PCG on alert for barangay, SK elections
The Philippine Coast Guard said on Thursday that it is focused on maintaining peace and order in the upcoming barangay and Sangguniang Kabataan elections on 30 October. Philippine Coast Guard Rear Admiral Armand Balilo stressed that the operation units of the PCG are on full alert for the elections, in coordination with the Armed Forces of the Philippines and the Philippine National Police. “Almost all operating units of the Philippine Coast Guard throughout the Philippines are on alert, and our activities are focused on maintaining peace during travel [for Undas] and the SK and barangay elections on Monday,” Balilo said in an interview. “Our mandate is to prioritize those far-flung areas where assets and personnel of the Philippine Coast Guard will be needed," he added. Save BRP Sierra Madre
Geopolitical tensions rise by the week at the West Philippine Sea with the consistent occurrence of untoward incidents deliberately committed towards our citizens. This week, Chinese sea vessels collided with Philippine boats on their way to resupply the troops stationed on the BRP Sierra Madre. This type of news breaks out so often that we feel it is a regular thing. What we might be missing is that this might blow up to gargantuan proportions, which we may fail to control. We must save the BRP Sierra Madre at all costs. This relic of a military jewel has gained enormous significance in our territorial claim over the disputed islands, specifically the Spratlys. It is symbolic of our culture and socially specific mannerisms. The ship was built for the US Navy, passed to Vietnam, and went to the Philippines. At the peak of the territorial tensions before the victorious UNCLOS ruling, the Philippines ran the ship aground on Ayungin Shoal, located in the Spratly Islands, to stake our claim. Reminiscent of the Filipino jeepney — an artifact and mode of transportation that we inherited from the Americans that still plies our roads nationwide — the BRP Sierra Madre is here to stay. Just like the jeepney drivers who refuse to give up their affordable and practical way of transporting passengers to make a living, the Philippine Navy refuses to give up the grounded BRP Sierra Madre, leaving several troops there to guard it, to stake the Philippines’ sovereign claim over the West Philippine Sea. It may be unfortunate that this is the best that we can do. This is saddening, especially since the Chinese emphasize their claim by building artificial islands and military outposts and bullying our people by exhibiting their high-powered sea vessels. But the Filipinos are resilient and will come into a fight, bringing whatever they can pick up, which, in this case, is a dilapidated and retired navy ship. The National Security Council categorically stated that we will not be deterred by the collisions caused by the Chinese Coast Guard. The Department of Foreign Affairs filed another diplomatic protest, but the Chinese envoy did not show up at their offices. Instead, we received news that the Chinese government is no longer interested in funding several projects in the Philippines. The first project that bit the dust was the Mindanao Railway, a much-heralded transportation system that would have linked key cities in Mindanao. If we recall, the Chinese also backed out of the Makati Subway System, even after right-of-way acquisitions had been made. In diplomatic relations, the key skill is making everyone happy, which is highly improbable. The President’s evident closeness to the US is manifested by the routine war games conducted by American and Filipino soldiers. The expansion of the Enhanced Defense Cooperation Agreement to other military bases early in the Marcos administration showed the preference of our President. The question here is if there will be a US payback to the Philippines for the renewed and strengthened relations by the administration, considering that there are still five years until the next presidential election. What we must worry about is the possibility of war erupting in the West Philippine Sea, where we would surely be the victims if we fail to associate ourselves with strong countries. And we hope China is not taking note of the ongoing war between Israel and Hamas. Biden prodded on joint WPS patrols
Members of the United States House of Representatives’ Foreign Affairs Committee condemned China’s “unlawful” actions in the West Philippine Sea that led to collisions of a Philippine resupply boat and its Philippine Coast Guard escort ship. House Foreign Affairs Committee Chairman Michael McCaul and Rep. Gregory W. Meeks (D-NY), along with Subcommittee on the Indo-Pacific Chairwoman Young Kim (R-CA) and Ranking Member Ami Bera (D-CA), issued a joint statement to express their support for the Philippines. “We unequivocally support the Philippines and condemn the unlawful actions by the Chinese Coast Guard in the South China Sea,” the US lawmakers said. “The Chinese Coast Guard and maritime militia vessels intentionally hit PCG ships over the weekend and continue to violate international law, endanger Filipino crew members, and obstruct Philippine vessels’ access to their own exclusive economic zone,” they added. The 22 October incident was “part of a larger pattern of the People’s Liberation Army Navy, its maritime militia, and the Chinese Coast Guard’s aggressive and provocative behavior in the South China Sea, where it actively intrudes in other states’ exclusive economic zones,” they said. Over the weekend, the National Task Force for the West Philippine Sea accused the CCG of performing “dangerous blocking maneuvers” that resulted in a collision with the Unaiza May 2, an indigenous boat contracted by the AFP for its routine resupply mission to the BRP Sierra Madre. During the mission, a Chinese maritime militia vessel “bumped” the PCG ship, BRP Cabra, on its port side. President Ferdinand Marcos Jr. has ordered the PCG to investigate the incident. The American legislators also backed US President Joe Biden’s announcement of increased joint patrols with the Philippines and other partners in the South China Sea and his administration’s reaffirmation to uphold its commitment under the US-Philippines Mutual Defense Treaty. Earlier this week, the White House said US National Security Advisor Jake Sullivan assured Philippine National Security Advisor Eduardo Año of US support in safeguarding its sovereign rights in the WPS under the two nations’ MDT. Signed in 1951, the Philippines and the US agreed under the MDT that an armed attack on either of the parties would be considered an attack on the other, thus, joint actions may be taken by the US and the Philippines to protect each other. Meanwhile, Philippine Defense Secretary Gilberto Teodoro Jr. said the collisions would convince more countries to undertake freedom of navigation sorties with the Philippines in the WPS. “I believe it will invite more countries that have an interest in freedom of navigation to participate not only in joint patrols but in other security engagements with the Philippines,” Teodoro said. Using weapons to harm civilians is unacceptable in the civilized world, which makes the Hamas act on 7 October and thereafter the exact definition of terrorism. The release of hostages in batches does not improve the image of Hamas to the world, which has become aware of the ruthless character of the group supposedly fighting for the independence of Palestine. Hamas practices the same brand of terrorism as the Islamic State and the Abu Sayyaf and Maute groups in the local setting, all abominations of the faith that teaches peace and coexistence. The 7 October terror attack was the worst in Israel’s 75-year history, if not the world’s, with the massacre of 1,400 individuals by a murderous horde that crossed the border from Gaza. Around 200 foreigners were confirmed dead by their national authorities, many also holding Israeli nationality. Israel estimates 222 people were abducted. The United States reported 31 dead, 13 missing, others abducted, with 13 Americans unaccounted for. Hamas released two American hostages on Friday, which was calculated to delay the imminent ground assault by Israeli troops. Another two Israeli hostages were released on Tuesday. Thailand has among the most casualties after Israel and the US, with 30 dead. Some 19 Thai hostages are in the hands of the terror organization. About 30,000 Thais work in Israel, most in the agricultural sector. France counted 30 dead, one hostage and six missing; Russia: 19 dead, two hostages, seven missing; Ukraine has 18 dead; the United Kingdom reported nine dead, seven missing; Nepal revealed 10 of its citizens killed and one missing; Argentina has nine dead and 21 missing; Canada said six citizens died while two are missing; Austria confirmed four deaths while one is missing; China’s foreign ministry said four Chinese were killed and two missing. An attack on a kibbutz and on the music festival, just kilometers from the Gaza border, killed four Filipinos, while two are missing. It does not stop there as Portugal also counted four dead and four missing; Romania reported five dead and one taken hostage; Belarus counted three dead, one missing; Brazil has three deaths; Peru has three deaths and four missing; South Africa announced two of its nationals had been killed. Australia, Azerbaijan, Cambodia, Chile, Colombia, Honduras, Ireland, Italy, Spain, Switzerland and Turkey have reported at least one of their citizens were slaughtered. The German foreign ministry said Wednesday that many of their nationals were killed without giving a precise number. Nations with unaccounted-for citizens who were likely taken hostage are Mexico, Paraguay, Sri Lanka, and Tanzania. Israel Ambassador Ilan Fluss told DAILY TRIBUNE editors that the war against Hamas is not only the fight of Israel but should be an international effort to defeat terror groups, considering the international dimension of the carnage. ‘Shame on int’l media’
As the conflict between the state of Israel and the Hamas terror organization intensifies, international media coverage has thus far been described as dismal and heavily slanted against the Jewish nation. Israel Ambassador to the Philippines Ilan Fluss cited as an example the Hamas missile attack on the Barzilai Medical Center in Ashkelon, which was hit directly a few days after the 7 October attack by a rocket fired from Gaza, resulting in Israeli deaths and injuries. In contrast, an explosion on 17 October at the al-Ahli Arab Hospital in Gaza City that resulted in a massive number of fatalities and injuries was splashed all over broadcast and print media and was immediately blamed on an Israeli air strike, a narrative peddled by Hamas. Investigations by Israel and the United States proved that a missile launched by the Palestinian Islamic Jihad, a Gaza-based terror group more radical than Hamas, had misfired and landed on the hospital grounds. “Nobody in the media reported that an Israeli hospital was bombed in Ashkelon, which had so many patients injured and killed. The rockets were shot at the hospital. No media picked it up and condemned nobody,” Fluss lamented during an interview with Daily Tribune editors. “So, for me, this incident is a shame on the international media. These news (outfits) and (media) people sort of still live with this image that it is the ratings that must (dictate the news coverage),” Fluss said. New York Times sorry US publication The New York Times issued on Monday an unprecedented admission that it had “relied too heavily on claims by Hamas” in its reporting of an explosion at a Gaza hospital. The newspaper issued the statement five days after running a headline on its front page, above the fold, reading: “Israeli Strike Kills Hundreds in Hospital, Palestinians Say.” “The Times’ initial accounts attributed the claim of Israeli responsibility to Palestinian officials and noted that the Israeli military said it was investigating the blast,” according to NYT’s editor’s note. “However, the early versions of the coverage — and the prominence it received in a headline, news alert, and social media channels — relied too heavily on claims by Hamas and did not make clear that those claims could not immediately be verified,” the NYT continued. NYT editors also acknowledged that “the report left readers with an incorrect impression about what was known and how credible the account was.” The note said Times reporters quickly edited the story on the website, as Israeli officials denied striking the hospital. Nonetheless, it added, “Given the sensitive nature of the news during a widening conflict and the prominent promotion it received, Times editors should have taken more care with the initial presentation and been more explicit about what information could be verified.” Islamic Jihad missile Israeli officials have vehemently denied responsibility for the explosion at the Al-Ahli Hospital and have released audio files of Hamas officials admitting that the blast was caused by a Palestinian Islamic Jihad projectile that fell onto Gaza. Also provided were images showing that the parking lot where the blast occurred did not have a crater in the ground, and there was no structural damage to nearby buildings, both of which typically would have been left by an Israeli Defense Forces strike. Recurring phenomena Media bias, as Fluss indicated, is a persistent issue. Terror groups like Hamas know this and take full advantage to sway public opinion. “As a result, coverage is often selective, stories get framed misleadingly, or certain perspectives go missing,” according to the American Jewish Committee, or AJC, which is the global advocacy organization for the Jewish people. “Instead of focusing on Hamas’ massacre of Israeli civilians, Israel’s efforts to thwart terrorists, destroy terrorist headquarters and weapons sites, and prevent more civilian deaths, some major media outlets characterize Israel’s targeted response as attacks on innocent and beleaguered Palestinians — feeding an unequivocally false narrative,” the AJC said. It added that Western media outlets often use the term “militant” to describe Hamas and other terrorist groups. For example, in the New York Times coverage of Hamas’ unprovoked attack on Israel on 7 October, the word “terrorists” was nowhere to be found on the front page of its website. The AJC said, “Hamas is not a militant group. It is a terrorist organization internationally designated as such by the United States, European Union, United Kingdom, Israel, Japan, and others that has fired thousands of rockets and slaughtered Israeli civilians in cold blood.” Hamas has set two long-term goals articulated in its charter: The end of the Jewish state and the creation of an Islamic state from the Jordan River to the Mediterranean Sea. In the current conflict, Hamas has murdered over 300 Israelis and wounded nearly 2,000. “Using the term ‘militant’ to describe Hamas diminishes the true threat that the terror group poses. Media outlets need to call a terrorist a terrorist,” the AJC added. No occupation Some media accounts on the Gaza Strip often blame Israel’s “occupation” as the root cause of the conflict. Fluss pointed out, however, that Israel does not occupy the Gaza Strip and has had no presence in the coastal enclave for nearly two decades. From 1948 to 1967, the Gaza Strip was occupied by Egypt, which took control of the territory during the 1948 Arab-Israeli War, also known as Israel’s War of Independence. After the 1967 Six-Day War, Israel took control of the Gaza Strip from Egypt. In 2005, Israel, facing huge political pushback, withdrew from the Gaza Strip, and dismantled its settlements and military forces in the name of peace and in hopes of creating a better future. However, those hopes were shattered after Hamas came to power through elections and, with it, violence and rocket attacks on Israeli civilian population centers. Since 2007, when Hamas violently ousted Fatah from the Gaza Strip, it began launching tens of thousands of rockets from Gaza into Israel. Hamas terrorists also infiltrated Israel through land, sea, and air incursions from Gaza to murder and abduct Israeli civilians. Narcolepsy, cancer, or mRNA vaccine research could win the Nobel Medicine Prize on Monday when a week of announcements kicks off, but experts see no clear frontrunner for the Peace Prize. The awards, first handed out in 1901, were created by Swedish inventor and philanthropist Alfred Nobel in his 1895 will to celebrate those who have "conferred the greatest benefit on mankind." The Medicine Prize is first out and will be announced in Stockholm on Monday around 11:30 a.m. (0930 GMT), followed by the awards for physics on Tuesday, chemistry on Wednesday, and literature on Thursday. Their discovery has already won a slew of major medicine prizes, but the Nobel committee nowadays often waits decades to bestow its laurels to ensure the research stands the test of time. "Maybe the Academy thinks it needs to look into it more, but someday they should win," predicted Annika Ostman, science reporter at Swedish public radio SR. Gene engineering and IceCube telescope But Ostman said her guess for this year was on Kevan Shokat, an American biologist who figured out how to block the KRAS cancer gene behind a third of cancers, including challenging-to-treat lung, colon, and pancreatic tumors. T-cell therapy for cancer treatment and work on the human microbiome could also be contenders, said David Pendlebury, head of the Clarivate Analytics group which identifies Nobel-worthy research. With a parting shot at his former boss Donald Trump, General Mark Milley resigned as the top US military official on Friday. He said that no soldier had ever taken an oath to serve a “wannabe dictator.” On his final day as chairman of the Joint Chiefs of Staff, Milley delivered a shocking reprimand that perfectly exemplified how the US military has been drawn into the increasingly combustible political landscape since the Trump administration. Milley did not specifically mention Trump during a lavish military ceremony for his leaving, but it was clear who he was criticizing. Defense Secretary Lloyd Austin and President Joe Biden were both present. Milley remarked of American soldiers “We don’t take an oath to a king, or queen, or a tyrant, or a dictator.” And we don’t swear an oath to a would-be autocrat. Air Force General Charles “CQ” Brown, the second African American to hold the position of chairman of the Joint Chiefs of Staff, will take Milley’s place. Milley, a barrel-chested army veteran with four decades of service, has held numerous high-level leadership positions and numerous foreign deployments. But he had his most difficult task when Trump gave him the career apex position of senior military advisor to the president in 2019. Milley oversaw the daunting withdrawal of US troops from Afghanistan, special operations in Syria, and a sizable program to support Ukraine in its valiant struggle against Russian invasion during a four-year term that will continue under Biden starting in 2021. Crisis after crisis Milley told AFP last month that during his tenure as chairman, “it was one crisis after another.” However, under Milley’s tenure at the head, the military became embroiled in an unusually high number of politicized incidents. Senior Republicans have regularly attacked what they allege are “woke” leftist practices inside the ranks, even as the Biden administration has pushed for measures such as renaming bases named after Confederate generals in the Civil War. And even that was not as dangerous as the delicate predicament Milley was in before and after the 2020 presidential election, when Trump, in a first-ever political nightmare for the United States, refused to concede loss. North Korea expels American soldier
North Korea has expelled an American soldier who entered the country from South Korea through the demilitarized zone in July. Travis King was escorted to the Chinese border with the help of Swedish diplomats and handed over to the United States ambassador and a senior miliary officer on Wednesday. He then flew out to a US miliary base. “We can confirm that Private King was very happy to be on his way home,” a senior US administration official told reporters. “He is very much looking forward to seeing his family.” Earlier, North Korea’s state news agency announced that Pyongyang decided to expel King, who was in good health. Last month, Pyongyang confirmed it was holding King, saying he had defected to North Korea to escape “mistreatment and racial discrimination in the US Army.” Intense behind-the-scenes diplomacy resulted in his release. The Private Second Class soldier figured in a drunken pub fight, an incident with police and a stay in South Korean jail before he crossed the DMZ. From the jail, King was being taken to the airport in July to fly back to Texas. He was traveling to Fort Bliss for disciplinary hearings when he snuck away, joined a DMZ sightseeing trip and slipped over the border. Chinese propaganda was in full force yesterday as the country’s state media again referred to the Philippines’ removal of the floating barrier as done to further the interest of the Americans. The narrative that China wants the world to follow is that the actions of the Philippines are all being dictated by the United States, to which the country has a long history of subservience. Thus, the Philippines’ sovereign interests are really at stake in the challenges to China’s aggressive assertions. Beijing’s propaganda mill has been busy since the expanded Enhanced Defense Cooperation Agreement increased from five to nine the number of Philippine military bases US forces have access to. It initially raised the bogey of the broader military pact being the launch pad for an American defense of Taiwan if China attacked, which is farthest from the truth since it presumes that Filipinos would be stupid enough to risk their country for another’s interest. The latest volley from China was related to removing the floating barrier that cordoned off Scarborough Shoal or Bajo de Masinloc to Filipino fishermen. The Philippine Coast Guard should check the contraption to determine where it was manufactured. Recall the suspicion that the rocks and other materials used for China’s reclamation of Philippine islands had come from Zambales with the collusion of local government officials. Wang Wenbin, China’s Ministry of Foreign Affairs spokesperson, said the Philippine statement was just what it wanted to believe itself. “China’s resolve in safeguarding its sovereignty and maritime rights and interests over Huangyan Island (Scarborough Shoal) is unwavering. Based on the hype generated in Beijing, the Philippines has made several “failed” attempts to deliver building materials to reinforce the “grounded warship” on China’s Ren’ai Jiao, also known as Ayungin or Second Thomas Shoal, since August. Indeed, attempts to reinforce the BRP Sierra Madre ended in a cat-and-mouse chase that succeeded, revealing that China is out of touch with reality. Also, the Sierra Madre is not a warship but a landing craft. It is an LST 542-class tank landing ship, previously known as the USS Harnett County, built for the United States Navy during World War II. The paid hacks and lapdogs of the Chinese government want to create an image that the venture between the Philippines and the US is meant to contain Beijing. The fundamental issue, however, remains the provisions of the United Nations Convention on the Law of the Sea, or UNCLOS, that has under it the International Tribunal on the Law of the Sea, or ITLOS. The Permanent Court of Arbitration, or PCA, issued the 2016 ruling favoring the Philippines was formed under ITLOS. Thus, UNCLOS invalidated China’s historical claims and upheld the exclusive economic zone from which the Philippines can derive economic benefits. Ukraine port takes hit
Another Ukraine port took a hit after a massive Russian drone attack Tuesday overnight as Kyiv fired a missile into Crimea which Moscow annexed in 2014. Twenty-six of 38 Shahed drones unleashed by Moscow were destroyed by Ukraine’s air force and other military units but those that got through hit infrastructure in the grain-exporting Danube river port of Izmail, Odesa regional governor Oleg Kiper said on Telegram. More than 30 vehicles were destroyed and two people were injured in the attack, he added. Izmail, on the border with North Atlantic Treaty Organization member Romania, has become a major export route for Ukrainian agricultural products as its traditional Black Sea route makes its grain ships vulnerable to Russian attack. Meanwhile, Russian air defenses shot down a missile over Crimea on Monday, said the Moscow-installed head of Sevastopol city in the Russian-annexed Black Sea peninsula. “According to preliminary data, air defense shot down one missile near the Belbek airfield,” Governor Mikhail Razvozhayev said on the messaging platform Telegram. Thailand’s new prime minister has met executives of American technology and investment firms, including Tesla, Google and Microsoft, in a bid to boost the country’s flagging economy. Srettha Thavisin, a former property mogul who took office last month, met Tesla and X boss Elon Musk on the sidelines of the United Nations General Assembly in New York. “We had a good conversation on @Tesla , @spaceX , and @starlink technology,” Srettha posted on X early Friday. “We look forward to further discussions.” Thailand is one of Southeast Asia’s leading car producers, and is looking to transition production to electric vehicles. Traditionally much of the output has been dominated by Japanese manufacturers, but Chinese EV makers are moving in. Srettha also posted photos from meetings with Google and Microsoft executives, and the CEO of investment house BlackRock, Larry Fink. “The meeting aimed at possible investment in Thailand, in particular in support of clean energy-related enterprises’ investment expansion and production in Thailand,” Srettha wrote of his encounter with Fink. Starbucks opens $220 million plant outside Shanghai
US coffee behemoth Starbucks opened a $220 million development outside Shanghai on Tuesday, a sign established multinationals are still looking to China for growth despite its faltering post-Covid recovery. A survey released Tuesday by the American Chamber of Commerce in Shanghai reported optimism among US businesses in China was at a "record low", mainly blaming the sluggish economy and Washington-Beijing tensions. But Starbucks' "Coffee Innovation Park", which includes a roasting plant and distribution center, is the largest investment the company has made in any such project outside the United States, a news release said Tuesday. "Starbucks' best days are ahead in China," a spokesperson for the company told AFP by email when asked to comment on business sentiment in the country. "As Starbucks' largest and fastest-growing international market, we will continue to deepen our investment and reinforce our unwavering long-term commitment to the China market," CEO Laxman Narasimhan was quoted as saying in the release. Narasimhan visited China in May, when he met the mayor of Shanghai, according to state media. His trip took place as other CEOs of major multinational companies flocked to the world's second-largest economy to shore up business support post-Covid -- including Apple, Tesla, JP Morgan, and General Motors. Starbucks declined to give further details on the visit when asked. The company has more than 6,500 coffee shops in more than 250 Chinese cities and says that a new store opens in the country every nine hours. WHO seeks China access for Covid origin probe
The head of the World Health Organization has asked China to provide information on the origin of Covid-19 and allow its experts full access to investigate the source of the coronavirus. Tedros Adhanom Ghebreyesus told the Financial Times he is awaiting the response of Beijing to WHO’s letter requesting for “full access” and information. The WHO wants to determine with certainty the origins of the Covid pandemic. There are currently two theories about the origin of the Covid-19 virus. One theory says the virus escaped from a laboratory where it is being studied in Wuhan, China. The second theory says an animal with the coronavirus infected people at a local market in the same Chinese city. A team of specialists led by the WHO and accompanied by Chinese colleagues had investigated China in early 2021. In a joint report, they favored the hypothesis that the virus had been transmitted by intermediary animal from a bat to a human, possibly at a market. Tedros said after that all options remained “on the table.” Tedros has repeatedly said the WHO would not abandon its investigation and has called on Beijing for transparency in sharing data, carrying out investigations and sharing the results. The WHO lifted the highest alert level that had been in place for the pandemic earlier this year. Thanks to vaccines, post-infection immunity and better treatment, the virus is now under greater control, although with the arrival of autumn in the Northern Hemisphere, new variants are emerging.
