Basilan welcomes more troops for polls
LAMITAN CITY — The Armed Forces of the Philippines has added a fresh company of soldiers coming from Bulacan to serve election duties in the forthcoming Barangay and Sangguniang Kabataan Elections slated on 30 October 2023. 101st Infantry (Three Red Arrows) Brigade commander Brig. Gen. Alvin V. Luzon on Monday welcomed the soldiers coming from the 18th Scout Ranger (Makamandag) Company coming from Bulacan upon their arrival at the Lamitan City Port in Basilan province. Top military officials joined Luzon in welcoming the soldiers which arrived on board a Philippine Navy ship 298 that docked at the local port about 7:30 a.m. on Monday. COMELEC says no ‘untoward’ incidents in most regions on first day of campaign
The Commission on Elections reported on Thursday that the first day of the barangay and Sangguniang Kabataan elections campaign was peaceful. No suspicious occurrences or unlawful campaign violations were reported in the National Capital Region, Cordillera Administrative Region, CARAGA, Region IV-A, Region IV-B, Region V, Region VI, Region VII, Region IX, and Region X, according to the data released by the COMELEC. Several areas in Pangasinan, however, were reported committed unlawful violations with the posting of campaign materials while a conflict in Barangay Buttong, Laoag City, is said to have resulted in physical injury and unjust vexation. There were no reported undesirable events that occurred in the rest of Region I. Meanwhile, posters were observed to have been placed outside approved areas in Davao City, Digos City, Bansalan, Hagonoy, Sta. Cruz and Malalag in Davao del Sur. The rest of Region XI reported no undesirable events occurred. Escudero to BOC: File charges vs. rice smugglers, hoarders
Senator Francis Escudero challenged the Bureau of Customs to immediately file charges against traders susceptibly involved in smuggling and hoarding rice. Escudero said such illegal activities have caused an artificial shortage of food staples and rice price spikes in recent months. The senator then slammed the BOC for its failure to disclose to the public the “names of traders and operators whose warehouses were raided by government authorities for tons of suspected smuggled rice.” “Ang dami nang raids na ginawa nitong mga nakaraang linggo, bakit hanggang ngayon, wala pang kasong isinasampa sa mga taong sangkot? (You have done so many raid activities this past weeks, why is it until now you haven’t filed cases to anyone involved?),” he said. Escudero stressed the need to file charges and ‘bring these economic saboteurs to court” so it could “serve as a warning” that the Marcos administration is indeed serious in its campaign against smugglers and hoarders. He said the authorities should not stop by just conducting a series of raids, instead, the efforts should showcase strong results. The Republic Act 10845 or the Anti-Agricultural Smuggling Act of 2016 considers large-scale smuggling of agricultural products as economic sabotage, with "at least P1 million worth of sugar, corn, pork, poultry, garlic, onion, carrots, fish, and cruciferous vegetables, in their raw state, or which have undergone the simple processes of preparation and preservation for the market, or a minimum of P10 million worth of rice, as valued by Bureau of Customs." “Why haven't I heard anyone sued for economic sabotage or something? Who owns these warehouses? Who are the people involved?" Escudero asked, citing that the BoC-Port of Zamboanga seized some 42,180 sacks of rice worth P42 million in Barangay San Jose Gusu on 15 September. The local bureau inspected the warehouse on 19 May after receiving information that smuggled rice was being stored in the area. Two weeks prior, the BOC inspected three warehouses in Bulacan and found these stocked with suspected smuggled imported rice worth P505 million. It temporarily sealed and guarded these warehouses located inside the Intercity Industrial Complex in Balagtas, Bulacan. Aside from filing charges, Escudero said the government should also update the public on the development of these cases “in the spirit of transparency.” "Ito ang mga dapat nilang masagot ngayon (this what they should answer now): who oversees the disposition and how will it be disposed? Ano ang gagawin nila sa mga bigas na nakumpiska? (What will happen to confiscated rice?),“ Escudero said. In a news forum last Saturday, BOC Port of Zamboanga chief, Benito Lontok, said the agency is planning to donate the smuggled rice for the implementation of the Department of Agriculture’s Kadiwa Program and the Department of Social Welfare and Development’s assistance programs. However, Lontok said the plan is still “subject to approval” of BoC Commissioner Bienvenido Rubio and Finance Secretary Benjamin Diokno. 'DA should step up' Meanwhile, Senator Alan Peter Cayetano urged DA to take more proactive measures to address the price hike in rice. Cayetano lamented the prices of rice remain high despite the government’s implementation of a price cap on the product. President Ferdinand Marcos Jr. earlier blamed smugglers and hoarders for causing the increasing prices of rice in the country. Hence, issuing the executive Order No. 39 on 31 August, mandated price ceilings for regular-milled rice at P41 per kilogram and well-milled rice at P45 per kilogram. The EO 39 will be implemented nationwide beginning 5 September. Marcos vowed the government would continue going after the rice smugglers and hoarders, including the imposition of penalties for those found guilty of violating the mandated price cap for rice. Cayetano lauded Marcos for this effort and for being a “sincere Agriculture Secretary” with a primary intent on the country’s food situation. Earlier, the Philippine National Police reported that two young women involved in an anti-reclamation campaign in Manila Bay were missing, and this was linked to their advocacy. Malaya said Jhed Tamano and Jonila Castro had surrendered to the Philippine Army’s 70th Infantry Battalion in Doña Remedios Trinidad town in Bulacan on 12 September, contrary to leftist groups’ allegation that government security forces had abducted the two. “They had actually bolted their organization and sought the help of the authorities for their safe return home,” he said. Fake fundraising Malaya accused the leftist groups of soliciting funds from the public and making it appear that the security forces were irrelevant in protecting the general safety. “They collect money through GCash with the intent of using this to discredit and put the government in a bad light. They want the international community to believe that this country is a failed state,” Malaya said. “The Karapatan-led offensive included a shameless fundraising drive to collect money from the public purportedly to help locate the two young girls. It turned out, however, that the two had bolted their underground organization and went under the care of a friend,” he said. Karapatan is a militant group purportedly advocating for the protection of human rights. DILG’s BIDA Program rolled out in Zamboanga del Sur
Department of the Interior and Local Government (DILG) Secretary Benhur Abalos led the rollout of the "Buhay Ingatan, Droga’y Ayawan" (BIDA) Program in Zamboanga del Sur on Thursday morning. The BIDA Program launch was one of the highlights of the 71st Araw ng Zamboanga del Sur celebration at the Mega Gymnasium Provincial Government Complex, Dao, Pagadian City, which Abalos attended as a guest of honor and speaker. In his message before an estimated crowd of 1,500 Zambosurians, the DILG chief highlighted the critical role of local government units (LGUs) and other sectors of society in addressing the drug menace through education, prevention, and rehabilitation to complement the relentless anti-drug operations of law enforcement agencies. “Ang importante habang nanghuhuli ang mga pulis, tayong mga nasa LGU—mga barangay captain, konsehal, mayor, gobernador, bokal—community groups, religious leaders, parents, whole-of-nation approach dapat. Basketball-crazy Filipinos are up in arms, bashing Chot Reyes following Gilas Pilipinas’ disastrous performance in the FIBA Basketball World Cup. Well, they have a point. As head coach, Reyes was supposed to carry out the special mission of leading Gilas Pilipinas to a respectable performance in the World Cup and an outright berth in the 2024 Summer Olympics. He was given everything he needed. In fact, the Samahang Basketbol ng Pilipinas opened its wallet to fly in National Basketball Association superstar Jordan Clarkson and Kai Sotto from the United States, while the best Filipino players inside and outside the Philippine Basketball Association were enlisted to assemble the country’s tallest and most talented roster ever. When Gilas Pilipinas was about to take on the Dominican Republic in the World Cup opener, the government even declared a holiday in Metro Manila and Bulacan so fans could troop to the Philippine Arena to express their support. But what happened? Gilas opened its campaign with a disappointing loss to the Dominicans before displaying subpar performances against Angola and Italy to get relegated to the classification phase. Against South Sudan, a country that only gained its independence in 2011, Gilas Pilipinas was sluggish as it trailed by 18 points at halftime. Although the Filipinos showed some flashes of brilliance in the third period, the South Sudanese proved they were the better team as they delivered a strong finishing kick to seal their victory. The loss to South Sudan sparked an outrage among Filipino fans. They claim that Reyes is no longer the right leader for Gilas as he got outclassed and outcoached by the most brilliant minds in international basketball. At one point, South Sudan coach Royal Ivey made Reyes look like an amateur as he made some key adjustments while calmly instructing his wards not to panic amid the Filipinos’ fiery rally. Prior to the game against the Africans, Reyes texted his principal — SBP chairman emeritus Manny Pangilinan — a short but sincere message: Sorry Boss. The following day, Reyes confirmed his message and took full responsibility for what is arguably one of the darkest and most embarrassing chapters in the history of Philippine basketball. Truly, it’s time for Reyes to go. But is he the only person who deserves all the blame for this humiliating performance? Definitely not. The fate of Gilas had been cemented long before they battled the powerhouse Dominicans that fateful Friday evening in Bulacan. If we really want to trace what went wrong in the Gilas program, we have to go back to as far as last year when Kiwi-American mentor Tab Baldwin suddenly resigned as head coach so he could focus on handling the basketball program of Ateneo de Manila University. With no head coach and most of the players campaigning in either Japan or Korea, the SBP pressed the panic button and instructed Reyes to hop from TNT Tropang Giga back to Gilas so he could save the program that was already teetering on the brink of a massive disaster. The results were far from impressive as Gilas blew hot and cold in the FIBA World Cup Asian Qualifiers and finished ninth in the FIBA Asia Cup. The most shameful performance, however, was in the 31st Southeast Asian Games in Hanoi when a rag-tag Gilas crew suffered a gut-wrenching 85-81 setback to Indonesia in the gold medal match, prompting Reyes to tender his resignation the moment he landed in Manila. But the federation rejected it. Pangilinan and Panlilio wanted Reyes to stay until the FIBA World Cup and finish the job that was initially intended for Baldwin. DENR begins crackdown on illegal lead smelters
The Department of Environment and Natural Resources reported Thursday that it has started its crackdown on illegal recyclers of used lead acid batteries as directed by Malacanang, following reports of harmful and unregulated smelting of lead in several provinces. DENR Assistant Secretary for Field Operations Gilbert C. Gonzales said his office has already coordinated with the regional offices concerning operations of illegal lead smelters that are treating ULABs, while the Environmental Management Bureau has also directed its regional offices to conduct surveillance and monitoring in their respective areas of responsibility. Gonzales said this was in response to the order of the Office of the President to the agency to look into the report of Federation of Philippine Industries Chairman Jesus L. Arranza that illegal lead smelters are now operating without the necessary government permits in Valenzuela, Bulacan, Pampanga, Tarlac, Cavite, Cebu, Bacolod, and Davao. Gonzales added that ULAB recyclers and lead smelters need to secure the “necessary environmental permits such as an environmental compliance certificate, discharge permit, permit to operate, and registration certificate as a treatment, storage, and disposal facility.” With this, the EMB has vowed to immediately conduct: Field verification of ULAB processing facilities to validate compliance, as well as saturation drives to identify individuals and establishments engaged in the illegal processing of ULABs; Enhanced information education campaign to encourage the public to report illegal ULAB processing activities; Intensified monitoring of junk shop operations engaged in the trade of ULABs in coordination with local government units; and exploration of potential collaboration with accredited ULAB treaters for the establishment of an incentives program for the general public who will be able to provide credible information that will lead to the successful identification of individuals and establishments engaging in illegal processing of ULABs. Arranza commended lawyer Rodolfo John Robert C. Palattao IV, Undersecretary for Legal and Monitoring at the Office of the President, and the DENR’s EMB and Field Operations for their immediate action in addressing the problem. “We at the FPI are confident that with the directive from Malacanang and swift action from the DENR, we will start seeing in the coming days successful raids and closures of these illegal ULAB recyclers and lead smelters, as well as the prosecution of their operators. We will now coordinate with them so we can provide any assistance that they will necessary,” Arranza said. He disclosed that the FPI was provided with photos and videos showing how these illegal lead smelters are operating facilities that are shabby and ill-equipped to be able to handle the hazardous materials where they are deriving their secondary lead. Nicolas Torre III said first arrested by virtue of Warrants of Arrest was the No. 8 Regional Level Most Wanted Person of Police Regional Office 6, No. 7 Provincial Level of Antique Provincial Police Office, and No. 3 Station Level of Tibiao Police Station identified as Gilbert John Importante Alvarez, 38 years old, a resident of Centro Sur, Poblacion, Tibiao, Antique, Western Visayas. Alvarez was arrested by the Payatas Bagong Silangan Police Station 13 under P/Lt. Col. Leonie Ann Dela Cruz. He was arrested at 4:38 p.m. of 13 August, along Scout Borromeo Street, near corner Samar Avenue, Barangay South Triangle, Quezon City. Alvarez has a pending warrant of arrest for murder. PRO-3 seizes P5.5-M drugs
CITY OF SAN FERNANDO, Pampanga — Operatives from the Police Regional Office 3 seized more than P5.5 million worth of illegal drugs and arrested 147 suspects were arrested during weeklong anti-drug operations in Central Luzon. PRO-3 regional director Brig. Gen. Jose S. Hidalgo Jr. said that from 17 to 23 July, the police confiscated some 817.61 grams of shabu and 48.98 grams of marijuana valued at P5,565,652. He added that the biggest haul of illegal drugs was the P1.2-million shabu seized from three drug suspects in a buy-bust operation in Barangay Tangos, Baliwag City, Bulacan on 19 July. “The results of the operations prove that there are still a lot of illegal drugs circulating in the streets. Hence, we will keep on working day in and day out to stop the use and proliferation of any form of drugs prohibited by our law,” Hidalgo said. Optimism anchored on accomplishments! (1)
The accomplishments of President Ferdinand Marcos Sr. and those of President Rodrigo Duterte are the reasons for the optimism of the Filipino people that Bongbong Marcos as president and Sara “Inday” Duterte as vice president, will perform just as well. Like their great parents, who fulfilled their promises, they, too, will do the same. They will reciprocate, with solid performance, the support of the 30 million youth who toiled with them in their campaign and together with the masses, gave them the whopping 32 million votes and the paralyzing margin of over 16 million over their rivals, a “loving mandate” that catapulted “Bongbong” and “Inday” to their exalted posts. President Ferdinand Marcos Sr. brought happiness to the people of Leyte and Samar, by building the San Juanico Bridge, the longest in the country in 1972, spanning 2.16 kilometers from Barangay Cabalawan, Tacloban City to the Municipality of Sta. Rita, Western Samar. Like the Taj Mahal of India, which was built as a “Monument of Love,” the San Juanico Bridge was built as “the birthday gift of Ferdie to Imelda” — his expression of love for her, who was known as the “Rose of Tacloban”. In midyear 1960, President Marcos Sr., out of his love for the people traveling to and from the North, built the Candaba viaduct, six-kilometer-long and 15-meter-high bridge, carrying North Luzon Expressway across the Candaba swamp in the provinces of Bulacan and Pampanga, which was extremely difficult for land transports to traverse, without the bridge, passing Central Luzon. President Marcos Sr. was widely known for having built not only bridges but also highways in Northern and Southern Luzon, Visayas and Mindanao. The following government buildings, among many others, were constructed: The Cultural Center of the Philippines complex in 1966; the Philippine International Convention Center in 1974; the Philippine Heart Center in 1975; the Lung Center of the Philippines; and the National Kidney and Transplant Center. President Rodrigo R. Duterte has also “his monuments of love for the Filipino people” who gave him an overwhelming mandate in the 2016 presidential elections with an unprecedented victory, the first time in the history of Philippine politics, for a mayor in the local government unit in Mindanao, to win the presidency of the Republic of the Philippines without the support of even a single oligarch. He managed himself perfectly. He had “no big man to behold and to obey.” He gave it all to the Filipino people, who loved him even more in return. The Filipinos accorded Mayor Digong the unprecedented acceptability rating of 87 percent at the end of his term, an amazing feat for a leader in this part of the world, easily the envy of the heads of state in the Western World. What are the monuments of love of Mayor Digong to the Filipino people? First, Digong fulfilled his promise to decongest EDSA’s traffic. Through his massive “Build, Build, Build” infrastructure program, he eased the heavy traffic in Metro Manila. Passing through the work of art skyways, travel time from Parañaque City to Quezon City was cut from four hours to only an hour and a few minutes. How swift, comfortable, and amazing! Under the Duterte administration, 40,080 kilometers of roads were constructed, maintained, widened, upgraded, and rehabilitated. Among them 3,101 km of tourism roads, 999 km of completed roads leading to industries and trade corridors; 573 kms. of access roads that enhanced linkages toward seaports, airports, and railways. The BBB program was the centerpiece of the Duterte administration intended to usher in the Golden Age of Infrastructure” in the Philippines. The lack of infrastructure was long cited as the weakness of the Philippine economic development. The BBB program accelerated public infrastructure expenditure from an average of 2.9 percent of the gross domestic product during the Aquino regime to about 7.3 percent at the end of the Duterte administration. Acuzar: House all-out behind 4PH housing
Housing czar Jose Rizalino Acuzar has assured the public that the House of Representatives intends to bankroll the Marcos administration’s campaign to wipe out the country’s 6.5 million housing backlog. Secretary Acuzar, who heads the Department of Human Settlement and Urban Development, revealed that Speaker Martin Romualdez guaranteed his support for the government’s “Pambansang Pabahay para sa Pilipino program” or 4PH. Acuzar guested in this week’s Straight Talk, Daily Tribune’s digital show, where he laid down the government’s socialized housing program being implemented by DHSUD. “Speaker Romualdez is very supportive of providing interest subsidies. He said he will even file a bill to make 4PH sustainable,” he said. The House gets the first crack at combing through the projects under the Executive Department’s National Expenditures Program, thus it is considered to hold the “power of the purse.” “We are also in constant communication with the Department of Budget and Management for them to release the budget, so that next year, we will have the allocation for the interest subsidy,” he said. Last April, President Ferdinand Marcos Jr. announced that a total of 30,000 units would be built in six sites in Bulacan, namely in San Jose Del Monte City and the municipalities of San Rafael and Pulilan. A total of 1,890 residential vertical housing units to be named Aria Estate Housing Development will be built on a 4.5-hectare land at Heroesville in Barangay Gaya-Gaya, city of San Jose Del Monte. The project will be comprised of nine residential towers and eight-story buildings with commercial areas on the ground floor. Acuzar said all edifices and houses that will be built will be resilient against earthquakes and other natural calamities. He said local government units will play a role in ensuring the units constructed are of high quality in terms of materials used and workmanship. “They (the LGU) are the ones who will make sure that all buildings are strong. The DHSUD cannot check all those construction permits. From there, these LGUs can check if the construction of the buildings is sub-standard or not,” Acuzar said. He also urged the private sector to help the government realize the dream to provide decent homes to underprivileged families. On bringing back war-torn Marawi City to its feet, Acuzar said reconstruction works there are nearly done. He said all sectors of the government were tapped in rebuilding Marawi. “Roads will be handled by the Department of Public Works and Highways, schools are for the Department of Education, and the resident’s health problems, they’re for the Department of Health to handle it. It’s a multi-agency approach,” he added. All concerns about issues on salaries of the Task Force Bangon Marawi had been addressed and resolved, he averred. PRO3 intensifies anti-illegal drugs campaign
CITY OF SAN FERNANDO, Pampanga — The Police Regional Office 3 announced on Sunday that at least P900,000 worth of illegal drugs were seized by the Central Luzon Police in separate drug-bust operations in the region. PRO3 said that a total of five suspected drug peddlers were apprehended during the operations in Pampanga and Bulacan. SDEU personnel of Guagua MPS conducted anti-illegal drug operation at Barangay San Antonio, Guagua, Pampanga which led to the arrest of Juanito Herreros, a resident of Barangay Sto. Cristo in Guagua, Pampanga and Aliza Ann Canuto, a resident of Barangay 73 in Caloocan City. Seized from the duo were seven pieces of heat-sealed transparent plastic sachets containing more or less 30 grams of suspected shabu amounting to P204,000 and the P1,000 marked money. Meanwhile, Crisanto Avena, Dariel Lazaro and Lyza Dizon were arrested by CDEU operatives of SJDM CPS in a sting operation conducted at Barangay Gumaoc East in San Jose del Monte City. Seized from the suspects were seven pieces of medium size heat-sealed transparent plastic sachets containing suspected shabu weighing approximately 100 grams amounting to P680,000 and the P3,000 bill marked money. Total evidence collected from the suspects were 14 pieces of small to medium size transparent plastic sachets containing suspected shabu weighing approximately 130 grams with a DDB value of P884,000 and P4,000 bill marked money.
