Solon pushes National Cyber Security Office
House Deputy Majority Floor Leader and ACT-CIS Cong. Erwin Tulfo has urged the national government to establish an agency that will protect and fight any attacks by hackers, or worse, by cyber terrorists, on the country’s computers and data systems. The call was made by Tulfo in a chance interview over the weekend after a series of attacks by hackers on the computer data systems and websites of various government agencies such as PhilHealth, the Department of Information and Communications Technology and even the House of Representatives. “We saw how vulnerable and helpless our government agencies when they are attacked by hackers on their websites or their computer files particularly our government agencies,” Tulfo said. He added that even if the attack was fixed after a few days, there should be a move to prevent the problem before hackers launch an attack again. Manila libraries not dead
In the age of the Internet, Manila Mayor Honey Lacuna has emphasized the relevance of physical libraries, as well as the books and other reading materials they keep as veritable treasures of knowledge. Lacuna urged people, especially the youth, to visit city libraries as she greeted the Manila City Library headed by its Director Mylene Villanueva, on the occasion of its 77th founding anniversary celebrated throughout the month of October. “For those who don’t know, we have many libraries. We are striving to improve the level of service provided by our libraries, which is why we have more and more clients, from young to old,” she said. “Now that it’s the digital generation, most research is done at home using the internet. But nothing can beat opening a book,” she added in the vernacular. She said that by visiting libraries, people can learn, hone their skills, even as she emphasized that not everything that people read using the search engine platform Google is true. She explained that at times, what’s available through the Internet is “incomplete” or “even false.” “That’s why I encourage everyone, especially those with children, to visit our libraries,” Lacuna said. The MCL will continue providing quality educational services that would raise the level of intellect of the student population of Manila, the mayor said. The MCL had received various recognitions from the national government in recent years. The total library services that it has provided the public to date has reached 156,856. Villanueva reported to the mayor that the figure covers those served from January to September alone, notwithstanding the fact that five branches of the library are currently not functional since they are under rehabilitation. According to Villanueva, the MCL registered a total of 61,269 library users. Those who used the library’s computers and Wi-Fi reached 15,099 while those who borrowed books totaled 21,762. She added that the number of children served is 47,891 while the senior citizens served totaled 425. The MCL was also able to visit 167 barangays and 11 schools. PhilHealth announces resumption of website, member portal
The Philippine Health Insurance Corporation announces the resumption of its Corporate Website and Member Portal effective 12 noon of 29 September 2023. These public-facing application systems are already up and running and now accessible to the general public through the internet. The e-Claims system will be available within the day. The shutting down of its application systems was done immediately upon the advice of the Department of Information and Communication Technology to isolate these key services and to ensure that the ransomware infection will not spread to critical computers. PhilHealth has been working round the clock since Friday to clean up the affected workstations and restore normalcy the soonest. Meanwhile, it has yet to verify the alleged leaked members’ data that was reportedly found in the dark web. Non-payment of ransom On the alleged demand for ransom, PhilHealth reiterates the government’s policy of not paying such to criminals. PhilHealth also guarantees the public that its databases are intact, safe and secure. Members are also assured that their benefit entitlement will not be hampered due to this incident. Interim arrangements while systems are offline have been instituted to ensure that members continually avail of their PhilHealth benefits anytime and anywhere in the country. PhilHealth continues to work closely with the DICT and National Privacy Commission to address the situation. It also coordinated with the National Bureau of Investigation and Philippine National Police toward this end. PhilHealth also welcomes calls for inquiry to get to the bottom of this incident. Disciplinary action PhilHealth shall rightfully impose disciplinary actions to people who have been remiss in the performance of their duties if they are found liable.
