President Ferdinand Marcos Jr. called for a "transformative agenda" to address global challenges and bridge divides as he signed a new United Nations Sustainable Development Cooperation Framework on Tuesday. The UNSDCF is a five-year plan to guide the UN's development activities in the Philippines from 2024 to 2028. It is aligned with the Philippine government's eight-point socio-economic agenda, the Philippine Development Plan, and Ambisyon Natin. In his speech at the signing ceremony in Malacañan, Marcos said that the UNSDCF is "oriented to support Philippine government policies and priorities embodied in the eight-point socio-economic agenda, the Philippine development plan, and Ambisyon Natin." He added that the UNSDCF "enjoins us and agencies in the government's determined pursuit of the highest aspirations of our people." Marcos said that the Philippines looks forward to "vigorous engagements and key issues that bear on the future of our communities, including food security, education, climate action, decent work, digital transformation, and disaster risk reduction." He also invited new approaches to help promote innovation driven by climate-smart and sustainable growth at all levels. Marcos said that the Philippines is also fostering access to green financing, lasting peace, and better public services across the archipelago. "With the UN delivering as one fully cognizant of the Philippine needs and context and the voices of its partners including civil society, our partnership can be a catalyst for the accomplishment of our shared goals in the 2030 Agenda for Sustainable Development," he said. Marcos also noted that the UNSDCF is among the first of its kind under the reformed UN development system. "Our collaboration will showcase the best and finest the UN development system can offer the world with programs that provide solutions and a far-reaching impact and provide good models of co-ownership, transparency, and accountability," he said. Marcos said that the UNSDCF brings with it not only the legacies of the Philippines' constructive and long-standing engagement with the UN, but also signifies the country's role in shaping more inclusive and effective multilateral institutions that embrace and bring tangible results to all. He added that the UNSDCF also acknowledges how the Philippines' best practices and experience can help the achievement of the SDG agenda elsewhere through South-South cooperation platforms. Marcos said that the UN recognizes that peacebuilding milestones in the Bangsamoro Autonomous Region in Muslim Mindanao offer valuable insight for peacemaking across the world. He added that the Philippines' advocacies in the Indo-Pacific and in the global arena for the rule of law and a peaceful settlement of disputes also provide opportunities for a more substantive engagement with the UN. Principled peace
Self-defense is essential for a nation’s survival, which was what the United States veto of the United Nations resolution calling for “humanitarian pauses” in Israel’s campaign against Hamas was all about. Based on a formula that Brazil and Russia drafted, the resolution was meant to allow aid delivery to the war zone, mainly in northern Gaza. Under United Nations rules, a “no” vote by any of the five permanent members of the Security Council stops action on any proposal. The body’s permanent members are China, France, the Russian Federation, the United Kingdom and the United States. Russia had proposed two amendments to the UN resolution seeking a ceasefire that the SC rejected. Russian Ambassador Vassily Nebenzia’s proposal came with its warning that anyone who did not support Russia’s draft resolution “bears responsibility for what happens.” Coming from Russia, the call for moral responsibility in Israel’s war against terror was somewhat off, considering its ongoing campaign to occupy Ukraine. In delivering the veto, US Ambassador Linda Thomas-Greenfield said the “resolution did not mention Israel’s right of self-defense.” “Israel has the inherent right of self-defense as reflected in Article 51 of the UN Charter,” she said. Thomas-Greenfield noted that the Security Council had reaffirmed the right in previous resolutions on terrorist attacks. “This resolution should have done the same,” she said. UK Ambassador Barbara Woodward said her country abstained from voting on the resolution as the text needed to clarify Israel’s inherent right to self-defense. She pointed out that the resolution also ignored that extremist group Hamas, which controls Gaza, uses Palestinian civilians as human shields. “They (Hamas) have embedded themselves in civilian communities and made the Palestinian people their victims too,” she said. She reiterated the UK’s support for Israel’s right to defend itself against Hamas, to rescue hostages, and to strengthen its security in the long term while calling on Israel “to take all feasible precautions” to avoid harming Palestinian civilians. The argument of the UK is the source of the dilemma in the current conflict — saving civilians but with the responsibility falling solely on the shoulders of Israel. Hamas, a terrorist organization, is not bound by, therefore is not expected to follow, UN resolutions. Directing Israel to implement a ceasefire, even momentarily, puts it at a disadvantage since Hamas and its terror allies will continue to fire their rockets while consolidating their forces. War indeed brings horrors that should not happen in a civilized world. Human frailty is brought to the fore by the greed and ambition of the terror organization, stripped of religious embellishment. Hamas wants to drive out the Israelis and establish a kingdom to rule over the Palestinians. A spokesperson of the Israeli Defense Forces said resolute action is necessary against Hamas to end its reign of terror and prevent the recurrence of its recent attack on civilians. The surprise assault on 7 October resulted in the slaughter of 1,400 mostly civilian Israelis. Israel then declared war on Hamas, which rules the Palestinian government, vowing to hold it accountable for the massacre. Hamas uses treachery and guile, digging bunkers and underground communities in civilian areas to evade the Israeli forces. The terror group uses the propaganda mill to elicit tacit support from countries with anti-Israel sentiments. It uses the Israeli airstrikes on its facilities that cause civilian casualties as leverage to get the Israeli operations to stop. The UN, as the organization relied on to keep the peace in the region, has failed to provide a fair and rational solution to the conflict. In a speech during the oath-taking ceremony on Wednesday in Malacañang, Marcos said that the new officials are “leaders and trailblazers in their own professions” who have demonstrated “patriotism, excellence, and wholehearted service throughout their careers and endeavors.” “I bestow on them the challenging but rewarding responsibility that their respective positions will entail,” Marcos said. He also reminded the new officials that they have a “big break that will change the course of their future” and that their term comes with the promise of “new beginnings, new systems, new practices.” “You now have more opportunities to create improvements in your respective workplaces,” Marcos said. He also emphasized the importance of the new officials’ unwavering commitment and presence to the sectors they serve. “As appointed leaders, your unwavering commitment and even your mere presence daily are crucial to the sectors that you serve [and] to the performance of your respective mandates,” Marcos said. Super Health Center in Tanauan, Leyte breaks ground
Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and Demography, is hopeful that more Filipinos, particularly those in far-flung areas, will be able to access basic health services through the establishment of more Super Health Centers nationwide. In a video message during the groundbreaking of a Super Health Center in Tanauan, Leyte on Thursday, 28 September, Go, who is an adopted son of the province, commended the Department of Health and the local government for the successful groundbreaking of the town's Super Health Center in Barangay Malaguicay. Super Health Centers are designed to focus on primary care, medical consultation, and early detection of diseases, further strengthening the healthcare sector in the country, especially in rural communities. He also stressed his commitment to bringing healthcare closer to the people, alleviating the burden of traveling long distances to receive basic health services. The groundbreaking was led by Leyte Governor Jericho "Icot" Petilla and Tanauan Mayor Gina Merilo, among others. “Ipagpatuloy natin na ilapit ang serbisyong medikal sa ating mga kababayang mahihirap na walang matakbuhan kung hindi ang mga gobyerno. Para sa mga mahihirap nating kababayan, napakaimportante po nito dahil iyan po ang kanilang lalapitan po talaga, itong mga government health facilities natin. The more we should support it, the more na mag-invest po tayo sa ating healthcare system,” Go said. “Ilapit po natin ang serbisyong nararapat para sa kanila. Huwag po natin silang pahirapan. Marami po sa mga kababayan natin sa iba’t ibang sulok ng Pilipinas na wala silang sariling health center. Kaya importante na mailapit natin ang serbisyong medikal mula gobyerno sa mga taong nangangailangan nito,” he stressed. Super Health Centers offer basic health services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services in Super Health Centers are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation centers; and telemedicine. Meanwhile, he also mentioned that there will be Super Health Centers to be established in Hilongos and Baybay City. Through the collaborative efforts of fellow lawmakers, sufficient funds were allocated for 307 Super Health Centers in 2022 and 322 in 2023. The Department of Health (DOH), the lead implementing agency, is tasked with identifying strategic areas for construction. The senator likewise encouraged those with health concerns to seek the assistance of any of the 159 Malasakit Centers nationwide, five of which are established in the province. The Malasakit Center brings all relevant agencies under one roof, such as the Department of Social Welfare and Development (DSWD), DOH, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office, to ensure poor and indigent patients can conveniently access medical assistance programs to cover their hospital-related expenses. Malasakit Centers have been opened at the New Western Leyte Provincial Hospital in Baybay City, Eastern Visayas Regional Medical Center (EVRMC) in Tacloban City, Ormoc District Hospital in Ormoc City, and Leyte Provincial Hospital and Governor Benjamin T. Romualdez General Hospital and Schistosomiasis Center (GBTRGHSC) in Palo. The program was institutionalized under Republic Act No. 11463, or the Malasakit Centers Act of 2019, which Go principally authored and sponsored. Since the first Malasakit Center was established in 2018, more than seven million Filipinos have benefitted, according to DOH. Go also highlighted Republic Act 11959, also known as the Regional Specialty Centers Act, which he principally sponsored and is one of the authors in the Senate. The Regional Specialty Centers Act plays a pivotal role in the healthcare legislative agenda of the Marcos administration, as detailed in the Philippine Development Plan 2023 to 2028. The said law mandates the establishment of Regional Specialty Centers within existing DOH regional hospitals. As part of his commitment to improving healthcare services in the province, Go sponsored the passage of RA 11567. This legislation increased the bed capacity of EVRMC. Additionally, Go also pushed for the passage of RA 11566, which transformed the Schistosomiasis Control and Research Hospital into the GBTRGHSC. Go, vice chairperson of the Senate Committee on Finance, likewise supported the construction of multipurpose buildings in Alangalang, Babatngon, Carigara, Dagami, Isabel, Jaro, La Paz, Leyte, and Tolosa; construction of the Merida Community Hospital; construction of flood control structures in Alangalang, Javier, Tanauan and Tolosa; and acquisition of dump trucks for the local governments of Isabel and Villaba, among others. Bong Go aids Alangalang displaced workers
In a coordinated effort with Mayor Lovely Yu, Senator Christopher "Bong" Go provided additional assistance to disadvantaged workers in Alangalang, Leyte on Sunday, 24 September. This initiative is part of his broader efforts to help expedite economic recovery in far-flung communities through the provision of more livelihood opportunities. During the relief operation at the Alangalang covered court, Go’s team provided masks, vitamins, shirts, and snacks to 457 affected workers. Select recipients also received shoes, watches, mobile phones, and balls for basketball and volleyball. Meanwhile, the beneficiaries also qualified for livelihood support from the Department of Labor and Employment’s program for disadvantaged and displaced workers. “Nais kong magpadala ng taos-pusong pasasalamat sa DOLE. He introduced Senate Bill No. 420 which seeks to institutionalize a framework for offering temporary employment to eligible members of underprivileged households in rural regions. These individuals would be engaged in unskilled manual labor for a specified period. Under the proposed legislation, the Rural Employment Assistance Program (REAP) would be established within DOLE. REAP's primary goal is to furnish temporary job prospects to individuals who meet the criteria of being economically disadvantaged, impoverished, displaced, or seasonal workers. Milagros Salazar, the President of Liga ng mga Barangay of Alangalang, expressed her deepest gratitude to Go for his support and assistance. Bong Go sends assistance to Cebu fire victims
The office of Senator Christopher “Bong” Go spearheaded a relief operation for fire victims in Barangays Kasambagan, Duljo Fatima, and Inayawan in Cebu City on Thursday, 21 September, as part of the senator’s efforts to ensure that the communities fully recover from the incident. The relief operation was held at Brgy. Kasambagan Hall. The senator’s team, together with Brgy. Kasambagan Captain Franklyn Ong, distributed snacks, shirts, and balls for basketball and volleyball to 102 fire victims. They also gave away shoes, watches, and mobile phones to select recipients. Meanwhile, the National Housing Authority (NHA) provided housing assistance to each qualified family. “Isinulong din natin na mabigyan sila ng National Housing Authority ng ayuda pambili ng housing materials tulad ng pako, yero at iba pa upang maisaayos muli ang kanilang mga tirahan,” Go said in a video message. “Isinulong ko ito noon at patuloy na sinusuportahan ang programa ng NHA ngayon upang mas marami pang mga biktima ng sakuna ang makapagpatayo ng maayos na bahay at makabangon muli mula sa trahedya,” he added. Nina Lim-Yuson — A lifetime of girl scouting
The president of the Girl Scouts of the Philippines, Nina Lim-Yuson, grew up in a family and home of Girl Scouts. Her grandmother, Pilar Hidalgo-Lim, was one of the co-founders of the GSP. “It was actually my Lola Pilar who suggested to Josefa Llanes Escoda, the GSP founder, to go to America to learn about girl scouting.” This tidbit of history, Nina shared in an online interview with the DAILY TRIBUNE. Pilar Hidalgo-Lim became GSP president, and so did Nina’s mother, Estefania Aldaba-Lim, who served as secretary of the Department of Social Welfare and Development. Nina’s sister too, the eminent broadcast journalist, Cheche Lazaro, was a Girl Scout. Coming from a lineage of women achievers, Nina could not have chosen a different path. It was scouting that formally introduced the family to social responsibility, skills development and citizenship. Her brothers were also Boy Scouts. “I started when I was six years old and it was my Lola Pilar who inducted me as a Brownie. It used to be called Brownie because we were still using the American pattern,” she related. She belonged to Troop Number One, the first to be organized by the GSP national headquarters. In high school at the Jose Abad Santos Memorial School of the Philippine Women’s University, she became a junior and later a senior Girl Scout. College would briefly end her Girl Scouting as she focused on her studies. Along the way, she also danced with the Bayanihan Folk Dance Company. It was not unexpected that she would return to scouting, her first love, and her first extra-curricular activity. For the last 36 years, she has been active in various organizations and volunteer work. She founded the Museong Pambata. She is a recipient of The Outstanding Women in the Nation’s Service and is active in its various social development efforts. What Nina brings to her post is the legacy of leadership that had been passed on to her through generations of women leaders in the family. “My Lola Pilar was my idol. She was such a nice person and I never knew her totally as a president. I knew her more as a loving lola from all the stories she related when we rode up to Baguio. “My mother, on the other hand, was the opposite. She was very career-minded. I learned naman from her a lot of things, like being thrifty and having a list of things to do. In terms of organization, she was like that. Because she was in government. And, you know, when we started Museo, while it was actually my concept, I learned a lot from her. She would call me up at 5 o’clock in the morning and she would rattle off what needed to be done, like ‘number one, number two and so on.’ That was her. And I’m glad that I worked with her for six years in Museo. She was the president and I was the executive director for six years. I took over in 2000 as president and chief executive officer. And then, I stepped down in 2017.” Girl Scouts who read and tell stories Nina was elected president of the Girl Scouts of the Philippines for the term 2021-2024 during its 2021 national convention. From day one, she shared, “My purpose was to reach out to the community-based troops because we have always been school-based. Many young women now have social problems so we need to reach out to the communities through our community-based troops.” Also on top of her priorities is literacy development, a cause that she addressed even in the Museo Pambata. She explained, “My advocacy has always been education. So, I was very concerned because the Asian Development Bank reported in 2022 that the World Bank found out that our Filipino children at ages 9 and 10 cannot read. So, I felt that because girl scouting is all over the country, with 96 local councils, the organization could serve as a vehicle for improving literacy in our country. “We started the Girl Scout Storyteller project because storytelling affects the heart first before the mind. When young people start with storytelling, they will love the stories and then the written word. They would then want to read. “We now have storytelling in economically challenged communities and we have partners. We sent out 2,500 books throughout the country with the help of our partner couriers.” Initially, she sought the help of her family foundation “to give a donation. I also sought the help of Ging Montinola, who is into literacy development. Together, we founded the literacy program. We are building this fund to cover the cost of buying children’s books. We will have a storytelling contest next year.” Raising funds for Camp Escoda Nina then shifted the conversation to another major endeavor that she is spearheading as GSP president — fundraising for the 27-hectare Camp Josefa Llanes Escoda in Palayan City, Nueva Ecija, which was donated by the provincial government during the term of Governor Amado Aleta, the father of consul and civic leader Fortune Ledesma. “Palayan is beautiful because it has rolling hills, but it doesn’t have electrical and water facilities and roadworks. It doesn’t have a swimming pool, and it’s so hot in Nueva Ecija. It also does not have a conference hall. This is a big one-time fundraising project because it’s for the future of the girls who are going to the camp. Because as of now, if you go camping there, you have to walk up the hills to get your drinking water. You have to make buhos to take a bath.” She recalled, “In my time as a young Girl Scout, which was of another era, we had to walk in the dark to fetch water to fill up two drums. I was so scared because there were tuko in Los Baños. That taught me to be courageous. Camps really build up your lifetime skills and attitude. Camping is very integral in girl scouting and boy scouting. So, this camp will serve a purpose. It just needs various basic facilities to make it world-class and convenient with the proper amenities, but the girls will continue to learn all those survival techniques and appreciate nature right on the camp.” She praised architect Pippo Carunungan, “who is an environmental planner. He surveyed the site and drew up everything. It will be a beautiful camp, he said, because it’s a gift of nature.” First Lady as Chief Girl Scout Nina recently led the Girl Scouts in a fundraising ball attended by the “First Lady, Liza Araneta-Marcos, who is our Chief Girl Scout. It’s mandated in the GSP constitution that whoever is the female president of the country or the First Lady is the Chief Girl Scout. In the past, we had Imelda Marcos, Gloria Macapagal Arroyo. All the first ladies were all Chief Girl Scouts. “Mrs. Liza Marcos spoke before us and she promised to help. She said, ‘We will make it the best campsite.’ Everyone was excited to see her and she obliged everyone who asked to have selfie with her. She is very friendly. She is really a Girl Scout.” Nina shared, “A generous couple is sponsoring the swimming pool at P6 million, while a gentleman entrepreneur is sponsoring the perimeter fence at P1.5 million. Many other businessmen and leaders have pledged to help build this dream GSP project. “We really need to raise about 50 million to have a very good camp. But when the First Lady heard about it, she said, ‘It has to be P250 million.’ But, really, when we have the funds, we can have deep toilets that have running water instead of tabo-tabo. Since we have a little Pampanga river that runs across the camp, we can build a bridge that crosses it and then the girls can have white-water rafting there in the Pampanga river. “Camp Escoda will be a very important and significant venue for our Girl Scouts to gather, bond, learn new skills and develop as morally upright citizens of the country and the world. It is especially so because camping is integral in any Girl Scout’s life. If you don’t have camping, it’s like half of your scouting life is missing. Every Girl Scout remembers that time of her youth. And being the national camp, it will welcome Girl Scouts representing the 96 councils from Luzon, Visayas and Mindanao who will participate in various events and trainings.” Girl Scouts of all ages As GSP president, Nina travels to various parts of the country. “We have regional conferences aside from the meeting of the Central Board when regional heads and executives come to Manila. “I had just come from Baguio where I stayed for two-and-a-half days. I met our young Girl Scout representatives from ages 14 to 18. I enjoyed listening to them and exchanging ideas with them. I am so happy that we have a wealth of intelligent girls who want to serve the country. They are the ones who are going to take over. “It’s amazing that GSP is no longer limited to old people on the board. We finally have young ones on the board. Our Escoda committee is headed by Jade Delgado from Iloilo. Then we have Justine Bautista. She’s a psychometrician. She heads the Program Committee, which is a big committee because when we were in Baguio, we had 86 girls from all the councils throughout the country. Many of them are running for SK. “So, in my 70s now, which I don’t feel at all, I don’t take any medicines or something like that. Being with young people is what inspires me. Because at 15, 16 or 17, they already know that they have some kind of a mission.” Nina proudly shared that the venue of the Baguio conference, 'Ating Tahanan' on the South Drive was bought during the tenure of my Lola Pilar. We have four buildings there, including the houses of Senator and actor Rogelio de la Rosa and Carlos Valdes, the accountant. Lola Pilar, according to Carlos Valdes, twisted his arm to get a low price. I’m so thankful for all those who preceded me because they bought these places. It’s on South Drive which is so valuable. We even have a reserved forest behind us.” As she looks forward to the next camping and gets even busier raising funds for Camp Escoda, Nina feels elated that “every one of us in the Girl Scouts has been together in our various undertakings. The nice thing is we are now intergenerational because we try to bring in the old with experience, institutional memory and their wisdom born of their long life, and the young who are full of enthusiasm, energy and new ideas.” A star scout for a granddaughter While Nina does her part for the bright future of girl scouting in the country, her personal family too has not stopped contributing to the roster of members to this worldwide organization. Today, a granddaughter of hers, seven-year-old Rocio Yuson de Guzman, is a Star Scout. She is the daughter of Nina’s daughter, Nicky. No grandmother could have been prouder. Nina said, “Rufio loves being a star scout. When I arrived from the recent world conference in Cyprus, I came back with some badges and I gave some to Rufio who is very proud of the little badges that I got for her.” For sure, Nina will pass on not just the badges to Rufio. More importantly, she will give her granddaughter the once-in-one’s-childhood experience of being a Girl Scout and learning “the values that are identified in the Girl Scout Promise and Laws. I think that while there is so much to enjoy and learn, it is the inculcation of these values that would mold her into a well-rounded human being. As we all know, a Girl Scout’s honor is to be trusted. A Girl Scout is loyal, thrifty, courteous… and so on. It’s like a mantra -- the values that one lives by. “I have reached that point when it is not about success or what one accumulates in life, whether awards or accomplishments or material things. It is more about what I can share and scouting gives me that honor and privilege — to do my part in helping mold our young girls and making them aware even at an early age that they have a mission and worthy purpose in life. It is not just about being good and outstanding on your own but it is also about helping others to become better in what they’re doing and live better lives. “And I need not look far. As a grandmother, I dote on my Star Scout granddaughter, Rufio. Elon Musk’s X sues over having to post moderation policies
Elon Musk's X Corp. on Friday sued the state of California over a law requiring social media companies to publicly post their policies regarding hate speech, disinformation, harassment, and extremism. The parent company of X, formerly known as Twitter, argued in a federal suit that the law referred to as AB 587 violates its free speech rights. "The true intent of AB 587 is to pressure social media platforms to eliminate certain constitutionally-protected content viewed by the State as problematic," the suit contended. "The state is compelling social media companies to take public positions on controversial and politically charged issues." The suit railed against the law, which requires social media companies to publicly post policies regarding hate speech, disinformation, harassment, and extremism on their platforms, and report data on their enforcement of the policies. "California will not stand by as social media is weaponized to spread hate and disinformation that threaten our communities and foundational values as a country," California Governor Gavin Newsom said when he signed the bill into law a year ago. "Californians deserve to know how these platforms are impacting our public discourse, and this action brings much-needed transparency and accountability to the policies that shape the social media content we consume every day." Musk early this week said he is considering suing the Anti-Defamation League, a leading anti-hate group, arguing that its accusations of anti-Semitism have led X to lose revenue. Musk accused the US-based Jewish organization of making unfounded complaints against him and X that have scared away advertisers. "Advertisers avoid controversy, so all that is needed for ADL to crush our US & European ad revenue is to make unfounded accusations," Musk wrote in a long X thread that started with a clarification that he favors free speech but is "against anti-Semitism of any kind." In a 2016 report, the ADL said anti-Semitic attacks against journalists had exploded on Twitter, "thanks to the rhetoric in the 2016 presidential campaign." It accused the social network of failing to control its "trolling problem." Billionaire Musk has been accused of fueling anti-Semitic tropes, including attacks against Jewish philanthropist George Soros. According to the ADL and the Center for Countering Digital Hate, problematic and racist speech has sharply risen on X since Musk completed his $44 billion takeover in October. Since then, the Tesla boss has fired thousands of the platform's employees, cut content moderation, and reinstated former president Donald Trump's account. Just ask the people who live in an upscale neighborhood in a city neighboring the Villars’ turf, Las Piñas. A collective gasp recently emanated from its residents as they were forced to confront the harsh reality of their amiable community starting to crumble, of their haven seemingly being overtaken by a long procession of undesirables skillfully hiding in plain sight. One particular house in the enclave of the perfumed set, said to be predominantly painted red (hmmm, what a choice of color), had been at the center of activities of rowdy and loud Chinese nationals who, residents surmised, may belong to the group of their compatriots recently arrested. They were referring to the recent burst of activity by the Philippine National Police, during which elements of its Anti-Cybercrime Group raided a Philippine Offshore Gaming Operator or POGO facility in Las Piñas City. Here, we couldn’t help but chuckle at the irony of those (illegal?) POGO workers, supposedly the very masters of the virtual world, being implicated and charged with allegedly running a network of human trafficking and money laundering, being caught with their digital underwear down. Kudos to the PNP-ACG, even if Justice Secretary Jesus Crispin Remulla took issue with the group for purportedly failing to coordinate their actions with government prosecutors, something which the cops denied, with the best civility they could muster as they were talking to Remulla. The Chinese nationals who were detained were doubtless wondering how their cyber-castle fell apart so spectacularly. It’s a classic case of wolves in sheep’s clothing being stripped of the wool covering them. But there’s no passing judgment as of yet. While some applaud this crackdown as a triumphant illustration of quick justice, others may wag their fingers at the seeming outrage that seemed out of proportion. After all, was such a bold use of force necessary to expel a den of criminals? It’s a question that brings to mind the delicate balancing act that Philippine authorities have been trying to master: how to crush criminal underbellies without impeding businesses’ rightful objectives. And in the case of posh subdivisions serving as the hideaways of criminals, cops cannot just barge in. The flip side of going after dubious characters in such places is that residents may object to their privacy being invaded by sleuths in their midst. Watching the government walk the fine line between righteousness and rationality is definitely a narrative twist. One only needs to look at the Duterte government’s campaign against illegal drugs to see how difficult police work can be. And perhaps it’s only fitting that we struggle with the fuzziness of the lines between crime and repression, digital delinquency, and moral vigilance in a world increasingly ruled by the ones and zeros of technology. In the greater story of Philippine law enforcement’s tango with the shadows, this POGO raid is but one chapter. The government’s efforts to combat crime should not just be limited to the rough streets; they should also permeate communities that thought they had built barriers immune to such unrest. It should be kept in mind that security isn’t just about walls and gates; it’s about the steadfast resolve of everyone to be vigilant to bring to light even the darkest corners of our neighborhoods, literally and figuratively. Crimes hit the hardest when they stop being statistics of something bad happening to other people. Power firm brings light to ‘Egay’-hit towns
BAGUIO CITY — The Aboitiz Foundation Inc. powered by two Aboitiz Power Corporation subsidiaries Hedcor Inc. and Luzon Hydro Corporation has recently reached out to some communities hit by typhoon “Egay.” In Ilocos Sur, Luzon Hydro distributed 150 sacks of 50-kilogram rice, benefitting 750 families while Hedcor Inc. extended over 1,700 liters of fuel to the municipalities of La Trinidad, Tuba, Sablan, Itogon and Bakun in Benguet. The Hedcor Sabangan, on the other hand, aided the municipalities of Bauko and Sabangan with 780 liters of fuel whuch are intended for heavy equipment vehicles and chainsaws that will help clear debris on affected roads — hence ensuring faster mobilization of relief goods — and for generators on sitios without electricity. “Hedcor is positive that, as one, we can rebuild our communities. Our bayanihan spirit furthers our cause to help each other during this period of recovery,” said Hedcor president and COO Rolando Pacquiao. Bong Go provides support to flood victims in Davao City
In an effort to bolster the country's disaster preparedness and response capabilities, Senator Christopher "Bong" Go has been advocating for two crucial bills in the Senate that he earlier filed: Senate Bill No. (SBN) 188, which seeks to establish the Department of Disaster Resilience (DDR), and SBN 193, mandating the establishment of mandatory evacuation centers nationwide. On Saturday, July 29, Go led two relief operations for thousands of flood victims in Barangays Lasang and Bunawan in Davao City. In his speech, Go said that the government should remain proactive in its approach in dealing with disaster-related situations, considering that the country is highly vulnerable to natural calamities. SBN 188 proposes the creation of the DDR, an independent government agency dedicated to strengthening the nation's resilience against the impacts of natural and human-induced disasters. The DDR aims to consolidate disaster-related functions and resources from different agencies under a single, unified body. By streamlining disaster response efforts, the department can facilitate quicker and more efficient aid delivery to affected communities during times of crisis. “Importante po ito sa akin. Unang-una, halimbawa dito po sa Barangay Lasang, binaha sila. Di ba ang barangay po ang nakikipag-coordinate kaagad with the LGUs. Ito pong barangay level na pagbaha, how about ‘yung mga national level, o municipal level o city level, o province-wide na pagbaha… maayos na koordinasyon ang kailangan,” he said. “Bago dumating ang bagyo, balita pa lang sa PAGASA, coordination kaagad ng Department of Disaster Resilience, kung mayroon tayong isang departamentong nakatutok para sa mga disaster related… bago dumating ang bagyo, coordination with LGUs. Ilikas ang mga kababayan natin sa ligtas na lugar, dalahin sa mga evacuation center. The Office of Civil Defense has recently voiced its support for the establishment of the DDR, emphasizing the importance of such institution in improving operations in managing and responding to future crises. "Things can be better if there will be an independent authority or department, but it’s not that simple – tanggap po namin iyon… We leave it to Congress and we leave it to the Palace, to Malacañang. Meanwhile, kami naman, we are doing our best given the limitations, makakaasa po kayo," OCD Administrator Ariel Nepomuceno said in a past interview. Alongside the establishment of DDR, Go champions SBN 193, which calls for the creation of mandatory evacuation centers across the Philippines. These evacuation centers are designed to be equipped with necessary facilities to provide temporary shelter and essential services to evacuees during disasters. The senator noted that these evacuation centers will be strategically placed in areas less prone to hazards, ensuring the safety and well-being of evacuees during disasters. Furthermore, the centers will be equipped with essential amenities such as food, clean water, medical services, sanitation facilities, and temporary sleeping quarters. Go cited that the Philippines, located in the Pacific Ring of Fire and the typhoon belt, is no stranger to the destructive forces of nature. “Yearly, the country faces the threat of typhoons, earthquakes, volcanic eruptions, landslides, and other hazards. These disasters not only result in loss of lives and livelihoods but also impede economic progress and development,” shared Go. To minimize the devastating impact of disasters, Go underscored that comprehensive disaster resilience measures are imperative. The senator is confident that by supporting these priority bills, the Senate and the Filipino people can collectively work towards a safer, more resilient nation, where communities can recover swiftly and thrive even in the face of adversity. “Ang lugar natin nasa Pacific Ring of Fire tayo. The senator also extended shoes, mobile phones, bicycles, watches, and balls for basketball and volleyball to select recipients. Meanwhile, Go, chairperson of the Senate Committee on Health, urged those who have health issues to seek assistance from the Malasakit Center at the Southern Philippines Medical Center (SPMC) in Davao City. The Malasakit Centers Act of 2019, which Go principally authored and sponsored, brings together various government agencies, including the Department of Social Welfare and Development (DSWD), the Department of Health (DHOH), the Philippine Health Insurance Corporation (PHIC), and the Philippine Charity Sweepstakes Office (PCSO), under one roof to provide a convenient process for availing medical assistance particularly for poor and indigent patients in public hospitals. There are now 158 Malasakit Centers nationwide which have assisted more than seven million Filipinos, according to DOH data. In SPMC alone, the Malasakit Center there has assisted more than 200,000 patients. On the same day, Go attended the ribbon-cutting of the multipurpose building in Brgy. Lasang and road concretion with drainage canal construction in Brgy. Bunawan, two infrastructure projects he supported the funding of as vice chairperson of the Senate Committee on Finance. NMP Cebu seen luring in tourists
The newly-inaugurated National Museum of the Philippines in Cebu City is expected to draw additional tourists and tourism development to the province and to the Visayas region, as well as open the doors to a temple of history and culture, said Tourism Secretary Christina Garcia Frasco. “With the newly-inaugurated National Museum of the Philippines in Cebu, the cradle of Christianity in the Philippines, we open the doors to a temple of history and culture, inviting tourists — local and international alike to witness the archaeological and natural wonders and rich culture and artistry of this side of the country. The NMP-Cebu is not just a museum but a bridge to our past and a window into our future, highlighting the commonalities and strengths of our identity as Cebuanos and as Filipinos,” said Frasco during the museum’s opening last Friday. Situated at the heart of Cebu City’s shipping capital, the building of the now NMP-Cebu was once the Cebu Customs House built in 1910 which was part of the grand design for Cebu created by American architect William Edward Parsons, to facilitate trade between the island and other neighboring communities. The landmark has withstood the test of time for 94 years, including the destructive Second World War. It was during the time of former President Gloria Macapagal-Arroyo that it was converted into “Malacañang sa Sugbo” in 2004, which served as the official residence of a Philippine president in Cebu. The move was also a testament to the province’s contribution to the country as a frontier of national progress. But the cultural treasure was not spared from the deadly 15 October 2013 earthquake when it was one of the 25 public and private structures in Cebu City that sustained extensive damage prompting authorities to close it for safety.
