Biden meets Chinese FM, urges cooperation on ‘global challenges’
US President Joe Biden met China's foreign minister for talks on Friday as the two countries seek to smooth ties ahead of a possible visit by Chinese leader Xi Jinping. Biden told top Chinese diplomat Wang Yi that Washington and Beijing must "manage competition in the relationship responsibly and maintain open lines of communication," the White House said. With the Israel-Hamas conflict raging in the Middle East, Biden also "underscored that the United States and China must work together to address global challenges," it added in a statement. Biden has invited Xi to San Francisco next month for the Asia-Pacific Economic Cooperation summit, but he has also stood firm on China in the run-up, keeping up a stream of sanctions and backing US allies in disputes with Beijing. Wang Yi has been on a two-day visit to Washington during which he also met US Secretary of State Anthony Blinken and Biden's National Security Advisor Jake Sullivan. The Chinese foreign minister had been expected to meet Biden too after Blinken met Chinese president Xi in Beijing in June, but it had not previously been confirmed. White House National Security Council spokesman John Kirby had said on Thursday that this week's talks were a "milestone in that effort to keep the lines of communication open with the PRC (People's Republic of China)." Marcos to AFP: Enhance training, be ready
President Ferdinand Marcos Jr. on Friday told the Armed Forces of the Philippines to be "ready to defend the archipelago from emerging threats." Speaking with recently promoted generals and flag officers of the AFP in Malacañang, Marcos Jr. cited the need to strengthen the nation's internal security stance. "We must be ready. Our Armed Forces must be capable of securing and defending the archipelago from emerging threats. I urge you (to enhance joint planning and operations further) to ensure interoperability across all AFP," Marcos said. Marcos made these statements days after Chinese ships collided with Philippine boats that were conducting a resupply mission at Ayungin Shoal this week. The Department of Foreign Affairs said that the Philippines lodged another diplomatic protest against China on Monday following the "dangerous maneuvers" of the two foreign ships. “We are always hopeful that China will act as a responsible member of the international community and that it will respect our sovereignty and our sovereign rights,” DFA spokesperson Teresita Daza said in a press conference. The DFA stated that it intends to utilize all the available diplomatic procedures to their maximum extent. Russia ‘interfering’ in global election
Russia is using its spy network, state-run media and social media to undermine public trust in elections around the world, according to a United States intelligence report released Friday that was shared with around 100 countries. “Russia is focused on carrying out operations to degrade public confidence in election integrity,” the report said, citing findings from the US intelligence community. “This is a global phenomenon. Our information indicates that senior Russian government officials, including in the Kremlin, see value in this type of influence operation and perceive it to be effective.” The assessment, which was sent in a cable to the embassies of around 100 countries in Europe, Asia, Africa and North America, comes amid heightened tensions between Washington and Moscow over Russia’s full-scale invasion of Ukraine. Russia engaged in a “concerted effort” between 2020 and 2022 to undermine public confidence in at least 11 elections across nine democracies, including the US, the report said. An additional 17 democracies were targeted through “less pronounced” methods involving Russian messaging and social media activity that sought to amplify domestic narratives related to election integrity, it added. Without naming the targeted countries, the report said the US government had shared with them information about the Russian operations. It alleged Russia utilizes both “covert and overt mechanisms” to influence elections. That includes influence networks managed by its security agency, the Federal Security Service or FSB, which covertly attempted to intimidate campaign workers in an unspecified European country’s 2020 election, it said. Russian state media amplified “false claims of voting fraud” in multiple elections in Asia, Europe, the Middle East and South America in 2020 and 2021, it added. Russia also exploited social media platforms and “proxy websites” to cast doubt about the integrity of elections in one South American country last year, the report said. “For Russia, the benefits of these operations are twofold: To sow instability within democratic societies, and to portray democratic elections as dysfunctional and the resulting governments as illegitimate,” the report said. The US recognizes its “own vulnerability to this threat,” the report said, reiterating that Russian actors sought to undermine public confidence in the 2020 election which President Joe Biden won against Donald Trump. In a media briefing, a US State Department official said Russia was encouraged to press ahead with election influence operations after its perceived success in spreading disinformation about the 2020 US election and the Covid-19 pandemic. “Russia is capitalizing on what it perceives as a relatively inexpensive success in 2020 in the United States to take this more broadly, globally,” the official said on condition of anonymity. Biden says Xi meeting in November ‘a possibility’
US President Joe Biden said Friday he may meet Chinese leader Xi Jinping in San Francisco in November as Washington and Beijing push to reset ties, but added that nothing is scheduled yet. The leaders of the rival powers have not met in person or spoken for nearly a year, and tensions have mounted as an increasingly assertive China and the United States vie for global influence. "There has been no such meeting set up, but it is a possibility," Biden told journalists after reports that they were set to meet during the Asia-Pacific Economic Cooperation (APEC) summit in San Francisco. Biden is set to host leaders from across the region on November 16 and 17 in the California city, and speculation has mounted that it could be the venue for a rapprochement. The White House had begun making plans for a meeting on the sidelines of the summit in a bid to stabilize relations, The Washington Post reported, quoting one official as saying it "it's pretty firm." Chinese Foreign Minister Wang Yi is expected to visit Washington at some point ahead of the APEC summit. Beijing however has not confirmed whether Xi will attend the summit or meet with his US counterpart. The White House has also declined to elaborate on a potential meeting with Xi. 'Disappointed' The last time Biden and Xi met was in November 2022 on the sidelines of a summit in Bali. Their talks were surprisingly cordial but relations then froze over again, and there has not even been a phone call since. Biden had said last month he was "disappointed" that Xi was not attending a G20 summit in New Delhi. He added that he was "going to get to see him," although he did not elaborate. Tensions between the United States and an increasingly assertive China have mounted as the world's two largest economies push for diplomatic, military and economic influence. Bilateral ties face a long list of problems, from trade disputes to Taiwan's future to the expansive Chinese presence in the South China Sea. But the United States has been working to restore a more effective working relationship, sending a series of senior officials to China in recent months despite continuing friction. Lester Pimentel Ong: The ‘Iron Heart’ director is also a restaurateur
When action films came to a screeching halt around year 2000 because of piracy, then stuntman Lester Pimentel Ong bravely ventured into the food business. For him, it was like wading into untested waters. “Nagsimula ako sa (I started in) Rice-In-A box 23 years ago. I started in the film industry as a stuntman. Nakatrabaho ko si Victor Neri, sa mga films ni direk Toto Natividad. Nawala ‘yung raket namin sa stunts kasi nauso ‘yung piracy sa film. Humina ‘yung action film so wala kaming raket. (I worked with Victor Neri, in the films of director Toto Natividad. We lost our stunt jobs because film piracy became prevalent. Action films slowed down, so we didn’t have a job). With his P80,000 savings, he started his rice-in-a-box business at Masagana City Mall, in Pasay, recalled Ong during the opening of the ninth branch of Wangfu, his Chinese-Singaporean restaurant that’s been up for 11 years now. That small rice-in-a-box business now has more than 100 stores consisting of food carts and food stalls. “That business financed all of our other businesses, all our other restaurants,” said Ong proudly. A foodie, Ong was exposed to street food when he was a wushu athlete who represented the country in many competitions abroad. He reveled in the street foods of China, Hong Kong, Taiwan, Singapore and Thailand. “I would go around to different places and tuwing may break kami, we would explore the street food market ng different countries. I fell in love with different kind of food, Asian food,” he said. Wangfu came about because, after shoots, “kapag late night, wala kaming makakainan. Nasa food business naman ako, so nagtayo kami ng restaurant sa Tomas Morato. Iyon ang first branch (of Wangfu),” he said. He was joined in the venture by business partner Ace Wang. Wangfu serves Singaporean cuisine like laksa, Hainanese chicken and salted egg fried chicken. From Sir Chief to Sir Chef Actor Richard Yap is also one of Ong’s partners in Wangfu. Yap disclosed that when he was young, he “used to cook at home because my mom cooks very well.” It was his love for food that drove him to study culinary arts. But he discovered along the way that cooking was not for him. “When I took up a culinary course, I found out na hindi pala para sa akin ang pagluluto (that cooking is not for me). Ang hirap ng preparations. It takes a long time. Kung ako ang magluluto (If I will do the cooking), it will take three to four hours if you do it by yourself,” he said. In college, Yap took up a pre-Med course, Medical Technology, for two years, and then stopped because his father asked him to take up Business Management instead. When he applied for Med studies at UST, he was told that he had to go back to first year again. “I said never mind. I’ll just finish my Business Management course at La Salle,” he recalled. Getting into showbiz 12 years ago was something that Yap didn’t see coming. “When I started out with “My Binondo Girl”, after that nagdadalawang isip ako (I had second thoughts). So, I had to ask around. One of my directors, direk Jeffrey Jeturian, said, ‘You know, you have to make a choice kasi it’s either you go full-time sa showbiz or not.’” Yap’s apprehensions were not without basis, since not a lot of people would make it at his age then, around 40. “Ako, sabi ko, late na ako (I’m late), wala pa akong experience. It would take me a lot of time to catch up with veteran actors and actresses,” he said. Fortunately, those around him told him he had a future in showbiz for as long as he persevered. And that he did — and now he’s Richard Yap, a popular actor and household name, forever remembered by many as Sir Chief of the blockbuster TV series Be Careful With My Heart. Uganda seeks Chinese funding for oil pipeline project
Uganda is in the final stages of negotiations with Chinese financiers to help fund a controversial pipeline project after some Western partners pulled out, a senior official said Wednesday. "We are having final discussions with our Chinese partners to provide about half of the finances required for the construction of the EACOP (East African Crude Oil Pipeline)," Irene Bateebe, permanent secretary at the energy ministry, told AFP. "We should be concluding the arrangements with the Chinese financiers this coming month (October)," she added. French energy giant TotalEnergies is leading a multi-billion dollar project to develop Ugandan oilfields and ship the crude through a 1,445-kilometre (900-mile) pipeline to a port in Tanzania. But the scheme has come under fire from human rights groups and environmental campaigners who say it will harm fragile ecosystems and the livelihoods of tens of thousands of local people. The government has vowed to plough ahead despite the opposition, and TotalEnergies says those displaced by the project have been fairly compensated and measures have been taken to protect the environment. "This is a critical project for Uganda," Bateebe said. "Some of our international partners from Europe were forced to pull out from financing this project and as a country, we sourced for other friendly partners to finance the balance of the financing and we are on course." She said Uganda was speaking to two Chinese financiers, the Export-Import Bank of China and Sinosure. TotalEnergies has a 62 percent stake in the pipeline, with Ugandan and Tanzanian state-owned oil companies holding 15 percent each and China National Offshore Oil Corporation eight percent. The pipeline is part of a $10 billion project to develop oilfields in Lake Albert in northwestern Uganda and export the crude to international markets via the Indian Ocean port of Tanga in Tanzania. The lake lies atop an estimated 6.5 billion barrels of crude, of which about 1.4 billion barrels are currently considered recoverable. Uganda's first oil is expected to flow in 2025 -- almost two decades after the reserves were discovered -- and the project has been hailed by President Yoweri Museveni as an economic boon for the landlocked country where many live in poverty. Teodoro: Phl ‘not provoking trouble’ in Scarborough Shoal; ‘We are just reacting’
Defense Secretary Gilberto Teodoro Jr. on Wednesday clarified that the Philippines is not provoking any trouble in Scarborough shoal as accused by Chinese Foreign Minister Wang Wenbin. “Sila po ang nagpo-provoke. Hindi naman ho tayo (They are the ones provoking. It’s not us),” Teodoro said during the Senate’s public hearing on the Proposed 2024 national expenditure program of the Department of National Defense and attached agencies. During the hearing, Senator Robinhood Padilla asked Teodoro’s response to Wang’s recent advice to the Philippines “not to stir up trouble” in Huangyan Island—the Chinese name for Scarborough shoal, also known as Bajo de Masinloc. “Sino po ba talaga ang nagpo-provoke? Sila o Tayo? (Who is really provoking? Is it them or us?” Padilla asked. Teodoro denied any provocation from the Philippines, saying the country is only "reacting to China’s actions” against Filipinos who just wanted to enter their traditional fishing ground in the Bajo de Masinloc. “Hindi po tayo ang nagpo-provoke sa kanila. Ang ginagawa lang po natin… nagre-react lang tayo sa ginagawa po nila. Sila po ang nangunguna, sila po ang humaharang ng ating mangingisda, sila po ang naglagay ng barrier doon sa Scarborough (We are not provoking them. What we are doing is that... we are just reacting to their actions. They are ones provoking, they are blocking our fishermen, they put up barrier in Scarborough shoal)," Teodoro lamented. Wang on Tuesday warned the Philippines not to “provoke or stir up trouble” after the Philippine Coast Guard removed a 300-meter-long floating barrier installed by the Chinese Coast Guard in the southeast entrance of Bajo de Masinloc. The Chinese official admitted that the floating barrier is intended to "block and drive away” Filipino boats and fishermen from entering the shoal. As the PCG entered and removed the floating barrier, Wang accused the Philippines of intruding shoal “without China’s permission.” The PCG said it removed the "hazardous" barrier upon the instructions of President Ferdinand "Bongbong" Marcos Jr. and National Security Adviser Eduardo Año, who heads the National Task Force for the West Philippine Sea. Meanwhile, Teodoro maintained that the shoal has been a “traditional fishing ground” for Filipino fishermen over the years. "If it triggers something from China, it is just proving that it really has total disregard for maritime safety," he said, noting that Filipinos should benefit from the rich marine resources of the Philippine territory. The defense chief also noted that the Armed Forces of the Philippines has already removed the thought of provocation since disputed waters “is legally owned by the Philippines under the international law.” Padilla asked about Marcos' order to the National Security Council to "civilianize the approach" in the WPS. Teodoro said: “Kami po ay hindi tutol sa pag-uusap. Kailangan po ng diplomasya dito. Ngunit dapat sang-ayon po ito sa prinsipyadong pag-uusap (We actually support diplomatic dialogue because it is needed. But it should be in accordance with the principled conversation)—open and transparent." Teodoro underscored that the defense sector and the AFP firmly support the government’s whole-of-nation approach in confronting maritime challenges in the country.
