Bong Go to DTI: More livelihood opportunities for poor
Senator Christopher “Bong” Go expressed his support for the proposed budget for the Department of Trade and Industry (DTI) and its attached agencies during the Senate Finance sub-committee hearing on Tuesday, 3 October. He however appealed to the concerned agencies of government, particularly DTI, to address rising prices of commodities, mitigate the impact of inflation, and provide more livelihood opportunities for the poor to help them recover from the pandemic and other recent crises. “Bigyan po ninyo ng mas maraming oportunidad na makabangon ang mga mahihirap. Ang maayos na kabuhayan ang isa sa mga magiging susi sa pagginhawa ng pamumuhay ng bawat pamilyang Pilipino,” he explained. “Trabaho po ng DTI na bantayan rin ang mga presyo ng bilihin lalo na ngayon na lumalala ang inflation. Bagamat hindi natin kontrolado ang global factors na nagdudulot nito, sikapin dapat ng gobyerno na pagaanin ang hirap na dinadala ng ating mga kababayang pinakanangangailangan,” he appealed. Go’s stance comes in the wake of the recent Pulse Asia survey, conducted from 10 to 14 September, which showed that poverty and inflation were identified as two of the most pressing concerns. It is for this reason that the senator has urged the government to prioritize the creation of better job opportunities as a crucial step towards alleviating the suffering of the people and stabilizing the country's economy. “Nais kong iparating ang aking suporta para sa proposed budget at mga programa ng DTI. Ang DTI ay may malaking papel sa pagpapalago ng ating ekonomiya at pagpapabuti ng kalagayan ng ating mga negosyante at manggagawa,” said Go. Through Senator Mark Villar who presided over the budget hearing, Go manifested his support for DTI as it plays a pivotal role in shaping the economic landscape of the country, considering that it is responsible for crafting and implementing policies, programs, and projects that promote a competitive and innovative business environment. “Sa pagtugon sa mga hamon ng kasalukuyang panahon, napakahalaga na maglaan tayo ng sapat na pondo para sa DTI upang maipagpatuloy nila ang kanilang mahalagang mga proyekto at programa. Sa tulong ng mga programa ng DTI, mas mapapaunlad natin ang sektor ng negosyo sa bansa at mas magkakaroon tayo ng mas maraming pagkakataon para sa trabaho at kabuhayan,” he added. Moreover, Go said that the department is entrusted with the vital task of supporting micro, small, and medium enterprises (MSMEs) that constitute the backbone of the Philippine economy. These businesses are crucial in generating employment and driving economic growth. Go highlighted Republic Act No. 11960, or the One Town, One Product (OTOP) Philippines Act. Authored and co-sponsored by Go, the OTOP Philippines Program is a government-led initiative that allows each town or city in the country to capitalize on a unique product or service that embodies its identity, culture, and traditions. “Sa tulong ng batas na ito, ating pinapalakas ang mga lokal na negosyo sa bawat bayan at siyudad sa bansa. Meanwhile, Go also co-sponsored Senate Bill No. (SBN) 2021, which aims to institutionalize the Shared Service Facilities (SSF) project under DTI. The proposed measure seeks to amend RA 6977 or the Magna Carta for Small Enterprises as amended by RA 9501, also known as the Magna Carta for MSMEs. If enacted, the SSF program would offer more cost-effective solutions to MSMEs by providing access to shared facilities and services that will help them improve the quality and productivity of their products, including equipment, tools, and machinery that they can use to upgrade their production processes that are typically expensive for individual MSMEs. During the previous administration, Go advocated for the Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which seeks to aid micro, small, and medium enterprises in crises and provide livelihood opportunities to more Filipinos. “Sa programang ito, tuturuan ang mga benepisyaryo na magnegosyo at bibigyan ng suporta para palaguin ito. Masarap sa pakiramdam kapag pinaghirapan at pinagpawisan ang iyong negosyo, napalago ito, at naiuwi sa pamilya ang kinita mula dito,” he said. He continues to support the implementation of the program to help more Filipinos in need of government support amid trying times. Furthermore, Senator Go filed SBN 420, which aims to establish the Rural Employment Assistance Program (REAP) that will be operated under the purview of the Department of Labor and Employment (DOLE). He stands chest-deep in floodwaters and informs the audience that if they remembered his house tour of the previous years—a house he contributed to building with money from his showbiz earnings— it’s exactly the house behind his. You would think his home network had a hand in producing the documentary along with him, but upon reading his Instagram post, it turns out it’s self-made. “I always wanted to produce my own documentary, pero alam kong matrabaho,” wrote Aljon. “I'm proud to say na nagawa ko siya kasama ang kuya ko gamit ang dalawang camera at isang bangka.” He gives tremendous dignity to his subjects, and perhaps because it is his hometown and feels deep kinship with the people there, the tone of his documentary doesn’t condescend and there are even instances of levity. Why haven’t we gotten our ‘pangarap na Oscar’?
In Jules Katanyag’s raunchy horror-comedy Ang Pangarap Kong Oskars, from Mavx productions (now showing in cinemas), the eccentric director DMZ (Joross Gamboa) screams, “I want actors, not celebrities!” He and producer friend Bobby B (Paolo Contis) are gunning for the elusive Oscar trophy, or “Oskar,” via their dream movie project. Unable to fund their film, they get someone to produce it — but they have to compromise. The daughter of the producer, who is terrible at acting, has to be in it. They also want a big-budget movie that involves aswangs (special effects would cost gazillions), but they get “lucky” because Bobby B manages to hire actual local aswangs — mananganggal et al. The advanced screening held last 23 June was followed by a mediacon where Contis was in a fight-or-flight mode all throughout, with some press members squeezing into the conversation the controversies surrounding the prolific actor. But it was boring the lights out of me. Not much discussion on the film itself: the creative process, the craft. It’s all personality-based. An ingrown nail is more fascinating to me than Contis’ love life and his Eat Bulaga stint. But this is showbiz, the Internet is a vulture preying on rumors and controversies and a celebrity’s life is converted into views, comments, likes and shares. Since we started submitting to the Oscars in 1953, why haven’t we even been shortlisted? Katanyag’s directorial debut triggered thoughts in me about the Oscar dream. Sure, a subset of Filipino film professionals and critics spit at the Oscars as if it is the worst thing in the world. Still, no one can deny it’s a big event and it has some pretty great movies on its nominations list. The Oscars is an international media magnet. Imagine a Pinoy filmmaker going up the stage — for the first time in history — to take home the Best International Film award (or Best Director award), catapulting them to global fame and putting our country on the map of quality cinema. At the mediacon, someone asked the two actors about the possibility of an Oscar for the country. “Yes, possible… Naniniwala ako na kailangan ng buong suporta ng buong bansa. Una sa lahat, funding para sa mismong pelikula, magandang-magandang proyekto, at, again, kailangan ng campaign. So kailangan ng budget,” Contis said. “Actually, maganda maisabatas ‘yung support sa industry… Parang katulad sa ibang bansa, suportado talaga ng government. Kaya talaga napo-promote eh. Kasama napo-promote ang country,” said Gamboa. Great stories need no huge budget. Asghar Farhadi’s A Separation cost roughly $800,000. Nomadland, Moonlight and Call Me By Your Name are also some of the small-budget films that took home the Oscars. The “palakasan” system, the politics, corruption and chika play a major contribution. The Filipino crab mentality, deeply embedded in our culture, is also to blame. If it happens in your office or organization, of course it also happens in the film industry. There are plenty of untapped talents — promising filmmakers and creatives who never get an iota of a chance in a dog-eat-dog industry. The big people would rather pick their “tropa” or “bata” even if said people are untalented. Then, there are award-giving bodies driven by political agenda, granting awards to butt-ugly films to fight for their personal cause. Plus, Pinoys are celebrity-obsessed. Filipino moviegoers will watch Pinoy movies only if their idols are in them. Movies with unknown actors? These are snubbed. Most resort to Koreanovelas because they love the content and the storytelling — bonus is the fact that most Pinoys find Koreans attractive. We also lack originality and a real cinematic identity. Mainstream fare is heavily influenced by Hollywood, or we adapt Korean plots. Others even downright copy plots and dialogue from American films. Where are the unique stories? They are mostly found in indie fests, in Cinemalaya, where the best of the best can be found. Politics has also split the Filipino film industry. A movie will be bashed even before its release because it features actors or directors who campaigned for a politician the critics oppose. Then there are budget constraints, forcing productions to shoot in a matter of days, so everything is rushed. The result? Crude high school projects. What also irks me is how the industry almost demands or begs “support” (i.e. buy tickets to local movies). A ticket price, which is P500 average, is equivalent to a minimum-wage earner’s daily salary. We do not part with our money just because you said so. Show me an impressive trailer first. Jaded audience The Filipino audience is now jaded given the same old crappy local content — especially after being exposed to content worldwide through affordable streaming subscriptions. Where do you think Pinoys would spend their hard-earned cash if they desperately need entertainment? On a locally produced theatrical release that has a plot that they have seen a thousand times? Or a subscription to a streamer with more content to choose from? They can also get the cheapest: internet data for unlimited short-form entertainment in TikTok and social media. Also, this industry hates honest criticism. They feel that negative reviews are personal attacks on filmmakers. This mindset is not progressive at all. I believe in the talent of the Filipino creative. It’s just that if this toxic culture continues and the obsession with personalities versus the art of cinema continues, we will be left behind in the film arena. This is no longer just about winning the Oscars, or at least getting nominated. This is about acknowledging our dirt and learning to triumph over self-interest, politics and envy for the sake of Philippine cinema. But I guess, that’s a dream that is never going to happen soon. Bong Go checks on evacuees affected by Mayon’s unrest
Sen. Bong Go went to Albay on Thursday, 22 June to provide support to evacuees affected by Mt. Mayon’s unrest, aid indigents, and conduct an inspection of the Super Health Center in Tabaco City. Emphasizing the significance of investing in local health facilities, Go underscored the role of Super Health Centers in enhancing the accessibility of vital healthcare services for the local residents. “Ito pong Super Health Center, isa po ito sa pamamaraan para ilapit natin ang serbisyo medikal sa ating mga kababayan at madi-decongest ang mga ospital dahil hindi na kailangan ng mga buntis na pumunta ng ospital, pwede na po diyan ‘yung mga primary care,” he underscored. The Super Health Center that Go inspected is located in the National Housing Authority resettlement area in Brgy. San Vicente. The housing project was part of the Duterte administration’s efforts to provide housing for Typhoon Rolly victims in 2020. The project was approved in 2021 and started construction in 2022. There are 2361 housing units, built on a 20 hectare LGU property. This strategic location for the Super Health Center was made to provide essential medical services to recovering typhoon victims and their community. It will benefit the more than 2000 housing beneficiaries residing in the area. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. The Department of Health, the lead implementing agency, identifies the strategic areas where they will be constructed. Aside from Tabaco City, the DOH has identified the cities of Legazpi and Ligao; and the town of Camalig, Malilipot, and Pio Duran as locations for the Super Health Centers in Albay. Super Health Centers shall offer basic medical services under one roof, such as database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services in Super Health Centers are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, where remote diagnosis and treatment of patients will be done. Go also took the lead in organizing a relief operation at the Barangay San Antonio covered court in the city. The operation assisted 151 evacuees and 250 indigent residents. Go personally oversaw the distribution of essential aid from his office such as grocery packs, snacks, masks, and vitamins to the beneficiaries. Select individuals were also given additional items, including shirts, shoes, mobile phones, watches, and balls for basketball and volleyball. Furthermore, a team from the Department of Social Welfare and Development extended financial assistance to all qualified beneficiaries. More indigents will also be provided aid in the coming days through the initiative of the Office of Sen. Go, the LGU, and DSWD. Go, as Chair of the Senate Committee on Health and Demography, also offered to assist those with medical concerns as he encouraged them to seek the services of the Malasakit Center at Bicol Regional Training and Teaching Hospital in Legazpi City. Currently, there are 158 operational Malasakit Centers that have assisted more than seven million Filipinos nationwide, according to the DOH. “Ang Malasakit Center po ay one-stop shop, nasa loob na ho ng hospital ‘yung apat na ahensya ng gobyerno — ‘yung DOH, DSWD, PhilHealth, at PCSO. Tutulungan po kayo na mabayaran ang inyong billing,” said Go, who principally authored and sponsored Republic Act No. 11463 or the Malasakit Centers Act of 2019. Meanwhile, to help boost development in Albay and as Vice Chair of the Senate Committee on Finance, Go has also supported the construction of multipurpose buildings in Ligao City, Oas and Polangui; rehabilitation of several roads in Camalig, Daraga, Jovellar, Legazpi City, Ligao City, Pio Duran and Rapu-Rapu; and rehabilitation of flood control systems in Malilipot, Camalig, Daraga, Guinobatan, Malinao, Manito, Oas and Polangui. On the same day, Go likewise extended his assistance to evacuees in the town of Malilipot. Amid the continued state of unrest of the Mayon Volcano, Go reiterated his call for the passage of his proposed measures that will establish the Department of Disaster Resilience (DDR), as well as mandatory evacuation centers throughout the country. Go stressed that his proposed Senate Bill No. 188, which will establish the DDR, would centralize efforts, streamline coordination, and ensure more swift and effective response to emergencies. “It should be a cabinet-level dahil tuwing mayro'ng sakuna, dapat may point person talaga with clear authority and mandate,” added Go. The creation of the said department, if enacted into law, shall concentrate on three key result areas, namely: disaster risk reduction, disaster preparedness and response, and recovery and building forward better. The Office of Civil Defense has recently voiced its support for the establishment of the DDR. "Nabanggit nga kanina, paano natin pagbabawalan doon ‘eh coordination lang naman tayo, hindi ho ba? So kailangan po ng mas malakas na kapangyarihan ang Office of Civil Defense, maaaring maging departamento o authority; but it needs legislation," OCD Administrator Ariel Nepomuceno said in a recent interview when asked about evacuation efforts in permanent danger zones near active volcanoes. "Things can be better if there will be an independent authority or department, but it’s not that simple – tanggap po namin iyon… We leave it to Congress and we leave it to the Palace, to Malacañang. Meanwhile, kami naman, we are doing our best given the limitations, makakaasa po kayo," the OCD chief said. Meanwhile, Go also highlighted his proposed SBN 193 which seeks to mandate the establishment of permanent, secure, and well-equipped evacuation centers in every municipality, city, and province throughout the Philippines. “Sa pamamagitan ng panukalang ito, hindi rin maaantala ang pag-aaral ng mga bata tuwing ginagamit na pansamantalang tuluyan ang mga eskuwelahan. Realign portion of NTF-ELCAC’s P16 B to help typhoon victims — Hontiveros
Senator Risa Hontiveros said on Tuesday the government should realign a portion of the P16-billion anti-insurgency fund to relief and rehabilitation efforts for communities ravaged by super typhoon “Rolly.” Sen. (During this time of calamity, our people in the Bicol region and other provinces badly-hit by the typhoon need government funds),” Hontiveros said.“It is clear that the billions earmarked for NTF-ELCAC would be better spent on helping Filipinos battered by the typhoon get back on their feet,” the senator stressed.“Unahin nating bigyang-tulong at pondo ang mga nabiktima ng kalamidad, hindi ang mga ahensiya na puro pagre-redtag at pagkakalat ng fake news ang ginagawa. (Let’s prioritize helping victims of calamities by giving them funds, not agencies that do nothing but red tag people and just go about spreading fake news),” she reiterated.At the hearing of the Senate Committee on National Defense, the lawmaker noted that NTF-ELCAC has been allocated a proposed budget of P19-billion for 2021. Of this amount, P16-billion has been earmarked for its Barangay Development Program. Hontiveros also pointed out that the budget for NTF-ELCAC is “questionably astronomic” compared to the proposed budgets of other key agencies particularly the Department of Housing Settlements and Urban Development which only has P632-million, Office of the Ombudsman with only P3.36-billion, Department of Budget & Management (DBM) with only P1.9-billion, and even the Department of Finance (DOF) which only has P17.46-billion.“We should not spend such an inordinate amount of time and money on an agency running after ordinary citizens using the communist bogeyman. This is on top of the NTF-ELCAC’s bad track record of spreading fake news and silencing critical and dissenting voices,” she said. Hontiveros earlier defended entertainment personalities and women’s rights groups from the red tagging activities of Lt. General Antonio Parlade, chief of the Southern Luzon Command of the Armed Forces of the Philippines (AFP) and NTF-ELCAC spokesperson. She said she cannot begin “to imagine the anguish and emotional toll this must have taken on these women who have been directly-hit by these accusations, as well as their families.”“I am certain that it has also caused a chilling effect on citizens who only want to weigh in on issues of national importance and hold the government to account for its failures to the people,” she stressed. “The issues of the communist insurgency are not new to me. My party Akbayan historically has called for human rights accountability of non-state actors, at kasama dito ang NPA.
