Turkish city centenary holds special significance
Standing at the foot of the cliff overlooking Kemaliye, the golden statue of Mustafa Kemal Ataturk, the father of the nation, evokes the glorious past of this small town in eastern Turkey. Ataturk rewarded the loyalty of the town, nestled between the mountains and the sources of the Euphrates, by giving it his name ahead of creating the Turkish republic out of the ashes of the Ottoman Empire 100 years ago. “The whole country would have wanted to bear his name but he would never have accepted!” said retired hotelier Haci Omer Yalcinkayalar, referring to the modest nature of Ataturk, who will be celebrated on the nation’s anniversary on 29 October. General Mustafa Kemal, hero of the Dardanelles war against the Allies, in 1919 began confronting the Westerners who occupied the dismembered empire to found the independent nation he longed for. His forces found themselves nearing disaster at the gates of Ankara in 1921 when he received a telegram from Egin, a trading town at the crossroads of Anatolia and the Caucasus, with an Armenian population. The telegram read: “Dear Pasha, we have 500 horsemen ready to leave at your command,” recounted Yalcinkayalar. Situated on the caravan routes heading towards Baghdad, Iran and Georgia, the town was prosperous. This is evidenced by the persisting stone and wooden houses that were built along the steep slopes of the mountainside, which town authorities requested to be classified as a UNESCO world heritage site. The entire district had around 20,000 inhabitants including some 6,000 in Kemaliye itself in Ataturk’s time, compared with 1,500 residents today. “In the end, they didn’t have to do it,” Yalcinkayalar said of the offer to send horsemen. But Ataturk did not forget the gesture and, a year later, he wrote to the Egin municipal council to offer his name. “It was given to us as a gift,” said the 73-year-old who has devoted his retirement to his town’s history. “It honors us: With the republic, we joined the civilized world.” Kemaliye has been home to many celebrations including concerts, football tournaments and banquets on every October 29 since the birth of the republic in 1923. In Guzide Tufekci’s family, the story is passed down with enthusiasm: The 60-year-old former literature professor, an enthusiastic Kemalist, recalled what Turkish women owe to Ataturk and the republic. “He opened the way for enlightened Turkish women, intellectuals, to have access to education, to have a profession. We’re proud of him,” she said. Facing a small train station that has served Kemaliye since 1938, a modest cafe is decorated like a museum. Erdal Erdurk, 59, has hung portraits of Ataturk on all the walls — in color, in black and white, in a soldier’s uniform, in a tuxedo or wearing his Astrakhan hat — and hung a huge red flag bearing his image above the entrance. P1B for Marawi victims a cruel joke (1)
I beg my readers’ kind indulgence for using this column as a platform to air our grievances. This is something personal to us, and it is my moral obligation to add my voice to the public indignation sweeping a part of Morolandia. For transparency and disclosure, my family was a victim of the war and is seeking compensation for the damage to our precious possessions. Having said that, as the national budget deliberations for 2024 draw to a near conclusion, the public discourse in Morolandia on the compensation for the 2017 Marawi Siege victims heightened. It’s the issue much discussed in public fora, coffee shops, and social media platforms of Muslims. The Moro attention is largely riveted to the budget deliberations in the House of Representatives, where the budget bill originates by provision of the Constitution. Social media likewise reported the hearing conducted by the Oversight Committee for the Marawi Compensation Law jointly chaired by Senator Ronald dela Rosa and Rep. Zia Alonto Adiong. According to reports, P1 billion is proposed in the 2024 budget for compensation, which is the same amount appropriated in the current budget, alarmed resident victims. They have reason to fear that P1 billion is becoming the appropriation template for the ensuing years. The Marawi Compensation Board or MCB, created to process, approve and pay legitimate claims, will fold the tent and become a functus oficio in 2028 because the law provides for a five-year life span. Let’s do the math. If the budget is not increased, the aggregate appropriation for Marawi victims will only be P5 billion, which is ridiculously insufficient vis-a-vis the number of victims and the magnitude of their claims. From an unofficial report, we gathered that “as of 18 September 2023, there were 75 death claims, 74 structural claims, 1,858 other properties claims, and 4,041 multiple claims. Hence, there were 6,048 claims as of the latest report by the in-take team from July to September. (And) 362 claims have been evaluated or are ready for final deliberation.” The claims statistics are increasing exponentially by the day, with the list of claimants getting longer. The MCB asks for something like P10 billion or more as an aggregate ballpark figure to compensate all the victims. The sparse appropriation has triggered unkind comments from citizens calling the proposed amount outrageously deficient, cruel jokes and insulting the victims. While the public is amused by the stories in tri- and social media on funding for projects that are less urgent — like the millions needed for the confidential and intelligence funds of agencies to address “kuno” (allegedly) the threat of terrorism — here we have a situation where the threat of terrorism is real. Our security and intelligence authorities will tell you that the remnants of the ISIS-affiliated Maute Dawliyah Islamia group are just around the corner, engaged in sporadic hit-and-run guerrilla ambushes to make their presence known. Terrorist cells are confirmed to be existing in the hinterlands of Morolandia. The disgruntled victims of the Marawi war are easy prey for recruitment by the dissidents. There is no denying the depth and scale of the damage sustained by the Marawi victims of the war. The whole world was watching on their television sets for months the daily telenovela-like bombing of the city in what Confucious described as “burning the house to catch a rat.” We have written numerous published articles pleading for cessation of the bombing, but the thrashing by state authorities continued. We note with gratitude the public expression of support by Senator De la Rosa, chair of the Special Committee on Marawi Rehabilitation, who spent years studying at the Mindanao State University in Marawi City, along with Muslim Senator Robinhood Padilla. Senator Risa Hontiveros, in her recent trip to Marawi, saw for herself the progress of the claims processing and has likewise committed support. The list of senators and House representatives joining the chorus of support is getting longer. Pope ‘talks Ukraine peace’ with new Russian envoy
Pope Francis met on Monday with the new Russian ambassador to the Vatican, who said they discussed the pontiff's efforts to bring peace to Ukraine. Ivan Soltanovsky, a long-time diplomat, presented his formal accreditation to the 86-year-old head of the Catholic Church, according to a Vatican statement. They "discussed, in particular, the mission of the papal special envoy to Ukraine, Cardinal Matteo Zuppi, aimed at solving a number of humanitarian issues", Soltanovsky told Russia's official TASS news agency. "They agreed to continue an honest and open dialogue with the Holy See, traditionally built on the basis of mutual respect," the diplomat added. Earlier this year the pope appointed Zuppi, the head of Italy's Bishops' Conference, to lead a peace mission to try to stop the war in Ukraine. Zuppi has since visited Kyiv, Moscow, Beijing and Washington, where he met with US President Joe Biden. Russian Foreign Minister Sergei Lavrov suggested last week the cardinal would return to Moscow. During a roundtable event, he said, according to TASS: "The efforts with the Vatican, whose envoy is going to come again, are continuing. "We are ready to meet with everyone, we are ready to talk to everyone." Pope Francis regularly calls for peace in Ukraine, although in the early months after Russia invaded its neighbour in February 2022 he drew criticism for not naming Moscow as the aggressor. He paid a rare personal visit to the Russian embassy to the Holy See the day after the invasion to "express his concern for the war", the Vatican said at the time. At the recent launch of Judy Ann Santos as the new celebrity endorser of the Alaska milk brand, the actress helped demonstrate how to make dishes taste creamier and more delicious. She was with culinary experts, such as online food content creator Hazel Cheffy. The dishes they whipped up — pumpkin soup, fried chicken with special gravy, halo-halo — were served to the media representatives and other guests at the event. Santos later on shared this tip to DAILY TRIBUNE when asked what makes her halo-halo extra special: use frozen evaporated milk. “Kasi na-realize ko, ‘Oo nga, no, bakit hindi ’yung mismong Alaska evap ang i-freeze ko instead of using ice? Para mas malasahan ko ang gatas. Di ba pag natunaw na ang yelo, nagiging matabang? Set aside. In the same pan, melt butter and sauté garlic paste until fragrant. Add in ginger and sauté until softened. Add back chicken thighs then pour in evaporated milk and water. Simmer chicken until cooked through for about 20 minutes. Season to taste with salt and pepper. Add in carrot chunks and mushrooms, and cook until carrots are fork-tender. Add in bell peppers, all-purpose cream and parsley. Simmer for five minutes, then serve. Top with fried garlic bits, if desired. Cut one piece of mamon in quarters and the other pieces of mamon in halves. Arrange the mamon to fill up and eight-inch pan. Pour the milk mixture over the mamon layer and let it absorb the milk. Hero within all of us doesn’t make the news
Often remembered only when their special day is marked, the nation's heroes deserve more than passing mention in a two to three-paragraph story either buried in the inside pages or turning up in a rehashed editorial or opinion piece. It's that time of the year again when many of us take a day – or a long weekend off – for beach bums or sun worshippers, or take the occasion to do our laundry, declutter closets, reunite with old friends or relatives, catch up with reading books you meant to curl up with on a rainy day, or the time when you give your pet dog a shampoo and a brisk rubdown. It is a day all wage-earners look forward to because it means extra holiday pay or a fatter paycheck. In short, except for their kin and descendants of their closest friends who attend obligatory rites at national shrines, we often take our heroes for granted, storing them temporarily in the dustbins of history, only to be resurrected at the next celebration of National Heroes Day or Araw ng Mga Bayani. Students recite their names by rote only to pass history or related subject tests, mouthing facts and figures without paying attention to their meaning or importance in the Philippine setting. Bonifacio, Rizal, Aguinaldo, Mabini, Antonio and Juan Luna, Gabriela and Diego Silang, Jose Abad Santos, Josefa Llanes-Escoda, Maria Orosa, Gen. Vicente Lim, and countless others. Youngsters often recall these personalities only because several streets, towns, and military camps have been named after them. When the award-winning film "Heneral Luna" was shown to capacity crowds with Apolinario Mabini, often called the "Brains of the Philippine Revolution" and the "Sublime Paralytic" playing a stellar role, many in the audience wondered aloud why he was always shown in a seating position. Parents who were fortunate enough to have been raised by families with more than textbook or quiz/trivia knowledge of the making of our history through the participation of these remarkable figures decry the fact that many of today's youth are more familiar with the eating or wardrobe preferences as well as the latest squeeze or amour of their favorite Korean or Hollywood idol than the roles played by Gabriela Silang, Antonio Luna, or Llanes-Escoda in the resistance against Spanish, American, and Japanese invaders. Some young people and even adults are known to sing all of their idols' top hits by heart at the drop of a hat. Still, they need to be made aware of the contributions of Nicanor Abelardo, Lucio San Pedro, and Sister Rosalina Abejo to the richness of Philippine music. Is this sad state of affairs a result of the failure of history and arts and culture classes in our school's curriculum, a lack of trained teachers to teach these courses, or simply growing disinterest in these subjects among our students? Have the heroes who are supposed to serve as role models or inspirations not only for the young but to the citizenry in general lost their luster or have faded glory? It would be a pity if such is the case, especially in these times when we need them most to rally behind a cause, symbolize or motivate advocacy, or provide us hope in a world tottering on the brink of war, facing disease, hunger, and the disastrous effects of climate change. While we should not forget those, who led us towards the path of independence from the harsh consequences of foreign rule that destroyed countless lives, bred insurrections, and almost obliterated our sense of pride and national identity, let us not forget those in our midst who continue to tread the less-traveled road and remain anonymous. In recent times, these are the modern-day heroes like the brave and persevering soldiers who man the worn out and ready-to-fall-apart BRP Sierra Madre entrenched on Philippine soil at Ayungin Shoal in the West Philippine Sea, despite continuing threats and harassment from the Chinese Coast Guard whose government insists the Shoal is theirs. A July 2016 Permanent Court of Arbitration ruling under the United Nations said, "China's nine-dash line claim over the disputed waters is invalid." From the start of the Covid-19 pandemic, first responders or front liners like doctors, nurses, and others in allied professions were acknowledged as the heroes of the day, alongside countless supporters who donated medical equipment and facilities and organizers of community pantries that provided a seemingly endless supply of food to those in need. They are our firefighters, police and military forces (despite a rotten few), peacemakers, teachers, and rescuers in mercy missions to save lives in areas hit by floods, earthquakes, volcanic eruptions, and other violent forces of nature. BSP remains hawkish despite keeping rates
Bangko Sentral ng Pilipinas (BSP) Governor Eli Remolona said on Friday that the central bank has more room to hike interest rates without contracting the Philippine economy, if needed, to address inflationary risks in the country. Remolona made the remarks in an interview with CNBC TV after the BSP's Monetary Board decided to keep the benchmark interest rate at 6.25 percent. The BSP governor cited several factors that could push inflation higher, including rising food prices, supply chain disruptions, and the depreciation of the Philippine peso. "The supply shocks can have effects on expectations," Remolona said. "And so we try to moderate those shocks by working on the demand side for the same commodities and a broader range of commodities," he added. Remolona said that the BSP is closely monitoring the economic slowdown in the Philippines as the country's gross domestic product (GDP) growth slowed in the second quarter at 4.3 percent versus the 6.4 percent expansion in the first quarter of 2023. "The softness seems to be about special factors," Remolona said. "The neutral or the natural rate of interest is closer to four percent in real terms. If our projections are right, we will be at 3.25 percent or neutral interest rates in real terms. So we have room to hike," he added. The International Monetary Fund describes the "natural rate" as a reference point for central banks that use it to gauge the stance of monetary policy. When asked why BSP Monetary Board decided to keep the benchmark interest rate at 6.25 percent, Remolona explained that the data "seem to be going in different directions." "So I think a pause is prudent, but we're ready to hike if the upside risks materialize. We're ready to hike," he added. Remolona also said that the BSP is not as concerned about keeping in lockstep with the US Federal Reserve on interest rate hikes. "It's not as important as people think," Remolona said. "What we find is that sometimes we do intervene, but what we find what is more effective than intervention is this forward guidance," he added. Remolano said that the BSP will continue communicating clearly with the market about its monetary policy plans. "So we give the market a better idea of what we're thinking about down the road, and that's what seems to be more effective," the Central Bank chief said. The BSP governor also said that the central bank has ample foreign reserves to cushion the impact of any external shocks. However, he expressed concerns about the possible slowdown next year in the global economy and possible financial accidents like Silicon Valley Bank (SVB) and Credit Suisse. "But so far, we've emerged unscathed from those two incidents, but we worry about similar incidents in the future," Remolona said. Key figures in the domestic financial landscape have banded together to leverage open finance in driving financial inclusion across the country. Leading the partnership are UBX, the Bangko Sentral ng Pilipinas and members of the European Chamber of Commerce of the Philippines’ Special Committee on Open Finance and Financial Inclusion. In a recent Kapihan Session organized by the ECCP-SCOFFI, UBX managing director for Open Finance Jamie Garchitorena, and BSP Deputy Governor Chuchi Fonacier, highlighted the readiness of the Philippines to embrace open finance. According to Fonacier, the country already has the necessary tools to adapt to the Open Finance Framework. The central bank is already implementing this policy alongside critical players in the finance industry. “It is only a matter of providing the right information on why it is necessary and how this would benefit them (Filipinos). Very critical here is the consent of the customer to share his data or personal transactions with any of the financial institutions. There is an emphasis on consent. What benefit will they derive from sharing? Trust is key to all of this. It is critical,” Fonacier said. Earlier this year, the BSP called on various financial service providers in the country to participate in the pilot run of its open finance ecosystem within a sandbox and proof-of-concept framework under the administration’s goal of digitally transforming the economy. By reducing transaction costs through consent-driven data portability, interoperability, and collaborative partnerships among financial institutions and third-party providers , open finance seeks to provide customers with a better banking experience. Hence, industry players can create customer-centric products and provide better access to critical financial services such as savings, insurance and credit. Kim oversees N. Korea military parade showcasing new drones, ICBMs
Flanked by visiting Russian and Chinese officials, Kim Jong Un oversaw a North Korean military parade featuring new drones and Pyongyang's nuclear-capable intercontinental ballistic missiles, state media reported Friday. At least four new North Korean military drones were towed on trailers through Pyongyang's Kim Il Sung square at the parade late Thursday, state media images showed, while another drone appeared to conduct a flyover overhead. Standing between Russian Defense Minister Sergei Shoigu and Chinese politburo member Li Hongzhong in the VIP viewing stands, Kim smiled and saluted as thousands of soldiers marched past, trailed by the country's most powerful ICBMs, which are banned under UN sanctions. The event, featuring Kim's first-known foreign guests since the start of the Covid-19 pandemic, was to mark the 70th anniversary of the Korean War armistice, which ended open hostilities and is celebrated as Victory Day. Kim "extended warm militant greetings" to the parade, the official Korean Central News Agency said, and North Korea's defense minister Kang Sun Nam made a speech. The United States has no chance "of survival in case they use nuclear weapons against the DPRK", Kang said, referring to the North by its official name. He warned that any attempts by the United States to use armed force against the North would cause an "unimaginable and unforeseen crisis". The parade featured an array of new weaponry, including some first unveiled at a defense expo on Wednesday in Pyongyang, visited by Kim and Shoigu. North Korea's new underwater nuclear attack drone, called the "Haeil", appeared at the parade for the first time, Seoul-based specialist site NK News reported. "The strategic reconnaissance drone and the multi-purpose attack drone which was newly developed and produced... made circular flights in the sky above the (Kim Il Sung square," KCNA said. The "excitement and great joy of the spectators reached its height" when the nuclear-armed country's newest ICBM -- the solid-fuel Hwasong-18, tested in April and July this year -- was paraded through the square, KCNA said. The tests were roundly condemned by Seoul, Washington and Tokyo, and violate UN sanctions banning the North from any tests using ballistic missile technology. 'Send the US a signal' The parade is a key part of "promoting Kim Jong Un's ruling legitimacy and internal unity in this economically challenging time", Yangmo Ku, a political science professor at Norwich University, told AFP. But this year, with the inclusion of high-level guests from Moscow and Beijing, Pyongyang is also sending America "a signal that under strengthened ties with Russia and China, North Korea is militarily ready to cope with strategic threats from its enemies", he said. "All these acts mean the emergence of the new Cold War surrounding the Korean Peninsula," Ku added. Beijing is North Korea's most important ally and economic benefactor, their relationship forged in the bloodshed of the Korean War in the 1950s. "China's representation at North Korea's parading of nuclear-capable missiles raises serious questions about Beijing enabling Pyongyang's threats to global security," said Leif-Eric Easley, a professor at Ewha University in Seoul. Russia, another historic ally, is one of a handful of nations with which Pyongyang maintains friendly relations, and experts said it was noteworthy that Moscow had sent Shoigu to the anniversary celebrations -- a rare visit by a Russian defense chief in the post-Soviet era. Kim has been steadfast in his support for Moscow's invasion of Ukraine, including, Washington says, supplying rockets and missiles -- a charge Pyongyang has denied. Russia's President Vladimir Putin sent a speech, read out by Shoigu at an anniversary event, according to KCNA, in which Moscow's leader hailed North Korea for its "firm support for special military operations against Ukraine". Easley said that "given Russia's need for ammunition for its illegal war in Ukraine and (Kim's) willingness to personally give the Russian defense minister a tour of North Korea's arms exhibition, UN member states should increase vigilance for observing and penalizing sanctions violations". The inclusion of foreign guests at this year's celebrations is a post-pandemic first, and hints at new flexibility toward enforcing border controls. North Korea has imposed a rigid Covid-19 blockade since early 2020, preventing even its own nationals from entering the country. It only resumed some trade with China last year and allowed new Beijing envoy Wang Yajun to take up his position this year. Cambodian PM quits,Thai ex-premier returning
Cambodia’s Prime Minister Hun Sen announced Wednesday he is stepping down as the former leader in neighboring Thailand, Thaksin Shinawatra, ends his 15-year self-exile and will be back in his country on 10 August. Hun Sen, the 70-year-old former Khmer Rouge cadre who has ruled Cambodia since 1985, is paving way for a dynastic succession by handing power to his eldest son, 45-year-old four-star general Hun Manet. “I would like to ask for understanding from the people as I announce that I will not continue as prime minister,” Hun Sen said in a special broadcast on state television. The prime minister’s announcement followed his Cambodian People’s Party’s landslide victory in Sunday’s election that was nearly bereft of challengers with opposition candidates disqualified. The victory virtually assures the CPP of all but five lower house seats. While 84.6 percent of voters turned out in the polls, Western powers including the United States and European Union condemned the poll as neither free nor fair. Meanwhile, 74-year-old billionaire Thaksin is expected to inflame an already tense political situation on his return announced by his daughter Wednesday. “Dad is coming back on Aug 10 at Don Meung airport,” his daughter Paetongtarn Shinawatra wrote on her official Facebook page on Wednesday — Thaksin’s birthday. The military, which ousted Thaksin from power in 2006, was badly beaten in the May elections and its senators is blocking the elections of a reformist prime minister in parliament. COMELEC asked to exempt DSWD, related agencies from election spending ban
The Commission on Elections has been asked to consider exempting the Department of Social Welfare and Development and other related agencies doing relief work in the province of Albay in light of the impending election spending ban. Albay Rep. Joey Salceda, who made the appeal on Saturday, sent a letter to the poll body, requesting that the DSWD and other government agencies involved in relief operations in Mayon Volcano be granted exemption from Omnibus Election Code amid the upcoming Barangay and Sangguniang Kabataan polls on 30 October. "Any minute, Mayon could erupt violently. This could also be a prolonged evacuation effort. Nobody knows for sure. But it's better to be safe and be ready with all the relief programs we need -– this could extend beyond the Barangay elections," the veteran lawmaker said. "Clarity is everything for us. We want to abide by the law. And we want to take care of our people. We want to do both. COMELEC has the means and the power to help us do both. That’s why we are making this request," Salceda added. Mayon's violent eruption, according to Salceda, might affect at least 103,181 people in eight cities and municipalities in Albay, accounting for 7.5% of the province's entire population. Meanwhile, 39,901 individuals are currently directly at risk under Alert Level 3. Since warnings of an imminent violent eruption have been known to come and go, Salceda believes that evacuation operations might take 45, 90, or 110 days. "Evacuation efforts must continue until volcanic activity clearly subsides or until a violent eruption actually occurs. Until then, evacuees will require food aid, training activities, cash-for-work programs, and other socioeconomic support to replace economic activities they are barred from doing due to the evacuation orders," Salceda added. Amid the restiveness of Albay's Mayon, the lawmaker averted that relief operations from various agencies would not end once the eruption. The economist-lawmaker said the eruption will displace agricultural, quarrying, ecotourism, and other economic activities in the danger zones, indirectly affecting Albay's economy as a whole. "Likewise, a violent eruption will also likely cause health issues, which will require immediate medical attention and corresponding support through the Medical Assistance Program." With this, Salceda asks Comelec, which had the power under the Omnibus Election Code, to allow such other expenditures especially forDSWD-like activities. Section 261 of the Omnibus Election Code prohibits the release, disbursement, and expenditure of public funds 45 days before a regular election and thirty days before a special election, but emergency works due to a public calamity and maintenance of existing public works are exempted from the provision. The BSKE election, which was originally set for 5 December of this year, was moved to an earlier date, pursuant to Republic Act 11935, signed by President Ferdinand Marcos on 12 October last year. The coming grassroots poll this year will break the year-long postponement. Recall that BSKE has been postponed four times since 2016 through RAs 10923, 10952, 11462 and 11935. With the help of the government, it was granted an EUA (emergency use of authority) which allowed us to bring it in at a special price and donate half to the government. That is one great effort that showed teamwork was key,” he said. “The pandemic destroyed lives and livelihoods, but on the bright side brought us all together to survive and win this war. It also pushed many Filipinos to digitalize starting with E-wallets for contactless transactions. Today, digitalization is bringing about greater inclusivity with almost all Filipinos using e-wallets. This is one reason why economic recovery bounced back strongly,” he added. Concepcion warned, however, that COVID still remains, and that people should continue to be vigilant. “We should focus on producing more nurses and health care professionals.
