Bong Go bats for consumer protection vs fake products
Senator Christopher "Bong" Go expressed his concern over the unchecked proliferation of fake products in the market, emphasizing the grave socio-economic consequences it may bring. Go, a member of the Senate Committee on Trade, called upon the Department of Trade and Industry (DTI) and other agencies to ensure full implementation of the Consumer Act and protect consumer rights. Go also earlier stressed the need to regulate the operations of online pharmacies in the country, as proposed under the eBotika bill, which was filed by Iloilo 4th District Representative Ferjenel Biron. Meanwhile, the senator's commitment to consumer protection is evident in his co-sponsorship and co-authorship of Senate Bill 1846, or the Internet Transactions Bill, aimed at combating the proliferation of fake products through the protection of consumers and merchants engaged in e-commerce. The bill reflects a timely response to the global pandemic's impact on boosting online businesses nationwide, where the risk of encountering fake products has increased. "The pandemic required us to explore new ways and more convenient options to do business. As we enter the new normal, online transactions have become a necessity, if not the new norm for all of us. This makes the issue of fake products even more pressing," cited Go. He further noted the vast coverage of e-commerce, including basic needs like food, drink, and clothing, where fake products can infiltrate the market. The country's internet economy is projected to grow to $26 billion in gross merchandise value by 2025, according to Google and Temasek's 2021 eConomy SEA Report, highlighting the urgency to address the fake products issue. Go emphasized the importance of protecting small businesses and online sellers from this threat, especially during these times, as it is crucial to the country's recovery. "Protektahan po natin ang ating mga maliliit na negosyo at ating mga online sellers na ang gusto lamang ay maghanapbuhay para sa kanilang mga pamilya, lalung-lalo na po ngayong panahong ito,” said Go. “The proliferation of fake products undermines their efforts and is detrimental to the recovery of our country," he stressed. The proposed law also seeks to mandate the creation of an e-Commerce Bureau under the DTI for better regulation of fake products and provides for the regulatory jurisdiction of the DTI over e-marketplaces, e-retailers, and other digital platforms that may be conduits for fake products. Furthermore, Go continues to advocate for the digitalization of government transactions to reduce red tape, prevent corruption, and improve service delivery. He filed Senate Bill 194, the proposed E-governance Act, to strengthen data sharing among government agencies and digitalize traditional workflows. “The government must use information and communications technology to better serve its purpose and get closer to the people in an era where practically everything can be done online and through other digital channels,” said Go. “This includes taking decisive action against the proliferation of fake products that threaten our economy and the well-being of our citizens,” he earlier said. Bong Go provides aid to fire victims in Cebu
Senator Bong Go highlighted the importance of better and strengthened fire prevention efforts as he provided aid to fire victims in Carcar City, Cebu on Tuesday, 13 June. Go, in his video message, reminded the public to keep their homes safe by following fire safety precautions recommended by the government. He likewise reassured that the Bureau of Fire Protection continues to enhance its capabilities following the enactment of the BFP Modernization Act of 2021. The said law provides for the acquisition of new fire equipment, expansion of fire personnel, and provision of highly specialized training programs. The BFP is likewise mandated to conduct monthly fire prevention campaigns and information drives in every local government unit, especially in informal settlements, economically depressed areas, and far-flung communities. “Mga kababayan ko, mag-ingat tayo dahil delikado pa ang panahon at nasa gitna tayo ng pandemya. Mahirap masunugan. Gayunpaman, tandaan natin na ang gamit naman ay nabibili at ang pera po’y kikitain natin muli. Pero ang perang kikitain natin ay hindi po mabibili ang buhay. The Malasakit Centers program was initiated by Go in 2018 and was institutionalized under Republic Act No. 11463, which he primarily authored and sponsored. The center is a one-stop shop that brings together all relevant agencies that offer medical assistance programs to assist poor and indigent patients with their hospital expenses. Other Malasakit Centers in the province are available at Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City. There are currently 158 Malasakit Centers throughout the country which have assisted over seven million Filipinos, according to the DOH. Meanwhile, as Chair of the Senate Committee on Health and Demography, Go then encouraged the public to avail of medical assistance from any of the 11 Malasakit Centers in the city. Bong Go lauds Senate approval of bill institutionalizing DTI’s SSF project
Acknowledging how the global health crisis has adversely affected Filipinos’ livelihood, Sen. Bong Go has been advocating for initiatives promoting economic growth and job creation in the country. It is for this reason that the senator pushes to institutionalize the Shared Service Facilities project under the Department of Trade and Industry. On Monday, 22 May, the Senate approved the third and final reading of Senate Bill No. 2021. The proposed measure seeks to amend Republic Act No. 6977 or the Magna Carta for Small Enterprises as amended by RA 9501, otherwise known as the Magna Carta for Micro, Small, and Medium Enterprises. “As a nation, we must recognize the immense potential and significance of these enterprises in driving our economy forward, creating jobs, and uplifting the lives of our people,” underscored Go. “MSMEs form the backbone of our economy, comprising a significant portion of our business landscape. They are the engines of innovation, providing employment opportunities, and contributing to the overall socio-economic progress of our communities,” he added. The proposed bill, which Go co-authored and co-sponsored, aims to improve the competitiveness of MSMEs by granting them access to shared facilities and services, technology, and skills training. The SSF project, in cooperation with the Department of Science and Technology (DOST), local government units, and other private organizations, shall operate by establishing shared facilities in various locations across the country. These facilities are made accessible to MSMEs from different industries, such as agri-processing, manufacturing, and services. The participating MSMEs can utilize the shared equipment, allowing them to upgrade their production capabilities without incurring substantial costs. “SSFs shall play a pivotal role in enhancing productivity, efficiency, and product quality. Through shared access to modern machinery, advanced technology, and specialized training, our entrepreneurs can optimize their operations and improve their competitiveness. The team of Senator Bong Go visited Lapu-Lapu City in Cebu on Tuesday, May 16, to hand out assistance to struggling Cebuanos, including members of the youth sector and a fire-hit household. Held in the mayor's conference room at the Lapu-Lapu City Hall, Go’s team distributed snacks, masks, vitamins, and shirts to a total of 20 residents. In addition, a fire-hit family received grocery packs. They also handed out cellular phones, umbrellas, and balls for basketball and volleyball. “Ang gamit po ay nabibili pero ang buhay po ay hindi. Meanwhile, to ensure that basic healthcare services are more accessible, especially to those residing in far-flung communities, Go also supported the construction of hundreds of Super Health Centers nationwide. In Cebu, Super Health Centers were funded in the cities of Bogo, Danao, Lapu-Lapu, and Mandaue; and in the towns of Borbon, Cordova, Moalboal, Samboan, and San Francisco in 2022. Bong Go pushes anew for Magna Carta for Filipino Seafarers
Sen. Bong Go renewed his push for the passage of his filed Senate Bill No. 1191 which seeks to provide a Magna Carta for Seafarers. The senator, also Vice Chair of the Senate Committee on Migrant Workers, cited the significant role of Filipino seafarers in global trade and marine transportation as well as the huge contribution of all overseas Filipino workers to the country's economy. The bill, if passed into law, aims to cover a wide range of issues that usually affect seafarers. It shall help secure the right of the country's seafarers to decent and humane employment and set a guide for seafarers on training, overseas employment, and retirement. “I have been relentless in pursuing the interests and welfare of our overseas Filipino workers, including seafarers. Hanggang ngayon ay patuloy kong ipaglalaban ang kapakanan ng ating mga seafarers dahil hindi po biro ang kanilang trabaho na mapalayo sa kanilang mga pamilya para lang mabigyan sila ng mas magandang kinabukasan,” expressed Go. “The Philippines has been the primary source of maritime labor and considered the manning capital of seafarers globally since 1987. Of the 1.5 million mariners worldwide, 25% are Filipino sea-based workers, making them the single biggest nationality bloc in the maritime industry,” he cited previously. In an open letter of the United Filipino Seafarers Labor Federation to President Ferdinand Marcos, Jr. and to senators, published recently, the group reiterated its support for the passage of House Bill No. 7325, also known as the Magna Carta for Seafarers. It also sought for better protection for seafarers, particularly regarding settlement of various employment-related claims. “Katulad ng pagsuporta natin sa mga OFWs hanggang sa naisabatas ang panukalang nagtatag sa Department of Migrant Workers, nais ko rin na mabigyan natin ng kaukulang suporta at proteksyon ang ating mga seafarers, kung merong Magna Carta para sa kanila, mas mabibigyan natin sila ng proteksyon at mas maraming suporta,” said Go. Meanwhile, Go thanked the European Commission (EC) after its decision to continue recognizing certificates issued by the Philippines that will allow Filipino seafarers to continue working on European Union (EU)-flagged ships. It can be recalled that in December 2021, EC informed the Philippine government that the recognition of its seafarer certificates would be withdrawn unless serious measures were taken, including compliance with the International Convention on Standards of Training, Certification and Watchkeeping (STCW) for seafarers. “Nais ko rin pong pasalamatan ang European Commission sa inyong desisyon dahil ito po ay nakatulong sa halos 50,000 seafarers, ayon sa datos ng Department of Migrant Workers. The senator then underscored that the proposed Magna Carta for Seafarers is particularly crucial for protecting the rights and welfare of seafarers in situations where they are vulnerable or exploited, such as during emergencies, accidents, or conflicts. The Magna Carta seeks to systematize the rights of the seafarers into a single reference law, including their right to just terms and conditions of work, self-organization, educational advancement and training, information and consultation, fair treatment in the event of an accident, and against discrimination. It also aims to provide standard terms and conditions of employment for seafarers, including provisions related to wages, hours of work and rest, leaves, and social welfare benefits. If enacted, it shall likewise mandate ship owners to provide medical care, both on-board and ashore, as well as a financial security system to assist our seafarers in case of injuries. Believing that all Filipino migrant workers, including seafarers, should be given the necessary support and benefits that they rightfully deserve, Go was instrumental in the enactment of Republic Act No. 11641, creating the DMW. The Senate version of the Act, Senate Bill No. 2234, was co-authored and co-sponsored by Go. DMW serves as the lead agency for implementing policies, plans and programs that will ensure the protection, promotion of interests, timely resolution of problems, and effective reintegration of OFWs. “Regalo po natin ito sa ating mga OFWs po na nagsasakripisyo po.
