Super Health Center in Tanauan, Leyte breaks ground
Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and Demography, is hopeful that more Filipinos, particularly those in far-flung areas, will be able to access basic health services through the establishment of more Super Health Centers nationwide. In a video message during the groundbreaking of a Super Health Center in Tanauan, Leyte on Thursday, 28 September, Go, who is an adopted son of the province, commended the Department of Health and the local government for the successful groundbreaking of the town's Super Health Center in Barangay Malaguicay. Super Health Centers are designed to focus on primary care, medical consultation, and early detection of diseases, further strengthening the healthcare sector in the country, especially in rural communities. He also stressed his commitment to bringing healthcare closer to the people, alleviating the burden of traveling long distances to receive basic health services. The groundbreaking was led by Leyte Governor Jericho "Icot" Petilla and Tanauan Mayor Gina Merilo, among others. “Ipagpatuloy natin na ilapit ang serbisyong medikal sa ating mga kababayang mahihirap na walang matakbuhan kung hindi ang mga gobyerno. Para sa mga mahihirap nating kababayan, napakaimportante po nito dahil iyan po ang kanilang lalapitan po talaga, itong mga government health facilities natin. The more we should support it, the more na mag-invest po tayo sa ating healthcare system,” Go said. “Ilapit po natin ang serbisyong nararapat para sa kanila. Huwag po natin silang pahirapan. Marami po sa mga kababayan natin sa iba’t ibang sulok ng Pilipinas na wala silang sariling health center. Kaya importante na mailapit natin ang serbisyong medikal mula gobyerno sa mga taong nangangailangan nito,” he stressed. Super Health Centers offer basic health services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services in Super Health Centers are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation centers; and telemedicine. Meanwhile, he also mentioned that there will be Super Health Centers to be established in Hilongos and Baybay City. Through the collaborative efforts of fellow lawmakers, sufficient funds were allocated for 307 Super Health Centers in 2022 and 322 in 2023. The Department of Health (DOH), the lead implementing agency, is tasked with identifying strategic areas for construction. The senator likewise encouraged those with health concerns to seek the assistance of any of the 159 Malasakit Centers nationwide, five of which are established in the province. The Malasakit Center brings all relevant agencies under one roof, such as the Department of Social Welfare and Development (DSWD), DOH, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office, to ensure poor and indigent patients can conveniently access medical assistance programs to cover their hospital-related expenses. Malasakit Centers have been opened at the New Western Leyte Provincial Hospital in Baybay City, Eastern Visayas Regional Medical Center (EVRMC) in Tacloban City, Ormoc District Hospital in Ormoc City, and Leyte Provincial Hospital and Governor Benjamin T. Romualdez General Hospital and Schistosomiasis Center (GBTRGHSC) in Palo. The program was institutionalized under Republic Act No. 11463, or the Malasakit Centers Act of 2019, which Go principally authored and sponsored. Since the first Malasakit Center was established in 2018, more than seven million Filipinos have benefitted, according to DOH. Go also highlighted Republic Act 11959, also known as the Regional Specialty Centers Act, which he principally sponsored and is one of the authors in the Senate. The Regional Specialty Centers Act plays a pivotal role in the healthcare legislative agenda of the Marcos administration, as detailed in the Philippine Development Plan 2023 to 2028. The said law mandates the establishment of Regional Specialty Centers within existing DOH regional hospitals. As part of his commitment to improving healthcare services in the province, Go sponsored the passage of RA 11567. This legislation increased the bed capacity of EVRMC. Additionally, Go also pushed for the passage of RA 11566, which transformed the Schistosomiasis Control and Research Hospital into the GBTRGHSC. The Philippines’ gross international reserves slightly increased by $0.3 billion in July 2023 due to the higher value of the gold holdings of the Bangko Sentral ng Pilipinas (BSP) and its net income from investments abroad. Preliminary data from BSP showed that the country’s GIR increased to $99.7 billion as of end-July 2023 from the end-June 2023 level of $99.4 billion. "The latest GIR level represents a more than adequate external liquidity buffer equivalent to 7.4 months’ worth of imports of goods and payments of services and primary income," BSP said in a statement. "Moreover, it is also about 5.9 times the country’s short-term external debt based on original maturity and 4.1 times based on residual maturity," it added. In an emailed commentary, Rizal Commercial Banking Corporation (RCBC) Chief Economist Michael Ricafort said that the still relatively high GIR at $99.7 billion could still support the country’s external position, which is a key pillar for the country’s continued favorable credit ratings for the second straight year. "(The current GIR level) would help strengthen the country’s external position and, in turn, fundamentally supports/favorable to the country’s credit ratings," Ricafort said. For context, Tokyo-based Rating and Investment Information Inc. (R&I) earlier this week upgraded the Philippines' credit rating outlook from stable to positive. This makes it more likely that the Philippines' credit rating will be improved in the next 12 to 18 months. Bong Go inspects Super Health Center in Tagbilaran, Bohol

In his speech, Go shared that the government intends to establish more than 600 Super Health Centers across the nation. As Chair of the Senate Committee on Health and principal author and sponsor of the Malasakit Centers Act of 2019, Go also continues to monitor the operations of Malasakit Centers nationwide to ensure efficient provision of medical assistance particularly to poor and indigent patients. Acknowledging the hesitancy of many Filipinos to get medical care due to financial barriers, Go initiated the Malasakit Centers program in 2018. Two new wells have been lined up for drilling at the Malampaya natural gas field which brings hope that the resource will continue to provide indigenous electricity. Last 15 May, President Ferdinand “Bongbong” Marcos Jr. renewed Service Contract 38, which covers the Malampaya development, for another 15 years. Various political considerations had confounded the extension of the current contract that is scheduled to expire next year. Business interests were banking on the contract lapsing and the government conducting a new auction that would have freed the new operator from having to deal with the consortium that includes oil giants Shell and Chevron that each holds a 45-percent stake. The state-owned Philippine National Oil Co.-Exploration Corp. owns 10 percent. Despite projections that the current wells would be depleted by 2027, Malampaya continues to generate interest since that area in the West Philippine Sea is known to be rich in fuel deposits. Holding up exploration in the area is the contrasting viewpoint of claimants. The proposed Joint Marine Seismic Undertaking among the China National Oil Corp., the Vietnam Oil and Gas Corp., and the Philippine National Oil Co., all state firms, was ruled unconstitutional by the Supreme Court. Last 5 July, the Supreme Court denied with finality their motion for reconsideration and upheld its decision of last January junking the tripartite agreement. The High Court’s decision thus placed activities in the contested West Philippine Sea in a virtual stalemate after joint explorations were ruled out. Thus, attention returned to the areas that had existing contracts for development. In a briefing with President Ferdinand Marcos Jr., Prime Energy officials led by top honcho Enrique K. Razon presented the Malampaya timetable which includes the first drilling for nearby fields by the end of 2024 and a new or additional gas supply under the same service contract by 2026. The improved outlook for Natgas came about after the hurdle to the contract renewal that had blocked new investments was overcome. Without the certainty of an extended government license, investments in the project were frozen. Energy Secretary Raphael Lotilla expressed confidence that with the unlocking of new capital as a result of the extension of the contract, new wells will be developed. Digging one well would cost the consortium P500 million. The Malampaya field’s best estimate for new Natgas fields is an additional 210 billion cubic feet of gas or about 10 percent of the extracted fuel from the field. Prime Energy also presented an aggregation strategy that would augment natural gas with imported liquefied natural gas or LNG. President Marcos welcomed the proposal as the key to the country’s energy security. The proposed blending is expected to reduce electricity prices while ensuring a stable supply since it will be made available by Prime Energy to all gas power plants at a uniform price. An extended deal will also mean that the government will continue collecting revenues from royalties in the project. In more than 20 years, the Malampaya Project has generated revenues of over $13.14 billion, or P723 billion for the government. It also reduced oil imports by more than 800,000 barrels per year, which saved the country an estimated $2.5 billion in annual import costs. Bong Go aids indigents in Plaridel, Bulacan
Senator Bong Go, an advocate for public health, continues to promote the establishment of more Super Health Centers in strategic areas to alleviate the strain on hospitals nationwide and to bring essential health services from the government closer to the people. In a video message during his team’s relief effort in Plaridel, Bulacan on Tuesday, 20 June, Go explained, “Ang Super Health Center is a medium type of a polyclinic. Mas maliit po sa hospital, mas malaki po sa rural health unit, kung saan po ay pwede magpagamot at mga basic services tulad ng panganganak, dental, laboratory at iba pa.” Through the collective efforts of fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. The Department of Health, as the lead implementing agency, identifies the strategic locations for the construction of such centers, including in the town of Plaridel. Go added that these centers will be turned over to the local government unit upon construction, saying, “Pwede i-expand yan ng LGU pagdating ng panahon. Kung gusto niyong lagyan ng dialysis machine, pwede po lagyan ng dialysis center.” Apart from Plaridel, there will be other Super Health Centers set to be established in the cities of Baliuag, Meycauayan, and San Jose del Monte; and the towns of Angat, Balagtas, Bulakan, Pandi, San Miguel, Guiguinto, Marilao, Obando, Paombong, San Ildefonso, and San Rafael. DoLE brings services closer to DavOr GIDAS
DAVAO CITY — Geographically isolated and disadvantaged areas in the first district of the province of Davao Oriental can now access services of the Department of Labor and Employment Region 11 as it opened its new extension office in Baganga town on 18 May. In a statement Friday, lawyer Randolf Pensoy, the DoLE-11 regional director, said the extension office was strategically set up in the municipality of Baganga as the midpoint of the province’s First District. Located in Barangay Saoquigue, Baganga, Davao Oriental, he said the extension office is now fully operational and equipped to serve the community. He added that the expansion aims to bring the programs, services, as well as the support of the agency closer to the clients, stakeholders, and industries in Baganga, especially to the GIDAs. “DoLE-11 recognizes the potential for economic progress in Baganga and Davao Oriental as a whole. By establishing a physical presence in this municipality, we demonstrate our commitment to provide timely and relevant support to local job seekers, employers and workers,” Pensoy said. While Malaysia’s foreign-policy approaches may have differed over the years due to changing domestic and external factors, the basic principles have continued since independence. Asean remains the cornerstone of Malaysia’s foreign policy; the establishment of the Asean community in 2015 has significantly elevated the country’s approach and engagement regionally. Malaysia has shared to countries like the Philippines its experience and knowledge through various foreign-policy mechanisms, including the Malaysian Technical Cooperation Program, and linkages such as the Langkawi International Dialogue and bilateral humanitarian assistance. The country advocates the “Prosper thy neighbor” policy to enhance economic relations and cooperation with its adjacent countries through Brunei-Indonesia-Malaysia-the Philippines East Asean Growth Area, Indonesia-Malaysia-Thailand Growth Triangle and other entities. The predominantly Muslim country and the Philippines have been friendly nations since the establishment of the diplomatic relations in 1959. Bilateral cooperation between Malaysia and the Philippines covers education; culture, arts and heritage; communication; defense; health; youth and sports; trade; agriculture; labor, and security. Malaysia’s last high-level visit was when Prime Minister Anwar Ibrahim met with President Marcos in March this year. Malaysia regards the Philippines as a very important trading partner, the 15th-largest globally and 5th-largest among Asean countries, with total bilateral trade reaching almost $8 billion. Our close and long-existing relations provide a strong foundation for a more active and meaningful economic cooperation in the future that would bring tremendous benefits to our people. Two practical and viable areas that would benefit from closer cooperation are the halal industry and digital economy. In 2022, total trade between the two countries increased by 27.3 percent to $9.42 billion, compared to $7.85 billion in 2021. Malaysia’s exports to the Philippines increased by 24.6 percent to $6.41 billion. Main exports include electrical products, petroleum, palm oil and ancillary agricultural products. Malaysia remains a major global leader in the halal economy, sustaining its top position in the Global lslamic Economic Indicators for the 9th consecutive year. It has exported $13.51 billion to the world in 2022, up by 63.8 percent from the previous year. Major exports of halal products include food and beverages, ingredients, cosmetics and healthcare. Thus, with the Philippine government encouraging more halal business expansion and investment to serve 12 million Muslims, as well as non-Muslims, here, it is definitely one of the areas where Malaysians and Filipinos can collaborate. Acquiring quality education through world-class institutions is essential, from undergraduate to postgraduate levels. Malaysia is home to more than 200 universities and colleges with 10 international university branch campuses. Malaysian universities are not only ranked top in Asia; it is also progressing in international world rankings, providing a conducive academic environment with affordable international exposure and global career gateways. The country also takes pride in being one of the global pioneers in Islamic banking. Leveraging on existing capacities and expertise, Malaysia is offering tertiary education in Islamic banking and finance through International Center for Education in Islamic Finance. INCEIF has been collaborating with government institutions, such as the Malaysian Technical Cooperation Program, in providing training on Islamic banking products like Islamic securities, unit trust funds, stock broking and financial derivatives. Since Philippines and Malaysia have so many common denominators, Filipinos would feel at home studying in Malaysia. In tourism, last year we saw 80,046 Filipino tourists coming to Malaysia and 46,805 Malaysians coming to the Philippines. We have high hopes that the numbers will increase this year, looking forward to working together with the Philippine government on this front. Asean remains the cornerstone of Malaysia’s foreign policy and the establishment of the Asean community in 2015 has significantly elevated the country’s approach and engagement at the regional level, the nation’s well-being founded on the strong and friendly relations with other countries and its commitment to the multilateral system. Go inspects Super Health Center in Dipolog City
Senator Christopher “Bong” Go vowed to espouse advocacies that will improve the country's healthcare system and bring public health services closer to those in need. The Senate Committee on Health and Demography head made that statement as he conducted an inspection of the Super Health Center in Dipolog City, Zamboanga del Norte on Saturday, 15 April. Go previously attended the groundbreaking ceremony for the Super Health Center on 3 March. “Napansin ko noon, sa napakalayong lugar, walang access sa ospital yung mga buntis at manganganak na lang sa jeep at tricycle… sa layo ng biyahe, hindi na umaabot sa ospital,” said Go. “Kaya ngayon po, magkakaroon na po ng Super Health Center sa kanilang komunidad. Para ito sa mga kababayan natin sa malalayong lugar, makakatulong po ito lalo na sa mga mahihirap,” he added. The Super Health Center in Dipolog City is set to provide basic health services such as database management, out-patient services, birthing facilities, isolation facilities, diagnostic (laboratory, x-ray, and ultrasound) services, pharmacy services, and an ambulatory surgical unit. The center will also offer specialized services such as eye, ear, nose, and throat (EENT) care, oncology centers, physical therapy and rehabilitation centers, and telemedicine services, which allow remote diagnosis and treatment of patients. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated under the Health Facilities Enhancement Program of the Department of Health for 307 Super Health Centers in 2022, and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. In the province of Zamboanga del Norte, necessary funds have been allocated for the DOH to construct other Super Health Centers in Dapitan City, and in the towns of Kalawit, Sindangan, and Sirawai. Additionally, two more centers are planned to be constructed in other areas in Zamboanga del Norte. Apart from the Super Health Center, Go was also present for the turnover of three brand-new ambulance units to Dipolog City, which were a much-needed addition to the city's fleet. Moreover, Go was present for the inspection of the Oval Track Project in the city, which is another groundbreaking initiative aimed at providing Filipinos with a state-of-the-art facility for sports and recreation. Go supported the funding for these projects as the Vice Chair of the Senate Committee on Finance. Aside from the aforementioned projects, the senator has likewise supported numerous initiatives to promote the development of the province, such as the construction of multipurpose buildings in Dapitan City, Jose Dalman, Mutia, President Manuel A. Roxas, Salug, Siocon, and Sindangan; acquisition of ambulance units for Mutia and trucks for Katipunan and Mutia; and rehabilitation of roads in Dapitan City, Godod, Jose Dalman, Liloy, Kalawit Labason, La Libertad, Sergio Osmeña and Salug. Meanwhile, Go and his team also distributed assistance to 1,000 indigents the same day. Held at the Dipolog Sports Complex, Go personally led the distribution of grocery packs, vitamins, masks, snacks, and shirts to the residents. Shoes and balls for basketball and volleyball were also provided to select beneficiaries. The Department of Social Welfare and Development then provided financial assistance to the qualified beneficiaries. The senator also advised residents to seek the services of the Malasakit Centers at the Jose Rizal Memorial Hospital in Dapitan City or at the Zamboanga del Norte Medical Center (ZNMC) in Dipolog City which he visited the same day to check on the center’s operations and assist patients and hospital personnel. The DSWD also provided additional assistance to qualified patients in ZNMC during the visit. The Malasakit Center is a one-stop shop which aims to reduce the hospital bills of particularly poor and indigent patients to the lowest amount possible. It brings together the national agencies which offer medical assistance, namely, the DSWD, DOH, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. The program was institutionalized under Republic Act No. 11463, also known as the Malasakit Centers Act of 2019, which Go principally authored and sponsored. The program has assisted more than seven million patients nationwide since its launch in 2018, according to the DOH. “Natutuwa ako na mayroon na tayong 157 na Malasakit Centers sa buong bansa. Hindi pumipili ang Malasakit Center ng tutulungan. Binabalik lang ang pera niyo sa inyo sa pamamagitan ng maayos at maaasahang serbisyo. Kaya sa mga poor at indigent patients diyan, puntahan niyo na lang ang Malasakit Center dahil para talaga sa inyo ito,” reassured Go.
