Bong Go to DTI: More livelihood opportunities for poor
Senator Christopher “Bong” Go expressed his support for the proposed budget for the Department of Trade and Industry (DTI) and its attached agencies during the Senate Finance sub-committee hearing on Tuesday, 3 October. He however appealed to the concerned agencies of government, particularly DTI, to address rising prices of commodities, mitigate the impact of inflation, and provide more livelihood opportunities for the poor to help them recover from the pandemic and other recent crises. “Bigyan po ninyo ng mas maraming oportunidad na makabangon ang mga mahihirap. Ang maayos na kabuhayan ang isa sa mga magiging susi sa pagginhawa ng pamumuhay ng bawat pamilyang Pilipino,” he explained. “Trabaho po ng DTI na bantayan rin ang mga presyo ng bilihin lalo na ngayon na lumalala ang inflation. Bagamat hindi natin kontrolado ang global factors na nagdudulot nito, sikapin dapat ng gobyerno na pagaanin ang hirap na dinadala ng ating mga kababayang pinakanangangailangan,” he appealed. Go’s stance comes in the wake of the recent Pulse Asia survey, conducted from 10 to 14 September, which showed that poverty and inflation were identified as two of the most pressing concerns. It is for this reason that the senator has urged the government to prioritize the creation of better job opportunities as a crucial step towards alleviating the suffering of the people and stabilizing the country's economy. “Nais kong iparating ang aking suporta para sa proposed budget at mga programa ng DTI. Ang DTI ay may malaking papel sa pagpapalago ng ating ekonomiya at pagpapabuti ng kalagayan ng ating mga negosyante at manggagawa,” said Go. These businesses are crucial in generating employment and driving economic growth. Go highlighted Republic Act No. 11960, or the One Town, One Product (OTOP) Philippines Act. Authored and co-sponsored by Go, the OTOP Philippines Program is a government-led initiative that allows each town or city in the country to capitalize on a unique product or service that embodies its identity, culture, and traditions. “Sa tulong ng batas na ito, ating pinapalakas ang mga lokal na negosyo sa bawat bayan at siyudad sa bansa. The proposed measure seeks to amend RA 6977 or the Magna Carta for Small Enterprises as amended by RA 9501, also known as the Magna Carta for MSMEs. If enacted, the SSF program would offer more cost-effective solutions to MSMEs by providing access to shared facilities and services that will help them improve the quality and productivity of their products, including equipment, tools, and machinery that they can use to upgrade their production processes that are typically expensive for individual MSMEs. During the previous administration, Go advocated for the Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which seeks to aid micro, small, and medium enterprises in crises and provide livelihood opportunities to more Filipinos. “Sa programang ito, tuturuan ang mga benepisyaryo na magnegosyo at bibigyan ng suporta para palaguin ito. Masarap sa pakiramdam kapag pinaghirapan at pinagpawisan ang iyong negosyo, napalago ito, at naiuwi sa pamilya ang kinita mula dito,” he said. He continues to support the implementation of the program to help more Filipinos in need of government support amid trying times. Bong Go pushes for increased salaries for public sector workers
Senator Christopher "Bong" Go expressed his support for the proposed implementation of salary increases for public sector employees during the Development Budget Coordination Committee (DBCC)'s presentation of the proposed 2024 National Expenditure Program (NEP) before the Senate Finance Committee on Tuesday, August 15. While the Salary Standardization Law (SSL) 6 is still pending legislation, Go lauded the finance managers of the current administration for preparing already the availability of fund sources for this endeavor. Meanwhile, Go highlighted the importance of SSL 5, which was passed during the administration of former president Rodrigo Duterte, as a response to the rising cost of living. The law was authored and co-sponsored by Go in 2019. "This year is the last year of the implementation of Republic Act No. 11466 or the Salary Standardization 5. Ito po ‘yung pinasa natin nung Duterte Administration dahil na rin po sa pagtaas ng mga presyo ng bilihin, isinusulong natin na magkaroon po ng SSL 6 para tuluy-tuloy ang pag-increase ng sweldo ng ating mga civil servants,” said Go. Undersecretary Janet Abuel clarified, "About P33 billion po sa first tranche, but for the entire four tranches po, about P133 billion but that was allocated four years." Concerned if the P16 billion would be sufficient, Go asked, "So, ito pong P16 billion, is it enough?" Pangandaman responded that it was still lacking but mentioned the possibility of accessing other compensation and lump sum funds. "Kulang pa po. But we have po dun sa MPBF (Miscellaneous Personnel Benefits Fund). Meron po kasing other compensation na lumpsum fund, pwede pa po s’yang gamitin. Pwede pong i-access ‘yung lumpsum fund na ‘yun if magkulang po yung P16.95 billion na yun,” she said. Sen. Go co-authors P150 daily wage increase bill
Cognizant of the need to continue helping ordinary Filipinos still reeling from the adverse effects of Covid-19, Senator Christopher “Bong” Go co-authored on Monday, 15 May, Senate Bill No. 2002, also known as the Across-the-Board Wage Increase Act of 2023. It seeks to implement a P150-increase in the daily wage of workers in the private sector. With half of the population still describing themselves as poor despite the gradual reopening of the economy based on recent surveys, Go, a member of the Senate Committee on Labor, asserts that government should implement measures to cushion the impacts of the Covid-19 pandemic and high inflation. “Totoo na dahan-dahan nang bumubukas ang ating ekonomiya at marami na rin ang nakakabalik sa kanilang mga trabaho at hanapbuhay. Pero hirap pa rin ang mga ordinaryong Pilipinong itawid ang araw-araw na gastusin dahil sa inflation at mababang suweldo,” Go explained. Go stressed that the march towards full and inclusive economic recovery must be felt by ordinary Filipino workers amid their struggle with daily expenses by ensuring that their families do not have empty stomachs. “Unahin natin ang kapakanan ng mga mahihirap. Dapat walang magutom. Dapat maramdaman nila ang pagbangon ng ekonomiya tungo sa mas ligtas at komportableng buhay pagkatapos ng pandemya,” he stressed. In the latest survey conducted by the Social Weather Station last March 2023, 51 percent of the respondents rated themselves as poor---a number which remains unchanged since the December 2022 survey of the same firm. Some 30 percent of Filipinos rated themselves as “borderline” while only 19 percent consider themselves as not poor. Of the 51 percent who considered themselves poor, some 1.8 million families (6.5 percent) admitted that they were not poor one to four years ago, aptly called as “newly poor”. Some 10 million families, representing 39 percent of those surveyed, also consider themselves food-poor. “Importante ang laman ng tyan ng ating mga kababayan, huwag natin hayaan na may magutom,” Go previously said. The Committee on Labor and Employment, chaired by Senator Jinggoy Estrada, recently approved in principle the said bill, co-authored also by Senate President Pro Tempore Loren Legarda. While the Senator acknowledges that the government has to balance the interest of the employers and workers, Go reminded that companies and enterprises recently enjoyed a lower income tax through the passage of Republic Act No. 11534 or the Corporate Recovery and Tax Incentives for Enterprises Act or “CREATE” which was approved by former president Rodrigo Duterte. Meanwhile, Go filed last year SBN 1705 which proposes to increase the service incentive leave of private sector employees; and SBN 1707 which seeks to provide competitive remuneration and compensation packages to social workers in the country. He recently filed SBN 2107, or the “Freelance Workers Protection Act”, which seeks to provide protection and incentives for freelance workers. The measure aims to recognize the rights of freelance workers and ensure that they are protected and adequately compensated for their services. Last year, Go also filed SBN 1183, or the proposed “Media and Entertainment Workers’ Welfare Act”, which seeks to provide enhanced protection, security and incentives for media workers through additional health insurance package, overtime and night differential pay, and other benefits. To ensure that those who reside in rural areas lacking job opportunities are taken care of, Go also filed SBN 420, which seeks to offer temporary employment to eligible members of low-income rural households who are ready to perform unskilled physical labor for a period of time. In addition, the senator filed SBNs 1184 and 1191 which aim to further protect the welfare and interest of the country’s delivery service riders and seafarers, respectively. The International Monetary Fund, commenting on the 6.4% Gross Domestic Product of the country for the first quarter of the year, stressed that the country’s economic growth must be sustained at 6 percent this year considering the inflation rate that remains high. In a statement, the Fund said “Risks to inflation remain on the upside, and a continued tightening bias may be appropriate until inflation falls decisively within the 2-4 percent target range.” “Nag-expand nga ang ating economy pero mataas pa rin ang inflation rate. Nitong nakaraan nga ay mukhang humina ang ani ng ating mga magsasaka dahil na rin sa pananalasa ng mga bagyo habang ang ilan naman ay hirap nang makasabay sa pagtaas ng presyo ng mga pangunahing bilihin at langis. Layon pa naman ng administrasyon ni Pangulong Ferdinand Marcos Jr. na pababain ang presyo ng bigas at kahit pa may mga programa nang ipinatutupad ang pamahalaan ay hindi pa rin ito nakakasapat. Kaya naman minumungkahi ng isang rice group ang pagpapalakas ng local production ng bigas sa harap ng tumataas na presyo nito sa merkado, na idinahilan nila sa pagmamanipula sa presyo nito. Ayon kay Cathy Estavillo ng Bantay Bigas, ikinadismaya nila ang kawalan ng buffer stock umano ng National Food Authority na may balak na mag-import ng bigas para rito. Giit din ni Estavillo, mga importer ang ang makikinabang sa plano ng NFA ay malaki ang posibilidad na mas tumaas pa ang presyo ng bigas. “Maaaring maulit ang nangyari noong 2018 na umabot sa 80-90 ang kada kilo ng bigas,” saad ni Estavillo sa isang panayam. Para maiwasan ito, dapat umanong bigyan ng gobyerno ng sapat na ayuda ang mga magsasaka. “’Yung support services, subsidies, irrigation, post-harvest facilities dapat may gawin din ang gobyerno,” sabi ni Estavillo. Hanggang ngayon ay nagdurusa pa rin ang ating mga kababayan sa Oriental Mindoro dahil sa epekto ng oil spill mula sa MT Princess Empress dahil talagang apektado ang kanilang kabuhayan maging ang kalikasan. Bagama’t may mga programa na ang pamahalaan na ipinatupad upang maibsan ang hirap ng ating mga mangingisda sa nasabing lugar, hindi pa rin ito sumasapat dahil sa patuloy rin na pagtaas ng presyo ng mga bilihin. Puspusan na rin ang ginagawang paglilinis ng pamahalaan ng mga langis na kumakalat sa karagatan, pero maging ito man ay hindi pa rin sumasapat dahil mas mabilis ang pagkalat ng langis. At ngayon nga, mukhang magpapatuloy pa rin ang problema ng oil spill dahil ayon sa Philippine Space Agency (PhilSA), may nakikita pa ring posibleng pagtagas ng langis mula sa lumubog na MT Princess Empress, base sa pinakahuling satellite images mula sa kanila. Sa mapa na ibinahagi ng PhilSA na kuha mula sa National Oceanic and Atmospheric Administration (NOAA), isang federal agency ng Amerika na tumitingin sa mga kondisyon ng mga dagat at himpapawid, noong April 13, 2023 pasado alas-5 ng madaling araw Manila time makikita ang imahe ng oil spill na may haba na 9 nautical miles at lapad na 0.25 nautical miles. “9 kilometers long ang slick na ito so medyo mahaba ito, almost half ng EDSA...tapos ang width niya, 400 meters so kalahating kilometro po siya,” ayon kay PhilSA Supervising Science and Research Specialist ng Space Data Mobilization and Applications Division Eng. Roel De la Cruz. Base sa satellite image, natagpuan ang oil slick malapit kung saan lumubog ang barko, na makikita sa berdeng tuldok sa mapa. Aminado si De La Cruz na bagama’t malaki ang posibilidad na ito ay oil spill base sa satellite data dahil sa “high” confidence rating na binigay dito, kailangan parin ng makita sa mismong lugar kung ito ba ay talagang tagas ng langis na mula sa lumubog na barko. Sana lamang ay magawan na ng pamahalaan ng paraan upang maialis na o maiahon man lamang ang lumubog na barko upang tuluyan nang matigil ang pagkalat ng langis sa karagatan. Isang grupo ng mga nars ang nanawagan nitong nakaraan na kailangan nang pataasin ng pamahalaan ang starting salary sa kanilang hanay dahil sa nagpapatuloy na pagtaas ng presyo ng mga pangunahing bilihin. Ayon sa grupong Filipino Nurses United, kailangang maging P50,000 na starting salary para sa nurse sa pampublikong ospital dahil hindi na umano nakakabuhay ang kanilang tinatanggap na sahod sa ngayon. “Kung ito po ay nasa pribadong sector, nakapako yan matagal na sa P570 a day, or roughly po ay P12,540 a month,” saad ni Filipino Nurses United president Maristela Abenojar. “Samantalang po sa gobyerno na bahagi ang ating mga public health nurses ay magsisimula dapat sa Salary Grade 15 o P36,610. Pero, ito po ay hindi nai-implement sa mas marami pang lugar lalo na po sa mga probinsya.” Paliwanag ni Abenojar, noong 2018 pa lang ay tinatayang nasa P32,000 na ang living wage para sa isang pamilyang Pilipino na may limang miyembro, ayon sa IBON Foundation. “Limang taon na ang nakakaraan. Ang P32,000 na yan ay hindi na talaga sasapat,” sabi pa ni Abenojar at aminado rin siya na bagamat sakop ang mga nars ng Salary Standardization Law na nagtataas ng sahod ng mga kawani ng gobyerno -- kabilang na ang mga nurse na nagtatrabaho sa mga pampublikong ospital – ay tingi-tingi ang pagbibigay ng umento sa sahod sa ilalim ng nasabing batas. “Kaya ngayon po yung halaga na yan, hindi na po sapat para doon sa cost of living natin sa kasalukuyan,” sabi ni Abenojar. Ayon sa kanya, may inihain nang panukalang batas si ACT Teachers party-list Rep. France Castro na layong gawing P50,000 ang starting salary ng mga nars. “Patuloy pong dumadami ang ating mga kasamahang nurses na na nagla-lobby po para sa karapatang ito,” dagdag pa ni Abenojar.
