‘Go to authorities, not social media’

Valenzuela City Mayor Wes Gatchalian on Monday called on the public not to resort to social media in reporting road rage incidents. He also advised motorists who are also gun owners to be “responsible enough” as a license to have a gun is just a “privilege” and not to be used for bullying. “I don’t see any reason why (the motorist who is a gun owner) he would be in a rage. 600 checkpoints net over 15 Comelec gun ban violators: PNP

Around 15 persons have been apprehended since the start of the Commission on Elections' gun ban on Monday during the first day of filing of the certificate of candidacy for the Barangay and Sangguniang Kabataan Elections, Philippine National Police chief Gen. Benjamin Acorda Jr. said on Tuesday. Acorda said since implementing the gun ban, 15 firearms have been confiscated from more than 600 checkpoints nationwide. The establishment of checkpoints was carried out under Comelec Resolution No. 10924 to effectively implement the ban on firearms and other deadly weapons during the 90-day election period from 28 August to 29 November. The resolution prohibits the bearing, carrying or transporting of firearms or other deadly weapons in public places, including any building, street, park, private vehicle or public conveyance, or even if licensed to possess or carry the same, unless authorized by the Comelec. Acorda also said he has ordered a probe and has a person of interest in the incident that happened in Libon town in Albay where the victim Alex Repato, reelectionist captain of Barangay San Jose, was shot dead by still unidentified assailants in his residence at around 5 p.m. Monday, just hours after he filed his candidacy. “It is unfortunate in Albay we have one case of shooting but we already have a person of interest there and tinututukan ng ating kapulisan. What happened in Albay is election-related but I want to get first 'yung talagang official result of the investigation,” Acorda said on the sidelines of the National Capital Region Police Office's commemoration of its 122nd Police Service anniversary at Camp Bagong Diwa, Bicutan Taguig City. Addressing the event, Acorda lauded the NCRPO's dedication to the PNP's agenda, which includes the relentless pursuit of justice, commitment to excellence and fostering deep connections with the communities under their care. PNP recalls police escorts as part of barangay, SK election preps

The Police Security and Protection Group of the Philippine National Police on Tuesday announced it has launched a comprehensive recall of its protective security personnel stationed throughout the country as part of the preparation for the upcoming Barangay and Sangguniang Kabataan Elections scheduled for 30 October 2023, Brig. Gen. Leo Francisco, acting Director for Operations, led the presentation of recalled personnel at the PNP Transformation Oval, Camp BGen Rafael T Crame, Quezon City. Regional offices across the nation will also conduct their recall activities, which will be witnessed through online platforms. “This recall serves as a reminder of our duty to the people and the nation. As you return to your units, let your actions reflect the ideals of a just and democratic society”, PNP chief Gen. Benjamin Acorda said in a statement on Tuesday. “Additionally, this recall serves as a proactive measure to prevent any undue influence, conflicts of interest, or perceptions of impropriety during the electoral process. Our priority is to uphold the principles of democracy and ensure that every citizen's voice is heard,” he added. Of the total 920 protective security personnel stationed nationwide, 679 PSPG personnel are subject to recall. Among these, 495 are responsible for safeguarding 285 government officials, while 425 are entrusted with the security of 309 private individuals. Those recalled will undergo refresher and specialization courses while awaiting redeployment after the election period. The initiative is in accordance with Comelec Resolution 10918, which outlines the Rules and Regulations on the Ban on the Bearing, Carrying or Transporting of Firearms or Other Deadly Weapons, as well as the Employment, Availment or Engagement of the Services of Security Personnel or Bodyguards during the Election Period. The election period starting on 28 August marks the period of prohibition that extends until 29 November 2023. During this time, Comelec regulations dictate the suspension of activities involving the carrying of firearms or other deadly weapons and the employment of security personnel or bodyguards by incumbent public officials, whether elected or appointed, as well as private individuals. To facilitate the application for the issuance of a Certificate of Authority for Security Detail, eligible individuals, including incumbent public officials and private citizens, are encouraged to submit their requests online through the Comelec website. The electronic filing system has been operational since 5 June 2023, and will remain open until 15 November 2023. As of 24 August 2023, a total of 295 applications have been received for CA-SD, with 49 having already received approval. The Comelec is expecting around 2 million aspiring candidates for the BSKE. In total, 672,432 positions need to be filled. These account for 42,027 positions for Punong Barangay and another 42,027 positions for SK Chairpersons. Around 294,189 seats should also be filled for each Sangguniang Barangay and Sangguniang Kabataan group. LTO slaps road rager with 90-day preventive suspension on his driver’s license

After his guns' licenses were revoked, the Land Transportation Office on Tuesday announced that it has issued a 90-day preventive suspension on dismissed policeman Wilfredo De Joya Gonzales' driver’s license. LTO Chief Assistant Secretary Atty. Vigor Mendoza II was quick to clarify that the suspension imposed on Gonzales to drive motor vehicles shall be in effect pending investigation. “Ang ipinataw nating preventive suspensyon ay isang mabilis na aksyon mula sa inyong LTO upang matiyak na hindi na niya uulitin ang nangyaring pananakit at paglabas ng baril sa isang bicycle rider,” Mendoza said. “Hindi pa ito ang final decision. Kasalukuyang ini-imbestigahan ang kasong ito at depende sa outcome ng pag-iimbestiga, maaring permanent revocation at lifetime na hindi na siya maiisyuhan ng driver’s license,” he added. While Gonzales’ inappropriate behavior was glaring as shown in the viral video, Mendoza said the right to due process of the motorist involved should be respected as part of the legal system. “But pending the result of the ongoing investigation, the driver’s license of Mr. William Gonzales is temporarily suspended for 90 days unless earlier resolved,” Mendoza said, as he stressed that the LTO has the power to do so under Sec. 27 of R.A. 4136, in cases of grave offenses like the incident involving Gonzales. ‘Baldie’ and big-talker

As the celluloid world has long since crossed over to the realm of real life, we, the people, have not been left wanting amusement by big-talking politicians who cultivate images reeking with swagger. Who would forget former Hollywood actor and then-United States President Ronald Reagan’s melodramatic, “Mr. (Mikhail) Gorbachev, tear down this wall,” line during a speech in Berlin in 1987 at the climax of the Cold War? Very few millennials or those belonging to generations after may know that Reagan’s call to the Soviet Union’s supreme leader led, in part, to the toppling of the Berlin Wall, separating communist East Berlin from democratic West Berlin. John le Carré even referenced the Berlin Wall in his novel “The Spy Who Came in From the Cold,” which begins and ends in Berlin, where the wall served as a physical and symbolic presence throughout the story. In the opening scene, the protagonist, Alec Leamas, watched as his last agent was shot dead by Soviet-affiliated East German sentries at the wall, tipping him over the precipice, and convincing him to defect. Way earlier in 1956, Soviet strongman Nikita Khrushchev was visiting Poland when he made that infamous line, “We will bury you,” referring to the US-led West, which then used it to further feed its nuclear holocaust, “end of days” paranoia. Khrushchev would later clarify that he never meant he’d rain nukes on Western nations, but that communism would eventually triumph over capitalism, and that the US would be “buried” by the forces of history. How wrong Khrushchev would be with the demise of Soviet empire. Like Khrushchev, our own debonair senator who dropped his screen name Robin, and assumed his real name Robinhood Padilla, may have not meant literally that he would beat up a resource person in a Senate investigation on the alleged violence committed by an employer to a woman, his house helper. According to journalists, Padilla left the hearing in a huff and mouthed an apology off-camera that he let emotions get the better of him. Fine, if the lesson had been learned not to blur the line between reel and real life. But there’s just this propensity by supposed public servants to use big words when faced with challenges that may not be as big as tearing down the Berlin Wall. Again, amusing, but forgivable, if it gets the desired results. We are referring to that post by Quezon City Police District chief Nicolas Torre III in response to a viral video of a man who hit a cyclist after he swerved his car into the path of the bicycle. The hot-tempered motorist even drew and cocked his pistol. Posted Torre in the video blog: “Damn, yari kang kalbo ka. Sumurrender ka na sa pinakamalapit na QC police station para hindi na tayo mapagod pa pareho. Pakidala at surrender na rin ng baril mo para hindi na kami mag-search warrant pa sa bahay mo. Baka kabahan pa ang SWAT ko at makalabitan ka pa ng M16.” Torre’s post is disturbing on several points, foremost of which is that it was a threat to shoot the man on account of his Special Weapons and Tactics team maybe being too “nervous” to have itchy trigger fingers. Doesn’t speak well of the QCPD SWAT team, really, considering that incident in Navotas City when cops, elite SWAT members according to Senator Risa Hontiveros, fired “warning” shots that killed 17-year-old Jerhode “Jemboy” Baltazar. The general could have also chosen to be more circumspect in his language since that kind of cop-speak does not build public confidence and even adds to the perception that cops shoot first and ask questions later. At any rate, that gun-poking incident involving Willie Gonzales, adds to the reasons why neuropsychiatric tests given by the Philippine National Police to cops and gun license applicants may be considered a failure. Appearing in a press conference called by the suddenly jovial Torre, Gonzales said all’s well that ends well as he and the cyclist had already patched up their tiff. There’s no criminal complaint against Gonzales, said Torre, only an administrative one, with the Philippine National Police’s Firearms and Explosives Office to review Gonzales’ fitness to be allowed to own and carry firearms. In a matter of hours, the tough-talking general had become, to some observers, patronizing of the man he threatened with his post. What an about face? Which brings us to that recent exposure of some rogue cops doctoring neuropsychiatric test results may have to do with us being saddled with neurotic cops and loony armed civilians who can pay thousands of pesos to get them certified to own or carry firearms. Shall we heave a sigh of relief that the Barangay and Sangguniang Kabataan Elections gun ban is about to commence? Nah. QC police chief urges road rage suspect to surrender

Quezon City Police District Director P/Brig. Gen. Nicolas Torre III on Sunday urged the road rage suspect, who went viral on social media for hitting a cyclist and brandishing a gun during their heated altercation at an intersection near the Welcome Rotunda area on 8 August 2023, to surrender. A concerned citizen recorded the incident on video and uploaded it on social media, earning hundreds of views and comments, including from Torre. In his comment, Torre urged the still unidentified suspect to surrender to the nearest QCPD Station and not wait for them to catch on him. "Pakidala at surrender na rin ng baril mo para di na kami mag-search warrant sa bahay mo. Baka kabahan ang SWAT ko, at makalabitan ka pa ng M16," Torre warned. The suspect appeared to be a government employee as he was wearing a blue polo shirt with a lapel pin. His red Kia car has a ULQ-802 license plate which the Land Transportation Office is now tracking to determine its owner. The cycling community condemned the suspect's arrogance for taking the bicycle lanes prompting the cyclist to avoid him, whom he sideswiped and almost lost his balance. Six loose firearms seized

ZAMBOANGA CITY— At least six High-powered loose firearms were turned over to the soldiers of the 1st Mechanized Battalion by five barangay chiefs of Sultan Sa Barongis in Maguindanao del Sur. Lt. Col. Jayson Domingo, commander of the 1st Mechanized Battalion, said the five barangay chairmen surrendered the loose firearms in response to the Balik Baril program of the military in the area. Among the loose firearms turned over were two Cal. 30 M1 Garand Rifle, one RPG, one Cal. 50 Barret Sniper Rifles, one 9mm KG9 SMG, one 40mm M79 and ammunition; an M203 Grenade Launcher. The turnover ceremony of the Balik-Baril program was conducted at the Municipal Hall in SSB, Maguindanao del Sur on Tuesday and witnessed by Sultan Sa Barongis Mayor Allandatu Angas Sr. Brig. Gen. Andre Santos, commander of the 1st Mechanized Brigade, accepted the loose firearms in the presence of Police Lt. Alfred Gregory, chief of Sultan Sa Barongis Municipal Police Station. Meantime, Joint Task Force Central commander Maj. Gen. Alex Rillera said that the program will help authorities remove the weapons from the hands of individuals who are not authorized to carry firearms. “I commend the great contribution of our barangay officials, the mayor of Sultan sa Barongis and other officials with your help to dismantle the loose firearms which is one of the programs of the administration of President Marcos Jr., to eradicate any criminality here in our place,” Rillera said. Remulla: ICC should let Phl run after those ‘responsible’ in drug war

Justice Secretary Jesus Crispin Remulla said the International Criminal Court should let the Philippines go after the persons the tribunal has evidence on as having committed crimes during the Duterte administration's war against illegal drugs. Remulla said that as long as they have evidence against these persons that they want to run after, the ICC should give them to the Philippine government  so it could prosecute those who committed crimes in the country. On 18 July, the ICC’s Appeals Chamber is set to resolve the appeal of the Philippines to stop the order of ICC Pre-Trial Chamber I which granted the request of the ICC’s Office of the Prosecutor to resume the investigation. The DOJ chief earlier reiterated his warning that should the ICC’s Appeals Chamber deny the Philippines’ plea, “hindi sila welcome sa Pilipinas (the ICC is not welcome in the Philippines).” “Tayo po ay very hospitable people kaya lang kung pakikialam na ang gagawin nila ay hindi po tayo papayag dahil may sarili po tayong sistema ng batas, may sarili tayong tradisyon, may sarili tayong kapulisan, may sarili tayong prosecution, ng korte na hindi nila pwedeng pakialaman o kaya balewalain (We are a very hospitable people. Barangays urged to conduct earthquake drills for safety

Interior Secretary Benjamin “Benhur” Abalos Jr. said on Thursday that Nationwide Simultaneous Earthquake Drill (NSED) should be also done at the barangay level, especially in Metro Manila. “Dapat ito ibaba sa barangay level dahil iisipin natin, ito ay buong Metro Manila so lahat talagang busy. Kung minsan iisipin mo sarili mong pamilya kaya namin pinapakita namin ito ang ideal scenario, pero importante up to the barangay level paghandaan nila kaya nga kinakausap ko yung mga barangay, maghanda sila ng mga tao (It should be brought down to the barangay level because let's think about it, it's the whole of Metro Manila so everyone is really busy. If you sometimes think about your own family, we are showing this as the ideal scenario, but it is important up to the barangay level that they prepare, that is why I am talking to the barangays, they should prepare people),” Abalos told reporters on Thursday during the 2nd Quarter National Simultaneous Earthquake Drill (NSED) at the Greenfield District in Mandaluyong City, Thursday. The DILG chief also prodded the local government units (LGUs) to religiously educate their constituents in practicing earthquake drills to prepare them for inauspicious emergency situations. “Cover your head and neck with one arm and hand. If a sturdy table or desk is nearby, crawl underneath for shelter. If no shelter is nearby, crawl next to an interior wall. Stay on your knees; bend over to protect vital organs,’’ an emergency disaster expert stated. “Dapat pagkatapos yung emergency response, dapat na gagawin ng mga national agencies, ng kapulisan, NDRRMC (National Disaster Risk Reduction Management Council), ngunit may malaking papel ang LGUs dito lalo na ang barangay na dapat itrain nila sa ibaba (The emergency response should come next, the national agencies, police force, NDRRMC, but the LGUs play an important role especially in training the barangays at the grassroot level),’’ Abalos stated. He added the barangays should share the responsibility of inspecting the buildings with the local government units (LGUs) in their respective jurisdictions to check the stability of all the structures in their localities. Abalos stressed that sometimes there are misconceptions that high-rise buildings are mostly prone to collapse but insisted that low-rise structures may topple during earthquakes. Due to these circumstances, Abalos pointed out the need for the barangays to assist and regularly coordinate with the LGUs in checking the structural stability of all the buildings in their areas. In a meeting with the LGU officials, Abalos said that they discussed that the Big One (high-magnitude tremor) occurs every 400 years which is nearing. He noted that the whole country must be aware when an earthquake of high intensity or magnitude strikes a particular area nationwide. Abalos explained that other LGUs may immediately provide the appropriate assistance to the distressed localities hit by the earthquake. Compared to the late 1960s when Metro Manila has wide spaces, Abalos pointed out that the region is now under a high-intensity level with an ever-increasing population. With this development, Abalos mentioned that quick responses during emergency situations where time is of the essence are very valuable. He described the K-9 units as ‘life savers’, saying that he enlisted the services of private canines and had them trained for rescue operations during his time at the Metropolitan Manila Development Authority (MMDA). Abalos also cited the importance of manpower inventory and equipment to determine if the workforce and equipment are enough to respond to emergency situations. Catapang shuffles NBP max prison guards

Bureau of Corrections director general Gregorio Catapang on Wednesday revealed that he has replaced the 700-strong jail guards assigned to the maximum security compound of the New Bilibid Prison with more than 300 newly-trained personnel and veterans from the Iwahig Penal Colony. He also named a replacement to NBP superintendent Chief Inspector Lucio C. Guevarra during a formation outside the building around 7:30 a.m. Wednesday. “I now name Senior Inspector Purificacion Hari to replace Chief Inspector Lucio C. Guevarra as Superintendent of National Bilibid Prison maximum security compound,” Catapang said. Hari, formerly the commander of the guard, expressed gratitude to Catapang for the new position vested in her in her acceptance speech and call for the support of the BuCor personnel for the reform they will introduce for the betterment of the jail facility in Muntinlupa City. She will be backed up by 35 battle-tested prison guards which was plucked out by Catapang from Iwahig Penal Farm after a thorough review of their background and records. “We need real reformation here within five years. We need dedicated personnel. Those who will be replaced will undergo retraining, and you will be assigned with other prison and penal farms,” Catapang said. “So I ask your cooperation because I hate to reform BuCor and up to now I am not seeing any improvement on the manner on how you handle the Maximum Prison Compound. I still receive information of misdemeanors,” he added. Mentioning the marching orders given to him by Justice Secretary Jesus Crsipin Remulla, Catapang stressed that the actions of some prison guards is an outright violation of specific orders. “I think I have to emphasize that I am really here to reform BuCor. Go urges BFP to push modernization efforts

Senator Christopher ‘’Bong’’ Go on Friday urged the Bureau of Fire Protection (BFP) to continue its efforts to modernize and enhance its ranks by acquiring more fire trucks and equipment especially for the  remote areas in the country. Sen. Bong Go (Senate of the Philippines / MANILA BULLETIN FILE PHOTO) Go issued the statement after attending yesterday the ceremonial turnover at the Camp General Emilio Aguinaldo in Quezon City of the recently procured equipment of the BFP, including 84 units of 1,000 gallons capacity fire trucks, five units of aerial ladder, and three units of rescue trucks to be distributed by BFP to various local government units around the country.  “All over the country po ito ipapamahagi. Natutuwa po ako dahil ang gusto naman po natin ay mabigyan ng sapat na kagamitan laban sa sunog ang mga iba’t ibang lugar — hopefully sa lahat ng sulok po ng bansa ay handa po tayo,” Go said. (These will be distributed all over the country. I am happy because we want to give the appropriate fire-fighting equipment to different parts of the country.)    Go said there are many municipalities that have no financial capabilities to buy such an equipment. “Hopefully, patuloy pa ang pag-acquire nila ng mga panibagong equipment. Kinausap ko rin po si Dir. Embang na ikonsidera rin nila ‘yung mga maliliit na fire trucks na puwedeng pumasok sa mga liblib o masisikip na lugar kasi doon po madalas nagkakasunog,” Go said, referring to BFP Chief Jose Embang, Jr. (Hopefully, their acquisition of fire-fighting equipment will continue. I told Director Embang that BFP should consider buying small fire trucks that can enter narrow roads and congested areas where fires usually originate from.) Last February 11, 2020, Go joined President Duterte in witnessing the turnover of 74 fire trucks. The Senator also continues to provide aid to fire victims in different parts of the country.  “Mahirap po mawalan ng bahay at kagamitan dahil sa sunog at iba pang sakuna. Kaya po patuloy akong nagbibigay ng tulong sa mga biktima at nag-iiwan ng ngiti sa oras ng kanilang pagdadalamhati,” Go said. (It is hard to lose a house and personal belongings due to fires. That is why I continue to extend help to fire victims and give them a reason to smile during a time of grief.) “Bilang isang Senador at public servant, patuloy po akong magseserbisyo, lalo na sa mga mahihirap at nangangailangan na apektado ng krisis tulad ng sunog. Kasabay nito ay pagsisikapan ko bilang mambabatas na mas palakasin pa ang ating fire prevention and protection measures,” he added. (As a senator and a public servant, I continue to be of service, particularly to victims of crises like fires. As a lawmaker, I continue to help to strengthen our fire prevention and protection measures.)     As vice-chairman of the Senate Committee on Peace and Order and as a main advocate of fire protection modernization initiatives, one of Go’s priority bills is Senate Bill 204 which is now consolidated under Committee Report No. 111, otherwise known as BFP Modernization Act of 2020.  The measure is currently undergoing the period of interpellation in the Senate. The bill aims to ensure the hiring of more personnel, acquisition of modern fire equipment, and the conduct of training for firefighters of the BFP.  The bill will also empower local communities in preventing fire incidents by mandating the BFP to conduct monthly fire prevention campaigns and information drives in all local government units (LGUs), especially in vulnerable areas.  Go said President Duterte fully supports the modernization efforts of the BFP. “Ang sabi ng Pangulo, sabihin mo sa kanila huwag na nila ako unahin, ‘yung kagamitan ng mga sundalo at kapulisan at bumbero ang unahin natin,” he said. (The President said the equipment of soldiers, policemen, and firemen should come first.) During the event, Go expressed his and Duterte’s full support for the country’s fire personnel, citing the government’s recent effort to increase the salaries and promote the welfare of the military and uniformed personnel.  “Full support po kami sa inyo. Unang-una po, ‘yung pangako niya pagkaupo pa lang niya bilang Pangulo, tinupad niya agad ang pangako niya,” Go said, referring to the increase in salaries provided to uniformed personnel, including firefighters. (We give our full support to you. The President fulfills his promises when he took over the presidency in 2016.) Go also said that he supports the President’s position of arming BFP personnel so they can help in the fight against criminality.  “We are currently studying this added measure of arming firefighters. Nabanggit na rin ito ng Pangulo. Makakatulong din sila sa paglaban ng kriminalidad at para rin maproteksyunan ang kanilang mga sarili. Pati sa kampanya laban sa droga, makakatulong din sila,” Go said. (This was mentioned by the President. They can help fight criminality and also protect themselves. They can also help in containing the spread of dangerous drugs.)    In addition to fire trucks and other modern equipment, Go also said that he is coordinating with BFP officials, government finance managers, and concerned agencies on how to also provide additional ambulance units to the BFP.  He said that providing ambulances will make the BFP more responsive in fulfilling its mandate and will be useful, especially in times of national emergencies given that their personnel are well-trained frontliners.  “Kapag mayroon nang vaccine kontra COVID-19, pwede pong tumulong ang BFP para mabakunahan ang mga tao. Nagtutulungan po lahat ng ating uniformed personnel, mula military, pulis, bumbero, at iba pa para maprotektahan ang kapakanan ng ating mga kababayan,” Go explained. (Our firemen can also help in the vaccination of our countrymen to fight the coronavirus disease (COVID-19). Our uniformed personnel, from the military, policemen, firemen and others can help in protecting the interests of Filipinos.)  Go thanked officials for their efforts to modernize the BFP and for their continuing service, especially during the pandemic, specifically Department of the Interior and Local Government officials led by Secretary Eduardo Año and BFP officials led by Embang, Jr.  Go also acknowledged local officials and district representatives who were present, including Congressman Onyx Crisologo of the 1st District of Quezon City, Congresswoman Angel Amante-Matba of the 2nd District of Agusan del Norte, Mayor Marcy Teodoro of Marikina City, and Mayor Judy Amante of Cabadbaran City, Agusan del Norte and thanked them for their support to the national government in the bayanihan efforts to overcome the pandemic.  “Dahil mahirap ang panahon ngayon, we have to adjust to the new normal pero konting tiis lang po. Alam kong hirap po kayo. Kami ni Pangulong Duterte, hindi kami nawawalan ng pag-asa, magtulungan lang po tayo.
