Award-winning Filipino musical director Troy Laureta has released his latest album Dalamhati, which contains fresh covers of OPM classics and contemporary hits and some of his original songs. The album includes 24 tracks featuring outstanding musical artists from the Philippines and abroad, such as Regine Velasquez (“Huwag Mo Kong Iwan”), Ogie Alcasid (“Pangarap Ko’y Ibigin Ka”), Jed Madela (“The Memory”), Loren Allred and Pia Toscano (“Gusto Ko Nang Bumitaw”), Katharine McPhee-Foster (“Kailan Kaya”) and many more. “Being able to collaborate with amazing artists singing our songs will always be one of my greatest accomplishments,” said Laureta. Dalamhati also serves as the final installment of the “Troy Laureta OPM Collective” album trilogy which began with Kaibigan and Giliw, released in 2020 and 2021, respectively. In the key track “Akin Ka Na Lang,” Laureta introduces a fresh and interesting twist to the famous ballad by teaming up with singer-songwriter and American Idol season 6 winner Jordin Sparks. Prior to the album launch, Laureta dropped his collab with Martin Nievera, “Kay Ganda Ng Ating Musika,” which is also part of the album. Aside from being a musical director, Laureta is also an internationally renowned keyboardist and producer who has worked with numerous artists including Ariana Grande, Deborah Cox, Melanie Fiona, Cheesa, Tommy Page and Iggy Azalea. He was mentored by Canadian musician and composer David Foster and is known for the lush sound and classical influences of his contemporary pop works. DOLE lauds outstanding Public Employment Service Offices across nation
The Department of Labor and Employment urged collective action to address the Philippines’ job problems on 25 October during the 23rd National PESO Congress in Palo, Leyte. DOLE Secretary Bienvenido E. Laguesma stressed in his speech the vital role of Public Employment Service Offices or PESO and DOLE’s frontline partners in promoting productive employment at the local level. “The responsibility of realizing the objectives of the Philippine Labor and Employment Plan and the Trabaho para sa Bayan Act is not the DOLE’s responsibility alone. It is jointly shared with our social partners, especially our PESOs. The challenges we face in our employment landscape demand collective action and innovative solutions,” Laguesma said. Laguesma also emphasized the need for open and constructive dialogue with PESO managers across the nation as he bared the department's five-point agenda, which includes strengthening its core functions, fortifying partnerships with employers and educational institutions and digitalizing public employment services. DOLE conferred awards to PESOs with outstanding accomplishments in the past year during the 2022 National Search for Best PESO Awards. Among the accomplishments are the 2.4 million jobseekers employed through the facilitation of PESOs, which translates to a 91 percent placement rate across the regions. PESO Bataan won in the first-class province category, PESO Lanao del Norte in the second-class province category and PESO Aurora in the third to fifth class category. DOLE also hailed PESO Iloilo City as champion for the highly urbanized city category and PESO Oroquieta City, Misamis Occidental for the component and independent component city category. Among the awardees for the municipal PESOs were PESO Villasis, Pangasinan (first class municipality category); PESO Pila, Laguna (second to third-class municipality category); and PESO Llanera, Nueva Ecija (fourth to sixth-class municipality category). The University of Batangas was elevated to the Hall of Fame for winning the search for best PESO in 2018 and 2019 and the Bayanihan Service Award in 2020 and 2021. Sinner, savior or both?: Trump woos evangelicals, women
Former US president Donald Trump courted evangelical Christians and women at two back-to-back Washington events on Friday -- voting blocks whose loyalties to him once seemed contradictory but have now become a well-established part of his base. The legal, moral, and sexual escapades of the scandal-plagued frontrunner for the 2024 Republican presidential nomination have earned him indictments, impeachments, and public scorn in many quarters. But support among his devotees remains strong. "As a woman, I understand that he can be offensive," Joan Horswell, a 76-year-old retired nurse from Texas, told AFP. But "personally, I like him," she said at the "Pray Vote Stand" summit, put on by the conservative Christian group Family Research Council. Something of a rock star among white evangelical Protestants, 84 percent of whom voted for him in 2020, Trump also holds his own among women, having won 44 percent of their vote in the last election, according to the Pew Research Center. "This election will decide whether America will be ruled by Marxist, fascist, communist tyrants who want to smash the Judeo-Christian heritage," Trump, 77, said at the summit, "or whether America will be saved by God-fearing freedom-loving patriots like all of the people in this room." "Is he a flawed individual? Sure. But most Christians will say, we are all sinners. Jesus is not on the ballot," said William Wan, a 60-year-old Catholic engineer from Winter Garden, Florida who attended the summit. Still, Trump may strike many as offensive. He was found liable in a civil trial in May for sexually abusing writer E. Jean Carroll in 1996. He's also set to go on trial for allegedly paying election-eve hush money to a porn star. And he was heard boasting of groping women's genitals when the infamous "Access Hollywood" tape was published, just one month before the 2016 presidential election. But lots of conservative evangelicals believe he "is the perfect man for the job precisely because he does not reflect Christian values," Kristin Du Mez, a history professor at Calvin University, told AFP. Trump's supporters "certainly like what he's done for them. But I think that many are also very comfortable with how he's done it," Du Mez said. She points to his take-no-prisoners approach in getting conservative Christians what they wanted, from ending the federal right to an abortion to recognizing Jerusalem as Israel's capital. Her book "Jesus and John Wayne" chronicles the rise of rugged masculinity ideology within white evangelical Christianity. Penny Nance, CEO of conservative Christian women's group Concerned Women for America, echoed this dogma when she introduced Trump before he spoke across town at a leadership summit for her advocacy group on Friday. "Conservative women are not looking for a pastor or a husband for president, we are looking for a bodyguard," she told the audience to cheers. "Someone willing to stick the knife in his teeth and swim the moat to our rescue from those who threaten our safety and our freedom." Melissa Deckman, CEO of the nonpartisan Public Religion Research Institute, points out that while some political observers had initially been surprised by the number of women willing to vote for Trump, not all women see eye-to-eye on issues of sex and sexism. "American women are far from monolithic when it comes to attitudes about gender dynamics," she told AFP in an interview. Much stronger man Trump's former vice president Mike Pence -- who is also running for the Republican 2024 nomination and spoke at the "Pray Vote Stand" summit -- brandishes authentic evangelical bona fides as a deeply religious long-time churchgoer who has described himself as "a Christian, a conservative, and a Republican, in that order." Yet only five percent of surveyed white, evangelical potential Republican primary voters said they would choose him as their nominee. Trump meanwhile would receive 56 percent of their vote, according to a July 2023 New York Times/Siena Poll. "He is the clearest kind of white evangelical poster boy out there," said Du Mez. "They might want (Pence) as a Sunday school teacher; that's not who they want in the Oval Office." Horswell, the retired nurse, thinks "Mike Pence is OK," but adds, "I think at this point in our government, we need a much stronger man." For conservative Christians, Trump's accomplishments as a "strong man" are many. He appointed three of the Supreme Court's nine justices, creating a bench that went on to overturn abortion rights. In 2020 he became the first sitting president to attend the annual anti-abortion March for Life rally in Washington. He has repeatedly expressed his opinion that gender is biological, siding against trans inclusion in women's sports and against gender-affirming care for minors. CoA flags 2 Compostela infra projects
Another Cebu Town is being questioned by the Commission on Auditon on two infrastructure projects that were not constructed despite having received the budget. This time, it’s the Municipality of Compostela in northern Cebu. In its 2022 Audit Report, the CoA disclosed that Compostela has not implemented the construction of the Community College despite receiving P6 million in funding assistance from the Provincial Government. It did not utilize as of the end of 2022 the P3 million in Local Government Support Fund it received for the building of a multi-purpose hall in Barangay Poblacion. CoA also cited the insufficiently detailed engineering design that caused the delay in the construction of Phase 1 of the multi-purpose building. The non-implementation and non-utilization of these funds have deprived the constituents of the use and benefit of the projects, CoA stressed. The report found that the contractor for the project had zero accomplishments. The project was procured and awarded to a contractor on 29 February 2022, and a notice to proceed was issued on 3 March 2022 by the previous administration of Mayor Froilan Quino. There were two suspension orders issued on 7 March and 25 March last year due to the relocation of the site and the election ban. Two resumption orders were then issued on 11 March 2022 and 1 July 2022. As for the multi-purpose building, CoA said this contradicts the Guidelines on the release and the Utilization of the LGSF-Other Financial Assistance to LGUs in the Fiscal Year 2020 General Appropriations Act provided under the Department of Budget and Management Legally Binding Contract122 dated 31 January 2020. According to item 3.15 of the LBC, if at any point before December 31, 2021, the LGU determines that the funds can no longer be utilized, it should be immediately reverted to the National Treasury. The project was awarded on 15 February 2022 with notice to proceed on 21 February 2022 for Phase 1 of the multi-purpose building. But the municipal engineer failed to present necessary data on the project and upon deeper inquiry, the Municipal Engineering Office claimed the project was 80 to 90 percent finished. The Compostela LGU said it is preparing the documents for the termination of the contract for the proposed Community College, citing its infeasibility and its requirement of more funds for completion. The LGU will request for its realignment. Compostela Mayor Felijur Quino agreed that the LGU will request for an extension on the multi-purpose building project, from the source agency for the utilization of the funds and project implementation, or else the funds must be returned to the source agency. COA recommended that Compostela LGU examine the extent of the delay and consider imposing liquidated damages or terminating the contract with the contractor for the unimplemented construction of the Community College pursuant to Section 9 of Annex E of the Revised IRR of RA 9184 or the Government Procurement Reform Act of 2003. Duterte son bares midyear accomplishments
DAVAO CITY — First Congressional District Representative Paolo “Pulong” Duterte bared his accomplishments in the first half of the year as a second termer in the House of Representatives. In a statement from the lawmaker’s office on Saturday, Duterte highlighted the 169 House Bills he had authored, of which five were enacted into law, while others are still pending in the different committees in the HOR. Some were in the Senate for reading. Duterte also cited achievements in various projects, such as medical and burial assistance, emergency response, educational aid, Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers with the Department of Labor and Employment, and infrastructure. His office assisted 22,253 patients and 575 senior citizens at Southern Philippines Medical Center, 1,204 cancer patients, and 24,040 patients in private hospitals. He also aided 26,673 families in burial, as well. Around 5,357 fire victims and 2.607 flood victims per family, and 78,451 identified beneficiaries under the TUPAD program were also given assistance. His office assisted 1,600 college and 344 Technical Education and Skills Development Authority scholars, 40 postgraduates in medicine, and seven postgraduates in law school. His office has also provided three more transporter ambulance vehicles to barangays that do not have one and turned over nine multi-purpose buildings, one fire station, and two evacuation centers-covered courts to their respective beneficiaries. “The lawmaker has led the construction of several infrastructures, such as drainage systems, roads, revetment, water systems, creeks, bypass roads, and seawalls,” the statement added. His office also accommodated 436 solicitations and gave tents, wheelchairs, nebulizers, and hearing aids to beneficiaries. “For the young lawmaker, helping to improve the lives of the public and make positive changes, in general, is an unwritten qualification one must have upon entry to public service and throughout the journey,” it also added. Was it anticlimactic? When the World Health Organization announced recently that Covid-19 “is no longer a public health emergency of international concern”, I expected a more intense reaction from people. From the whole world, actually. Instead, there was nothing. Ho-hum. Moving on. It seems that more than three years after WHO first declared the pandemic in March 2020, people had become immune to the exciting news. Blasé, passive, indifferent. Call it what you may — this is another side of the pandemic, the one where the numbness has set in after years of unprecedented challenges with no end in sight. Yet that is, indeed, just one side. We all know that the health restrictions also caused many people to step up — do something — just to keep earning money. We met over a hundred of them just today (9 May at the Bellevue Manila) during the Daily Tribune’s inaugural Asian Innovation Forum where MSMEs participated in a discussion of various ways the Filipino entrepreneur can compete in a vastly changed world. If the WHO says it is “time to transition” — in their case “to long-term management of Covid-19,” it must be said that many Filipino small business owners had already done just that, over the last three years. And while it may seem like the end is in sight for the pandemic — or, indeed, that the end has come, if the WHO’s pronouncement is the basis — for our entrepreneurs, it is just another beginning. Transitioning into a world in flux is the secret to growth for small businesses aiming for a bigger share of the market. When competitiveness is key, one must innovate to keep ahead of the game. It was heartwarming to see so many business owners joining the DT forum and being really engaged in the short talks delivered by our esteemed speakers and panelists: Atty. Rowel Barba, Director General of the Intellectual Property Office Philippines; George Royeca, founder and CEO of Angkas; PCSO’s Frederick Imson, representing Honorable Mel Robles; UnionDigital’s Dr. David Hardoon; Kim Lato, founder, and CEO of Kimstore; Ida Tiongson, president and CEO of Opal Portfolio Investments Inc., and Rowena San Jose, chief trade-industry development specialist of the Department of Trade and Industry-National Capital Region. Ms Catherine Mary Biazon, head of Gender and Development of Muntinlupa, gave a talk on the city’s innovations and accomplishments toward the cause of women empowerment. I must admit that I was riveted by all their topics. This is unusual as any discussion on tech and finance naturally makes my mind drift off. Yet the stories that were shared on how they persevered through challenging times; how passion carried them through any obstacle simply because they believed in their ideas and dreams; as well as the other side of the coin, where practical steps must be taken to legitimize, grow and strengthen a brand — they resonated with me. Bong Go commends TESDA graduates in Cebu
Senator Bong Go, an advocate for quality education, congratulated all Technical Education and Skills Development Authority graduates during their commencement exercises held at the respective sports complexes of Bantayan and San Remigio towns in Cebu on 3 and 4 May, respectively. “Binabati ko po ang lahat ng mga graduates ng Technical Education and Skills Development Authority ngayong araw na ito. Cyberspace as new warfare domain
In several issues of Power Dynamics, I have written about the need to incorporate Cybersecurity and Cybercrime Prevention Training as one of the alternative mandatory training programs in the new Reserve Officers’ Training Corps. This is in step with the policy of President Ferdinand R. Marcos Jr. towards digital transformation. This is also an appropriate measure to prepare students not only for threats posed by natural calamities and armed conflicts but also for emerging risks and threats in the use of information and communications technology to perpetrate crimes. Interestingly, the United States considers cyberspace the fifth operational domain of warfare. In the Joint Statement of the Philippines-US 2+2 Ministerial Dialogue released on 11 April, the Alliance Modernization mentioned that both the US and the Philippines “look forward to continuing discussions regarding the nature of threats that may arise in different domains — including land, sea, air, space, and cyberspace (emphasis supplied) — and effective responses.” Indeed, cyberspace is a non-conventional domain that the country must prepare for in terms of security threats. Despite the rapid development of technology and digitalization, there is a significant shortage of trained cybersecurity talents in the country, and even worldwide. As I already mentioned in previous issues, the security threats posed by the lack of cybersecurity preparedness are massive. Currently, the country is one of the worst in Asia in terms of having a secure cyber environment. Kaspersky Lab has identified the Philippines as the top target of banking malware in the Asia-Pacific region. Moreover, according to USAID’s Better Access and Connectivity or BEACON, the current cybersecurity environment is bleak and is threatening the US$23 billion-a-year BPO industry. Aside from cyber threats and cyberattacks, there is also an alarming rate of increase in cybercrime statistics. Particularly disturbing is the exponential increase in the cases of online sexual exploitation of children or OSEC. In a recent study by Steven Roche, et al., entitled, “Online sexual exploitation of children in the Philippines: A scoping review,” there is a sharp increase in reports of possible OSEC cases in the Philippines as recorded by The National Center for Missing and Exploited Children or NCMEC, increasing from 1,339,597 in 2020 to 3,188,793 in 2021, the second highest in the world behind India (NCMEC, 2022). Verily, the proposal of the Cybercrime Investigation and Coordinating Center or CICC for the establishment of a National Cybersecurity and Cybercrime Prevention Training Program for tertiary-level students must be treated with urgency. Remarkably, CICC, an attached agency of the Department of Information and Communications Technology tasked with the prevention and suppression of cybercrime activities, has had recent success with the enactment of its National Cybercrime Hub. This facility, in recent weeks, accomplished the following: Its engineers provided the needed support and guidance to the Civil Aviation Authority of the Philippines in resolving the New Year’s aerial system disruption; Provided actionable information on the whereabouts, identity, facial recognition, and more, leading to the arrest of three members of the Khalistan Tiger Force, a terrorist organization, who are on Interpol’s Red Notice watch list; Assisted the PNP Anti-Kidnapping Group in the collection of information and data and digital forensics leading to the identification and arrest of foreign nationals involved in the kidnapping and murder of a Chinese-Filipino businessman; and Establishment of the Inter-Agency Response Center. The IARC now handles SIM registration concerns and presently monitors, records, and tracks cybercrime complaints leading to law enforcement action to prosecution. These recent accomplishments of the CICC, through its National Cybercrime Hub, are indeed strong arguments for our lawmakers to support the agency’s efforts to enhance our country’s cybercrime resiliency and response structure through the enactment of laws such as the National Cybersecurity and Cybercrime Prevention Training Program. This program will equip the next generation of Filipinos with the basic cybersecurity foundation, which could lead to the further pursuit of a fruitful career in cybersecurity. BCDA marks new milestone
SUBIC BAY FREEPORT — The Bases Conversion and Development Authority recently clinched two Gold Awards from the 2023 Asia-Pacific Stevie Awards as the agency continues to intensify efforts on uniting people. The BCDA won the award for its innovative storytelling and creative design in the highly prestigious award. The “One Nation, One Legacy” BCDA annual report series from 2019 to 2021 was awarded the Gold Stevie Award for Innovation in Annual Reports. Meanwhile, the annual report of “We Build As One” garnered the Gold Stevie Award for Innovation in Government Publications. According to BCDA president and chief executive officer Aileen R. Zosa, these awards signify additional feathers to BCDA’s cap, three years after winning two bronze medals in the 2020 Asia-Pacific Stevie Awards for the 2018 Annual Report, “Clark. It Works.
