‘Correction system is window of soul’ — Remulla
Justice Secretary Jesus Crispin Remulla said in his speech, “Correction system is the window of the soul of the country”, as the Bureau of Corrections released 949 persons deprived of liberty from its major prison facilities nationwide yesterday. "So, dapat maraming pagbabago ang magawa natin dahil hindi magiging epektibo ang correction system pag congested ang ating mga kulangan,” he added. The DOJ chief continued, “We also have to expedite the release of PDLs if they have already served their maximum sentence and our police force and prosecutors are now working hand in hand to resolve the issue of those accused being detained for so long much more than their sentence.” “Gusto natin na mapalaya sila agad kung nakapag bayad na sila sa lipunan (We want them to be released promptly in the event they already paid their sins in the society),” Remulla said. Those released were from Correctional Institution for Women (90), Davao Prison and Penal Farm (177), Iwahig Prison and Penal Farm (23), Leyte Regional Prison (69), New Bilibid Prison (486), Philippine Military Academy (2), Sablayan Prison and Penal Farm (33), and San Ramon Prison and Penal Farm (71). Of the said numbers, 556 were released due to the expiration of their maximum sentence, 213 were acquitted of the charges against them, 129 were given parole, 29 were granted probation, and two were released on cash bond. This brings to 6,322 the total number of PDLs who have been released under the administration of Director General Gregorio Pio P. Catapang Jr. Catapang has been expediting the release of PDLs as part of his reform agenda. The culminating activity, which coincides with the BuCor's fifth-day celebration of National Correctional Consciousness Week, was attended by Remulla, Justice Undersecretary Deo Marco, Justice Assistant Secretaries Francis John Tejano and Jose Dominic Clavano, PAO chief Atty. Persida Rueda-Acosta, Parole and Probation Administration OIC Atty. Bienvenido O. Benitez Jr., Board of Pardons and Parole chairman Atty. Sergio Calizo Jr., DOLE-NCR Regional Director Atty. Sarah Buena S. Mirasol, and other BuCor officials led by BuCor-OIC Gil Torralba. Torralba for his part told the PDLs to “(b)ring the good things you learned inside the jail and leave the bad experiences you encountered inside.” He also revealed that BuCor, under the guidance of DG Catapang, has launched an Integrity Monitoring and Enforcement Unit (IMEU) wherein BuCor employees can report illicit activities of their co-workers and PDLs who have been released from detention can report via text or call against erring corrections officers. Torralba urged the released PDLs to report their bad and good experiences against corrections officers and assured them of the confidentially of their report. “This is one way that we can improve our services and reward our officers who do good and at the same time get rid of undesirables within our ranks,” Torralba said. Maranan apologizes anew, explains side to viral traffic video
Quezon City Police District Director P/Brig.Gen. Red Maranan on Friday apologized anew over a viral video involving a traffic disruption along Commonwealth Avenue in Quezon City allegedly to give way for the convoy of Vice President Sara Duterte. "The QCPD would like to address recent developments concerning traffic management and its implications which have raised concerns and misconceptions among the public," Maranan in a statement sent to the media said. "Traffic management is an essential part of the security measures we provide for VIPs, including diplomats, elected government officials, state guests, and other personalities whose movements require the utmost security. It is crucial to emphasize that our approach to simple traffic management should remain free from political influence," Maranan explained. "The QCPD would like to clarify that the recent traffic management operation was not, in any manner, related to politics. However, we acknowledge that there may have been inconvenience and misunderstandings caused to the public during this incident. Your QCPD sincerely apologizes for any inconvenience and confusion brought on by the situation," he further explained. Aside from the motorists and commuters affected by the incident, Maranan also gave his apology to the Vice President. "In particular, we extend our apologies to the Office of the Vice President for any unintended association with this matter, as the VP was not the subject of the security measures taken during that time," he said. "We understand the importance of upholding the dignity and reputation of our public officials. Our commitment remains unwavering in ensuring the safety and security of all individuals under our protection, regardless of their status. We will continue to strive for transparency and professionalism in our operations," Maranan stressed. The viral video came out Thursday night shared by former Bayan Muna Partylist solon Teddy Casiño that made the rounds on social media. The Office of the Vice President said the viral video was a piece of injurious information purely grounded in falsity. “The Vice President did not ask the QCPD and will never ask government agencies, including law enforcement bodies, to carry out actions that would inconvenience the public or cause them harm,” the OVP, in a statement, said. The OVP earlier requested the QCPD to conduct an investigation and hold all those responsible accountable for their actions, including the liability of the person who took the video and maliciously appended the traffic stop to the Vice President. A check showed Duterte had no engagement in the area. She had been in Mindanao since Monday for the celebration of World Teachers Day and other activities. The policeman, identified as Sgt. Verdo Pantallano, was said to have mistakenly heard "VP"; hence, he decided to clear the traffic as a sign of courtesy and security. Pantallano too apologized for his mistake. “Please forgive me. I thought it was because of a VIP (very important person),” he was quoted as saying in Filipino. QC police clears VP Sara in viral road closure video
The inconvenience brought to the motoring public due to stopping the traffic flow along Commonwealth westbound in Quezon City early this week is not because of Vice President Sara Duterte. Thus, said the Quezon Police Station 14 in a statement issued Thursday night after a video shared by former Bayan Muna party-list solon Teddy Casiño made the rounds on social media. The video Casiño reposted on X (formerly Twitter) early Thursday afternoon showed a portion of Commonwealth being cleared of vehicles and a policeman saying that Duterte is expected to pass by the busy road. “The said incident stemmed from a confusion and lapse in judgment of our policeman manning the traffic during that time,” the statement read. “It appears that our policeman overreacted when he stopped the traffic for a few minutes, because of misleading information he overheard. “ Records showed Duterte has no engagement in the area. She was in Mindanao on Monday for the celebration of World Teachers Day and other activities. The police personnel, identified in the statement as Sgt. Verdo Pantallano was said to have mistakenly heard the word VP; hence, he decided to clear the traffic as a sign of courtesy and security. Pantallano reportedly apologized for his misgivings. “Please forgive me. I thought it was because of a VIP (very important person),” he was quoted as saying in Filipino. Lt. Col May Genio, PS 14 station commander, said the video uploader can be heard mentioning the name of VP Sara. "I have ordered the relief of my policeman and put him under investigation to determine administrative liability for his actions. We assure the public that this incident will not happen again,” Genio said. Injurious, false Meanwhile, the Office of the Vice President said the viral video is injurious information purely grounded in falsity. The OVP, in a statement, informed the public that Vice President Sara Duterte was not involved in the traffic disruption. “The Vice President did not ask QCPD and will never ask government agencies, including law enforcement bodies, to carry out actions that would inconvenience the public or cause them harm,” the statement read. It added that Duterte “will always put the interest and welfare of the public over her own personal interest and privileges.” The OVP earlier requested the QCPD to conduct an investigation and hold all those responsible accountable for their actions, including the liability of the person who took the video and maliciously appended the traffic stop to the Vice President.
