Case of missing sabungeros getting clearer
The latest arrests on the six suspects in the case of missing sabungeros will give the Philippine National Police investigation a direction to its mastermind. This was how PNP Chief P/Gen. Benjamin Acorda viewed the latest development to an almost three-year case that somehow would lead to the identification of the mastermind and others responsible to the crime. “With this development, the investigation will have a direction and hopefully this will convince, or this would encourage other witnesses to come out and provide information,” Acorda said when he guested at the Saturday News Forum in Quezon City. Acorda was referring to the arrest of security guards Julie Patidongan, Gleer Codilla, Mark Carlo Zabala, Virgilio Bayog, Johnry Consolacion and Roberto Matillano Jr. in two safehouses in Parañaque City. He said they are also hopeful that the arrest of six suspects will convince, or encourage other witnesses to provide information. The chief PNP also hinted that some of the six arrested suspects are willing to divulge further information on the matter. Acorda said they are hoping that the suspects would cooperate in the investigation for the PNP to finally identify and file charges against the mastermind and other suspects. “The most effective way to connect the mastermind is the suspects themselves. So I am hoping that they will talk,” Acorda said. The suspects were arrested on Friday in Parañaque City after the PNP Criminal Investigation and Detection Group located their whereabouts through an informant and following a two-month surveillance operation. The six suspects were former security guards of the Manila Arena and we’re listed as respondents for six counts of kidnapping and serious illegal detention in connection with the abduction of six cockfighting players. Acorda said two other people were collared and are now facing obstruction of justice for providing shelter to the six suspects. The abduction at the Manila Arena was among the series of cases of kidnapping of 34 cockfighting players. The families, however, withdrew from the cases last month, prompting the kin of other victims to express disappointment. CIDG nabs 6 suspects in missing cockfighters case
The Criminal Investigation and Detection Group on Friday arrested six suspects in the case of missing 'sabungeros' (cockfighting enthusiasts) in Parañaque City, Philippine National Police chief Gen. Benjamin Acorda Jr. said on Friday. According to CIDG chief Maj. Gen. Brig. Gen. Romeo Caramat Jr., the CIDG Region 4A arrested Julie Patidongan alias Dondon, Mark Carlo Zabala, Roberto Matillano Jr., Johnny Consolacion, Virgilio Bayog and Gleer Codilla at around 1:45 p.m. at Jackielou Village and Fortunata Village, both in Parañaque City, based on the arrest warrant for kidnapping and serious illegal detention issued by Regional Trial Court NCJR Branch 40, Manila, dated 24 January 2023, with no bail recommended. Acorda said aside from the six suspects, two companions of the suspects identified as Melchor Neri and Victorino Diocoso were also arrested for obstruction of justice. “I hope that with the arrest of these suspects, those who were reportedly backing out as witnesses may reconsider their position, and I do believe the case is still strong. We have enough evidence to continue with the case,” Acorda said in a press briefing held at Camp Crame. Acorda said the CIDG created Special Investigation Task Group “Sabungero” on 24 January 2022 to focus on the reported missing sabungeros. Based on the agency's investigation, at least 34 sabungeros have been reported missing as of this date. “I would like to commend the CIDG for their unrelenting efforts that led to the arrest of the six suspects. We hope that their arrest will give assurance to the families that the PNP have not reneged on their commitment to pursue this case until justice is served,” said Acorda. The Department of Justice has offered a P6 million reward for any information on the arrest of the six suspects. Acorda said that because police officers are not allowed to receive rewards and this goes to the action agents, the informants who are instrumental in their arrest will receive the reward, with the hope that this will convince others to support the PNP in manhunt operations against other wanted persons. A separate case for kidnapping and serious illegal detention was also filed by CIDG in relation to the case of the missing master agent of online "sabong" Ricardo Lasco, who was reportedly abducted on 30 August 2021 in San Pablo, Laguna. So far, the criminal complaints filed by the CIDG in the Manila Arena case and the case of Lasco have been found by the courts to have probable cause, resulting in the indictment of respondents through the issuance of arrest warrants. ‘E-sabong’ operators, players arrested
Philippine National Police chief Police General Benjamin Acorda Jr. recently commended the Police Regional Office in Central Visayas as it intensified operations against online cockfighting or e-sabong which saw the arrest of 348 operators and players. Data from the PNP’s crime incident reporting and analysis system showed that the arrests were made from 1 July to 15 August. Police Lt. Col. Gerard Ace Pelare told DAILY TRIBUNE that their intelligence operation is continually being done in Central Visayas and that the PRO-7 has the highest number of arrest with regard to illegal e-sabong operations. He added that most of those arrested were from Negros Oriental then also in Cebu Province, Cebu City and Bohol. Crackdown vs ‘e-sabong’ intensified
The Police Regional Office in Mimaropa region has ordered its police commanders to intensify its war against operators of online cockfighting or e-sabong. PRO-4B director Brig. Gen. Joel Doria stressed on Sunday that the agency has an unwavering commitment to eradicate this illicit activity across the region as they respond to the call of Department of the Interior and Local Government Secretary Benjamin Abalos Jr. The PRO-4B earlier solidified its stance against e-sabong, leaving no stones unturned in its pursuit of a region free of online cockfighting. “We stand united with SILG, resolute in our determination to crush the existence of e-sabong within our beloved nation,” Doria said. Building on their previous efforts, Doria said that the PRO-4B has employed a rigorous one-strike policy that holds unit commanders fully accountable for eradicating e-sabong in their respective jurisdictions. “We will not tolerate commanders who fail to prevent or address e-sabong activities within their jurisdictions. Immediate and decisive action will be taken, leaving no room for compromise or leniency,” Doria said. “Our objective is not simply to suppress e-sabong, but to completely eradicate it. The one-strike policy serves as a powerful reminder of the duty our unit commanders bear. Under their watch, there will be no tolerance for those who allow this illegal activity to thrive,” he added. Previously, PNP chief Gen. Benjamin Acorda Jr. said they also continue to work with various government agencies, especially those whose mandate is concerned with information and communications technology, in running after online cockfighting operators. Acorda has ordered an “intensified crackdown” against illegal gambling, backed by the one-strike and no-take policy. Police, regional, provincial and district directors; chiefs of police stations and community precinct commanders; and other leaders of units who will be found inefficient or wanting in their efforts to eradicate and stop illegal gambling in their respective areas of jurisdiction shall be relieved of their post. They will also be charged administratively under the doctrine of command responsibility. Acorda’s latest directive comes after the PNP and the Philippine Charity Sweepstakes Office forged an alliance to intensify the national campaign against all forms of illegal gambling. Father’s golden legacy
The first time one meets Avelino “Ave” Tolentino III, Undersecretary of the Department of Human Settlements and Urban Development, one is easily impressed by his good looks and pleasant mien. One gets surprised that someone as young as he should already occupy a top position in the government. Until one finds out he is already 42 years old, which, to belabor the point, hardly shows in the man’s appearance, neither in his voice, mannerisms, and unbridled enthusiasm for his life’s purpose. He could pass for someone who had seen only three decades so far. But as he talks with you, you also realize he is very articulate and knows whereof he speaks. Brilliance is a mark of this man. But on the day that we interviewed him at the Daily Tribune office in Makati when he accompanied his boss, Secretary Gerry Acuzar, to an online guest in our early morning online show, we chose to veer away from the expected questions about his duties in the bureaucracy. Instead, we focused on the man behind the official title and function. And since Father’s Day was coming in a few weeks, we wondered as to the kind of father who would raise such a remarkable son — so young and yet so significant in the affairs of the Filipino — or make that common tao, the man on the street who deserves to live happily in a pleasant home he and his family could call their own. What makes Ave Tolentino tick? We surmised that he is the upshot of parents who instilled in him the right values from day one. And we were not wrong, except that if one imagined the father to be a strong figure, the master of his home, we were in for a surprise. As Ave revealed, theirs was not the typical family. This, in the sense that “it was our father, Avelino Jr. who kept us, four sons and a daughter, company at home, while our mom was busy at the office,” Ave shared. Given their family dynamics, his father worked from home by engaging in trading, which did not require his full-time attention. It had been an arrangement, if one could use the word, of his parents who both realized early on as they were building a family that “my mother had a future in the corporate world.” There was no doubt about her breaking the so-called glass ceiling as she was one woman who knew she would succeed as a business executive. His mom, Jenette, was a Certified Public Accountant and, at the time of her retirement, was the chief executive officer of a company that was engaged in the selling of ammunition. His father, according to Ave, “was very kind. He was what I would call a happy-go-lucky kind of guy. He was cool. Someone you could relate to. When we were younger, we could talk to him about almost anything. What I thought was normal was quite unconventional. At that time, my mom was the breadwinner. So, my dad was bringing us to school in the morning and picking us up in the afternoon.” But he was also working as a trader. He was juggling work and yet he was also raising his sons. “Well, he was practically watching over us,” Ave remembered. Just being there Being present to his children turned out to be a blessing, as “seeing him every afternoon, we made sure we would behave well, and not get into trouble. His presence was a deterrent to any of us getting into trouble or behaving foolishly. Because if we did, he would find out when he came to fetch us. Ave’s right at the gate of Colegio de San Agustin in Makati. It would have been different if we were not supervised.” As an added benefit to the family, he and his siblings grew closer as they came home together with their Dad in one car. On the other hand, just like most fathers, he had his list of don’ts. “Don’t do vices. No smoking, no drinking at a young age. And don’t give him any trouble. He made clear he did not like going to the principal’s office because any one of us needed to be disciplined.” Equally important to Ave’s father was family togetherness and awareness of their roots. “We spent a lot of time with our relatives. We had a lot of weekends at my grandfather’s, my father’s side, in Parañaque. We would all congregate there. And we also played a lot of table tennis growing up. Our games were for bonding, more than competing with one another. “He was the quintessential family man. He just enjoyed spending time with his family. He was very close to all his relatives, cousins, and second cousins. His friendship even extended to the neighbors of his cousins.” Go to guy Sharing his time and his listening ears was his idea of giving. “Dad was not too big on gifts. He showed he cared through service, or being there when you needed him. So, if you needed anything or you were in a situation, he was the person to call,” although he does not recall “having to call him at any point. But I knew that if I had to, he would have answered. He was very reliable.” And if there was one oddity about him, Ave pointed to his being a cockfighting aficionado. “As a kid, I would join him and my uncles and the rest of his relatives when they went to the cockpit in our home province, Mauban. In Parañaque, there would be cockfights right in our backyard. Our uncles would arrive with their fighting cocks.” What I thought was normal was quite unconventional. At that time, my mom was the breadwinner. So, my dad was bringing us to school in the morning and picking us up in the afternoon. If it was clean fun tinged with occasional rowdiness and incessant ribbing, Ave early on realized “it is a gentleman’s game. But for me, what I learned about cockfighting is that you have to raise the fighting cocks, you have to raise the chickens. I remember that when I was growing up, we had to help raise and take care of the chickens. I would help feed them like they were athletes. Their food was measured. It could not be more and it could not be less.” Ave was the middle child. “We had two batches,” he explained. “My two older brothers were 7 and 5 years ahead of us. And then myself and another brother. We were two years apart. E-sabong monitoring continues, says PNP
Philippine National Police chief Police General Benjamin Acorda Jr. stressed that they are working with various government agencies, especially those whose mandate is concerned with information and communications technology, in running after E-sabong or online cockfighting operators. “With regards to E-sabong yung online we have constant monitoring and according to our ACG, its cyber patrolling continues and also there are those who are also helping and in coordination with the National Telecommunication the other websites being attacked,” Acorda said in a radio interview. He added that from January to June 2023, the PNP arrested around 41,000 individuals in 50,000 police operations for illegal gambling, adding that some are identified but others are really only online websites.
