Malta hosts fresh round of Ukraine-backed peace talks
A third round of Ukrainian-backed peace talks opened in Malta Saturday with representatives from more than 60 countries but without Moscow, which denounced it as a "blatantly anti-Russian event". Ukrainian President Volodymyr Zelensky addressed the first of two days of closed-door talks among national security and policy advisors, which he hopes will drum up support for his 10-point plan to end the war. In a statement on social media afterward, he said 66 countries had taken part in the talks, proof that his plan "has gradually become global". It follows similar meetings in Jeddah and Copenhagen this summer, with the Ukrainians hoping to eventually hold a summit at the level of heads of state. "The meeting confirmed the broad interest and increasing support for the key elements of Ukraine's Peace Formula," an EU official said Saturday. Against the backdrop of the Hamas-Israel war, it also showed "that restoration of just peace is important beyond Ukraine -- it is about a global plea for respect of international law". Russian foreign ministry spokeswoman Maria Zakharova however has dismissed the Malta talks as a "blatantly anti-Russian event". They had "nothing to do with the search for a peaceful resolution", she said on Thursday. "Obviously such gatherings have absolutely no perspective, they are simply counterproductive." China absent Participants in Malta included the United States, the EU, and Britain, staunch supporters of Kyiv following Russia's February 2022 invasion. Turkey, which has offered itself as a mediator between Ukraine and Russia, was also represented, according to a list seen by AFP before the talks opened. So too were South Africa, Brazil, and India -- all members of the influential BRICS bloc, which also includes Russia. South Africa and India have not condemned Russia's invasion, while Brazil has refused to join Western nations in sending arms to Ukraine or imposing sanctions on Moscow. China, which insists it is neutral and refuses to criticize the invasion, did not attend, despite being present in Jeddah in August, according to the EU official. Organizers were hoping for a joint statement from the Malta summit after both previous meetings ended without a final declaration. Andriy Yermak, the head of Ukraine's presidential office, said on Telegram that the discussions on Saturday were "lively" and focused on five key areas, notably the issue of Ukraine's territorial integrity. Zelensky's peace plan calls for Russia to withdraw all its troops from Ukraine's internationally recognized borders, including from the territory of Crimea, which it annexed in 2014. Russia, which claimed last year to have annexed the four Ukrainian regions of Lugansk, Donetsk, Kherson, and Zaporizhzhia, has rejected any settlement that would involve giving up land. The Malta talks are also looking at nuclear security, notably the need to ensure the safety of the Zaporizhzhia nuclear power plant, and how to protect Ukraine's energy infrastructure as winter approaches. The issue of food security was also on the agenda, as Russia blocks grain exports from Ukraine; and humanitarian issues, including the release of prisoners and the return of Ukrainian children to taken to Russia. "Russia will have to give in to the international community. It will have to accept our common conditions," Yermak said. Both Russia and Ukraine are preparing for a grueling winter ahead, with Ukraine warning of renewed strikes on its energy infrastructure and Russia pushing back against Kyiv's counteroffensive. Manhunt for US shooter presses on, leaving small town in fear
Thousands of anxious small-town Maine residents began a second day under lockdown Friday as police waging a sprawling manhunt struggled to find a US Army reservist accused of killing 18 people in America’s deadliest mass shooting this year. Dozens of law enforcement agents surrounded the family home of the suspect, Robert Card, 40, but by mid-evening agents left the property in Bowdoin, near Lewiston, Maine, to hunt for him elsewhere. A wide area around Lewiston remained locked down Friday, more than 24 hours after Card allegedly went on a rampage in which 13 people were also wounded. People in Lewiston were on edge, buzzing with talk of Card and the massacre. "Uneasy," said resident Jeremy Hiltz, when asked how he felt. "It's a small community . When something like this happens, everybody knows somebody" affected." Authorities erected roadblocks, ordered schools and businesses closed, and told residents to stay indoors. Governor Janet Mills said the suspect was considered armed and dangerous. Card was seen in surveillance footage pointing a semi-automatic rifle as he walked into the Just-in-Time bowling alley on Wednesday. In early evening, law enforcement agents surrounded the Card family home in Bowdoin, bringing in armored vehicles, and sending up drones and a helicopter. State police warned "please come outside" and "we don't want anyone to get hurt" over a loudspeaker near the home, but later said the warnings were routine and not confirmation that Card was inside. One longtime neighbor, Dave Letarte, said news of the shooting "floored me." "I would have never expected that from him," he told AFP of Card. Joseph Walker, a manager at the Schemengees Bar & Grille, was among those killed Wednesday night, his father, Leroy Walker, told NBC News. Walker said his family was "suffering and dying in a nightmare we don't understand." "We were up all night. We didn't know where to go, who to turn to," he said. Terror at bowling alley One survivor told television reporters that he was 15 feet (5 meters) from the gunman when he opened fire at the bowling alley. He thought at first it was a balloon popping. "And as soon as I turned and saw it was not a balloon and he was holding a weapon, I just booked it down the lane and I slid basically into where the pins are and climbed up into the machine and was on top of the machines for about 10 minutes until the cops got there," he said. Card is a member of the US Army Reserve, but had not been deployed in any combat zone. US media reported that he had recently been sent for psychiatric treatment after he said he was hearing voices. Hundreds of police in military style camouflage gear, as well as FBI agents, flooded the search zone in what Lewiston police chief David St. Pierre called "an all-hands-on-deck approach." Republicans oppose new laws This latest shooting is one of the deadliest in the United States since 2017, when a gunman opened fire on a crowded music festival in Las Vegas, killing 60 people. Mass shootings are common in the United States, a country with more privately owned guns than people, and strong political opposition to even minor restrictions on access. The country has recorded at least 565 mass shootings this year, according to the Gun Violence Archive, a nongovernmental organization that defines a mass shooting as four or more people wounded or killed. President Joe Biden called Maine's governor to offer federal support, and ordered flags to be lowered to half-staff at the White House and all government buildings. Biden added that the gun violence that plagues the United States "is not normal, and we cannot accept it," urging lawmakers to pass a bill banning assault weapons and high-capacity magazines. A Maine Democrat who holds a seat in the US House of Representatives, Jared Golden, flipped on this ban, saying that after the shooting in his state his previous opposition to such a restriction, which is supported by most in his party, was a mistake. "I have opposed efforts to ban deadly weapons of war, like the assault rifle used to carry out this crime," Golden said Thursday. "The time has now come for me to take responsibility for this failure," he added. But in a reminder that Congress will not be considering stronger gun ownership laws anytime soon, the newly installed Republican speaker of the House of Representatives, Mike Johnson, told Fox News that the reason for so many mass shootings in the United States "is the human heart, not guns." Hunt for ‘armed and dangerous’ US gunman who killed 18
Hundreds of police in the US state of Maine hunted Thursday for a fugitive gunman who killed 18 people at a bowling alley and a bar, as President Joe Biden mourned "yet another senseless and tragic mass shooting." The rampage in the small northeastern city of Lewiston also left 13 people wounded, three critically, in the deadliest shooting this year in America. A wide area around Lewiston was locked down during the tense search as authorities erected roadblocks, ordered schools and businesses closed, and told residents to stay indoors. Governor Janet Mills said the suspect was "considered armed and dangerous, and police advised that Maine people should not approach him under any circumstances." "This attack strikes at the very heart of who we are and the values we hold dear," Mills told a press conference. "This is a dark day for Maine." Police named the suspect as 40-year-old Robert Card -- seen in surveillance footage pointing a semi-automatic rifle as he walked into the Sparetime Recreation bowling alley. Police converged on the home of Card's father in nearby Bowdoin early Thursday evening, closing off roads. One longtime neighbor, Dave Letarte, said news of the shooting "floored me." "I would have never expected that from him," he told AFP of the younger Card. Joseph Walker, a manager at the Schemengees Bar & Grille, was among those killed the night before, his father Leroy Walker told NBC News. Walker said his family was "suffering and dying in a nightmare we don't understand. "We were up all night. We didn't know where to go, who to turn to," he said. Terror at bowling alley News outlets broadcast footage of people fleeing in terror from the Sparetime Recreation bowling alley after the shooting started Wednesday evening. One survivor told television reporters that he was 15 feet (5 meters) from the gunman when he opened fire. Card is a member of the US Army Reserve. US media reported that he had recently been sent for psychiatric treatment after he said he was hearing voices. Hundreds of police in military-style camouflage gear and FBI agents flooded the search zone in what Lewiston police chief David St. Pierre called "an all-hands-on-deck approach." "We continue to work tirelessly in bringing the situation to an end," he told reporters, vowing "to locate and hold the person accountable." Biden called Maine's governor to offer federal support and ordered flags to be lowered to half-staff at the White House and all government buildings. "Once again, our nation is in mourning after yet another senseless and tragic mass shooting," he said. Biden added that the gun violence that plagues the United States "is not normal, and we cannot accept it," urging lawmakers to pass a bill banning assault weapons and high-capacity magazines. Daily mass shootings Police and rescuers reportedly arrived at the Sparetime Recreation bowling alley at about 7:15 p.m. in response to an active shooter, and then received reports of another shooting at the Schemengees Bar & Grille. In surveillance images of Card at the bowling alley, he appeared calm and composed as he moved through the doorway with his rifle raised. Officers located a "vehicle of interest" -- a white sport utility vehicle -- in Lisbon, a town around eight miles (12 kilometers) from Lewiston. The shooting is one of the deadliest in the US since 2017, when a gunman opened fire on a crowded music festival in Las Vegas, killing 60 people. Mass shootings are alarmingly common in the United States, a country with more guns than people, and attempts to clamp down on their spread are always met with stiff resistance. The country has recorded at least 565 mass shootings this year, according to the Gun Violence Archive, a nongovernmental organization that defines a mass shooting as four or more people wounded or killed. Efforts to tighten gun controls routinely run up against opposition from Republicans, staunch defenders of the constitutional right to bear arms. The political paralysis endures despite widespread outrage over recurring shootings. The post Hunt for ‘armed and dangerous’ US gunman who killed 18 appeared first on Daily Tribune......»»
Crypto crackdown intensifies on Hamas finance
Cryptocurrency has become the latest front in the conflict between Israel and Hamas, analysts say. Israeli and US authorities have intensified their financial hunt into Hamas in recent days as they track illicit funds via digital currencies. Ari Redbord, global policy head at crypto tracking specialist TRM Labs, said there is now less crypto transfer activity on pro-Hamas support networks as a result. "We are seeing a lot less activity in some respects since the war began," Redbord told AFP. This is "primarily because Israel has been very aggressive and successful in taking down these fundraising efforts", he added. Israel has bombed Gaza in response to an unprecedented cross-border attack by Hamas militants who, while firing a massive rocket barrage, killed more than 1,400 people and took 222 hostages on 7 October, according to Israeli authorities. Israeli strikes have now killed more than 6,500 people in Gaza, according to the Hamas-run health ministry. Shadowy world Cryptocurrency is regarded as a speedy way to move cash that is unregulated by any central bank and is less traceable than a traditional bank transfer. The shadowy world of digital units, based on decentralized blockchain technology, has gained notoriety for illicit transactions due to its under-the-radar appeal. Two weeks ago, Israeli police revealed they had located and frozen accounts linked to Hamas that sought "to solicit donations on social networks" via Binance, the world's biggest cryptocurrency exchange. A Binance spokeswoman said it "follows internationally recognized sanctions rules, blocking the small number of accounts linked to illicit funds". Redbord, formerly a senior US government adviser, said Hamas had adopted crypto from 2019 at the latest, to seek funding via the Telegram messaging network and even on its own website. Hamas decided in April that it would no longer accept cash via Bitcoin due to increased global surveillance of the world's biggest digital unit. Crypto fundraising is now operated via a network of Hamas-linked support groups. TRM Labs has closely monitored virtual crypto wallets linked to such support groups since the start of the war. And it has concluded that much smaller amounts of cash than usual are being moved. Two weeks after the attacks, support group Gaza Now received less than $6,000 in one of its crypto wallets, Redbord noted. That compared with $800,000 in total since the wallet's creation in August 2021. Meanwhile, authorities are well aware that digital assets are a minor part of a complex funding picture. The US State Department estimates that Iran funnels $100 million per year to Palestinian groups including Hamas. 'Small piece of puzzle' "Cryptocurrency is a very small piece of a larger financing puzzle for Hamas," said Redbord. "They are looking to Iran; they're... imposing taxes on the Palestinians; they have a network of charities and a diaspora of supporters who are sending donations not in cryptocurrencies." "But crypto does play a role," he said. Digital currencies still represent a significant revenue stream for Hamas and other allied groups. Crypto addresses identified by Israel as being linked to Hamas received about $41 million between August 2020 and July 2023, according to Israeli analytics and software firm BitOK. Other crypto addresses linked to Islamic Jihad received in excess of $154 million between October 2022 and September 2023, with some still active, it adds. Some players in the sector simply turn a blind eye. "Some cryptoasset businesses are intentionally or unwittingly allowing misuse of the crypto ecosystem," said Joby Carpenter, an expert on the industry. "This trend is magnified where exchanges are based in lightly or unregulated jurisdictions," he told AFP. Bong Go appeals for immediate action to protect OFWs caught in Israel-Gaza Conflict
Senator Christopher "Bong" Go has issued an urgent appeal to various government agencies, including the Department of Migrant Workers (DMW), the Department of Foreign Affairs (DFA), and the Philippine Overseas Employment Administration (POEA), to conduct immediate action to account Overseas Filipino Workers (OFWs) affected by the ongoing conflict between Israel and Hamas in the Gaza Strip. As Vice Chair of the Senate Committee on Migrant Workers, Go emphasized the need for a swift and comprehensive inventory of affected OFWs, particularly those who may have been victims of violence. There is also a need to plan for their immediate repatriation when necessary. "The safety of our kababayans is paramount. I urge the DMW, DFA, and POEA to act swiftly and ensure that every Filipino worker is accounted for," said Go. The senator also appealed to OFWs to ensure their safety by coordinating with the Philippine Embassy in Tel Aviv. "I understand that many of you have built lives abroad, but your safety should always come first. Please coordinate with our embassy and avail yourselves of the government's assistance," Go advised. According to a recent report by the Overseas Workers Welfare Administration (OWWA), around 200 OFWs based in the Gaza Strip are currently being monitored due to the conflict. The Presidential Communications Office (PCO) has also released a statement on President Ferdinand R. Marcos, Jr.’s directive to DMW and OWWA to locate and account for all OFWs and their families in Israel. The government is also closely coordinating with the Philippine Embassy in Tel Aviv and the Migrant Workers Office (MWO) in Israel to ensure their safety and welfare. Meanwhile, DMW has opened a hotline, as well as several mobile numbers, to accept calls and queries from OFWs and the Filipino community who are in need of government assistance. Go urged OFWs to make use of these channels to protect fellow Filipinos. The senator is a long-time advocate of OFW welfare. He was one of the authors and co-sponsors of Republic Act No. 11641, which created the DMW. "The DMW Act was designed to protect our OFWs. Now, more than ever, it's time to put this law into action to protect our kababayans," Go emphasized. As the Israel-Gaza conflict continues to escalate, Go said that the Philippine government should take all necessary steps to ensure the safety and well-being of OFWs caught in the crossfire. "I call upon all relevant agencies to work hand in hand in this endeavor. Let us set aside bureaucracy and focus on immediate action. Lives are at stake here,” he urged. “Proteksyunan natin ang buhay ng bawat Pilipino nasaan man sila sa mundo lalo na ang mga itinuturing nating modern-day heroes na OFWs na nagtatrabaho para mayroong maitustos sa pamilya nilang naiwan,” he added,” Go concluded.
