Manila employees’ drug test deadline set

The local government of Manila has reminded city employees that they have until 28 July 2023 to submit themselves to mandatory drug testing or they may face possible insubordination. Manila Mayor Honey Lacuna stressed that the mandatory random drug testing is pursuant to a memo issued by the Civil Service Commission — the central personnel agency of the Philippine government responsible for the policies, plans and programs concerning all civil service employees. The drug testing is being implemented within City Hall at no cost to the city government employees. Lacuna and Vice Mayor Yul Servo have already undergone the drug testing, and they are encouraging other employees to do the same. “This is being continuously implemented for all employees. We have more than 8,000 drug testing kits, so all employees can undergo random drug testing. Your servant and Vice Mayor Yul Servo-Nieto have already undergone the test, as well as the department heads,” she added. The mayor also said that all departments, bureaus and offices within the City Hall have their respective schedules for their personnel’s mandatory random drug testing and those who fail to undergo the drug testing will be given memos to explain why they failed to submit themselves to the required drug test. “That’s why we are reminding everyone that you need to undergo drug testing. Those who do not undergo the test will be given a memo to explain why they did not. This is a basis for insubordination because we need to follow the rules because it is mandatory. If you have nothing to fear, then undergo drug testing,” Lacuna said. She added that employees have nothing to lose when they undergo the drug testing, and it will give the workers in each department, bureau and office the peace of mind knowing that they are working under a drug-free environment. She also said that those who will test positive for illegal drug use will be referred for confirmatory testing. Once confirmed, they will have to undergo rehabilitation as city officials and workers must serve as role models by staying away from vices, most especially illegal drugs. Lacuna, Servo submit to drug test

Manila Mayor Honey Lacuna and Vice Mayor Yul Servo were the first in the capital city to submit themselves Monday to the random drug testing ordered by the Department of the Interior and Local Government. Lacuna and Servo provided urine samples under strict monitoring by medical workers following Monday’s flag-raising ceremony at the Kartilya ng Katipunan park across from city hall. The drug test, according to Lacuna, is the best way to ensure that local government officials and personnel of Manila, down to the barangay level, are drug-free. The tests had been mandated both by the Civil Service Commission and the Department of the Interior and Local Government, the latter through its BIDA or “Buhay Ingatan, Droga’y Ayawan” program. Lacuna revealed that the drug tests in Manila will be held until 28 July, covering some 8,000 employees. She said the tests are free and would give government workers and the public peace of mind. Public servants must serve as role models by staying away from vices, especially illegal drugs, she stressed. Those testing positive for illegal drugs will be made to undergo a confirmatory test. Confirmed drug users will be forced to undergo rehabilitation. Lacuna told those gathered during the flag-raising ceremony that they would receive letters on when and at what time their own drug tests would be. BoC lauds Mactan port anti-drug efforts

The local government of Lapu-Lapu City in Cebu province recently feted the Bureau of Customs Subport of Mactan and the Philippine Drug Enforcement Agency for their significant role in the seizure of 17 kilograms of suspected shabu with an estimated value of P120 million at Mactan Cebu International Airport recently. The commendation certificate was presented to Mactan Port Collector Gerardo A. Campo and other allied agencies who collaborated to maintain peace and order and curb the influx of illegal drugs in the city. The award ceremony took place the other day at the Lapu-Lapu City Hall grounds, led by City Mayor Junard Chan. “The subport of Mactan is committed to safeguarding the nation against any form of smuggling and remains steadfast in fulfilling its mission,” Campo said. He added that the constant guidance of Cebu District Collector Atty. Elvira Cruz to the BoC Subport of Mactan is in line with President Ferdinand Marcos Jr.’s directives in protecting the country against smuggling. Catapang warns: reform or face consequences

Bureau of Corrections Director General Gregorio Pio P. Catapang, Jr. made a stern warning after another BuCor personnel was caught yesterday while trying to smuggle eight packs of cigarettes to the New Bilibid Prison in Muntinlupa City. Caught red-handed was CO1 Jerome San Gabriel assigned at the NBP hospital supply. He was caught by an alert BuCor guard assigned at the inner gate control of the NBP upon checking the belongings of  San Gabriel which yielded the contraband hidden in a rice plastic bag. San Gabriel was turned over to the commander of the guard at the maximum unit for further investigation and disposition. Earlier, two BuCor personnel were also caught while trying to sneak in some contraband which were placed inside their underwear and pouch bag for cosmetics. “I am giving everybody here a chance to do the right thing and what is mandated of us to do. It is either they change their bad habits and join me in my call to reform the bureau or be caught and face the consequence of their actions,” Catapang said. The BuCor will be relentless in its drive to rid the bureau of undesirable employees, Catapang added. Meanwhile, another person deprived of liberty (PDL) turned over to authorities’ contraband being peddled inside the detention cell. Based on the initial investigation submitted by BuCor Officers 1 Jonathan Tolentino and Andrew John G. Valleser, it was disclosed that around 12:30 p.m. yesterday, PDL Rodeo Ramos went to the Office of Director General - Extension located inside the maximum security compound and personally surrendered a suspected illegal liquidized marijuana e-cigarette (vape type) to Cezar Oracion, chief of Intelligence and Investigation Section. Ramos said when he learned that suspected illegal drugs are being peddled within his area of responsibility, he bought one piece from a PDL seller who has yet to be identified. He tasted the said product and found out that it has the same taste as marijuana prompting him to report the matter to Christian Chavez, BuCor ODG - Technical System Specialist. Bong Go sends assistance to Cebu fire victims

The office of Senator Christopher “Bong” Go spearheaded a relief operation for fire victims in Barangays Kasambagan, Duljo Fatima, and Inayawan in Cebu City on Thursday, 21 September, as part of the senator’s efforts to ensure that the communities fully recover from the incident. The relief operation was held at Brgy. Kasambagan Hall. The senator’s team, together with Brgy. Kasambagan Captain Franklyn Ong, distributed snacks, shirts, and balls for basketball and volleyball to 102 fire victims. They also gave away shoes, watches, and mobile phones to select recipients. Meanwhile, the National Housing Authority (NHA) provided housing assistance to each qualified family. “Isinulong din natin na mabigyan sila ng National Housing Authority ng ayuda pambili ng housing materials tulad ng pako, yero at iba pa upang maisaayos muli ang kanilang mga tirahan,” Go said in a video message. “Isinulong ko ito noon at patuloy na sinusuportahan ang programa ng NHA ngayon upang mas marami pang mga biktima ng sakuna ang makapagpatayo ng maayos na bahay at makabangon muli mula sa trahedya,” he added. Go also highlighted Republic Act No. 11589 or the Bureau of Fire Protection (BFP) Modernization Act of 2021. This legislation, principally authored and co-sponsored by Go, is designed to bolster BFP’s capacity through a decade-long modernization initiative. This program encompasses the enlistment of additional firefighters, procurement of more firefighting equipment, and the provision of specialized training. “Alam ko pong mahirap ang masunugan pero magtiwala lang po kayo sa gobyerno at tayo po ay makakaahon muli. As chair of the Senate Committee on Health, Go also encouraged residents to take advantage of the services offered by the Malasakit Centers nationwide, including the centers located at Vicente Sotto Memorial Medical Center (VSMMC), Cebu City Medical Center, and St. Anthony Mother & Child Hospital, all in Cebu City. The Malasakit Center is a convenient one-stop shop that brings together relevant agencies to provide medical aid to indigent Filipinos. Go is the principal author and sponsor of the Malasakit Centers Act, which has successfully assisted over seven million Filipinos through the 159 operational centers nationwide. “Ako po ay nasunugan at tinulungan po ako ng mahal na mayor at mahal na Senator Bong Go... Ako rin po ay nanganak at tinulungan ng Malasakit Center sa aking bill. Other Malasakit Centers in the province are available at Cebu Provincial Hospital in Carcar City, Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City. Go also expressed his support for the construction of Super Health Centers in strategic locations as identified by DOH nationwide. Through the collective efforts of Go, DOH, LGUs, and fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. Go emphasized the critical role that Super Health Centers play in decongesting hospitals, facilitating early disease detection, and providing essential healthcare services such as primary care and medical consultations directly to the community. These centers are designed to offer a wide range of basic health services, database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation centers; and telemedicine, which makes remote diagnosis and treatment of patients possible. Moreover, echoing President Ferdinand “Bongbong” Marcos, Jr.’s priority of bringing specialized medical services closer to other parts of the country, Go highlighted that he has principally sponsored and is one of the authors of the Regional Specialty Centers Act which was recently enacted into law. The law mandates the establishment of regional specialty centers within existing DOH regional hospitals. It stands as a testament to the commitment of the government to uplift the nation's health infrastructure and bring actual medical services closer to the Filipino people. Drug suspect with 2,454 grams of shabu worth P16-M nabbed in Pasay

Agents of the National Bureau of Investigation (NBI) arrested a man with 2,454.85 grams of methamphetamine hydrochloride, valued at about P16 million, in Pasay City. The NBI identified the suspect as Raymond Darag Dulla, who, after his arrest last 14 September, was charged with illegal transport of prohibited drugs under Section 5 of Republic Act No. 9165, the Comprehensive Dangerous Drugs Act of 2002. The seized drugs were subjected to forensic examination which determined the drugs as shabu. Dulla was subjected to a drug test which found him positive for marijuana and shabu. It said that Dulla was arrested during an interdiction operation conducted by NBI National Capital Region (NBI-NCR) last 14 September along Roxas Boulevard in Pasay City. Confiscated from Dulla were tape dispensers containing a white crystalline substance suspected to be shabu. The operation stemmed from information that on 14 September 2023, Dulla would be transporting shabu concealed in tape dispensers placed inside a brown box. “Additional information revealed that Subject will be renting a taxi that will traverse the service road near Kenny Roger’s along Roxas Boulevard and Heritage Hotel in Pasay City at around 8:00 in the evening.” Agents of NBI-NCR proceeded to the area where the taxi was supposed to pass, and after spotting the taxi boarded by Dulla, the agents discretely followed it. The NBI-NCR operatives flagged down the taxi but the taxi tried to accelerate but was eventually blocked by the vehicles of the operatives before it could escape.
