Israel aims to crush Hamas but vague on Gaza’s post-war future
Israel is determined to crush Hamas but has said little about what would replace its rule in Gaza after the war, with observers expecting Washington will play a decisive role. "One thing is clear: the Gaza Strip will not be ruled by Hamas once this war is over," Israeli government spokesman Eylon Levy told AFP as Israel's military steps up strikes in preparation for a widely-expected ground offensive. In the wake of the 7 October attacks, when militants from the Palestinian Islamist movement began a deadly cross-border assault that has killed 1,400 people, Israel has laid out just one objective: "Destroying Hamas". Since then, it has embarked on a brutal retaliatory bombing campaign, which Gaza's Hamas-run health ministry says has now killed more than 5,000 people. Despite four previous wars with Gaza's Hamas rulers -- in 2008, 2012, 2014 and 2021 -- Israel has never before threatened to completely overthrow the movement which rules this tiny territory of 2.4 million people. The territory, which has been languishing under an Israeli and Egyptian blockade since Hamas took control in 2007, has since October 7 suffered a spiraling humanitarian crisis, largely deprived of water, food and other basic supplies and more than a million people displaced. Although Israel withdrew its soldiers and settlers from Gaza in 2005, ending an occupation that began in 1967, the international community considers it responsible for the tiny territory's primary needs -- energy, food and medicine. 'Handing over the keys' Prime Minister Benjamin Netanyahu has called it a "do or die" war. And his government is hoping to end all responsibility for Gaza as part of a "new regional reality" it hopes will emerge after the war. After the current air strikes and action inside Gaza, Defence Minister Yoav Gallant said a "third phase" would involve "the removal of Israel’s responsibility for life in the Gaza Strip, and the establishment of a new security reality for the citizens of Israel". But no minister talks about Gaza's future government. And nobody has raised the possibility of a new Israeli occupation of the enclave, the military and financial burden of such an eventuality being too high to bear. "We are discussing possibilities with our partners," said government spokesman Levy. Israel wants to "hand over the keys" to a third party, a foreign ministry source said, speaking on condition of anonymity. According to Eitan Shamir, a former Israeli government security specialist and now director of Jerusalem's Begin-Sadat Center for Strategic Studies, Washington will have a decisive say in Gaza's future. The US, he said, already has an "overview" role in Israel's action against Hamas. "The favourite option of the Americans and Israelis would be an international structure with Palestinian Authority, with Saudi funding, for example," Shamir told AFP, saying it could include US and European administrative help. Regional players silent US President Joe Biden has given Netanyahu strong support, visiting Israel last week and warning other regional players not to get involved while lining up almost $15 billion in military aid, even if he has warned Israel against letting its "rage" go too far. But Washington has also not been clear about how it sees Gaza's future. "Something needs to be found that ensures Hamas can't do this again but also doesn't reverse to an Israeli governance of Gaza which they do not want," US Secretary of State Antony Blinken told CBS television on Sunday. "There are different ideas out there about what could follow and all of that needs to be worked, even as Israel is dealing with the current threat." The Israeli foreign ministry source raised Egypt as a possible saviour, although Cairo has resisted decades of pressure to take a greater role. Egypt and Jordan are deeply concerned about the war unleashing a new flood of Palestinian refugees. No Arab or Muslim state has so far proposed an intervention. One option supported by Israeli opposition leader Yair Lapid is for Mahmud Abbas' Palestinian Authority to take control. The authority already cooperates with Israel in running parts of the occupied West Bank, but the ageing Palestinian leader has faced growing criticism since the war began. But a report by the International Crisis Group said there was "little hope that the already deeply unpopular PA could return to Gaza on the back of an Israeli invasion and not be treated as an enemy. "Moreover, it is not clear that Israel would want the West Bank and Gaza under a single authority," the think tank said. Marcos administration denies maintaining troll farms
The Marcos administration has no troll farms as the lead communications arm of the government aims to combat fake news, Communications Secretary Cheloy Garafil said on Monday. Garafil made the clarification during a Senate hearing on the proposed P1.921-billion budget proposal of the Presidential Communications Office and its attached agencies for 2024. Senator Joseph Victor Ejercito said there were suspicions regarding 1,479 contractual employees working for the former Presidential Communications Operations Office, with allegations of them engaging in troll-like activities. In 2021, former Senate Minority Leader Franklin Drilon demanded that the PCO provide documents related to these employees under contract of service, consistently referring to them as "trolls." The slang term "troll" is used to describe an individual who shares incendiary or irrelevant content with the intention of provoking or upsetting others on social media and various online platforms. "For the record, Mr. Chair, we don't have trolls. No troll farm, no troll army," Garafil said. Ejercito underscored the importance of "disseminating information regarding the accomplishments of the Marcos administration." Garafil, for her part, said that PCO provides accurate information as the primary source of President Ferdinand Marcos Jr.'s messages. "Our number one priority is still, of course, communication with the President, but, of course, underlying that is what you mentioned earlier, the fight against fake news. That's why this year, we launched a media information literacy campaign to address the problem of fake news," Garafil said. Last month, PCO launched Marcos administration's Media and Information Literacy Project to combat misinformation and disinformation online. Garafil said the MIL is the administration's response to the disinformation and misinformation plaguing the country's digital landscape, focusing on capacitating the youth to become more discerning media consumers. Go expressed his support during a budget hearing for the Games and Amusements Board which he presided over as vice chair of the Senate Committee on Finance. With a proposed budget of P131 million for 2024, GAB, which is responsible for regulating and supervising professional sports, has also been keenly observing the rise of e-sports and its increasing importance in the professional sports landscape. “As to the Games and Amusements Board, I also want to know the developments in professional sports particularly the emergence of e-sports,” he said. The senator emphasized the role of e-sports in his broader campaign against illegal drugs. “Isa rin po ito sa paraan upang mailayo natin ang kabataan sa illegal na droga (This is one way of keeping the youth away from drugs),” Go added. By promoting e-sports as an alternative to harmful activities, Go aims to engage the youth in a constructive and potentially lucrative field, contributing to their overall well-being. QCPD week-long crime drive nets 156
Newly appointed Quezon City Police District Director P/Brig. Gen. Redrico ‘Red’ Maranan on Tuesday reported that they have rounded up 156 individuals during its weeklong operations from 3 to 9 September, on all forms of criminality. Maranan said that the police operations were conducted to step up the simultaneous anti-criminality campaigns through the implementation of search warrants, buy-bust operations and other special police interventions. A total of 26 anti-illegal drug operations were conducted that led to the arrests of 50 drug suspects, 25 of whom are users, and 25 are pushers. Also, 71.26 grams of shabu and 114.4 grams of marijuana valued at P498,296 were confiscated. A campaign called “Manhunt Charlie” aims to track down persons with pending Warrants of Arrest was likewise conducted. Arrested were 53 wanted persons wherein 17 are listed as Most Wanted Persons and 36 as Other Wanted Persons. On anti-illegal gambling, 22 operations were conducted, which resulted in the arrest of 50 gamblers and the confiscation of several gambling paraphernalia and bet money of P5,965. Millions of children around the world walk barefoot, without access to decent footwear. William Blischke, an American Sociology professor at the California State University Dominguez Hills, said in a study that 14 percent of the earth’s inhabitants lack shoes or have inadequate footwear. In some developing countries, shoeless children cannot attend school because they may communicate and contract diseases from their foot sores. Hence, some international non-profit organizations say the lack of shoes is one of the most visible signs of poverty. In the Philippines, a 2023 report by the Department of Education acknowledged Filipino children’s lack of access to resources as among the most pressing issues in the basic education system. School shoes are an integral part of a student’s uniform even in public schools; the lack of shoes will leave children ill-equipped to complete their education. This is the challenge the SM Store intends to address through the Share Shoes campaign — to provide school shoes to poor Filipino students, in line with the celebration of SM’s 65th founding anniversary. PSA launches 2022 Census on Agriculture and Fisheries
The Philippine Statistics Authority (PSA) launched the 2022 Census on Agriculture and Fisheries (CAF) in provinces and barangays on Monday, 4 September. Target respondents for the 2022 CAF are operators of crops, livestock, poultry, insects/worm culturing, aquaculture, and/or fishing activity from 1 January to 31 December 2022, while at the barangay level will be the barangay chairpersons or any incumbent barangay official. Data collected from the census, which will run until 25 October this year, will serve as relevant bases for public leaders to create policies, plans, and programs to enhance the Philippines’ socio-economic status. The 2022 CAF will also provide an inventory of agricultural and fishery resources, basic information on crops and livestock, statistics on land distribution and operations, benchmarks for measuring progress, data for local area planning, a sampling frame for surveys, information for monitoring progress toward Sustainable Development Goals, and data needed by the United Nations Organizations for international comparability and observing the global food situation. “This milestone event signified the beginning of a comprehensive household and barangay data collection process. It underscores the PSA’s commitment to empowering our agricultural and fisheries sectors with accurate information, actionable insights, and a collective vision for the future,” said PSA Undersecretary and National Statistician Claire Dennis S. Mapa during the 2022 CAF press conference. The provinces of Pangasinan, Bukidnon, and Iloilo will have full coverage under the 2022 CAF due to the areas’ production volume and value in the country’s agriculture industry. Meanwhile, PSA enumerators will also make their rounds in cities, where urban farms and community gardens flourish. In line with the government agency’s bid for efficiency and accuracy, the PSA partnered with actress Bea Alonzo, who is also the proprietor of Beati Firma in Iba, Zambales, to encourage the farmers and fisherfolks to participate in the census. “We want to achieve ‘yung mileage, information, education campaign dito sa ating census. As you know, when we go to each of the houses during census time, not all respondents are so welcoming. With Bea here, she will help us,” PSA Deputy National Statistician Minerva Eloisa Esquivias said. “Alam ko po mga challenges ng farming: Masamang panahon, bagyo po talaga, minsan bigla na lang may babagsak na mga puno, minsan po mataas ang presyo ng binhi. So, ’yun po ang challenges sa pagiging farmer,” Alonzo said. Other modern steps that the PSA took to ensure the success of the 2022 CAF is equipping its enumerators with tablets to expedite the data collection and compiling process. It’ll also be the first time the government agency will use artificial intelligence (AI) algorithms developed by the Department of Science and Technology’s Advanced Science and Technology Institute (DOST-ASTI) to detect, map, and estimate the area for selected crops and aquafarms. Throughout the data collection period, the PSA also advises respondents to be vigilant in recognizing their legitimate numerators before giving out any relevant information about themselves, their families, and their properties. Globe’s senior director Ann David said they are brainstorming for new ideas to prop up MSMEs, at Daily Tribune’s 2nd Asian Innovation Forum or AIF at the Bellevue Hotel in Muntinlupa City. “The usual problems of MSMEs are how to get new customers, logistics, digitization of business processes, and, lastly, how to keep their teams. The answer to those challenges is actually digitization,” David said. “We know that digitization efforts pose additional burdens on some MSMEs. But, indeed, the power of technology is an automatic return on investment,” she noted. Globe Business recently launched SMS Blaster or m360, a web-based, multi-channel message blaster that allows businesses to send branded messages straight to their customers. Another breakthrough that Globe Business has launched is ChatGenie, an e-commerce solution that helps businesses sell to more customers through apps they are already using. ChatGenie lets businesses manage all transactions across different channels on one platform. “There are a lot of solutions now for MSME’s challenges. These can be resolved by talking to the right partners to try out services that are free,” she pointed out. At least 33 national government agencies brought their services to the grassroots level at the two-day national launching of the Bagong Pilipinas Serbisyo Fair held at the Biliran Province State University from 26 to 27 August. Lawyer Shawn Capucion, a member of the national secretariat of the fair, said the agencies target serving 17,000 individuals who have various concerns with the different government agencies. “This administration aims to bring government services closer to the people, instead of people going to offices to avail of government services,” Capucion said. The "Bagong Pilipinas" campaign is the new brand of governance and leadership of President Ferdinand Marcos Jr.’s administration. Marcos Jr. has called government offices to advance the transformation of the government towards a principled, accountable, and dependable government—reinforced by unified institutions of society. Secretary Teodoro J. Herbosa and Usec. Maria Francia Miciano-Laxamana led the team from the Department of Health, which brought various medical services and provided medicines and other medical equipment. The DoH provided laboratory and other diagnostic services, including vision screening with prescription lenses provision, cataract screening, disability screening with assistive devices provision, medical and prenatal consultations with medicine provision, dental consultation with scaling, oral prophylaxis, tooth extraction, and a bivalent vaccination program. The Department of Social Welfare and Development, on the other hand, distributed financial assistance to persons with disabilities, senior citizens, indigenous peoples, and individuals in crisis situations. Extension of services for other marginalized sectors, such as drivers and operators in the transportation industry, fishermen, and farmers in agriculture, were also provided. Government licensing, processing of passport applications and renewals, NBI clearances, and other regulatory government functions were also made available. More than 3,000 land-based and sea-based employment opportunities from various licensed recruitment agencies were offered Friday, the first Overseas Job Fair conducted by the Quezon City government through the Migrants Resource Center of the Public Employment Service Office. In partnership with the Department of Migrant Workers (DMW), the job fair was held at the Quezon City Hall Risen Garden from 9:00 a.m. to 4:00 p.m. “The goal of this first-ever overseas job fair is to provide numerous opportunities abroad for aspiring migrant workers while ensuring their well-being through safe, orderly, and fair migration. Sa pamamagitan ng DMW na nagbigay ng mga lehitimong recruitment agencies, mas protektado ang kapakanan ng ating mga kababayan na makikipagsapalaran sa abroad,” Mayor Joy Belmonte said. In addition to this, the MRC will also conduct an awareness campaign to encourage all aspiring migrant workers to actively engage in the Pre-Migration Orientation Seminar.
