Strong local banks buttress economy
The strong banking system is considered a source of strength for the economy, Bangko Sentral ng Pilipinas Deputy Governor Francisco Dakila Jr. declared during the Philippine Economic Briefing on 12 September 2023 in Dubai. The economic team visited the Middle Eastern country to discuss investment prospects in the Philippines, updates on the economy, the government’s spending priorities, fiscal and infrastructure programs, and recent reforms that further opened the economy to foreign investors. Around 80 senior executives representing investment funds, corporations, business associations and the media participated in the roadshow. Dakila said banks are well-capitalized with a capital adequacy ratio, or CAR, of 16.4 percent on a consolidated basis as of the end of last March, above the minimum thresholds set by the BSP and the Bank for International Settlements. Efficient funds conduit The Philippine banking system’s assets, deposits and profits also grew year-on-year by nine percent, eight percent, and 26.1 percent, respectively, in June this year. “Indeed, the country’s banking system continues to be an efficient and responsible intermediator of funds,” he added. BSP Assistant Governor Arifa Ala also highlighted the government’s efforts to promote Islamic finance, including the issuance of its first sovereign Sukuk or Shari’ah-compliant bonds, which can expand the Philippines’ engagement with Islamic financial markets. Sukuk are certificates that represent shares in the ownership of assets, services, projects, or investment activities. These are issued under Shari’ah principles. PBBM names Rosalia de Leon as Monetary Board member
Malacañang on Saturday announced that President Ferdinand Marcos Jr. has appointed National Treasurer Rosalia de Leon as a member of the Monetary Board of the Bangko Sentral ng Pilipinas. Marcos cited de Leon’s expertise and dedication to serving the finance sector in the country. De Leon, who has served three presidents as national treasurer, played a “critical role” in developing effective borrowing strategies and implementing credit enhancements to ensure access to the most cost-effective financing options. Marcos believes de Leon’s expertise in shaping monetary policies and managing foreign reserves can contribute to the stability of the country’s banking system. "I am profoundly honored to be entrusted with this prestigious role as a Monetary Board member of the Bangko Sentral ng Pilipinas,” De Leon said. "I recognize the significant impact my decisions in this role can have on the lives of our fellow Filipinos. Biden salutes ‘new era’ of united Japan, S. Korea in face of China
US President Joe Biden on Friday hailed a "new era" of unity with the leaders of South Korea and Japan as the allies unveiled new three-way security cooperation at a first-of-a-kind summit that has already rattled China. Going tieless in the Camp David presidential retreat, Biden praised the "political courage" of South Korean President Yoon Suk Yeol and Japanese Prime Minister Fumio Kishida in turning the page on historical animosity. "Our countries are stronger -- and the world will be safer -- as we stand together. I know that's a belief that we all three share," he told them as he opened the talks in the mountains west of Washington. Biden said the three would pursue "this new era of cooperation and renew our resolve to serve as a force of good across the Indo-Pacific and, quite frankly, around the world." The two treaty-bound US allies largely see eye to eye on the world -- and together are the base for some 84,500 US troops -- but such a summit would have been unthinkable until recently due to the legacy of Japan's harsh 1910-1945 occupation of the Korean peninsula. But Yoon, taking political risks at home, has turned the page by resolving a dispute over wartime forced labor, and now calling Japan a partner at a time of high tensions with both China and North Korea. "Today will be remembered as a historic day, where we established a firm institutional basis and commitments to the trilateral partnership," Yoon said. The three leaders will agree to a multi-year plan of regular exercises in all domains, going beyond one-off drills in response to North Korea, and will announce a "commitment to consult" during crises, said Jake Sullivan, Biden's national security advisor. The leaders will also agree to share real-time data on North Korea and to hold summits every year, officials said. Camp David marks the first time the three countries' leaders have met for a standalone summit, not on the sidelines of a larger event, and is the first diplomatic event since 2015 at the resort, which is synonymous with Middle East peacemaking. You can never become Westerner Jake Sullivan, Biden's national security advisor, said the summit would have an "affirmative vision" on how the countries can deliver together and was "not taking aim at a country." But Rahm Emanuel, the blunt-speaking US ambassador to Japan, took another tone when he previewed the summit, saying that the three powers "created something that is exactly what China was hoping would never happen." For Emanuel, the former congressman turned ambassador, China should understand one thing: "We are the rising power; they are declining." China has flexed its muscle both at home and in Asia under President Xi Jinping, exerting disputed maritime claims and carrying out major exercises near Taiwan, the self-ruling democracy claimed by Beijing. Chinese Foreign Minister Wang Yi urged the two economically developed Northeast Asian democracies instead to work with Beijing to "revitalize East Asia." "No matter how blond you dye your hair or how sharp you shape your nose, you can never become a European or American, you can never become a Westerner," he said in a video shared on official media. "We must know where our roots lie," he said. But China's pressure tactics have led to a sharp deterioration in its favorability in Japan and South Korea, which have traditionally been more discreet than the United States in their comments. Tensions have also risen with North Korea, which has launched a volley of missiles in recent months and is feared to respond with new action in response to the summit. As the Camp David summit opened, North Korea said it had scrambled jets in response to what it called a US spy plane's incursion. Global allies But the summit hopes to move beyond a focus on North Korea or even just Asia. Tokyo and Seoul have offered a major boost to Ukraine as major non-Western powers join pressure against Russia's invasion. The summit aims to institutionalize three-way cooperation to make it difficult for any reversal by a future leader -- a South Korean president who again seizes on hostility with Japan or, potentially, a return of Donald Trump, who has disparaged US troop commitments overseas as wasteful. To the surprise of many observers, Yoon's embrace of Japan has drawn relatively muted protests at home. Both Japanese and South Koreans feel that there are "a number of fundamentally aligned values and interests that should bring them together," said Mira Rapp-Hooper, senior director for East Asia and Oceania on the National Security Council. President Ferdinand Marcos Jr. has appointed Teodoro “Teddy Boy” Locsin Jr. as the President’s Special Envoy to the People’s Republic of China for Special Concerns, the Presidential Communications Office announced on Wednesday in a Facebook post. Locsin’s recent appointment came amid the resurgence of tensions in the West Philippine Sea between China and the Philippines. In a Viber message to Palace reporters, Communications Secretary Cheloy Garafil said Marcos appointed Locsin to boost the bilateral relations between the two countries. Locsin, who is the Foreign Affairs Secretary of then-President Rodrigo R. Duterte from 17 October to 30 June 2022, takes on the new task “in a concurrent position” as the Philippine Ambassador to the United Kingdom of Great Britain and Northern Ireland. The Chief Executive appointed Locsin UK ambassador with jurisdiction over Ireland, Isle of Man, Bailiwick of Jersey, and Bailiwick of Guernsey on 30 August 2022. During his tenure, he frequently lodged numerous diplomatic complaints and occasionally used the social media platform X (formerly Twitter) to criticize China. The newly-appointed special envoy is the son and namesake of Teodoro Locsin Sr., a journalist who was imprisoned during the 1970s for criticizing President Ferdinand Marcos Sr., the father of now President Ferdinand Marcos Jr. Following the overthrow of Marcos Sr. in 1986, the younger Locsin became the speechwriter and legal advisor to President Corazon Aquino. In November 2022, FCCM advised TMC on the issuance of up to P12.7 billion of convertible notes to Universal Healthcare Services, Pte., Ltd., which is managed by CVC. The move is part of the hospital’s recapitalization program. “The current industry environment is ripe with opportunity driven by a demand for quality healthcare services, an increase in healthcare spending, and a growing middle class population,” Ibasco said. The newly minted head of mission shares his overtures in improving Malaysia’s kindred ties with the Philippines and communal aspirations for the region, with the same bounded optimism that inspired Kuala Lumpur’s winning deeds in the development of the Bangsamoro. While Malaysia’s foreign-policy approaches may have differed over the years due to changing domestic and external factors, the basic principles have continued since independence. Asean remains the cornerstone of Malaysia’s foreign policy; the establishment of the Asean community in 2015 has significantly elevated the country’s approach and engagement regionally. Malaysia has shared to countries like the Philippines its experience and knowledge through various foreign-policy mechanisms, including the Malaysian Technical Cooperation Program, and linkages such as the Langkawi International Dialogue and bilateral humanitarian assistance. The country advocates the “Prosper thy neighbor” policy to enhance economic relations and cooperation with its adjacent countries through Brunei-Indonesia-Malaysia-the Philippines East Asean Growth Area, Indonesia-Malaysia-Thailand Growth Triangle and other entities. Two practical and viable areas that would benefit from closer cooperation are the halal industry and digital economy. In 2022, total trade between the two countries increased by 27.3 percent to $9.42 billion, compared to $7.85 billion in 2021. Malaysia’s exports to the Philippines increased by 24.6 percent to $6.41 billion. Main exports include electrical products, petroleum, palm oil and ancillary agricultural products. Malaysia remains a major global leader in the halal economy, sustaining its top position in the Global lslamic Economic Indicators for the 9th consecutive year. It has exported $13.51 billion to the world in 2022, up by 63.8 percent from the previous year. Major exports of halal products include food and beverages, ingredients, cosmetics and healthcare. Thus, with the Philippine government encouraging more halal business expansion and investment to serve 12 million Muslims, as well as non-Muslims, here, it is definitely one of the areas where Malaysians and Filipinos can collaborate. Acquiring quality education through world-class institutions is essential, from undergraduate to postgraduate levels. Malaysia is home to more than 200 universities and colleges with 10 international university branch campuses. Malaysian universities are not only ranked top in Asia; it is also progressing in international world rankings, providing a conducive academic environment with affordable international exposure and global career gateways. The country also takes pride in being one of the global pioneers in Islamic banking. Leveraging on existing capacities and expertise, Malaysia is offering tertiary education in Islamic banking and finance through International Center for Education in Islamic Finance. INCEIF has been collaborating with government institutions, such as the Malaysian Technical Cooperation Program, in providing training on Islamic banking products like Islamic securities, unit trust funds, stock broking and financial derivatives. Since Philippines and Malaysia have so many common denominators, Filipinos would feel at home studying in Malaysia. In tourism, last year we saw 80,046 Filipino tourists coming to Malaysia and 46,805 Malaysians coming to the Philippines. We have high hopes that the numbers will increase this year, looking forward to working together with the Philippine government on this front. Asean remains the cornerstone of Malaysia’s foreign policy and the establishment of the Asean community in 2015 has significantly elevated the country’s approach and engagement at the regional level, the nation’s well-being founded on the strong and friendly relations with other countries and its commitment to the multilateral system.
