Bong Go inspects Siniloan isolation facility
Senator Christopher “Bong” Go, the chairperson of the Senate Committee on Health and Demography, personally inspected the isolation facility at the Siniloan Infirmary Hospital in Siniloan, Laguna on Friday, 25 August. Go, also the vice chairperson of the Senate Committee on Finance, has supported the said project during the Duterte administration. The senator, an adopted son of CALABARZON, was also joined by Vice Governor Karen Agapay, Mayor Patrick Go, Vice Mayor Carla Valderrama, and Councilors Carl Anthony Puño, Regie De Jesus, and Councilor Ronald Valeroso, among others. "Maraming salamat po Kuya Bong. Ang bayan po ng Siniloan ay taos-pusong nagpapasalamat sa inyong pagdalaw at kami po ay binibigyan niyo ng suporta. Go’s visit not only underscored his dedication to serving the Filipino people but also highlighted the critical need to bolster the nation's health sector, particularly in the wake of the devastating effects caused by the COVID-19 pandemic. Go has consistently stressed the importance of continuous investments in healthcare infrastructure, personnel, and equipment especially in the community level. He pointed out that the pandemic had exposed vulnerabilities in the health sector and underscored the need for proactive measures to ensure that the country is better equipped to handle future health crises. Through a series of innovative initiatives, including Malasakit Centers, Super Health Centers (SHCs), and Regional Specialty Centers (RSCs), Go underscored his unwavering commitment to ensuring that all Filipinos have access to quality medical assistance and services. Malasakit Centers, a brainchild of Senator Go, act as one-stop shops that consolidate the available medical assistance programs of various government agencies, ensuring that poor and indigent patients can readily access the support they need. Since its inception in 2018, Malasakit Centers have provided invaluable assistance to more than seven million patients, alleviating the financial burdens that often accompany medical treatments. There are currently 158 operational centers nationwide, including those at Laguna Medical Center in Sta. Cruz and San Pablo City General Hospital in San Pablo City. Go is the principal author and sponsor of the Malasakit Centers Act of 2019. Meanwhile, Go’s vision of a more improved healthcare sector extends to the establishment of SHCs, which aim to offer comprehensive healthcare services to communities, especially in underserved areas. Such centers are set to be established in cities such as Calamba, Cabuyao, Sta. Rosa, San Pedro, San Pablo, and Biñan, as well as in the towns of Alaminos, Mabitac, Calauan, Los Baños, and Sta. Maria. The SHCs will offer a wide range of services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation center, and telemedicine, through which remote diagnosis and treatment of patients are made possible. Through the concerted efforts of the Department of Health (DOH) and lawmakers, adequate funding has been allocated in the national budget for the establishment of 307 SHCs in 2022 and 322 more in 2023. “Ang maganda po diyan early detection, primary care, checkup, konsulta. Bong Go visits ‘egg basket of the Philippines’ to conduct relief ops
Senator Christopher "Bong" Go emphasized the paramount significance of stronger government interventions for supporting impoverished Filipinos adversely affected by various crises as he personally led a relief activity for struggling Batangueños in San Jose town on Thursday, 17 August. In 2022, former president Rodrigo Duterte approved a law declaring San Jose town in Batangas as the country's "egg basket” through Republic Act No. 11707, which recognizes the local and national "economic significance" of San Jose's egg industry. Recognizing the urgent need for support, Go for his part has tirelessly championed the cause of the most vulnerable members of society, ensuring that essential government aid reaches those who need it the most. In partnership with the local government of San Jose, the Department of Social Welfare and Development (DSWD), and the Department of Labor and Employment (DOLE), Go assisted 1,558 fellow Batanguenos at the Vanolato Realty basketball court. Go and his team provided grocery packs, masks, vitamins, and meals to each beneficiary. He likewise gave away bicycles, shoes, mobile phones, watches, shirts, and balls for basketball and volleyball to select recipients. As a one-stop shop where poor and indigent patients can access government medical assistance, the Malasakit Center was initiated by Go in 2018 and institutionalized under Republic Act No. 11463 in 2019, a piece of legislation he principally sponsored and authored in the Senate. As attested by the Department of Health (DOH), the program has already aided over seven million patients nationwide with 158 existing Malasakit Centers all around the country. The Malasakit Centers in the province are located at the Batangas Medical Center in Batangas City and at Batangas Provincial Hospital in Lemery. In addition to his commitment to the Malasakit Center program, Go has conveyed his support to establish more Super Health Centers (SHCs) throughout the country. Under the 2022 national budget, SHCs in Batangas were funded in Ibaan, San Pascual, Agoncillo, Calatagan, Lipa City, Malvar, and Taysan. In 2023, more centers were identified to be established in the towns of San Juan, Tingloy, Lian, and San Jose. In addition, two more SHCs were funded in Lipa City. The SHC is an improved version of a rural health center and offers basic health services such as database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy, and ambulatory surgical unit. Bong Go joins Manggahan Festival in Guimaras
Emphasizing his commitment to uplifting cultural celebrations and promoting sportsmanship, Senator Bong Go visited Jordan, Guimaras on Friday, 19 May, where he personally attended the Manggahan Festival and as part of the program, witnessed the volleyball tournament at the provincial gymnasium. The Manggahan Festival celebrated annually in Guimaras, pays homage to the province's mango industry. As a major highlight of the festival, the streets of Jordan came alive with vibrant colors, cultural performances, and mango-themed displays. The festival provides a platform for farmers, entrepreneurs, and artisans to showcase their talents, products, and cultural heritage to a broader audience. Go lauded the local community for showcasing its cultural heritage while promoting its products such as its locally harvested mangoes which Guimaras is famous for. During his visit, he also partook in the ‘Mango Eat All You Can’ festivities and vowed to make efforts to promote the local industry. In the Senate, Go authored and co-sponsored Senate Bill No. 1594 which was recently approved by the Senate on the third and final reading. If passed, the measure shall institutionalize the One Town, One Product Philippines Program and shall serve as a government stimulus program to encourage the growth of micro, small, and medium enterprises in the country through the utilization of indigenous raw materials, local traditions, and cultures across the country. As part of the festival, a volleyball tournament was organized where Go, as Chair of the Senate Committee on Sports, showed his support for the participating athletes. He also continues to push for his proposed Philippine National Games Act of 2022, which seeks to ensure a more inclusive system of promoting promising Filipino athletes who possess potential in various fields of sports to be given an equal opportunity of becoming future contenders in international sporting competitions and cement the country’s status as a ‘Sports Powerhouse in Asia’. Go was also instrumental in the additional funding for the Philippine Sports Commission during its 2023 budget deliberation, particularly for grassroots sports development and in support of athletes joining international competitions. Following the Manggahan Festival, Go also took time to conduct a monitoring visit to the Malasakit Center at Dr. Catalino Gallego Nava Provincial Hospital and provide aid to patients and front-liners. PEZA chief lures potential Rotarian investors with ecozone perks
Members — particularly those in such business enterprises as manufacturing — of the Rotary Club of Manila, Asia’s oldest and biggest Rotary organization, were personally enticed by Philippine Economic Zone Authority director-general Tereso Panga of the benefits, particularly tax perks if they expand operations in the country or poured in investments in the ecozone. Panga, who served as guest speaker at RC Manila’s 14th General Membership Meeting at the Manila Polo Club, Makati City, on 5 October 2023, relayed to the prospective ecozone investors the various fiscal and non-fiscal Incentives offered by PEZA. He said the investment promotion agency offers income tax holidays or ITH of four to seven years depending on the industry tier and location, once onboard PEZA-run ecozones. For the National Capital Region, locators are entitled to four years of ITH for those that are in Tier 1; five years of ITH for Tier 2, and six years for those belonging to Tier 3. For locators in Metropolitan areas or areas contiguous and adjacent to NCR, a five-year ITH is given to Tier 1; six years for Tier 2, and seven years for Tier 3. “A five percent Special Corporate Income Tax holiday is also provided for 10 years for export-oriented projects, while enhanced deductions for five years are given to locators involved in domestic-oriented project activities,” Panga said. Other notable benefits awaiting interested PEZA locators include Customs duty exemption on importation of capital equipment, raw materials, spare parts, or accessories directly and exclusively used in the registered project/activity for a maximum period of 17 years unless otherwise extended under the Strategic Investment Priority Plan of the Philippine government; domestic sales allowance of up to 30 percent of total sales for export-oriented companies; value-added tax exemption on importation and VAT-zero rating on local purchases of goods and services directly and exclusively used in the registered project or activity for a maximum period of 17 years, unless otherwise extended under the SIPP; and exemption from payment of national and local government taxes and fees for the period of availment of the 5 percent special corporate income tax incentive Also, PEZA locators are entitled to employ foreign nationals; can enjoy long-term land leases of up to 75 years, and are entitled to the PEZA 2-year special non-immigrant visa issued to expatriates and their dependents as well as foreign workers. Panga[/caption] PEZA performance Panga earlier reported that the investment promotion agency had reaped an overwhelming 114 percent increase in investments in the second quarter of the year, following the approval of 61 new and expansion projects for the period of April to June 2022. PEZA records showed that total investments are expected to bring in a total of P14.347 billion, 114.93 percent higher than the P6.675 billion approved investments for the second quarter of 2022. Of the 61 approved new and expansion projects, 16 are for the Information Technology industry, 15 for export/manufacturing, 13 for facilities, 13 for ecozone development, and two for IT Facilities and Logistics. Meanwhile, expected jobs to be created by those projects total 11,186, which is 29.06 percent higher compared to the 8,667 projected jobs in the 2nd quarter of 2022. For the January to June period of 2023, a total of 90 new and expansion projects have been approved and are expected to bring in P22.488 billion in investments, $747.093 million in exports, and 14,354 jobs. Japan remains PEZA’s top country investor in the first half with P8.007 billion in investments followed by Singapore with P2.169 billion. Also, Panga said that Japan topped the countries with the highest approved foreign investments at 27.34 percent, followed by Filipino companies at 23.19 percent, and American companies in the third spot at 14.82 percent. “PEZA accounted for 60.5 percent of the total foreign investment commitments in Q2 2023 with P35.75 billion,” he told the Rotary Club of Manila members. From 1995 to 2022, PEZA’s total dividends turned in to the National Treasury was a total of P26,889,567,738.07. Ecozones on the rise To date, Panga said PEZA hosts 422 ecozones and 4,352 locator companies/projects throughout the country. Of said number of ecozones, 299 are dedicated to IT Parks and Centers, 79 to manufacturing firms, 24 to agro-industrial parks, 17 are to tourism and three are to medical tourism ventures. Based on the Philippine Development Plan 2023-2028, President Ferdinand Marcos Jr. has projected that “the creation of ecozones will…maximize investments and promote industrial dispersion, especially outside metropolitan areas. Further, the ecozones will be integrated into the local economy by relaxing the requirements, facilitating the free flow of parts, components, and other inputs, and increasing open trade between zone locators and firms outside the zones.” In the coming years, various ecozones will be sprouting, while the ecozones that have already been officially proclaimed by the Office of the President include Robinsons Cyberpark Bacolod, Lima Technology Center (Expansion), Hermosa Ecozone Industrial Park (Expansion), Philtai Central Luzon Industrial Park, Felcris Centrale IT Park, ECCO 4 Building, Lopue’s Mandalagan IT Center, Marina Town Dumaguete, Naga City Industrial Park and Kamanga Agro-Industrial Economic Zone (Expansion), altogether with investments totaling P3.418 billion. Ecozones pending approval are MetroCas Industrial Estates-Special Economic Zone, Suyo Economic Zone and the expansions of Kamanga Agro-Industrial Economic Zone and Lima Technology Center, with a total investment amount of P773.962 million. As of September 2023, the governing board of PEZA has approved big-ticket investments with a total committed investment of P193.200 billion, and these are the First Pangasinan Property Development Corp., Raedang International Builders and Development Corp., Green Energy with Torrefaction Technology Inc., Dyson Electronics PTE, Ltd. Philippine Branch, Sunpower Philippines Manufacturing Ltd., Isla Import Terminals Inc., MJ Landtrade Development Corp., YCO Cloud Malvar Inc., Savya Land Development Corporation, RLGB Land Corporation, Robinsons Land Corporation, TDK Philippines, P. Imes Corp., Best-one Ever Luck Realty Corp., Knowles Electronics (Phil) Corporation, WIPRO Phils. Inc., Glensworth Development Inc., ACI Inc., Megaworld Corporation and Kyungshin Pampanga Philippines Inc. Currently, Panga said PEZA is focused on seven priority sectors, that is, advanced manufacturing, extractives (green ores processing), agriculture and blue industries, IT services and frontier technologies, eco-industrial park development (renewable energy and alternative energy, clean water and wastewater treatment, circular economy, sustainable development goals, green buildings, smart systems integration), Science, Technology and Innovation and the integration of small and medium enterprises into the ecozone value chain. Cannot be done alone by PEZA Panga, in conclusion during his speech at the Rotary Club of Manila meeting remarked that attracting foreign direct investments cannot be done by PEZA alone or by any other investment promotion agency left to its own devices. Ukraine military to collapse without U.S. aid, experts warn
Defense and national security experts are sounding the alarm on the cutting of United States assistance to Ukraine’s military after the US Congress passed a stopgap budget law without funding for Kyiv. “It would be devastating for the Ukrainians” if US aid is halted, Mark Cancian, a senior advisor at the national security think tank Center for Strategic and International Studies, said. “The Ukrainian military would weaken and then ultimately perhaps collapse,” though it “might be able to just hold on on the defensive,” Cancian said. The United States has committed more than $43 billion in security aid since Russia invaded Ukraine in February 2022 — over half the total from all Western donors. It has supplied a vast arsenal to help Kyiv fight to regain territory seized by Russia, ranging from small arms ammunition and artillery rounds to vehicles, sophisticated rocket launchers, tanks and mine-clearing equipment. “Militaries in conflict need a continuous flow of weapons and supplies and munitions to replace what’s destroyed and gets used up,” Cancian said. The European Union is prepared to stand by Ukraine “for as long as it takes” and the EU’s foreign policy chief Josep Borrell reiterated this during the gathering of the bloc’s foreign ministers in Kyiv on Monday. Dozens of countries — especially in Europe — have provided military aid to Ukraine, and while they could increase support, picking up all the slack left by Washington would be a major long-term challenge. It would require a “years and decades-long effort to get Europe to a place where (it) could fully replace the US as a kind of military power, or a defense industrial power,” James Black, assistant director of the defense and security research group at RAND Europe, said. US Defense Secretary Lloyd Austin — who played a key role in forging an international coalition to back Ukraine, and then in coordinating assistance — called over the weekend for Congress to take action. Bong Go extends assistance to indigents in Lupao, Nueva Ecija
Senator Christopher “Bong” Go, an adopted son of Nueva Ecija, sent his team to provide assistance to indigent families in Lupao, Nueva Ecija, on Friday, 29 September. Go’s team assisted residents who gathered at the Brgy. Gymnasium of San Antonio Este. The team distributed masks and shirts to the identified beneficiaries, as well as shoes, and balls for basketball and volleyball to select recipients. The beneficiaries also qualified for financial assistance from the national government through the initiative of GP Partylist Rep. Jose Padiernos. “Huwag ho kayong magpasalamat sa amin. Gatchalian to PhilHealth: Update mental health package
The Philippine Health Insurance Corporation should present an update on the rollout of its package for mental health illnesses, Senator Win Gatchalian said Thursday. Gatchalian cited that PhilHealth earlier planned to roll out its mental health outpatient package in July. The senator flagged the unreleased package despite “the country is facing a pandemic of mental health issues.” To date, Gatchalian said that PhilHealth only offers a P7,800 case rate for confined patients having specific conditions such as dementia, bipolar disorders, schizophrenia, and anxiety disorders. He lamented that the high cost of mental health services makes it inaccessible to many Filipinos to acquire fair mental care. Gatchalian, who chairs the Senate Committee on Basic Education, noted that a cursory search on the internet would point to packages costing up to P43,800. "Sisingilin ko ang PhilHealth sa mental health package dahil nangako sila. Noong una natuwa kami dahil may acknowledgement sila na may problema tayo sa mental health at mababa ang ating package, pero wala namang aksyon na nangyari,” he said. “Sisingilin talaga namin sila dahil nga kung titignan natin yung datos, mahigit 4,000 ang nagpakamatay sa isang taon at 400 ang nagpakamatay mula sa mga paaralan natin kaya talagang may problema tayo pagdating sa mental health," he added. Gatchalian described the increasing deaths of Filipinos due to suicide as logged National Center for Mental Health as “alarming.” In 2019, the NCMH recorded 3,129 calls, of which 325 or 10 percent were suicide-related. In the same year, the Philippine Statistics Authority recorded 2,810 deaths due to suicide. At the height of the COVID-19 pandemic in 2020, the calls to the NCMH related to mental health problems had almost quadrupled to 11,017. While suicide-related calls rose to 15 percent or 1,382. The deaths by suicide almost doubled to 4,892 in the same period. In 2022, the number of calls to the NCMH and deaths by suicide remain high. Out of the 18,011 total calls to the NCMH that year, 6,853 were suicide-related. That same year, the PSA recorded 3,103 deaths by suicide. Gatchalian further emphasized how mental health issues affect learners with 404 learners dying by suicide during the School Year 2021-2022. The Senate recently approved on third and final reading of the Basic Education Mental Health and Well-Being Promotion Act. Senate assures higher DND budget
The Senate on Wednesday assured the Department of National Defense and the Armed Forces of the Philippines that it will push for the allocation of more funds for next year to further strengthen the country’s defense operations. After extensive deliberation, the Senate Committee on Finance has approved the 2024 proposed budget of the DND and its attached, including the revised AFP Modernization Program, “subject to possible budgetary adjustments.” The DND’s proposed budget will then be again submitted to the Senate plenary for deliberation and approval. Senate President Juan Miguel Zubiri expressed full support for the defense sector’s efforts to defend the country amid the increasing tension in the West Philippine Sea. With this, Zubiri committed to increasing the DND and AFP’s budget for next year for more heightened defense initiatives. “But you know my dear friends, courage can only take us so far. And that is why, if we really want to truly defend our country and our seas, we must support their budget. Not only the budget that they have now… We’re going to support, through the efforts of the Senate, an increase in their budget, especially in the defense spending,” he said. In his presentation, Defense Secretary Gilberto Teodoro Jr. said the DND is seeking a total of P229.9 billion in funding under the 2024 National Expenditure Program. Teodoro presented a 12 percent increase compared to the P204.5-billion DND budget allocated under its 2023 General Appropriation Act. Libya prosecutor orders arrest of 8 over dam disaster
Libya’s prosecutor general on Monday ordered the arrest of eight officials suspected of negligence that resulted in two dam breaks that killed nearly 4,000 people in Derna city. The officials are suspected of “bad management” and negligence, a statement from Al-Seddik al-Sur’s office said, adding that they served currently or previously in offices responsible for water resources and dam management. The flash flood, which witnesses likened to a tsunami, broke through two ageing dams on 10 September after a hurricane-strength storm lashed the area around Derna, a port city in Libya’s east, causing the reservoirs to overflow and break. On Saturday, the official death toll passed 3,800, and international aid groups have said 10,000 or more people may be missing. After opening a probe, Libya’s prosecutor general said more than a week ago that the two dams upstream from Derna dad been cracked since 1998. But repairs begun by a Turkish company in 2010 were suspended after a few months when Libya’s 2011 revolution flared, and the work never resumed, the prosecutor said on 16 September, vowing to deal firmly with those responsible. Wall of water The first dam to collapse in the disaster was the Abu Mansur dam, 13 kilometers from Derna, whose reservoir held 22.5 million cubic meters of water. The deluge then broke Al Bilad, the second dam, which had a capacity of 1.5 million cubic meters and is just a kilometer from the coastal city. The wall of water and debris swept through the normally dry riverbed or wadi that cuts through the city center. Both dams were constructed by a Yugoslav company in the 1970s, “not to collect water but to protect Derna from floods,” Sour said earlier. Since Libya’s 2011 revolution, a budget has been allocated every year to repair the two dams, but none of the successive governments has undertaken the work, according to an official. In a 2021 report from the Libyan audit bureau, officials criticized “procrastination” on resuming repair work at the two dams. In November 2022, engineer and academic Abdel Wanis Ashour warned in a study that a “catastrophe” threatened Derna if the authorities did not carry out maintenance on the dams. Bong Go joins Asian Games send-off; renews advocacy for athletes’ welfare
Senator Christopher "Bong" Go recognized athletes, coaches, and sports officials for their contributions to Philippine sports and their crucial roles in representing the nation on the international stage, during the send-off ceremony on Monday, 18 September, at the Philippine International Convention Center (PICC) in Pasay City, for Filipino participants in the 19th Asian Games and 4th Asian Para Games in Hangzhou, China. “Today, we gather here not only to celebrate the excellence of our athletes but also to bid them the best of luck as they embark on a journey to represent our great nation at the 19th Asian Games and 4th Asian Para Games in Hangzhou, China," said Go. Go took the opportunity to shed light on his proposed Senate Bill No. 2116, which aims to amend Republic Act No. 10699, also known as the National Athletes and Coaches Benefits and Incentives Act. "This bill which I authored carries the potential to bring about positive change in the lives of our athletes, particularly our para-athletes," he said. However, the senator also hinted at areas for improvement, suggesting that while the country has had successes, there is still work to be done. "For this year’s budget, with the support of our Chairman of the Committee on Finance, Senator Sonny Angara, we allocated funding for PSC’s grassroots program and the preparation, training, and participation of our national athletes in international sports competitions," he revealed. The PSC proposed a budget of P3.3 billion for 2024, but the DBM only approved P210 million. This is a reduction of more than 93 percent from the agency’s proposal. Go also touched on the need for proper training facilities for athletes. He mentioned the need for repairs at the Philippine Institute of Sports Multi-Purpose Arena (PhilSports Arena) and comfortable barracks for athletes. “Mahalaga na magkaroon ng tama at sapat na training ang ating mga manlalaro. Kaya naman gusto ko ring pagtuunan ng pansin na mayroon tayong sports facilities na maaaring maging training center ng ating mga atleta,” he said. “Ako po'y saksi mismo, napasyalan ko ang inyong matagal ng pasilidad, itong Phil Sports, nakapaglaro na kami doon, medyo tumutulo na rin ang gym. Kailangan na sigurong magkaroon ng repair, at yung mga barracks ng atleta, dapat komportable, dahil iba talaga kapag suportado sila, mula pagkain, yung kanilang tirahan at bago sila sumabak sa competition, dapat kumbaga lahat ng laban naman ay dapat alagang-alaga po ang ating mga atleta,” he shared. Go noticed that the facilities that were presented during the hearing are in bad condition and that they really need to be improved. He urged the government to allocate funds for the construction of comfortable housing for the athletes, instead of spending on flood control projects in areas where there are no people. “Napapansin ko ang mga pasilidad na pinakita kanina. Talagang kailangan po, the more we should invest sa mga sports facilities natin na sira,” he added. “Bigyan naman natin ng maayos at komportable na tirahan ang ating mga atleta. Nananawagan ako sa DPWH, instead of flood control projects sa mga lugar na walang tao, dito na lang sa ating mga atleta na kailangan nila ng komportableng tirahan man lang. Baka pwede ninyo mapaglaanan ng pondo,” said Go. Meanwhile, he also discussed the National Academy of Sports (NAS) at New Clark City in Capas, Tarlac, established under Republic Act No. 11470 that he authored and co-sponsored, which allows students to train while getting quality secondary education. The law provided for the establishment of the NAS System and Main Campus. The NAS also offers a secondary education program with an integrated special curriculum on sports which was developed in close coordination with PSC and the Department of Education. “Pwede silang mag-training, at the same time, mag-aral. P17.5B worth of claims filed by Marawi siege victims
A total of P17,456,836,830 worth of claims have been filed by the victims of the 2017 Marawi siege, according to the chairperson of the Marawi Compensation Board. During the hearing of the Joint Congressional Oversight Committee on the Marawi Siege Victims Compensation Act of 2022 on Monday, MCB chairperson Maisara Dandamun Latiph said the applications for compensation were filed by 4,762 claimants from 4 July to 31 August. The number represents only 19 percent of the estimated 23,489 individuals affected by the conflict. "These are people or individuals who claim that they have structure na nasira (that were destroyed) or they have a death claim. That 4,762 are claims filed. These are based on verified claims application forms (VCAF) that were filed by the claimants. VCAF means that they have filed a claim under oath," she added. Dandamun-Latiph said the filing of VCAF is just part of the step 1 process. Step 2 includes the second layer of evaluation by the lawyers and engineers. “Ibig sabihin, dadaan na naman siya sa second layer of verification which is yung (It means the claim still has to undergo a second layer of verification which is the) legal and technical evaluation," she said. So far, only 220 have been assessed while 120 claims worth P395 million have already been processed. Citing data from his office, Senator Ronald “Bato” Dela Rosa, who chairs the panel, said the MCB needs to process at least P89 billion to compensate all the war victims. The government had initially earmarked only P1 billion for the compensation, which is being lodged under the MCB budget. Created under Republic Act 11696 or the Marawi Siege Victims Compensation Law, MCB was tasked to oversee the process of application and payment of compensation to qualified claimants. Meanwhile, compensation rates are provided based on the implementing rules and regulations of MCB. A damaged structure will be compensated P12,000 per square meter (sqm) if it is concrete; P9,000 if mixed concrete and wood; and PP6,000 if made of light materials. Individuals with destroyed properties are to be paid P18,000 per square meter if structures were made of concrete; P13,500 per sqm if mixed concrete and wood; and P9,000 if made of light materials or mainly wood. A compensation of P350,000 will be given to kin or heirs of victims who died from the siege. Latiph said the Board is eyeing to complete the compensation process within five years. She said they are targeting to accommodate 200 claims daily, 150 recommendations a week, and 600 decisions a month. Dela Rosa said the MCB should make sure that the payments for siege victims will not put into corruption." OP budget breezes through House
Owing to a “parliamentary courtesy,” President Ferdinand Marcos Jr.’s P10.70 billion proposed budget for his office for 2024 swept through the House committee on appropriations on Tuesday in less than 40 minutes. Tensions flared, however, when members of the Makabayan bloc tried — but failed — to oppose the termination of the deliberations without scrutinizing the OP’s budget. “The highest form of courtesy in this country should be extended to the Filipino people, that the people have the right to know how the public funds are spent, and that should prevail at all times,” Kabataan Rep. Raoul Manuel said in his manifestation. ACT Teachers Partylist Rep. France Castro first objected to Abra Rep. Ching Bernos’ motion to terminate the hearing but later withdrew, prompting Manuel to intervene to make their manifestation first before ending the budget deliberations. “I don’t believe that it’s proper for us to terminate the deliberations without the manifestations becoming part of the records of the House. We should give the members their right and the time to pursue their objections. We can’t rush it again, Madam Chair. Again, the budget that is being discussed here is the Office of the President,” Manuel said. Presiding chairperson Marikina Rep. Stella Quimbo, however, carried Bernos’ motion and terminated the hearing before allowing the members of the Makabayan bloc to raise their concerns in a two-minute manifestation. “At the point that the objection was withdrawn, then automatically the motion to terminate the budget briefing was carried,” Quimbo said. The three-member Makabayan bloc, namely, Manuel, Castro and Gabriela Partylist Rep. Arlene Brosas, mainly argued why the OP approved the P1.25-million confidential funds of Vice President Sara Duterte notwithstanding that it was excluded under the General Appropriations Act in 2022. Excessive travel expenses They also questioned the “excessive” travel expenses of the OP worth P1.15 billion and its P4.5-billion confidential and intelligence funds. “Regarding the confidential and intelligence funds, for the record, there are many of our compatriots do not agree with this, given the record high confidential funds of the Office of the Vice President. But if we compare the OP’s CIF, it is significantly larger (than the OVP),” Manuel stressed. Manuel said the confidential funds under the OP are P2.25 billion, while the intelligence funds are P2.31 billion. In total, he said, the CIF constitutes 43 percent of the OP’s proposed budget. Echoing Manuel, Castro, meanwhile, argued that instead of giving the OP a “courtesy” and “respect,” members of Congress must not allow secrecy and silence to prevail when the concerns of the Filipino people are too loud and echoing. “Why are there billions in secret funds when the urgent needs for aid, free education and medical services, affordable housing, and so on are piling up?” Castro said. The teacher solon also quizzed the OP if their P4.56 billion CIF would lower the price of rice, other food in the market, electricity, water, and basic commodities. According to Castro, the OP must not go with the CIF trend, which first ballooned during the Duterte administration, as it goes against the Constitution and deprives the Filipinos of transparency and full public disclosure. “This trend must not continue. This is against the policies of transparency and full public disclosure especially in matters related to public money, the government’s obligation to fight graft, corruption, plunder, and other hocus pocus on the public’s wealth, and other mandates of the Constitution,” she said. Bong Go provides additional support to micro-entrepreneurs in Roxas City, Capiz
Senator Christopher "Bong" Go, on Thursday, August 31, provided livelihood support to 43 microentrepreneurs at Barangay Dayao in Roxas City, Capiz, who had previously been impacted by different crises. The identified microentrepreneurs are also beneficiaries of the Department of Trade and Industry (DTI) through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program. Aside from the livelihood assistance, Go’s team also distributed snacks, masks, shirt, shoes, and basketballs to the beneficiaries. Select beneficiaries also received cellphones. “Nais kong magpasalamat sa DTI sa inyong PPG program dahil hindi lamang nagbibigay ng tulong kundi pati na rin ng sapat na kaalaman at kakayahan para sa mga pamilyang apektado ng iba't-ibang kalamidad, tulad nitong pandemya,” Go said. “Ang PPG program ay isang malinaw na halimbawa kung paano natin maipapakita ang malasakit at suporta sa ating mga kababayan na tinamaan ng mga pagsubok. The program places a strong emphasis on harnessing local resources while concurrently safeguarding the rich tapestry of cultural heritage. Meanwhile, as Chair of the Senate Committee on Finance, Go encouraged residents to seek the services of the Malasakit Center at Roxas Memorial Provincial Hospital in the city where they may conveniently avail of medical assistance from existing programs of the government. Malasakit Centers bring together representatives from the Department of Social Welfare and Development (DSWD), Department of Health (DOH), Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. These one-stop shops aim to support impoverished patients in reducing their hospital costs to the least possible amount. The Malasakit Centers Act of 2019, principally authored and sponsored by Go, mandates DOH-run hospitals, plus the Philippine General Hospital, to provide necessary assistance to indigent patients by covering various patient services and fees. To date, there are 158 Malasakit Centers nationwide that have helped over seven million poor and indigent Filipinos, according to DOH. Meanwhile, citing how the COVID-19 pandemic highlighted the crucial need to fill in the gaps in the country’s healthcare system, Go continues to push for the establishment of Super Health Centers. Go said that the centers can significantly help reduce occupancy rates in main hospitals by making available basic health services in communities, such as database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit, among others. Through Go's initiative and with the help of his fellow legislators, some 307 Super Health Centers were funded in 2022. He also successfully pushed for the funding of at least 322 more Super Health Centers in this year's health budget. Super Health Centers will also be established in strategic areas in the province, such as in Dumalag, Tapaz, Jamindan, Mambusao, Panay, Panitan, Pilar, President Roxas, Sigma, and Roxas City.
