COMELEC disqualifies QC SK chairman candidate for ‘vote buying’
A candidate for Sangguniang Kabataan chairmanship in Quezon City was disqualified by the Commission on Elections over 'vote buying' charges. In a seven-page resolution issued on 26 October 2023 and signed by COMELEC's Second Division Presiding Commissioner Marlon Casquejo, concurred by Commissioners Rey Bulay and Nelson Celis, noted that SK candidate Judielyn Bartolome Francisco of Barangay San Bartolome was "disqualified" to run for the upcoming BSKE elections as she violated Section 68 (a) of the Omnibus Elections Code for "vote buying". The case stemmed from a petition filed by Arjay Lacsa on 26 September this year, who claimed that Francisco engaged in vote buying by sponsoring and funding a leadership seminar "cum" team building of some 80 youths of their village at Paradise Adventure Camp in San Jose Del Monte, Bulacan held on 16 and 17 September 2023, a few weeks after the filing of candidacies. Pieces of evidence presented by Lacsa included social media posts of the participants themselves tagging Francisco as their " future SK chairman" and three affidavits of witnesses who claimed that Francisco was even present in that event. On 5 October, the COMELEC summoned Francisco to explain her side who gave her reply on 9 October saying she did not have the resources to fund the gathering while she also admitted being there as a host for the opening program "in return for a professional fee." She also informed the commission that she also filed perjury charges against Lacsa's witnesses at the Quezon City Prosecutor's Office. The commission, however, concluded that they "are not convinced" as Francisco's lengthy answer reveals that "they are in the nature of general denials emanating from respondent's self-serving and uncorroborated statements." The affidavits of Lacsa's witnesses, the commission added, are "rich in details" and the evidence is pointing to Francisco as the host of the team building. Francisco's involvement is a deliberate and strategic scheme to influence the voters of Barangay San Bartolome to vote for her, the commission's resolution read. DQ case filed vs Lin
A disqualification complaint was filed against Jeanly Lin, a candidate running for Sangguniang Kabataan chairperson in Barangay San Bartolome, Novaliches, Quezon City. The complaint, which was lodged with the local Commission on Elections office in Quezon City by Andrea Lazaro, alleged that Lin, also known as “JLin,” is not a Filipino citizen but a Chinese national. In the 11-page complaint, Lazaro claimed that Lin’s proficiency in Tagalog is limited, and that she allegedly relied on interpreters, while keeping a group of bodyguards during her campaign in their village. However, Lin’s Certificate of Candidacy indicated that she is a Filipino citizen. Celebrities graced Valenzuela City’s “Tree of Hope” lighting ceremony over the weekend which also marked the beginning of a three-month-long celebration of the 400th Founding Anniversary of the city. The occasion was held at the Valenzuela City People’s Park with no less than popular Yuletide singer Jose Mari Chan, Patrick Quiroz and Itchyworms spicing up the rites that set the Christmas spirit of the Valenzuelanos. The “Tree of Hope” lighting ceremony is a yearly tradition focusing on a 50-foot tree, along with several decors and installations. It has been long-running since 2004. This year, the lighting ceremony is coupled with another historical commemoration — the kick-off celebration of the 400th founding anniversary of the City of Valenzuela. It is a modern Pinoy Christmas theme bridging the past and future, as a herald to 400 years of history and progress. Mayor WES Gatchalian were joined by SM Supermalls president Steven Tan and CDO Foodsphere Inc. assistant vice president Jason Ong in lighting up the “Tree of Hope” this year. Dedicating the Tree of Hope, the city also welcomed PWD children and teens as the primary beneficiaries for this year. Phl joins anew the global effort to protect oceans
Thousands of volunteers in over 150 countries, joined the International Coastal Cleanup (ICC) Day, a global initiative dedicated to addressing ocean pollution through beach and waterway cleanups held every third Saturday of September. Now in its 37th year, the Philippines has been participating in the ICC since 1994. In 2003, Proclamation No. 470 officially designated the third Saturday in September as ICC Day, instilling a sense of vigilance among Filipinos in their support of the ongoing global fight against marine litter. The theme "Clean Seas for Healthy Fisheries" is carried out by this year’s ICC which aligns closely with the objectives of the United Nations (UN) Ocean Decade Challenge 3 which is to “Sustainably Feed the Global Population”. This challenge recognizes the need to ensure sustainable food production from the ocean to feed the growing global population while safeguarding the health and productivity of marine ecosystems. The Department of Environment and Natural Resources in partnership with numerous organizations, took the lead in coordinating cleanups in various water bodies across the country. An estimated 35,000 volunteers armed with sacks, rakes, and gloves joined forces for the cleanup effort across the country. Participants included individuals and groups from the DENR workforce, national and local government agencies, academia, the private sector, youth organizations, civic groups, and civil society. Concurrent coastal cleanups led by various DENR offices and bureaus were held nationwide including key areas such as the Las Piñas-Parañaque Wetland Park; the Tullahan River along Barangay San Bartolome in Novaliches, Quezon City; Baseco Beach in Manila; the Balanga Wetland and Nature Park in Bataan; Barangay Butong Taal in Batangas; the Mactan Channel in Lapu-Lapu, Cebu; the Abatan River and Panglao in Bohol; Banica River in Dumaguete; Bais City, Negros Oriental; and along the shore of Pagadian Bay in Zamboanga Del Sur. The DENR regional and field offices also partnered with SM Supermalls, through its corporate social responsibility arm, SM Cares, together with SM Prime Holdings, Inc., in organizing clean-up drives in Luzon, Visayas, and Mindanao. Fifteen SM Malls were designated as a base that enabled volunteers, including SM employees, to actively participate in the cleanup drive. Likewise, regional offices of the Department have collaborated with UNTV offices across the country under the latter’s advocacy campaign Ocean Care Initiative. Beyond waste retrieval, ICC volunteers documented the volume of waste collected which will be submitted to Ocean Conservancy and UN Ocean Decade to contribute to global efforts to combat plastic pollution. During the 2022 ICC, findings of the Global Ocean Trash Index conducted by Washington, D.C.-based environmentalist advocacy group Ocean Conservancy showed that the Philippines collected 249.382 metric tons of waste. The collected waste encompassed a spectrum of items, including cigarette butts, beverage bottles, food wrappers, bottle caps, grocery bags, food containers, cups and plates, straws, and stirrers. DENR Secretary Antonia Loyzaga said her department's unwavering commitment to enacting effective solid waste management practices, supports a circular economy wherein all plastics are reused, recycled, repurposed, and responsibly managed. The DENR, she added, in collaboration with organizations, implements a range of programs to address solid waste in cities and municipalities nationwide. Department of the Interior and Local Government Secretary Benhur Abaloso on Thursday urged all 42,027 barangays and the public to join the national launching of “Barangay at Kalinisan Day” (BarKaDa) on Saturday, 16 September 2023. Abalos said this is in line with President Ferdinand R. Marcos, Jr.’s call for bayanihan. “Halina’t makiisa, halina’t maki-BarKaDa sa Sabado, September 16. Magtulong-tulong tayong linisin ang ating mga pamayanan para sa mas maayos at ligtas na kapaligiran,” Abalos said. BarKaDa is a nationwide community-based clean-up drive program, geared to maintain and provide a healthy and safe environment and prevent the spread of diseases through proper solid waste management. Simultaneous BarKaDa activities will be held in 29 esteros and creeks in the cities of Manila, Quezon , Caloocan, Pasig, Las Piñas, Mandaluyong, San Juan, and Pasay. In Memorandum Circular 2023-133, Abalos urged barangays to pass an ordinance or resolution declaring one day of the week as BarKaDa, preferably every Saturday. During BarKaDa, barangays are expected to conduct coastal clean-up, dredge clogged waterways, prune thick bushes or branches, and dismantle breeding places of mosquitoes in coastal areas, waterways, creeks, public parks, roads, and other public spaces within their areas. DENR coastal clean-up Also on Saturday (16 September), the Department of Environment and Natural Resources will conduct a separate cleanup activity in various sites in coastal areas in Metro Manila. The coastal cleanup day is in line with Presidential Proclamation No. 470 Series of 2003 declaring every 3rd Saturday of September as International Coastal Cleanup Day in observance of the Global Coastal Cleanup celebration. With a theme: "Clean Season for Healthy Fisheries" in harmony with the United Nations Decade of Oceans Science for Sustainable Development - Ocean Decade Challenge 3, which aims to Sustainably Feed the Global Population. The sites fro the cleanup include the SM by the Bay in Pasay, Wetland Park in Las Piñas and Parañaque, Tanza Marine Tree Park and Barangay Tongos in Navotas, Tullahan River in Barangay San Bartolome in Quezon City, Pasig River in Lawton Ferry Station and Baseco Beach in Manila, H2O Hotel in Ocean Park also in Manila, and at the back of Solaire Hotel in Parañaque City. PNP Hotline 911 nets suspected robber
Operatives of the Quezon City Police District, Novaliches Police Station PS 4 under P/Lt. Col. Jerry Castillo responded to a call from Hotline 911 early morning Monday, and arrested an unidentified man for robbery (akyat bahay), alarm and scandal, and direct assault of a police officer. It was reported that at 2:30 a.m. of 11 September, victim Felnarie Jolo, was sleeping inside their house at Block 2, Lot 16, Amethyst Street, Goodwill Homes, Barangay San Bartolome, Novaliches, Quezon City. Jolo was reportedly awakened by a loud noise from their galvanized roof. She checked and saw the suspect armed with bladed weapon. She approached the man but became unruly causing fear and disturbance in the area. At that instance, the PS 4 also received a telephone call from emergency hotline 911 regarding an akyat-bahay incident. PS 4 personnel immediately responded to verify the report and spotted the unruly suspect with the bladed weapon. As police officers approached and tried to pacify the suspect to surrender his bladed weapon, but he suddenly stabbed one of the police officers hitting his left hand. With this dangerous situation, the cop drew his service firearm, shot the suspect and arrested him. The wounded police officer was rushed to Novaliches District Hospital while the wounded suspect to Quezon City General Hospital for medical treatment. Pinay from Africa held with P18.3-M cocaine
A passenger flying in from Africa was arrested for allegedly trying to slip in illegal drugs worth P18.3 million at the Ninoy Aquino International Airport, the Philippine National Police Drug Enforcement Group said on Friday. In a statement, PDEG chief, Col. Dionisio Bartolome Jr., identified the suspect as Zenaida Esperanza Losloso, 49, a Filipina of Lucena City who had flown in from Addis Ababa, Ethiopia. Losloso was arrested by operatives of the PDEG, PDEA, NAIA Inter-Agency Drug Interdiction Task Group, Bureau of Customs-Port of NAIA at Terminal 3 at 9:45 p.m. on Thursday. Seized from her were 3,454 grams of suspected cocaine in a plastic sachet with an estimated value of P18,306,200. The suspect and evidence were brought to the PDEA office for documentation and disposition. She is facing charges of violation of Republic Act 9165 or the Comprehensive Drug Act of 2002 and RA 10863 or the Customs Modernization and Tariff Act. The BoC-NAIA said the illegal drugs were discovered after the suspect’s baggage went through the initial X-ray inspection. The X-ray screener marked it with an “X” to signal that the bag showed a suspicious image and needed to undergo a physical inspection.
