Bong Go recognizes barangay health workers’ role in community development
Following his visit to Babak District the previous day, Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and a staunch advocate of community development, attended another Provincial Health Information Management System Orientation in the Island Garden City of Samal, Davao del Norte on Wednesday, 25 October. The said program aims to enhance healthcare delivery, streamline information flow, and ensure that citizens across the region have access to quality health services. Go personally accorded recognition to Barangay Health Workers (BHWs) for their efforts to promote the health and well-being of their constituents. He also noted that BHWs are the backbone of healthcare in the country, acting as the first line of defense in ensuring the welfare of their respective communities. "Bilang isang senador gusto kong pasalamatan ang ating mga barangay health workers. Hindi natin mararating ito ngayon kung hindi dahil sa inyong sakripisyo na magserbisyo. Dapat kayo ang pasalamatan ngayong araw. Palakpakan natin ang ating mga barangay health workers,” expressed Go. “Sa totoo lang sa panahon ng pandemya nahirapan talaga tayo. Pero (dahil) sa inyong pagtutulungan at pagserbisyo sa mamamayan, nalampasan natin ito. Hindi tayo makapag-gather ngayon o makapagtipon kung hindi dahil sa inyo. Ganito man ang inyong trabaho, nakita ko ang importansya at kung anong serbisyo para sa ating mga kababayan lalo na sa barangay level ang iniaambag ninyo,” he continued. During the event, Go was also joined by Councilor Sonny Lanorias, BHW City Coordinator Christine Enriquez Lara, BHW District Federation President Alicia Sastrillas, and District Coordinator Arlene Pacquaio, among others. The senator also extended assistance to around 200 BHWs present, such as gift packs, masks, vitamins, shirts, meals, and balls for basketball and volleyball. He also gave away bicycles, mobile phones, shoes, and watches to select recipients. He also extended similar assistance to the 201 BHWs who attended the previous day. On October 23, around 250 BHWs were also given similar assistance by his staff. Continuing his message, Go pledged his commitment to working with the local government to ensure that BHWs receive proper training, resources, and compensation. The lawmaker outlined his legislative initiatives, specifically on two key bills: Senate Bill No. (SBN) 197 or the proposed Magna Carta for Barangays, and SBN 427, or the Barangay Health Workers Compensation Bill. The proposed Magna Carta for Barangays aims to bolster support for barangays, enabling them to effectively carry out their responsibilities. This measure proposes that barangay officials, including the Punong Barangay, members of the Sangguniang Barangay, the Sangguniang Kabataan chairperson, the barangay secretary, and the barangay treasurer, be accorded treatment similar to that of regular government employees. If this bill becomes law, it will entitle them to salaries, benefits, allowances, and other related perks. On the other hand, SBN 427 proposed granting BHWs a monthly honorarium, coupled with other benefits encompassing allowances, job security, consistent training, and opportunities for skill development. Furthermore, the bill extends these benefits to encompass support from institutions like the Government Service Insurance System (GSIS), the Philippine Health Insurance Corporation (PhilHealth), and the Pag-IBIG Fund. “Na-hearing na po ito sa sub-committee on Health sa pangunguna ni Senator JV (Ejercito) at mayroon pang mga susunod na committee hearings at papakinggan po ang mga LGUs syempre, unang-una rito ‘yung kakayahan po nilang magbigay ng kompensasyon,” shared Go in an interview after his visit to Kapalong on October 24. “Ito pong bill na ito kung saan po ay magkakaroon sila ng mga karagdagang benepisyo… Kung sakaling maisabatas magkakaroon po sila ng monthly honorarium. Furthermore, Go also referenced SBN 2399, a proposal aimed at declaring April 7 as Barangay Health and Nutrition Workers (BHNW) Day. This initiative acknowledges the pivotal role played by BHNWs in the delivery of primary healthcare services within communities. Go has reaffirmed his dedication to enhancing healthcare accessibility and quality. This commitment is manifested through his backing of the continued operations of Malasakit Centers, the construction of Super Health Centers, and the establishment of Regional Specialty Centers across the nation. A brainchild of Go, the Malasakit Centers program is designed to help ensure that particularly poor and indigent patients have convenient access to the medical assistance programs offered by partnered agencies. This was institutionalized in 2019 through the passage of RA 11463, which was principally authored and sponsored by Go. Currently, 159 operational Malasakit centers have assisted more than seven million Filipinos nationwide, according to the Department of Health (DOH). The Act shall enable the agency to respond faster and more effectively to fire-related incidents in the country by procuring new fire equipment, expanding manpower, and conducting specialized training for firefighters, among others. In a Committee on Finance hearing on Thursday, 28 September, Senator Christopher "Bong" Go called for an increase in the proposed 2024 budget for the Department of Health in order to ensure proper implementation of the recently enacted Regional Specialty Centers Act, as well as the establishment of more Super Health Centers, and continuing operations of Malasakit Centers nationwide — all aimed at bringing medical services closer to Filipinos in need. Go highlighted the importance of Republic Act No. 11959, known as the Regional Specialty Centers Act. He principally sponsored and is one of the authors of the measure, which was signed into law by President Ferdinand “Bongbong” Marcos Jr. on 24 August. "Masaya po ako na priority din ito ni Pangulong Bongbong Marcos," he said, noting that the act garnered a unanimous 24-0 vote in the Senate. "Lahat ay sumuporta dito dahil na-explain natin ng mabuti na makakatulong talaga ito sa mga kababayan nating mahihirap," he elaborated. This legislation aims to decentralize specialized medical services, making them accessible across all regions. "Nabanggit ko parati na tulad yung mga taga-Zamboanga ay pwede na po sila… may paglalagyan na doon ng Heart Center," he said, emphasizing the hardship people from remote areas face when seeking specialized healthcare in Manila. NDRRMC targets more durable, resilient evacuation centers
The government is considering the establishment of more durable and resilient evacuation centers nationwide as proposed by the National Disaster Risk Reduction and Management Council to further enhance the country’s evacuation system. Defense Secretary Gilberto Teodoro Jr., who also chairs the NDRRMC, convened the council’s member agencies in a third-quarter meeting in Camp Aguinaldo, Quezon City on Thursday night. Teodoro said the council should focus on strengthening the disaster risk reduction and management as well as the adoption of “best practices for public interest.” “One of the highlights of the discussion was the status and enhanced design of evacuation centers. It can be recalled that President Ferdinand Marcos Jr. stressed the importance of building resilient evacuation centers in his last State of the Nation Address to ensure the safety of the public in times of emergency,” the NDRRMC said in a statement released on Friday. The Office of Civil Defense and the Department of Public Works and Highways are looking into the proposal to improve the design of evacuation centers, including the prioritization mechanism through risk-based assessments. During the meeting, the council members also tackled considerations and updates on location and site suitability, structural and building capacity, and minimum standards on design and conceptual sketches. The NDRRMC noted that the proposed improved design of the evacuation center is still subject to finalization by concerned government agencies. The council also tackled and approved amendments to NDRRMC Memorandum Circular No. 64, s. 2021 or the Guidelines on the Accreditation and Protection of Community Disaster Volunteers; Memorandum Circular on the Guidelines on Mainstreaming DRRM in Health in Local Development; and the proposed revision on Memorandum Circular no. 110, s.2021 or the Revised Guidelines on the Administration of the NDRRM Fund. The enhanced guidelines tackled during the meeting will be disseminated to concerned stakeholders for implementation. A report from Climate Change Knowledge Portal for Development Practitioners and Policy Makers showed that some 19 to 20 typhoons enter the Philippine Area of Responsibility yearly, with 7-9 making landfall. Hence, several lawmakers pushed for the legislation of measures that aim to enhance the country’s evacuation system. Senate Bill 1652, or An Act establishing evacuation centers nationwide, filed by Senator Raffy Tulfo, seeks the establishment of evacuation centers in 146 cities and 1,488 municipalities nationwide. Under the proposed measure, these evacuation centers must have basic facilities, accessible locations, and adequate emergency supplies, such as water, medicine, and relief goods considering that the Philippines is one of the most typhoon-prone countries in the world. Senator Sherwin Gatchalian also filed SB 940, or the Evacuation Center Act”, which seeks to establish evacuation centers in all cities nationwide. SB 940 provides that each location for every evacuation center shall be determined by the Department of Environment and Natural Resources, in close coordination with the local government units concerned, and must be centrally located in the community. It must also be at a safe distance from large trees and structures with hazardous materials, must be near a health facility, must be located on geotechnically stable land, and must not be located near military base camps and camps of insurgent groups. Adequate compensation for BARMM medical workers pushed
ZAMBOANGA CITY — Members of the Parliament of the Bangsamoro Autonomous Region in Muslim Mindanao are pushing to enact measures aimed at constructing a new hospital and providing fair compensation for medical workers in the region. MPs Amilbahar Mawallil, Dr. Hashemi Dilangalen and Hamid Malik are at the forefront for the passage of Parliament Bill 237 or the “Bangsamoro Public Health Workers Compensation Act of 2023.” MPs Atty. Laisa Alamia, Engr. Baintan Ampatuan, Atty. Rasol Mitmug Jr., Engr. Don Mustapha Loong, Atty. Suharto Ambolodto, and Rasul Ismael are also pushing for the enactment of PB 237 as co-authors. Under the measure, it will mandate the BARMM to recognize the crucial roles played by medical doctors, nurses and other public health workers in the region as it also extends its coverage to all active and regularly performing public health workers employed within BARMM. This includes physicians, nurses, nursing assistants, midwives, laboratory and medical technicians, and pharmacists employed in various healthcare establishments owned and operated by the government or its political subdivisions with original charters. “This legislative bill aims to address the longstanding issue of inadequate compensation by enhancing the benefits and allowances of these professionals and providing forms of compensation to recognize the unique challenges they face,” Mawallil said. He added that once passed, the measure will provide a monthly honorarium of P3,000 to all actively and regularly performing public health workers. For his part, Loong — one of the co-authors of the bill — said that the giving of honoraria will be implemented through a phased salary enhancement program over three years. The selection of recipients will be based on a comprehensive evaluation of existing salary scales, market standards, and regional economic factors to establish fair and competitive compensation for all public health workers. Loong explained that it also includes various forms of compensation, including hazard, subsistence, and transportation allowances, as well as emergency assistance and death and burial benefits, which will be extended to eligible public health workers. ‘Public office is a public trust,’ Bong Go reminds BSKE candidates
In an interview on Friday, 15 September, after attending the launch of the 159th Malasakit Center in Bislig City, Surigao del Sur, Senator Christopher "Bong" Go discussed the forthcoming 2023 Philippine Barangay and Sangguniang Kabataan elections, underscoring the crucial role of public trust to those who are elected to office. "Public office is a public trust. Kung kayo po ay iluklok dyan, wag nyo pong sayangin ang tiwalang ibinigay sa inyo ng taumbayan," Go said. He stressed that elected officials at the barangay level are the direct point of contact of the public and should not squander the trust given to them. Go, in his opening statement, expressed his strong belief that sports can serve as a deterrent for the youth against engaging in illegal drugs and other harmful activities. He also mentioned that sports can be a way to continue the campaign against illegal drugs initiated by former president Rodrigo Duterte. “Sabi ko nga, get into sports, stay away from illegal drugs to keep us healthy and fit. At isa rin po ito sa paraan na ilayo natin ang mga kabataan sa iligal na droga. Isang paraan ito na maipagpatuloy ang kampanya ni dating pangulong Rodrigo Duterte na labanan ang iligal na droga dahil kapag bumalik po ang iligal na droga, babalik po ang kriminalidad, babalik po ang korapsyon sa gobyerno,” Go said. The senator also highlighted the recent achievements of the Philippines in the international sports community, including the successful hosting of the 2023 FIBA World Cup. The PSC proposed a budget of P3.3 billion for 2024, but the DBM only approved P210 million. This is a reduction of more than 93 percent from the agency’s proposal. Go also touched on the need for proper training facilities for athletes. He mentioned the need for repairs at the Philippine Institute of Sports Multi-Purpose Arena (PhilSports Arena) and comfortable barracks for athletes. “Mahalaga na magkaroon ng tama at sapat na training ang ating mga manlalaro. Go noticed that the facilities that were presented during the hearing are in bad condition and that they really need to be improved. He urged the government to allocate funds for the construction of comfortable housing for the athletes, instead of spending on flood control projects in areas where there are no people. “Napapansin ko ang mga pasilidad na pinakita kanina. Talagang kailangan po, the more we should invest sa mga sports facilities natin na sira,” he added. “Bigyan naman natin ng maayos at komportable na tirahan ang ating mga atleta. Meanwhile, he also discussed the National Academy of Sports (NAS) at New Clark City in Capas, Tarlac, established under Republic Act No. 11470 that he authored and co-sponsored, which allows students to train while getting quality secondary education. The law provided for the establishment of the NAS System and Main Campus. The NAS also offers a secondary education program with an integrated special curriculum on sports which was developed in close coordination with PSC and the Department of Education. “Pwede silang mag-training, at the same time, mag-aral. Senator Christopher “Bong” Go, an adopted son of Nueva Ecija, sent his team to provide assistance to indigent families in Gapan City, Nueva Ecija, on Friday, 25 August, in partnership with the offices of Vice Mayor Inocencio Bautista Jr. and councilors Jeffrey Bautista, Nani Yu, Gema Pangilinan, Ryan Tecson, Pete Delos Santos, Jay Mariano, Amy Hernandez, Gerry Matias, and Danilo De Guzman. Bong Go eyes higher health budget for 2024
Senator Christopher "Bong" Go, during an ambush interview on 22 August, after aiding poor residents and fire victims in Navotas City, expressed his commitment to push for an increased budget for health in 2024. In the interview, Go emphasized the importance of the DOH budget, stating, "Of course, napaka-importante po ng budget para sa ating Department of Health. As your chairman po ng Committee on Health sa Senado, siguraduhin po natin na marestore po ang budget at madagdagan pa.” Go cited that the proposed P10-billion reduction in the Department of Health’s 2024 budget has alarmed many, especially considering ongoing efforts toward pandemic recovery and the need for a more resilient healthcare system. “The more we should invest sa ating healthcare system. The Bureau of Corrections announced on Friday that the Leyte Regional Prison inmates totaling 148 persons and seven personnel of the Leyte Regional Prison had their bivalent Covid-19 booster vaccinations. It disclosed that the vaccinations were administered by doctors and medical personnel of the Department of Health Region VIII which sponsored the event. On the instruction of BuCor director general Gregorio Catapang Jr., the agency has been partnering with other agencies — specifically the DoH — to provide adequate services to guarantee the persons deprived of liberty’s “health and safety which are their rights as human beings.” Last May, at least 105 PDLs at the New Bilibid Prison in Muntinlupa City had been infected with Covid-19. Go has filed two proposed legislative measures to support and acknowledge the hard work of barangay officials and health workers. The first one, Senate Bill No. 197 or the Magna Carta for Barangays, aims to grant similar treatment to barangay officials as regular government employees. Under the proposed bill, the Punong Barangay, members of the Sangguniang Barangay, the Sangguniang Kabataan chairperson, the barangay secretary, and the barangay treasurer will be eligible to receive salaries, benefits, allowances (such as hazard pay, representation, and transportation allowance), 13th-month pay, and other perks that regular government employees enjoy. The proposed measure also empowers the Sangguniang Barangay to determine the appropriate number of permanent barangay tanods during their administration, with appointed tanods entitled to honoraria, allowances, and other benefits. Go's motivation behind reintroducing the Magna Carta for Barangays is to improve the general welfare of barangays and their residents, elevate the economic and social status of barangay officials, and provide every barangay with the basic facilities for decent, healthy, and comfortable living. “Alam n’yo mga barangay captains, you are superstar in your own right sa inyong lugar. Ang authority malaki talaga ang inyong papel sa lahat, sa peace and order, sa basic services, delivery of goods, at lahat. Ako matagal na ako, galing ako sa ibaba, diyan ako sa city hall sa Davao noon,” said Go. “Full support po ako sa inyo, kung anong maitutulong ko sa mga pasyente ninyo, tutulong ako. Ang pakiusap ko lang sa inyo huwag n’yo pong pabayaan ang mga mahihirap nating kababayan, ‘yung mga helpless and hopeless nating kababayan na walang malapitan kung hindi tayo pong nasa gobyerno,” he added. To ensure fair compensation and benefits for these front liners, he introduced SBN 427, also known as the Barangay Health Workers Compensation. It aligns with President Ferdinand Marcos, Jr.’s call to prioritize the welfare of BHWs, especially given their significant contributions during the nation's fight against the COVID-19 pandemic. Go firmly believes that prioritizing such measures will not only acknowledge the crucial role of BHWs but also guarantee fair compensation and adequate protection for them while fulfilling their duties. Pinoy tech firm reaches wider market of learners
With blended learning now a way of life for Filipino learners, a home-grown technology company, ABC Tech Ventures Inc., which first focused on providing tablets for Filipino learners through its partnership with the Department of Education, is now expanding its horizon by reaching a wider Philippine market. In an interview on Friday during the unveiling of its new tablet line in Bonifacio Global City at The Fort, in Taguig City, ABC Tech Ventures Inc. chief investment officer Reginald Yu said his company took the opportunity to be an alternative learning resource for students when the pandemic hit the country in 2020, making face-to-face classes prohibited by the government. “ABC Tech is programmed to suit the requirements needed by the Department of Education, as far as their curriculum is concerned. The tablet is not only designed for students in elementary and high school but also designed for kindergarten to college. Right now, we have partnered with developers to come up with programs that would help even job seekers,” he said. To date, Yu said they are also working with the Commission on Higher Education so that they can share their technology with private schools students, particularly with scholars that are not well off enough to purchase high-end laptops and tablets for their education. The newly-unveiled ABC Tech X8, X10, and X10 Plus tablets are designed to be more sophisticated for kids with more refined tastes, on top of having a sleeker and more refined look compared to their brightly colored counterparts that are for younger kids. “We launched this new line of tablets as we wanted to create a kind of awareness that would be appreciated not only by government agencies but by the general public because we feel that the technology should not only be affordable but also accessible to a wider sphere that can be utilized by a greater market. For its initial salvo, Yu said their company is geared to produce 200 to 300,000 units of the ABC Tech X8, X10, and X10 Plus tablets, to five million at least for this year, well-crafted by young Filipino engineers. Although utilitarian in function, they have the clean look of more high-end tablets and are available in four colors: charcoal black, azure blue, rose gold, and graphite gray,” Carranceja said. These higher-end models have dual cameras, an 8MP front-facing camera and a 13MP rear-facing one, which should be more than adequate for capturing and documenting anything that is needed for class. The X8, meanwhile, has an 8mp rear camera and a 5mp front camera. Each device is made to be used by a different age group, and the most obvious difference is the size and storage capacity of the devices. The X8 screen measures 8.0 inches, is best used by grade school children and has 32GB of storage. Coming with an upgrade of 64GB of storage and a 10.1-inch screen is the X10, ABC Tech’s offering for high school-level learners. The next model upgrade, the X10 Plus, has similar features with the X10, but with a slightly larger screen at 10.4 inches with 8GB and 128GB of storage.
