Fashion mogul categorically denies serial rapes accusations
Finnish-Canadian fashion mogul Peter Nygard, on trial in Toronto for alleged serial rapes, categorically denied any sexual misconduct as he wrapped up several days of defense testimony on Friday. The 82-year-old founder of Nygard International has pleaded not guilty to charges of sexually assaulting four women and a 16-year-old girl in Canada's largest city between 1988 and 2005. In court, defense attorney Brian Greenspan asked Nygard how he could firmly reject the allegations given that he could not recall dealings with any of his accusers. "The type of allegations that were said and were described is the type of conduct that I know that I have never done, I never would do," Nygard replied. On the stand, he also disputed elements of the complainants' testimonies including that he attended a Rolling Stones concert with one of them, offered an emergency birth control pill to a girl after allegedly raping her, or called another from a plane to arrange a date. Nygard said he didn't own a private jet in the late 1980s and said phones on commercial aircraft "in those years, to my recollection, were almost nonexistent. In other words, you couldn't even do that." He took issue also with characterizations of him as "always being with young women. Well, well, it isn't true." He pointed to a one-time travel companion in the late 1980s who was six years older than him, as an example. The prosecution has accused Nygard of having used his "power and status as a wealthy fashion designer to lure and sexually assault young women." Nygard is to face cross-examination next week. He also faces sexual assault charges in Quebec and Manitoba, as well as extradition to the United States, where he has been accused of raping dozens of women and girls, racketeering and trafficking. Belmonte calls for reforms in BFP-QCFD
Quezon City Mayor Joy Belmonte on Monday called on the Bureau of Fire Protection to undertake reforms in the BFP - Quezon City Fire District (QCFD). Belmonte made the call as results of the probe conducted by the city government and the Quezon City Council revealed lax inspection, backlog in the examination of businesses, and other lapses in the performance of the BFP-QCFD. "The BFP should look into how the BFP-QCFD fulfilled its mandate in the light of tragic loss of lives and properties due to recent fires in the city. Were the BFP-QCFD leadership remiss in their duties? They should hold their personnel accountable if proven guilty of inefficiency," she said. Belmonte earlier sought the relief of two officials from the BFP-QCFD following a review of the performance of the agency prompted by the tragic loss of lives caused by the fire last 31 August in Tandang Sora. An evaluation conducted by the city government of each fire incident that occurred this year showed on average, more damage, injury, and death compared to the previous year. “The capability and effectiveness of the BFP-QCFD in responding to these fires have lessened significantly. The city government recognizes that each fire has its own distinct volatile circumstances. Nonetheless, the severity of this year's incidents necessitates a call for a change in the leadership of the agency. A change is needed for the welfare of our citizens. We look forward to a better performance from the BFP," Belmonte said. The two officials were identified as BFP-QCFD fire marshall, Fire Senior Superintendent Aristotle Bañaga, and the chief of the QCFD Fire Prevention Branch, Fire Chief Inspector Dominic Salvacion. Data from the BFP revealed that from January to August 2023, there were 153 fires recorded in the city, while there were only 219 fires from January to December 2022. With a third of the year left, there have already been eight firefighters and 63 civilians injured compared to only two firefighters and 60 civilians for the entirety of last year. Moreover, there were already 24 deaths in the first eight months of this year while there were 30 from January to December 2022. There were 8,362 individuals or 2,380 families affected by the fires up to August this year, higher than the whole of last year’s record of 7,295 individuals or 2,005 families. “For this reason and to protect the people of Quezon City, I am calling upon the national leadership of the Bureau of Fire Protection to assign to us a new fire marshall for the QCFD and a new inspection head,” Belmonte added. Belmonte also called on the BFP to be more transparent in their own investigation of the Tandang Sora fire. “The BFP has failed to reciprocate the city government’s efforts to exercise transparency. They resisted our calls to be apprised of the progress of their own probe, or to our requests for coordination. We therefore ask the BFP to cooperate fully with the city government as mandated by law, to ensure full transparency and clarity in these investigations. Our people demand more, and the victims and their families deserve nothing less,” Belmonte said. Belmonte earlier ordered the City Legal Department to form a Special Panel of Investigators to probe the incident and if warranted by evidence, to file the appropriate case(s) against pertinent and surviving officers of the business establishment involved in the deadly fire in Tandang Sora. Local government personnel found to be liable after the conduct of the investigation will likewise face administrative and criminal charges. “The city government continues to thoroughly investigate the devastating fire of August 31. It has coordinated with and interviewed its departments, the barangay, the homeowners association, the relatives of the victims, and the survivors, to ascertain the circumstances that brought about this tragedy. We will leave no stone unturned, and we will not spare even our own officials and personnel,” the mayor added. The mayor assured the residents that the city government will continue to beef up the city’s fire prevention measures and efforts. On 14 September, Mayor Belmonte extended financial assistance to the families of the fire victims. The dishes they whipped up — pumpkin soup, fried chicken with special gravy, halo-halo — were served to the media representatives and other guests at the event. Set aside. In the same pan, melt butter and sauté garlic paste until fragrant. Add in ginger and sauté until softened. Add back chicken thighs then pour in evaporated milk and water. Simmer chicken until cooked through for about 20 minutes. Season to taste with salt and pepper. Add in carrot chunks and mushrooms, and cook until carrots are fork-tender. Add in bell peppers, all-purpose cream and parsley. Simmer for five minutes, then serve. Top with fried garlic bits, if desired. Fold in 1/2 cup condensed milk into the whipped cream. Refrigerate until ready to use. In a medium bowl, combine 1/2 cup of condensed milk, evaporated milk and 1/2 teaspoon of vanilla extract. Cut one piece of mamon in quarters and the other pieces of mamon in halves. Arrange the mamon to fill up and eight-inch pan. Pour the milk mixture over the mamon layer and let it absorb the milk. Spread the cream mixture from earlier and pour to cover the cake. Chill overnight to let the cake set. Once ready to serve, top the cake with your choice of fruit. Enjoy fresh from the chiller. China keeps ban on group tours to Canada
China’s Covid-era ban on group tours to a dozen countries was lifted last week but travel agents cannot arrange such visits to Canada. The Chinese embassy in Ottawa said Wednesday the exclusion of Canada was due to its anti-Beijing rattling. “The Canadian side has repeatedly hyped up the so-called ‘Chinese interference,’” according to a statement from the embassy. “Rampant and discriminatory anti-Asian acts and words are rising significantly in Canada” and “the Chinese government attaches great importance to protecting the safety and legitimate rights of overseas Chinese citizens and wishes they can travel in a safe and friendly environment,” the embassy added. China-Canada relations hit a new low this year amid accusations of Chinese meddling in Canadian elections and the attempted intimidation of lawmakers that led to the expulsion of a Chinese diplomat in May. Beijing responded by sending home a Canadian diplomat from Canada’s consulate in Shanghai. Janice Thomson, the head of tourism at Niagara Falls — the top tourism destination in Canada — said China’s decision to leave Canada off its approved destinations list was “disappointing” but expects the country to be added to the list in the future. In 2019, Chinese tourists spent a collective US$255 billion on international travel. In 2018, nearly 700,000 Chinese visitors came to Canada, spending an average of Can$2,600 (US$1,922) per visitor, or a total of Can$2 billion — out of Can$22 billion spent collectively by all foreign travelers, according to a report by the Canada China Business Council. Manila housing program prioritized
The local government of Manila has expressed gratitude to President Ferdinand Marcos Jr. prioritizing the city in his administration’s housing programs during the signing of a memorandum of agreement between the city of Manila and the RS Realty Concepts Developers Inc. Mayor Honey Lacuna disclosed on Sunday that the agreement will see the construction of 7,500 affordable housing units in the city which will be readily available and will be owned by the beneficiaries after 30 years. She added that the housing units will be priced affordably and will have a community mall, playground, and large open areas. Lacuna also tasked City Administrator Bernie Ang to arrange the mechanics for the program and the arrangements that have to be made among the developer, city government, and the PAG-IBIG Fund. The signing ceremony was also attended by Vice Mayor Yul Servo, Secretary to Mayor Marlon Lacson, and representatives from Pag-IBIG. Lacuna said that the housing project is a welcome development for the city, which is home to a large number of informal settlers. Dear Atty. Peachy, My first wife and I got married in 2007. My wife was two months pregnant then. It was a rushed marriage as our parents wanted us to be married before our child is born. We did not get a marriage license but, somehow, our parents were able to arrange a marriage with the city mayor officiating it. Our marriage immediately turned sour but my wife and I continued living together for the sake of our son. About nine years after getting married, I was offered by our company a position in Cebu. I immediately accepted the position. Apart from getting a higher salary package, I thought that the transfer will give me the much-needed space that my wife and I need. I continued sending support to my wife and son and visits them whenever I can. Two years ago, having in mind that my first marriage was, in fact, void as it lacks the essential requisite of having a valid marriage license, I married my longtime partner in Cebu. About a month ago, after learning about my subsequent marriage, I received a call from my first wife who threatened me that she will file a criminal case of bigamy against me and my current wife. She was inconsolable even after I explained to her that our marriage was, in fact, void and that, despite this, I will continue to support her and our son. I told her that I am in the process of having our marriage declared void. She said that even if I will be able to have our marriage declared void, the same cannot be a valid defense in a bigamy case since I contracted my second marriage without a judicial declaration of absolute nullity of our marriage. Is she correct? Ariel *** Dear Ariel, You are not required to obtain a judicial declaration of absolute nullity of a void ab initio first and subsequent marriages in order to raise it as a defense in a bigamy case. The same rule now applies to all marriages celebrated under the Civil Code and the Family Code. In the case of Pulido vs. People of the Philippines (G.R. 220149, 27 July 2021), the Supreme Court revisited and examined its earlier pronouncements that a judicial declaration of the absolute nullity of a prior void ab initio marriage secured prior to remarriage is required before a prior void ab initio marriage may be considered a valid defense in the prosecution of bigamy.
