Bridging healthcare gap

While the government has consistently strived to improve medical access, the reality remains that access to hospitals providing specialized healthcare services is still limited.  Almost all specialty hospitals are located in Metro Manila. We have here the Philippine Heart Center, Lung Center of the Philippines, National Kidney and Transplant Institute, and the Philippine Children’s Medical Center, among others. As these specialty hospitals are some of the best in our country, many of our Filipinos from the provinces who suffer from serious diseases are constrained to travel to Manila just to ensure that they receive quality, affordable and specialized healthcare services necessary for their conditions. Having to worry over transportation and accommodation expenses on top of the already burdensome medical costs is simply too much, especially for our poor Filipinos who can barely earn enough for their daily needs. As I visited many disadvantaged communities nationwide, scores of our kababayans sought me out not only for medical assistance but also for help with their transportation expenses going to Manila, where the only hospitals that can address their health needs are located. The glaring need to bring these specialized medical services closer to our people in the provinces encourages me to continue advocating for a measure that will mandate the establishment of regional specialty centers nationwide. It is high time that we unburden our fellow Filipinos of unnecessary long travels and additional expenses just to get these services needed to save their lives. On 17 May, I sponsored Senate Bill 2212, which seeks to mandate the Department of Health to establish specialty centers in existing DoH hospitals in different regions within five years, rather than constructing entirely new specialty hospitals — a cost-efficient, faster and practical solution to address the issue. The proposal also aligns with the Philippine Development Plan 2023-2028, signed by President Ferdinand Marcos Jr., which includes the establishment of specialty centers as part of the health-related legislative agenda of the administration. Moreover, if enacted into law, the DoH will be required to allocate capital outlay investments and work closely with the Department of Budget and Management to develop staffing patterns and standards for the specialty centers, securing positions for healthcare workers serving in these facilities. Particular emphasis will be placed on establishing heart, lung, and kidney centers that replicate the capabilities of the National Specialty Centers in Metro Manila. This is also a way to decongest our existing specialty hospitals. For instance, the establishment of mental health centers in various DoH hospitals would help decongest the National Center for Mental Health in Mandaluyong City. As chair of the Senate Committee on Health, I believe that physical, emotional, and mental health are all equally important, and I will continue to support measures that would protect and promote the different aspects of health as a whole. Thus, on the same day, I also co-sponsored the proposed Basic Education Mental Health and Well-Being Promotion Act filed by Senator Win Gatchalian. If said bill is passed into law, a Care Center in basic education schools will be established. This will not only benefit the students but also the teaching and non-teaching personnel. Previously, I likewise filed SBN 1786 which aims to mandate Public Higher Education Institutions to establish Mental Health Offices in their respective campuses. Meanwhile, together with my team, I was in Cagayan on 18 May to join in the Sarakat Festival, attend the inauguration of the Super Health Center, and provide aid to 1,500 indigents in the town of Santa Praxedes, where I was honored to be its adopted son. We then headed to Lal-lo town where I witnessed the groundbreaking of another Super Health Center and also led another relief operation for 1,500 more struggling residents in the town. The following day, I visited Jordan, Guimaras, where I attended a volleyball tournament as part of the Manggahan Festival of the province and personally checked on the operations of the Malasakit Center at Dr. Catalino Gallego Nava Provincial Hospital. We also aided 217 patients and 512 frontliners in the hospital while the Department of Social Welfare and Development assisted 118 qualified patients. Later that day, we visited Buenavista, Guimaras where I led the groundbreaking of the town’s Super Health Center, spearheaded a relief operation for 1,462 indigents, and visited local infrastructure initiatives we earlier supported during the Duterte administration such as the Buenavista Wharf and seawall. Last week, my outreach teams also helped many of our fellow Filipinos in need, including 50 indigents in Libertad, 50 in Salay, and 1,735 in Lagonglong, Misamis Oriental; 153 in Agusan del Norte; 255 in Belison, Antique; 419 in Laurel, Batangas; 150 in Quezon City; 1,550 in Manila City; 666 in Limay, Bataan; 108 in Malolos City, Bulacan; 233 in Maria Aurora in Aurora; 366 in Kalawit and 333 in Sibuco, Zamboanga del Norte; and 1,912 families affected by armed conflict in Datu Saudi Ampatuan, Maguindanao del Sur. Fire-hit households, including 21 in Lapu-Lapu City, 99 in Mandaue City, and 171 in Cebu City in the province of Cebu; and six in Angeles City, Pampanga were also assisted. Aside from pushing for the establishment of regional specialty centers, I continue to support our Malasakit Centers and Super Health Centers to provide more accessible medical assistance programs and basic health services, respectively, to more of our fellow Filipinos. It is my hope that, with the support of our fellow workers in the government, we can continue bringing medical services closer to the people, particularly the economically disadvantaged and those residing in far-flung areas, to help address the urgent need to bridge the healthcare gap across the country. After all, it is enshrined in our Constitution, as a matter of state policy, that “the State shall protect and promote the right to health of the people” and that “the State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at affordable cost.” As elected representatives of the Filipino people, it is our solemn duty to realize these state policies. These programs and measures will not only protect and promote such rights but will make this a living testament to our collective desire to help provide a more comfortable life for Filipinos. Kadayawan sa Dabaw now on its 38th year

Today, 20 August, is the culmination of Kadayawan sa Dabaw, touted to be the festival of all festivals in Mindanao. Now on its 38th year, the official festivity of Davao’s most colorful and bonggacious celebration started last 10 August. [caption id="attachment_173332" align="aligncenter" width="784"] street dancing at the festival. | Photographs By Henrylito Tacio For The Daily Tribune[/caption] [caption id="attachment_173333" align="aligncenter" width="763"] Floralfloat.[/caption] [caption id="attachment_173334" align="aligncenter" width="898"] The streets of the city were on fire as dancers stomped their feet, swayed their hips and cheered in their loudest voices.[/caption]   A week later, 17 August, Kristine Claire Tar of the Bagobo-Klata was crowned as this year’s Hiyas ng Kadayawan. “Hiyas sa Kadayawan is a great avenue for us to show not only for our strength as a tribe but to show as a woman that we are powerful, we have a voice and that we are talented,” she answered when asked the question: “How does Hiyas sa Kadayawan empower the women of Davao City?” “The Hiyas sa Kadayawan,” she further explained, “is a showcase of different diversity, the unique beauties of the 11 ethnolinguistic tribes of the city. It is a way for us to showcase our uniqueness and our diversity, and I am an example for that.” Tar then concluded her reply, “I, as a Hiyas, have experienced the great opportunity to show and share my voice, in sharing my advocacy and my plans as a tribal youth president, and as a woman.” First runner-up Juhana Sultan of the Maranao ethnic group was chosen as Hiyas sa Panaghiusa while Althea Asnawi of Taosug tribe settled for second runner-up as Hiyas sa Kalambuan. Sultan also got the following special awards: Eastern Smile of the Night, The Spectrum, Pau-Pau Choice, Hiyas of Mr. D.I.Y and Best in Cultural Presentation.   Street dances On the 19th, the streets were filled again with contingents from the city itself and even those from other provinces of Davao and even other regions with the execution of Indak-Indak sa Kadalanan. Some streets of the city were literally on fire as street dances stomped their feet, swayed their hips and shouted with their loudest voice ever during the event. Moving colors — mostly red, yellow, orange and green — flooded the streets. For the Davao City School-Based Category, there were six contingents: Apo Duwaling Dance Company of the Mabini National High School; Tribung Lacson Performing Arts and Ensemble of Lacon Integrated School; Sining Sayon Dawet Cultural Ensemble of Davao City National High School; Hinugyaw Dance Performing Arts of Don Enrique Bustamante National High School; Sining Mananayaw Ensemble of Catalunan Pequeno National High School; and the Performing Arts Company of Lapu-Lapu Elementary School. There were 13 entries in the Open Category or those contingents outside of Davao City. Davao Oriental was represented with four entries: Caraga Matimawa of Caraga National High School (from Caraga), Tribu Maganahay Matiao National High School (from Mati City), Banayan Performing Arts (from Banaybanay) and Rise and Shine Caraga of San Luis National High School. (also from Caraga). Davao del Norte had two entries: Madyaw Samalikha Cultural Dance Troupe (from Island Garden City of Samal) and Asuncion National High School Performing Arts Guild (from Asuncion). There was a lone entry from Davao de Oro: Indak Elizalde Performing Arts Guild of Elizalde National High School (from Maco). Entries outside of Davao Region were as follows: Tribung Balovebagueño (from Balabagan, Lanao del Sur), Agusan del Sur Artists’ Guild (from Agusan del Sur), Landan National High School Performing Arts Group (from Polomolok, South Cotabato), Kalingawan Dance Troupe (from Sto. Niño, South Cotabato), Gagandilan Akbar Performing Arts Guild (from Akbar, Basilan) and Sindac Anib Performing Arts Guild (from Bislig, Surigao del Sur). “The Indak-Indak sa Kadalanan is wildly popular because of the distinctively Mindanaoan beat and costumes,” one pundit commented. “Several tourists come to Davao to watch hundreds of people dancing with vigor in the streets, clad in their native attire and carrying extravagant props that would give Hollywood studios a serious run for their money.” Unlike in the past, the street dancing was moved to the afternoon instead of the usual morning. When asked why, Second District Council Al Ryan Alejandre, the festival spokesperson, told Davao media: “So, it will not be too hot for the children, and we have a good vantage view since it will be in the afternoon and the evening.” (Editor’s note: By the time this feature came out, the winners were already announced.)   ‘Pamulak sa Kadayawan’ Also today, August 20, the Pamulak sa Kadayawan will be held. It is a sight to behold as it is patterned after the Pasadena Parade of Roses in the United States — where flowers and fruits are set in colorful floats by business establishments, community assemblies and peoples’ organizations as they promenade on the streets symbolizing all the bounty sustainably enjoyed by the city’s residents. This year, the Daku Category has nine entries: Ipi Kadayawan Float, Kadayawan Kaleidoscope: A multicultural Float Gala, The Fruits of Love and Caring the Nature, Kahayas sa Kalipay (XVI Global Holdings B.V.), IQOR Nurturing Hands, Nurturing Hearts, Harmony in Motion: Vista Estates and Vista Mall Tribute, Fly with the Champions — Philippines Air Asia, Inc., The Davaoeño Spirit (Aeon Blue), and National Food Authority Region XII. The Gamay Category has 13 entries: Guardians Anti-Crime Phil, International Inc., Barangay Councilors League of the Philippines First District, Teleperformance, Kababaihan Group, Duterte Squad Solid Supporters Group, Hudyaka sa Sutherland, Black Hawk Extreme Riders of Davao, Inc., Eng Seng Products, Tahawrog Tribe, Own Your Future — Alorica Teleservices, Inc., The Cause and Effect — A and L Marketing Solutions Hub, Inc., and Balangay — Philippine Retirement Authority.   The Non-Competing Category has 14 entries. Perhaps not too many know that the festivity actually started in the 1970s when then Mayor Elias B. Lopez initiated tribal festivals featuring the lumad (native) and the Muslim tribes of Davao City where they showcase their dances and rituals of thanksgiving.  It was then called “Apo Duwaling,” in honor of the three royalties for which Davao is famous for — Mount Apo, durian and waling-waling. Filipinos in Taiwan farms

Thirty-one Taiwanese farms are hosting 49 young Filipino farmer-interns, who are now about to learn Taiwan’s agricultural technologies and skills to be able contribute to the Philippines’ national food security and agricultural progress. The farms are specializing in rice, vegetables, fruits, mushroom, poultry, swine, dairy and aquaculture production. Taiwan has been widely recognized as one of the leading countries in the field of tropical agriculture; think tropical crops and seedling, soil and pest management, agribusiness, food processing. Starting 2024, the Taiwan government will increase the number of Filipino interns from 50 per year to 100 in this capacity-development program. Chairman and resident representative of the Manila Economic and Cultural Office Silvestre Bello III witnessed how big strawberries and lapu-lapus can grow through agricultural technologies in Taiwan, where the capacity of rice production is three times that of the Philippines’. “There is a very big difference. That is why it’s very important to send our young farmers to Taiwan where they can learn new agricultural technologies,” Mr. Bello said. Mr. Bello told the farmers that he found out that an overwhelming percentage of Taiwan scholarship recipients from the Philippines stay in Taiwan after they graduate rather than coming back to contribute to the Philippines: “Those who graduate from this intensive program should be given the means to be able to introduce and practice that technology.” Thus, he is going to write President Marcos, advising the government to give the interns five hectares each after they come back so that the young farmers will be able to develop and apply whatever knowledge they learned “because the Philippines needs you.” While recent projections have shown a significant decline in the working-age population in Taiwan (with labor shortages predicted to reach 400,000 by 2030), many scholarship recipients from other countries chose to stay in Taiwan after they graduate. The main reason is that Taiwan provides scholarship programs, not to attract talent but to develop their knowledge and skills so that the graduates can go back to contribute to their respective countries. To be a friendly and welcoming host city, Taipei City, the capital of Taiwan, is holding Taipei MassKara Festival on 10 September in Little Manila to celebrate diversity and multiculturalism. Little Manila is a community in Taipei along the east side of Zhongshan North Road Section 3 between Minzu East Road and Nong’an Street, and along Nong’an Street and Dehui Street where you can find St. Christopher’s Church, King Wan Wan Shopping Mall in which numerous Filipino shops are located, and EEC Grocery and RJ Supermart where Filipino and Asian goods are sold. As a result, Filipinos in Taiwan love to visit Little Manila on Sunday to go to the church, eat Filipino food and buy groceries, and they can meet hundreds and thousands of kababayans there. According to the Department of Civil Affairs of the Taipei City government, the Taipei MassKara Festival was initiated in 2020, given the increasing number of new immigrants, foreign students and migrant workers. This year, the Taipei City government will subsidize NT$10,000, equals to P17,700, to each group comprising 20 people participating in the event. 2 ecozone firms close, 4,100 workers lose jobs

At least 4,100 workers lost their jobs with the closure of two locators inside the Mactan Economic Zone in Lapu-Lapu City, Cebu. Department of Labor and Employment in Central Visayas Regional Director Lilia Estillore said Mactan Apparel Inc. and First Glory Philippines Inc. have decided to cease operations due to high production and logistics cost. Mactan Apparel will retrench 3,500 workers while First Glory, a logistics company, will retrench 600 workers. Estillore said the 4,100 workers are to receive separation pay on 25 July as mandated by law. The amount will depend on the number of years that they have worked in their respective companies. Instead of paying them half month's salary per year of service, the two companies are giving their employees compensation equivalent to 18 days per year of service, according to Estillore. In addition,  the retrenched workers will be paid their compensation for the entire month of July even if they will no longer be asked to report for work until the end of the month, the DoLE official added. DoLE-7 can release P10,000 to P30,000 as livelihood grant for the said workers. Its "writeshop" will teach the workers how to create a project proposal that would make them qualify to avail of the agency's livelihood assistance, she said. Meanwhile, Labor group Partido Manggagawa denounced the retrenchment and asked the multinational company Adidas to explain why its supplier factories are closing down. "These are factory closures, not just mass layoffs. Even though the economy is growing, workers are suffering. More than 4,000 breadwinners have lost their jobs and their families will now have to deal with all the difficulties of joblessness," Dennis Derige, PM-Cebu Chapter spokesperson, said. Derige said there are three factories in MEZ that make sportswear exclusively for the global brand Adidas and is part of the Sports City conglomerate, the biggest MEZ employer that supplies global garment brands. The closure of the two MEZ factories resulted in the third wave of mass layoffs at Sports City. In September 2020, some 4,000 workers were retrenched while another 4,000 were displaced in September 2022. DAR employees to receive performance bonus

Department of Agrarian Reform Secretary Conrado Estrella III on Monday said department employees will receive their performance-based bonus this week. Estrella made the announcement as he expressed gratitude to all DAR employees who had been working hard, especially during the height of the pandemic in 2021. “With this bonus, we hope to inspire the best performers to continue their exemplary work in DAR, be a model to their colleagues, and prod others to work even harder to serve agrarian reform beneficiaries better,” Estrella said. PBB is an incentive mechanism given to reward government employees for good governance and meritorious performance of a government agency. Ninety-two percent of the 8,462 DAR employees will receive the PBB following a stringent evaluation of their performance at work for the year 2021. For this, the agency received P141.31 million from the Department of Budget and Management, Estrella explained. "This evaluation tool, the PBB, will help strengthen the accountability of DAR offices and DAR public servants to perform their mandated duties,” the DAR chief added. Under the guidelines, eligible agencies, departments and local government units are judged based on dimensions of accountability: performance results, process results, and citizen or client satisfaction results. To qualify for the grant, the government agency must attain a total score of at least 70 points and achieve at least a rating of four for at least three criteria based on the PBB scoring system. “I am very proud that the DAR scored 85 points; and for this, the employees will get 55.25 percent of their 2021 basic salary,” Estrella said. The PBB is based on Executive Order No. 80, series of 2012, which seeks to recognize and reward agencies and employees for exemplary performance in government. This covers all state workers, including those working in government-owned and controlled corporations and state universities and colleges. Bong Go provides additional support to TESDA graduates in Cebu

Senator Christopher "Bong" Go extended his congratulations to the graduates of the Technical Education and Skills Development Authority (TESDA) in Argao, Cebu, and provided them with additional support through his team. In his video message during the ceremonies held on 25 May, Go urged the graduates to employ their newly acquired skills to bolster the growth of the country's economy and help uplift their communities. “We need more skilled workers in various industries, and I encourage you, graduates, to use your newly acquired skills to help our country's economy grow. You are now equipped to contribute to our society and make a positive impact in your respective communities,” said Go. Go, likewise, extended his commendation to the TESDA instructors, trainers, and staff members who played an instrumental role in the success of the graduates. “Kung hindi dahil sa kanilang dedikasyon, hindi magiging posible ang programang ito,” he said. Following the ceremony, his team distributed assistance to the graduates in a relief activity held at the Argao Sports Complex. A total of 373 graduates received grocery packs, snacks, and shirts. He encouraged Cebuanos to avail of medical assistance from the Malasakit Centers located at the Cebu City Medical Center, St. Anthony Mother & Child Hospital, and Vicente Sotto Memorial Medical Center, both in Cebu City; Cebu South Medical Center in Talisay City; Eversley Childs Sanitarium Hospital in Mandaue City; Lapu-Lapu District Hospital; and Cebu Provincial Hospital in Carcar City. Go principally authored and sponsored the Malasakit Centers Act of 2019. There are now 157 Malasakit Centers nationwide which have assisted over seven million Filipinos, according to the DOH. As Vice Chair of the Senate Committee on Finance, Go likewise supported the construction of multipurpose buildings in Barili, Cordova, Ginatilan, Pilar, Tabogon, and Talisay City; improvement of existing roads in Alcantara, Alcoy, Alegria, Asturias, Balamban, Boljoon, Borbon, Carmen, Madrilejos, Malabuyoc, Minglanilla, Moalboal, Pinamungajan, Sibonga, Sogod, Tabogon, Tabuelan, Carcar City, and Naga City; improvement of flood mitigation structures in Catmon and Tuburan; installation of street lights in Asturias, Compostela, and Daanbantayan; and acquisition of ambulance units for Madridejos and Naga City.
