The Department of Public Works and Highways (DPWH) in Davao Region reported that a total of 268 school and national government buildings were partially destroyed by the magnitude 7.4 earthquake that struck Hinatuan, Surigao del Sur on December 2. The estimated damage amounted to P108,497,894.84 for school buildings and P1,899,365.60 for national government buildings. The damages included cracks on walls and falling debris such as ceilings. According to Engr. Alexander Turingan of DPWH XI, there were no reported damages in Davao Occidental and Davao del Sur. Franz Irag, Office of Civil Defense (OCD) XI operations head, emphasized the importance of addressing damages to school buildings, which also serve as evacuation centers during calamities. Dean Ortiz, spokesperson of DPWH XI, highlighted the agency's focus on national roads and bridges, clarifying that they will respond to requests to inspect private and government buildings. Architect Kashagar Toghyani, officer-in-charge of the Office City Building Official (OCBO) of Davao City, urged private building owners to promptly engage professional engineers to assess structural integrity, especially for buildings housing more than 10 individuals. The Philippine Board of Investments has announced the increase of threshold price per housing unit eligible for government tax incentives from P2 million to P3 million during the National Developers Convention in Cebu City hosted by the Subdivision and Housing Developers Association. In addition to the increased threshold, the BOI has also extended the income tax holiday period from four years to six years. The extended threshold for tax incentives and the longer ITH period will provide developers with increased financial incentives, making it more attractive for them to undertake housing projects. With this year’s theme focusing on local development, SHDA national president Arch. Leonardo Dayao Jr. emphasized the steps SHDA is taking to empower the local housing sector by collaborating with Local Government Units. “Several developers of ours here are partnering with their different LGUs. We have one in Iloilo, Novaliches, so we have several developers already. The Department of Social Welfare and Development reiterated on Friday that its Pantawid Pamilyang Pilipino Program (4Ps) cannot be, in any way, used for electioneering or any partisan political activities. “Sa atin pong mga kababayan, kahit sino pong mangako sa inyo na kayo'y mapapasama sa 4Ps program, malamang hindi ho magkatotoo 'yan. Hindi ho magkatotoo 'yan… DSWD data lang po ang tatanungin, DSWD personnel din lang po ang makakapag-assess po sa inyo, hindi po kahit sinong kandidato (To our kababayans, whoever promises to you that you will be included in the 4Ps program, it will not come true… only DSWD data will be used, only DSWD personnel can assess you, not just any candidate.),” Assistant Secretary Romel Lopez said According to 4Ps National Program Management Office (NPMO) Director Gemma Gabuya, the program only utilizes the National Household Targeting System for Poverty Reduction (NHTS-PR) or a list to identify the profile of poor beneficiaries. Gabuya, however, stressed that the inclusion to the list does not guarantee any provision of cash aid or automatic inclusion to the 4Ps since it is only a database that can be used to determine who and where the poor are. Exiting 4Ps households Following the memorandum of Secretary Rex Gatchalian on 19 July to defer the exit of 4Ps beneficiaries who were tagged as non-poor, the 4Ps NPMO conducted a reassessment of 1,158, 249 non-poor 4Ps households using the Social Welfare and Development Indicators (SWDI) from July to September. Based on the result of the reassessment, Director Gabuya said about 761,150 households are not yet capable of exiting the program, while 339,660 beneficiaries were already under the self-sufficiency level. “Isa sa main factors is the COVID kasi maraming nawalan ng trabaho. DOLE, CHR reach agreement to safeguard workers’ rights
The Department of Labor and Employment partnered with the Commission on Human Rights to facilitate the investigation of violations of workers’ freedom of association and right to organize. DOLE Secretary Bienvenido E. Laguesma and CHR Chairperson Richard P. Palpal-Latoc signed a Memorandum of Agreement at the CHR Central Office in Diliman, Quezon City on 20 October which directs both agencies to cooperate on cases referrals, investigations, and monitoring; witness protection and psychosocial support; labor education and human rights promotion; and policy development. Laguesma said that the DOLE-CHR collaboration is vital in addressing the labor issues raised during the International Labor Organization High-Level Tripartite Mission visit in January 2023. “This collaboration underscores the need for our sustained partnership, ensuring that the principles of both labor and human rights are consistently upheld in every initiative and policy we undertake. We need the support of the labor groups and the employer sector as well as the ILO so that our common goal of ensuring that the Conventions, especially Conventions 87 and 98, will be respected,” Laguesma said. Following the MOA signing, a streamlined case referral mechanism will be promptly established. The DOLE’s Bureau of Labor Relations and CHR Protection cluster will be responsible for correspondence and referrals. The CHR will promptly inform DOLE upon receiving reports or complaints about alleged violations of labor rights. Afterward, DOLE will verify the reports, conduct case build-up, and gather evidence.
