2 Koreans wanted for telecom, wire fraud arrested
Two fugitives were captured by the Bureau of Immigration (BI) after being sought by South Korea and the US for their involvement in fraud-related operations. BI Commissioner Norman Tansingco confirmed the arrests of the two South Korean fugitives, who were identified as Kwon Junyoung, 38, and Seok Jongmin, 48. The two were arrested last Saturday in Brgy. Cuayan, Angeles City, Pampanga, by the BI Fugitive Search Unit (BI-FSU) operatives. Tansingco said that the operation was conducted in collaboration with the South Korean authorities, government intelligence groups, and the Angeles City Police Station. According to the South Korean authorities, Kwon is wanted for telecommunications fraud in South Korea, while Seok is wanted in Texas for engaging in wire fraud, money laundering, and identity theft. The BI chief said that as the BI board of commissioners has already issued summary deportation orders against them, soon they will be deported to face the crime they committed. Tansingco added that their names were also placed on the bureau’s blacklist of undesirable aliens, so they are now banned from re-entering the Philippines, the BI chief added. According to information obtained from Interpol's National Central Bureau (NCB) in Manila, the Suwon District Court in Korea issued an arrest order for Kwon on 12 December 2019. Authorities claimed that Kwon was part of a telecom fraud syndicate operating in Dalian, China, that used voice phishing to call random victims. Based on reports, the callers impersonated investigators from the Seoul Central Prosecutor's Office in order to harass the victims and trick them into transferring money to the syndicate's accounts. In contrast, the NCB revealed that Seok is the subject of an arrest warrant issued by the US district court in Western Texas. He is accused of conspiring to commit wire fraud, three counts of wire fraud, conspiring to commit money laundering, and three counts of aggravated identity theft. Seok is accused of working with other suspects to gain access to the websites of the US Departments of Defence and Veterans Affairs using thousands of US military veterans' stolen personal identification information (PII), depriving the victims of their benefits. The BI-FSU also reported that Seok was arrested after posting bail at the Angeles City regional trial court, where he was charged with robbery and extortion, and will be transferred to the BI’s facility in Bicutan, Taguig. While Kwon will remain in the custody of the Angeles City police due to his ongoing local case, he will continue to be under the BI’s legal custody for deportation proceedings. DQ case filed vs Lin
A disqualification complaint was filed against Jeanly Lin, a candidate running for Sangguniang Kabataan chairperson in Barangay San Bartolome, Novaliches, Quezon City. The complaint, which was lodged with the local Commission on Elections office in Quezon City by Andrea Lazaro, alleged that Lin, also known as “JLin,” is not a Filipino citizen but a Chinese national. In the 11-page complaint, Lazaro claimed that Lin’s proficiency in Tagalog is limited, and that she allegedly relied on interpreters, while keeping a group of bodyguards during her campaign in their village. However, Lin’s Certificate of Candidacy indicated that she is a Filipino citizen. Jeanly is the daughter of Rose Lin, a Pharmally Pharmaceutical executive tagged in the allegedly questionable government supply contract worth billions of pesos during the pandemic. Rose Lin ran as a representative in Quezon City’s 5th District but lost to the brother of outgoing Congressman Alfred Vargas. The post DQ case filed vs Lin appeared first on Daily Tribune......»»

Barangay Captain accuser cries harassment, files grave coercion at Ombudsman
Days after she filed a graft case against Quezon City Barangay Kaligayahan Chairman Alfredo ‘Freddy’ Roxas, threats that something bad would happen to her kept pouring in her mobile phone and social media account. Aljean Abe, the village's former teaching aide went to the Office of the Ombudsman on Friday to file another Grave Coercion charge against Roxas in relation to Republic Act 3019 or the Anti-Graft and Corrupt Practices Act. Abe in her complaint furnished to Daily Tribune narrated that when she filed the graft charges on September 11, 2023, several messages were sent to her cellular phone by supporters of Roxas threatening to do harm to her. Abe averred that the threat messages came from Mark Roldan Santiago Sedilla and Jennilyn Guiling Montefalco both employees of Brgy. Kaligayahan and avid supporters of Roxas who is also an honorary councilor for being the president of League of Barangay Chairmen in the city. Fearing for her life and her family, Abe decided to transfer to a place where Roxas and his supporters could not reach her. However, the following day (September 12) she was surprised to see their barangay vehicle parked in front of her new address where Melanie Aviguetero, Jamaica Jallorica, and the unidentified man tried to take photos of her. The three are also employees of Brgy. Kaligayahan, according to Abe, informed her that she needed to go to their office and talk to Roxas. Two days after (September 14, 2023) Abe said she received a text message asking why she filed a graft case against Roxas. She was also asked if she needed monetary assistance from their barangay and if she wanted to be hired again as a barangay worker. If she agrees, she needs to go to their barangay to sign a contract and some documents in front of a lawyer. These things, Abe said prompted her to file the grave coercion charges against Roxas. Abe, and another barangay worker, Hernando Compedio filed charges of violating the Anti-Graft and Corrupt Practices Act against Roxas a couple of weeks ago upon learning that their names were still included in the barangay payroll list even after they had already been fired and resigned from their jobs. Other charges of graft practices were also filed by Barangay Kaligayahan Kagawad laban kay Punong Barangay Allan Francisco Jr. against Roxas over a resolution passed without the proper barangay council session. Roxas meanwhile, could not be reached to comment on the charges hurled against him. Another graft case slaps against QC honorary councilor
The Quezon City Barangay Kaligayahan chairman, who is an honorary councilor for being the League of Barangay Chairmen President, is in for more trouble. One of his former employees slapped him, along with the barangay (village) treasurer and a kagawad (councilor), with charges of violations of the Graft and Corrupt Practices Act and falsification of public documents before the Office of the Ombudsman, late afternoon Monday. Arjean Abe, of Tawid Sapa 2, Greenfields, Barangay Kaligayahan, charged Brgy. Kaligayahan Chairman and Quezon City Councilor Alfredo "Freddie" Roxas, his treasurer Hesiree Santiago, and Kagawad Arnel Gabito, chairman of the appropriation committee, with charges for violations of Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act and the Revised Penal Code for faking her signature to appear that she is still a barangay employee. Abe in her complaint, obtained by Daily Tribune, said she was hired as a teacher aide on 1 March 2022, receiving a monthly salary of P6,000, and was detailed at the barangay daycare center. She was later transferred as a clerk taking care of the issuance of barangay clearance because of the pandemic and classes on face-to-face were suspended. Abe said on 31 January 2023, she resigned from work with her letter of resignation received by Santiago. However, she found out that her name still appeared in the barangay payroll list, one of which was submitted by her as evidence against the three officials. The payroll was for 1 to 31 May 2023 where her name and signature still appeared and projected that she is still an employee receiving P6,000. The payroll list, Abe presented as "Annex A", also has the signatures of Roxas, Santiago, and Gabito. These documents, Abe said, are submitted to the Quezon City government for funding. She also submitted a copy of her identification card as "Annex B", bearing her true signature for the Ombudsman for vetting against the signature on the payroll list. Abe said the acts of the three officials also constituted falsification of documents which is a violation of Article 171 of the Revised Penal Code as she prayed that the Ombudsman would act on her complaint and compel Roxas and the two other Barangay Kaligayahan officials to answer to her charges and be jailed and eventually barred from holding public offices. The graft charges were the second to be slapped against Roxas as a barangay tanod (village watchman). She filed the same charges last month, accusing Roxas, Barangay Kaligayahan Secretary Maripha de Jesus, and Santiago of also making her their "ghost employee." Roxas also faced Graft and Corrupt Practices Act violations filed by one of their kagawads (village councilors), Allan Francisco Jr., who sued Roxas and other barangay kagawads Jim Mahusay, Alexander Rivera, former singer-actress Perla Adea, Arnel Gabito, Dionisio Gascon, Sofronio Grimaldo, and barangay secretary Josephine Penaranda for the approval of a barangay council resolution “interposing no objection to the application of M.M. Ledesma Laboratories Corp.” along Zabarte Road extension on 15 April, the barangay assembly day, which is not a regular barangay council session day. Senate mulls on special law for road rage incidents
The Senate Committee on Public Order and Dangerous Drugs on Tuesday wrapped its investigation into the viral road rage in Quezon City involving a cyclist and a former police officer, seeking a special law that would immediately address similar events in the future. In a chance interview, Senator Ronald “Bato” Dela Rosa, the panel chairperson, recognized the appearance of Wilfredo Gonzales, the driver who was seen pulling out a gun during an altercation after the cyclist, Allan Bandiola’s bicycle hit his car along the road in Quezon City on 8 August. Dela Rosa initially thought Gonzales would not attend the hearing because the latter initially presented a medical certificate with a doctor’s advice for a rest. The senator earlier warned that he would issue a subpoena should Gonzales won’t appear in the hearing. “At least, he came. Luckily he appeared today so no need to issue for subpoena,” Dela Rosa. During the hearing, Gonzales admitted that he assaulted and cocked a gun at cyclist Allan Bandiola during a road altercation in Quezon City. Their confrontation went viral after a concerned citizen took the video and uploaded it on social media. Gonzales said he regrets his action. He then apologized to Bandiola and to everybody. “I apologize for that part, for hitting him, for pulling out and pointing a gun. I apologize to everyone, not just to him (Allan Bandiola), but to all of you. It’s my fault, I was just shocked,” Gonzales said in Filipino. Gonzales narrated that Bandiola acted as if he would attack him prompting him to pull his gun out. He said he was defending himself because he was in recovery from an operation. “Galing ako sa spine operation. So sa isip ko ay ‘yung, element na i-shock ko manlang siya [para hindi niya] ako masugod. Kasi kung madadakma niya ako baka mapatay niya ako, mahina ako. Bagong opera po ako (I came from a spine operation. So, I thought there should be an element that I should shock him so he can’t hurt me. Because if he catches me, he might kill me since I’m weak. I am still recovering from an operation),” he explained. In his defense, Bandiola said it was just his normal reaction because Gonzales hit his head. “Normal reaction ko lang po ‘yun kasi binatukan niya ako kaya bumaba ako ng bike (That was just my normal reaction because he hit me. That’s why I got off my bike,” he said. Bandiola said he had settled the issue with Gonzales at the police station. “Wala pong pumilit sa akin. Nakipag areglo po ako dahil ayaw ko ng gulo (No one forced me. I’ve compromised to settle things because I don’t want any trouble),” he said. But, lawyer Raymond Fortun, also a bike enthusiast, told the committee that Bandiola was forced into an agreement admitting that the incident was his fault. He was also told to pay P500 for the damage to Gonzales’ vehicle. Dela Rosa said the Philippine National Police can file a case against Gonzales which can be graver charges than the alarming scandal, such as grave threat and frustrated homicide. “Initially, we know that Bandiola won’t really want to file a case but then again it was cited during the hearing, particularly by Atty. Fortun and even the senate president discussed that the PNP can file a case even without a private complainant by the use of CCTVs and other witnesses,” he said. Meanwhile, Senate President Juan Miguel Zubiri suggested a special law on road rage shall be legislated to protect the public from erring motorists. “We can come up with a special law on road rage so that even if the victim is scared to file a case, it becomes the people of the Republic of the Philippines vs. so and so…Because of this, it will become the burden of the government to file the case against these individuals,” Zubiri said in a mix of English and Filipino. Senators Robinhood Padilla and Jinggoy Estrada noted that the culture of violence, particularly on public roads, is not accepted. Padilla rejected Gonzales' explanation that he pulled out his firearm because he felt threatened by Bandiola. The gun owners, he added, should always be responsible as to when should they purposively take out their firearms. Fortun files case at QC PLEB vs QCPD, re gun-toting incident
Atty. Raymond Fortun, acting as a concerned citizen, has filed a case with the Quezon City People’s Law Enforcement Board (PLEB) over the weekend, against personnel of QCPD Traffic Sector 4 of Kamuning in relation to the viral gun-toting incident that happened last August 8. Fortun filed the charges against P/Staff Sergeant Darwin Peralta, P/SSg. Joel Aviso, and P/Executive Master Sergeant Armando Carr, all from the QCPD Traffic Sector 4 of Kamuning. The lawyer charged them with Oppression, Irregularities in the Performance of Duties and Incompetence, under Rule 21 of NAPOLCOM Memorandum Circular 2016 – 002. Fortun said that it appears the cyclist and ex-policeman Wilfredo Gonzales were first brought to the QCPD Kamuning Police Station 11, since the incident was first considered as a mere traffic incident by the first responders of QCPD Galas Police Station. Eventually, no charges were filed in Kamuning, and the parties were instead referred to the Galas Police Station late in the evening. “Despite the clear and imbalanced status of the parties, the same police officers failed to protect the rights of the cyclist when they failed to provide a legal counsel for him so that the latter would be duly appraised of his rights. Further, they failed to secure the CCTV footages in the area in order to ferret out the real facts in the conflicting statements made by the parties. Finally, and for reasons known only to them, and despite there being sufficient basis to do so, the same police officers failed to file the appropriate charges,” Fortun explained. On the other end, Mayor Joy Belmonte lauded this act of Atty. Fortun. “What we need now are little acts of heroism from ordinary Filipinos to stand up for what is right to exact accountability from those in power. This move of Atty. Fortun in filing a case with our PLEB is a vote of confidence that here in Quezon City, we will get things done. The proper process in the proper forum, which is the PLEB, will now take its course,” Belmonte said. “This incident also highlights the need to institutionalize the presence of PLEB in other cities and municipalities to hear and decide the complaints filed against erring policemen. I am confident that the case filed in the PLEB will be handled without fear or favor,” she added. Meanwhile, PLEB Chairman and Executive Officer Atty. Rafael Vicente Calinisan said, “The institutions, particularly the PLEB, are in place so that the community will feel safe and secure in their homes. We commit to serve as an effective watchdog against abusive cops, and at the same time serve as partners to our men in uniform towards nation-building.” “As far as the case filed by Atty. Fortun is concerned, we promise to act on this case with absolute dispatch,” Calinisan added. The PLEB is the check and balance mechanism created by Republic Act 6975 or An Act Establishing the PNP Under A Reorganized Department of the Interior and Local Government and For Other Purposes as amended by R.A. 8551 (The PNP Reform and Reorganization Act of 1998) where ordinary citizens are empowered against erring policemen. PLEB can summarily dismiss, demote, suspend and reprimand abusive policemen. The post Fortun files case at QC PLEB vs QCPD, re gun-toting incident appeared first on Daily Tribune......»»
Raps filed vs PBBM effigy burners
The Quezon City Police District over the weekend filed charges of violations of The Clean Air Act against those who burned an effigy of Pres. Ferdinand Romualdez Marcos Jr. along Commonwealth Avenue, Brgy. UP Campus on his 2nd SoNA last 24 June 2023. QCPD Director P/Brig. Gen. Nicolas Torre III said the District Anti-Cybercrime Team found that Max Santiago, a member of Bagong Alyansang Makabayan and three cohorts who are still to be identified, burned the said effigy. Torre said a case had been filed for violation of Section 48, paragraph 3 of RA 9003 or the Ecological Waste Management Act of 2000 and RA 8749 or The Clean Air Act before the Quezon City Prosecutor’s Office on 7 August 2023 against Santiago (still at large) and his three cohorts. The case was an offshoot of charges of violations of Public Assembly Act of 1985 which the QCPD filed against over a dozen militant rallyists during the 2nd SoNA for holding a protest rally without the necessary permits from the Quezon City local government. Torre said 14 militants were slapped with violation of Section 13 (a) under Batas Pambansa Bldg. 880 or The Public Assembly Act of 1985 last week. Torre III commended his officers and men who worked together in maintaining peace and order during the SoNA 2023. Meanwhile, Atty. Terry Ridon, InfraWatch convenor, said there is nothing in the Clean Air Act which prohibits the burning of effigies, “most particularly when the act is in pursuit of the right to free expression.” “What is expressly prohibited by the CAA is the burning of waste through incinerators, and not this type of burning which is well within the right to free speech and expression,” he said. RA 9003, ridon pointed out, prohibits the open burning of solid waste. “Under any circumstance, works of art such as effigies cannot be considered solid waste as the latter refers to all discarded household, commercial waste, non-hazardous institutional and industrial waste, street sweepings, construction debris, agricultural waste, and other non-hazardous/non-toxic solid waste,” he said. QC barangay chair suspended anew
Two 30-day suspension was again slapped against Quezon City Barangay Pasong Tamo chairperson Mae Tagle by the City Council’s Special Investigation Committee Friday. Tagle who was supposed to be back next month as barangay chairperson (village chief) from a 90-day suspension over abuse of power charges was meted another two months’ suspension over three cases filed against her by concerned citizen and the Sangguniang Kabataan officials at City Council’s SIC. The SIC Administrative Order 449-23 was issued for violation of Anti-Graft and Corrupt Practices Act and Grave Misconduct, when Tagle allowed the space used as the Barangay Pharmacy to be rented by a private individual. The Botika ng Barangay located at Barangay Pasong Tamo Annex along Luzon Avenue has been turned into a fish and meat store. Such act, the SIC noted, required the concurrence of the Barangay Council documented by a resolution. The second charges for Acts Prejudicial to the Best Interest of Service was due to Tagle’s appointment of Diosdado Velasco as the Barangay Administrator. Velasco ran and lost during the May 2022 polls but Tagle after the polls appointed him, violating the one-year prohibition ban for those who ran and lost in the last national and local elections. The case of nepotism for appointing her daughter as Barangay clerk was dismissed, leaving the two cases to impose a 30-day suspension each, thereby prohibiting Tagle to assume as the Barangay Pasong Tamo Chairman. The SIC resolution order was concurred by the City Council to be implemented for the month of September and October where the next barangay election slated on the 30th. The Special Investigation Committee was an offshoot of a Memorandum of Agreement between the Office of the Ombudsman and the Quezon City Council’s 38 members, led by Quezon City Vice Mayor Gian Sotto as the presiding officer, granting the council authority to hear cases against barangay officials to lessen the Ombudsman office of loads of this kind of cases. Tagle who was supposed be back next month as the barangay chairwoman (village chief) from 90-day suspension over abuse of power charges was meted with seven months suspension over two cases filed against her by a concerned citizen and the Sangguniang Kabataan officials at City Council's SIC. The SIC Administrative Order 449-23 was issued for violation of the Anti-Graft and Corrupt Practices Act and Grave Misconduct when Tagle allowed the space used as the Barangay Pharmacy to be rented by a private individual. The Botika ng Barangay located at Barangay Pasong Tamo Annex along Luzon Avenue has been turned into a fish and meat store. Such an act the SIC noted, required the concurrence of the Barangay Council documented by a resolution. Tagle was meted for six months because of this. The SIC order on this case was served to Tagle on Friday, 18 August 2023. The two SIC resolution orders were both concurred by the City Council. The Special Investigation Committee was an offshoot of a Memorandum of Agreement between the Office of the Ombudsman and the Quezon City Council’s 38 members, led by Quezon City Vice Mayor Gian Sotto as the presiding officer, granting the council authority to hear cases against barangay officials to lessen the Ombudsman office of loads of these kind of cases. William Friedkin, incendiary director of ‘The Exorcist’
US director William Friedkin, who died Monday, will forever be remembered for his Oscar-winning "The Exorcist" in 1973, one of the most controversial horror films of all time that still chills new generations of moviegoers. The taboo-breaking scene of a 12-year-old girl believed to be possessed by the devil, foul-mouthed and feverishly masturbating with a crucifix on her bed, provoked frenzy in audiences and sparked a global debate about the occult in the Catholic Church. "It was shocking," wrote Rolling Stone in 2018, recalling the first reactions. It "had people lining up at the entrances of movie theatres while the exits were soppy with puke from the previous showing." Remarkably for a horror film, it was nominated for 10 Oscars and took home two. Pact with the devil Friedkin, who passed away in Los Angeles on Monday at the aged of 87, after suffering health issues in recent years, first hit the pinnacle in Hollywood a few years before "The Exorcist" -- with his stomping, stylish 1971 thriller "The French Connection." Starring Gene Hackman as a cop in gritty, corrupt New York City, the film won five Oscars including Best Director and Best Picture. It was a pearl of the "New Hollywood" wave of socially and politically charged filmmaking associated with emerging directors such as Robert Altman, Francis Ford Coppola, and Martin Scorsese. Friedkin was asked to direct "The Exorcist" -- based on a novel inspired by a reported case of possession of a 14-year-old boy -- after other star directors including Stanley Kubrick had turned it down. "I thought it was a film about the mystery of faith... but I didn't set out to make a horror film," Friedkin was quoted saying in The Hollywood Reporter in 2015. "But by now, I have accepted that it is." His film was followed by four sequels, based on the same novel but without Friedkin's participation, together grossing more than $600 million worldwide. A television series began in 2016. Real power Friedkin was born in Chicago in 1935. His mother was a nurse and his father held several jobs, from merchant seaman and semi-professional softball player to discount-clothes salesman. He singled out viewing in his twenties of Orson Welles' "Citizen Kane" (1941) as having a radical impact. "It changed my life," he said in a 2014 interview published on the website of respected US critic, Roger Ebert. "It made me understand that film was an art form and a unique way of storytelling that I had never considered". Friedkin started working in television as a runner and then directed TV shows before making his own documentary in 1962, "The People vs Paul Crimp", about a real-life death row prisoner. The film would contribute to Crimp's death sentence being commuted, convincing Friedkin of "the power of cinema", he told AFP in an interview in 2017. In 1967 he made his first feature, "Good Times", a musical starring the popular pop duo Sonny and Cher. Eclipse from the A-List After his heyday in the 1970s, came a spectacular fall from the Hollywood A-List. It was his ambitious "Sorcerer" (1977), that would prove Friedkin's undoing. After a difficult shoot that went wildly over budget to cost $22 million, the film bombed at the US box office, grossing just under $6 million. It was also eclipsed by the first installment of George Lucas's "Star Wars", released at the same time. Amongst his other flops from a total of about 20 features was "Cruising" (1980) with Al Pacino as an undercover cop hunting down a serial killer in New York's S&M scene. But "Killer Joe" in 2011, starring Matthew McConaughey as a man plotting to kill his own mother, brought renewed critical praise. In 2018, decades after his most famous hit, Friedkin revisited the themes of "The Exorcist" with the documentary "The Devil and Father Amorth", about a priest performing an exorcism in Italy. "The life of a filmmaker is one film to another," Friedkin told the LA Times in 1989 about how he picked himself up after his career had taken a tumble. "There's a great reward when you connect with the public and people are lining up around the block to see your film. But the real joy is making the film." Friedkin was married four times, the first time to one of France's top actresses, Jeanne Moreau. Binay concedes on Makati-Taguig row: ‘Tapos na ang laban’
Makati City Mayor Abby Binay conceded defeat in the land dispute between the cities of Makati and Taguig, after receiving the final judgment on the second motion for reconsideration the Makati city government filed before the Supreme Court In a radio interview, Binay said, “Tapos na po, lahat nagawa na namin na paraan, and final and executor na po ang ruling ng Korte Suprema. Wala na hong paraan para maisalba pa ito. More than 30 years po ang land dispute na ito.” She also called on the affected residents of the 10 barangays in the second congressional district that will be under Taguig City to follow the verdict of the high court since it is already final and executory. “Kahit maglupasay at magrally po tayo ay hindi na natin mababawi ang ating teritoryo. Kailangan po tayong sumunod. Hindi po solusyon ang pagrarally sa SC dahil tapos na ang laban,” said the mayor. The foremost concern of the mayor are the school children, the senior citizen and other residents because they can no longer avail of the services that the city govenrmenthas been providing for them for the longest time. The mayor challenged the city of Taguig to provide the necessary services to Makati schoolchildren, senior citizens and other residents, such as free check-up, medicines and other services. “Sana ho handang handa sila. Hindi po kailangan ang moral support, ang kailangan meron silang perang pantustos at kung kaya nilang tapatan o lagpasan ang serbisyong maibibigay nila sa lahat ng apektado," said Binay. The services for this year will be given by Makati since the funds have already been allocated, but starting next year, Taguig will have to assume the responsibility for the 10 new barangays under its jurisdiction, she added. In retaining the ownership of University of Makati, Ospital ng Makati and other properties funded by Makati City, Binay cited the case of the South Cemetery that is located in Makati but is actually owned by the city government of Manila.
