2 Koreans wanted for telecom, wire fraud arrested
Two fugitives were captured by the Bureau of Immigration (BI) after being sought by South Korea and the US for their involvement in fraud-related operations. BI Commissioner Norman Tansingco confirmed the arrests of the two South Korean fugitives, who were identified as Kwon Junyoung, 38, and Seok Jongmin, 48. The two were arrested last Saturday in Brgy. Cuayan, Angeles City, Pampanga, by the BI Fugitive Search Unit (BI-FSU) operatives. Tansingco said that the operation was conducted in collaboration with the South Korean authorities, government intelligence groups, and the Angeles City Police Station. According to the South Korean authorities, Kwon is wanted for telecommunications fraud in South Korea, while Seok is wanted in Texas for engaging in wire fraud, money laundering, and identity theft. The BI chief said that as the BI board of commissioners has already issued summary deportation orders against them, soon they will be deported to face the crime they committed. Tansingco added that their names were also placed on the bureau’s blacklist of undesirable aliens, so they are now banned from re-entering the Philippines, the BI chief added. According to information obtained from Interpol's National Central Bureau (NCB) in Manila, the Suwon District Court in Korea issued an arrest order for Kwon on 12 December 2019. Authorities claimed that Kwon was part of a telecom fraud syndicate operating in Dalian, China, that used voice phishing to call random victims. Based on reports, the callers impersonated investigators from the Seoul Central Prosecutor's Office in order to harass the victims and trick them into transferring money to the syndicate's accounts. In contrast, the NCB revealed that Seok is the subject of an arrest warrant issued by the US district court in Western Texas. He is accused of conspiring to commit wire fraud, three counts of wire fraud, conspiring to commit money laundering, and three counts of aggravated identity theft. Seok is accused of working with other suspects to gain access to the websites of the US Departments of Defence and Veterans Affairs using thousands of US military veterans' stolen personal identification information (PII), depriving the victims of their benefits. The BI-FSU also reported that Seok was arrested after posting bail at the Angeles City regional trial court, where he was charged with robbery and extortion, and will be transferred to the BI’s facility in Bicutan, Taguig. While Kwon will remain in the custody of the Angeles City police due to his ongoing local case, he will continue to be under the BI’s legal custody for deportation proceedings. A drug peddler was nabbed in a buy-bust operation in Quezon City on Thursday. Quezon City Police District District Drug Enforcement Unit (DDEU) Officer-in-Charge P/Maj. Wennie Cale identified the suspect as Emilio Tayao, 25 years old, a resident of Brgy. Bagong Pagasa, Quezon City. Cale said the DDEU operatives, in coordination with PDEA-RO-NCR, conducted a buy-bust operation at 12:30 a.m. on 19 October 2023 in front of No. 125 Warayan St., Sitio San Roque, Brgy. Bagong Pagasa, Quezon City, after a concerned citizen reported the illegal drug activity of the suspect. A police officer acted as a poseur buyer bought P20,000 worth of shabu from the suspect, and at the given pre-arranged signal, he was arrested. Confiscated from the suspect were 55 grams of shabu valued at P374,000, a coin purse, a cellular phone, an identification card, and the buy-bust money. Seven former members of the New People’s Army operating at the borders of Bukidnon and Talaingod, Davao del Norte surrendered to the Philippine Army’s 56th Infantry Battalion at Sitio Central Baugan, Brgy. MPD nabs notorious lady drug pusher in Tondo
Operatives of the Manila Police District –DSOU (District Special Operating Unit) arrested a notorious lady drug pusher in Islang Puting Bato, Tondo, Manila during a buy-bust operation conducted on Wednesday night. Police identified the suspect as Mary Ann Evaresto, also known as Maan, 27 years old, jobless, and a resident of Parola Compound, Brgy. 20 in Tondo, Manila. She was arrested in a buy-bust operation along Isla Puting Bato on 30 August 2023 at around 7:15 p.m. According to P/Maj. Rommel Purisima, acting chief of DSOU, the suspect was reportedly a member of the dreaded Sagnip criminal gang, which is responsible for a series of hold-ups and robberies in the vicinity of Isla Puting Bato. Confiscated pieces of evidence during the operation were one piece of heat-sealed transparent plastic sachet containing a white crystalline substance suspected to be "shabu" which weighed more or less three grams with an estimated value of P20,400. ‘Bata-bata’ system could be blamed for jail mismanagement — ex-BJMP chief
This is how retired P/Maj Gen Aquilino Jacob, a former chief of the Bureau of Jail Management and Penology, described the penitentiary system. He criticized the personnel who were not qualified and only got their position through political connections and the 'bata-bata' system. In an exclusive interview with Daily Tribune, Jacob, an appointee of former President Joseph Estrada, expressed shock at the lack of necessary training among BJMP personnel, who were appointed based on political endorsements. He initially considered the agency leadership position less fulfilling but eventually accepted the challenge and committed to making improvements. According to Jacob, familiarity among jail guards and detainees is expected, but professionals who undergo training, have a deep dedication to their job and receive proper compensation can resist temptation. He added that wardens are in charge of jail facilities and are responsible for meeting the needs of detainees and guards. It's important to choose the right warden based on merit, rather than political connections, although this is difficult in the Filipino culture. “Mahirap mangyari ito na hindi pagbigyan ang mga VIP lalo na kung hinihirit nila ma-pwesto ang mga bata nila na kadalasan ay nagiging abusado at idagdag pa na siguro may pakinabang ang nasa itaas nila,” Jacob said. Jacob disclosed that during his time at the BJMP, he made a recommendation to integrate all jail management in the country into one single agency. He explained that there are several detention facilities that are being managed by different agencies like PNP, NBI, BI, NBP, and others. He described the situation as "fragmented". He suggested that having one agency in charge would prevent collusion between detainees and guards, while also making accountability easier. BFP, volunteer groups discuss better coordination
The Bureau of Fire Protection on Thursday said its Pasig City command conducted a city-wide dialogue with volunteer groups and different organizations where they discussed the importance of partnership and coordination during emergency responses. BFP - National Capital Region Director, Chief Supt. Nahum Tarroza, and his command group entertained questions, ideas, apprehensions, and even worries from among the attendees composed of some officials of the local government unit, along with representatives of 28 non-government organizations and 16 barangay brigades. Two village leaders Irma Gomez of Brgy. Sumilang and Joel Dela Cruz of Brg. Malinao also skipped other chores to attend the meeting, dubbed “Fostering Partnership between BFP and Pasig City Barangay Brigades and Fire Volunteer Groups”, held at the Power Tech Building inside the Meralco compound in Ortigas Center, Pasig City on Tuesday afternoon. The question-and-answer portion made the event lively with participants airing and opening up their respective shares of opinion and concerns touching on several issues surrounding the firefighting task towards the main goal which is to save lives and properties. Pasig City Fire Marshal Supt. Elaine Baylon Evangelista said that the dialogue was aimed at making every volunteer understand that the national office of the BFP has a policy and implementing guidelines for them to follow. She did not elaborate further. She also reminded the participants that the city fire department on orders of the national headquarters will always be strict in issuing accreditation certificates to volunteers and applicants citing how risky the job is. Recently, Interior Secretary Benjamin “Benhur” Abalos Jr. ordered BFP chief, Director Louie Puracan, to implement stricter rules in requiring qualification standards among the fire brigades and its members in the wake of the death of a 62-year-old woman and the injury of eight others who were accidentally hit by a volunteer firetruck while responding a fire incident in Tondo, Manila. During the dialogue, Tarroza said he was amazed at the activeness of the Pasig volunteers and other fire and barangay brigades gauging the way they showed their passion to learn more and their vows to serve and do the risky firefighting jobs to save lives and properties. When asked by this reporter what they have achieved in the event, the BFP-NCR head quickly said; “Marami, nalaman natin na very active pala talaga ang mga volunteers sa Pasig, at nalaman natin na kumpleto, meron din Brgy. volunteers, merong NGO supported by different organizations like Chinese volunteers, tapos meron pa ditong company volunteers, like Meralco, sila ay open sa lahat ng pagbabago at willing sila mag-cooperate talaga sa BFP para sa ikabubuti ng ating mamamayan.” Tarroza also took the occasion as an opportunity to announce that Secretary Abalos is also looking forward to meeting all fire volunteers in Metro Manila to personally thank and congratulate them for giving their time to serve even in a very risky way. Airport authority arrests suspect in NAIA bomb threat
After being identified as the person who allegedly sent a bomb threat through text message to the Ninoy Aquino International Airport hotline, the Philippines National Police - Aviation Security Group, together with the Airport Police Department, arrested the female passenger as the suspect in the recent bomb threat at the NAIA. According to the airport authority, operatives from the PNP-AVSEGROUP and the APD successfully apprehended a passenger for her alleged involvement in the threat at NAIA Terminal 3. Based on the report, a text message was received by the NAIA hotline through SMS on Wednesday, 16 August 2023. PNP-AVSEU NCR Chief Police Col. Arnel J. Apud identified the suspect as a 21-year-old female presently residing at #036 Jasmine St., Saint 2, Christopher Subdivision, Brgy. Mayapa, Calamba, Laguna, and an outbound passenger of Cebu Pacific flight 5J803 bound for Singapore, with an estimated time of departure of 8:15 p.m. on 16 August. Apud said the reports revealed that after receiving an alleged bomb threat sent via SMS to the NAIA hotline, the operatives from AVSEGROUP, in coordination with the APD, immediately initiated operational research to identify and locate the suspect responsible for the threat. After a thorough investigation and gathering of evidence, later that day, personnel of AVSEGROUP were able to locate the suspect and arrest her for violation of Presidential Decree No. 1727, otherwise known as "the malicious dissemination of false information or the willful making of any threat concerning bombs, explosives, or any similar device." She was promptly informed of the nature of her arrest and was apprised of her rights under the law. The suspect was immediately brought to NAIA Police Station 3 for documentation and proper disposition. P/BGen. Jack L. Wanky, director of the Premier Police Force in all airports nationwide, urged the public to refrain from spreading false information regarding security threats.
