Bong Go sends assistance to Cebu fire victims
The office of Senator Christopher “Bong” Go spearheaded a relief operation for fire victims in Barangays Kasambagan, Duljo Fatima, and Inayawan in Cebu City on Thursday, 21 September, as part of the senator’s efforts to ensure that the communities fully recover from the incident. The relief operation was held at Brgy. Kasambagan Hall. The senator’s team, together with Brgy. Kasambagan Captain Franklyn Ong, distributed snacks, shirts, and balls for basketball and volleyball to 102 fire victims. They also gave away shoes, watches, and mobile phones to select recipients. Meanwhile, the National Housing Authority (NHA) provided housing assistance to each qualified family. “Isinulong din natin na mabigyan sila ng National Housing Authority ng ayuda pambili ng housing materials tulad ng pako, yero at iba pa upang maisaayos muli ang kanilang mga tirahan,” Go said in a video message. “Isinulong ko ito noon at patuloy na sinusuportahan ang programa ng NHA ngayon upang mas marami pang mga biktima ng sakuna ang makapagpatayo ng maayos na bahay at makabangon muli mula sa trahedya,” he added. Go also highlighted Republic Act No. 11589 or the Bureau of Fire Protection (BFP) Modernization Act of 2021. This legislation, principally authored and co-sponsored by Go, is designed to bolster BFP’s capacity through a decade-long modernization initiative. Senator Christopher “Bong” Go’s team extended assistance to residents recovering from recent flooding in Pantukan, Davao de Oro on Wednesday, 30 August. In a video message, Go acknowledged local officials, including Governor Dodot Gonzaga, Vice Governor Tyron Uy, and Mayor Leonel Ceniza, for their prompt response to the needs of the affected families. Go's team distributed masks, shirts, and vitamins to 649 flood victims present at Barangay Napnapan covered court. Magkakaroon siya ng personalidad na diretsong isasangguni sa ibang departamento ang pangangailangan ng mga taong apektado ng krisis,” he added. As chairperson of the Senate Committee on Health and Demography, Go took the opportunity to emphasize the importance of prioritizing health for the residents. He encouraged them to avail of medical assistance through the Malasakit Centers, conveniently located at Davao de Oro Provincial Hospital branches in Laak, Montevista, Maragusan, and Pantukan, as well as the Davao Regional Medical Center in nearby Tagum City. He also underscored the importance of bringing specialized medical services closer to communities by establishing dedicated specialty centers in regional hospitals under the DOH. Go is the principal sponsor and one of the authors of RA 11959 or the Regional Specialty Centers Act. The newly enacted law includes provisions for the establishment of specialty centers within existing government-controlled corporations or specialty hospitals. It also outlines the specific service capabilities that DOH will implement in regional hospitals. Bong Go boosts fire victims’ recovery in Cebu City
Senator Christopher "Bong" Go has remained steadfast in his dedication to assisting disaster victims as shown by his team’s relief operations on Monday, 14 August, to communities affected by fires in Cebu City. Go’s team, in coordination with Mayor Mike Rama, Vice Mayor Raymond Alvin Garcia, and the Department of Trade and Industry (DTI), assisted 103 recovering fire victims gathered at the Atillo Gymnasium in Barangay Punta Princesa. DTI provided livelihood assistance through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which Go pushed for during the Duterte administration and continues to support its implementation in order to boost livelihood recovery of those affected by various crises. In addition to the livelihood support, Go’s team provided shirts and masks to all beneficiaries, and a pair of shoes, a watch, a cellular phone, and balls for basketball to select recipients. “Sa panahon ng kahirapan at pagsubok dulot ng iba't-ibang sakuna, nais namin sa inyo'y magbigay ng pag-asa at tulong na magbibigay daan sa inyong mga pangarap. The proposed legislation envisions a new government department led by a cabinet secretary, focusing on comprehensive approaches to strengthen disaster preparedness across the country. The DDR's core areas of concentration include disaster risk reduction, disaster preparedness, response and recovery, and the advancement of resilience. “Mayro’n rin po ako nai-file na Department of Disaster Resilience, ito pong departamento na ito, a cabinet-secretary level na siya po ang makikipag-coordinate bago pa dumating ‘yung bagyo at ilikas po ang mga kababayan natin sa ligtas na lugar at preposition of goods,” Go explained. “Part rin po ito ng trabaho nila ang disaster-related tulad ng sunog. Kapag may lindol, sunog, bagyo at itong pagputok ng bulkan, ilikas na kaagad sa mga ligtas na lugar. Iyan po ang Department of Disaster Resilience at restoration of normalcy kaagad,” he added. Sandiganbayan junks graft cases vs. 2 TRC execs
The Sandiganbayan threw out the graft and malversation raps against two officials of the now-defunct Technology Research Center, formerly the Technology and Livelihood Resource Center, arising from the infamous multi-billion pork barrel scam. For failure of the prosecution to prove their guilt beyond a reasonable doubt, the court's Second Division acquitted TRC deputy director general Dennis Cunanan and corporate support services group manager Francisco Figura. The 57-page ruling signed on 4 August ruled that Cunanan and Figura were "properly entitled to exculpation" because of their timely misgiving and protestation about the PDAF or Priority Development Assistance Fund transactions. The two erstwhile TRC execs with their other co-accused, director general Antonio Ortiz and legislative liaison officer Maria Rosalinda Lacsamana, were indicted with graft and malversation of public funds for the misuse of pork barrel funds of the late Compostella Valley Rep. Prospero Amatong from 2007 to 2013 amounting P10 million. Officials of the Philippine Environmental and Ecological Development Association Inc., chief executive officer Butch Canoy, chief operating officer Vincent Jaudian, vice president Alfredo Soriano, and treasurer Mercy Cabig were their co-respondents in the graft case. The case stemmed from the release of P9.8 million of the TRC to the non-government organization PEEDAI drawn from Amatong's PDAF for the lawmaker's supposed livelihood project in his district. However, the Ombudsman, which filed the case in 2019, later discovered that projects turned out to be non-existent or ghost. The project was awarded to PEEDAI despite its doubtful credentials and non-submission of periodic project reports and liquidation reports, according to the case. According to the Sandiganbayan, the TRC officials allowed PEEDAI "to take possession and thus misappropriate public funds, instead of implementing the said PDAF-funded project in the 2nd District of Compostela Valley, which project turned out to be non-existent." Moreover, Ombudsman said the TRC retained P200,000 as a service fee and cost of livelihood materials. The TRC officials were named co-respondents of multiple lawmakers over the alleged releases of their pork barrel funds to bogus NGOs, such as those formed and controlled by businesswoman Janet Lim-Napoles, the alleged pork barrel mastermind. While Cunanan Figura walked free from the charges, Lacsamana, Canoy, Jaudian, Cabig, and Soriano were found guilty of graft in the same ruling. They were sentenced to up to 10 years behind bars and ordered to return P10 million representing the amount wrongfully and illegally disbursed. Lacsamana was also meted up to 18 years of imprisonment after being found guilty of malversation of public funds. CoA flags 2 Compostela infra projects
Another Cebu Town is being questioned by the Commission on Auditon on two infrastructure projects that were not constructed despite having received the budget. This time, it’s the Municipality of Compostela in northern Cebu. In its 2022 Audit Report, the CoA disclosed that Compostela has not implemented the construction of the Community College despite receiving P6 million in funding assistance from the Provincial Government. It did not utilize as of the end of 2022 the P3 million in Local Government Support Fund it received for the building of a multi-purpose hall in Barangay Poblacion. CoA also cited the insufficiently detailed engineering design that caused the delay in the construction of Phase 1 of the multi-purpose building. The non-implementation and non-utilization of these funds have deprived the constituents of the use and benefit of the projects, CoA stressed. The report found that the contractor for the project had zero accomplishments. The project was procured and awarded to a contractor on 29 February 2022, and a notice to proceed was issued on 3 March 2022 by the previous administration of Mayor Froilan Quino. There were two suspension orders issued on 7 March and 25 March last year due to the relocation of the site and the election ban. Two resumption orders were then issued on 11 March 2022 and 1 July 2022. As for the multi-purpose building, CoA said this contradicts the Guidelines on the release and the Utilization of the LGSF-Other Financial Assistance to LGUs in the Fiscal Year 2020 General Appropriations Act provided under the Department of Budget and Management Legally Binding Contract122 dated 31 January 2020. According to item 3.15 of the LBC, if at any point before December 31, 2021, the LGU determines that the funds can no longer be utilized, it should be immediately reverted to the National Treasury. The project was awarded on 15 February 2022 with notice to proceed on 21 February 2022 for Phase 1 of the multi-purpose building. But the municipal engineer failed to present necessary data on the project and upon deeper inquiry, the Municipal Engineering Office claimed the project was 80 to 90 percent finished. The Compostela LGU said it is preparing the documents for the termination of the contract for the proposed Community College, citing its infeasibility and its requirement of more funds for completion. The LGU will request for its realignment. Compostela Mayor Felijur Quino agreed that the LGU will request for an extension on the multi-purpose building project, from the source agency for the utilization of the funds and project implementation, or else the funds must be returned to the source agency. COA recommended that Compostela LGU examine the extent of the delay and consider imposing liquidated damages or terminating the contract with the contractor for the unimplemented construction of the Community College pursuant to Section 9 of Annex E of the Revised IRR of RA 9184 or the Government Procurement Reform Act of 2003. Bong Go aids indigent students in Laak, Davao de Oro
Recognizing the vital role education plays in the country's development, Senator Bong Go has committed himself to helping enhance the education system in the country through various proposed legislation. In a video message during his team’s relief activity for struggling students on Monday, 26 June, Go maintained that he advocates for the passage of Senate Bill No. 1864, also known as the Act on Suspending Student Loan Payments During Disasters and Emergencies, which seeks to offer assistance to students who have borrowed loans but face difficulties in repaying them as a result of calamities and other unforeseen crises. Meanwhile, SBN 1359, known as the Act Prohibiting the "No Permit, No Exam" Policy, which Senator Go co-authored and co-sponsored, was passed on its third and final reading in March. The bill aims to penalize the implementation of a policy that restricts students from taking exams or similar educational assessments based on unpaid tuition or other school fees. Go also continues to champion SBN 1360, which aims to broaden the scope of the tertiary education subsidy by making amendments to Republic Act No. 10931, also known as the Universal Access to Quality Tertiary Education Act. The proposed legislation strives to offer increased assistance to students who face challenges in financing their tuition and other school fees, including those who are currently not eligible for subsidies provided by the existing law. “Education serves as the foundation for progress and the key to unlocking a brighter future for our nation. It is through education that we can empower our youth, equip them with knowledge and skills, and shape them into responsible and productive citizens,” underscored Go. “Investing in education is an investment in our country's future. When we prioritize education, we invest in the development of human capital, fostering a highly skilled workforce that can drive economic growth and prosperity,” he stressed further. The relief activity was held at the municipal hall, where Go’s team provided relief items, such as shirts, vitamins, snacks, and masks to 700 disadvantaged students. His team also gave mobile phones, shoes, and balls for basketball and volleyball to select recipients. “Mayroon ding mga dala na bola ang aking opisina kasi ang advocacy ko po ay sports. Go is the principal author and sponsor of Republic Act No. 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program. To date, 158 operational centers have helped more than seven million Filipinos nationwide, according to the DOH. Bong Go provides aid to fire victims in Cebu
Senator Bong Go highlighted the importance of better and strengthened fire prevention efforts as he provided aid to fire victims in Carcar City, Cebu on Tuesday, 13 June. Go, in his video message, reminded the public to keep their homes safe by following fire safety precautions recommended by the government. He likewise reassured that the Bureau of Fire Protection continues to enhance its capabilities following the enactment of the BFP Modernization Act of 2021. The said law provides for the acquisition of new fire equipment, expansion of fire personnel, and provision of highly specialized training programs. The BFP is likewise mandated to conduct monthly fire prevention campaigns and information drives in every local government unit, especially in informal settlements, economically depressed areas, and far-flung communities. “Mga kababayan ko, mag-ingat tayo dahil delikado pa ang panahon at nasa gitna tayo ng pandemya. Mahirap masunugan. Gayunpaman, tandaan natin na ang gamit naman ay nabibili at ang pera po’y kikitain natin muli. Pero ang perang kikitain natin ay hindi po mabibili ang buhay. The Malasakit Centers program was initiated by Go in 2018 and was institutionalized under Republic Act No. 11463, which he primarily authored and sponsored. The center is a one-stop shop that brings together all relevant agencies that offer medical assistance programs to assist poor and indigent patients with their hospital expenses. Other Malasakit Centers in the province are available at Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City. India train mishap kills nearly 300
BELASORE, India — At least 288 people were killed and more than 850 injured in a train crash in India on Friday night. The crash occurred near Balasore, in the eastern state of Odisha, when two passenger trains and a goods train collided. The impact of the crash caused carriages to be lifted into the air, twisted, and then smashed off the tracks. Rescue workers used metal cutting tools to pry open gaps in the torn sides of carriages in a desperate search to reach those trapped inside. By Saturday morning, they had pulled out 288 bodies and more than 850 injured passengers. The death toll is expected to rise, as many of the injured are in critical condition. The cause of the crash is still under investigation. Residents and volunteers rushed to help the injured, providing food, water, and blankets. They also helped to carry the injured to hospitals. The crash has caused widespread disruption to train services in the region. All train trips between Balasore and Bhubaneswar have been canceled, and others were running late. The government has announced compensation of 500,000 rupees (about $7,000) for the families of each of the victims. The Prime Minister of India, Narendra Modi, has expressed his condolences to the families of the victims and has ordered a full investigation into the crash. A goods train carrying hundreds of illegal passengers flew off the rails in a swampy and inaccessible part of the south of the Democratic Republic of Congo on 22 April 2014, killing at least 136 people.
