CLSU inks pact on research enhancement
Science City of Muñoz, Nueva Ecija — The Central Luzon State University signed two memorandums of understanding with the Michigan State University and the Maejo University to further enhance the cooperation between CLSU and the two other academes. The CLSU — through the College of Veterinary Science and Medicine and Center for Transboundary and Animal Diseases — signed the agreement with MSU, USA to formalize and strengthen the scientific and technological collaboration between the two academes. Signed on 16 August 2023, the agreement covers collaboration in research and education specifically in research areas like biosensors and diagnostics, veterinary sciences, nanotechnology, food safety, environmental sustainability, biological sciences, aquatic and marine sciences, and agricultural sciences. New PNR norm: Electric trains
When the Philippine National Railways resumes operations after a five-year hibernation, Filipinos will discover an entirely modern railway that will use an all-electric system. By that time, the diesel-powered engines would all be relegated to the train museum. In his speech before the Transport Logistics Forum held at the World Trade Center on 17 August, PNR Chairman Michael Ted Macapagal said the agency is hard at work to complete the North-South Commuter Railway or NSCR, which will run from Clark Air Base in Pampanga to Calamba City in Laguna, a distance of 147 kilometers, for P873.62 billion. The forum was sponsored by the Italian, German, French, and Spanish Chambers of Commerce. Macapagal said that once the project is completed, five years hence, all trains running on diesel fuel will be replaced with a fleet of 60 electric multiple units, “which are at par with world standards in terms of safety and comfort.” Macapagal said PNR is thus rebuilding the country’s railway system from the ground up. “The NSCR is long overdue, while other countries transport people and goods by train, the Philippines depends on cars and trucks to achieve that purpose, which is why we have these daily traffic snarl-ups that cost us, according to studies, the equivalent of $25 billion a year,” according to the PNR chief. The refurbished rail line will be able to transport 800,000 passengers every day. Travel time from one end of the line to the other will be cut in half, from eight to four hours. He said the trip will be even shorter for express train passengers. The PNR is undergoing reconstruction after President Ferdinand “Bongbong” Marcos Jr. said his administration will give priority to the development of more efficient railways for public transport. The NSCR is only the start, revealed Macapagal. “Having set the project in motion, President Marcos now wants to begin construction of the North Long Haul, the South Long Haul, the Panay Railway, North Mindanao Railway, and San Mateo Railway, all spanning a total of 1,024 kilometers,” he indicated. NSCR connects to Ilocandia Of the five projects, the North Long Haul is the most ambitious. It will connect NSCR to the Poro Point Free Port Zone, Laoag International Airport in Ilocos Norte, and Port Irene and Lal-lo International Airport in Cagayan. The chairman said President Marcos regards the railway projects as the country’s framework for economic development. To give way to the construction project, PNR has stopped train operations from Alabang to Laguna. It is set to suspend all operations in Metro Manila also. “That’s why the LTFRB, prodded by PNR, is expeditiously approving franchise applications for additional buses in affected areas,” Macapagal related. As PNR chairman, Macapagal identifies priority projects with the help of the board, which falls under the authority of Transportation Secretary Jaime Bautista. “If we are a basketball team,” Macapagal said in his address, “Secretary Bautista is the MVP. Of course, President Marcos is the head coach. I’d like to think I am the point guard.” The PNR station in Ligao City, Albay recently reopened after six years of hiatus. Every day, the first PNR trip from Ligao to Naga leaves at 5:30 a.m. and is followed by a second trip at 5:30 p.m. from Naga to Ligao. Project to generate 38,000 jobs The country’s first airport railway express service soon starts construction after the government and proponents signed the P50.8-billion contract packages for PNR Clark Phase 2 (Malolos-Clark) segment of the P777.5-billion North-South Commuter Railway (NSCR) virtually over the weekend (August 1, 2020). The construction is expected to generate 38,000 new local jobs in the midst of the COVID-19 pandemic. Department of Transportation (DOTr) Secretary Arthur Tugade led the virtual signing of the contracts, marking the start of civil works for the 53-km extension that will bring passengers from Makati City in Metro Manila to Clark International Airport in Pampanga in just under one hour. The first signing was for the P32.7-billion Contract Package N-04, which covers the civil engineering and building works 6.3 kilometers of the main line and 1.6 kilometers of the depot’s access line with an underground station serving Clark International Airport. They also signed the P18.1-billion Contract Package N-05, which covers the civil engineering and building works for the Clark Railway Depot. The depot covers an overall area of approximately 33 hectares. The contract covers the construction of the Operations Control Center, stabling yard, workshops, training center and other ancillary buildings in Mabalacat, Pampanga. This proves that flagship projects under the government’s BUILD, BUILD, BUILD program continue despite challenges posed by the pandemic, Tugade underscored. The PNR Clark Phase 2 paves the way for the country’s first-ever airport railway express service, he reiterated. “Since the NSCR will feature the country’s first airport express train service allowing travelers to get from Makati to Clark Airport in under one hour, we can consider it as a trail-blazing project, ” the DOTr Secretary elaborated. “To achieve this, trains will run at 160 kilometers per hour, making it one of the fastest modes of land public transportation.” The signing of contracts is likewise timely, noted Asian Development Bank (ADB) Southeast Asia Director General Ramesh Subramaniam. “The civil works contracts will help kickstart the economic revival of the Philippines over the next 12 months as the country faces the pandemic ” he pointed out. Under the railway project, we estimate that 24,000 local construction jobs will be directly created during the next three years. And another at least 14,000 jobs needed for operating the railway system,” according to Subramaniam. The signing of contracts is a major milestone for the Malolos-Clark Railway Project as well as for the Philippine transport sector, he added. Bong Go bats for health budget increase
In a Committee on Finance hearing on Thursday, 28 September, Senator Christopher "Bong" Go called for an increase in the proposed 2024 budget for the Department of Health in order to ensure proper implementation of the recently enacted Regional Specialty Centers Act, as well as the establishment of more Super Health Centers, and continuing operations of Malasakit Centers nationwide — all aimed at bringing medical services closer to Filipinos in need. Go highlighted the importance of Republic Act No. 11959, known as the Regional Specialty Centers Act. He principally sponsored and is one of the authors of the measure, which was signed into law by President Ferdinand “Bongbong” Marcos Jr. on 24 August. "Masaya po ako na priority din ito ni Pangulong Bongbong Marcos," he said, noting that the act garnered a unanimous 24-0 vote in the Senate. "Lahat ay sumuporta dito dahil na-explain natin ng mabuti na makakatulong talaga ito sa mga kababayan nating mahihirap," he elaborated. This legislation aims to decentralize specialized medical services, making them accessible across all regions. "Nabanggit ko parati na tulad yung mga taga-Zamboanga ay pwede na po sila… may paglalagyan na doon ng Heart Center," he said, emphasizing the hardship people from remote areas face when seeking specialized healthcare in Manila. "Alam naman natin napakahirap pong pumunta dito sa Maynila. Wala silang pamasahe — ‘yung mga pasyente," he continued. On the budgetary front, Go stressed the need for adequate funding to establish the specialty centers under the law. He pointed out that while a more substantial fund is expected for 2025, thanks to other sources such as the Asian Development Bank (ADB) support, the budget for next year must be made sufficient to ensure proper initial implementation of the law. On the other hand, Go continues to advocate for more Super Health Centers which are designed to focus on primary care, consultation, and early detection, further strengthening the healthcare sector in the country, especially in grassroots communities. Free consultations would be handled by municipal health offices, local government units, and the Philippine Health Insurance Corporation (PhilHealth) through its Konsulta program. ”Ito pong Super Health Centers makaka-complement po ito sa programa ng PhilHealth, sa Konsulta package ninyo," he said. Services offered in Super Health Centers include database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation centers, and telemedicine. The senator also addressed the need for a comprehensive assessment to ensure there are no personnel shortages and that the Super Health Centers operate effectively. "Tama yung sinabi ni Senator Loren (Legarda) kanina, importante po ay ma-assess nang mabuti para masiguro na hindi magiging... magkakaroon ng kakulangan sa personnel, baka hindi po kayanin ng LGUs," he cautioned. Finally, Go also emphasized the vital role of Malasakit Centers in providing medical financial aid to indigent patients all over the country. "Marami sa mga mahihirap nating kababayan ang umaasa po sa tulong ng gobyerno kapag sila ay na-oospital," he said, urging for the centers' continued efficient operation to benefit the nation's impoverished citizens. Malasakit Centers bring together representatives from the Department of Social Welfare and Development, DOH, PhilHealth, and Philippine Charity Sweepstakes Office. These one-stop shops aim to support impoverished patients in reducing their hospital costs to the least possible amount. Go is the principal author and sponsor of RA 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program. As of now, 159 Malasakit Centers are operational across the country, poised to assist with patients' medical expenses. Pope to appoint 21 new cardinals, looking past the West
Pope Francis will on Saturday elevate 21 clergymen from all corners of the world to the rank of cardinal -- most of whom may one day cast ballots to elect his successor. The choice of the new "Princes of the Church", who include diplomats, close advisers, and administrators, is closely watched as an indication of the future direction of the Catholic Church. One of them could also one day become the successor to 86-year-old Francis, who has left the door open to resigning -- although he says he is not there yet. Saturday's ceremony, known as a consistory, is the ninth since Francis was elected pope by his peers in 2013. He has since sought to create a more inclusive, universal Church, looking past Europe to clergy in Africa, Asia, and Latin America to fill the Church's highest ranks. Beginning at 10:00 am (0800 GMT) in St Peter's Square in Vatican City, the new cardinals will kneel before the pope to receive the two symbols of their high office: a scarlet four-cornered cap known as a biretta, and a cardinal's ring. Eighteen of the 21 new cardinals are under the age of 80 and thus currently eligible to vote as "cardinal electors" in the next conclave, when Francis' successor will be decided. They are among 99 cardinal electors created by the Argentine pontiff, representing about three-quarters of the total. That has given rise to speculation that the future spiritual leader of the world's 1.3 billion Catholics will be cast in the same mold as Francis, preaching a more tolerant Church with a greater focus on the poor and marginalized. Asia is represented by the Bishop of Penang in Malaysia and the Bishop of Hong Kong, Stephen Chow, who is seen as playing a key role in seeking to improve tense relations between the Vatican and Beijing. "Traditionally, (the Church) was focused on Europe or the United States, but now we need to hear from Africa and Asia," Chow told reporters Thursday. Diplomats and managers Some cardinals-to-be, like Chow, have experience in sensitive zones of the world where the Holy See hopes to play an important diplomatic role. The list includes the Holy Land's top Catholic authority, Italian Archbishop Pierbattista Pizzaballa, the first serving Latin Patriarch of Jerusalem to be made cardinal. Alleged recruitment scam in Italy reaches Senate
The alleged recruitment scam, facilitated by the Italy-based immigration consultancy firm, Alpha Assistenza SRL, has already reached the Senate. In filing proposed Senate Resolution No. 814, Senator Risa Hontiveros called for an investigation, in aid of legislation, into the alleged recruitment activities conducted by the Alpha Assistenza SRL. In her resolution, Hontiveros detailed the alleged fraudulent scheme of the immigration consultancy firm which has preyed on Filipinos who are dreaming of working in Italy, which was first exposed by the Daily Tribune. “It is alleged that Alpha Assistenza SRL provided over 400 Filipino “victims” with falsified Nulla Osta, a document issued by Italian immigration authorities authorizing a non-European Union national to apply for a work visa at an Italian embassy or consulate,” the resolution read. “The falsified Nulla Osta resulted in the rejection of the victims’ applications when the said documents were presented to the Italy Visa Application Center (VIA PIASI Center),” it added. She continued: “The Filipino applicants were met at the VIA PIASI Center located in Makati City by a Philippine agent designated in electronic messages by Krizelle Respicio, Alpha Assistenza SRL’s Chief Executive Officer and Immigration Consultant.” Hontiveros also said that the “complainants alleged that they had paid the company ‘large sums of money’ to facilitate their relatives’ travel to Italy for work.” “The State is mandated by the Constitution to afford full protection to laborers, both local and overseas, organized and unorganized, and to promote full employment and equality of employment opportunities for all,” she said. “Because of the principle of territoriality, our statutes are generally only effective within Philippine territory; and there is thus an urgent need to protect Filipinos from possible recruitment perpetuated by companies based overseas,” she added. ‘Aware’ Meanwhile, the Department of Foreign Affairs said it is aware of the alleged recruitment scam that victimized at least 400 Filipinos both from the Philippines and Italy. In an interview with Daily Tribune, DFA spokesperson Teresita Daza denied the alleged non-action of the Philippine Consulate General in Milan in the victim’s complaints against the supposed scam. “The DFA is aware of the reports,” Daza said. “The Philippine Consulate General in Milan is acting on the complaints.” Victims, who reached out to the Daily Tribune’s digital program, “Usapang OFW,” accused Consul General Elmer Cato of sitting on their complaints against Alpha Assistenza SRL. Daza said the number of victims of the alleged recruitment scam may be higher or lower than the previously reported 400 Filipinos. “The numbers are still being verified,” she said. In a recent interview over the Usapang OFW, the complainants, namely, Vanessa Antonio, Enrique Catilo, and Apple Cabasis, said that the Alpha Assistenza, headed by its Filipino co-CEOs Krizelle Respicio and Frederick Dutaro, may have duped more than 400 Filipinos. DFA Undersecretary for Migrant Workers’ Affairs Eduardo de Vega also denied allegations that Cato had sat on the Filipino communities’ complaints. De Vega said the Philippine Consulate General in Milan received a report on 31 August, and an investigation into the matter is ongoing. “They were interviewing victims and working on cases,” he said in a separate interview. Asked if the DFA is considering making Cato inhibited due to the accusations of the victims, De Vega said: “We are meeting him personally.” The DFA official also noted that they are coordinating with the Department of Migrant Workers and the Migrant Workers Office in Milan on how to proceed with the case. “The complaint is really to be filed with Italian authorities but our Consulate in Milan should assist them,” he said. Filinvest Land bonds earn top credit score, stable outlook from PhilRatings
The proposed bond issuance of full-range developer Filinvest Land Inc. (FLI) has been assigned the highest issue credit ratings and stable outlooks by the Philippine Rating Services Corporation (PhilRatings). FLI’s proposed bonds, amounting to P10 billion with a P2 billion oversubscription option, were assigned an issue credit rating of PRS Aaa. The same PRS Aaa rating was also assigned to FLI’s outstanding bonds, totaling P35.4 billion. Proceeds from these bonds will be used for capital expenditures and debt refinancing. "We are delighted to receive a PRS Aaa rating from PhilRatings for our proposed bond issuance. This rating reflects our healthy fundamentals and underscores our constant focus on growth and financial sustainability. We are grateful for PhilRatings’ trust and confidence in Filinvest Land and aim to continue building the Filipino dream through our various property developments,” said Tristan Las Marias, FLI president and chief executive officer. Obligations rated PRS Aaa (the highest rating assigned by PhilRatings) are of the highest quality with minimal credit risk. The obligor’s capacity to meet its financial commitment to the obligation is extremely strong. Each of the ratings was also assigned an Outlook of Stable. An Outlook is an indication as to the possible direction of any rating change within a one-year period and serves as a further refinement to the assigned credit rating for the guidance of investors, regulators, and the general public. A "stable outlook" means the rating will likely be unchanged in the next 12 months. According to PhilRatings, the assigned credit ratings "take into account the following key considerations: (1) FLI’s established brand name and track record, with geographically diverse real estate products and substantial land bank for future expansion; (2) its sound growth strategies; (3) its improved revenues and operating cash flow, supported by more than satisfactory liquidity and interest coverage,” among other factors. For 2023, FLI will launch condominium and housing developments in Antipolo City, Taytay, Angono, Calamba City, Tanauan City, Trece Martires City, Bacoor City, Dumaguete City, and the Island Garden City of Samal. FLI will also accelerate the development of its township projects in East Town in Cainta, Rizal; Timberland Heights in San Mateo, Rizal; Ciudad de Calamba in Calamba City, Laguna, The Wood Estates in Trece Martires City, Cavite, and Palm Estates in Bacolod City, Negros Occidental. These FLI townships will include residential, commercial, transportation, and school components to create a self-sufficient environment that considers the needs of residents and customers in mind. For malls, FLI is currently constructing Marina Town in Dumaguete City which will open by end-2023, and new malls in Filinvest Mimosa+ Leisure City and Activa Cubao which will open by end-2024. These will expand FLI’s retail portfolio by about 55,000 square meters in gross leasable area (GLA), bringing FLI’s nationwide retail GLA to 300,000 square meters. Bong Go provides more support to TESDA graduates in Negros Occidental
Senator Bong Go congratulated Technical Education and Skills Development Authority trainees who graduated in Victorias City, Negros Occidental on Friday, 15 September. During the program held at the Victorias City Training Center, in partnership with E-Tech Global Training Academy, Go’s team provided shirts, grocery packs, and snacks to 75 graduates. In his video message, the senator seized the opportunity to applaud the graduates for their dedication and resilience in successfully accomplishing their training programs. “Binabati ko po ang lahat ng mga graduates ng Technical Education and Skills Development Authority ngayong araw na ito. Currently, there are 159 Malasakit Centers established throughout the nation, which have already assisted more than seven million Filipinos, as reported by DOH. Bong Go joins Asian Games send-off; renews advocacy for athletes’ welfare
Senator Christopher "Bong" Go recognized athletes, coaches, and sports officials for their contributions to Philippine sports and their crucial roles in representing the nation on the international stage, during the send-off ceremony on Monday, 18 September, at the Philippine International Convention Center (PICC) in Pasay City, for Filipino participants in the 19th Asian Games and 4th Asian Para Games in Hangzhou, China. “Today, we gather here not only to celebrate the excellence of our athletes but also to bid them the best of luck as they embark on a journey to represent our great nation at the 19th Asian Games and 4th Asian Para Games in Hangzhou, China," said Go. Go took the opportunity to shed light on his proposed Senate Bill No. 2116, which aims to amend Republic Act No. 10699, also known as the National Athletes and Coaches Benefits and Incentives Act. "This bill which I authored carries the potential to bring about positive change in the lives of our athletes, particularly our para-athletes," he said. Go emphasized the need to increase the incentives for para-athletes, stating, "Sana po’y ma-increase naman rin po ang kanilang incentives na natatanggap dahil ‘yung honor po na dala nila sa ating bayan, pareho naman po ‘yong gold, silver, bronze at pinaghirapan rin po nila." The proposed measures seek to upgrade the incentives for para-athletes. This bill intends to provide equal opportunities and recognition to all athletes, thereby promoting inclusivity and diversity in sports. "The heart of this legislation is inclusivity and equality. It aims to elevate or increase the incentives for our para-athletes," he mentioned. Go, vice chairperson of the Senate Committee on Finance said he continues to advocate for additional budget for sports programs under the Philippine Sports Commission (PSC). "During the budget deliberation last year, ang ipinasa po na budget ng PSC more or less about P200 million. Ako po mismo sa Senado bilang inyong chairman po ng Committee on Sports and as vice chair ng Committee on Finance, isinulong ko talaga na madagdagan po ng P1 billion po ang pondo ng Philippine Sports Commission," he said. He revealed that during the budget deliberations last year, he sponsored and successfully secured financial support for athletes participating in international competitions such as the 2023 Southeast Asian Games, which took place in Cambodia, and the forthcoming Asian Games in China. He also disclosed the allocation of P50 million through the PSC for the Asian Games, along with P30 million specifically for Asian para-games. Go also highlighted the importance of collaboration between the government and the private sector in achieving sports excellence. "’Pag nagsama ang gobyerno at pribadong sektor, walang imposible.” Meanwhile, in his speech, the senator also touched on the state of sports facilities in the country, emphasizing the need for comfortable training grounds for athletes. "Ako, sa abot ng aking makakaya ay tutulong po ako sa ating mga sports program ng ating bansa," he assured. In line with his focus on grassroots sports development, Go also spoke about the National Academy of Sports (NAS), a fully operational institution located in New Clark City in Tarlac. "Ngayon po pwede na pong mag-aral at the same time mag-training, training at the same time mag-aral diyan po sa National Academy of Sports," he said. This initiative aims to ensure that athletes do not have to sacrifice their education for their sports careers. Former president Rodrigo Duterte signed RA 11470 in June 2020, which provides for the establishment of the NAS System and its main campus. Go was an author and co-sponsor of the measure. Go is also prioritizing the institutionalization of the Philippine National Games (PNG) as a platform to scout and recruit athletes for the national pool. He filed SBN 423, or the proposed PNG Act, which seeks to create a nationwide platform for athletes, particularly the youth, to display their abilities. During the ambush interview, Go also emphasized the importance of grassroots programs in encouraging youth to engage in sports and lead a healthy lifestyle. "Grassroots program, it's one way na ma-e-engganyo natin ang ating mga kabataan to get into sports, stay away from drugs, and to keep us healthy and fit," he said. He further elaborated on the connection between sports and health, saying, "Malaking bagay na fit tayo. Ang importante rin sa akin bilang chairman ng Senate Committee on Health, dalawa po 'yan. Importante sa akin ang sports at health. Magka-connect ang dalawang ito dahil para sa akin, kapag fit ka, healthy ka. Pangalagaan po natin ang kalusugan ng bawat isa. Katumbas ng kalusugan ay buhay ng bawat Pilipino." Toward the end of his speech, Go expressed his gratitude to President Ferdinand Marcos Jr. for his unwavering support for Filipino athletes. Better sports facilities pushed
As chairperson of the Senate Committee on Sports, I am saddened by the dilapidated state of the country’s iconic sports facilities. The Philippine Institute of Sports Multi-Purpose Arena, popularly known as PhilSports Arena, has come a long way from the time it was built in 1985 to house the Philippine Basketball Association until the league moved out in 1993 due to the lack of maintenance of the venue. The last time it was renovated was in 2019, when the country hosted the 30th Southeast Asian Games. Among PhilSports Arena’s main facilities are the Multi-purpose Arena, Swimming Center, and Football and Athletic Stadium. While the arena was greatly enjoyed as a sports facility, it also served as a temporary shelter for evacuees after Tropical Storm Ondoy and Typhoon Pepeng struck the Philippines in 2009, adding to the facility's wear and tear. A quick look at the PhilSports Arena and the other sports facilities nationwide should make us realize that we should invest more in rehabilitating our iconic sports facilities. As I have suggested during the budget deliberations in the Senate, prioritizing funding for sports facilities would have been better than putting flood control projects in areas with little to no population. This concern about the support we are providing our athletes has motivated me to author and co-sponsor Republic Act No. 11470, which established the National Academy of Sports at New Clark City in Capas, Tarlac. In collaboration with the Philippine Sports Commission and the Department of Education, NAS now offers a specialized secondary education program focused on sports where students can study and train simultaneously. I have also filed the Philippine National Games bill, which aims to provide a structure for a more comprehensive national sports program, linking grassroots sports promotion to national sports development by having a mini Olympics regularly. Providing opportunities to our youth will help develop their potential in sports but will also help keep them away from vices such as illegal drugs. I continue to support establishing sports-related programs and infrastructure to divert the youth from the lure of addiction and criminality. This is also part of my three-pronged approach to combat illegal drugs in the Philippines – law enforcement, rehabilitation, and prevention. Yesterday, I witnessed the Philippine ROTC Games 2023 Luzon Qualifying Leg opening ceremony held at Cavite State University – Indang Campus in Indang, Cavite. With Sen. Francis Tolentino, I encouraged our young cadets who participated in various competitions to get into sports and stay away from drugs. I have also remained faithful to my promise to visit and help our fellow Filipinos in most parts of the country. On 16 September, we attended the groundbreaking of a Super Health Center in Manolo Fortich, Bukidnon. We also visited the town of Damulog, where I inspected projects I have supported, such as a public market, road concreting project, evacuation center, solar street lights, and a multipurpose building. Later that day, we also attended the 25th Anniversary of Public Safety Basic Recruit Course Class 1998-Alpha at Acacia Hotel in Davao City. On 15 September, we attended a meeting of state universities and colleges leaders held in Davao City and hosted by Commission on Higher Education Chair Prospero de Vera. The night before, we also joined leaders from the CHEd, the University of the Philippines System, and various SUCs to honor the appointment of Atty. Angelo Jimenez, a fellow Mindanaoan, as the 22nd President of the University of the Philippines. We took the opportunity to voice our commitment to elevating the standard of education nationwide. This is also the reason why Republic Act No. 10931, or the Universal Access To Quality Tertiary Education Act, was enacted into law during the time of former president Rodrigo Duterte. Today, we continue to pursue this further as I co-authored and co-sponsored Senate Bill No. 1360, which aims to widen the reach of the law further. We visited Bislig City in Surigao del Sur to participate in its 23rd Charter Day festivities. We handed out grocery packages to 32 newlywed couples during a community wedding and inaugurated the country’s 159th Malasakit Center at the Bislig District Hospital. This is the seventh Malasakit Center in the Caraga region and the 40th in Mindanao. Our team also provided direct aid, including grocery packs, to 129 patients and 191 front liners, including security guards, utilities, and hospital staff. On 15 September, my office also attended the groundbreaking of Super Health Centers in New Washington and Malay in the province of Aklan. Meanwhile, we continue to support livelihood programs, especially those that can help people experiencing poverty overcome crises. Through our support, the Department of Trade and Industry provides livelihood kits to qualified beneficiaries affected by calamities and teaches them how to grow their businesses for the benefit of their families. Among those we have helped are 20 from Dipaculao, Aurora; 57 from Sanchez Mira and Abulog, Cagayan; 100 affected by the earthquake in Montevista and New Bataan, and 50 in Nabunturan in Davao de Oro; 196 in Malalag and Sulop, Davao del Sur; 20 in Mangatarem, Pangasinan; 21 victims of Typhoon Egay in Pigcawayan, North Cotabato; 132 shear line victims in Gingoog City, Misamis Oriental; and 36 beneficiaries from Lutayan and Columbio, Sultan Kudarat, and General Santos City. We also continue to support the National Housing Authority’s distribution of emergency housing assistance to disaster victims so they can purchase roofing, nails, and other home repair materials. We assisted beneficiaries, including 85 fire victims in Imus City, Cavite. Meanwhile, my office helped the 65 fire victims in Bacolod City, Negros Occidental. We also provided assistance to 75 TESDA graduates in Victorias City, Negros Occidental. We also distributed additional support to workers who lost their jobs, beneficiaries of the TUPAD program of the Department of Labor and Employment, including 413 in Talibon, Bohol, and 150 in Plaridel, Bulacan. We also aided 333 poor residents in Paluan, Occidental Mindoro; and 234 in Antipolo City, Rizal. Together, let us continue bringing government services closer to Filipinos in need – from better sports facilities more accessible healthcare services, and implementing various programs to help uplift communities affected by crises. The Binibining Pilipinas Charities Inc. partnered with the Makati Medical Center Foundation to deliver joy and positive energy at V. Luna General Hospital in Quezon City. On 17 August, around a hundred injured soldiers spent time with Bb. Pilipinas International 2022 Nicole Borromeo, Bb. Pilipinas Globe 2023 Anna Lakrini, Bb. Pilipinas 2023 1st runner-up Katrina Anne Johnson, and Bb. Pilipinas 2023 2nd runner-up Atasha Reign Parani in an activity-filled afternoon at the hospital auditorium. The girls participated in a musical acoustic session and delivered inspirational speeches to uplift the spirit of the patients. Borromeo even held an art therapy session to aid in the recovery of the wounded soldiers. The Binibinis expressed gratitude for the soldiers’ service to the country by distributing gift packs from Aishe Fashion, Jag and BeauteDerm. They also joined the soldiers in enjoying meals provided by Pizza Hut. "Our brave soldiers sustained various injuries — physical, mental, emotional — as they fulfill their duty to our country. BPCI is happy to be of service to our modern-day heroes in times when they need our help and support the most," said BPCI head Gines Enriquez.
