‘Correction system is window of soul’ — Remulla
Justice Secretary Jesus Crispin Remulla said in his speech, “Correction system is the window of the soul of the country”, as the Bureau of Corrections released 949 persons deprived of liberty from its major prison facilities nationwide yesterday. "So, dapat maraming pagbabago ang magawa natin dahil hindi magiging epektibo ang correction system pag congested ang ating mga kulangan,” he added. The DOJ chief continued, “We also have to expedite the release of PDLs if they have already served their maximum sentence and our police force and prosecutors are now working hand in hand to resolve the issue of those accused being detained for so long much more than their sentence.” “Gusto natin na mapalaya sila agad kung nakapag bayad na sila sa lipunan (We want them to be released promptly in the event they already paid their sins in the society),” Remulla said. Those released were from Correctional Institution for Women (90), Davao Prison and Penal Farm (177), Iwahig Prison and Penal Farm (23), Leyte Regional Prison (69), New Bilibid Prison (486), Philippine Military Academy (2), Sablayan Prison and Penal Farm (33), and San Ramon Prison and Penal Farm (71). Of the said numbers, 556 were released due to the expiration of their maximum sentence, 213 were acquitted of the charges against them, 129 were given parole, 29 were granted probation, and two were released on cash bond. This brings to 6,322 the total number of PDLs who have been released under the administration of Director General Gregorio Pio P. Catapang Jr. Catapang has been expediting the release of PDLs as part of his reform agenda. The culminating activity, which coincides with the BuCor's fifth-day celebration of National Correctional Consciousness Week, was attended by Remulla, Justice Undersecretary Deo Marco, Justice Assistant Secretaries Francis John Tejano and Jose Dominic Clavano, PAO chief Atty. Persida Rueda-Acosta, Parole and Probation Administration OIC Atty. Bienvenido O. Benitez Jr., Board of Pardons and Parole chairman Atty. Sergio Calizo Jr., DOLE-NCR Regional Director Atty. Sarah Buena S. Mirasol, and other BuCor officials led by BuCor-OIC Gil Torralba. Torralba for his part told the PDLs to “(b)ring the good things you learned inside the jail and leave the bad experiences you encountered inside.” He also revealed that BuCor, under the guidance of DG Catapang, has launched an Integrity Monitoring and Enforcement Unit (IMEU) wherein BuCor employees can report illicit activities of their co-workers and PDLs who have been released from detention can report via text or call against erring corrections officers. Torralba urged the released PDLs to report their bad and good experiences against corrections officers and assured them of the confidentially of their report. “This is one way that we can improve our services and reward our officers who do good and at the same time get rid of undesirables within our ranks,” Torralba said. Maintain probity, Gesmundo tells magistrates
In celebration of the Judicial Integrity Board’s third founding anniversary at the Court of Appeals auditorium, the Supreme Court recognized the board’s indispensable role in the pursuit of transparent and accountable justice. Associate Justice Jose Midas P. Marquez, addressing the gathering, heralded the JIB’s pivotal function, emphasizing that the judiciary “must uphold transparency and accountability to inspire public confidence and trust.” Chief Justice Gesmundo, through Justice Marquez, conveyed the significance of the JIB’s creation as the institution responsible for ensuring that judicial officers and court employees perform their duties in strict accordance with established codes of conduct. The Department of Social Welfare and Development, together with partner agencies in the National Committee on the Filipino Family, recognized exemplary Filipino families during the awarding of the 2023 Natatanging Pamilyang Pilipino at SM City San Mateo over the weekend as part of the celebration of National Family Week. The NPP aims to recognize and award Filipino families who have significantly contributed towards nation-building and the development of the family as the foundation of Philippine society. In the message of Secretary Rex Gatchalian, which was delivered by DSWD Undersecretary for Policy and Plans Adonis Sulit, the DSWD chief highlighted the courage and strength demonstrated by Filipino families in overcoming life’s challenges as well as their contribution to nation-building. "You and the members of your family are not only exemplary in your love for each other but also in your significant contributions to your communities and society. Your stories of cooperation, care, and even the stories of overcoming life's challenges pave the way for a better future for all of us," Gatchalian said. "Today, I want to convey our heartfelt appreciation to Filipino families who continue to demonstrate the importance of unity, love for one another, and cooperation in our country. Your dedication to family and nation inspires us all," he added. From the regional winners, the NCFF chose the top five model families that will become a pool of ambassadors in promoting NCFF goals, promoting Filipino values, and acting as resource persons in Family Development Sessions, fora, and other family development-related initiatives. DILG’s BIDA Program rolled out in Zamboanga del Sur
Department of the Interior and Local Government (DILG) Secretary Benhur Abalos led the rollout of the "Buhay Ingatan, Droga’y Ayawan" (BIDA) Program in Zamboanga del Sur on Thursday morning. The BIDA Program launch was one of the highlights of the 71st Araw ng Zamboanga del Sur celebration at the Mega Gymnasium Provincial Government Complex, Dao, Pagadian City, which Abalos attended as a guest of honor and speaker. In his message before an estimated crowd of 1,500 Zambosurians, the DILG chief highlighted the critical role of local government units (LGUs) and other sectors of society in addressing the drug menace through education, prevention, and rehabilitation to complement the relentless anti-drug operations of law enforcement agencies. “Ang importante habang nanghuhuli ang mga pulis, tayong mga nasa LGU—mga barangay captain, konsehal, mayor, gobernador, bokal—community groups, religious leaders, parents, whole-of-nation approach dapat. Bumaba tayo, tulungan natin ang pulis. It’s not only about supply reduction. But most importantly, it's about demand reduction,” Abalos said. Furthermore, the DILG secretary congratulated the province of Zamboanga del Sur on its 71st Charter Day celebration. He also commended the leadership of Governor Victor J. Yu, who focused his governance through HEARTS or Health, Education and Environment, Agriculture, Roads and Bridges, Tourism, and Security. Abalos ended his message by inspiring local officials to continue heed the call of President Marcos for unity. “Iisang bangka tayo. We are given this opportunity, let's make the most out of it. It's time to make a difference for our province, for our city, and most specially for our country. Wala nang sana ganito, sa ganyan sa Pilipinas, wala na. Panahon natin 'to gawin na natin ang tama at huwag tayong matakot. Magtulungan tayo," he said. Named as one of the best government initiatives in Asia by international award-giving body GovMedia Awards, the BIDA Program has already been rolled out to over 700 LGUs nationwide since it was officially launched in November last year, initiating several activities such as BIDA Fun Runs, Serbisyo Caravans, Zumba sessions, cycling events, workshops, and seminars. Meanwhile, DILG Undersecretary for Local Goverment Marlo Iringan, during the Laging Handa press briefing in Malacañang, said the BIDA Program has been going around the country, in line with the administration of President Ferdinand R. Marcos Jr.'s continued campaign against illegal drugs with a renewed focus on demand reduction through a whole-of-nation approach. Subalit katulad ng nabanggit ko, this is only one of the strategies to generate support against illegal drugs. DILG and Xavier University-Ateneo de Cagayan partner on BIDA The DILG's BIDA Program has also gained anti-illegal drug advocates among the youth of Cagayan de Oro with the signing of a memorandum of agreement with Xavier University-Ateneo De Cagayan. Abalos said the important role of schools like Xavier University-Ateneo De Cagayan and the church in the whole-of-nation BIDA campaign dwells on the holistic formation of the values of the youth and helping them lead productive lives away from the temptation of illegal drugs. DILG Region X Regional Director Wilhelm M. Suyko, who signed the MOA on behalf of the DILG, said youth involvement is a significant and strategic approach to further strengthen the advocacy of the program. “The good thing about this partnership is that this will also be an opportunity to involve the youth in this campaign. We believe that our students could make a change and that they are our instruments in communicating effectively with the youth as well,” Suyko said.
