Lebanon court orders ex-car boss Ghosn out of Beirut home: official
A Lebanese judge has decided to evict former Nissan boss Carlos Ghosn from his luxury home, a judicial official said Saturday, four years after an investment firm accused him of "trespassing". Ghosn, who took up residency in the Beirut property after fleeing prosecution in Japan in 2019, appealed the ruling on Friday, the official added. A spokesperson for Ghosn confirmed he had appealed. Ghosn and his wife must "vacate the property... within a month", according to a copy of the decision seen by AFP and dated 16 October. The home with pink walls in the Lebanese capital's upscale Ashrafieh neighborhood is worth some $19 million and is registered to Lebanese company Phoinos Investment, the judicial official said, requesting anonymity as they were not authorized to speak to the media. Phoinos initiated the legal action in 2019 and has accused Ghosn of "trespassing on private property and living in the home without legal basis", the official added. According to the court document, Ghosn said the company was affiliated with Nissan and that "the property was purchased... for his residence, and there is a signed agreement with Nissan that grants him the right to reside" there. Ghosn occupied the home "according to a contractual relationship linking... Ghosn and Nissan", the decision said. However, the end of that relationship and the plaintiff's wish to retake the property invalidates "the legal basis" of his occupancy, it added. In a written statement to AFP, a Ghosn spokesperson said documents that had been unavailable for prior hearings in the cast would support his appeal. "He will now be able to present all the documents held up in Japan that he was unable to secure on time," the statement said. Ghosn, the former chairman and chief executive of the Renault-Nissan-Mitsubishi alliance, was arrested in Japan in November 2018 on suspicion of financial misconduct, before being sacked by Nissan's board in a unanimous decision. He jumped bail late the following year and made a dramatic escape from Japan hidden in an audio-equipment box, landing in Beirut, where he remains an international fugitive. Ghosn has always denied the charges against him, arguing they were cooked up by Nissan executives who opposed his attempts to more closely integrate the firm with French partner Renault. Japan and France have sought his arrest, but Lebanon does not extradite its citizens, and judicial authorities have slapped a travel ban on Ghosn, who holds Lebanese, French, and Brazilian nationality. LTO chief seeks full gov’t takeover of IT system from German contractor
Land Transportation Office Chief Assistant Secretary Atty. Vigor D. Mendoza II on Thursday said he is seeking a full takeover of the IT system which the government contracted with the German company Dermalog to handle all the transactions in the agency in 2019. This is in line with President Ferdinand “Bongbong” Marcos Jr.'s order to Department of Transportation Secretary Jaime Bautista to digitalize all government transactions as part of giving faster and more convenient services to the public. Mendoza said the LTO's takeover of the Land Transportation Management System will address the technical issues raised by the Commission on Audit and the Department of Information and Communications Technology. The assessment and evaluation of the DICT disclosed 14 deficiencies in the LTMS system and 166 needed enhancements to further improve the system. “Our IT experts are capable of operating and maintaining the system. In fact, sila po ang talagang nagtrabaho at patuloy na nagta-trabaho para ayusin ang sistema para maging madali at komportable sa ating mga end-users, and eventually maging fully utilized na ang ating online platform,” Mendoza said. The issuance of driver’s license is now 10 percent under LTMS, while the renewal of motor vehicle registration is now at 95 percent under the LTMS system from 70 percent when he assumed the top LTO post late July this year, said Mendoza. The focus right now, he added, is to further improve the registration of newly-registered units or NRUs, which is currently at 60 percent under the LTMS system. 2 Koreans wanted for telecom, wire fraud arrested
Two fugitives were captured by the Bureau of Immigration (BI) after being sought by South Korea and the US for their involvement in fraud-related operations. BI Commissioner Norman Tansingco confirmed the arrests of the two South Korean fugitives, who were identified as Kwon Junyoung, 38, and Seok Jongmin, 48. The two were arrested last Saturday in Brgy. Cuayan, Angeles City, Pampanga, by the BI Fugitive Search Unit (BI-FSU) operatives. Tansingco said that the operation was conducted in collaboration with the South Korean authorities, government intelligence groups, and the Angeles City Police Station. According to the South Korean authorities, Kwon is wanted for telecommunications fraud in South Korea, while Seok is wanted in Texas for engaging in wire fraud, money laundering, and identity theft. The BI chief said that as the BI board of commissioners has already issued summary deportation orders against them, soon they will be deported to face the crime they committed. Tansingco added that their names were also placed on the bureau’s blacklist of undesirable aliens, so they are now banned from re-entering the Philippines, the BI chief added. According to information obtained from Interpol's National Central Bureau (NCB) in Manila, the Suwon District Court in Korea issued an arrest order for Kwon on 12 December 2019. Authorities claimed that Kwon was part of a telecom fraud syndicate operating in Dalian, China, that used voice phishing to call random victims. Based on reports, the callers impersonated investigators from the Seoul Central Prosecutor's Office in order to harass the victims and trick them into transferring money to the syndicate's accounts. In contrast, the NCB revealed that Seok is the subject of an arrest warrant issued by the US district court in Western Texas. He is accused of conspiring to commit wire fraud, three counts of wire fraud, conspiring to commit money laundering, and three counts of aggravated identity theft. Seok is accused of working with other suspects to gain access to the websites of the US Departments of Defence and Veterans Affairs using thousands of US military veterans' stolen personal identification information (PII), depriving the victims of their benefits. The BI-FSU also reported that Seok was arrested after posting bail at the Angeles City regional trial court, where he was charged with robbery and extortion, and will be transferred to the BI’s facility in Bicutan, Taguig. While Kwon will remain in the custody of the Angeles City police due to his ongoing local case, he will continue to be under the BI’s legal custody for deportation proceedings. Countless proclamations yet no action – HPFPI President
Speaking during the Philippine Forum 2023 at the PICC, People’s Federation of the Philippines Incorporated National President Maria Theresa Carampatana lamented the seeming inaction to address housing problems. She claimed that they have yet to see the implementation of several government programs. “There are so many proclamations that have not been taken care of, so if there is a solution, why not implement it immediately?” Carampatana said. She added: “If we are slow to come up with solutions and slow to take action, we will not achieve anything.” Carampatana outlined the primary issues and problems of poor citizens who have remained stigmatized due to insecurity of land and housing tenure, irregular jobs, and limited participation in development planning. Housing programs, she said, are equally important as appropriating funds for education and basic services. “If housing is not given the same focus as education and basic services, and if that continues, the problem of house deficits will increase,” she said. Carampatana presented priority actions and solutions: People-led Housing and Urban Development, Diversified Housing Modalities and Finance Mechanisms, and Security of Tenure for Urban Poor Communities. Warlito G. Quirimit, chief of the Department of Human Settlements and Urban Development Public Housing and Settlements, said the department has outlined resettlement housing options as a solution to the existing problem. “Under this framework, we are building resettlement housing options that must be available and affordable to the affected families. Included in this framework it also requires community development,” Quirimit said. Quirimit also added that the purpose of the community-based initiative is to promote the participation of the affected families in the urban poor community. “The community-based initiative approach, which was issued under the Memorandum Circular 2019-714 under this strategy is designed to build on community initiative and promote the participation of the affected families through their community associations in relation to the resettlement decision-making process. The community association participates in the project planning and in the implementation, particularly in the choice of permanent housing in resettlement projects, through financing in the selected sites and other commitments to participate in the project implementation process,” He said. The 4PH program, a centerpiece of the Marcos Administration, calls for the development of one million housing units annually until 2028 to address the housing needs and backlogs, while also improving target beneficiaries’ affordability by lowering the affected families’ monthly amortization and facilitating access to both end-user financing and developmental loans. Children getting second malaria vaccine
The World Health Organization on Monday recommended a second malaria vaccine for children raising hopes of saving hundreds of thousands of lives by plugging a huge serum supply and demand gap. The new R21/Matrix-M vaccine, developed by Britain’s Oxford University and manufactured by the Serum Institute of India, has already been approved for use in Burkina Faso, Ghana and Nigeria. “Demand for the RTS,S vaccine far exceeds supply, so this second vaccine is a vital additional tool to protect more children faster, and to bring us closer to our vision of a malaria-free future,” WHO chief Tedros Adhanom Ghebreyesus said on Monday. In 2021, the RTS,S vaccine, produced by British pharmaceutical giant GSK, became the first to be recommended by the WHO to prevent malaria in children in areas with moderate to high malaria transmission. “Delivered to scale and rolled out widely, the two vaccines can help bolster malaria prevention and control efforts and save hundreds of thousands of young lives in Africa from this deadly disease,” WHO regional director for Africa, Dr. Matshidiso Moeti, said. Pilot programs to introduce the RTS,S vaccine in three countries — Ghana, Kenya and Malawi — have enabled 1.7 million children to receive at least one dose since 2019. These programs have led to a substantial reduction in severe and fatal forms of malaria, and a drop in child mortality. At least 28 African countries plan to introduce a WHO-recommended malaria vaccine as part of their national immunization programs, the WHO said. Domestic aviation rebounds this year
The local aviation industry, which was badly hit by the global health crisis, is seen to achieve full recovery this year. This was according to the International Air Transport Association in a recent forum organized by the European Chamber of Commerce of the Philippines. During the Aviation Forum last week, Yuli Thompson, area manager for the IATA in Southeast Asia, said the Philippines and the rest of the Asia Pacific region’s aviation market is swiftly recovering and seeing a consistent rise in terms of growth in international and domestic travel. Thompson said passenger traffic trends for international flights in the Philippines were logged at 75 percent of 2019 levels as of June 2023. As for the Asia Pacific passenger forecast, Yuli maintained that domestic travel will fully recover in 2023, while international travel will occur sometime in 2026. Further, Asia Pacific will be seen to lead in traffic growth in the next 20 years. “However, overcoming current challenges riding on the current momentum, and meeting full recovery will require strong interventions from all players in the aviation sector,” he said. Infra investments For his part, Cebu Pacific Air chief executive officer Michael Szucs emphasized the need to invest in infrastructure, citing that “Philippine carriers will need to quadruple in size to cater to growing demand.” In her keynote speech, Secretary Grace Poe urged stakeholders to support necessary infrastructure investments, especially following the air system glitch incident earlier this year. The senator called for the acquisition of a new Communication, Navigation, and Surveillance/Air Traffic Management. Poe also recommended the hiring of a third-party maintenance provider for the CNS/ATM system. “It is my hope that the government, the private sector, and other stakeholders can work together and collaborate on air transport projects which will not only generate economic growth but also provide our people with excellent and affordable public services that can improve the quality of life for all,” she said. Also filed by Poe is Senate Bill 1121 which proposes the creation of a Philippine Transportation Safety Board. Under the directive of the current Marcos administration, Department of Transportation Undersecretary for Aviation and Airports Roberto Lim highlighted the government’s key priorities, including aviation safety and strengthening of learning institutions. Lim further noted the agency’s priority of strengthening the Civil Aviation Training Center and engaging with the private sector as close partners for Air Transport Skills Training and Development. “If we are able to train our air traffic controllers, we would not only meet our own requirements, but the requirements of other countries. We can develop this on an institutional basis,” said Lim. Open up the industry Kurt Edwards, director general of the International Business Aviation Council, also raised the fact that much could be gained “by opening the industry and making it more known to people.” In terms of managing safety risks, Captain Manuel Antonio Tamayo, director general of the Civil Aviation Authority of the Philippines, shared initiatives to advance safety capabilities in the aviation sector through the State Safety Program. The program employs a risk-based approach to regulations, capacity building and integration of a new organizational structure for monitoring and evaluation. Better services seen after GCash acquires ECPay
Customers can expect better services from financial service provider Gcash after its parent firm Globe Fintech Innovations Inc. or Mynt acquired 77 percent of Globe Telecom Inc.'s stake in Electronic Commerce Payments Inc. or ECPay for P2.31 billion. In a stock report on Monday, Globe disclosed that ECPay’s minority stakeholder, Payment One, Inc., is also a party to the transaction — effectively making it a full acquisition of ECPay by Mynt. The deal is still subject to regulatory approvals but once it is closed, ECPay will have access to GCash's platform which would translate to easier and more seamless services for users. “Mynt’s digital savviness will spill over to ECPay, maximizing its previously untapped potential. GCash, on the other hand, can further differentiate itself from its competition as mobile wallets in various shapes and sizes continue to pop up," Globe’s Chief Finance Officer, Rizza Maniego-Eala said in the report. "With ECPay in Mynt’s capable hands, Globe can better steer its ventures and synergistically grow the entire Globe Group ecosystem,” she added. Meanwhile, for Globe President and CEO Ernest L. U.S. asserts safe WPS passage for all
It has nothing to do with that particular country, or so they claimed rather cautiously and diplomatically. Navies of the Philippines and the United States opened their bilateral naval exercises yesterday, along with six other countries, at Naval Station Jose Andrada on Roxas Boulevard, Manila. The drills involve at-shore events at the Philippine Navy’s headquarters before going out to sea for exercises intended to improve the allied naval forces’ interoperability. Dubbed Exercise Sama-Sama, or Together, the exercise, according to Philippine Navy chief Vice Admiral Toribio Adaci, has nothing to do with a particular country that has figured in increasing tensions in the West Philippine Sea. But Adaci was obviously referring to China whose coast guard had used water cannons on Philippine Coast Guard-led resupply missions to Filipino troops stationed on the BRP Sierra Madre at Ayungin Shoal in the WPS. Adaci opened the exercise with US Fleet Commander Vice Admiral Karl Thomas. “The exercise is designed to be conducted here in Manila and the southern Luzon area,” Adaci said. Thomas, for his part, stressed the need to recognize the rules-based international order. Strong word “I think it is important that all nations have a right to sail and operate in the West Philippine Sea — free from worrying about being attacked,” Thomas said. “And attack is probably a strong word.” “I would say, free from being coerced, free from being intimidated. You know we want the commons to be common and open and free. And so long as our nations operate in accordance with the rule of law, in accordance with the rules and regulations, with the United Nations Convention on the Law of the Sea,” he said. Like Adaci, Thomas did not mention China, but it is common knowledge that the United States military has been conducting “freedom of navigation” patrols to keep the South China Sea open to international commerce. President Ferdinand Marcos Jr. last week ordered the PCG to cut the 300-meter floating barrier installed by Chinese militia vessels at Bajo de Masinloc or Scarborough Shoal. PN assets in action A 2016 arbitral ruling deemed China’s territorial claim on nearly the entire South China Sea, including areas that overlap the WPS, invalid. The ruling stemmed from a 2013 case filed by the Philippines against China before the Permanent Court of Arbitration, or PCA, after Beijing seized control of Scarborough Shoal in 2012. As the PCA junked China’s nine-dash line South China Sea claim, it affirmed the Philippines’ entitlement to its 200-nautical mile exclusive economic zone. Around 700 sailors and marines from different PN units are participating in the exercise, which will see in action, among other assets, the BRP Antonio Luna, and an AW109 naval helicopter. For the second straight year, the exercise will include the navies of Japan, the United Kingdom, Canada, France and Australia. They will be participating mainly in humanitarian assistance and disaster response drills. Observers Meanwhile, the Royal New Zealand Navy and the Indonesian Navy are also joining as observers the naval exercise that dates back to 1994 when it was known as Cooperation Afloat Readiness and Training. In 2017, its name was changed to Exercise Sama-Sama. Subsequently, the exercise was conducted annually across various regions: In 2017 at Naval Forces Central; in 2018 at Naval Forces Northern Luzon; in 2019 at Naval Forces West; and in 2021 at the Northern Luzon Command. Last year, it was held alongside Exercise Lumbas — the bilateral navy-to-navy exercise between the Philippines and Australia — with the limited participation of France, Japan and the United Kingdom. Man on a mission
He has been to hell and back since entering the country’s premier military school, the Philippine Military Academy, where he graduated magna cum laude in 1982, to seeing action as a police officer, and lately to waltzing into the ring of fire by entering politics. Much has been written about the exploits of former police general Benjamin “Benjie” Magalong, Baguio City Mayor, since 2019, with the positive usually outweighing the negative. Love him, hate him, but believe me, Magalong is no lone ranger. He can sustain the hard yards of fighting criminality and corruption that one wonders where he gets all the energy and focus in addressing the challenges that come his way. Last month, Magalong and a few local chief executives launched “Mayors for Good Governance,” a campaign for responsible leadership and anti-corruption in local governments. They signed A2, a manifesto committing local executives to transparency and the rule of law. The movement has already received support from more than 150 city and municipal mayors nationwide, a testament to how much rests on his stewardship. Corruption is like a “communicable” disease that can easily transmit the evils that go with it from the lowest strata to the highest echelon of society. It has many forms and strains — from petty graft to large-scale kickbacks — and affects people from all walks of life, generations, and races. People get used to it until it becomes a way of life, and in the process, they lose their independence of thought because their eyes are shut. Pope Francis described it best: “Some people behave in relation to corruption as they would with drugs. They think they can take it and leave it as they please. They start with something minor: a kickback here, a bribe there. And between this and that, they gradually lose their freedom.” Fighting corruption is like fighting drugs; it is never one-sided. There are hits and misses along the way. Anything is fair game when you put a face into a noble cause. I was a field operative of the Philippine Drug Enforcement Agency assigned in Region 8 when Magalong was director of PDEA’s Special Enforcement Service, which was responsible for dismantling numerous drug laboratories and causing the dismissal of several police scalawags. Magalong is one straight arrow. He never compromises his name when it comes to fighting drugs and crime. However, he is also a caring leader who always looks after his men like he would his children. He never tolerates shenanigans but lavishes praise and support for a well-done job. That’s why it did not come as a surprise when he was made chairman of the Mamasapano Board of Inquiry in 2015, which investigated the carnage of 44 Special Action Forces in Maguindanao. I have seen firsthand Magalong’s sincerity when it comes to public service. A public servant who goes beyond his comfort zone to give timely and proper assistance to the public, Magalong has the integrity and bravery to stand by his ideals to the detriment of his career because he wants the country to succeed. Like Magalong, I also had my share of fighting the tentacles of corruption in PDEA and later at the Bureau of Customs, once touted as the most corrupt government agency, during my seven-month stint as a commissioner despite the brickbats and the Sword of Damocles hanging above me. It was a lonely battle indeed, especially since I came to the bureau all alone. Tormentors coming from opposite directions were having a field day — from the not-so-harmless Marites (Mare, ano ang latest?) and Mariposa (Mare, post mo na) to greedy politicians and industry shenanigans. I have no moral qualms regarding Magalong’s mission — to take the arduous and lifelong task of making a difference in people’s lives, especially the poor, who are most hurt by corruption. Taking the high road is never easy, and I am sure that knowing Magalong, he could surmount all the hurdles, including the legal ones, that come in the end. Meta putting AI in smart glasses, assistants and more
Meta chief Mark Zuckerberg on Wednesday said the tech giant is putting artificial intelligence into digital assistants and smart glasses as it seeks to gain lost ground in the AI race. Zuckerberg made his announcements at the Connect developers conference at Meta's headquarters in Silicon Valley, the company's main annual product event. "Advances in AI allow us to create different (applications) and personas that help us accomplish different things," Zuckerberg said as he kicked off the gathering. "And smart glasses are going to eventually allow us to bring all of this together into a stylish form factor that we can wear." Smart glasses are one of the many ways that tech companies have tried to move beyond the smartphone as a user-friendly device, but so far with little success. The second-generation Meta Ray-Ban smart glasses made in a partnership with EssilorLuxottica will have a starting price of $299 when they hit the market on 17 October. The smart glasses also add the ability for users to stream what they are seeing in real-time, Zuckerberg said. "Smart glasses are the ideal form factor for you to let AI assistants see what you're seeing and hear what you're hearing." Meta also introduced 28 "AIs" that people can message on WhatsApp, Messenger, and Instagram with "personalities" based on celebrities including Snoop Dogg, Paris Hilton, and YouTube star MrBeast. Zuckerberg demonstrated an interaction with one such AI from the stage in a type-written chat promising that the new bots would soon be voiced. "This is our first effort at training a bunch of AI that are a bit more fun," Zuckerberg said. "But look, this is early stuff and these still have a lot of limitations, which you will see when you use them." SWAT raids cops’ house in ‘Betflix’ crackdown
SWAT teams led a crackdown on illegal online gambling network in Thailand on Monday that saw the house of potentially the next police chief raided. One of the 30 houses targeted was in central Bangkok and belonged to Deputy National Police Chief Surachate Hakparn, who is touted as a possible candidate to replace the outgoing police chief. Surachate, well known in Thailand for his regular appearances in the media giving updates on investigations, denied any involvement in the alleged gambling ring. “I’m not worried at all, because I’m not involved in this and I can answer any question,” he told reporters outside his home while the raid was under way. “Today I see this as nothing more than internal politics within the police,” he said. Police Major General Trairong Phiwpan said the raids stemmed from a probe into a gambling website called “Betflix” and 12 subsidiary sites. Investigators have issued 23 arrest warrants, he said, including eight for police officers —though Surachate said he was not among them. Officers conducting the raid said they were unaware whose house it was. The long-serving Surachate — nicknamed “the cat with nine lives” — has been linked to powerful figures in the previous government. He was appointed by ex-deputy prime minister Prawit Wongsuwan as chief of the Immigration Bureau in September 2018. He disappeared in 2019 over unclear reasons, before then-prime minister Prayut Chan-o-cha made him a special adviser on strategy to police in 2021. Remulla rejects cult’s request to hold DOJ probe in Sitio Kapihan
The officers and members of the suspected “doomsday cult” Socorro Bayanihan Services, Inc. requested the Justice Department (DOJ) to conduct the preliminary investigation on the charges filed against them in Sitio Kapihan, Surigao del Norte. Justice Secretary Jesus Crispin Remulla though categorically denied this request, stating, “That’s a big no. That’s not gonna happen.” Remulla made this clear during a press conference at DOJ yesterday. The DOJ chief justified the decision to move the preliminary investigation to the DOJ’s main office in Manila by highlighting that complainants and witnesses were unable to speak freely in Sitio Kapihan. Remulla said, “They want the Senate hearings to be held in their location and the DOJ to conduct the preliminary investigation there. Is the DOJ willing to do this? I don’t think that’s a good request.” While the SBSI had previously agreed to cooperate with the Senate’s investigation into the allegations against them, they insisted that the legislative hearing take place in their location. Remulla further explained the necessity of conducting the investigation in Manila: The reason we are stepping in and resuming the preliminary investigation in Manila is that the people there are unable to function properly due to threats and intimidation. That’s why we are investigating in Manila. We can send people there but not investigate there. The National Bureau of Investigation – Caraga Regional Office in Butuan City has recommended charging cult officers and members with qualified trafficking under Republic Act No. 9208 (Anti-Trafficking in Persons Act of 2003), violation of RA 7610, kidnapping, and serious illegal detention after a thorough investigation. The recommendation was forwarded to the Surigao del Norte Prosecutor’s Office in June. Named respondents are Jey Rence Quilaro, also known as “Senior Agila,” Mamerto Galanida, and 11 other alleged cult officers and members. But Justice Assistant Secretary and spokesperson Atty. Mico Clavano revealed that the preliminary investigation encountered obstacles due to multiple motions for the inhibition of prosecutors. UN chief convenes ‘no nonsense’ climate summit, without China or US
UN Secretary-General Antonio Guterres is set Wednesday to host a climate meeting marred at its outset by the absence of speakers from the world's top two emitters, China and the United States. Despite increasing extreme weather events and record-shattering global temperatures, greenhouse gas emissions continue to rise and fossil fuel companies reap handsome profits. Guterres has thus billed the "Climate Ambition Summit" as a "no nonsense" forum where leaders or cabinet ministers will announce specific actions that deliver on their commitments under the Paris Agreement. The bar for making the podium was set high, with the UN chief making clear that only leaders who had made concrete plans to achieve net-zero greenhouse emissions would be allowed to speak. After receiving more than 100 applications to take part, the UN finally released a list on Tuesday night of 41 speakers which did not include China, the United States, the United Kingdom, Japan or India. "Tomorrow, I will welcome credible first movers and doers to our Climate Ambition Summit," Guterres said Tuesday. Several major leaders didn't bother making the trip to New York for this year's UN General Assembly, including President Xi Jinping of China and Prime Minister Rishi Sunak from the United Kingdom, who said he was too busy. US President Joe Biden, who addressed the General Assembly on Tuesday, sent his climate envoy John Kerry to the meeting -- though Kerry won't be permitted to speak. "There's no doubt that the absence of so many leaders from the world's biggest economies and emitters will clearly have an impact on the outcomes of the summit," Alden Meyer of climate think tank E3G said. He blamed competing issues -- from the Ukraine conflict to US-China tensions and rising economic uncertainty. "But I think it's also the opposition in many of these countries from the fossil fuel industry and other powerful interests to the kind of transformational changes that are needed," said Meyer. Catherine Abreu, executive director of nonprofit Destination Zero, said it was "perhaps a good-news story that we see Biden not being given a speaking slot at the summit" because the United States is continuing to expand fossil fuel projects even as it makes historic investments in renewables. "I think about this as being a correction from past summits, where leaders have been given the opportunity to take credit for climate leadership on the global stage, while they continue to pursue plans to develop fossil fuels, and continue driving the climate crisis back at home," she added. While the United States won't take the rostrum, California will be represented by Governor Gavin Newsom. From Britain, London Mayor Sadiq Khan will also attend. Growing anger The event is the biggest climate summit in New York since 2019, when Greta Thunberg stunned the world with her "How Dare You" speech before the UN. Anger is building among climate activists, particularly younger people, who turned out in thousands last weekend for the "March to End Fossil Fuels" in New York. Observers are eager however to see what Canadian Prime Minister Justin Trudeau and European Union President Ursula von der Leyen say both on their own goals and on financing commitments for the developing world. The failure of advanced economies, responsible for the majority of historic emissions, to honor their promises to the worst affected lower-income nations has long been a sore point in climate talks. DITO passed 4th technical audit
DITO Telecommunity, a China-backed company that broke the industry duopoly of Globe and PLDT, has passed its fourth government-mandated technical audit that measures its compliance with network coverage and internet speed commitments. In a letter sent to DITO Telecommunity chief administrative officer Adel Tamano, the National Telecommunications Commission or NTC confirmed that it passed its fourth yearly technical audit. The independent audit is part of the conditions outlined in the Certificate of Public Convenience and Necessity or CPCN given to the company. The Independent Auditor’s Report of Factual Findings from the Conduct of Specified Procedures — Year 4 Committed Levels of Service dated 29 August submitted by R.G. Manabat & Co. to the NTC stated that DITO surpassed its target. As part of the issuance of its CPCN in July 2019, DITO Telecommunity needs to record 70.01 percent network reach with a minimum speed of 55 Mbps in the third year of its commitment period. Notably, the audit showed that DITO now covers 80.65 percent of national population coverage. Affordable Internet fulfilled Its minimum average broadband speed or MABS, meanwhile, clocked in at 74.97 Mbps for 4G and 639.32 Mbps for 5G for all sites with a combined MABS of 357.14 Mbps. “Despite all the challenges that we have faced, we continue to achieve our commitments to government and the Filipino people, to provide affordable world-class service and to serve the underserved. This is in support of the Marcos administration’s drive towards digitalization and Nation-building,” Tamano said. If DITO fails to fulfill its commitments on time, the government forfeits, in its favor, the P25.7 billion performance bond that DITO paid before construction activities. DITO has promised to cover 84 percent of the Philippines and offer a minimum average speed of at least 55 Mbps by the end of its commitment. DITO recently conveyed that unresolved interconnection issues with its rivals have been affecting its subscriber base expansion as well as its development of new products for users. The PCC affirmed DITO’s complaints last year over the alleged anti-competitive behavior of its rivals regarding their interconnection deals. PCC said it found “reasonable grounds to open a preliminary inquiry into the complaints filed by Dito Telecommunity against Globe Telecom and Smart Communications.” Under Executive Order 59 issued by late President Fidel V. Ramos in 1993, interconnection is a mandated and important component of the telco industry as it allows interoperability and exchange of calls, SMS, and other information from one network to another. It's rare for a news outlet to dedicate a reporter to one personality, but the publication USA Today has decided Taylor Swift and Beyonce are phenomena requiring their own beats. The recent announcement by Gannett, which owns USA Today, that it was seeking two journalists to cover the biggest names in music as if they were running for president triggered both excitement and eye rolls -- and broader conversation about coverage priorities in an increasingly fragmented and financially precarious news media environment. Gannett, which owns more than 200 daily newspapers, has slashed jobs across local markets over the past several years, laying off six percent of its news division in December. So news of the Tay and Bey positions struck a nerve. "I suppose now is a good time to remind Twitter that I'm the only full-time news reporter left at my newspaper that was sold by Gannett in December," said Brad Vidmar on X, the platform formerly known as Twitter. Vidmar, 41, works for The Hawk Eye, a newspaper in Burlington, Iowa that GateHouse, an investment firm-run publishing company, purchased in late 2016. In 2019 GateHouse acquired Gannett and took its name, becoming the largest newspaper company in the nation -- and one with a reputation for scooping newspapers before curtailing their resources. Gannett resold The Hawk Eye to a family-owned media company in late 2022 -- its staff a skeleton of what it once was. "They just kept cutting and cutting and cutting staff all across the board," Vidmar told AFP. "What you saw was a situation where there are fewer reporters, reporters forced to take on multiple beats." Losing local content meant filling the paper with wire stories or stories from the broader USA Today network, he explained. Vidmar said Gannett's announcement of the Swift job made "my eyes roll." "They've been downsizing newsrooms for years now, but of course, they need somebody dedicated to covering Taylor Swift," he said. Shaping a generation Gannett said the new positions will be employed by USA Today and The Tennessean, the company's Nashville-based paper. The aim of the new jobs -- which are in addition to three music reporters The Tennessean now employs -- will be to "capture the excitement around Swift's ongoing tour... while also providing thoughtful analysis of her music and career," Gannett said. Another position is aimed at similarly analyzing Beyonce's impact. The NewsGuild's New York branch was skeptical, writing on X: "Gannett's strategy to be profitable again: 1) Lay off hundreds of reporters 2) Destroy local news coverage 3) Hire a Taylor Swift reporter." Lark-Marie Anton, Gannett's chief communications officer, said in a statement to AFP that "these roles do not come at the expense of other jobs," noting that in Gannett's bid to "grow our audience," the company has hired 225 journalists since March and has more than 100 open roles. "Taylor Swift and Beyonce Knowles-Carter are artists and businesswomen. Their work has tremendous economic impact and societal significance influencing multiple industries and our culture -- they are shaping a generation," Anton said. Under pressure Robert Thompson, a media scholar at Syracuse University, said his initial reaction to the new jobs was questioning whether "this is a joke." But he said after more reflection "I think it would be silly to categorically dismiss this... There are so few things that everybody really kind of knows whether they're fans or not, and Beyonce and Taylor Swift are some of the very rare ones." The jobs have the potential to allow for "really insightful ways to tell the story of 21st-century America through the lens of its most popular personages," he said. On the other hand, Thompson acknowledged that the negative reaction to the new jobs in light of dwindling local news coverage is reasonable. "If you were to get a bunch of people together and say, 'We've got X number of dollars, how should they be spent?' Most of them would probably not say the Taylor Swift beat," he said. "But that doesn't mean that separate from that context there can't be some really good things to come of it." If performed correctly, the new jobs are not necessarily the "dream" careers some headlines have touted them as he said. The fan bases for both Swift and Beyonce are notoriously defensive -- music critics who make even the slightest negative comment about their idols can be doxxed or receive death threats. Women’s tennis returns to China after Peng Shuai boycott
Professional women's tennis tournaments return to China on Monday, less than two years after the WTA vowed to boycott the country out of concern for player Peng Shuai and risks to its players and staff. The WTA tournament opening Monday in the southern metropolis of Guangzhou will be the first in mainland China since 2019 -- and while no top-20 stars are expected to attend, it is set to attract plenty of attention. The WTA suspended activities in China in December 2021, when former world doubles number one Peng briefly disappeared after making -- and then withdrawing -- accusations of sexual assault against a senior Chinese leader. Saying the issue was "bigger than business", the tennis body insisted it would not hold events in China until Beijing guaranteed the safety of Peng. "Given the current state of affairs, I am also greatly concerned about the risks that all of our players and staff could face if we were to hold events in China," WTA chief Steve Simon said at the time. Peng published a long social media post in November 2021 saying she had been "forced" into sex during a years-long, on-and-off relationship with Zhang Gaoli, a married ex-vice premier of China 39 years her senior. She has since denied she accused anyone of sexual assault and described the situation as a "huge misunderstanding". Peng has not been seen outside China since the allegations were made. In April this year though, the WTA announced the resumption of tournaments, admitting its "principled stand... a powerful message to the world" had not been able "to bring about change". "It was, in my opinion, a complete capitulation, because it was pretty obvious to anyone who knows anything about China that China wasn't going to offer a free or fair investigation into the sexual assault claims," China-based sports expert Mark Dreyer told AFP. "I really do feel they've undone all that good will that they had gained by taking a principled stance." Dreyer added that the suspension had been largely symbolic as most international sporting events were put on hold during the pandemic under China's strict zero-Covid policy. - An economic choice - China is a crucial market for the WTA, given the quality of local infrastructure and investment as well as TV rights and sponsorship deals with mainland partners. "The choice to return is an economic one," Lionel Maltese, a former member of the executive committee of the French Tennis Federation, told AFP. "The income generated in China has a strong impact on the financing and income of all players." Before the pandemic, the WTA organized 10 tournaments in China each year -- with a total of $30 million in prize money -- out of more than 60 tournaments globally. These included the WTA Finals in Shenzhen, which in 2019 offered the largest tennis prize in history: $4.4 million. China is also home to five players on the world's top 100 list. They include 20-year-old Zheng Qinwen, world number 22 and recent quarter-finalist at the US Open, and 21-year-old Wang Xinyu, this year's French Open women's doubles winner. These stars have boosted the popularity of tennis in China, along with the market's economic potential. "If you have enough big names, the money will come, the tournaments will come," Dreyer told AFP. - 'Convictions' - The headliners in Guangzhou are likely to be world number 24 Magda Linette from Poland and Romania's Sorana Cirstea, currently world number 26. Mexico, Pampanga honors BCDA chief Joshua Bingcang
Bases Conversion and Development Authority President and Chief Executive Officer Engr. Joshua M. Bingcang was recently commended by his hometown Mexico, Pampanga for his dedication to public service and exemplary leadership, enabling him to rise from the ranks. The Sangguniang Bayan of Mexico on 11 September 2023 presented Bingcang a copy of Municipal Resolution No. 138-2023, which expresses the municipality’s “pride and honor” on the recent appointment of Bingcang to the top management position of BCDA. This comes on the heels of the Angeles City Council’s resolution last month commending Bingcang for bringing pride to the province of Pampanga. “Engr. Bingcang has performed vital tasks that prove his commitment and love for Pampanga and the Metro Clark areas through his roles in the planning and implementation of key projects,” a resolution issued by the Sangguniang Bayan of Mexico read. Bingcang led the completion of some of BCDA’s biggest projects, which serve as major social and economic growth drivers in Northern and Central Luzon. These are the completion of the Philippines’ longest toll road, the Subic-Clark-Tarlac Expressway; the development of Clark Freeport Zone and the first phase of the National Government Administrative Center in New Clark City; as well as the expansion and modernization of Clark International Airport. “We at BCDA will not be able to achieve all these accomplishments without the help of our public and private sector partners, like the Municipality Government of Mexico. A lot still needs to be done. Climbing the career ladder, Bingcang started working at BCDA as Project Development Officer III in 1996. In March 2023, he was appointed as President and CEO of the Clark International Airport Corporation, a subsidiary of the BCDA. President Ferdinand R. Marcos, Jr. then appointed Bingcang as BCDA President and CEO, taking his oath of office before Executive Secretary Lucas P. Bersamin on 6 June in Malacañang Palace.
