Mandaue dumpsite transforms as park
The former dumpsite in Barangay Umapad in Mandaue City, Cebu is now transforming into a Cherry Blossoms Park or Kalidhay Park. This, as Mayor Jonas Cortes with City First Lady Sarah Walker Cortes and Sixth District Provincial Board member Glenn Soco and other stakeholders planted at least 1,000 Palawan cherry blossoms or Balayong at the five-hectare former dumpsite. The project hopes to attract investors and provide a decent livelihood to scavengers. “The recreational facility will house food and beverage stalls that will be distributed among scavengers in the area,” said the Mandaue City First Lady, adding that the actual beneficiaries will be tasked to maintaining the park. “People can enjoy hiking, jogging, and recreational activities there. Sightseers who flocked to a grand reopening of the refurbished Brussels stock exchange building this weekend were invited to chase the visit down with a side order of Belgium's top tipple -- beer. The 90-million-euro ($96-million) makeover of the Bourse, once a temple to capitalism, tempted in passers-by from the cafe bars of the capital's old town. Thanks to the new "Belgian Beer World", they did not go thirsty. Belgian beer culture is listed by UNESCO as part of the "Intangible Cultural Heritage of Humanity". It is a source of pride for many locals and a big draw for tourists from around the world. But, even though beer is ubiquitous here, the Brussels scene lacked a focal point for visitors or -- if you're a jaded glass-half-full drinker -- a promotional vehicle for Belgium's vast global booze industry. Traders moved out of the 1868 neo-classical Palace de la Bourse or Beurspaleis in 2014, and the Belgian exchange has now merged with former competitors in Paris and Amsterdam to form Euronext. So, when the city refurbished the historic building, the brewers were on hand to stand their round and sponsor a fitting modern beer museum and roof top bar for their star export. - Trappist monks - On Saturday, when the refurbished Bourse reopened to the public, 11,000 people passed through to see the trading hall, and 566 -- including a tourist from as far away as Singapore -- stopped by Beer World. "A lot of interesting interactions, features that involve the participants, all the visitors," said the tourist, who gave his name as Su. "I believe that all the beer drinkers, if they wish to have a good understanding about the whole process, about the history of the beer, it's definitely a place for them to visit." Opening the center this week, Brussels mayor Philippe Close acknowledged that, beyond the culture of beer, the museum is "a way to support a huge economic sector." Belgium has at least 430 brewers, from mighty AB Inbev -- which pours a third of the planet's pints -- to tiny Trappist monasteries that sells one eagerly sought-after batch of ale per year to patient punters on a waiting list. The trade federation, Belgian Brewers, estimates that its members employ 6,900 people directly and support 50,000 more jobs in a country of only 11.5 million. Some 70 percent of Belgian beer is exported, not just to neighbours in Europe's beer-drinking north, but around the world. Tickets for the Beer World are a hefty 17 euros -- but it does get you your first drink in the rooftop bar -- with its vast selection drawn from the 1,600 types of beer the country has to offer. Belgian brewers are not as conservative as their German and Dutch neighbors. The sour, bubbly lambic and gueuze styles -- "Brussels Champagne" -- are Belgium's own, but many beers including the big brands like Jupiler or Stella Artois are based on the Czech and German Pilsner style. There are even Scotch ales in thistle-shaped glasses, allegedly introduced to entertain General Montgomery's British Second Army when it arrived in September 1944. And of course younger small-scale brewers have begun making hoppy Belgian pale ales to rival the best of the US craft beer explosion. - Great complexity - Beer World administrator Charles Leclef -- a 30-year veteran Flemish brewery operator -- told AFP that the city wanted to capture the "playful" side of the everyday tipple, not to incite heavy drinking. "We're not the biggest producer in the world, far from it, but we're perhaps the most creative, with beer of great diversity of flavor, great complexity," Leclef boasted. In the museum, visitors can wander inside a virtual fermentation tank, with immersive screens taking them inside the process of turning hops, malt, yeast and water into national pride. In Germany, the law forbids any but these four ingredients, but Belgian brewmasters are free to experiment with spices and infusions and even fruits like cherry or raspberry. 2 suspects collared for robbery, gun ban violation
Two suspects were nabbed for alleged robbery and for violating the Comelec gun ban in Pasig City Thursday morning. The suspects were identified as alias Adrian, 29; and alias Rusty, 30; both residents of Antipolo City in Rizal province. Initial investigation disclosed that the victims–alias Justin, 22, hair stylist; and alias Juan, 35, make-up artist — were waiting for a ride along Cruzada corner Pasco Avenue in Barangay Santolan when the suspects suddenly appeared on board a pink Yamaha motorcycle, armed with a handgun and kitchen knife declared hold-up. At that instance, the suspects forcibly took the victims’ belongings: one-unit INFINIX cellular phone and one wallet containing cash money amounting P5,000. The suspects immediately fled towards Mejico Street of the same barangay wherein they spotted another victim identified as alias Jeffrey, 34, senior recruitment coordinator, who was then waiting for a ride. At this juncture, the back rider suspect pointed a knife at the victim and took his one-unit Cherry Mobile phone and later sped off in unknown directions. The victims sought assistance from Manggahan Police Sub-Station 8, together with barangay security force, immediately conducted manhunt operation which resulted to the arrest of the suspects. Recovered from their possessions were one unit Armscor caliber .38 revolver, one kitchen knife and the stolen cellular phones. Gokongwei-owned Cebu Pacific, a budget airline that always manages to raise eyebrows, has once again blessed us with a seat sale. Oh, how lucky can we be? The airline has hyped up anew its marketing mantra that “Every Juan flies,” only weeks after being forced during a congressional hearing to confront 3,000 complaints of irate customers over its endearing practice of overbooking flights and offloading passengers. To be obstinately hooked on the jingle of cash registers while ignoring the suffering of your paying customers takes a unique kind of expertise, of being able to remain deadpan and sleep at night through the turmoil of your aggravated passengers. For many of those who attended the hearings, Cebu Pacific only cares about the cold ca-ching of its cash registers. No doubt, the seat sale it resurrected last week would result in more passengers being kicked off flights. Overbooking and the accompanying forced passenger dumping, in Cebu Pacific’s vision of reality, well, there’s just a “slight chance” of that. That’s a joke, right? But no one’s laughing, as the joke is on us, the public. Let the sentence hang there for a while. “Slight chance,” they say in an entry on airlineratings.com, as though they’re talking about the prospect of seeing a rare unicorn galloping around the departure gate. But no, this is not about fantastical creatures; rather, it is about reservations piling up on a shaky table like a house of cards. It involves accepting the idea of reserved seating as merely a suggestion, a fun idea to play around with. That is if your idea of fun is being forced to reprise the role of Tom Hanks in the movie, The Terminal. Speaking of whimsical, have you ever heard of their brilliant response to situations in which appeals to “volunteers not to travel on their booked flights” fall on deaf ears? Cebu Pacific has your inconvenience covered, so do not be alarmed. They’ve cleverly reserved the power to refuse boarding to travelers “involuntarily,” or against their will, if involuntarily is not clear enough. This translates to passengers gnashing their teeth, pulling their hair, and tearing up their shirts all they want at CebuPac’s check-in counters, without any chance of boarding a flight for which they’d been sold “reserved” seats. However, let’s not limit our discussion to Cebu Pacific’s poetic handling of passenger interactions. Let’s explore the drama that occurred during the probe of the Senate Committee on Tourism. Senators turned their attention to the airline’s fervent devotion to overbooking as the cause of this comedy of errors, becoming unimpressed by the inventive justifications offered by the company for canceled flights and interminable delays. One senator related tales of suffering and annoyance from her own staff as well as from other passengers. Inevitably, as the hours passed, the hearing evolved into a “grief-sharing session.” People stepped up, spilling stories of delayed flights and canceled hopes. If you will, picture a traveler hoping to leave Tokyo but being compelled to crash on the chilly, hard floor of Narita International Airport. Her offense? Having faith in Cebu Pacific to deliver even the most basic amenities. Then there was the dentistry board exam that was almost missed. How about the flight to Cebu from Manila that was diverted to Busuanga and the haggling that followed to force Cebu Pacific to honor its “Passenger Rights” guarantee of free hotel accommodations? The cherry on top? While those who had been put through the wringer were left wondering how the airline’s priorities seemed to be joyously dancing in the skies, the examinee’s lucky aunt, all the way from Australia, managed to score a ticket for a lovely fee. The spokespersons of Cebu Pacific did, however, exhibit some artistic talent. Lightning strikes, bird crashes, and even runway debris were included in the gallery of “freak incidents” they presented as the causes of their errors. During the sleeper hearing, the way Cebu Pacific’s flight operations unfolded resembled an elaborate opera, complete with loud fights and dramatic exits, as if the cosmos had conspired to make it happen. But what was the highlight of Cebu Pacific’s ludicrous theater? Respect for the “Air Passenger Bill of Rights.” To pledge loyalty to rights that seem to exist only in the world of press releases is a truly great gesture. Amid this flying fiasco, passengers may wonder if they are only pawns in a much bigger game when the airline offers its earnest apologies, makes a few promises, and reveals plans for standby aircraft as if they were doing magic. Gadon wants more funds for NTF-ELCAC, blasts SWS poverty survey
Presidential Adviser for Poverty Alleviation Lorenzo "Larry" Gadon on Monday said he will work with other government agencies to fulfill the mandate of his office, especially with the National Task Force to End Local Communist Armed Conflict which he said has done a lot in terms of curbing poverty and insurgency. In a virtual press briefing of the NTF-ELCAC called "TAGGED Debunking Lies by Telling the Truth," Gadon said the task force should even ask for a supplemental budget to carry on its task. "The NTF-ELCAC has been very successful [in] stabilizing areas formerly held by insurgents. The task force budget must be reconsidered. When it was conceptualized, it had an P18-billion budget which was slashed down to P10 billion. That was already spent half of this year," Gadon said. "They should ask for a supplemental budget to continue their program. How would you solve this problem that you say is now only confined in Norther Samar?," Gadon asked, referring to the insurgent group New People's Army. He added that if he had his way, he would recommend particular areas that need NTF-ELCAC intervention so that the task force's Barangay Development Program would get implemented in that area. "My position and office is not an implementing agency, so I would recommend if I assessed a particular area that needs the NTF-ELCAC," said Gadon. He will also do the same with the National Anti-Poverty Commission and the Presidential Commission for the Urban Poor, he added. "That's my role, to see to it that these agencies are really fulfilling their jobs for the benefit of our countrymen. Poverty alleviation is not just one government agency. We have the DA (Department of Agriculture) to help our farmers. Gadon blasted the recent survey reported by Social Weather Stations that over half of Filipino families considered themselves poor. "They (SWS) wanted to make poverty incident a matter of perception. Hindi Ito systematically done. Mamimili lang sila ng isang lugar para makuha nila ang gusto nilang result (They cherry-pick areas so they can get the result they want). They're more of propagandist than a real survey," Gadon said, citing also the SWS Senate survey in the last election that showed him at 36th place. "I was 19th placer in that race," Gadon said. The anti-poverty czar said the Marcos Administration is doing it best to help poor Filipinos. "We elected President Bong Bong Marcos with so many problems -- the pandemic also incurring around P13.7 trillion in debt. Pero ngayon unti-unti na tayong bumabangon. P6M worth of illegal drugs seized at NAIA warehouse
The Bureau of Customs-Port of NAIA intercepted about P6 million worth of illegal drugs from two parcels at the DHL warehouse inside the Ninoy Aquino International Airport complex in Pasay City. First intercepted was an inbound parcel declared as a steel bread toaster Shipment by eBay Inc. from 134 Central Avenue, Phoenix, Arizona, USA where 318 grams of suspected shabu were placed. It was consigned to a certain Kay Raymond Dulla of 2218 P. Binay Street, Bangkal, Makati City. The second interception was an outbound parcel declared as hair dryers and brushes sent by Cherry Aguiling of Block 9 Lot 35 Meadowpark Subdivision, Molino, Bacoor, Cavite. It was consigned to a certain, Gordon Wood of 2774 Mount Riverside, Australia. Three improvised pouches containing suspected shabu were found in the parcel. The BoC-NAIA confirmed that the two intercepted parcels contained a total of 878 grams of suspected shabu with a street value of P5,970,400. All seized illegal drugs were immediately turned over by the Bureau of Customs to the NAIA PDEA-IADITG for further investigation and proper disposal. DoJ clears doctors, staff over falsified insurance claims
The Department of Justice on Sunday announced that it has absolved several executives and staff of TriCity Medical Center in Pasig City of estafa and violation of the National Health Insurance Act of 2013. The charges were previously filed by the National Bureau of Investigation in connection with fraudulent Philippine Health Insurance Corporation claims. In a 24-page resolution, the DoJ Panel of Prosecutors dismissed the NBI’s case against Doctors Gjay Ordinal, Enrico Cruz, Froilan Antonio de Leon and Lourdes Rhoda Padilla and hospital staff Cherry Flores, Arlene Sebuc and Svend Rances. The resolution was signed by Senior Assistant State Prosecutor Marmarie Satin-Vivas, Assistant State Prosecutor Ma. Richelle Oliva and Prosecution Attorney Eugene Yusi and approved by Prosecutor General Benedicto Malcontento. Contrary to the NBI’s claim, the DoJ said the elements of estafa under Article 315 (a) of the Revised Penal Code with respect to Doctors Ordinal, De Leon and Padilla were absent as they were able to “sufficiently establish that they did not participate in the falsification of claim documents submitted to PhilHealth.” The doctors said that they had no knowledge that the professional fees they received were from the fraudulent claims filed with PhilHealth since the professional fees were paid in lump sum. Upon learning of the fraudulent claims, the doctors conducted their own investigation, discovering that fraudulent claims were also filed for at least 12 other former patients, all of whom were already deceased at the time they purportedly received treatments. They immediately reported all of these findings to PhilHealth. In addition, the three doctors submitted the Claim Signature Forms to the Philippine National Police-Questioned Document Examination Division for examination and the agency later confirmed that the doctors’ signatures were indeed forged. “Hence, they did not commit any fraudulent representations in the falsified claim documents submitted to PhilHealth,” the resolution said.
