The Davao City Government has reconstituted the Local Zoning Board of Appeals (LZBA) and the Local Zoning Review Committee (LZRC) in accordance with the Integrated Zoning Ordinance. The LZBA will handle appeals related to location clearances, non-conformity of existing structures, and administrative fines. The LZRC, on the other hand, will review the Zoning Ordinance, recommend changes to the Comprehensive Land Use Plan, and identify provisions that are difficult to enforce. ‘Terrible nightmare’: OFWs recount Hamas attack on Israel
Two Overseas Filipino Workers shared on Monday their traumatizing experience during the attack of Hamas militants on Israel. Teresita Malapo, 35, a resident of Baao, Camarines Sur and a caregiver for eight years, said they were about to go to church in Jerusalem when they heard a siren. “On Saturday morning, we were about to go to church in Jerusalem because most of the time, we go to church every day off. Suddenly, we heard a siren. After a while, there was news that rockets were being launched from Palestine. We were all shocked." She added that a simple bang of the door made her feel nervous because of the bombings. “That feeling that you always hear something, and your feeling of nervousness is increasing. When a door closes, you think something has exploded. In Israel, there is an explosion anytime of the day. It explodes even without a siren. When there’s a bombing, our house or bomb shelters vibrates,” she lamented. Meanwhile, Gerald Caniban, 35, a resident of Iloilo City and a caregiver for five years, said he was asleep when he was awakened by a phone alert and heard a siren. “It was an overwhelming experience because of what happened on 7 October. I was staying in Tel Aviv that morning, I was with my girlfriend when we heard the alert on my phone. It was Saturday, our day off. Then after a few minutes, we heard a siren all over Tel Aviv,” Caniban said. “It was a terrible nightmare. Israel didn’t expect Hamas to attack. In my personal experience, I don’t have peace of mind. Even if you’re asleep, it’s like you’re awake because you might hear a siren anytime. Then I got sick for a week thinking that there was something that would come again. So even when I’m lying down, I still watch the news. That’s what makes me nervous that something worst might be coming,” he said. A total of 25 OFWs, including a four-month-old infant, arrived on Monday afternoon at Ninoy Aquino International Airport Terminal 3, as the third batch of repatriates via Etihad Airways EY424. The repatriates were received by Department of Migrant Workers Officer-in-Charge Hans Leo Cacdac, DMW Undersecretary Maria Anthonette Velasco-Allones, TESDA Director Cariza Dacuma, Congressman Ron Salo, Overseas Workers Welfare Administration Administrator Mary Melanie Quino, Department of Social Welfare and Development Director Mirmamel Laxa and Department of Health Director Bernadette Velasco. NEA wants Primelectric deal to aid consumers
The National Electrification Administration or NEA has asked Primelectric Holdings, Inc., a unit of MORE Electric and Power Corp., to ensure that its joint venture agreement or JVA with Central Negros Electric Cooperative, Inc. or CENECO will uphold consumers' interest. "I hope we can address the concerns of the opposition. We must also consider them. Regarding the participation of the Member-Consumer-Owners, it has been concluded during the plebiscite so we will put this into motion with all the required legal objectivity,” NEA Administrator Antonio Almeda said on Monday. Last week, Almeda met with Primelectric and CENECO officials to address the opposition concerns to improve the JVA of the involved parties. Primelectric and CENECO presented their joint venture to the NEA board to discuss service improvements for consumers. “This venture seeks to magnify the electric industry in Central Negros by not just streamlining the internal and external operations of concerned parties but also rehabilitating and modernizing the distribution system, which is deemed crucial in providing quality service to our consumers,” Primelectric President Roel Castro said during the hearing. For his part, CENECO acting general manager Atty. Arnel Lapore also supported the critical role the JVA plays in the area, adding that it “strongly” supports the NEA’s objective to achieve efficient service for all consumers. “I’m one with NEA in facilitating the service for the benefit of our consumers. That’s why I strongly support and cooperate through this JVA to ensure we deliver quality operations internally and externally. Rest assured that we duly consider all the suggestions raised by Admin Almeda during the hearing,” Lapore said. Primelectric has already conveyed that it is ready to pour in investments to modernize the system of CENECO. Castro highlighted that the target P2.1 billion initial investment in the capex of its operations will bankroll cutting-edge and top-of-the-line systems for a better consumer experience. Castro also emphasized that the JVA will help achieve the 100 percent total electrification target in the franchise area by 2028 “in alignment” with the present administration’s agenda of achieving sustainable and inclusive economic growth. “We need to rehabilitate the system because if you don’t put in the additional P2 billion investment or even bigger, you will be inheriting a distribution system that is just the same as now that is inefficient. That’s why we have to put (the investment) in P2.1 billion to start rehabilitating and improving the system,” he said. Makati petitions status quo ante vs Taguig
Makati City Mayor Abby Binay yesterday filed an “Urgent Motion for Clarification with Prayer for the Issuance of a Status Quo Ante Order” before Branch 153 of the Taguig City Regional Trial Court in a case entitled “Municipality of Taguig (Now City of Taguig) v. Municipality of Makati (Now City of Makati) et al.,” Civil Case No. 63896. The lady mayor, in an ambush interview, said there should be a smooth transiton because they don’t want disruption of delivery of basic services to the residents. In the Urgent Motion, Makati City asked RTC-Taguig to issue a status quo order against Taguig City citing its attempts to unilaterally and arbitrarily implement the Supreme Court’s decision without any writ of execution from the trial court and even prior to the metes and bounds of parcels 3 and 4 of Psu-2031 being determined. Binay filed the Urgent Motion accompanied by City Administrator Claro Certeza and City Legal Officer Michael Camiña. The status quo order, which is similar to a cease-and desist order, is an order to maintain the last actual, peaceable, uncontested state of things which preceded the controversy. It was noted in the Urgent Motion that the Supreme Court has consistently ruled that a “status quo order is warranted in order to promote common good as well as protect the public interest.” Binay said the court is the best avenue to address the matter as far as they are concerned because Taguig City doesn’t want to sign the writ of execution and the memorandum of agreement Makati City is proposing to have a smooth transition. “Even the issue of ownership they don’t want to tackle and it seems they have a different interpretation of the SC ruling and we also have a different view and the best solution is for the court to determine this matter,” Binay said. According to Mayor Binay, “Makati only wants an orderly administration of the Supreme Court decision with the least disruption to the residents and the uninterrupted delivery of basic services in the affected areas.” EMBO residents At the moment, Makati City continue to provide the needed services to the affected enlisted men’s barrio residents because they don’t want interruption and they are the ones giving the funding not Taguig City. “The problem with them they are choosing what they want to take over what about disaster, garbage collection, school, health services, electricity? Makati City cited a number of “alarming and highly confusing incidents” caused by Taguig’s attempt to forcibly execute the SC Decision without a valid writ of execution. These include attempts to enter the premises of a housing project owned by Makati City, as well as to forcibly take possession of several school buildings and health centers in the affected barangays. “Taguig cannot simply take the law into its own hands and act as it pleases without any writ of execution issued by the court. Because of Taguig’s arbitrary, whimsical, and capricious attempts to unilaterally implement the SC Decision in a piece-meal manner, the people’s welfare has been unduly prejudiced by Taguig City and has created unwarranted tension and confusion among the residents and various government agencies,” Mayor Binay said. Makati City noted that the Supreme Court did not expressly order any part of the SC Decision to be immediately executory, nor did it expressly mention in the dispositive part the exact metes and bounds of Parcels 3 and 4 of PSU-2031. Makati City, therefore, asked the trial court to clarify and confirm the necessity of Taguig City first obtaining a writ of execution as well as the court determining the exact metes and bounds of Parcels 3 and 4 of PSU-2031 before the SC Decision can be implemented. The Urgent Motion will also allow Makati to assert its rights as owner of properties located in the disputed areas. As stated by Mayor Binay, “[t]he present case involves a territorial dispute. Apayao seeks higher digital literacy
BAGUIO CITY — The Provincial Apayao Training Center kicked off on Wednesday a training program that aims to fulfill higher digital literacy targeting employees from various offices and departments of the provincial and municipal governments of Apayao. The two-day training first of the series of capacity building was started at is currently conducting a two-day photo and video editing training-workshop at the League of Municipalities of the Philippines Multipurpose Hall in San Gregorio, Luna, Apayao. At least 24 participants from various offices in the provincial and municipal government of Flora and Calanasan towns attended the training — the first of the various trainings under ATC’s latest learning and development initiative in addition to its other regular technical-vocational course offerings. The workshop-training series will be undertaken in collaboration with the provincial government’s Human Resource Management and Development Division of the provincial government of Apayao. They are part of the bid to enhance capacities of its target participants with 21st century skills and competencies in order to contribute to a more efficient and innovative civil service workforce that can effectively meet the challenges of modern times.
