Britain’s iconic red phone boxes get new lease of life
In a workshop packed with historic memorabilia, from rusty petrol pumps to vintage enamel signs, Carl Burge skillfully applied the finishing touches to the red British telephone box he was restoring. "They're iconic," said Burge, 54, who has been working on revitalising the tired, ageing phone kiosks for over 20 years. Emblematic of the UK worldwide, these sturdy red pillars first rolled out in the 1920s have endured everything from vandalism to the country's famously wet weather over the ensuing decades. "If you were to send a postcard with nothing written on there apart from a picture of a telephone box and send it anywhere in the world, chances are 95 percent of people will say: that's England," he added. The number of phone boxes in Britain peaked in the 1990s at around 100,000, though many were not the famous red designs. While less used now with the widespread use of mobile phones, around 20,000 working public payphones remain nationwide. Redundant red and other phone boxes are increasingly being adopted by local communities and converted into facilities such as mini libraries, visitor information stands and defibrillators. Some are even rented out by small businesses, like the tiramisu shop called "Walkmisu" in central London. Daniele Benedettini has set up shop inside two red boxes on the edge of Russell Square, selling the famous Italian dessert and coffee. "I think it was a really cool idea to use something really English traditional with something very Italian," Benedettini told AFP. 'Real gem' The cost of running a business from a phone box has also proved lower than opening a regular shop, he added. The 29-year-old, who rents the boxes from a private owner, said they were his first business before also opening a cafe nearby. The phone boxes have been renovated inside and fitted with shelves, a fridge and coffee machine but outside they remain largely the same, as they have stood for decades, apart from some posters on the windows. Burge said that restoring a telephone box takes an average of six weeks, starting with the "painstaking" process of stripping it down to the "bare bones". "You don't know what you are going to find under that paint. You might find a real gem," he added. Burge has seen many phone boxes come through his workshop in the town of King's Lynn, eastern England, and says they are often broken, missing glass from the window panes or their wooden doors are rotting. Once the box's cast-iron frame is stripped of all internal and external components, it is sandblasted to remove paint, rust and any other impurities. The next step is applying body filler and sanding out any imperfections in a laborious process that is done by hand and which can take several days to complete. Finally the telephone box is spray painted with the "Post Office Red" colour, laminated glass is installed and the door is fitted with a new hardwood outer frame. 'Enthusiasm' Burge, who worked in the motor trade for 20 years, turned his passion for collecting British memorabilia into a full-time business called "Remember When UK". He spotted his first phone box while driving past a property that was going on sale. He bought it off the owners, restored it and kept it in his front garden. Burge later sold the phone box but said he "missed it" and thought he would like to refurbish another one. One turned into many, and now Burge is working on restoring several telephone boxes at a time. Among them is an example of the famous K2, which was Britain's first red colour telephone box introduced in 1926 and designed by British architect Giles Gilbert Scott, who is also known for his work on London's Battersea Power Station and other public buildings. But even after two decades in the trade, Burge said he hasn't lost his passion for the work that he does. "I'm getting a little bit older now. Everything seems to be getting a little bit heavier. But I think my enthusiasm level is on par with where it was 22 years ago," he said. "If anything, it's probably more," he added. MPW seeks swift Basilan core shelter project completion
LAMITAN CITY — Contractors of core shelter housing units in Basilan province have started to speed up their works after the suppliers of pre-cast steel materials used in framing the sections of the homes have started to arrive in the province. Ministry of Public Works Basilan District Engineer Kasim Hasanin on Friday said that they are now fast-tracking to complete 300 core shelter housing units by the end of the year. “Materials to be used in the construction of the 1,000 uniformed core shelter housing project have started to arrive and we are fast-tracking the fabrication of precast section frame of the houses,” said Hasanin. “Construction workers have already completed fabricating about 400 section frames of the houses and are ready to install in it in identified areas of the province,” he added. The MPW district engineer also disclosed that they are still waiting for the walling materials as the supplier has not yet shipped it to the province. “We already have about 100 core shelter homes completed and ready to award to the beneficiary of the program,” said Hasanin, adding that the slow delivery of steel materials by the supplier they use in fabricating the sections of the houses was the primary cause of the project’s delay. Mla slams Beijing’s expanded SCS claim
The Department of Foreign Affairs has strongly protested China’s inclusion of the entire West Philippine Sea in the newest version of its standard map, calling it “unacceptable.” Manila, through the DFA, made this very clear to Beijing on Thursday as it rejected China’s map that depicts its new “10-dash line” claim to the entire South China Sea, including maritime zones of the Philippines, Taiwan, Malaysia, Brunei, Vietnam and Indonesia. The map was issued by China’s Ministry of Natural Resources on 28 August, drawing protests from Malaysia and India (see related story). “This latest attempt to legitimize China’s purported sovereignty and jurisdiction over Philippine features and maritime zones has no basis under international law, particularly the 1982 United Nations Convention on the Law of the Sea,” the DFA said. The DFA reiterated to China that a 2016 international arbitral ruling invalidated its “nine-dash line” claim in the South China Sea and affirmed the Philippines’ exclusive economic zone in the West Philippine Sea. This was in reference to the final judgment rendered by the Permanent Court of Arbitration on 12 July 2016. “It (decision) categorically stated that ‘maritime areas of the South China Sea encompassed by the relevant parts of the nine-dash line are contrary to the Convention and without lawful effect to the extent that they exceed the geographic and substantive limits of China’s maritime entitlements under the Convention,’” the statement said. “The Philippines, therefore, calls on China to act responsibly and abide by its obligations under UNCLOS and the final and binding 2016 Arbitral Award,” the DFA added. China claims nearly the entire South China Sea, including the West Philippine Sea, but has not recognized the arbitral ruling. Neither did Beijing participate in the court’s proceedings. During a Malacañang press briefing, Foreign Affairs Undersecretary Daniel Espiritu confirmed Manila had filed a diplomatic protest with Beijing regarding the issue. Beijing’s revised map features a sequence of 10 dashes arranged in a U-shape, encompassing not only parts of the Philippines but of self-ruled Taiwan as well as parts of the exclusive economic zones of Malaysia, Brunei, Vietnam and Indonesia. “Suffice it to say that we have already expressed our opposition to that matter,” Espiritu told Palace reporters. “We are definitely against it, we reject it, and we continue to advocate for a peaceful resolution of disputes in that aspect,” he added. Asked how this would affect the Philippine position when Marcos meets with his Southeast Asian and Chinese counterparts during the upcoming Association of Southeast Asian Nations summit, Espiritu said the leaders would not complete their discussions on the matter in just one, two, or three meetings. “Progress has been made. We also expressed our profound satisfaction with recent developments in the South China Sea, particularly on the issue of the water cannoning,” Espiritu said. “We emphasized that these actions must be avoided, as they erode trust, escalate tensions in the South China Sea, and destabilize the peace and stability in the region,” Espiritu added. China’s defense For its part, the Chinese Ministry of Foreign Affairs defended the map, saying it is “in accordance with the law.” “On 28 August, the Ministry of Natural Resources of China released the 2023 edition of the standard map. It is a routine practice in China’s exercise of sovereignty in accordance with the law,” Chinese Foreign Ministry spokesperson Wang Wenbin said. Wang called on the countries affected by the new map to “stay objective and calm, and refrain from over-interpreting the issue.” Four of the 10 members of ASEAN are primary claimants to the resource-rich South China Sea — Vietnam, Malaysia, Brunei and the Philippines. Final and binding In reaction, National Security Adviser Eduardo Año said the Philippines does not recognize China’s nine-dash line claim, more so its expanded 10-dash line. “The arbitral award is final and binding,” Año said. “It gives us our maritime entitlement, our extended economic zone, our territorial waters, and our extended continental shelf.” The Philippines, he said, is not alone in its rejection of the 10-dash line. India and Malaysia have also expressed their opposition to the new map. “There would be more countries, I think, to react adversely against this 10-dash line,” Año said. “Our Armed Forces, our uniformed services, our government will do everything in their capacities to ensure that we are protecting our national interest.” President Ferdinand Marcos Jr., meanwhile, will push for a rules-based international order and for parties to follow the United Nations Convention on the Law of the Sea during the upcoming 43rd Asean Summit next month, DFA Undersecretary Espiritu said on Thursday. “The Philippines will continue to uphold and exercise freedom of navigation and overflight in the South China Sea in accordance with international law,” Espiritu added. He said Marcos is expected to have one-on-one meetings with Cambodian Prime Minister Hun Manet, Vietnamese Prime Minister Pham Minh Chinh, South Korean President Yoon Suk Yeol, and Timor Leste Prime Minister Xanana Gusmão. “With Vietnam, the focus will be on strengthening the strategic partnership between the two countries and, of course, cooperation on rice and food security,” he said. ‘Cancel China projects’ With Beijing’s unrelenting expansion into the SCS, Infrawatch PH convenor Terry Ridon said the government should reconsider existing and upcoming China-assisted infrastructure projects. “Senate President Juan Miguel Zubiri had earlier suggested a boycott of all Chinese companies and products, including the Chinese Communication Construction Company, to protest Beijing’s continued incursion into our territory,” Ridon said. “Why not push that call up a notch and call on the Marcos administration to cancel all China-assisted infrastructure projects in the pipeline?” he added. There are presently six major infrastructure projects financed with Chinese loans, the biggest of which is the PNR South Long Haul Project, a 380-kilometer railway that will link Calamba in Laguna and Legazpi in Albay. New PNR norm: Electric trains
When the Philippine National Railways resumes operations after a five-year hibernation, Filipinos will discover an entirely modern railway that will use an all-electric system. By that time, the diesel-powered engines would all be relegated to the train museum. In his speech before the Transport Logistics Forum held at the World Trade Center on 17 August, PNR Chairman Michael Ted Macapagal said the agency is hard at work to complete the North-South Commuter Railway or NSCR, which will run from Clark Air Base in Pampanga to Calamba City in Laguna, a distance of 147 kilometers, for P873.62 billion. The forum was sponsored by the Italian, German, French, and Spanish Chambers of Commerce. Macapagal said that once the project is completed, five years hence, all trains running on diesel fuel will be replaced with a fleet of 60 electric multiple units, “which are at par with world standards in terms of safety and comfort.” Macapagal said PNR is thus rebuilding the country’s railway system from the ground up. “The NSCR is long overdue, while other countries transport people and goods by train, the Philippines depends on cars and trucks to achieve that purpose, which is why we have these daily traffic snarl-ups that cost us, according to studies, the equivalent of $25 billion a year,” according to the PNR chief. The refurbished rail line will be able to transport 800,000 passengers every day. Travel time from one end of the line to the other will be cut in half, from eight to four hours. He said the trip will be even shorter for express train passengers. The PNR is undergoing reconstruction after President Ferdinand “Bongbong” Marcos Jr. said his administration will give priority to the development of more efficient railways for public transport. The NSCR is only the start, revealed Macapagal. “Having set the project in motion, President Marcos now wants to begin construction of the North Long Haul, the South Long Haul, the Panay Railway, North Mindanao Railway, and San Mateo Railway, all spanning a total of 1,024 kilometers,” he indicated. NSCR connects to Ilocandia Of the five projects, the North Long Haul is the most ambitious. It will connect NSCR to the Poro Point Free Port Zone, Laoag International Airport in Ilocos Norte, and Port Irene and Lal-lo International Airport in Cagayan. The chairman said President Marcos regards the railway projects as the country’s framework for economic development. To give way to the construction project, PNR has stopped train operations from Alabang to Laguna. It is set to suspend all operations in Metro Manila also. “That’s why the LTFRB, prodded by PNR, is expeditiously approving franchise applications for additional buses in affected areas,” Macapagal related. As PNR chairman, Macapagal identifies priority projects with the help of the board, which falls under the authority of Transportation Secretary Jaime Bautista. “If we are a basketball team,” Macapagal said in his address, “Secretary Bautista is the MVP. Of course, President Marcos is the head coach. I’d like to think I am the point guard.” The PNR station in Ligao City, Albay recently reopened after six years of hiatus. President Ferdinand Marcos Jr. on Thursday urged the government agencies to work together to address the potential challenges concerning Project Right-of-Way due to the North-South Commuter Railway project. During the contract signing between the Department of Transportation and the winning contractors for the contract packages (S-01, S-03A and S-03C) under the South Commuter Railway Project in a ceremony in Malacañang, Marcos told everyone involved in the project to spare no effort in completing the “monumental” task. “I urge everyone involved in the project: spare no effort to complete this monumental task for the benefit of generations to come,” he said. “I also urge all concerned agencies to work together to address the potential challenges concerning Project Right-of-Way — such as the need for land acquisition and the relocation of utility poles installed along the area — so that the affected properties are cleared in time for the commencement of civil works,” he added. Marcos admitted that the projects would inevitably affect the informal settlers. However, the Chief Executive promised the government would help the affected residents. “These are (something) that we have to go through if we are going to complete the projects as they have been designed, and we will be able to reap the benefits in the longer term,” Marcos explained. As Marcos pointed out, the project is anticipated to provide roughly 3,000 jobs once civil construction on the covered sections starts. The government’s dedication to achieving the goal of a more effective and inclusive public transportation system that every Filipino deserves is demonstrated by the signing of the three contract packages for the project, according to Marcos. The three packages would cover 14.9 kilometers of at-grade and railway viaduct constructions. According to Marcos, the project is “a step closer” to the objective of accommodating over 800,000 passengers each day by 2029. The three contract packages’ civil works are expected to start in the fourth quarter of 2023. A 1.2-kilometer (km) railway viaduct and one station (Blumentritt) are included in the contract package S-01. They are situated in Manila’s Barangays 348 and 349. Construction of a 7.9-km at-grade and viaduct railway track structure spanning the three Buendia, EDSA and Senate stations is part of contract package S-03A. Bicutan and Sucat stations are served by a 5.8-km at-grade and viaduct railroad track structure that is part of contract package S-03C.
