Lacuna introduces new MPD chief
Manila Mayor Honey Lacuna formally introduced to City Hall officials and employees yesterday the new acting director of the Manila Police District (MPD) in the person of Col. Arnold Thomas Ibay, who she believes will ably intensify the maintenance of peace and order in the city. In presenting the new MPD chief, Lacuna said Ibay is an old hand in the premier police district who has held various positions. He left the district for about a year and has come back to hold the top police post in Manila. “Under his leadership, he is expected to intensify peace and order in the city,” Lacuna said. The mayor also cited the forthcoming huge events in the city, namely the Barangay and Sangguniang Kabataan Elections and the observance of All Saints’ Day and All Souls’ Day or Undas. She said she and Ibay already met regarding measures that have to be putin place to ensure the peaceful and orderly conduct of the said occasions. Ibay was made to host the regular flag-raising last Monday wherein he introduced the lady mayor. Lacuna, for her part, asked Ibay to momentarily stay with her as she formally introduced him to officials and employees of Manila City Hall, jesting that being a man of few words, he forgot to introduce himself. Observe ‘cyber hygiene,’ judicial personnel urged
The Supreme Court has directed all judiciary officials and personnel to strengthen the courts’ cybersecurity measures to protect sensitive data and minimize the risk of cyber threats. Acting Chief Justice Marvic M.V.F. Leonen issued the directive as Chief Justice Alexander G. Gesmundo is on official travel abroad, citing the recent data breach involving the Philippine Health Insurance Corporation or PhilHealth. In Administrative Order 150-2023 on “Proper Cyber Hygiene in Judiciary,” the SC said, “One of the most common ways of ransomware attacks is done through phishing emails, which usually contain malicious links or attachments.” The SC warned, “Do not open these links or attachments unless they have been verified to be legitimate.” Court officials and employees were advised to examine carefully the sender’s email address to avoid being victimized. “Phishers often use email addresses that look similar to ones used by legitimate organizations but may have small misspellings or inconsistencies. Always take a close look at the sender’s display name when checking the legitimacy of an email,” the SC said. Court officials and personnel were also instructed to protect personal information and double-check email attachments by scanning the same for viruses. On password security, the SC suggested that “under no circumstances should judiciary personnel use personal information and dictionary words in creating passwords.” Judiciary officials and employees were also urged to use a longer password containing numbers, symbols, and both uppercase and lowercase letters; to avoid the same password for multiple accounts; to consider passphrases or a sequence of random words instead of passwords; to use a password manager; and to enable a multifactor authentication system in their accounts. They were advised never to share their passwords with others, even those who claim to be from trusted institutions, and to ensure that any written passwords are stored securely. In protecting important files and ensuring their recovery in case of data loss, the guidelines recommend that court officials and personnel follow the “3-2-1 backup rule” to ensure data redundancy and availability in case of hardware failure, data corruption, or other catastrophes. The rule requires users to keep three copies of their data on two different media types, with one copy stored offsite. NIA, DENR to promote advanced water security in Phl
The National Irrigation Administration and the Department of Environment and Natural Resources agreed to strengthen the water rights of NIA and further promote water security in the Philippines, Malacañang said on Thursday. In a statement released by the Palace, Environment Undersecretary Carlos Primo David underscored that the government will ensure water security through various government agencies. "(This) is a convergence between several government agencies with water-related functions … we are able to plan and coordinate our efforts together and I'm referring to the DENR, which I represent, the National Water Resources Board, and everyone here in Malacañang," David said. This means that NIA's irrigation water will not only be used for the agricultural sector but will also be utilized for power production, bulk water supply, aquaculture, recreation, tourism, and other purposes. DENR has been given the directive to protect the country's water resources to meet its needs, as mandated by the law. In connection with this, the Office of the Executive Secretary has encouraged the NIA, the National Water Resources Board, and the Water Resources Management Office to be more responsive to the country's needs in the use and development of water resources. The DENR, through the National Water Resources Board and the Water Resources Management Office, will have the responsibility of safeguarding and preserving water resources to meet the evolving requirements as outlined in the existing laws governing water management and utilization. In a similar vein, Senior Deputy Executive Secretary Hubert Guevarra encouraged the NIA, NWRB, and the WRMO to be more adaptable to the changing needs of the nation in how they use and develop water resources, aligning their actions with the fundamental principles of the water code and the President's objective of achieving water security. This memorandum of agreement aligns with President Ferdinand R. Marcos Jr.'s Executive Order No. 22, which established the WRMO under the DENR, tasked with coordinating and harmonizing all government initiatives and regulatory activities to ensure the sustainable management and availability of water resources throughout the entire country. The Department of Social Welfare and Development, together with partner agencies in the National Committee on the Filipino Family, recognized exemplary Filipino families during the awarding of the 2023 Natatanging Pamilyang Pilipino at SM City San Mateo over the weekend as part of the celebration of National Family Week. The NPP aims to recognize and award Filipino families who have significantly contributed towards nation-building and the development of the family as the foundation of Philippine society. In the message of Secretary Rex Gatchalian, which was delivered by DSWD Undersecretary for Policy and Plans Adonis Sulit, the DSWD chief highlighted the courage and strength demonstrated by Filipino families in overcoming life’s challenges as well as their contribution to nation-building. Alleged recruitment scam in Italy reaches Senate
The alleged recruitment scam, facilitated by the Italy-based immigration consultancy firm, Alpha Assistenza SRL, has already reached the Senate. In filing proposed Senate Resolution No. 814, Senator Risa Hontiveros called for an investigation, in aid of legislation, into the alleged recruitment activities conducted by the Alpha Assistenza SRL. In her resolution, Hontiveros detailed the alleged fraudulent scheme of the immigration consultancy firm which has preyed on Filipinos who are dreaming of working in Italy, which was first exposed by the Daily Tribune. “It is alleged that Alpha Assistenza SRL provided over 400 Filipino “victims” with falsified Nulla Osta, a document issued by Italian immigration authorities authorizing a non-European Union national to apply for a work visa at an Italian embassy or consulate,” the resolution read. “The falsified Nulla Osta resulted in the rejection of the victims’ applications when the said documents were presented to the Italy Visa Application Center (VIA PIASI Center),” it added. She continued: “The Filipino applicants were met at the VIA PIASI Center located in Makati City by a Philippine agent designated in electronic messages by Krizelle Respicio, Alpha Assistenza SRL’s Chief Executive Officer and Immigration Consultant.” Hontiveros also said that the “complainants alleged that they had paid the company ‘large sums of money’ to facilitate their relatives’ travel to Italy for work.” “The State is mandated by the Constitution to afford full protection to laborers, both local and overseas, organized and unorganized, and to promote full employment and equality of employment opportunities for all,” she said. “Because of the principle of territoriality, our statutes are generally only effective within Philippine territory; and there is thus an urgent need to protect Filipinos from possible recruitment perpetuated by companies based overseas,” she added. ‘Aware’ Meanwhile, the Department of Foreign Affairs said it is aware of the alleged recruitment scam that victimized at least 400 Filipinos both from the Philippines and Italy. In an interview with Daily Tribune, DFA spokesperson Teresita Daza denied the alleged non-action of the Philippine Consulate General in Milan in the victim’s complaints against the supposed scam. “The DFA is aware of the reports,” Daza said. “The Philippine Consulate General in Milan is acting on the complaints.” Victims, who reached out to the Daily Tribune’s digital program, “Usapang OFW,” accused Consul General Elmer Cato of sitting on their complaints against Alpha Assistenza SRL. Daza said the number of victims of the alleged recruitment scam may be higher or lower than the previously reported 400 Filipinos. “The numbers are still being verified,” she said. In a recent interview over the Usapang OFW, the complainants, namely, Vanessa Antonio, Enrique Catilo, and Apple Cabasis, said that the Alpha Assistenza, headed by its Filipino co-CEOs Krizelle Respicio and Frederick Dutaro, may have duped more than 400 Filipinos. DFA Undersecretary for Migrant Workers’ Affairs Eduardo de Vega also denied allegations that Cato had sat on the Filipino communities’ complaints. De Vega said the Philippine Consulate General in Milan received a report on 31 August, and an investigation into the matter is ongoing. “They were interviewing victims and working on cases,” he said in a separate interview. Asked if the DFA is considering making Cato inhibited due to the accusations of the victims, De Vega said: “We are meeting him personally.” The DFA official also noted that they are coordinating with the Department of Migrant Workers and the Migrant Workers Office in Milan on how to proceed with the case. “The complaint is really to be filed with Italian authorities but our Consulate in Milan should assist them,” he said. AFP works on more improved Phl presence in WPS
The Armed Forces of the Philippines is exerting key efforts to further improve the country’s presence in its territorial waters in the West Philippines Sea. AFP’s Western Command chief Vice Adm. Alberto Carlos said among these efforts include the effective control of all islands now occupied by the Philippines in the WPS, establishing a stronger naval presence, and enhancing maritime domain awareness in these areas. "What is certain is that the solution to the WPS maritime issue is not in the hands of the military alone, but the whole-of-nation approach because it takes a consideration of all matters, not just the military," he said during the Stratbase ADRi forum titled "Implementing a Comprehensive Philippine Maritime Framework to Advance Rule of Law" in Makati City on Wednesday. Carlos underscored that a stronger naval presence involves the Philippine Navy, Philippine Coast Guard, and the Bureau of Fisheries and Aquatic Resources that continuing to conduct maritime patrols in the country’s maritime territory. The WesCom chief also bared the government is slated to come up with a national strategy in the WPS, anchored to the ruling under the United Nations Convention on the Law of the Sea. In the same forum, Acting Australian Ambassador to the Philippines Moya Collett has expressed concern over the “destabilizing behaviors” directed against the Philippines, particularly the recent developments in the disputed Spratlys Island and Scarborough Shoal. “There have been a number of reports about destabilizing behavior directed towards the Philippines in the South China Sea and we’re very concerned about that,” Collett lamented. “We want all activities in the South China Sea and throughout the world to be consistent with international law and UNCLOS in particular,” she added. Meanwhile, Collett bared that Australia is eyeing the possibility of expanding its existing coral reef restoration program in the Philippines, covering the Rozul Reef—previously swarmed by the Chinese Coast Guard and Chinese Maritime Militia. Were there widespread abuses during the martial law years spanning 21 September 1972 to 17 January 1981, or nine years under President Ferdinand Marcos Sr.? Certain groups consider the narrative of the period being the dark ages of civil rights as sacrosanct and should never be challenged. Anything different from their storyline would be revisionism. These are the hypocrites who consider themselves as having the divine appointment to decide what is best for the country after the 1986 EDSA revolt. “I am ready to debate with anyone, and it is my duty to explain to the people,” Presidential Chief Legal Counsel Juan Ponce Enrile, who was the martial law administrator, said on the necessity of the controversial 1972 imposition. The situation then called for the declaration of powers to address an extraordinary threat to the nation. Everything was done according to the provisions of the 1935 Constitution, stressed Enrile on his weekly morning show “Bayan ni Juan.” “I was ordered by then — President Marcos Sr., who was acting under the commander-in-chief provision of the law, to study what was contained in the Constitution on the powers of the President,” he said. He pointed out that martial law covering the entire country was necessary at that particular period. Our country, not only today but in the future, is guaranteed always to be stable. “The time will come when there will again be a need to impose martial, and it will be the people who would clamor for it, I’m telling you,” he predicted. Enrile said that all forms of government leave something to be desired; even China, which is fast developing, faces several criticisms. The government, however, is responsible for preventing chaos, anarchy, and disorder. “We should be thankful that martial law was declared, or Mr. Jose Maria Sison would have taken over the government,” Enrile recalled. “Our economy then was hit by a global crisis. America was on a downturn, and it brought down the Philippines with it,” he said. “History will give us a fair picture of the past, such as what happened in Roman times, the Persian period and the Assyrian period.” Similarly, history will bear out that martial law was what was called for. According to the seasoned public servant, he could vouch for the Marcos military rule being fair and far from what was painted by the opportunists. “If they call the declaration of martial law a dictatorship, then what was the description of the government when President Cory Aquino took over? She was the legislator and the executive. Cory, the supposed saint of democracy, changed the 1973 Constitution that the Filipinos voted for,” Enrile said. With a single signature, she changed the Constitution and assembled 60 individuals who were supposedly knowledgeable on the laws to craft the 1987 Constitution, Enrile said, recounting the forming of the Constitutional Commission that drafted the 1987 Charter. Even though he held the executive and legislative functions, Enrile said Marcos made sure “we were all working under a system of democratic procedure.” Marcos, he said, did not monopolize the government. “All the laws created under martial law were deliberated, debated, and discussed.” As proof of the just creation of the presidential decrees by Marcos, Enrile said that most are still being used by the government “because they were well thought out.” “Compare that with the laws being passed now. After a few years, these are required to be revised because of mistakes,” he said. Seven former members of the New People’s Army operating at the borders of Bukidnon and Talaingod, Davao del Norte surrendered to the Philippine Army’s 56th Infantry Battalion at Sitio Central Baugan, Brgy. Palma Gil, Talaingod, Davao del Norte over the weekend. In a statement on Monday, 10ID Public Affairs Division chief Maj. Mark Anthony Tito said the surrenderees were all members of the Sub-Regional Sentro De Grabidad PEDDLER, Sub-Regional Committee 2 of the North Central Mindanao Regional Committee. The former rebels were identified as alias Fernando Poe, alias Rustom, alias Sarmontano, alias Adolfo, alias Agata, alias Rica and alias Andrew E. “The joint effort of the 56IB and the 1003rd Infantry (Raptor) Brigade made the surrender possible,” said Tito. The program highlighted the distribution of 179 body-worn cameras from the Quezon City local government unit to QCPD police officers who will be deployed to 107 different polling centers during the BSKE 2023. The use of these tools will guarantee that every action taken during the election is precisely recorded. The Task Force District Anti-Crime Reaction Team was also launched during the activity. The TF-DART was created to deter criminal activities, provide immediate response to incidents, and support the electoral process to maintain peace and order for the upcoming Barangay and SK Elections 2023 in Quezon City. The team is composed of skilled and well-trained motorcycle officers, wherein the Acting Deputy District Director for Operations P/Col. Josefino Ligan was designated as the overall supervisor. Family killed by Nazis to be beatified in Catholic first
A Polish couple and their seven children, killed by Nazis during World War II for hiding Jews, will be beatified Sunday, the first time an entire family is given one of Catholicism's highest honors. The ceremony in the family's hometown of Markowa in south-east Poland will be attended by over 30,000 people, including 80 bishops, 1,000 priests, the country's chief rabbi, and an Israeli delegation. It was there, on 24 March 1944, that German police acting on a tip-off shot dead Jozef Ulma and his wife Wiktoria, who was seven months pregnant and partially gave birth during the execution. The eight -- Shaul Goldmann and his five children, including his daughter Lea Didner and her five-year-old daughter, and Golda Gruenfeld -- were also shot before the family farmhouse was looted and set on fire. The police fired up into the attic from the floor below, "and the blood of the victims began to drip from the ceiling... onto a photograph of two Jewish women lying on a table below", Vatican News said. That photograph "has been preserved as a 'relic'", it said. Baptism of blood The massacre followed "a story of love and friendship", said Italian journalist Manuela Tulli, who has written a book on the family along with Polish historian and priest Pawel Rytel-Andrianik. "When the Jews asked for help, they opened their doors. They lived together for a year and a half, cooking and eating together", Tulli told AFP. Jozef Ulma was a keen photographer as well as a farmer, and photographs he took that survived reveal the family's life through simple, everyday scenes. Jozef and Wiktoria Ulma were recognized by Israel in 1995 as members of the "Righteous among the Nations", an honor for non-Jews who tried to save Jews from Nazi extermination. Amid the guessing game started by China on who the unnamed President was who promised to remove the BRP Sierra Madre from Ayungin Shoal, Chief Presidential Legal Counsel Juan Ponce Enrile has pointed to a former senator as the culprit. “I haven’t heard from previous presidents that they promised to remove the Sierra Madre, but what I know is that the late President Benigno Aquino III did some backchanneling, and his backdoor agent was former Senator Antonio Trillanes IV,” Enrile said. He added: “Trillanes bypassed then Ambassador Sonia Brady in negotiating with China, and his only credential was he rode in a Philippine Navy boat when he was in the military service.” “The subject of the backchanneling was the Scarborough Shoal standoff, but Trillanes was deceived by the Chinese. The Philippine vessels withdrew from the area of the deadlock, but China stayed put,” he recalled. 2012 Senate skirmish Then-senator Enrile and Trillanes had a confrontation in September 2012 over the government’s covert negotiations with China that Aquino had assigned to Trillanes. In a face-off on the Senate floor, Enrile produced the so-called Brady notes, a report on the discussions between the ambassador and Trillanes on the backchanneling mission. During his several engagements with Chinese officials, Enrile quoted the Brady notes as saying that Trillanes indicated that Filipinos needed more interest in the conflicting claims in the region. When you go to a country to deal with a foreign power, you must notify the embassy,” he said. “Trillanes should have notified the embassy to alert them that he was there on a mission, and he should have brought along at least one responsible official,” he added. He continued: “Everybody should have known that international law already provided the way to settle the dispute, which was the United Nations Convention on the Law of the Sea, but which China did not respect.” “China based its claims not on international law but on its might. We should have a counter-balancing force,” according to Enrile. “We should not rely solely on the assistance of other nations; we should keep building up our military assets.” “We should also be prepared, and one way to do that is to require all young Filipinos to undergo training to defend the country.” “Only Filipinos can fight for their country; nobody else can do the fighting for you,” Enrile stressed. False narrative Meanwhile, China was accused of using deception in its sea maneuvers when it tried to block a resupply mission to Ayungin Shoal on 7 September. Armed Forces of the Philippines spokesperson, Col. Medel Aguilar, at the weekly Saturday News Forum in Quezon City, said the Philippine Navy offered to help a Chinese rubber boat in distress near Ayungin Shoal. “Our troops offered assistance, but the Chinese refused and another boat came to their rescue,” Aguilar said. He said one of the Chinese rigid hull inflatable boats had gotten entangled in a fishing line while it was tailing the Philippine vessels heading to Ayungin to resupply the troops there. Aguilar said that while the Chinese boat’s refusal to accept aid from Philippine forces was expected, what surprised the troops was Beijing’s radio call where they blamed the Filipinos for the incident. “They had the guts to challenge our radio message. ‘Philippine Coast Guard, because of your maneuvers, the Chinese Coast Guard vessel came into problem,’” he quoted the Chinese as saying. Aguilar said this was another narrative the Chinese would tell their people. “After this incident, they will come up with their narrative to tell their people about what happened,” Aguilar said. “We don’t want the truth to be drowned out by what really happened,” he added. Misplaced bullying Aguilar described the China Coast Guard’s behavior as “misplaced bullying” amid its continued aggression in Philippine territorial waters. “The CCG is a misplaced bully in the WPS,” Aguilar said. Meanwhile, Commodore Jay Tarriela, PCG spokesperson, said several CCG ships and maritime militia vessels tried to block the Philippine vessels and stop the resupply mission. “It is very important for the government, for us, to be more transparent about what is happening in the West Philippine Sea,” he said. “We face the media; we give them the true story. The media will play a very important role in curtailing this fake news that spreads every time the Chinese release their narratives.” He said China has been pushing the narrative that the Philippines is acting on behalf of the United States. Ayungin Shoal, which is part of the Kalayaan island group, is an integral part of the Philippines and is well within its exclusive economic zone and continental shelf, over which the country has sovereignty, sovereign rights, and jurisdiction. The BRP Sierra Madre has been grounded on Ayungin Shoal since 1999, where it stands as a symbol of Philippine sovereignty and on which a dozen Filipino Marines and sailors are holding the fort. Gun ban violators netted
The weeklong checkpoints related to the 2023 Barangay and Sangguniang Kabataan Elections logged at least 216 gun ban violators so far, according to the Philippine National Police on Sunday. PNP spokesperson and acting Public Information Office chief Col. Jean Fajardo revealed that the 216 violators were apprehended from 28 August until 2 September 2023, adding that of the total violators arrested, most were civilians while two were security guards and two were military personnel. A total of 130 firearms have been confiscated during the implementation of the gun ban. The establishment of checkpoints was carried out under Commission on Elections Resolution 10924 to effectively implement the ban on firearms and other deadly weapons during the 90-day election period from 28 August to 29 November. The resolution prohibits the bearing, carrying, or transporting of firearms or other deadly weapons in public places, including any building, street, park, private vehicle, or public conveyance, or even if licensed to possess or carry the same, unless authorized by the Comelec. Exempted from the ban are law enforcers but they should have authorization from the Comelec and wear an agency-prescribed uniform while on official duty during the election period. Lady pusher nabbed in drug sting
Operatives of the Manila Police District District Special Operating Unit arrested a notorious lady drug pusher in Isla Puting Bato in Tondo during a buy-bust operation on Wednesday night. Police identified the suspect as Mary Ann Evaresto y Mejica a.k.a Maan, 27 years old , female, single, Filipino, jobless, and a resident of No. 457, Area B, Gate 10, Parola Compound, Barangay 20, Tondo, Manila. According to PMAJ Rommel Purisima, acting chief, DSOU, the suspect was reportedly a member of the dreaded Sagnip Criminal Gang responsible for a series of holdups and robberies in the vicinity. Confiscated pieces of evidence during the operation were one piece of heat-sealed transparent plastic sachet containing white crystalline substance suspected to be Shabu weighing more or less three grams with an SDP value of P20,400. Charges for Violation of Section 11, Article II of RA 9165 (Possession of Dangerous Drugs) will be filed against the suspect at the Manila City Prosecutors Office.
