Stray animal adoption urged to lessen abandonment cases
Senator Mark Villar on Thursday expressed concern about the increasing cases of animal abandonment in the country. Villar has filed a proposed measure strengthening the adoption of stray and impounded animals. Senate Bill 2257 seeks the provision of incentives to those who would adopt stray and impounded animals to lessen abandonment cases. Citing data from the Philippine Animal Welfare Society, Villar underscored the need to improve the government’s program for rescuing abandoned animals. According to PAWS, there were around 12 million stray cats and dogs in 2019, which are either logged as former family pets or those who have reproduced in the streets due to lack of proper shelter. Villar said the rising numbers of abandoned animals remain highly disproportionate to the support they ought to receive. “This 12 million number of strays we have in record was back in 2019. Apat na taon na po ang nakalipas. With the pandemic placing a great burden to Filipinos, we can only expect na mas dumami na po ang mga stray animals na walang proper care and shelter,” Villar said. “We must act on this and extend our aid in securing safe animal shelters,” he said. The People for the Ethical Treatment of Animals or PETA said animal homelessness in the Philippines “has reached a crisis point” as stray animals struggle to live unsupervised in the streets and impounded ones are euthanized every month in municipal pounds. The unfortunate fates of strays and impounded animals are due to the limited resources of both public and private shelters, it added. Villar cited the case of a certain local government unit in the National Capital Region which previously reported that its city pound captures an average of 200 stray animals weekly, yet “they do not have sufficient resources to maintain their care.” Villar stressed the need to exhaust all means to ensure that proper aid is given to animals left in shelters. “My heart goes to these animals who are forced to these unfortunate living situations, and some of them to their untimely deaths because they cannot be cared for. Bilang isang animal lover at pet welfare advocate, I will do my best to lessen these rising numbers of strays and euthanized impounded animals,” he said. SB 2257 or the Act Strengthening the Adoption of Stray and Impounded Animals, seeks to encourage the adoption of stray and impounded animals by providing tax incentive benefits to any individual or group that shall adopt stray and impounded animals, to reduce cases of euthanasia for stray and impounded animals. The bill also outlines the provision for adoption, highlighting the role of LGUs in facilitating the implementation of animal adoption programs. “Through this bill, we are hoping that the number of strays and impounded animals will decrease as it will provide guidelines for adoptions in close coordination with LGUs,” Villar said. “We are also looking forward to more Filipinos who will be encouraged to adopt, not just because of the tax incentives this bill provides, but also because of their love and care for animals,” he added. The senator lamented that while there are multiple non-government organizations and private shelters that encourage the adoption of rescued animals, “the pet adoption rate in the country remains at a concerning low rate, less than one percent in particular.” “I hope that the bill will increase the adoption rate of stray pets so as to ensure that animals will be brought up in comfortable homes rather than being forced to survive in the streets,” said Villar. S. Korean migrant’s tale to open Asia’s biggest film festival
The world premiere of Jang Kun-jae's "Because I Hate Korea" will open Asia's largest film festival Wednesday night as it looks to rally from a year marked by scandal and budget cutbacks. The South Korean director's tale of a disillusioned young woman who relocates to New Zealand is among 209 official entries from 69 countries set to unspool at the Busan International Film Festival, which runs until 13 October. Eighty will be making their world premieres in the southern port city. This year's edition comes as organizers grapple with the fallout from former festival director Huh Moon-yung's resignation in May amid accusations of sexual misconduct. The scandal saw BIFF's 2023 budget reduced by about 10 percent as sponsors withdrew in the wake of the allegations, according to organizers. Kang Seung-ah, now serving as acting deputy director, acknowledged they had endured a "difficult phase" before assembling a lineup she said was "more substantial than ever before". Opening night director Jang, who noted he'd attended BIFF far more as an audience member than a filmmaker, told a late afternoon news conference he had sought to address serious questions with his film. "I believe it's necessary to pay attention to the fact that many young people are finding it difficult to navigate through Korean society. I started questioning whether our society is providing a fair and equitable foundation for young people to pursue their dreams," he told reporters after a preview screening. Based on the best-selling Chang Kang-myoung novel, "Because I Hate Korea" received support from BIFF's Asia Project Market back in 2016. South Korea has transformed itself into a cultural powerhouse since then thanks to the explosive success of the Oscar-winning "Parasite" and the Netflix series "Squid Game". "Many people are now showing great interest in Korean content such as K-pop, K-movies, and K-dramas. Living in such an era, they might develop a certain fantasy about South Korea, I think," Nam Dong-chul, the festival's acting interim director, told reporters. But "I thought it might be good to consider these views from the perspective of people living in Korea and especially the youth in South Korea", he said of the opening night choice. "They might have different thoughts and experiences." Frequent Bong Joon-ho collaborator Go Ah-sung, who delivered a memorable performance as the protagonist of "Because I Hate Korea", was unable to attend the festival due to a back injury. 'Dear Jinri' Despite Go's absence, the festival will still feature serious star power, with acclaimed Hong Kong actor Chow Yun Fat scheduled to receive the Asian Filmmaker of the Year award. Three of Chow's films -- "A Better Tomorrow" (1986), "Crouching Tiger, Hidden Dragon" (2000) and 2023's "One More Chance" -- will be screened in his honour. Other highly anticipated screenings include "Dear Jinri", a documentary that features late K-pop star Sulli's last and incomplete project. Sulli, born Choi Jin-ri, took her own life in 2019 after a long struggle with online bullying. The film includes her final media interview, which has not been disclosed previously. Korea's filmmaking diaspora will also be showcased with a special series of screenings that includes "Searching" (2018), starring John Cho, and director Celine Song's Sundance favorite "Past Lives". Netflix's highly anticipated "Yellow Door: 90s Lo-fi Film Club" will also have its world premiere at BIFF. The documentary spotlights South Korea's renowned cinephile generation of the 1990s, acclaimed "Parasite" director Bong among them. "The Movie Emperor", director Ning Hao's satirical take on the Chinese film industry starring Hong Kong actor Andy Lau, is set to close the festival. Top French photo fest shows unseen work by US legend Saul Leiter
A host of never before seen work by the late great US artist Saul Leiter is being showcased at one of the world's biggest photography festivals in France. Almost all of the paintings and drawings in the major Saul Leiter show at the "Rencontres d'Arles" festival in the southern French city have never been shown before. A former fashion photographer, Leiter -- who died in 2013 -- was a leading light of the New York school of photography of the 1940s and 1950s that included Diane Arbus, Richard Avedon, and Robert Frank. Curator Anne Morin called him "one of the 20th century's most fascinating artist-photographers". "Everything is a matter of balance, exactitude, and humility in the works of this man, who nonetheless accorded great importance to imperfection," she said. In a short film presented at the show, Leiter said "You don't have to apologize" for looking for beauty. While summer temperatures outside soared well above 30 degrees Celsius (86 degrees Fahrenheit), the mercury hovered at around 20C in an underground exhibition space called the "cryptoportiques" where merchants once stored their wares in Roman times. Fittingly, it is hosting images of prehistoric caves at Arcy-sur-Cure in central France taken by French photographer Juliette Agnel. Drops of water occasionally oozed into the cryptoportiques, bringing to life the humidity pictured in the caves. The photos had to be covered with a fine film to protect them from the moist conditions, festival director Christoph Wiesner told AFP. Agnel illuminates only some parts of the caves in her photos, which show imaginary creatures and play on light and darkness in the manner of Old Masters like Rembrandt and Goya. The work "explores extreme environments, whose unsettling beauty provokes senses of wonder and feelings of the sublime", wrote curator Marta Ponsa. Scandinavian sisterhood In a nearby centuries-old cloister, the Camargue, France's largest wetland located next to Arles between the Rhone River and the Mediterranean, takes pride of place in an exhibition by France's Eva Nielsen with Marianne Derrien. "Insolare" captures the Camargue's reeds, marshes, the action of salt on the land, agricultural activity, and local architecture in paintings, silk-screen prints, and photography. Wiesner said the Camargue was "particularly exposed" to climate change, with Nielsen describing the location as "at once wild and fashioned by man". The sweltering temperatures of southern France take a dive into the chillier climes of Scandinavia with the exposition "Sosterskap" ("Sisterhood"), which highlights work by 18 women photographers who explore the welfare state from a feminist perspective. Fathers on paternity leave caring for their children, handcuffed women looking towards the future, and women of immigrant backgrounds, the latter by Nairobi-born Sweden-based artist Ikram Abdulkadir, feature in the displays. The curators highlighted the feeling of sisterhood in the work by young Finn Emma Sarpaniemi, whose self-portrait was selected as the festival's banner photo. Her portraits of groups of women in playful poses "embody a sense of togetherness and highlight the importance of fostering strong connections with those around us", they wrote. Istanbul’s ancient shoreline gets ultramodern museum
Istanbul's Museum of modern art moved Tuesday into a futuristic building overlooking the Bosphorus Strait designed by the Italian-born architect of London's Shard skyscraper and the Pompidou Centre in Paris. The museum's return to its old but reinvented location marks the latest attempt by Turkey's cultural capital to infuse its iconic waterfront -- lined with graceful imperial palaces and mosques -- with a more futuristic feel. Established in 2004, the Istanbul Modern in 2018 moved out of a rustic building that once served as a customs warehouse. The city then launched a massive regeneration project that rebuilt a long stretch of the European side of the Bosphorus shoreline, making it more accessible to both Istanbulites and cruise ships that again clutter the busy strait. The museum's new three-story reflective steel building, featuring a transparent ground floor made of reinforced glass, is connected to the new Galata Port -- a sleek amalgam of restaurants, bars, and retail stores overlooking a waterfront boardwalk. Its design was inspired by the glittering waters and light reflections of the Bosphorus, architect Renzo Piano told reporters. "This museum building is like a creature of the sea that has jumped out from the waters of the Bosphorus," said Piano, whose other works include the Whitney Museum of American Art in New York. "Every time you have water, it is great to make a building because water makes things beautiful," he said. "Istanbul is a place of water. We have water everywhere." Turkey's art scene, funded mostly by wealthy businessmen and philanthropists, flourished during an economic boom that accompanied the early years of President Recep Tayyip Erdogan's rule. But Erdogan, who extended his two decades in power until 2028 in a general election last month, has come under fire for curtailing the freedom of expression and developing a troubled relationship with artists. It's forever Spanning 10,500 square meters (115,000 square feet), the museum offers a space for exhibitions, film screenings, and a permanent collection of more than 280 works by Turkey's most important modern and contemporary artists. It is currently featuring works by Nuri Bilge Ceylan, a photographer, screenwriter, and actor whose "Winter Sleep" won the Palme d'Or at Cannes in 2014. The exhibition consists of 22 large portraits taken by Ceylan in his travels to places such as India, Georgia, China, and Russia. Piano approached his latest creation knowing the pressures of erecting a building that could reshape both the city and its artistic direction for future generations. "People must understand that it is a public art, making architecture, so it is different from many other sorts of art," Piano said. "It's forever," he added. "Especially when you make a building like a museum." The building stands on a grid of steel-braced concrete columns that are meant to be resistant to major earthquakes. The city of 16 million people straddles an active fault line, suffering a catastrophic quake in 1999 that claimed more than 17,000 lives. Piano said architecture was about making lasting structures. Prioritize the poor, bring gov’t services closer to needy
For many of our fellow Filipinos who can barely afford their daily expenses, getting treated in a hospital is oftentimes a burdensome choice that they resort to only if it is a matter of life and death. Usually, our struggling kababayans choose to endure their illness for fear of falling deeper into debt due to huge hospital bills, medicines and other expenses. And by this time, an ordinary disease has already become a serious medical condition. Their plight is what inspired us to initiate the Malasakit Centers program in 2018 which provides one-stop shops where our indigent patients may more conveniently access medical assistance from the government. By bringing together programs of various government agencies under one roof, such as the Department of Health, Department of Social Welfare and Development, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office, the centers streamline the process of availing medical assistance. I have been appealing to officials and workers in the health sector to prioritize the needs of the poor, especially in public health facilities since these patients have nowhere else to turn to but to seek the help of their government. I also appeal to all hospital staff to be patient and compassionate in guiding Filipinos, particularly the poor, so that they can properly have access to the services offered by our public hospitals and from the medical assistance programs available in any of our 158 Malasakit Centers nationwide. That is why as Chairperson of the Senate Committee on Health and as the principal author and sponsor of the Malasakit Centers Act of 2019, I make time to personally check on the operations of our Malasakit Centers across the country, in addition to attending the groundbreaking of Super Health Centers and leading our usual relief distributions for Filipinos in need. On 16 June, I conducted a monitoring visit to two Malasakit Centers in Leyte, where I was honored to be declared as an adopted son of the province through Resolution 2020-337 passed on 24 April 2020 and formally granted on 16 June by the provincial government. During the visit, I recognized the efforts of Governor Carlos Jericho “Icot” Petilla, Baybay City Mayor Jose Carlos “Boying” Cari and Vice Mayor Ernesto Butawan, Vice Governor Sandy Javier, Cong. Carl Cari, Cong. Karen Javier, Board Member Carlo Loreto, and other officials for their commitment to bringing government services closer to their constituents. I also visited the Malasakit Center at Baybay City Immaculate Conception Hospital where we assisted 30 out-patients, 140 in-patients, and 192 front liners, while the DSWD extended financial aid to qualified in-patients. We likewise inspected the Super Health Center and the new boardwalk in the city which I supported to help the community. I then checked on the operations of the Malasakit Center at Ormoc District Hospital in Ormoc City. We also assisted 283 patients and 211 front liners in the hospital, while 133 qualified inpatients received additional assistance from the DSWD. Following this, I led a relief operation for 1,065 struggling residents in the city and attended the ribbon-cutting of the newly constructed pentathlon facility with a dedicated fencing hall, among others — a project I supported as Vice Chairperson of the Senate Committee on Finance and as Chair of the Senate Committee on Sports, together with the local government led by Cong. Richard Gomez and Mayor Lucy Torres-Gomez. Earlier that week, I was in Davao del Norte to participate in the celebration of the first anniversary of an insurgency-free Davao del Norte led by Gov. Edwin Jubahib, held in Tagum City on 13 June. I also personally spearheaded a relief operation for 1,500 struggling residents in the city. Simultaneously, we provided more support to the community in partnership with the Department of Labor and Employment which held an orientation for temporary employment to 721 individuals. Following this, I visited the town of Carmen with Mayor Leony Bahague to witness the groundbreaking of its Super Health Center and provide aid to 1,666 more indigents. On 15 June, I was in Quezon City with my team to witness the inauguration of two multipurpose buildings in Barangays Commonwealth and Payatas which I also supported for funding together with Councilor Mikey Belmonte. We likewise aided a thousand indigents in the city with Mayor Joy Belmonte. We then headed to Marikina City to assist 3,000 more struggling residents from Marikina City and the towns of San Mateo and Rodriguez, Rizal, together with Congresswoman Maan Teodoro and Mayor Marcy Teodoro; as well as the local officials from both towns in Rizal, such as Rodriguez Mayor Ronnie Evangelista and San Mateo Mayor Bartolome “Omie” Rivera Jr., among others. We also visited North Cotabato on 17 June, where we celebrated the 54th Araw ng Alamada led by Mayor Jesus Sacdalan and Cong. Joel Sacdalan and helped 840 farmers and 1,500 struggling residents in the town before going to Matalam to witness aspiring athletes in the Serbisyong Totoo Basketball Sports Clinic and to lead another distribution activity for 1,318 more residents from various sectors together with Gov. Lala Taliño-Mendoza. Across the country, my team aided indigent families and various sectors, including 136 in Samal, 33 in Balanga, and 82 in Limay, Bataan; 990 in Tagudin, Ilocos Sur; 150 in Damulog, Bukidnon; 350 in Iligan City; 100 in Tubod, Lanao del Norte; 550 in Malinao and Sto. Domingo, Albay; and two fire-hit households in Carcar City, Cebu. My team also attended the groundbreaking of the Super Health Center in Tiguma, Pagadian City. It is the fundamental right of every Filipino to receive proper medical care and social assistance from our government. I hope that with compassion for our struggling kababayans and the persistence to help uplift their lives, we can collectively ensure that the poor and most needy are not neglected as we continue our pursuit for progress and development. Bong Go joins Baybay City’s 16th Charter Day celebration
On a momentous occasion during the 16th Charter Day Celebration of Baybay City, Senator Christopher “Bong” Go was officially declared as the adopted son of Leyte through Resolution No. 2020-337 passed on 24 April 2020, and formally granted on Friday, 16 June. The resolution recognizes Go's deep friendship, unwavering support, and invaluable contributions to the province and its people. In his speech, Go expressed his gratitude and appreciation for the warm welcome extended by the city. The senator commended the city for its beauty, highlighting its scenic charm and allure. “Maraming salamat sa inyong oras! Happy 16th Charter Day o Anniversary sa inyong siyudad. Napakaganda ng Baybay City,” he said. Notably, his instrumental role in establishing a medical laboratory to handle COVID-19 cases and the establishment of Malasakit Centers at the Eastern Visayas Regional Medical Center and the Ormoc District Hospital were emphasized. These centers serve as a one-stop shop for core agencies providing medical and financial assistance to indigent and financially incapacitated patients. Meanwhile, Go remains resolute in his commitment to improving the accessibility of healthcare services and expanding the construction of more public health facilities throughout the country. During his visit to Baybay City, he visited the ongoing construction of the highly anticipated Super Health Center in the city, which is 90% complete. Go also took the opportunity to inspect the Baybay City boardwalk, a project in which he played an instrumental role as Vice Chair of the Senate Committee on Finance. Go has also been instrumental in supporting other projects in the province. To further improve the health services in the province, Go also sponsored and successfully pushed for the passage of Republic Act No. 11567, increasing the bed capacity of EVRMC. Furthermore, he was instrumental in the enactment of RA 11566, converting the Schistosomiasis Control and Research Hospital into the GBTRGHSC. Go likewise supported the construction of multipurpose buildings in Alangalang, Babatngon, Carigara, Dagami, Isabel, Jaro, La Paz, Leyte, and Tolosa; construction of the Merida Community Hospital; construction of flood control structures in Alangalang, Javier, Tanauan, and Tolosa; and acquisition of dump trucks for the local governments of Isabel and Villaba, among others. After his visit to Baybay City, Go proceeded to Ormoc City. There, he extended assistance to various sectoral groups, including those affected by a fire incident. Additionally, he conducted a monitoring visit to the Malasakit Center at the Ormoc District Hospital, ensuring its effective operation. Furthermore, in collaboration with Leyte 4th District Representative Richard Gomes and Ormoc City Mayor Lucy Torres-Gomes, Go conducted an inspection of various funded sports facilities in the city. Protecting civic spaces to improve in-city mobility
Mobility and public space are among the most challenging discussions in many modern cities. The discussions focus on issues such as the element of public space and its impact on the sustainability of urban mobility. And how does in-city mobility contribute to the habitability of the public realm? The massive use of public and private transportation has resulted in the progressive reduction of public space quality, which is one of the critical components to give life to the city itself and define its safety, accessibility and characteristics of good quality. To achieve sustainable development of the urban environment, city planners should seriously introduce targeted interventions to ensure the integration between mobility and urban planning. “We recognize the importance of civic spaces and in-city mobility enhancing the quality of life for Cebuanos. Thus, FLI is committed to creating a thriving community at City di Mare in Cebu City. As part of our dedication to the city’s goals, we will be developing these new features to benefit the community,” said Don Ubaldo, first vice president for Filinvest Townships. Filinvest Land, Inc. is planning to expand the civic spaces and improve in-city mobility at City di Mare, a green and master-planned community in Cebu City, to support the city’s environmental and resilience goals. The planned civic spaces at City di Mare are envisioned to serve Cebu City’s residents, similar to parks, and may even serve as emergency evacuation areas if needed. An area will be devoted to multi-use sports fields (approximately two football fields), while another area will be devoted to leisure spaces including but not limited to bazaars, cultural spaces, food stalls, and interim pop-up attractions. These spaces will add to City di Mare’s Open Park, which currently features brand-new recreational amenities including play and exercise equipment, and the City di Mare Events Grounds, the venue of the 2023 Sinulog Festival. Inay Each year, we celebrate Mother’s Day on the second Sunday of May for the unconditional love and the support we get or have gotten from our first teachers, our biggest fans, and oftentimes our true friends — our respective mothers. For Filipinos, in and out of the country, the song Sa Ugoy ng Duyan (music by Lucio San Pedro and lyrics by Levi Celerio) is a beautiful and classic homegrown lullaby that perfectly captures the love between a mother and a child. San Pedro composed the piece during the World War 2 Japanese occupation of the Philippines, inspired by the melody that his mother, Soledad Diestro, hummed in putting him to sleep as a boy. Completing the melancholic melody would be Celerio who, as fate would have it according to accounts, found himself joining San Pedro aboard the SS Gordon in a stopover in Honolulu, Hawaii on a trip back to Manila in 1947. Coming from the Juilliard School of Music in New York City, San Pedro would embark on his first and, as it turned out, greatest collaboration with Celerio in finishing the song sa Ugoy ng Duyan as we know it today rendered by such artists like Lea Salonga. Celerio’s lyrics are powerful in their simplicity in speaking to the deep bond that exists between mothers and their children. There’s so much yearning in the singer’s wish to never forget a childhood filled with a mother’s memories, of wanting to hear the mother sing again and again. Sleep — a luxury in today’s fast-paced world marked by a rat race that has never been as frenetic — becomes heavenly and sublime, peaceful and quiet under the stars when touched off by a mother’s lullaby. In the line, “Puso kong may dusa sabik sa ugoy ng duyan,” we are reminded that hardships become bearable when there’s a mother or a mother’s memories to guide us. Sa Ugoy ng Duyan reminds us of the love and comfort that mothers provide their children, a song that all people, Filipino or not, could relate to no matter what age or background one has. As we honored mothers yesterday, let us make it more meaningful by making it a continuing celebration of their lives and their contributions in our chartering our own paths. Vigan City launches tourist passport as it celebrates its arts festival

These old houses cluster around Calle Crisologo, the heritage center of the capital of the province of Ilocos Sur in northwestern Luzon Island, and the area, declared a UNESCO World Heritage site, has highest concentration of heritage structures in the Philippines. The city also has several museums, extraordinary for regions outside of Metro Manila, and traditional crafts such as pottery and textile weaving still survive and had become tourist attractions. It also affords visitors a taste of the food of the Ilocano people, the dominant ethnic group in the region, such as pinakbet, poque-poque, tinubong, their version of the empanada and bagnet. [caption id="attachment_129306" align="aligncenter" width="525"] Iconic bagnet was one of the Ilocano dishes served during the passport launch.[/caption] The local government has been concocting touristic events and products to entice more visitors, especially now that tourism in the area is recovering from the lockdowns because of the coronavirus pandemic and the July 2022 northern Luzon earthquake, which damaged several old structures in the area including the 19th-century Metropolitan Cathedral of the Conversion of Saint Paul the Apostle and the Saint Augustine of Hippo Church of neighboring town of Bantay, which remain closed until today. One of the city’s touristic efforts is its own tourist passport. Using a tourist passport has recently become a fun activity for tourists in several areas around the world. In Taiwan, for example, tourists earn cute stamps on their passports on every destination and landmark they visit. In the Philippines, the Department of Tourism issued Jose Rizal passports in 2011 in celebration of the 150th birth anniversary of the Filipino writer and hero. Tourists earned stamps in sites associated with Rizal all over the Philippines such as his birthplace in Calamba, Laguna, and his place of exile in Dapitan, Zamboange del Norte. [caption id="attachment_129308" align="aligncenter" width="525"] The tourist passport is said to have a rewards system, aimed at boosting local businesses, and holders earn stamps by patronizing stores, restaurants and other establishments.[/caption] In Vigan City, the passport is a way to boost local businesses, according to its mayor, Jose “Bonito” Singson, Jr., who is from the province’s most dominant political clan and who spearheaded the venture. The Ciudad de Vigan Pasaporte de Turista is said to have a rewards system, and holders earn stamps by patronizing stores, restaurants and other establishments in the city. The launch of the tourist passport on 28 April served as the opening event of the Viva Vigan Binatbatan Festival of the Arts, which ran until 5 May. The Binatbatan is one of three main festivals of the city, strategically scheduled throughout the year. The Longganisa Festival in the early part of the year is inspired by the city’s popular version of the Filipino pork sausage, while the Raniag: The Vigan Twilight Festival in October features the celebration of Halloween and the traditional local undas, which honors the departed. Binatbatan is in the middle of the hot, dry season, and highlights heritage, creativity and culture. The launch was held on charming Calle Crisologo led by Singson, a whole day affair starting with a motorcade in the morning and an al-fresco program with dinner in the evening. The event was attended by provincial and city government officials and employees, visitors and special guests such as former senator Anna Dominique “Nikki” Marquez-Lim Coseteng. Singson hinted at more tourism projects to come. The Binatbatan Festival started rolling. A mural, a collaboration among local artists, has just been unveiled at the Plaza Burgos, where Art in the Park was held on 29 April, including an art exhibit and a painting contest. At night, several groups performed at the Vigan Dance Festival 7. The Food and Trade Fair, at the Boardwalk on Govantes Dike, by the banks of Mestizo River, and the Abel Product Expo were opened on that day. While the Black and White Photography Exhibit was mounted on Calle Crisologo, the Abel and Recycled Costume Ramparade featured designs using recycled materials and the local hand-woven textile at the Vigan City Hall. Other festival events and activities included the Abel Iloco Fashion Show and Competition, the Damili Jar Painting Competition, Reynas ti Mayo, Kalesa Parade and Competition, Carabao Painting and Pasagad Dressing, Ramada Traditional Games, a skateboarding competition, and the Binatbatan Tattto and Band Festival. The festival concluded with the street-dancing and showdown competition, a regular fixture in recently created Philippines festivals. Contingents of young performers danced on the streets in colorful costumes carrying batbats or bamboo sticks, and mimicking the movements of the batbatin, the traditional process of taking the seeds out of the dried fiber of the kapok, or kapas in Ilokano, by beating the cotton-like material with sticks, which the festival memorializes and from which it derived its name.
