‘Be BIDA ambassadors’: Abalos told Asiad medalists
Department of the Interior and Local Government Secretary Benhur Abalos on Friday urged the 33 Filipino medalists at the recent 19th Asian Games in China to serve as ambassadors of the government's flagship anti-illegal drugs advocacy program "Buhay Ingatan, Droga'y Ayawan" (BIDA). The call was made by Abalos to encourage and inspire more Filipino youth to focus on sports and other healthy and productive activities and turn away from the scourge of illegal drugs. Abalos appealed as he joined President Ferdinand R. Marcos Jr. during the "Gabi ng Parangal at Pasasalamat sa Bayaning Atletang Pilipino" ceremony held at the Rizal Memorial Stadium. Abalos said the 33 Filipino athletes who brought home medals from the recent 19th Asian Games in Hangzhou, China can serve as positive and effective role models for the Filipino youth, “as they have shown that engaging in sports can both be rewarding and beneficial for one’s health and well-being”. "One of the strategies of the BIDA program is to promote health and wellness activities to encourage people, especially the youth to lead healthy lives. At nakakasigurado ako na malaki ang maitutulong ng ating mga atletang Pilipino sa bagay na ito,” he said. For his part, President Marcos said that the victorious Filipino athletes made the country proud and boosted the morale of the entire nation. “To our hardworking coaches, the leaders of various sports associations, and of course, to our athletes, congratulations. On behalf of a proud and grateful nation, I salute and recognize the excellent performances that you displayed in the 19th Asian Games,” he said after conferring Presidential Citation Awards to the medalists. He also promised to increase the national government’s funding support for the athletes going forward, in pursuit of achieving better results in future international competitions. P6-B illegal drugs destruction saves thousands from ‘hell’ — Abalos
Department of the Interior and Local Government (DILG) Secretary Benhur Abalos said Sunday that the destruction by the government of P6-B worth of dangerous narcotics over the weekend had saved thousands of young people from the road to perdition. This was after a total of 247 kilograms of methamphetamine hydrochloride, or shabu, seized at the Manila International Container Port on 6 October 2023 were destroyed at a government facility in Trece Martires, Cavite through thermolysis last Friday, 20 October. Also burned were 206 kilograms of dimethyl sulfone, a shabu extender, recovered by the National Bureau of Investigation (NBI) in Mabalacat, Pampanga on 25 August this year. He commended the Philippine Drug Enforcement Agency (PDEA), the Philippine National Police, and the different drug enforcement units for their perseverance and hard work in the government’s anti-illegal drugs campaign. Abalos also stressed that with thermolysis, the dangerous substances were completely broken down and were impossible to reconstitute. He, likewise, urged the government’s drug enforcement units to relentlessly go after big syndicates to significantly reduce the supply of illegal drugs in the country. “This is the beauty of the whole-of-nation approach being espoused by our BIDA campaign. Hindi lang ang PDEA, PNP, NBI at AFP ang kikilos, lahat tayo ay may mahalagang papel at bida laban sa droga,” he said. For his part, PDEA Director General Moro Virgilio M. Lazo emphasized this renewed drug approach. “The PDEA’s strategy, in line with President Ferdinand R. Marcos Jr.’s anti-drug campaign thrust, is geared towards community rehabilitation, going after drug syndicates and getting rid of unscrupulous officials.” The post P6-B illegal drugs destruction saves thousands from ‘hell’ — Abalos appeared first on Daily Tribune......»»
Parent to Karapatan: ‘Please stop posting about my son, I beg you’
Former Overseas Filipino Worker Jerome Christopher David, father of Job who was among three rebel fighters said to have been captured in a military encounter, asked the activist group Karapatan to stop posting on social media about his son and two companions and painting them as victims of abduction or enforced disappearance. Whatever is your advocacy, you can do it in a peaceful manner. Please stop, I'm begging you). My son is now living peacefully,” he reiterated. Brigadier General Randolph Cabangbang, commanding general of the Army’s 203rd Infantry Brigade, revealed to the media that the parents of Job, Alia Encela and Peter del Monte are contemplating taking legal action against Karapatan for alleged continued harassment. “In fact, I’m discouraging them (parents) not to file what they think is a writ of Amparo. Sabi ko wala namang nakikinig sa Karapatan. Having said that, we’re consulting lawyers, we’re studying it,” Cabangbang said. “To Karapatan, hands off our families, hands off our children,” he said. NTF-ELCAC spokesman Joel Sy Egco, who is also ICOC director-designate, reiterated his warning to Karapatan to stop their donation drives using what he called the “abduct-surface-donate-release” scheme. “Kahit ano pa ang sasabihin niyo, kayo-kayo na lang ang naniniwala sa sinsabi niyo sa inyong echo chamber mismo (Whatever you say, only you listen to each other within your echoc chamber). NTF-ELCAC continues to gather evidences of your scamming activities and in due time charges will be filed against you,” he said. Egco said ELCAC’s National Secretariat led by Executive Director Undersecretary Ernesto Torres Jr. will support and assist parents and the Army if and when legal charges are ready to be filed against Karapatan and other such organizations. “Again, Encela, del Monte and David are not detained, they voluntarily submitted themselves to be in the custody of the military as they’re undergoing the processes of rebuilding their lives ruined by the CPP-NPA-NDF before joining their families and to mainstream society,” he said. The three were captured by Army troopers on September 23, 2023 during combat operations in Sitio Malaglag, Barangay Lisap in Bongabong, Oriental Mindoro. Cabangbang said he was relieved and looking forward to turning over the three former rebels to their parents safe and sound. "It’s a happy moment dahil buhay itong tatlo na sa di kalauna’y makakasama na nila muli ang kanilang mga magulang” (these three are alive and will be reunited soon with their parents), he said. During the conference, ICOC showed a 7-minute video clip of the parents and relatives of Encela, del Monte and David having happy moments hugging, laughing and eating together. Cabangbang also thanked the three former rebels for their voluntary insights and analysis of how their former comrades operate in his brigade’s area of operation. “For the past weeks, napakarami na po nilang naitulong sa ating brigade. They have been providing the necessary analysis and the information that we need, such that for the past two days may naengkwentro po na grupo nila because of their insightful analysis and correct and timely information,” Cabangbang added. In the encounter, the soldiers recovered three high-powered firearms and personal paraphernalia of the fleeing rebels. Cabangbang said they believed that two of the rebels were wounded because of blood traces from the recovered firearms and one of them could be the deputy commander of the group. “When I arrived here, there were only 15 NPA rebels in our AOR. Minus Alia, Peter and Job, only 12 remaining. We’ve already identified them all,” he said. Now, Cabangbang said, the three are reaching out to their former comrades to give up the armed struggle and surrender to the government. Bong Go honors educators as modern-day heroes on Teachers’ Day
Senator Christopher “Bong” Go, a member of the Senate Committee on Basic Education and adopted son of the CALABARZON region, personally attended the celebration of Teachers’ Day at the Ynares Sports Complex in Antipolo City, Rizal on Thursday, 5 October. Noong panahon ng pandemya, panahon po iyon na nag-a-adjust po kayo sa distance learning hanggang pabalik sa face-to-face learning,” Go said as he emphasized the pivotal role of teachers in shaping the nation's future. The event was also attended by Governor Nina Ricci Ynares, Mayor Casimiro “Jun” Ynares, and Vice Mayor Josefina Gatlabayan, among others. Mayor Ynares expressed his gratitude for Go’s continuous efforts to uplift the lives of Filipinos. “Sa araw din po na ito, I will make a confession. There is one thing that my teachers taught me which I occasionally do not follow at ito po yun: no copying. Natutunan ko later in public service na kapag may test, magandang mangopya. When one faces difficult tests in life, we can copy. Kinokopya ko po siya for two reasons: first, he has gone through many difficult tests in life; second, he is the kind of person who stands by others, who go through difficult tests in life. Una po ay commitment, pangalawa, compassion,” Mayor Ynares said, pertaining to Go. Furthermore, Mayor Ynares commended Go for his steadfast dedication, which serves as an inspiration for public servants and a reminder of the positive impact one can make when motivated by a genuine commitment to the public good. He extended his commitment to our countrymen. As he did so, the quality of commitment became the quality of compassion. During the event, Go provided gift packs to 5,902 educators and non-teaching staff. He also extended shirts, bicycles, mobile phones, shoes, and balls for basketball and volleyball to select recipients. Go in an interview after the event. In the Senate, Go co-authored and co-sponsored Senate Bill No. 1964, also known as the "Kabalikat sa Pagtuturo Act," which seeks to establish a system for providing teaching allowances to public school teachers. The proposed measure was approved on the third and final reading last May. In 2019, Go also authored and co-sponsored RA 11466, otherwise known as the Salary Standardization Law 5, which gives civilian government employees, including public school teachers, another round of salary increases broken down in tranches. Go likewise expressed his support for the proposed Salary Standardization Law 6, saying, “As co-sponsor and author of Salary Standardization Law 5 during the 18th Congress, sana po ay magkaroon pa ng bagong Salary Standardization Law 6. I’m one with the government in seeking to provide another increase in salaries for those working in the public sector.” Earlier, the senator also filed SBN 1190, which proposes expanding the use of the Special Education Fund, if enacted into law, to cover the operation and maintenance of public schools, payment of salaries and benefits for teaching and non-teaching personnel, and competency training for teaching personnel, among others. On the same day, Go provided assistance to indigents and inspected the San Isidro Super Health Center and the Antipolo City Hall of Justice which he supported in the past years. ‘Dapat maging mas handa tayo’ — Bong Go backs healthcare-related bills
Senator Christopher "Bong" Go expressed in an interview on Thursday, September 21, after attending the groundbreaking for the Super Health Center in San Mateo, Rizal, his full support for the establishment of the National Disease Prevention Management Authority, Medical Reserve Corps, and the Virology Institute of the Philippines. The measures were discussed during the third Legislative-Executive Development Advisory Council (LEDAC) meeting. When asked about the progress of these initiatives, Go, chairperson of the Senate Committee on Health, responded, "As chair po ng Senate Committee on Health, full support po ako dito." Hopefully, maipasa ito ngayong taon,” said Go. Go clarified that the NDPMA is essentially the same as the previously named Center for Disease Control and Prevention (CDC) bill. The senator emphasized the importance of being prepared for possible future pandemics, citing the country's experience with COVID-19. "Mas mabuti pong lagi tayong handa; meron tayong opisina na nakatutok po kung saka-sakaling may dumating na pandemya po sa buhay natin," he said. He recalled how the Research Institute for Tropical Medicine (RITM) became a crucial office for COVID-19 testing, despite almost losing its funding during the 2019 budget deliberations. He concluded by saying that he supports these initiatives that will benefit Filipinos, the healthcare system, and the less fortunate. The senator has filed his own versions of these measures in the Senate. Go has filed Senate Bill No. 195 or the creation of a Center for Disease Control (CDC). If passed into law, CDC will serve as the country's central hub for disease prevention, surveillance, and control, focusing on both infectious and non-communicable diseases. Another key legislative measure from Go is SBN 196, which seeks to establish a Virology Science and Technology Institute. The institute is envisioned as a center for virology that will enhance the country's capacity to study, detect, and combat emerging and re-emerging infectious diseases. He also filed SBN 1180 which seeks to establish a Medical Reserve Corps composed of individuals who have degrees in health-related fields but have yet to obtain professional licenses. The Medical Reserve Corps may be called upon to assist the national government and the local government units in their functions related to addressing the medical needs of the public in times of national emergencies. Bong Go honors police at PNP Service PSBRC Class 1998-Alpha’s 25th Anniversary
Senator Bong Go reiterated his support for the brave men and women who dedicated their lives to maintaining peace and order in the country during the 25th Anniversary celebration of the Philippine National Police Service Public Safety Basic Recruit Course Class 1998-Alpha at the Acacia Hotel in Davao City. Go affirmed his commitment to continuing these efforts, pledging to create more programs and measures that will uplift the lives of police officers and their families. It can be recalled that prior to his election in the Senate, Go served as a Special Assistant to the President during the Duterte administration, during which, he helped Duterte fulfill the salary hike of the government's military and uniformed personnel. The senator has also introduced Senate Bill No. 422, aiming to provide free legal assistance to members of the armed forces and police who face charges related to their official duties. Recognizing the heavy responsibilities placed on these uniformed personnel, the senator emphasized the importance of ensuring they receive proper legal support. Go also agreed with Defense Secretary Gilberto "Gibo" Teodoro, Jr.'s position opposing the introduction of mandatory contributions and elimination of automatic indexation for military pensioners. Meanwhile, Go urged all those who serve in the various branches of the nation's defense and security forces to maintain their focus on serving the Filipino people. The senator assured them that he will continue to stand by their side and provide support to the best of his capacity. Salamat at magandang hapon sa inyong lahat,” he concluded. The post Bong Go honors police at PNP Service PSBRC Class 1998-Alpha’s 25th Anniversary appeared first on Daily Tribune......»»
Bong Go joins Asian Games send-off; renews advocacy for athletes’ welfare
Senator Christopher "Bong" Go recognized athletes, coaches, and sports officials for their contributions to Philippine sports and their crucial roles in representing the nation on the international stage, during the send-off ceremony on Monday, 18 September, at the Philippine International Convention Center (PICC) in Pasay City, for Filipino participants in the 19th Asian Games and 4th Asian Para Games in Hangzhou, China. “Today, we gather here not only to celebrate the excellence of our athletes but also to bid them the best of luck as they embark on a journey to represent our great nation at the 19th Asian Games and 4th Asian Para Games in Hangzhou, China," said Go. Go took the opportunity to shed light on his proposed Senate Bill No. 2116, which aims to amend Republic Act No. 10699, also known as the National Athletes and Coaches Benefits and Incentives Act. "This bill which I authored carries the potential to bring about positive change in the lives of our athletes, particularly our para-athletes," he said. Go emphasized the need to increase the incentives for para-athletes, stating, "Sana po’y ma-increase naman rin po ang kanilang incentives na natatanggap dahil ‘yung honor po na dala nila sa ating bayan, pareho naman po ‘yong gold, silver, bronze at pinaghirapan rin po nila." The proposed measures seek to upgrade the incentives for para-athletes. This bill intends to provide equal opportunities and recognition to all athletes, thereby promoting inclusivity and diversity in sports. "The heart of this legislation is inclusivity and equality. It aims to elevate or increase the incentives for our para-athletes," he mentioned. Go, vice chairperson of the Senate Committee on Finance said he continues to advocate for additional budget for sports programs under the Philippine Sports Commission (PSC). "During the budget deliberation last year, ang ipinasa po na budget ng PSC more or less about P200 million. Ako po mismo sa Senado bilang inyong chairman po ng Committee on Sports and as vice chair ng Committee on Finance, isinulong ko talaga na madagdagan po ng P1 billion po ang pondo ng Philippine Sports Commission," he said. He revealed that during the budget deliberations last year, he sponsored and successfully secured financial support for athletes participating in international competitions such as the 2023 Southeast Asian Games, which took place in Cambodia, and the forthcoming Asian Games in China. He also disclosed the allocation of P50 million through the PSC for the Asian Games, along with P30 million specifically for Asian para-games. Go also highlighted the importance of collaboration between the government and the private sector in achieving sports excellence. "’Pag nagsama ang gobyerno at pribadong sektor, walang imposible.” Meanwhile, in his speech, the senator also touched on the state of sports facilities in the country, emphasizing the need for comfortable training grounds for athletes. In line with his focus on grassroots sports development, Go also spoke about the National Academy of Sports (NAS), a fully operational institution located in New Clark City in Tarlac. "Ngayon po pwede na pong mag-aral at the same time mag-training, training at the same time mag-aral diyan po sa National Academy of Sports," he said. This initiative aims to ensure that athletes do not have to sacrifice their education for their sports careers. Former president Rodrigo Duterte signed RA 11470 in June 2020, which provides for the establishment of the NAS System and its main campus. Go was an author and co-sponsor of the measure. Go is also prioritizing the institutionalization of the Philippine National Games (PNG) as a platform to scout and recruit athletes for the national pool. He filed SBN 423, or the proposed PNG Act, which seeks to create a nationwide platform for athletes, particularly the youth, to display their abilities. During the ambush interview, Go also emphasized the importance of grassroots programs in encouraging youth to engage in sports and lead a healthy lifestyle. "Grassroots program, it's one way na ma-e-engganyo natin ang ating mga kabataan to get into sports, stay away from drugs, and to keep us healthy and fit," he said. He further elaborated on the connection between sports and health, saying, "Malaking bagay na fit tayo. Toward the end of his speech, Go expressed his gratitude to President Ferdinand Marcos Jr. for his unwavering support for Filipino athletes. "Salamat po mga athletes. And of course, gusto ko rin pong pasalamatan ang suporta po sa atin ng ating mahal na Pangulong Bongbong Marcos sa suporta niya sa SEA Games, sa Asian Games, at sa lahat pa po ng future competition," he said. Go likewise extended his thanks to PSC Chairman Dickie Bachmann, Philippine Olympic Committee President Abraham Tolentino, and the Philippine Paralympic Committee President Michael Barredo for their ongoing support and contribution to the athletic community. He likewise thanked the athletes, para-athletes, and coaches for their dedication and sacrifices in training. As the athletes prepare for their journey to Hangzhou, China, Go assured them of his full support. "To our athletes, I know that we stand with you every step of the way. We believe in your potential, and we are confident that you will make our country proud on the international stage," he concluded. The upcoming Asian Games will be held in Hangzhou, China, from September 23 to October 8. The event was originally scheduled for 2022 but was postponed due to the COVID-19 pandemic. Bong Go urges DOH to intensify info drive on health programs
Senator Christopher "Bong" Go has made an urgent appeal to the Department of Health (DOH) to intensify its information dissemination efforts in light of a recent national survey, which showed that most Filipinos are unaware of the various health programs intended to benefit them. The survey, conducted by data analytics firm Capstone-Intel Corp., found that while 83 percent of the 1,205 participants were aware of DOH's functions, only 50 percent were aware of the government's HIV/AIDS programs. Awareness levels for other programs like Universal Health Care, National Tuberculosis Control, and mental health were even lower, ranging from 28 to 45 percent. Go, who has been an advocate for better access to healthcare services, urged DOH to take these findings seriously. "The lack of awareness is a reflection of lives that could be at risk. We need to step up our information campaigns, especially in far-flung areas," said Go. Go emphasized the importance of utilizing various platforms, including social media, to reach a wider audience. "We need to be where the people are. Go also stressed the need for collaboration with local government units (LGUs) to ensure that information reaches even the most remote areas. They are our partners in making sure that every Filipino is aware of the health services available to them," he said. “Bukod sa impormasyon, dapat ilapit natin talaga ang serbisyo at tulong, kasama na dyan ang gamot, konsultasyon, primary care at early detection of diseases sa mga komunidad,” he added. Meanwhile, the senator also highlighted his ongoing efforts to bring services closer to the people through initiatives like Malasakit Centers, Super Health Centers, and Regional Specialty Centers. Malasakit Centers bring together representatives from the Department of Social Welfare and Development (DSWD), DOH, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. These one-stop shops aim to support impoverished patients in reducing their hospital costs to the least possible amount. Go is the principal author and sponsor of Republic Act No. 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program. To date, 159 operational centers have helped more than seven million Filipinos nationwide, according to DOH. He likewise reiterated his commitment to support the establishment of more Super Health Centers across the country, considering how they can significantly help reduce hospital occupancy rates while bringing government medical services closer to the grassroots. Services offered in Super Health Centers include database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation centers, and telemedicine. Go also principally sponsored and is one of the authors of Republic Act No. 11959, also known as the Regional Specialty Centers Act, which was signed into law by President Ferdinand “Bongbong” Marcos, Jr. on August 24. The law mandates the establishment of regional specialty centers within existing DOH regional hospitals. It stands as a testament to the commitment of the government to uplift the nation's health infrastructure. Go then emphasized that the ultimate goal is to bring both vital information and actual services closer to the Filipino people. "We have to bridge the gap. Let's make healthcare not just something people hear about but something they can actually experience and benefit from," he concluded. BIDA program gains support from Philippine Councilors League-Olongapo
The government’s anti-illegal drugs advocacy campaign program Buhay Ingatan, Droga’y Ayawan or BIDA got a big boost as the Philippine Councilors League- Olongapo City chapter signed a covenant with the Department of the Interior and Local Government expressing support and commitment to President Ferdinand Marcos, Jr.’s vision of a drug-free society. DILG Secretary Benhur Abalos welcomed the support of PCL as he underscored the vital role of each sector of society — national government agencies, local government units, religious organizations, civil society, academe, and the private sector—in the whole-of-nation approach to put an end to the drug menace. That is what BIDA is all about. It is not only about supply reduction but also about demand reduction,”Abalos said during the PCL Week celebration in Olongapo City. “Itong laban na ito ay para sa mga anak natin, and we are going to approach it the right way,” he added. Among those who signed the BIDA Covenant were Olongapo City Mayor Atty. Rolen Paulino Jr., PCL Olongapo Chapter President and National Secretary General Gina Gulanes Perez, Olongapo City officials and barangay captains, and PCL members from Region 3. During the event, Abalos also urged LGUs and the councilors to wage a war not only on drugs but also on poor nutrition and stunting as statistics show that 1 out of 3 Filipino children are stunted. He shared his best practices during his term as Mayor of Mandaluyong City when he launched programs targeting the nutrition of pregnant mothers and interventions in the first 1000 days of life of a child for optimum development. His initiatives earned for the city the highest award conferred to an LGU - the Nutrition Honor Award. “What is important is we are all here right now. The government cannot do it alone. Everyone has a role here. Ang importante gawa, hindi salita,” he said. The post BIDA program gains support from Philippine Councilors League-Olongapo appeared first on Daily Tribune......»»
Bong Go shares Gibo’s stance against proposed MUP reform
Senator Christopher "Bong" Go expressed his alignment with Defense Secretary Gilberto "Gibo" Teodoro Jr.‘s stance against the proposed military pension reform particularly on the issue of imposing mandatory contributions and removing the automatic indexation for military pensioners. "It was also reported that Secretary Teodoro does not agree with the proposed mandatory contributions and the removal of the automatic indexation of our military personnel," Go stated during the Commission on Appointments committee hearing on Wednesday, 13 September. Go then elaborated on his stance, emphasizing that there are alternative ways to address financial needs without affecting the pensions of current retirees and those still in active service. Go also took the opportunity to remind his colleagues of the efforts made during the term of former president Rodrigo Duterte to increase the salaries of military and uniformed personnel. He then elaborated on the collective efforts made to achieve this salary increase. "Nagpursige din tayo upang maisakatuparan ito noong hindi pa po ako senador at naniniwala po ako na marami pong sumuporta dito sa last Congress," he continued. Go also expressed his concerns about the potential impact of mandatory contributions on the increased salaries. The senator further emphasized the need to consider the long-term impact of the proposed pension reform on the lives of current military personnel. Go has consistently emphasized the need for fiscal stability while ensuring the welfare of military and uniformed personnel. He has previously suggested that any pension reform should not adversely affect pensioners and those still in active service. On the same day, Go expressed his full support for Teodoro's ad interim appointment as Secretary of the Department of National Defense (DND). "As we discuss the welfare of our uniformed personnel, it's crucial that we have a competent and reliable individual leading the DND. I fully support the ad interim appointment of Secretary Gibo Teodoro for this role," Go declared. He praised Teodoro's previous performance as DND secretary under the administration of former president Gloria Macapagal-Arroyo, stating, “Sec. Gibo Teodoro Jr. is a man of competence and integrity. He also mentioned that Teodoro's primary objectives during his previous term were focused on modernizing the Armed Forces of the Philippines (AFP) and DND personnel, upholding human rights, and taking a proactive approach to disaster risk management. The senator also took the opportunity to discuss his own advocacy for disaster preparedness. "Like Secretary Gibo, I share the same advocacy in strengthening our country’s disaster preparedness and response, which is why I filed for the creation of the Department of Disaster Resilience (DND).” Earlier, Go filed Senate Bill No. 188, which aims to establish the DDR to centralize efforts, streamline coordination, and ensure a more swift and effective response to emergencies. “This proposed department will be headed by a cabinet secretary. The creation of the said department, if enacted into law, shall concentrate on three key result areas, namely: disaster risk reduction, disaster preparedness and response, and recovery and building forward better. Towards the end of his speech, Go extended his trust and confidence in Teodoro. "Mr. Secretary, you have my full trust and confidence. Ako po ay naniniwala that under your watch, mas lalo pa ninyong mapapalakas ang ating defense department at mga programang nakapaloob dito," he concluded. DILG’s BIDA Program rolled out in Zamboanga del Sur
Department of the Interior and Local Government (DILG) Secretary Benhur Abalos led the rollout of the "Buhay Ingatan, Droga’y Ayawan" (BIDA) Program in Zamboanga del Sur on Thursday morning. The BIDA Program launch was one of the highlights of the 71st Araw ng Zamboanga del Sur celebration at the Mega Gymnasium Provincial Government Complex, Dao, Pagadian City, which Abalos attended as a guest of honor and speaker. In his message before an estimated crowd of 1,500 Zambosurians, the DILG chief highlighted the critical role of local government units (LGUs) and other sectors of society in addressing the drug menace through education, prevention, and rehabilitation to complement the relentless anti-drug operations of law enforcement agencies. It’s not only about supply reduction. But most importantly, it's about demand reduction,” Abalos said. Furthermore, the DILG secretary congratulated the province of Zamboanga del Sur on its 71st Charter Day celebration. He also commended the leadership of Governor Victor J. Yu, who focused his governance through HEARTS or Health, Education and Environment, Agriculture, Roads and Bridges, Tourism, and Security. Abalos ended his message by inspiring local officials to continue heed the call of President Marcos for unity. “Iisang bangka tayo. We are given this opportunity, let's make the most out of it. It's time to make a difference for our province, for our city, and most specially for our country. Magtulungan tayo," he said. Named as one of the best government initiatives in Asia by international award-giving body GovMedia Awards, the BIDA Program has already been rolled out to over 700 LGUs nationwide since it was officially launched in November last year, initiating several activities such as BIDA Fun Runs, Serbisyo Caravans, Zumba sessions, cycling events, workshops, and seminars. Meanwhile, DILG Undersecretary for Local Goverment Marlo Iringan, during the Laging Handa press briefing in Malacañang, said the BIDA Program has been going around the country, in line with the administration of President Ferdinand R. Marcos Jr.'s continued campaign against illegal drugs with a renewed focus on demand reduction through a whole-of-nation approach. Subalit katulad ng nabanggit ko, this is only one of the strategies to generate support against illegal drugs. DILG and Xavier University-Ateneo de Cagayan partner on BIDA The DILG's BIDA Program has also gained anti-illegal drug advocates among the youth of Cagayan de Oro with the signing of a memorandum of agreement with Xavier University-Ateneo De Cagayan. Abalos said the important role of schools like Xavier University-Ateneo De Cagayan and the church in the whole-of-nation BIDA campaign dwells on the holistic formation of the values of the youth and helping them lead productive lives away from the temptation of illegal drugs. DILG Region X Regional Director Wilhelm M. Suyko, who signed the MOA on behalf of the DILG, said youth involvement is a significant and strategic approach to further strengthen the advocacy of the program. “The good thing about this partnership is that this will also be an opportunity to involve the youth in this campaign. We believe that our students could make a change and that they are our instruments in communicating effectively with the youth as well,” Suyko said. DILG’s BIDA program reaches South Cotabato
The Department of the Interior and Local Government on Tuesday said its anti-illegal drugs advocacy program "Buhay Ingatan, Droga’y Ayawan" (BIDA) has reached the Municipality of Polomolok in South Cotabato where around 4,000 runners and advocates joined the 4-kilometer “BIDA Run sa Bagong Polomolok 2023” early Saturday morning. DILG Undersecretary Margarita Gutierrez, who led the early morning run, urged all local government units (LGUs) to sustain the momentum initiated by the BIDA program “to ensure that the aspiration of President Ferdinand R. Marcos Jr. of having a drug-free Philippines will turn into reality in the nearest future.” And I am very delighted by your resounding response to our call for unity,” she said. Gutierrez said that as the new face of the national government’s anti-illegal drugs program, BIDA seeks to incite the participation of various sectors of society to attain its goal. “As DILG Secretary Benhur Abalos said, there are no shortcuts to victory over drugs. The only effective way is a comprehensive, long-term approach, which combines effective law enforcement with prevention, treatment, and social support,” she said. BIDA is a whole-of-nation, whole-of-government approach involving the national agencies, local government units, academe, faith-based sector, and the private sector that focuses more on drug demand reduction and rehabilitation alongside law enforcement operations. Polomolok Mayor Bernie T. Palencia expressed his appreciation to DILG Secretary Benhur Abalos for leading the BIDA program and committed the full support of the municipality to the national government’s anti-illegal drugs campaign bannered by the BIDA Program. PCUP airs support to DHSUD’s pro-poor ‘Pambansang Pabahay’
The Presidential Commission for the Urban Poor has fully supported the Department of Human Settlements and Urban Development's implementation of the pro-poor Pambansang Pabahay para sa Pilipino Program. In a social media post, PCUP Commissioner Andre Niccolo Tayag stated the Commission's support for DHSUD Secretary Jose Rizalino Acuzar and the flagship 4PH program. Commissioner Tayag's pronouncement was in response to Secretary Acuzar’s statement reiterating the need for all stakeholders to unite in addressing the country’s housing backlog pegged at more than 6.5 million units. Secretary Acuzar thanked PCUP leadership for its support to DHSUD and 4PH. The DHSUD chief stressed that President Ferdinand R. Marcos Jr.'s flagship 4PH program is pro-poor and designed to uplift the condition of underprivileged Filipinos, particularly the informal settler families (ISFs). At the early stages of the 4PH, Secretary Acuzar met with various cause-oriented and urban poor groups to discuss the program and get their input. Among those groups was the Urban Poor Action Committee, an umbrella organization of several urban poor groups; Bayan and Bayan Muna, including transport groups. Bong Go advocates for additional funding for healthcare programs
Senator Christopher "Bong" Go, chairperson of the Senate Committee on Health and vice chairperson of the Finance Committee, expressed his concerns about the proposed budget cut for the Department of Health in 2024, stressing the critical importance of healthcare, particularly as the country continues to recover from the pandemic. According to the 2024 National Expenditure Program (NEP), reductions are proposed in various healthcare programs. For instance, the Health Facilities Enhancement Program is slated to be cut from P26.8 billion in 2023 to P22.9 billion in 2024. Similarly, the budget for the prevention and control of infectious diseases is proposed to be reduced from P5.8 billion to P4.8 billion. He stressed that the government should allocate sufficient funds for health programs led by DOH. The senator also highlighted the urgency of strengthening the healthcare system, especially in the wake of the COVID-19 pandemic. Nakita natin ang kakulangan ng ating sistemang pangkalusugan," he said. Despite the challenges, Go sees the pandemic as an opportunity to focus on areas that need improvement. "At dahil dito, sabi ko nga, ‘the more we should invest sa ating healthcare system.’" Go recounted his efforts to increase the DOH budget last year from P296B to P316B for 2023. He also mentioned his opposition to cutting the budget for the Research Institute for Tropical Medicine (RITM) in 2019. "Hindi po tayo pumayag. In fact, dinagdagan pa natin sila noong budget deliberations," he said, adding that RITM has proven to be a crucial institution during the pandemic. The senator also pushed for additional funding for the Cancer Assistance Fund, which was not initially part of the proposed 2023 budget. "Maganda na napondohan ito ng Lower House, at dinadagdagan pa namin sa Senado," he said. Go plans to double the fund next year, acknowledging the financial and emotional toll cancer takes on families, especially those who are less fortunate. In addition to his proposed budget increases, Go discussed his ongoing initiatives to bring medical services closer to the people. Malasakit Centers bring together representatives from the Department of Social Welfare and Development (DSWD), DOH, Philippine Health Insurance Corporation (PhilHealth), and Philippine Charity Sweepstakes Office. These one-stop shops aim to support impoverished patients in reducing their hospital costs to the least possible amount. Go is also the principal sponsor and one of the authors of the recently signed RA 11959, or the Regional Specialty Centers (RSC) Act. The newly enacted law aims to create additional specialty centers in various regions, thereby ensuring that Filipinos have access to specialized medical services without the need to travel to Manila. Super Health Centers are designed to focus on primary care, consultation, and early detection, further strengthening the healthcare sector in the country, especially in grassroots communities. Go assured that substantial funding has been allocated for Super Health Centers under the budget of the Department of Health (DOH). A total of 307 centers were funded for 2022, with an additional 322 slated for 2023. Bong Go vows to push for additional budget allocated for health
Senator Bong Go, chairperson of the Senate Committee on Health and Demography and Vice Chair of the Senate Committee on Finance, has once again reiterated the continuing need to prioritize the health of underprivileged Filipinos and underscored the significance of preparedness in the face of potential health crises. In an interview after his visit to Parañaque City on Monday, 28 August, Go stressed the need to allocate more resources to the Department of Health. He emphasized the importance of ensuring that even the most economically disadvantaged individuals in the country have access to quality healthcare services. Go pointed out the concern generated by the proposed P10 billion reduction in DOH's 2024 budget, particularly given ongoing efforts toward pandemic recovery and the need for a more resilient healthcare system. "Alam n’yo the more we should invest sa ating healthcare system, dapat handa tayo. Nabigla tayo noong 2020 sa pandemyang dumating sa buhay natin," Go urged his fellow lawmakers. The senator also highlighted the government's responsibilities, especially towards healthcare workers, and recollected his endeavors in the preceding year to increase DOH’s budget from P296 billion to P316 billion. Go's forward-thinking was evident when he recounted the near budget reduction of the Research Institute for Tropical Medicine in 2019, a crucial institution responsible for COVID-19 testing. In fact, dinagdagan pa natin during the budget deliberations para ‘wag mabawasan at nadagdagan pa ang RITM.” He likewise outlined various initiatives, including allocating additional budget for the Cancer Assistance Fund to support cancer treatment, overseeing health facilities and services regulation, funding the Health Facilities Enhancement Program, providing medical assistance to indigent patients, and securing health emergency allowances. Go has consistently emphasized his unwavering commitment to fortify the health sector of the country. His dedication is evident through various initiatives such as the establishment of Malasakit Centers, Super Health Centers, and Regional Specialty Centers nationwide. A brainchild of Go, the Malasakit Centers bring together representatives from the Department of Social Welfare and Development, DOH, the Philippine Health Insurance Corporation, and the Philippine Charity Sweepstakes Office. These one-stop shops aim to support impoverished patients in reducing their hospital costs to the least possible amount. To date, 158 operational centers have helped more than seven million Filipinos nationwide, according to DOH. By establishing Super Health Centers throughout the country, the government aims to ensure that every Filipino, regardless of their location, can avail themselves of essential healthcare services without the burden of long-distance travel or prohibitive costs, the senator added. Lastly, Go underscored the importance of bringing specialized medical services closer to communities by establishing dedicated specialty centers in regional hospitals under the DOH. Go is the principal sponsor and one of the authors of the Regional Specialty Centers Act. The newly enacted law includes provisions for the establishment of specialty centers within existing government-controlled corporations or specialty hospitals. It also outlines the specific service capabilities that DOH will implement in regional hospitals. Bong Go assists ‘sakadas’ in Antique
Senator Christopher “Bong” Go’s team visited Sibalom, Antique on Friday, 25 August, to provide assistance to sugar migrant workers, or sakadas. The said relief activity not only highlighted his dedication to public service but also underscored the importance of strengthening the agricultural sector in the country. Recognizing the important role of farmers in upholding food security, Senator Go, who is a member of the Senate Committee on Agriculture, has consistently championed the reinforcement of agricultural support systems. He stood as one of the authors behind Republic Act No. 11901, which broadened the scope of the financing system for agriculture, fisheries, and rural development. Go also co-sponsored and co-authored in the Senate the measure that became RA 11953, also known as the New Agrarian Emancipation Act. The law condones loans incurred by agrarian reform beneficiaries, including interests, penalties, and surcharges. Furthermore, the senator also filed SBN 2117, which aims to provide full crop insurance coverage for agrarian reform beneficiaries, as well as SBN 2118 which aims to provide better insurance coverage and services to farmers and help mitigate the impact of natural disasters on the agricultural sector, if enacted into law. Go urged in his video message. Go’s team, together with the team of Governor Rhodora Cadiao, held the distribution at the University of Antique, where 1,000 sakadas received masks and shirts from Go while select recipients received shoes, mobile phones, and balls for basketball. The Department of Social Welfare and Development also provided financial assistance. Continuing his message, Go expressed his concern that access to medical assistance programs remains a pressing issue in many regions, especially in rural areas. It is for this reason that the senator mentioned that there is a Malasakit Center at Angel Salazar Memorial General Hospital in San Jose de Buenavista if they may need medical assistance from the government. Malasakit Centers bring together representatives from DSWD, Department of Health (DOH), Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. These one-stop shops aim to support poor and indigent patients in reducing their hospital costs to the least possible amount. Go is the principal author and sponsor of RA 11463 or the Malasakit Centers Act of 2019 which institutionalized the Malasakit Centers program. According to DOH, the Malasakit Centers program has already benefitted over seven million Filipinos, with 158 Malasakit Centers established all over the country. The senator then mentioned that there will also be a Super Health Center set to be established in the town. Super Health Centers offer basic health services, including database management, outpatient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy, and an ambulatory surgical unit. Other services available include eye, ear, nose, and throat (EENT) care, oncology centers, physical therapy and rehabilitation centers, and telemedicine, which enables remote diagnosis and treatment of patients. DOH has identified more locations in Antique to build Super Health Centers, in addition to Sibalom. These include Culasi and San Jose de Buenavista. Acknowledging the necessity for specialized care, Go has championed the establishment of Regional Specialty Centers. These centers focus on specific medical fields, ensuring that patients receive expert care without the need to travel long distances to urban centers. In the Senate, Go served as a principal sponsor and co-author of the Regional Specialty Centers Act. This legislation has been recently approved into law by President Ferdinand Marcos, Jr. Go, vice chairperson of the Senate Committee on Finance, also supported the acquisition of a motor vehicle in Sibalom, multi cabs in Laua-an, and an ambulance unit in San Jose. The senator likewise supported the expansion of a water system in Libertad, improvement of the Tobias Fornier Municipal Hall, flood control projects in Hamtic, San Jose and Laua-an, construction of solar streetlights in various barangays in Barbaza, improvement of a public park in Belison, construction of a covered court in San Remigio, construction of a bridge in Patnongon, and road improvements in Laua-an, San Remigio, Sebaste, Sibalom, and Valderrama. On 23 August, Go’s team was in Tobias Fornier, where they provided assistance to the beneficiaries of the medical and dental mission held in the town. Principal Sponsor Bong Go lauds signing of Regional Specialty Centers Act
Senator Christopher “Bong” Go, principal sponsor and one of the authors of the Regional Specialty Centers (RSC) Act, commended the signing of the measure into law by President Ferdinand Marcos, Jr. “I would like to extend my heartfelt gratitude to President Ferdinand Marcos, Jr. for recognizing the importance of this legislation and signing it into law. His support has been instrumental in bringing specialized medical care closer to our fellow Filipinos,” said Go. The law aims to create additional specialty centers in various regions, ensuring that Filipinos have access to specialized medical services. “With the signing of this law, we are taking a giant leap in improving access to specialized medical care and bringing these services closer to Filipinos in need," said Go. "Now, our countrymen suffering from severe illnesses won't have to travel to Manila for treatment at specialty hospitals like the Philippine Heart Center or Lung Center,” he added. The newly enacted law includes provisions for the establishment of specialty centers within existing government-controlled corporations or specialty hospitals. It also outlines the specific service capabilities that the Department of Health (DOH) will implement in regional hospitals. “By setting clear standards, we are ensuring that these specialty centers will have the necessary expertise and resources to cater to patients' specialized medical needs effectively across the country,” Go added. The law also details the medical specialties that DOH must prioritize in the establishment of these centers. Go also expressed his appreciation for the collaborative efforts of his fellow legislators in crafting a comprehensive law. Bong Go extends more assistance to Cebu City fire victims
Senator Christopher "Bong" Go emphasized his commitment to the Filipino people's well-being by continuing to support recovering families previously affected by fire incidents. He provided additional aid to them during a relief operation in Cebu City on Friday, 25 August. Working alongside Congressman Edu Rama, Mayor Mike Rama, Vice Mayor Raymond Alvin Garcia, and Tisa Barangay Captain Ringgo Pacaña, Go's team distributed snacks, masks, and shirts to 52 individuals recovering from a fire incident at Neneng compound gymnasium in Brgy. Tisa. Select beneficiaries also received mobile phones, basketball and volleyball balls, and a watch. The Department of Trade and Industry (DTI) extended livelihood support through its Pangkabuhayan sa Pagbangon at Ginhawa program, aimed at helping those who lost homes and income due to the fire. Meanwhile, Go highlighted the modernization of the Bureau of Fire Protection (BFP) as a significant step in improving firefighters' capabilities. His vision for a well-equipped and highly trained firefighting force can be achieved through a law he earlier authored and co-sponsored, Republic Act No. 11589 or the BFP Modernization Act. This law provides the necessary resources to enhance the BFP's infrastructure, technology, and training programs, allowing them to respond more effectively to emergencies and protect communities from fire's devastating effects, Go explained. A lost life is a lost life forever,” he said. Go, chairperson of the Senate Committee on Health and Demography, also encouraged those with health concerns to seek assistance at Vicente Sotto Memorial Medical Center (VSMMC), Cebu City Medical Center, and St. Anthony Mother & Child Hospital through Malasakit Centers. Currently, 158 Malasakit Centers across the country have aided over seven million underprivileged Filipinos, according to the Department of Health (DOH). The Malasakit Centers Act was principally authored and sponsored by Go to ensure that underprivileged Filipinos have convenient access to medical assistance programs from the Department of Social Welfare and Development (DSWD), DOH, Philippine Health Insurance Corporation (PhilHealth), and Philippine Charity Sweepstakes Office (PCSO). Other Malasakit Centers in the province are available at Cebu Provincial Hospital in Carcar City, Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City “Kung kailangan niyo po ng tulong sa pagpapaopera sa Maynila, huwag po kayong mahiyang lumapit sa ating mga lokal na opisyal o kaya sa aking opisina. Still in line with his health advocacy, Go said DOH has identified areas to construct Super Health Centers (SHCs) in the province, particularly in the cities of Bogo, Danao, Lapu-Lapu, and Mandaue; and in the towns of Borbon, Cordova, Moalboal, Samboan, and San Francisco in 2022. This year, more SHCs were funded in the cities of Carcar, Cebu, Talisay, and Toledo; and in the towns of Carmen, Consolacion, Liloan, Medellin, and San Nicolas. An additional SHC will also be established in Danao City. Through the efforts of fellow lawmakers, 307 SHCs were funded in 2022 and another 322 in 2023 nationwide. The centers offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, which makes remote diagnosis and treatment of patients possible. Go, vice chairperson of the Senate Committee on Finance, likewise supported the funding of various projects in the province, including the construction of multipurpose buildings in Barili, Cordova, Ginatilan, Pilar, Tabogon, and Talisay City; improvement of existing roads in Alcantara, Alcoy, Alegria, Asturias, Balamban, Boljoon, Borbon, Carmen, Madrilejos, Malabuyoc, Minglanilla, Moalboal, Pinamungajan, Sibonga, Sogod, Tabogon, Tabuelan, Carcar City and Naga City; improvement of flood mitigation structures in Catmon and Tuburan; installation of street lights in Asturias, Compostela, and Daanbantayan; and acquisition of ambulance units for Madridejos and Naga City.
