have also continued distributing aid to many indigent Filipinos in various regions. On 5 June, I was in Digos City, Davao del Sur, with Mayor Josef Cagas and other local leaders to aid 1,500 indigents and witness the groundbreaking of its Super Health Center. We were in Agusan del Norte with Governor Angel Amante-Matba the following day, where we attended the groundbreaking of the Super Health Center in Las Nieves and inspected the ongoing construction of the Las Nieves Bridge. We then added 1,500 indigents in the town before visiting the Butuan City Super Health Center. We likewise assisted 2,000 residents in the city. Following this, I attended the annual general assembly of the Philippine League of Secretaries to Sanggunian Inc. in Davao City. Iloilo was our next destination where we attended the groundbreaking of the Barotac Viejo Super Health Center on 7 June and provided aid to 1,000 indigents in the town. I was also invited by Congressman Boboy Tupas and Mayor Bongbong Tupas to inspect the town’s new fire station. That day, we assisted 1,897 typhoon victims in Banate. We then made our way to Silay City in Negros Occidental, where we participated in the groundbreaking of a Super Health Center, dropped by the Teresita L. Jalandoni Provincial Hospital where I was instrumental in funding the construction of its new building, and extended aid to 2,000 underprivileged residents. Additionally, we joined in the commemoration of Silay City’s Charter Anniversary led by Mayor Joedith Gallego as we attended the PWD Sitting Volleyball event where I highlighted our efforts for more inclusive sports development programs as Chair of the Senate Sports Committee. On 8 June, we helped 1,493 beneficiaries in Palayan City, Nueva Ecija, in partnership with Governor Oyie Umali, Mayor Vianne Cuevas, Congressman GP Padiernos, and other local leaders. That same day, we aided 1,160 indigents in Quezon City with Cong. Marivic Pilar-Co. On 9 June, together with Senator Robin Padilla and in partnership with Governor Luigi Villafuerte, Congressman Lray Villafuerte, and Congressman Migz Villafuerte, we distributed aid to 2,699 indigents in Pili, Camarines Sur. That day, we attended the groundbreaking of the Super Health Center in Talisay, Camarines Norte, with Mayor Dondon Mancenido, where we likewise assisted 1,500 residents. Together with Governor Dong Padilla, I conducted a monitoring visit to the Malasakit Center at the Camarines Norte Provincial Hospital in Daet, Camarines Norte, where we aided 262 patients and 811 front liners. Finally, I headed back to Davao City to attend the 2023 Mindanao League of Municipalities of the Philippines Convention. Meanwhile, my office separately aided 186 fire victims in Quezon City, 41 in Caloocan City, 76 in Parañaque City, and 10 in Baguio City. Likewise helped were 1,015 indigents in Alitagtag, Batangas; 1,500 in Cabanatuan City and 1,040 in General Mamerto Natividad, Nueva Ecija; 500 in Datu Odin Sinsuat, Maguindanao del Norte; 360 in Culasi, Antique; 150 in Island Garden City of Samal, Davao del Norte; 53 in Iba and 13 in Botolan, Zambales; 1,620 in San Vicente, Camarines Norte; 380 Tesda graduates in Lapu-Lapu City, Cebu; and 90 indigent couples in Baroy, Lanao del Norte. My team likewise witnessed the groundbreaking of the Super Health Centers in Barangay Talon-talon, Zamboanga City on 6 June, and Mabuhay, Zamboanga Sibugay on 8 June. As we commemorate Philippine Independence Day this Monday and celebrate the heroism and sacrifices of our forefathers to gain the liberties we enjoy today, I hope we can take this time to come together and exert efforts to help free more Filipinos from disease, poverty, and other challenges that beset our society today. More Malasakit Centers: Bong Go welcomes program’s expansion
The 158th Malasakit Center in the country was launched at the Diosdado P. Macapagal Memorial Hospital in Guagua, Pampanga today, 9 June, bringing much-needed medical assistance and support to the local community. The Malasakit Center launch was attended by Pampanga Governor Dennis Pineda, Vice Governor Lilia Pineda and Health Secretary Dr. Teodoro Herbosa, among other notable guests. The Malasakit Center is the 89th of its kind in Luzon and the 15th in Region III. Senator Christopher “Bong” Go, the main proponent of the program who principally authored and sponsored the Malasakit Centers Act of 2019, emphasized the critical role of the Malasakit Centers in delivering essential medical assistance for healthcare services to the Filipino population. “Bilang chair po ng Committee on Health sa Senado, ‘yan po ang advocacy ko, health po… kaya patuloy na prayoridad ko itong mga Malasakit Center,” said Go. He also highlighted the significance of the program in alleviating the financial burdens faced by Filipinos, stating, “Bakit natin papahirapan ang mga kapwa natin Pilipino? Pera naman po ninyo ‘yan, dapat po ibalik sa inyo sa pamamagitan ng mabilis na serbisyo. ‘Yan po ang Malasakit Center.” The concept of Malasakit Centers stemmed from Go’s personal experiences during his visits to hospitals and medical institutions across the country. Witnessing the struggles of patients, particularly those from underprivileged backgrounds, in covering their medical expenses, he recognized the urgent need for a streamlined system of providing medical assistance. Since the inauguration of the first Malasakit Center in Cebu City in 2018, the number of centers has grown to 158 nationwide, benefitting over seven million individuals, according to the Department of Health. Each Malasakit Center serves as a one-stop shop for medical assistance, housing various government agencies such as the DOH, Department of Social Welfare and Development, Philippine Health Insurance Corporation and Philippine Charity Sweepstakes Office. The Malasakit Centers Act of 2019, officially known as Republic Act No. 11463, was signed into law by former president Rodrigo Duterte to institutionalize the program. In Pampanga, other Malasakit Centers are located at Jose B. Lingad Memorial Regional Hospital and Overseas Filipino Workers Hospital and Diagnostic Center, both in San Fernando City; and at Rafael Lazatin Memorial Medical Center in Angeles City. In addition to Malasakit Centers, Go has been advocating for the establishment of Super Health Centers nationwide, particularly in remote communities. These centers aim to provide essential health services such as database management, outpatient care, birthing facilities, isolation units, diagnostic services (laboratory, X-ray, ultrasound), pharmacies and ambulatory surgical units. Other services available include eye, ear, nose, and throat care, oncology centers, physical therapy and rehabilitation centers, and telemedicine, which enables remote diagnosis and treatment of patients. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. Go also sponsored in the Senate the establishment of Regional Specialty Centers, recognizing the critical need to establish said facilities in various regions to ensure that Filipinos have convenient access to the specialized medical services they require. On 31 May, the Senate ratified the Bicameral Conference Report on the Regional Specialty Centers Act, with Go serving as an author and the principal sponsor of the measure. Last January 26, Go was honored by the provincial government of Pampanga for advancing the province’s well-being and interests through its Resolution No. 7643-A. Bong Go conducts monitoring visit of Malasakit Center in Naga City
Sen. Bong Go, who serves as the Chair of the Senate Committee on Health and Demography, conducted a monitoring visit of the Malasakit Center at the Bicol Medical Center in Naga City, Camarines Sur on Saturday, 3 June. During his visit, Go reiterated his full support for initiatives that can improve the country's healthcare system. He specifically requested that special attention be given to the underprivileged and vulnerable members of society who have nowhere else to turn to for help. “Huwag pong pabayaan 'yung mga mahihirap, 'yung mga helpless at hopeless nating kababayan na wala pong matakbuhan kung 'di tayong nasa gobyerno,” said Go, urging the medical staff to be patient and compassionate when attending to indigent patients. “Sa totoo lang, hindi naman pupunta ‘yung mga mayayaman dito sa government hospital. Ang pumupunta rito ‘yung mga mahihirap po. Asikasuhin po natin sila, iyan lang po ang pakiusap ko,” he added. Go’s advocacy for better health access for Filipinos prompted him to initiate the Malasakit Centers program. The senator highlighted that there are now 157 Malasakit Centers nationwide that serve as one-stop shops for medical assistance programs, streamlining the process of availing such programs. First established in Cebu in 2018, the Malasakit Center is a brainchild of Go which houses agencies such as the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office to assist particularly poor and indigent patients with their hospital bills. Go is the principal author and sponsor of the Malasakit Centers Act of 2019. According to DOH, more than seven million Filipinos have benefitted from the program so far. The senator acknowledged that TESDA's role has empowered countless individuals with job and livelihood opportunities, ultimately leading them toward a brighter and more prosperous future. Earlier, Go also filed Senate Bill No. 2115, which aims to institutionalize a technical-vocational education and training and livelihood program designed specifically for rehabilitated drug dependents.
