Go urges BFP to push modernization efforts

Senator Christopher ‘’Bong’’ Go on Friday urged the Bureau of Fire Protection (BFP) to continue its efforts to modernize and enhance its ranks by acquiring more fire trucks and equipment especially for the  remote areas in the country. Sen. Bong Go (Senate of the Philippines / MANILA BULLETIN FILE PHOTO) Go issued the statement after attending yesterday the ceremonial turnover at the Camp General Emilio Aguinaldo in Quezon City of the recently procured equipment of the BFP, including 84 units of 1,000 gallons capacity fire trucks, five units of aerial ladder, and three units of rescue trucks to be distributed by BFP to various local government units around the country.  “All over the country po ito ipapamahagi. Natutuwa po ako dahil ang gusto naman po natin ay mabigyan ng sapat na kagamitan laban sa sunog ang mga iba’t ibang lugar — hopefully sa lahat ng sulok po ng bansa ay handa po tayo,” Go said. (These will be distributed all over the country. I am happy because we want to give the appropriate fire-fighting equipment to different parts of the country.)    Go said there are many municipalities that have no financial capabilities to buy such an equipment. “Hopefully, patuloy pa ang pag-acquire nila ng mga panibagong equipment. Kinausap ko rin po si Dir. Embang na ikonsidera rin nila ‘yung mga maliliit na fire trucks na puwedeng pumasok sa mga liblib o masisikip na lugar kasi doon po madalas nagkakasunog,” Go said, referring to BFP Chief Jose Embang, Jr. (Hopefully, their acquisition of fire-fighting equipment will continue. I told Director Embang that BFP should consider buying small fire trucks that can enter narrow roads and congested areas where fires usually originate from.) Last February 11, 2020, Go joined President Duterte in witnessing the turnover of 74 fire trucks. The Senator also continues to provide aid to fire victims in different parts of the country.  “Mahirap po mawalan ng bahay at kagamitan dahil sa sunog at iba pang sakuna. Kaya po patuloy akong nagbibigay ng tulong sa mga biktima at nag-iiwan ng ngiti sa oras ng kanilang pagdadalamhati,” Go said. (It is hard to lose a house and personal belongings due to fires. That is why I continue to extend help to fire victims and give them a reason to smile during a time of grief.) “Bilang isang Senador at public servant, patuloy po akong magseserbisyo, lalo na sa mga mahihirap at nangangailangan na apektado ng krisis tulad ng sunog. Kasabay nito ay pagsisikapan ko bilang mambabatas na mas palakasin pa ang ating fire prevention and protection measures,” he added. As a lawmaker, I continue to help to strengthen our fire prevention and protection measures.)     As vice-chairman of the Senate Committee on Peace and Order and as a main advocate of fire protection modernization initiatives, one of Go’s priority bills is Senate Bill 204 which is now consolidated under Committee Report No. 111, otherwise known as BFP Modernization Act of 2020.  The measure is currently undergoing the period of interpellation in the Senate. The bill aims to ensure the hiring of more personnel, acquisition of modern fire equipment, and the conduct of training for firefighters of the BFP.  The bill will also empower local communities in preventing fire incidents by mandating the BFP to conduct monthly fire prevention campaigns and information drives in all local government units (LGUs), especially in vulnerable areas.  Go said President Duterte fully supports the modernization efforts of the BFP. “Ang sabi ng Pangulo, sabihin mo sa kanila huwag na nila ako unahin, ‘yung kagamitan ng mga sundalo at kapulisan at bumbero ang unahin natin,” he said. During the event, Go expressed his and Duterte’s full support for the country’s fire personnel, citing the government’s recent effort to increase the salaries and promote the welfare of the military and uniformed personnel.  “Full support po kami sa inyo. Unang-una po, ‘yung pangako niya pagkaupo pa lang niya bilang Pangulo, tinupad niya agad ang pangako niya,” Go said, referring to the increase in salaries provided to uniformed personnel, including firefighters. Go also said that he supports the President’s position of arming BFP personnel so they can help in the fight against criminality.  “We are currently studying this added measure of arming firefighters. They can also help in containing the spread of dangerous drugs.)    In addition to fire trucks and other modern equipment, Go also said that he is coordinating with BFP officials, government finance managers, and concerned agencies on how to also provide additional ambulance units to the BFP.  He said that providing ambulances will make the BFP more responsive in fulfilling its mandate and will be useful, especially in times of national emergencies given that their personnel are well-trained frontliners.  “Kapag mayroon nang vaccine kontra COVID-19, pwede pong tumulong ang BFP para mabakunahan ang mga tao. Nagtutulungan po lahat ng ating uniformed personnel, mula military, pulis, bumbero, at iba pa para maprotektahan ang kapakanan ng ating mga kababayan,” Go explained. Bong Go extends assistance to Caloocan indigents

The Office of Senator Christopher “Bong” Go, in coordination with Congresswoman Mitzi Cajayon-Uy, assisted impoverished residents of Caloocan City, through a relief operation held at the Congressional District Office on 16 and 17 October. During the event, 1,900 residents received masks, vitamins, shirts, and balls for basketball and volleyball from the senator. Additionally, there were select recipients of shoes, mobile phones, and watches. In a video message, Go, chairperson of the Senate Committee on Health and Demography, took the opportunity to address the residents and reminded them to prioritize their health. “Huwag nating kalimutan na ang kalusugan ay kayamanan, kaya the more we should invest in our healthcare system,” Go said. “Ang kalusugan ng bawat Pilipino ay katumbas ng mas maayos at maginhawang buhay para sa buong komunidad,” he added. He encouraged them to make use of the 31 Malasakit Centers in Metro Manila, including the one located at Dr. Jose N. Rodriguez Memorial Hospital in the city. These Malasakit Centers serve as convenient, one-stop shops that offer medical assistance programs to poor patients. Go, who principally authored and sponsored the Malasakit Centers Act of 2019, said there are currently 159 such centers nationwide. According to the Department of Health (DOH), these centers have benefitted more than seven million Filipinos. “One-stop shop, nasa loob ng hospital ang Malasakit Center. Moreover, Go championed the establishment of Super Health Centers, which aim to strengthen the healthcare system by providing access to basic medical services in strategic locations across the country. He consistently advocated for these facilities and emphasized their role in ensuring that more Filipinos have access to affordable healthcare at the grassroots level. "I will continue to support the expansion of Super Health Centers in our country to the best of my ability," Go said. "We have seen the tremendous impact of Super Health Centers in our communities, especially in rural areas. That is the goal of Super Health Centers – to bring government medical services closer to the people," he added. Sufficient funds have been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. In Caloocan, three Super Health Centers will be established through the collective efforts of the local government and fellow lawmakers. Moreover, Go highlighted the recent passage of Republic Act No. 11959 or the Regional Specialty Centers Act, which he principally sponsored and is one of the authors in the Senate. The said law mandates the establishment of Regional Specialty Centers within existing DOH regional hospitals. The team distributed masks and shirts to the identified beneficiaries, as well as shoes, and balls for basketball and volleyball to select recipients. Iyan po ang pwede kong i-alay sa inyo, ang kasipagan ko sa trabaho,” Go said in a video message. “Utusan n’yo lang po ako, parang kapitbahay lang tayo bilang isang adopted son ng inyong probinsya. Ayaw kong ituring nyo ako na ibang tao,” he added. Go stressed the significance of extending aid to impoverished individuals, and said government should prioritize the needs of the poor who were most affected by the COVID-19 pandemic and other crises. As principal author and sponsor of the Malasakit Centers Act of 2019, Go vowed to monitor the continuous operations of the Malasakit Centers, which has helped more than seven million Filipinos, according to the Department of Health (DOH). There are 159 Malasakit Centers nationwide so far. Indigent patients in Nueva Ecija can seek the services of the Malasakit Centers located at Eduardo L. Joson Memorial Hospital and Dr. Paulino J. Garcia Memorial Research and Medical Center (PJGMRMC), both in Cabanatuan City; and in Talavera General Hospital in Talavera town. “Ang Malasakit Center po ay batas na. Isinulong ko noon, nu’ng naging senador po ako nung 2019. Pinirmahan ni dating pangulong Rodrigo Duterte. It’s a one stop shop. Nasa loob na po ng ospital ang apat na ahensya ng gobyerno – PhilHealth, PCSO, DOH, DSWD na handang tumulong po sa ating mga kababayan. Para po ‘yan sa mga poor and indigent patients. Lapitan n’yo lang po ang pinakamalapit na Malasakit Center sa inyong lugar,” Go said. The senator also highlighted that Super Health Centers will be established in Cabanatuan City, San Leonardo, Aliga, Bongabon, Llanera, Science City of Muñoz, Zaragoza, Sto. Domingo and Rizal — the last two of which he personally inspected in February. The Super Health Centers are improved versions of polyclinics that offer basic health services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation center and telemedicine. Through the concerted efforts of DOH and fellow lawmakers, adequate funding has been allocated in the national budget for the establishment of 307 Super Health Centers in 2022 and 322 more in 2023. Go, vice chairperson of the Senate Committee on Finance, has supported several infrastructure projects in the province to help boost the local economy. Among these are the construction of the Talavera National High School Amphitheater; the rehabilitation of roads in Cabiao, General Tinio, Pantabangan, Zaragoza and Cabanatuan City; the construction of flood mitigation structures in General Tinio, Quezon, San Antonio and Zaragoza; the construction of multipurpose buildings in Gabaldon, Sta. Rosa and Cabanatuan City; the completion of the Dr. PJGMRMC in Cabanatuan City; the reconstruction of the Llanera public market; the rehabilitation of the Baloc public market; and the installation of streetlights in Zaragoza.  Bong Go gives support to rebuilding efforts for fire victims in Caloocan City

Senator Christopher “Bong” Go's team provided assistance to 44 fire victims in Caloocan City on Thursday, September 28. In his video message during his team’s relief activity at Bulwagan ng Katipunan, Go reiterated his support to ensure that families recover from the damages incurred. “Sa mga nasunugan, huwag ho kayong mag-alala. Sabi ko nga sa inyo noon, ang gamit ay nabibili. Ang pera ay kikitain, subalit ‘yung perang kikitain ay hindi po nabibili ang buhay. A lost life is a lost life forever,” said Go. “Pangalagaan at ingatan po natin ang buhay at kalusugan ng bawat isa. Ang importante po magtulungan tayo, sino pa ba ang magtutulungan kung ‘di tayo lang po kapwa natin Pilipino. Kaya po nandirito kami ngayon para tulungan kayong lahat mga kababayan ko,” he added. Go, through his team, provided masks, shirts, and balls for basketball and volleyball to all affected individuals while he also gave away shoes to select recipients. Meanwhile, a team from the National Housing Authority (NHA) extended emergency housing assistance to qualified families to further help them recover and get the materials they need to rebuild their homes. “Mayroon po akong isinusulong na programa noon para sa NHA. Ito po ‘yung pambili ng housing materials. Bibigyan po kayo ngayong araw na ito ng pambili ng materyales tulad ng pako, yero at iba pang kagamitang pampaayos ng bahay. Patuloy nating sinusuportahan ang implementasyon ng programa para makatulong po sa mga nasunugan nating kababayan na makabangon muli,” Go explained. Go also cited that the Bureau of Fire Protection (BFP) is currently undergoing a modernization program following the enactment of Republic Act No. 11589, also known as the BFP Modernization Act of 2021, which he primarily authored and co-sponsored. The Act shall enable the agency to respond faster and more effectively to fire-related incidents in the country as the mandated modernization program shall include procuring new fire equipment, expanding manpower, and conducting specialized training for firefighters, among others. Furthermore, it also mandates the BFP to conduct monthly fire prevention campaigns and information drives in partnership with the Department of the Interior and Local Government and local government units. Go, chairperson of the Senate Committee on Health and Demography, also reached out to residents with health concerns, advising them to utilize the services of any of the 31 Malasakit Centers in Metro Manila, including the one at Dr. Jose N. Rodriguez Memorial Hospital in Caloocan city. Malasakit Centers function as one-stop shops that provide convenient access to medical assistance programs for poor and indigent patients. DHSUD welcomes suggestions from all stakeholders to enhance PBBM’s ‘Pambansang Pabahay’

The Department of Human Settlements and Urban Development (DHSUD) is open to suggestions to further enhance President Ferdinand "Bongbong" R. Marcos Jr.'s Pambansang Pabahay para sa Pilipino Housing (4PH) Program aimed at addressing the decades-old housing backlog. DHSUD Secretary Jose Rizalino Acuzar said that while the 4PH is now rolling out nationwide, the Department welcomes recommendations from all stakeholders, particularly lawmakers, on how to further improve the flagship program for the benefit of poor Filipinos. "Ginagawa po ni Pangulong Bongbong Marcos Jr. at ng buong gobyerno ang lahat para ma-solusyunan ang deka-dekadang problema sa pabahay. Ang 4PH po ang nabuo namin na solusyon, dahil bagong concept po ito at malaking kaibahan sa mga dating housing programs, at maaari pang mapaganda kaya welcome po ang rekomendasyon ng lahat," Secretary Acuzar stressed. The 4PH aims to address the country’s housing need pegged at more than 6.5 million units that accumulated through the years. "Bukas po ang aming pinto sa DHSUD at handa kaming makinig at makipagtulungan sa lahat para mas matulungan ang ating mga kababayang nangangarap na magkaroon ng sariling tahanan na disente at abot-kaya," he added. Unlike previous government housing programs that heavily depended on the national budget, DHSUD is tapping private funds and investible funds from government financial institutions (GFIs) in the implementation of 4PH. Under 4PH, private developers and contractors would be given access to developmental loans to jumpstart housing projects. Upon completion and turnover to beneficiaries, the government would provide interest support of up to 5 percent to keep the monthly amortization affordable to the beneficiaries. The DHSUD chief also maintained that the 4PH is pro-poor and designed to uplift the lives of underprivileged Filipinos, especially the informal settler families (ISFs). He stressed that President Marcos Jr. is giving the underprivileged Filipinos a chance to own millions worth of asset in the form of housing through the 4PH. LTO to boost partnership with PNP to catch online scammers

Land Transportation Office chief, Assistant Secretary Atty. Vigor Mendoza II, on Sunday, said they would strengthen their partnership with the Philippine National Police in running after online scammers who are deceiving the public. Mendoza said the LTO would meet with the PNP, especially its Anti-Cybercrime Group (ACG) office, to further enhance the measures that will eradicate the illegal activities of these online scammers. “We will enhance our partnership with the PNP-ACG to catch these scammers who are proliferating online. 15 perish in QC fire

Fifteen people including a family of three and their 3-year old daughter perished in an early dawn fire that hit their garment shop at Pleasant View Subdivision in Tandang Sora, Quezon City, Thursday. Police identified the fatalities as Michael Cavilte, 44, the shop owner, his wife Maria Micaela Barbin, 23, and their daughter Erica Scarlet. The other victims who employed by Cavilte were stay-in workers, Wilmar Ritual, 25, Raffy Barrientos, 25, Julius Abarca, 20, Alfred Manuel, 23, Jayson Dominguez, 45, (driver), Carmina Abalos, 22, (quality checker), Teresa Cruz, 25, (printing staff), a certain Miya, 20 and Irene, 25, Clarise Encado, 25, Dianne Lopinal, 24, (quality checker) and a certain Daisy, 30, (stay-in helper). It is believed the victimes died of suffocation when the over one hour blaze ate up the entire garment shop as the fire started around 5:30 a.m. according to one of the two survivors, Eric John Cavilte, 25, the younger brother of the shop owner. The other survivor was identified only as Francisco, 20, who was also a shop helper. According to sources at the local Fire Department, the establishment owned by Cavilte, was issued with a Fire Safety Inspection Certificate last year on a 15-square meter that served as an 'office area.' The garment shop was located at the back of the office. "If it was inspected yearly, they would've discovered the space behind that office was used as garment shop," said one of the barangay officials who rushed to the scene, but did not want to be named. An inspection of the garment shop was never carried out by the local fire department because the office was the only declared commercial space. Records indicate that the area was considered properly inspected. Quezon City Fire Marshal Aristotle Bañaga  refused to answer questions from the media. Quezon City Mayor Joy Belmonte sent her sympathies and condolences to the families of the victims as she ordered a thorough investigation of whether the establishment adhered to the requirements of the Department of Building Official (DBO), Business Permit and Licensing Department (BPLD) or violated the National Building Code, Fire Code of the Philippines, zoning ordinance, business permit, occupancy and permit. "Taus-pusong nakikiramay ang lokal na pamahalaan ng Lungsod Quezon sa pamilya at kaanak ng mga biktima ng sunog sa isang gusali sa Barangay Tandang Sora ngayong umaga," Belmonte said in her statement. LTO warns public vs. individuals who pose as gov’t liaison officers

Land Transportation Office (LTO) chief Assistant Secretary Atty. Vigor Mendoza II on Sunday warned the public against individuals who are posing as liaison officers claiming they can make transcations in behalf of the government. Mendoza issued the warning after a man was nabbed in Muntinlupa City over large-scale cybercrime estafa after he allegedly posed as a government liaison coordinator for DOTr. The suspect supposedly asked for a P450,000 processing fee after claiming that he could process the LTO licensing and registration of motor vehicles needed for a franchising business. “I am reminding everyone to remain vigilant against these individuals who are pretending to be liaison officers and tricking the public for money. Maging mapanuri kayo at mag-doble ingat sa pakikipagtransaksyon upang hindi mabiktima ng ganitong mga klase ng scam,” Mendoza said. “We will not tolerate this kind of illegal activities. Alam naman ng publiko na sa mga opisina lamang ng LTO sila dapat nakikipag-transact at hindi sa kung sino-sino lamang. Marami sa ating mga kababayan ang hindi na nagdadalawang-isip sa panloloko dahil lamang sa salapi kaya dapat mag-ingat tayo,” he added. Mendoza said the LTO would work closely with security personnel to go after these individuals who are engaging in this kind of scam. In line with the directive of Transportation Secretary Jaime Bautista, Mendoza said the LTO exhaust all measures to curb this illegal act.
