Building climate-resilient communities
Subsidiaries of the Aboitiz Group have consolidated its efforts with the Climate Change Commission, the local government of Toledo City in Cebu, Department of Science and Technology-PAGASA, and the Department of Human Settlements and Urban Development to help create resilient, disaster-ready and climate-smart communities. A five-day training workshop to craft an enhanced and science-based Local Climate Change Action Plan was recently held in Bato, Toledo City, the host community of Aboitiz Power-TVI. Toledo City Mayor Joie Perales: “This will upgrade the skills of our local responders and improve our readiness for disasters. I know that our people will truly benefit from this.” The participants were equipped with knowledge based on methods and strategies to produce targeted and responsive climate-action plans. They were also upskilled in developing risk-mitigating LCCAPs anchored on science and evidence-based analysis, which includes biodiversity and ecosystem-based adaptation interventions. “We recognize that our communities and local governments are at the forefront of the climate crisis,” said Climate Change Commission Deputy executive director Romell Antonio Cuenca. “It is imperative for local government units to be prepared for the challenges of the changing climate. LGUs should invest more in crafting and planning appropriate measures to adapt to climate impacts. That is why CCC and Aboitiz came all the way here to Toledo to increase the technical capacity of our LGUs, so that they can develop their local climate change action plans, which will serve as their pathway to resiliency,” he added. AboitizPower Thermal Group (VisMin) president and COO Ronaldo Ramos believes this could spark that transformation in Toledo City, and that the project can be replicated in all the other communities where AboitizPower thermal assets operate: “We believe that by bolstering Toledo City’s climate resilience and adaptation, we can ensure the continuity of our mission to energize Cebu and the Visayas, and, more importantly, secure a sustainable future for Toledo. Cebu City eyes coastal housing
The local government of Cebu City recently kicked off its lots procurement as pre-requisite to establish the South Coastal Urban Development housing project which covers eight barangays. City Planning and Development Office chief Architect Joseph Michael Espina disclosed that the city government has assembled a team of lawyers to settle property concerns. “We will discuss how to proceed, and then we will solve problems along the way,” Espina said. Recently, President Ferdinand Marcos Jr. graced and broke ground the SCUD with the Phase 1 to house 8,000 informal settler families and low-wage earners. The SCUD is situated across South Road Properties and has three phases comprising 60 hectares of land area in Barangays Sawang Calero, Duljo-Fatima, Mambaling, Basak San Nicolas, Basak Pardo, Kinasang-an Pardo, Cogon Pardo and Inayawan. “There is a law. You have to pay the owners if they own the property. If they have a title, the government will pay you. There’s a law on that,” Espina said. He added that when the land acquisitions are completed then land development of the area will follow and reiterated that the engineered way of land development will be used and not simply use the direct dumping of filling materials. Espina also said that they are prioritizing the temporary housing as the city government will order from China one boatload of 2,000 pre-fabricated steel units. “When that arrives, they can construct it in three months,” Espina said. The temporary housing will be for ISFs that were affected by the clearing operations on the three-meter easement of waterways while the ISFs await the completion of high-rise buildings under SCUD.
