Chavez vows greater role for NDCPAAI
Led by Transportation Undersecretary Cesar B. Chavez, the newly elected officers of the National Defense College of the Philippines Alumni Association Inc. took their oath before Executive Secretary Lucas P. Bersamin on Monday. Chavez, a consistent appointee to various government agencies by seven successive presidents, was elected president of the NDCPAAI for 2023-2025. He is currently Undersecretary for Railways under the Department of Transportation. “Grateful to Executive Secretary Lucas Bersamin for administering our oath in Malacañang this morning as the newly elected officers of the National Defense College of the Philippines Alumni Association Inc.,” Chavez said. “Our association will strive to be more meaningful and relevant for its members and the country. We will actively foster a platform that encourages greater collaboration between the NDCP, its alumni, and stakeholders, contributing to the national discourse and policy development on all aspects of national security,” he added. Chavez pursued a military and national security education, completing courses such as basic and advance intelligence, psychological warfare, and command and general staff management. He earned a Master’s degree in National Security Administration at NDCP, a Ph.D. in Peace and Security Administration from Bicol University, and a Senior Executive certificate on national and international security from Harvard Kennedy School. He also finished the Strategic Management Program at the National University of Singapore. Foreign Affairs Undersecretary for Civilian Security and Consular Affairs Jesus “Gary” Domingo was elected vice president. Domingo has served as ambassador to New Zealand and held positions in the Philippine Missions to the UN, in New York and Geneva, as well as the Philippine Embassy in Riyadh. NDCP executive vice president Aldrin Cuña was elected secretary general of the association. Captain Luidegar “Lloyd” Casis will head the committee on military affairs. He graduated from the United States Coast Guard Academy. Casis is a member of the Philippine Military Academy’s Tanglaw-Diwa Class of 1992. He is currently chief of the capabilities and weapons systems division of the Deputy Chief of Staff for Plans, OJ5, of the Armed Forces of the Philippines. Aboitiz InfraCapital first vice president Christopher Camba will chair the Committee on Ways and Means. With over 20 years of corporate experience within the Aboitiz Group, he has had diverse roles spanning audit, finance, operations, marketing, risk management, and government relations. Commission on Appointments director and NDCP professor Vladimir Mata was elected head of the Homecoming Committee. He is a lieutenant colonel and currently acting commander of the Marine Reserve Brigade in Northern Luzon. Zamboanga del Sur First District Rep. Divina Grace Yu will serve as chairperson of the Committee on Chairmanship. She has been serving as Deputy House Speaker since 2020. Morong, Rizal RTC Branch 79 Judge Maria Josefina San Juan-Torres was chosen to chair the Committee on Awards. She is vice president of the International Association of Refugee and Migration Judges (Asia Pacific Chapter). Valenzuela City Administrator Atty. Jaime De Veyra will join Judge San Juan-Torres in the Awards Committee. He has held roles in the Public Estates Authority and the Philippine Mining Development Corporation as chief legal counsel and CEO. CGA Capt. Villar offers LRT-1extension project
Businessman Manuel B. Villar, hailed the richest Filipino by Forbes, is proposing to expand the LRT-1 Cavite Extension Project all the way to Dasmarinas, Cavite at no cost to the government. The entire LRT-1 extension project of the Light Rail Manila Corp. or LRMC covers major cities such as Quezon City, Caloocan, Manila, Pasay and Parañaque. It is designed to cater to up to 800,000 passengers daily. Villar’s proposal, which he said had already been on the table for quite some time, will extend the project further from Las Pinas City to Dasmarinas, Cavite with seven new stations. “We are negotiating now because I think they will stop there because it has been expensive since the land is not theirs,” Villar told reporters in an interview on Monday night. Sought for comment regarding the proposal, Transportation Undersecretary for Railways Cesar Chavez said: “(I) haven’t heard whether Villar Group has indeed submitted a proposal to LRMC for takeover of the Cavite segment of LRT1 Cavite Extension.” No cost estimate Villar, nonetheless, did not disclose how much the project would cost but he said “it will be big.” Notably, Villar said it was the Ayala and the Pangilinan Groups who reached out to him to start a partnership to take on the railway project. Likewise, he added that it will be easier for him because the alignment that his group proposed will pass through his vast land bank in Southern Metro Manila. Metro subway now 33% complete
The first-ever subway linking Valenzuela to the Ninoy Aquino International Airport Terminal is now 33 percent complete, the Department of Transportation reported Saturday. In a press conference, DoTr Undersecretary for Railways Cesar Chavez said part of the multi-billion peso Metro Manila Subway Project from Valenzuela to North Avenue, including 4 stations is almost complete. “We expect that before Christmas the Valenzuela corner Quirino will be completed,” Chavez added. However, Chavez said right of way remains to be an issue in several areas as some homeowners from posh subdivisions in Quezon City raised their concerns about the effect of the project on their houses. “It’s their fear we have to address and explained to them railway tracks will strengthen the foundations of their homes, aside from being ruled out that they are sitting on a sinkhole. The tunnel will also reinforce the ground,” Chavez explained. Acquiring lands that need to be used for the subway is also giving them challenges, but according to Justice Undersecretary Raul Vasquez. the government is still expected to have its way, especially if the area would be used for public services. “It’s the power of eminent domain the right of the state will prevail,” Vasquez said, adding that no one can also file or seek a restraining order over the project. After the Light Rail Transit fare adjustment, commuters riding the Metro Rail Transit line may have to shell out additional pesos in their daily fare expenses soon after the MRT management on Monday re-filed its petition for a fare increase. Based on the petition, the minimum fare, if approved, will increase to about P16 from the current P13, while the maximum fare will increase to roughly P34 from the current P28. According to Transportation Undersecretary Cesar Chavez, the fare adjustment will allow operators to improve the services, amenities, and technical capacities of the train lines. “Let’s make the rail system sustainable to build more and serve more. The DoTr will remain open and ready to dialogue with legislators and various sectors on this matter,” he said. “This approved fare increase is also on the right side of the future of the rail system. The government must respect the agreement it entered into with the private sector, and the government must also be sensitive to the welfare of the people in the long-term impact on the sustainability of the rail system,” he added. Chavez also noted that it would take the Department of Transportation’s rail regulatory Unit about two months to process the petition. It can be recalled that MRT-3’s fare hike petition was deferred due to “infirmities in complying with the requirements and procedure.” Like the LRT-1 and LRT-2, no fare adjustment has been approved for the MRT-3 for the last eight years. Last month, no less than President Ferdinand R. Marcos Jr. approved the implementation of the fare adjustment for LRT Lines 1 and 2. In approving the fare hike implementation, Marcos reportedly cited the improving employment figures and easing headline inflation rates, which he said would allow passengers to cope with the fare increase. The LRT-1 and LRT-2 minimum boarding fees increased to P13.29 from P11, plus an additional P1.21 per kilometer traveled from P1/km. The adjustments were supposed to be implemented sooner but Marcos previously appealed to the DoTr to defer the fare adjustment until it fully reassessed its economic impact on the riding public.
