A Lebanese judge has decided to evict former Nissan boss Carlos Ghosn from his luxury home, a judicial official said Saturday, four years after an investment firm accused him of "trespassing". Ghosn, who took up residency in the Beirut property after fleeing prosecution in Japan in 2019, appealed the ruling on Friday, the official added. A spokesperson for Ghosn confirmed he had appealed. Ghosn and his wife must "vacate the property... within a month", according to a copy of the decision seen by AFP and dated 16 October. The home with pink walls in the Lebanese capital's upscale Ashrafieh neighborhood is worth some $19 million and is registered to Lebanese company Phoinos Investment, the judicial official said, requesting anonymity as they were not authorized to speak to the media. Phoinos initiated the legal action in 2019 and has accused Ghosn of "trespassing on private property and living in the home without legal basis", the official added. According to the court document, Ghosn said the company was affiliated with Nissan and that "the property was purchased... for his residence, and there is a signed agreement with Nissan that grants him the right to reside" there. Ghosn occupied the home "according to a contractual relationship linking... Ghosn and Nissan", the decision said. Probe ordered on fireman’s ‘promotion for sale’ scam
Interior and Local Government Secretary Benhur Abalos on Thursday ordered a thorough and deeper probe on a fireman who was accused of being involved in a “lateral promotion for sale” scam at the Bureau of Fire Protection (BFP). The suspect, Fire Officer 1 Ramces Paul Benipayo of the Muntinlupa Fire Station, was collared by undercover operatives on Wednesday, 25 October, in an entrapment operation shortly after receiving P200,000 from his alleged victim. Policemen arrested Benipayo after accepting P200,000 in marked money from his classmate, a BFP firefighter from Western Visayas, whom he promised to assist in getting a promotion within the bureau in exchange for money. Benipayo’s modus is to convince his would-be victims to give him money in exchange for non-existent promotion which will allegedly be facilitated by his “contacts” in the BFP, which of course would never materialize. “I have been briefed on the case of FO1 Benipayo and I could say that what he did was unacceptable,” said Abalos. The BFP together with the Philippine National Police is an attached agency of the DILG. This, as Abalos also ordered a thorough probe on the case and background of Benipayo to determine if he has cohorts at the BFP who could be working with him. Abalos’ order came after BFP intelligence and investigation division director Chief Supt. Gilbert Dolot reported that three more complainants came forward and accused the suspect of also duping them using the same modus operandi. “We will not tolerate this kind of illegal activity. That’s why I’ve already ordered the PNP to work closely with the BFP to get to the bottom of this issue and prosecute everyone involved,” Abalos pointed out. “Walang puwang sa gobyerno natin at sa DILG or sa BFP for that matter ang mga katulad niya,” he continued. BI reminds departing aliens to settle fees; arrests high-profile Korean fugitive
The Bureau of Immigration (BI) on Wednesday advised all foreign travelers who are leaving the country during the upcoming Undas holiday break to comply with their immigration departure requirements early to avoid unnecessary queuing at the airport on the date of their departure. BI Commissioner Norman Tansingco reminded registered foreigners who are studying, working, or living permanently in the Philippines that they can obtain their special return certificate (SRC) or re-entry permit (RP) prior to departure at any of the various BI's district, field, satellite, or extension offices nationwide. While foreign tourists who have stayed in the country for more than six months may also secure their emigration clearance certificates (ECC) before departure, Tansingco said securing the required permits early will decrease queueing time by half, as they will not have to line up at the BI’s airport cashiers anymore. The BI chief added that with the complete elimination of all COVID-related travel restrictions, the bureau is anticipating a spike in passengers at all international airports in the country, especially at the Ninoy Aquino International Airport (NAIA), this upcoming December, and this time they are also experiencing a big increase in the volume of New Year's Day travelers. During this peak season, the bureau reminded all travelers that other immigration services are also available online via the BI’s e-services portal at e-services.immigration.gov.ph. Tansingco shared that the bureau also has a one-stop shop (OSS) facility located at NAIA Terminal 3 in Pasay City, where departing aliens may also secure the said documents. Commissioner Tansingco identified the suspect as Choi Sun Hyeok, a 56-year-old male who was arrested at his residence in Bgy. Lahug, Cebu City by the BI Fugitive Search Unit (BI-FSU) operatives. The BI-FSU operatives were armed with a warrant of deportation, which Tansingco issued pursuant to a summary deportation order that the BI Board of Commissioners issued against Choi in 2017. Tansingco said that Choi would be immediately deported to Seoul, South Korea after the bureau had secured the necessary clearances for his departure. According to the South Korean government, Choi was tagged as a high-profile fugitive, as he is believed to be a member of the so-called MS Alliance syndicate that facilitates the illicit transport of narcotics to Korea. A red notice for his capture was also issued by Interpol this year after an investigation confirmed that he was in the country. According to Interpol’s National Central Bureau (NCB) in Manila, Choi is the subject of a warrant of arrest issued by the Changwon District Court in Korea, where he is charged with violating his country’s narcotics control act. Investigators have also established that this year alone, Choi’s accomplices in the syndicate managed to smuggle into Korea more than 265 grams of methamphetamine by concealing the drug in their underwear. BI-FSU Chief Randel Sy identified the fugitive as Kristof Debie, 38, who was arrested last Tuesday, 17 October at a hotel in Parañaque City. Debie claimed that he worked as a model and a bartender, but according to reports from the European authorities, he was actually part of a criminal organization involved in narcotics. Sy said that after receiving information on Debie’s criminal acts in his home country, the Bureau tagged him as an undesirable alien. Debie was the subject of an interpol red notice requesting nations to locate and arrest him, issued in March of this year. The Court of First Instance of East Flanders, Ghent Section, in Belgium issued a European warrant of arrest against him for a number of serious offenses, including the torture of minors, involvement in a criminal organization, and serious drug-related charges in violation of the Belgian Penal Code. In addition, reports from foreign news sources have described the heinousness of his actions, including one in which he amputated the ear of a 17-year-old teenager after misplacing a cocaine stockpile. 2 Koreans wanted for telecom, wire fraud arrested
Two fugitives were captured by the Bureau of Immigration (BI) after being sought by South Korea and the US for their involvement in fraud-related operations. BI Commissioner Norman Tansingco confirmed the arrests of the two South Korean fugitives, who were identified as Kwon Junyoung, 38, and Seok Jongmin, 48. The two were arrested last Saturday in Brgy. Cuayan, Angeles City, Pampanga, by the BI Fugitive Search Unit (BI-FSU) operatives. Tansingco said that the operation was conducted in collaboration with the South Korean authorities, government intelligence groups, and the Angeles City Police Station. According to the South Korean authorities, Kwon is wanted for telecommunications fraud in South Korea, while Seok is wanted in Texas for engaging in wire fraud, money laundering, and identity theft. The BI chief said that as the BI board of commissioners has already issued summary deportation orders against them, soon they will be deported to face the crime they committed. Tansingco added that their names were also placed on the bureau’s blacklist of undesirable aliens, so they are now banned from re-entering the Philippines, the BI chief added. According to information obtained from Interpol's National Central Bureau (NCB) in Manila, the Suwon District Court in Korea issued an arrest order for Kwon on 12 December 2019. Authorities claimed that Kwon was part of a telecom fraud syndicate operating in Dalian, China, that used voice phishing to call random victims. Based on reports, the callers impersonated investigators from the Seoul Central Prosecutor's Office in order to harass the victims and trick them into transferring money to the syndicate's accounts. In contrast, the NCB revealed that Seok is the subject of an arrest warrant issued by the US district court in Western Texas. He is accused of conspiring to commit wire fraud, three counts of wire fraud, conspiring to commit money laundering, and three counts of aggravated identity theft. Seok is accused of working with other suspects to gain access to the websites of the US Departments of Defence and Veterans Affairs using thousands of US military veterans' stolen personal identification information (PII), depriving the victims of their benefits. The BI-FSU also reported that Seok was arrested after posting bail at the Angeles City regional trial court, where he was charged with robbery and extortion, and will be transferred to the BI’s facility in Bicutan, Taguig. 3 wanted persons arrested in Pasay
Members of the Pasay City police warrant and subpoena section on Friday arrested three wanted persons, one of them a woman, for pending cases. Pasay City police chief Col. Froilan Uy identified the suspects as certain George, Melanie and Frederick. George, tagged as the number one wanted person under station level and district level for a murder case, was arrested in Don Carlos, Barangay 190, Pasay City. Uy said the suspect was arrested by virtue of a warrant of arrest issued by Judge Marjury Almojera Madrid-Songgadan of Pasay Regional Trial Court Branch 117 on 26 September without bail. Police arrested Melanie arrested at around 8 p.m. on F. B. Harrison Street in Barangay 70, Pasay City for light threats. The Bureau of Immigration announced on Friday in Manila the arrest of four Chinese nationals in separate operations in Palawan. The four were identified as Lin Yongzhen, 45; Zhang Haicong, 49; Lin Tsung-Te, 58; and Zhang Jinfei, 47. They were arrested over immigration-related violations, including working without the proper permits, misrepresenting themselves as Filipino citizens, and involvement with a crime group. According to BI Intelligence Division Chief Fortunato Manahan Jr., the operations were conducted in coordination with government intelligence units, the Armed Forces of the Philippines, and the National Bureau of Investigation. Ecuador officials fired as 7th ‘assassin’ slain in prison
Another suspect in the assassination of a presidential candidate in Ecuador has died in prison, the same fate that befell six other suspects to the crime at another penal facility. The prison authority reported Saturday the killing of the Colombian suspect at the El Inca prison in Quito as President Guillermo Lasso announced the sacking of the police force’s general commander, investigations chief and prisons director. Lasso’s office also said it will file a criminal complaint against the director of the Guayaquil prison, where the six prisoners were said to have died amid “disturbances.” “He has already been detained... to give his version before the prosecutor’s office,” the presidency said. Authorities have not provided details on the inmate deaths, nor explained how the Quito prison failed to provide extra protection for the seventh suspect following Friday’s killings. Members of the anti-scalawag unit of the Philippine National Police have arrested an active Quezon City cop facing a charge of concubinage in Makati City last 30 September. In a belated report yesterday, Brig. Gen. Warren de Leon, chief of the PNP Integrity Monitoring and Enforcement Group, said the suspect, Master Sergeant Ledesma Mollenido, 36, assigned at the Quezon City Police District was nabbed at a room at Airobez Hotel in Makati located along 5487 Boyle Street. Mollenido was arested by virtue of a warrant issued by Cavite judge Antonio Oyao Del Val last 29 September for concubinage. A P30,000 bail was set for the policeman’s temporary liberty. De Leon said the case was filed by Mollenido’s wife after discovering that her husband was cohabiting with another woman. He said Mollenido was arrested based on a tip-off of the hotel’s supervisor. Two dead in Bangkok mall shooting, 14-year-old boy arrested
A 14-year-old boy was arrested Tuesday after a shooting at a packed Bangkok mall that left two people dead and five wounded, and sent hundreds of panicked shoppers running in terror into the streets. Witnesses told AFP of chaotic scenes as shots rang out at the upmarket Siam Paragon mall in the heart of the Thai capital around 4:30 pm (0930 GMT). The shooting comes just days before the first anniversary of the deadliest massacre in modern Thai history, when an ex-policeman armed with a gun and knife attacked a nursery in the country's north, murdering 24 children and 12 adults. National Police Chief Torsak Sukwimol told reporters that two women -- one Chinese, one from Myanmar -- were killed in the mall shooting, and five other people wounded. He said the 14-year-old suspect was in custody but was too confused to undergo questioning. "He is a mental patient at Rajavithi hospital and he has not been taking his medication," Torsak said. "He said it felt like someone told him to 'go shoot people'. It's like there's another him. This is what we got from the initial talk with him." Video footage showed a long-haired boy wearing a black shirt, glasses and a cap with a US flag motif being taken into custody by police. Yuthana Srettanan, director of the Erawan Emergency Centre, told reporters that all but one of those who were shot were women.
