Bong Go urges more sports funding for grassroots dev’t, facilities, and athletes
Senator Christopher "Bong" Go, chairperson of the Senate Committee on Sports, underscored during a budget hearing on Tuesday, 12 September, the critical role of the Philippine Sports Commission (PSC) in promoting sports as a key factor in national development. He emphasized the necessity of adequate funding for both grassroots sports development and the country's participation in international competitions. “Noong nakaraan ay ipinaglaban natin sa deliberasyon ng ating 2023 budget ang karagdagang pondo para sa PSC. Sa katunayan, ang budget lang sana ng PSC ngayong taon ay nasa humigit-kumulang P200 million lamang. Tayo ang nagsulong ng dagdag sa pondo nila kaya nabigyan pa ito ng P1 billion, kasama na ang dagdag pondo sa pagdaraos ng FIBA 2023, budget para sa grassroots sports programs, at suporta sa mga lalahok sa iba pang international competitions,” he cited earlier. Go, in his opening statement, expressed his strong belief that sports can serve as a deterrent for the youth against engaging in illegal drugs and other harmful activities. He also mentioned that sports can be a way to continue the campaign against illegal drugs initiated by former president Rodrigo Duterte. “Sabi ko nga, get into sports, stay away from illegal drugs to keep us healthy and fit. At isa rin po ito sa paraan na ilayo natin ang mga kabataan sa iligal na droga. Isang paraan ito na maipagpatuloy ang kampanya ni dating pangulong Rodrigo Duterte na labanan ang iligal na droga dahil kapag bumalik po ang iligal na droga, babalik po ang kriminalidad, babalik po ang korapsyon sa gobyerno,” Go said. The senator also highlighted the recent achievements of the Philippines in the international sports community, including the successful hosting of the 2023 FIBA World Cup. He praised the event organizers and shared his experience participating in a dry-run before the opening, emphasizing that "’pag nandyan po ang disiplina, kaya natin, gugustuhin natin na maging well-organized po tayo." Go likewise underscored the international attention that the Philippines has garnered through its successful hosting of sports events, particularly the FIBA World Cup. "Malaking tulong po iyon sa pag-promote po ng kagandahan ng ating bansa. For 17 days, nakatutok po sa ating bayan ang buong mundo dahil napakaganda po ng ating bansa," he said. The senator then expressed his pride in Gilas Pilipinas for earning a spot in the Olympic Qualifying Tournament. "Alam ko po na ibinigay ninyo ang lahat, ginawa ninyo po ang lahat para lumaban. Puso po ang ginamit ninyo at 'never say die' ang attitude ng ating Gilas Pilipinas," he said. Go also took the opportunity to commend the country’s performance in the Southeast Asian Games. He then extended his well wishes for the upcoming Asian Games scheduled from 25 September to 8 October. However, the senator also hinted at areas for improvement, suggesting that while the country has had successes, there is still work to be done. "Though mayroon mang dapat ayusin, may panahon pa kayong ayusin ang mga ito," Go added while stressing the importance of supporting both grassroots and elite sports development. "For this year’s budget, with the support of our Chairman of the Committee on Finance, Senator Sonny Angara, we allocated funding for PSC’s grassroots program and the preparation, training, and participation of our national athletes in international sports competitions," he revealed. The PSC proposed a budget of P3.3 billion for 2024, but the DBM only approved P210 million. This is a reduction of more than 93 percent from the agency’s proposal. Go also touched on the need for proper training facilities for athletes. He mentioned the need for repairs at the Philippine Institute of Sports Multi-Purpose Arena (PhilSports Arena) and comfortable barracks for athletes. “Mahalaga na magkaroon ng tama at sapat na training ang ating mga manlalaro. Kaya naman gusto ko ring pagtuunan ng pansin na mayroon tayong sports facilities na maaaring maging training center ng ating mga atleta,” he said. “Ako po'y saksi mismo, napasyalan ko ang inyong matagal ng pasilidad, itong Phil Sports, nakapaglaro na kami doon, medyo tumutulo na rin ang gym. Kailangan na sigurong magkaroon ng repair, at yung mga barracks ng atleta, dapat komportable, dahil iba talaga kapag suportado sila, mula pagkain, yung kanilang tirahan at bago sila sumabak sa competition, dapat kumbaga lahat ng laban naman ay dapat alagang-alaga po ang ating mga atleta,” he shared. Go noticed that the facilities that were presented during the hearing are in bad condition and that they really need to be improved. He urged the government to allocate funds for the construction of comfortable housing for the athletes, instead of spending on flood control projects in areas where there are no people. “Napapansin ko ang mga pasilidad na pinakita kanina. Talagang kailangan po, the more we should invest sa mga sports facilities natin na sira,” he added. “Bigyan naman natin ng maayos at komportable na tirahan ang ating mga atleta. Nananawagan ako sa DPWH, instead of flood control projects sa mga lugar na walang tao, dito na lang sa ating mga atleta na kailangan nila ng komportableng tirahan man lang. Baka pwede ninyo mapaglaanan ng pondo,” said Go. Meanwhile, he also discussed the National Academy of Sports (NAS) at New Clark City in Capas, Tarlac, established under Republic Act No. 11470 that he authored and co-sponsored, which allows students to train while getting quality secondary education. The law provided for the establishment of the NAS System and Main Campus. The NAS also offers a secondary education program with an integrated special curriculum on sports which was developed in close coordination with PSC and the Department of Education. “Pwede silang mag-training, at the same time, mag-aral. Pwede silang mag-aral, at the same time, mag-training. Wala pong masasakripisyo. 'Yan po ang National Academy of Sports, batas na po at may sariling pasilidad,” he said. FIBA World Cup experience: Springboard to greater heights
Congratulations are in order for the whole Gilas Pilipinas Team for their monumental win versus China (96-75), ending our FIBA World Cup 2023 campaign on a hopeful note. I have always believed in the capabilities of our athletes who have shown their mettle in international sports competitions. As chairperson of the Senate Committee on Sports, I am rallying all Filipinos to support our long-term roadmap to elevate the standing of our athletes in the global arena in all sporting events. Filipinos have excelled in the global stage not just in basketball, billiards, or boxing which are relatively the more popular sports in the country. Take for example Carlos Yulo in gymnastics, EJ Obiena in pole vaulting, Hidilyn Diaz in weightlifting, the late Lydia de Vega in track and field, and, of course, the Filipinas Football team who made us proud during the recent FIFA Women’s World Cup. Our very own Alex Eala is also a rising star in the world of tennis. We have many talented athletes, and we should support them in their quest to give honor to the country. However, success in any sporting event does not come easily. Any athlete will tell you that sports entails discipline, many hours of hard work, and even years of sacrifices. Hence, our efforts to strengthen our chances on the global stage must start at the grassroots level. This is the rationale behind RA 11470 or the National Academy of Sports or NAS law, which I authored and co-sponsored, and signed into law by former president Rodrigo Duterte in 2020. The NAS System will provide scholarships to qualified student-athletes from all regions and will allow them to balance academics and sports training by utilizing the state-of-the-art facilities at New Clark City in Capas, Tarlac. I am also advocating the approval of Senate Bill No. 423 or the Philippine National Games or PNG Act, to institutionalize the conduct of the PNG every two years as this will allow us to discover those with athletic potential at the grassroots level. We have talented athletes, but the government must invest in providing them with opportunities to compete if we want to produce champions on both the national and international stages. I am pushing for SBN 2116, which will amend Section 8 of RA 10699 or the “National Athletes and Coaches Benefits and Incentives Act.” This will increase the incentives for para-athletes who will win medals in international competitions and make our approach more inclusive to all athletes regardless of their physical limitations. Our efforts to achieve victory in sports must reflect the diversity of our country. The government, together with the private sector and other stakeholders, must consistently provide all the support that our teams need to compete at the global level. Our focus must be on creating opportunities for all aspiring athletes, regardless of geographic or economic background, to excel in their chosen fields. Hence, we should bring our sports development programs closer to those who have the potentials and aspirations to represent our country and bring pride to every Filipino. More importantly, sports is not only a physical game but a means to uplift lives, keep our youth away from vices like illegal drugs, and strengthen camaraderie in our communities. Let us elevate sports as a viable tool in harnessing our citizens into disciplined, productive and patriotic individuals reflective of our Filipino pride. In the same way that we unite to support our athletes, let us also unite to support fellow Filipinos in need. That is why I have continued to engage with various sectors of society to listen to their concerns and help provide solutions to their daily struggles. Filipinos inherently have a “never say die” attitude, especially in sports which is reflective of our resilience as a society. But aside from this commendable trait, our resilience also stems from our inherent compassion for each other. Our “Tapang at Malasakit” must continue so that together, we can uplift the lives of Filipinos. As a Senator and public servant, I remain steadfast in supporting our athletes to reach greater heights while also exerting efforts to help bring government programs and services closer to those in need to provide them with opportunities for a better life. A lot of catching up to do
A disturbing trend at the close of the qualifying round of the ongoing FIBA World Cup in the host cities of Manila, Okinawa, and Jakarta saw Asian teams left to the mercy of traditional world powerhouses in basketball, having been relegated to the classification round of the 32-nation quadrennial event. The FIBA World Cup, a premier international basketball tournament, showcases the prowess of nations in the sport. In recent editions, however, a consistent trend has emerged where Asian teams, including the Philippines, found themselves relegated to the so-called consolation round, with none advancing to the second phase of the Round of 16. This phenomenon has ignited discussions about whether Asia, the world’s most populated region, is lagging behind its global counterparts in basketball. The best that the Philippines, Japan, Iran, Jordan, China and Lebanon could aspire to now is to top this round and earn a ticket to the 2024 Paris Olympics as the best-placed team from the region. While basketball has grown exponentially in Asia over the years, this historical disadvantage is not easily overcome. Skills development takes time, and it requires sustained efforts in coaching, talent identification, and grassroots programs. Nations with strong basketball traditions often boast of well-established leagues, state-of-the-art training facilities, and investment in coaching expertise. These conditions foster the growth of talent from a young age and create a competitive environment that nurtures skills development. Conversely, many Asian countries, while passionate about basketball, face challenges in terms of inadequate facilities, limited financial support, and lack of structured development pathways. This results in a smaller talent pool and limited opportunities for players to hone their skills against high-quality opposition. Without the necessary infrastructure and resources, it becomes challenging for Asian teams to compete at the same level as their global counterparts. The level of competition a team regularly faces has a profound impact on its development. Strong competition exposes players to different playing styles, strategies, and skill sets, ultimately contributing to their growth. Many Asian countries struggle to consistently engage in high-intensity international matches due to the regional distribution of basketball prowess. In contrast, European and American teams often benefit from participating in competitive leagues and tournaments, where they face off against other basketball powerhouses. This exposure enhances their ability to adapt to different game scenarios and raises the overall skill level of their players. For Asian teams, limited exposure to high-level competition hinders their ability to refine their gameplay and compete effectively on the global stage. Gilas Pilipinas, for one, was hounded by player availability issues, not to mention injuries in its build-up to the World Cup. A young team composed of the best talents outside of the Philippine Basketball Association was once formed and earned accolades even from the harshest of critics as the young guns turned the tables twice on a South Korean squad in the qualifiers. The youthful squad would have by now made an impact in the World Cup, but sadly, poaching by other Asian leagues of its members has decimated Gilas Pilipinas, leaving the coaching staff no choice but to turn to Philippine Basketball Association players to shore up its bid. While it is evident that Asian teams, including the Philippines, have struggled to advance beyond the qualification round in the FIBA World Cup, attributing this solely to a deficiency in skill, however, would be unfair and simplistic. Historical context, infrastructure, competition levels, and cultural factors all contribute to the performance disparity. Add to this size, which Asians do not have in a sport that requires a lot of it. Rather than viewing Asia as lagging behind its global counterparts, it is more constructive probably to recognize the progress that has been made and the challenges that persist. Asian countries are working tirelessly to bridge the gap, investing in grassroots programs, coaching education, and infrastructure development. Bong Go leads Senate in congratulating Filipino champions of 2023 World Cup of Pool

Marikina City Mayor Marcelino Teodoro called for a sustainable national sports program to help young Filipino athletes achieve their full potential as he kicked off the opening ceremony of the 2023 Palarong Pambansa. “We want a sustainable national sports program for the Filipino youth,” Teodoro said. “We want to provide them with the resources and opportunities they need to succeed in sports and in life.” The mayor said that heavy rains in the past few days did not dampen the spirits of the delegates to the Palaro. They even braved the downpour during the grand parade. “Despite the heavy rains in the past few days, like the tests in our country, we are still here full of hope, have strengths, for a prosperous and stable country,” Teodoro said. The Palarong Pambansa is the country’s largest youth sporting event. This year’s games are being held in Marikina City from 1 to 5 August. Along with Teodoro, President Ferdinand Marcos Jr., Vice President and Education Secretary Sara Duterte also graced the opening at the Marikina Sports Center. The Palarong Pambansa 2023 is anchored by the theme: “Batang Malakas, Bansang Matatag.” The opening ceremony commenced with a parade of student-athletes, starting from the Marikina River Park to the Marikina Sports Center. During the parade, the delegates were accompanied by marching bands and Marikina students who performed the regional dances of each delegation. Giving additional spectacle to the festive event was the dragon boat exhibition at the Marikina River organized by the Philippine Canoe Kayak Dragon boat Federation. The proposed measure intends to provide equal opportunities and recognition to all athletes, thereby promoting inclusivity and diversity in sports. These financial incentives are intended to recognize the effort, commitment, and perseverance of para athletes, while also providing support for their ongoing athletic pursuits. “Para athletes overcome tremendous challenges and display remarkable determination and skill to compete at the highest level of international sports competitions. Sen. Go supervises as Super Health Center rises in Guimaras
Senator Christopher "Bong" Go on Friday, 19 May, attended the groundbreaking for the Super Health Center Buenavista in Guimaras, underscoring its role in improving healthcare access for the residents of the town and nearby areas. During the ceremony, Go highlighted the significance of the Buenavista Super Health Center as a means to improve public service delivery, particularly basic healthcare, in the area. “Alam n'yo, sa kakaikot ko sa buong Pilipinas, marami pong mga buntis na nanganganak na lang nang hindi umaabot sa ospital dahil sa layo ng byahe. Ngayon po na magkakaroon na ng Super Health Center dito sa inyong lugar, mas mailalapit na sa inyo ang serbisyong medikal at makakatulong rin po yun na hindi mapuno ang mga ospital," said Go. Go emphasized the importance of accessible basic healthcare services, particularly in remote island communities, where access to quality medical care can be limited. “Hindi niyo na kailangan bumyahe pa ng napakalayo para magpagamot. Ilalapit na ng gobyerno sa mga tao ang serbisyo na inyong kailangan pagdating sa pangunahing pangangalagang pangkalusugan,” he added. The Super Health Center will bridge this gap, providing residents with basic medical services and facilities, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy and ambulatory surgical unit. Other available services in SHCs are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation center and telemedicine, where remote diagnosis and treatment of patients will be done. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. The Department of Health, the lead implementing agency, identifies the strategic areas where they will be constructed. In Guimaras, Super Health Centers will be built in Jordan and Nueva Valencia, in addition to the one in Buenavista. Meanwhile, Go's efforts of improving public service delivery extend beyond healthcare infrastructure. As vice chair of the Senate Committee on Finance, Go likewise took the opportunity to inspect a new seawall and wharf in Buenavista, two crucial projects that he actively supported during the time of former president Rodrigo Duterte. The construction of the seawall and wharf aims to enhance the town's connectivity, allowing for faster and safer transportation of goods and services while bringing in more economic opportunities for its people. Following the groundbreaking, Go and his team then distributed assistance to 1,462 indigent families in the town. The aid provided included food packs, vitamins, masks, and snacks. Select beneficiaries also received a bicycle, a mobile device, a shirt, a watch, and pairs of shoes, as well as basketballs and volleyballs. Moreover, personnel from the Department of Social Welfare and Development provided assistance to qualified beneficiaries. Since the first Malasakit Center was established five years ago, the centers have helped more than seven million Filipinos nationwide, according to the DOH. “Hindi niyo na kailangang pumila o umikot pa sa iba’t ibang opisina para humingi ng tulong pampagamot dahil nasa loob na sila ng iisang kwarto. Meanwhile, Go, who is chair of the Senate Committee on Health, also mentioned ongoing efforts to upgrade the CGNPH to become a Level II hospital. He mentioned that the upgrade is included in House Bill No. 3344, which is currently pending approval in the Legislature. Go commended the local officials for their steadfast dedication to protecting the welfare of their constituents and ensuring they receive sufficient assistance during challenging times. Bong Go joins Manggahan Festival in Guimaras
Emphasizing his commitment to uplifting cultural celebrations and promoting sportsmanship, Senator Bong Go visited Jordan, Guimaras on Friday, 19 May, where he personally attended the Manggahan Festival and as part of the program, witnessed the volleyball tournament at the provincial gymnasium. The Manggahan Festival celebrated annually in Guimaras, pays homage to the province's mango industry. As a major highlight of the festival, the streets of Jordan came alive with vibrant colors, cultural performances, and mango-themed displays. The festival provides a platform for farmers, entrepreneurs, and artisans to showcase their talents, products, and cultural heritage to a broader audience. Go lauded the local community for showcasing its cultural heritage while promoting its products such as its locally harvested mangoes which Guimaras is famous for. GILAS Pilipinas’ vengeful win against an import-laden Cambodian basketball team marked its return to the top spot of the Southeast Asian Games or SEAG men’s basketball championships. It was a sweet victory for the Philippines men’s basketball team, as it was glaring how the Cambodians, the 32nd SEAG’s host country, took advantage of the rules by fielding more naturalized players than other competing countries. Though this may be allowed, it does not bode well for the tournament and the sport. Why so? Other countries, including the Philippines, continue to identify and develop players from the grassroots levels. And if tournaments, such as the recent SEAG Men’s Basketball competition, allow host countries to field more naturalized players than others, how does this promote fair play among competing nations? Luckily, after losing to Cambodia in the early group stage, Gilas booked a rematch against the home team for the gold medal. And this time, the Philippine squad came prepared with a sound plan despite unfavorable court conditions and the lopsided lineup of mainly naturalized Cambodian players. Gilas’ offensive and defensive strategy helped them stave off comeback attempts and left the Cambodians to settle for a silver medal. The three-point shooting of naturalized forward Justin Brownlee, Marcio Lassiter, Chris Newsome, and CJ Perez helped Gilas spread the floor, allowing our big men to dominate and score in the shaded area. Gilas shot slightly better with its 47.8 percent field goal percentage versus Cambodia’s 41.9 percent. Gilas also outrebounded the Cambodians by four boards at 40 rebounds versus 36 rebounds. Go was scheduled to personally join the event that day but due to technical issues with the aircraft, his visit was rescheduled to Monday in Capiz where he visited the Malasakit Center in Roxas City. He also joined the groundbreaking of two Super Health Centers and provided assistance to indigents in Panit-an and Panay towns. “As we all know, sports play an essential role in our lives. They not only keep us physically fit but also help us develop important values like discipline, perseverance, and teamwork. The sports festival aims to promote physical fitness, healthy competition, and camaraderie among the residents of Capiz, particularly the youth.
