Malta hosts fresh round of Ukraine-backed peace talks
A third round of Ukrainian-backed peace talks opened in Malta Saturday with representatives from more than 60 countries but without Moscow, which denounced it as a "blatantly anti-Russian event". Ukrainian President Volodymyr Zelensky addressed the first of two days of closed-door talks among national security and policy advisors, which he hopes will drum up support for his 10-point plan to end the war. In a statement on social media afterward, he said 66 countries had taken part in the talks, proof that his plan "has gradually become global". It follows similar meetings in Jeddah and Copenhagen this summer, with the Ukrainians hoping to eventually hold a summit at the level of heads of state. "The meeting confirmed the broad interest and increasing support for the key elements of Ukraine's Peace Formula," an EU official said Saturday. Thousands of anxious small-town Maine residents began a second day under lockdown Friday as police waging a sprawling manhunt struggled to find a US Army reservist accused of killing 18 people in America’s deadliest mass shooting this year. Dozens of law enforcement agents surrounded the family home of the suspect, Robert Card, 40, but by mid-evening agents left the property in Bowdoin, near Lewiston, Maine, to hunt for him elsewhere. A wide area around Lewiston remained locked down Friday, more than 24 hours after Card allegedly went on a rampage in which 13 people were also wounded. People in Lewiston were on edge, buzzing with talk of Card and the massacre. "Uneasy," said resident Jeremy Hiltz, when asked how he felt. "It's a small community . When something like this happens, everybody knows somebody" affected." Authorities erected roadblocks, ordered schools and businesses closed, and told residents to stay indoors. Governor Janet Mills said the suspect was considered armed and dangerous. Crypto crackdown intensifies on Hamas finance
Cryptocurrency has become the latest front in the conflict between Israel and Hamas, analysts say. Israeli and US authorities have intensified their financial hunt into Hamas in recent days as they track illicit funds via digital currencies. Ari Redbord, global policy head at crypto tracking specialist TRM Labs, said there is now less crypto transfer activity on pro-Hamas support networks as a result. "We are seeing a lot less activity in some respects since the war began," Redbord told AFP. This is "primarily because Israel has been very aggressive and successful in taking down these fundraising efforts", he added. Israel has bombed Gaza in response to an unprecedented cross-border attack by Hamas militants who, while firing a massive rocket barrage, killed more than 1,400 people and took 222 hostages on 7 October, according to Israeli authorities. Israeli strikes have now killed more than 6,500 people in Gaza, according to the Hamas-run health ministry. Shadowy world Cryptocurrency is regarded as a speedy way to move cash that is unregulated by any central bank and is less traceable than a traditional bank transfer. The shadowy world of digital units, based on decentralized blockchain technology, has gained notoriety for illicit transactions due to its under-the-radar appeal. The US State Department estimates that Iran funnels $100 million per year to Palestinian groups including Hamas. 'Small piece of puzzle' "Cryptocurrency is a very small piece of a larger financing puzzle for Hamas," said Redbord. "They are looking to Iran; they're... imposing taxes on the Palestinians; they have a network of charities and a diaspora of supporters who are sending donations not in cryptocurrencies." "But crypto does play a role," he said. Digital currencies still represent a significant revenue stream for Hamas and other allied groups. Crypto addresses identified by Israel as being linked to Hamas received about $41 million between August 2020 and July 2023, according to Israeli analytics and software firm BitOK. Other crypto addresses linked to Islamic Jihad received in excess of $154 million between October 2022 and September 2023, with some still active, it adds. Some players in the sector simply turn a blind eye. Senator Christopher "Bong" Go has issued an urgent appeal to various government agencies, including the Department of Migrant Workers (DMW), the Department of Foreign Affairs (DFA), and the Philippine Overseas Employment Administration (POEA), to conduct immediate action to account Overseas Filipino Workers (OFWs) affected by the ongoing conflict between Israel and Hamas in the Gaza Strip. As Vice Chair of the Senate Committee on Migrant Workers, Go emphasized the need for a swift and comprehensive inventory of affected OFWs, particularly those who may have been victims of violence. There is also a need to plan for their immediate repatriation when necessary. "The safety of our kababayans is paramount. I urge the DMW, DFA, and POEA to act swiftly and ensure that every Filipino worker is accounted for," said Go. The senator also appealed to OFWs to ensure their safety by coordinating with the Philippine Embassy in Tel Aviv. "I understand that many of you have built lives abroad, but your safety should always come first. Please coordinate with our embassy and avail yourselves of the government's assistance," Go advised. Ninong Ry on giving A twist to popular dishes: Preference over authenticity
At the recent launch of Ninong Ry (real name: Ryan Reyes) as the first-ever celebrity endorser of the food seasoning brand Knorr Professional, the chef and YouTuber showcased his culinary skills and sense of humor that have endeared him to his over two million online followers. He gave an interactive cooking demo on how he puts his own twist to the universal favorite food, fried chicken, and the Pinoy specialty dish, sisig, using the brand’s liquid seasoning and chicken powder. While doing his tasks, he also dispensed some tips and answered a few questions from media representatives and other guests from the foodservice sector. For the fried chicken, Ninong Ry used the brining process of soaking proteins in a solution of salty water and spices overnight to infuse flavor and tenderize the meat. He then deep fried the already prepared chicken parts to golden brown perfection. To the question about using an air fryer instead, he replied, “Puwede naman, although kailangan mo s’yang i-turn. Kailangan mo s’yang i-thermometer talaga (It’s possible, but you need to turn the meat over. You need to use a thermometer.) That’s what we like in bacon.).” He then showed the cured meat, which he had already smoked for four hours, and cut into sisig-sized pieces. “Ang tingin ko sa sisig (I look at sisig as), salad,” he quipped. construction n’ya ay parang salad. Ang ingredients and’yan na, just mix them all together. (Because the construction is like in salad. The ingredients are all there.) That’s how we connect,” Panjee said, looking back on why they thought of setting up a cocktail bar business in the vibrant and buoyant streets of Poblacion. “We just wanted a place where we can sit down, talk to a bartender, have pretty good drinks and just hang out with each other.” Panjee decided to leave her corporate job to go full time into the business, while Mike still keeps his day job as a financial analyst. While they are relatively new to the business, it is not their first time to open a bar. In 2020, the couple ventured into the business, not knowing that the pandemic would go full-blown months later. However, it did not stop the Singletons from taking such risks: “We’ll try a second round. If it doesn’t work, then [we] will never get back to it,” Mike said, adding that they constantly reassured themselves whenever they felt bouts of hesitancy at the thought of trying again. Indeed, the second time’s the charm. As soon as the couple opened Banter & Jive, the dream was realized. In retrospect, the couple agreed that the bar industry in Poblacion has been laidback despite the rise of established bars around the area.“The bar community is very strong. We’re very collaborative with each other, especially the cocktails. We don’t really treat each other as competition… It’s more of uplift[ing] the community together,” Mike said. “We all have a shared goal of increasing cocktail awareness,” he added. There is also a noticeably growing cocktail appreciation in the area. While there is nothing wrong with the classic shot of hard liquor — the oddly satisfying sensation of the burning aftertaste it delivers — new and old customers alike are becoming more adventurous and experimental with their drinks. “We keep on revamping our menu in such a way that people would really accept or like,” Panjee said, adding how they would cater to what their customers like in their menu, giving them a more profound and appreciative drinking experience. Undeniably, the country’s nightlife has always been one for the books — where a spontaneous trip to a bar with the people you cherish ends up being one of the most unforgettable moments in your life. Adding Filipinos’ innate hospitality and natural charm, the Poblacion nightlife perfectly captures the vision of being yourself while connecting with others. “As much work as we have to put into drinks, we also put in a lot of effort in making people feel welcome, especially in an intimate bar like ours. You could remember a really great drink but you will never forget the places where you really felt welcome, [where it] felt like a second home,” Panjee said. Taking a leap of faith Despite the lack of experience in operating a bar, it did not stop the couple from turning their passions into something bigger than themselves. With Banter & Jive opening early this year, the couple is onto something great as they are soft-opening a new bar next month in Poblacion. “Take the leap… It’s very scary. It’s still scary now, but take that risk. I think it’s also important for you to have a good support system when you do that — take the leap,” Panjee said, continuing that being surrounded by like-minded people who support you definitely takes the fear and hesitancy away. For aspiring entrepreneurs who want to operate their bar business, the couple agreed that now is the best time to materialize your dreams. “Not having experience isn’t a good enough reason for you not to do something. The only way to have experience is to actually experience it. There is no better time than now,” Panjee said. Ombudsman fails to pin Napoles for plunder
The Sandiganbayan yesterday convicted Janet Lim Napoles of nine counts of corruption of a public official, but acquitted her of plunder over the so-called “pork barrel fund scandal.” Likewise found guilty of nine counts of direct bribery by the Sandiganbayan’s Fifth Division was former Association of Philippine Electric Cooperatives Partylist Rep. Edgar Valdez. The convictions were in relation to the misuse of lawmakers’ Priority Development Assistance Fund or PDAF. Napoles and Valdez were each sentenced to imprisonment of two years and four months up to six years and one day, and were each meted out a fine of P26,996,700. The cases stemmed from the charges of plunder filed by the National Bureau of Investigation and the Office of the Ombudsman, which alleged that five lawmakers, including Valdez, channeled their PDAFs to Napoles’ fake non-government organizations in exchange for kickbacks. According to the information filed by the Ombudsman, Valdez received P56 million in kickbacks from Napoles. The amount was over the P50-million threshold for the crime of plunder. Lacking evidence Former senators Juan Ponce Enrile, Ramon Revilla Jr. and Jinggoy Estrada, as well as former representative Rizalina Seachon-Lanete, were among the other lawmakers accused of plunder in connection with the pork barrel scam. Revilla was acquitted in 2018 but the cases against the others are still pending before the Sandiganbayan. Enrile, Estrada and Seachon-Lanete were granted bail. The dispositive portion of the Sandiganbayan’s ruling said the evidence to prove plunder against Napoles and Valdez was lacking. “The Court finds accused Edgar de Leon Valdez and Janet Lim Napoles not guilty of plunder due to insufficient evidence proving that they had, through conspiracy, amassed, accumulated, and or acquired at least 50 million pesos of PDAF funds through kickbacks and/or commissions,” the decision read in part. Valdez was allowed to post bail in 2016 after the Fifth Division said the prosecution was only able to prove that Valdez received P2.6 million, and not P56 million, in kickbacks from a foundation belonging to Napoles, who was dubbed the “pork barrel queen.” The division rejected Napoles’ request for the court to accept her belatedly filed memorandum that cited whistleblower Benhur Luy’s testimony in a different graft case, where he allegedly acknowledged that the funds in this case were not from PDAF. The 108-page Sandiganbayan decision was per curiam, meaning, not one justice from the anti-graft court’s Fifth Division penned the ruling. The per curiam decision was signed by Associate Justice and Division Chairperson Rafael Lagos, and Associate Justices Maria Theresa Mendoza-Arcega and Maryann Corpus-Mañalac. Previous acquittals Napoles attended through videoconference, while Valdez was physically present in court on Monday morning. Napoles is currently serving prior convictions. Last May, the Sandiganbayan First Division acquitted Napoles of graft in 16 PDAF cases. Napoles and Revilla were charged with the crimes in 2014. In 2018, the court ruled in favor of Napoles and against Revilla in the plunder case. In 2021, after filing a demurrer to evidence in both graft instances, Revilla was exonerated. The court ruled that the liability of the accused could no longer be determined because they were included in the plunder case for which they were already prosecuted. The charges of plunder against Revilla, his former political officer Atty. Richard Cambe, and Napoles also constituted graft because they were based on “predicate acts,” the court said. The resolution was written by Associate Justice Geraldine Faith Econg and adopted by Division chairperson Efren dela Cruz and Associate Justice Arthur Malabaguio. Same proof “This fact became even more apparent after the presentation of the same testimonial and documentary evidence in both cases,” the resolution read. Those acquitted in that case were Gondelina Amata, Ofelia Ordoez, Sofia Cruz, Evelyn Sucgang, Francisco Figura, Ma. Rosalinda Lacsamana, Marivic Jover, Consuelo Lilian Espiritu, Victor Roman Cacal and Maria Ninez Guanizo. Dennis Cunanan, Gregoria Buenaventura, Rhodora Mendoza, Evelyn de Leon, Laarni Uy and Jocelyn Piorato were found guilty and sentenced to prison terms ranging from 6 to 8 years, and were permanently barred from holding public office. Cambe, Eulogio Rodriguez and Emmanuel Alexis Sevidal had their cases dropped after they passed away. Still another case Napoles was found guilty of two charges of graft and two counts of malversation in another batch of PDAF proceedings involving the late Davao del Sur representative Douglas Cagas. The Sandiganbayan 2nd Division observed in a ruling released on 19 May 2023, that the Anti-Money Laundering Council report corroborated the evidence of whistleblower Luy, who claimed that Napoles owned and controlled the NGOs implicated in the PDAF scam.
